Wto the Responsible Gambling Issue of Gaming for Africa! As we commemorate November each year, a date marked off by the South African Responsible Gambling Foundation (SARGF), to create greater awareness of the potential pitfalls inherent in gambling, it is prudent to reflect on the selfless work done by the SARGF over the past 20 years in providing free counseling, treatment and care to that small percentage of irresponsible gamblers whose gambling spills over into problem and addictive gambling.
The SARGF has launched a massive PR and awareness campaign during its 20th Anniversary, as many in the industry will have seen from numerous television and radio broadcasts, culminating in Betway and the PSL (Professional Soccer League) also coming out in vocal support of these initiatives, but also to create awareness of a responsible gambling behaviour.
This is a watershed moment; not only have legalised operators mobilised their internal PR machines in full vocal support of Responsible Gambling and their support of the SARGF, but it marks the moment where legal gambling operators - who contribute a percentage of their gambling revenues to the SARGF - have seen the need to actively promote the SARGF (and their own work in the RG space) to the public.
As the pinnacle of the SARGF’s work over the past 20 years - and there have been numerous highlights - the recent SARGF Responsible Gambling Awards marks a new era in co-operation and awareness between gambling operators and the SARGF.

Competition Commission Blocks Sun International Acquisition of Peermont
South Africa’s Competition Commission has advised the Competition Tribunal to block Sun International’s planned R7-billion acquisition of Peermont Holdings, both major players in South Africa’s casino industry. The Commission’s investigation, completed on October 28, concluded that the merger would significantly reduce competition in the national casino market, especially in central Gauteng.
Aprimary concern raised was that the acquisition would lower the number of national casino operators from three to two, concentrating 92% of the country’s casinos under only two companies, Sun International and Tsogo Sun.
Sun International currently operates 11 casinos across South Africa, while Peermont runs eight. Should the merger proceed, it would effectively eliminate Peermont’s Emperors Palace as a competitor to Sun International’s
Time Square and Carnival City casinos, along with Tsogo Sun’s Montecasino, leading to a reduced competitive landscape in central Gauteng.
The Commission also highlighted concerns about the limited availability of casino licenses in the region, which would make new market entries unlikely, especially as no unallocated licenses exist in central Gauteng.
This diminished competition could enable the two remaining operators to behave less
competitively, possibly reducing winnings and promotional offers without fear of competitive backlash.
After reviewing potential remedies offered by Sun International and Peermont, the Commission concluded that these would not adequately compensate for the competition that would be lost if the merger went through. The final decision now rests with the Competition Tribunal, which will determine the outcome in due course.

Since 2016, the SARGF has designated November as Responsible Gambling Month as part of a larger effort to promote awareness and prevent gamblingrelated harm. During NRGM, stakeholders in both the public (gambling regulators) and private sectors

Gaming for Africa chats to Ryno du Plessis, COO of World of Sports Betting about his recent appointment as Chief Operating Officer
Q: Congratulations on your new role as COO at World of Sports Betting! You’d been with WSB previously and have now returned to run things. What do you hope to bring to the company in your new leadership role?
A: Thank you very much. Yes I was previously heading up the marketing team and as most gaming people know, you never really get out of the industry. I have always loved the gambling game so when the opportunity came up to return in the COO role, I jumped at it. In the new role I hope that I can leverage my 18 years of experience in the industry to drive not just the WSB brand but the WSB product as a whole to new levels.
Q: World of Sports Betting has established itself as a key player in the industry. Please give us an overview of your operations and licensed jurisdictions.
A: We consider ourselves a proudly south African brand and our efforts have always been focused on providing the best possible betting and gaming experience locally. Of course Our online offering is available nationwide but we do also have retail outlets in KZN, Western Cape, Gauteng and Mpumalanga. Q: What key trends do you foresee shaping the future of sports betting in South Africa, and how is World of Sports Betting positioning itself to stay ahead of these industry shifts?
A: Covid certainly played a role in triggering a mass shift to online betting so the future no doubt sits online, particularly on mobile devices. At WSB we are always focusing on the industry
movements not just locally but internationally and we try and prepare for everything as best we can. There are few industries that can shift and change as quickly as the gaming industry so having a finger on the pulse is paramoun t.

A: Its definitely an exciting time for the industry and both as an individual and as a company we are looking to the future with Big plans and Big ambitions. Appointment To The Board Of Trustees Of The International Association Of Gaming Regulators
The Botswana Gambling Authority has announced the appointment of Emolemo Peter Kesitilwe, the Chief Executive Officer of Gambling Authority to the Board of Trustees of the International Association of Gaming Regulators (IAGR).
This appointment was made at the 2024 Joint Conference of the International Association of Gaming Regulators and the International Masters of Gambling Law held under the theme “Navigate the future of gaming regulation and law in a transforming world”.
The Board appointment marks a significant milestone for the Gambling Authority. The appointment to the IAGR Board is for a period of four (4) years from the 22nd October 2024 to the 21st October 2028. IAGR is the world’s leading body for gaming regulation, consisting of representation from 78 jurisdictions and with more than 400 individual members. IAGR was established in 1980 as an adjunct to the International Association of Gaming Attorneys (IAGA) and it was incorporated in 2011 as a non-profit organisation.
The mission of IAGR is to provide a voice for Governments, Gaming and Gambling Regulators, and Gambling and Gaming Industry Professionals from the international gaming industry, offering a platform for sharing best practices in gaming regulation. This appointment highlights Botswana’s growing influence in the global gaming and gambling landscape and will further enhance the country’s efforts in diversifying the industry, creating employment opportunities, and increasing government revenues.

MPs Call for Transparency as Decision on New National Lottery Operator is Delayed
As South Africa’s R180-billion National Lottery tender remains undecided, members of Parliament’s trade, industry, and competition portfolio committee are pushing for clarity and integrity in the selection process.
This tender, one of the country’s largest, funds essential community projects. It’s now under heightened scrutiny following years of controversy linked to the National Lotteries Commission (NLC).
Eight entities are vying for the eight-year contract, including incumbent Ithuba, Thebe Investments, Hosken Consolidated Investments (HCI), the Umbulelo consortium led by Afrirent Holdings, and Giya Games.
Minister Parks Tau, who postponed the final announcement amid allegations of corruption involving the NLC board and bidders, has been urged by committee members to proceed transparently.
Committee chair Mzwandile Masina emphasized the need for parliamentary oversight, particularly to safeguard public interests. “Transparency is crucial as this decision impacts the integrity of the lottery system and the communities that depend on these funds,” he said. Tony Chance of the DA expressed frustration at the prolonged 18-month delay, noting the importance of expediting the process to prevent a gap in funding for community programs. However, he remains cautious, citing concerns that political interests may interfere with the outcome. “The board and minister must ensure a fair process, free of political influence,” he added.
This delay follows years of alleged mismanagement and corruption under previous
NLC boards, which the Special Investigating Unit (SIU) has been investigating extensively. Issues intensified in 2015 when the Pretoria High Court labeled the previous license awarded to Ithuba as “irrational,” though Ithuba’s license was subsequently extended to May 2025.
Recent reforms led by new NLC Chair Barney Pityana and commissioner Jodi Scholtz aim to restore credibility to the selection process. However, Bosa deputy leader Nobuntu HlazoWebster voiced concerns, having submitted queries to Tau on the criteria for selecting the seven-member panel responsible for adjudicating the tender. She also requested a list of the panel members to ensure transparency, stating, “It’s critical for public trust that the process is fully transparent and independent.”
The committee’s recent discussions with the NLC and National Treasury highlighted further concerns. The Treasury recently directed the NLC to transfer R300 million in surplus funds to the national revenue fund, following a legal opinion that public entities cannot retain surplus funds. The National Gambling Board (NGB) Accounting Authority, Ms. Caroline Kongwa, provides perspective: “Gambling evokes controversy in most societies, with the activity having both supporters and detractors. As with many human endeavours, taking any activity to excess has the potential to create imbalance, often with crippling results. The decision to birth a regulated gambling sector in South Africa in 1996 was not taken lightly and was based on empirical research and best practices that allowed for a careful balance between the economic gains of a thriving gambling industry and the mitigation of potential social challenges. The consequences of illegal, unregulated and underground gambling activities is even more dire for the public.”
In the intervening years since the legalisation and regulation of specific modes of gambling (viz: casinos, bingo, betting and limited payout machines), the global gambling value chain has morphed significantly. Especially during the Covid 19 pandemic lockdowns the contactless, online form of betting became really popular in South Africa. As the excitement of gambling continues to capture the attention of millions, it is essential to emphasize the importance of responsible gambling. Whether you are a seasoned player or a newcomer to the world of gambling, understanding how to gamble responsibly can ensure that your experience remains fun and safe, as the original legislation intended it to be.
The NGB was instrumental in creating a
comprehensive industry response to mitigate the challenges experienced by problem gamblers with the formation of a Non-Profit Organisation, the South African Responsible Gambling Foundation (SARGF), in 2004.
This year the SARGF celebrates 20 years in service of the mental wellbeing of the public by providing industry-funded problem gambling treatment and counselling. During the November Responsible Gambling Month (NRGM) all roleplayers join forces to amplify public education and awareness about gambling addiction and its dire socio-economic impact, while advocating for restraint and taking personal responsibility for overcoming gambling excesses.
The SARGF basket of services extends beyond the treatment of the problem gambler, to also help their impacted family members. It offers public awareness programmes to sensitise the public about the adverse consequences of disordered gambling, while simultaneously providing responsible gambling training and advocacy to empower gambling operators and their staff. Over and above these programmes, they have a Social Interventions Unit that provides counselling and support to vulnerable groups such as children, teenagers, the elderly, and social grant recipients.
Of the total 78 258 calls assessed by the SARGF helpline in the 2023/2024 financial year, 2 662 were successfully referred for either family sessions, problem gambling sessions, relapse sessions or self-exclusion sessions. Of the 2 662 referrals made, 1 695 were adults, 787 youth, 116 elderly, 3 minors (under the age of 18) and 61 did not state their age. Furthermore, 1 472 were employed full time, 472 were unemployed, 396 were self-employed, 169 worked part-time, 90 were students, 58 pensioners, 1 was a dependent and 4 did not state their employment status.
Behind these statistics lies a poignant reminder that problem gambling affects everyone in society and therefore requires a whole-of-society approach to address the potential socio-economic
harms. The number of unemployed problem gamblers is a concern to the NGB, and a series of responsible gambling education collaborations with the South African Social Security Agency (SASSA) has been initiated to address vulnerable groups such as social grant recipients.
South Africa remains one of very few jurisdictions worldwide that supports problem gamblers in the form of free treatment and counselling, as well as multidisciplinary education and awareness campaigns across the country. Excessive gambling is becoming a global issue, with other progressive countries like the United Kingdom, Australia and New Zealand innovating in the measures taken to mitigate the impact of excessive gambling.
The NGB continues to benchmark and learn from the best practices of other jurisdictions. A multi-year, in-depth study on the socio-economic impact of gambling in South Africa, commissioned by the NGB, is nearing completion. The findings and recommendations from this seminal research will inform the future direction of the regulation of gambling in the country, including the mitigation of compulsive and addictive behaviour.
Gambling should be a source of enjoyment, not distress, and should be an occasional leisure activity not a daily occurrence. By following the principles of responsible gambling, punters can ensure a safer and more enjoyable experience.
