From the Editor

South African Gambling has been making headlines in the mainstream media over the past few months, and the public’s attention has been drawn to the industry for a number of reasons:

The astonishing figure of over R1-Trillion rand in Turnover for all forms of gambling in the legalised South African gaming industry during the previous financial year astonished many and drew interest of politicians, regulators and responsible gambling advocates alike. The figure alarmed politicians and RG advocates, mainly as the increase was driven largely by online sportsbook operators at the expense of traditional land-based operations. While it may be prudent to point out that the Turnover figure includes ‘recycling’ which refers to amounts that are staked on more than one occasion, like bonus wagers for example, it is also worthwhile noting that the not all legalised gambling industry operators (who are meant to contribute 0,1% of their Gross Gambling Revenue to the South African Responsible Gambling Foundation to provide free treatment and counselling to problem gamblers) do so. This places an undue burden on legal operators that willingly do so in the spirit of offsetting the inherent risks associated with gambling.

Against this background, we also see an alarming number of illegal gambling operators targeting South African players - according to a report by Yield Sec as much as 62% of the South African market is operated by illegals.

So, placing this into context, we have a growing burden on legal operators (some of whom do not contribute their agreed share to Responsible Gambling) exacerbated by illegal gambling operations who do not play by the fair rules enforced by South Africa’s gambling authorities, an outdated online gambling regulatory framework creating a knock-on effect and ultimately an immense burden to be shouldered by the South African Responsible Gambling Foundation with limited resources and a growing need for treatment.

It seems like a logical conclusion that the SARGF should receive fair funding and some serious thought should be put into regulatory steps that will keep abreast with technological advances and gambling realities.

South Africa is grappling with an illegal gambling crisis. New data reveals that illegal operators dominated 62% of the Gross Gaming Revenue (GGR) for 2023/24. Yield Sec, an online intelligence platform commissioned by the South African Bookmakers Association (SABA), has identified 2,084 illegal gambling operators targeting South African players, alongside 1,134 affiliates promoting these platforms.

Sean Coleman, CEO of SABA, warns of a black market “pandemic,” calling for urgent regulatory action, including geo-blocking and payment restrictions, to curb the devastating impact of illegal gambling on players and the licensed market.

Key Findings from Yield Sec’s Report (2023 – 2024 fiscal year)

• 62% of GGR in South Africa is generated by

illegal operators.

• 27% of South Africans - (16.3 million people) interacted with illegal gambling platforms.

• Among the top 10 online gambling operators, only three are licensed locally, with Hollywoodbets being the only one in the top three.

• Over 94% of online gamblers identify as male with the largest percentage (31%) being 18–24 years old.

Yield Sec’s findiNgs expose how illegal operators exploit loopholes to target vulnerable self-excluded players, those actively trying to gamble more responsibly through schemes like the Gauteng Self-Exclusion Program. This exploitation, termed “Vulnerability Victimisation,” undermines Responsible Gambling Month initiatives and the efforts of organizations like the South African Responsible Gaming Foundation.

These operators exploit vulnerable selfexcluded players, undermine programs designed to protect them, and contribute nothing to responsible gambling or tax revenues.

societal one. Illegal operators siphon revenue from the legal market, which weakens the industry’s ability to support communities and safeguard players. South Africa Named a Rising Power in 2025 iGaming Trends Report

The global iGaming Trends 2025 Report identified South Africa as a critical growth market within the continent’s expanding sector.

South Africa has been spotlighted as a rising star in the global iGaming sector, with the newly published iGaming Trends 2025 Report by SoftSwiss identifying the country as a critical growth market within the continent’s expanding industry.

The report highlights notable trends, including:

• R59.3 billion gross gambling revenue (2023-2024): A 25.7% year-on-year growth.

• Sports betting accounted for 60.5% of the market, bolstered by a 70% smartphone penetration rate.

• While regulatory complexities persist, strong digital adoption and a growing middle class position South Africa as an attractive hub for operators and investors.

Published by SoftSwiss, the report leverages extensive data. Among many findings, it outlines how technology, mobile adoption, and evolving consumer preferences shape the region’s future and present opportunities for operators and investors.

According to the report, South Africa’s gross gambling revenue reached ZAR 59.3 billion in 2023-

2024, marking a 25.7% year-on-year growth. Driving this growth is the dominance of sports betting, which accounted for 60.5% of the total market. South Africa’s high smartphone penetration rate of over 70% and the expansion of digital platforms have played pivotal roles in achieving this milestone. Mobile betting has become a cornerstone of the industry, providing operators with direct access to an increasingly digital-first audience.

While the market demonstrates growth potential, it also faces challenges. Fragmented provincial regulations and a 15% VAT on betting transactions present operational complexities for businesses. However, these challenges have not deterred both global and local investors from contributing. The overall gambling market across the African continent is expected to reach ZAR 213 billion by 2032, with sports betting remaining the primary growth driver, largely due to its accessibility and widespread popularity, particularly in football. In addition to South Africa, key contributors to this growth also include Nigeria, and Kenya.

The search giant released updated guidelines on February 10, 2025. The new policy details how gambling operators should promote games and collect data on its platforms.

The search giant released updated guidelines on February 10, 2025. The new policy details how gambling operators should promote games and collect data on its platforms.

It will change how millions of gaming and gambling users view and interact with ads online by introducing significant changes to its Gambling and Games advertising policy. This revision will refine the guidelines across various aspects, including countryspecific regulations and clearer categorizations of gambling-related content, aimed at tightening control and enhancing clarity for advertisers.

Under the revised policy, Google will enforce more precise country-specific restrictions including African countries like South Africa, Kenya, Ghana, Tanzania, Ethiopia, and Mozambique and list explicitly where gambling advertising is banned, including countries like Morocco and Egypt. This targeted approach marks a departure from the previous broader categorizations, aiming to align more closely with individual country

laws and regulations.

The revised guidelines aim to provide stricter definitions and implement expanded certification requirements for those promoting gambling-related content. A notable shift is the explicit classification of websites that direct users to online gambling or gambling services as ‘promoting gambling’. This move targets affiliate and aggregator sites, limiting their operations to purely informational content unless they meet the new, stringent criteria set forth.

The updated policy will also differentiate ‘social casino games’ from realmoney gambling, specifying which regions require separate certification. This delineation ensures that advertisers of social games, which simulate gambling experiences without real-money stakes, understand their boundaries and the necessary steps for compliance.

Velitech Launches Locally to Revolutionise iGaming and Access to SA’s R1-Trillion Betting Market

South Africa’s Gambling Surge: Online Betting Leads the Way in Record-Breaking 2023 Revenue

As debate rages in the media around wagers from the South African public breaking the R1-Trillion Turnover mark during the previous financial year, it may be worthwhile to examine the numbers in a high-level overview, as the conversation will inevitably move towards all stakeholders taking a closer look at the proposed Remote Gambling Bill, which aims to ‘bridge’ the legal gap in existing legislation as technological advancements amid increased online access on online gambling. Also important to note is placing the turnover figure into context, as it includes ‘recycling’ which refers to amounts that are staked on more than one occasion, like bonus wagers for example.

South Africa’s gambling industry reached unprecedented heights in the 2023-24 financial year, with total revenue soaring to a record ZAR59.3 billion—a 25.7% increase from the previous year’s ZAR47.12 billion. The rise was largely driven by the booming online sports betting sector, which has now overtaken traditional casinos as the country’s top revenue source.

As per the National Gambling Board Executive Summary:

At the end of FY2023/24, R1.1 trillion was wagered in the South African gambling industry, which is 40.2% higher than the turnover generated during the previous financial year. Gross gambling revenue (GGR) amounted to R59.3 billion, a 25.7% increase from the previous year.

industry saw miniscule growth (0.1%), while LPM GGR declined by 1.9%. The bingo industry experienced low growth of 2.4%.

Analysis of GGR by gambling mode revealed betting to have generated 60.5% of industry GGR at R35.9 billion. Casinos also generated a sizable proportion of GGR at R17.4 billion (29.3%). The LPM industry is the third largest sector (7.0%), generating R4.1 billion during FY2023/24. The bingo industry generated 3.2% of revenues at R1.9 billion.  GGR growth between the modes of gambling showed unbalanced growth between the modes of gambling with betting driving growth. Betting increased by 51.2% relative to the previous year. The casino

Taxes/levies amounted to R4.8 billion during FY2023/24, which is 19.2% higher than the value in the previous year. Betting generated the largest proportion of taxes/levies at 49.9%, followed by casinos (36.5%), LPMs (10.2%) and bingo (3.4%).

Online Sports Betting Dominates

Digital platforms have reshaped South Africa’s gambling landscape, with online sports betting emerging as the leading contributor to the industry’s success. Generating ZAR28.97 billion—nearly half of the total gambling revenue—online sports betting grew by an impressive 51.2% year-on-year. Overall, sports

betting accounted for ZAR35.91 billion, over 60% of total gambling revenue, highlighting the sector’s rapid expansion and the shifting preferences of modern players.

Despite online betting being legally permitted in only five provinces (Western Cape, Northern Cape, Mpumalanga, Limpopo, and North West), consumer demand continues to fuel its growth. By comparison, retail betting generated ZAR6.94 billion, further solidifying online betting as the dominant force in South Africa’s gambling market.

Traditional Casinos See Minimal Growth

While online betting thrives, land-based casinos have experienced stagnation, with revenue reaching ZAR17.36 billion—a marginal 0.1% increase from the previous year. Other sectors, such as Limited Payout Machines (LPMs) and bingo, saw mixed results, with LPM revenue dropping 1.9% to ZAR4.15 billion and bingo rising slightly by 2.4% to ZAR1.89 billion. These trends underscore a clear shift toward online gambling among South African players.

Record Player Spending

Player spending also hit an all-time high, with South Africans wagering ZAR1.14 trillion in 2023-24, a 40.2%

Happy 20th Birthday, National Gambling Act - But, There’s Still Much to Improve

The 2004 National Gambling Act and its Regulation was a much-needed update and improvement on the 1996 Act but, 20 years later, it is in dire need of an update.

Happy 20th Anniversary to the 2004 National Gambling Act and its Regulation. The Act commenced on 01 November 2004 and its Regulation on 12 November 2004.

The Act was version 2.0 of the National Gambling Act, initially promulgated in 1996. The Act and its Regulation brought with them several IMPROVEMENTS that greatly benefited the manufacturer/supplier sector of the industry. IMPROVEMENTS

The introduction of a National Manufacturer License and National key Employee License Prior to 01 November 2004, all suppliers and manufacturers of gambling equipment had to apply to all nine provincial gambling regulators for provincial company licenses and provincial key employee licenses for each of their key employees.

The financial cost to suppliers ran into millions of Rands annually, not to mention the forests of paper that had to be printed, completed in black ink, copied and submitted manually to all nine provincial gambling regulators.

The 2004 Act introduced a new license type to coexist with provincial licenses – the National License (section 38). A manufacturer, supplier or maintenance provider could apply to a provincial gambling regulator for either a provincial license in terms of applicable provincial law or a national license.

The initial introduction of a National Manufacturer License in 2004 quickly resulted in the saving of millions of rands in annual licensing costs for suppliers, to say nothing of the reams of A4 paper saved (as of 2024, stationery stores are still in business so the National License regime didn’t quite put them out of business).

The National License provision was FURTHER IMPROVED UPON in 2007 with an amendment to the National Gambling Regulation, allowing for shorter renewal forms for National Manufacturer and National Key Employee license renewals for two consecutive years in-between the bigger forms.

The Licensing of Independent Gaming Test Labs

Prior to 2004, the National Gambling Act of 1996 (section 13 (l)(m)) had mandated that all gambling equipment were to be tested and certified by the SABS. This arrangement was in effect from 1996 until November 2004.

This sole mandate was not without its challenges:

A single test laboratory through which all gaming testing and certification had to be channeled. Manufacturers and other submitters of gambling equipment had no alternative laboratories to choose from based on price, quality, economy, or value proposition.

Lack of competent personnel to perform testing of gaming equipment to world-class testing methods. Test samples submitted for testing were occasionally unnecessarily damaged during testing.

As the SABS was legislated to be both the test laboratory AND the certifying body, this was deemed to be a conflict of interest (akin to the analogy of “being the player AND the referee in soccer”).

Some provincial gambling regulators, between 2001 and 2004, did not have confidence in the SABS to undertake competent testing of gambling equipment and, therefore, stopped accepting test reports from SABS in favour of reports from other laboratories. This created an extra set of difficulties for manufacturers in that gambling equipment had to be submitted twice for approval, incurring testing and certification bills running into millions of Rands.

The challenges described above were ameliorated by the promulgation of the 2004 Act which allowed for independent test laboratories to be licensed and the separation of the testing and certification functions.

There was a draft National Gambling Norms and Standards (Government Gazette 37653 (N0.397) - 23 May 2014) in 2014 that proposed a return to the single, state-owned test lab regime but, hopefully, that draft has been buried deep in the office cabinet where all bad ideas are kept.

THE WAY FORWARD

It is disappointing that the progressive spirit which led to the regulatory and administrative advancements introduced by the 2004 Act has faded. Even some provincial gambling regulators have expressed frustration, noting that while they are eager to implement improvements, their efforts are constrained by the provisions of the National Act.

a) The licensing forms prescribed in the 2004 Regulations are outdated, particularly in light of the tax administration reforms and personal data protection

legislation introduced over the past decade. The forms currently used in the 2004 and 2007 regulations may even be in conflict with the Protection of Personal Information Act (POPIA). It would be interesting to see how the Information Regulator evaluates the compliance of these forms.

b) Just as national licensing coexists with provincial licensing, there should be a framework for national gambling equipment approval to coexist alongside provincial approvals.

A national approval could apply to all gambling equipment approved by all nine provincial gambling regulators (e.g. casino and limited payout machines).

A provincial approval could cater to equipment approved in specific provinces (e.g., as of November 2024, only the Free State and Western Cape prohibit electronic bingo products).

This dual approach would lead to significant administrative and financial savings for licensees, align with efforts to reduce bureaucratic red tape, and substantially lower compliance costs.

c) Despite Section 38 of the 2004 Act outlining the procedures by provincial gambling regulators to process national license applications, inconsistencies amongst the nine provincial regulators have arisen in the manner of how these applications are processed. Some regulators require licensees to print out copies of applications and physically submit them whilst others are happy if you submit them in PDF format electronically (e.g., by email or by storage in a cloud storage solution like Microsoft OneDrive). In the year 2024, the way we do business has changed drastically to how it was in 2004 and some provincial regulators need to adapt accordingly.

HAPPY BIRTHDAY…BUT STILL A LONG WAY TO GO

In just a few years, a new decade—the 2030s— will be upon us. Let’s hope that by 2034, we are not marking the 30th anniversary of the 2004 Act but, rather, celebrating its replacement with an improved Act. This new legislation should introduce enhanced regulatory and administrative measures for suppliers and manufacturers, streamlining their obligations to the nine regulators they currently engage with, while also incorporating the latest technological advancements and best practices that reflect the current status quo.

North West Gambling Board Licenses Sunbet, Boosting Provincial Economy and Employment

The North West Gambling Board has officially granted Sunbet a license to operate as a bookmaker in the province, marking a significant expansion in the local gambling industry. This move is expected to bolster the provincial coffers through increased revenue collection, as South Africa continues to witness a substantial shift toward online betting.

In recent years, especially following the disruptions caused by COVID-19 shutdowns, there has been a marked increase in online betting. With many traditional gambling venues inaccessible during lockdowns, punters turned to digital platforms, resulting in a rapid growth of gambling and betting revenue across the country.

In stark contrast, the national revenue generated by traditional casinos, has seen a significant decline, accounting for only 37% of total gambling revenue in the 2022/23 fiscal year, down from a staggering 84% in 2010.

The introduction of Sunbet into the online betting space is anticipated to create new job opportunities, stimulate the provincial economy, and support small, medium, and micro enterprises (SMMEs) through various platforms established under the licensing conditions.

While regulators still encourage

responsible gambling, the convenience of online betting has become increasingly appealing, as greater access to the internet and the proliferation of smartphones allow punters to place wagers from the comfort of their homes, eliminating the need to visit physical locations.

In 2023, South Africa’s gambling industry reached a record-breaking R47.2 billion in revenue, driven largely by online betting, which accounted for more than half of the total revenue. The National Gambling Board’s latest annual report indicates that South Africans placed R418 billion worth of bets in the 2023/24 period, reflecting an impressive 80% increase from R233 billion in 2021/22.

The Future of Advertising in the Gaming Industry

Many of us travel to local and international gaming conferences to ensure that we stay abreast of trends, network, and enhance our service offerings. One does not have to listen to too many keynotes and talks at these events before inevitably hearing the phrase, “We do what we do, and we wait for the legislators to catch up.”

Now, that may be more or less applicable in different regions of the world, but the sentiment speaks to the frustrations endured in bringing products to market. The iGaming industry is tech-related, and the difference between being cutting-edge or outdated can determine whether a business secures market share or fights for survival. It follows naturally that if legislation does not keep up with operators, operators get twitchy.

We will return to this argument shortly, but allow me a brief tangent.

As sports fans, suppliers, service providers, operators, and vendors, you will no doubt be up to speed on the major changes coming to English football. The Premier League, along with the next three divisions below it and the Women’s Super League, has voluntarily adopted a code of conduct regarding gambling sponsorships. As such, front-of-shirt gambling sponsors will effectively be banned from the 2026/2027 season.

It must be stated that this ban is not legislative but organisational – suffice to say, voluntary.

Let’s draw some inspiration from South Africa’s

history of advertising regulation in so-called “sin” industries.

South Africa has comprehensively outlawed tobacco advertising. Alcohol advertising is heavily regulated – these ads cannot promote excessive consumption or link alcohol to risky behaviour. Neither can advertisers be negligent in placing ads near minors, and, of course, ads can only be targeted at individuals over eighteen. Even the pharmaceutical industry has its limitations –prescription drugs must not be marketed directly to the public. I mention this only to highlight that at one point, legislators were coming down hard and fast on various industries. Under certain administrations, it seemed that advertising for all “sin” industries was heading towards tobacco-like regulations. However, a stasis eventually took hold. South African operators of all kinds might anticipate my next point: Is online gaming legal in South Africa?

There are currently countless platforms offering online gaming in South Africa, so the answer is clearly “YES!” Except for one minor sticking point –the answer is actually “NO.”

The current legislation, the National Gambling

Act of 2004, prohibits interactive gambling, with the exception of online sports betting. The National Gambling Policy of 2016 was passed by Cabinet with the intent of bringing legislation in line with the modern era. However, it has not progressed beyond this phase and is most certainly not law.

So, how many online gaming operators have been jailed for breaking the law? To my knowledge, not one. It is apparent that the government has no interest in pursuing this particular avenue of enforcement. (For the legally minded, I am speaking in broad strokes and am well aware that this is a contentious and complex issue with several gambling boards at play.)

In this country, at least, it could be inferred that regulators recognise the legislation is horrifically outdated and that an industry has emerged in this vacuum, creating countless employment opportunities. At this point, I would like to acknowledge a tangible barrier that marketers encounter – social media advertising. This is the frontline of modern advertising, and the policies of companies like Meta often have a greater impact than legislation itself. Regulators may only go so far, but nothing stops Meta and similar platforms from imposing stricter policies on their own terms. At present, Meta requires online operators to obtain written permission before advertising, with ads needing to conform to standard parameters, such as not targeting individuals under 18, complying with local laws, and avoiding misleading audiences.

And herein lies the crux of the issue. As we look to the future, advertising avenues and policies will increasingly be policed by private organisations, even in advanced markets where regulators may be ahead of the game. Legal frameworks, prescriptive as they may be, will play second fiddle to the demands of corporate media platforms.

The future of advertising in the gaming industry will require operators to remain agile, innovative, and proactive in navigating evolving policies. Building direct relationships with customers, and exploring emerging digital channels will be crucial. Ultimately, success will hinge on adaptability—those who embrace change and find creative solutions within regulatory frameworks will continue to thrive in this dynamic landscape.

Ithuba Takes Over Management of Tanzania’s National Lottery, Pledges Major Investment

The National Lottery of Tanzania has officially welcomed Ithuba, a South African-based company, as its new management.

As part of this transition, Ithuba has invested 50 billion Tanzanian shillings (ZAR360-million) into the National Lottery, aiming to improve the lives of Tanzanians and expand investment opportunities in the country.

At a ceremony held at the Hyatt Regency Hotel in Dar es Salaam, Deputy Minister for Finance Hamad Hassan Chande praised the partnership, highlighting its potential to boost the economy and nurture local talent.

“This is a significant opportunity for economic investment and community development, particularly in supporting young talent,” Chande stated.

“With the government’s commitment to sports development and Tanzania’s football league now ranked sixth in Africa, I believe we

can reach fourth place next year.

”The revamped National Lottery is expected to create 2,000 jobs and distribute over 120 billion  shillings (ZAR863-million) in prizes through various games launching in 2025.

Kelvin Koka, Director of Ithuba Tanzania, expressed his confidence in the country’s gambling market, describing the lottery as a driver of leadership, opportunity, and shared prosperity.”Ithuba believes in Tanzania’s growth potential, which is why we are investing here. This initiative is about more than just gambling— it’s a transformative investment benefiting both lucky winners and the broader economy,” Koka stated.He emphasized that beyond offering cash prizes, every ticket purchased would contribute to community development. The company also aims to expand the National Lottery’s reach

beyond Dar es Salaam, ensuring all Tanzanians have the chance to participate. The Gaming Board of Tanzania will oversee operations, ensuring transparency and fairness in all lottery activities.

Speaking at the press briefing, Michelle Van Trotsenburg, Head of Marketing and Corporate Affairs at ITHUBA, emphasized that this launch will introduce exciting games tailored to resonate with the Tanzanian market. She added that the National Lottery will also provide public education initiatives to ensure every Tanzanian understands how to participate and follow the rules and regulations of lottery games, promoting responsible gaming for all.

South Africa Awards CEMS Slots Tender

Route Monitoring Systems has been awarded South Africa’s lucrative CEMS (Central Electronic Monitoring System) contract for the next 8 years at R1,147-billion.

PrDespite initially missing its stipulated deadline for the announcement, fueling speculation that the tender award may be delayed until the National Gambling Board has been fully constituted in 2025 the successful bid was announced this week.

The NCEMS Tender is for the supply, installation, commissioning, operation, management and maintenance of a National Central Electronic Monitoring System (NCEMS) for Limited Payout Machines in the Republic
