T h e r e s u l t i n g V A T T r i b u n a l u p h e l d the W a r d e n ' s d e c i s i o n and r u l e d that no V A T i s p a y a b l e o n guest room f e e s o n a s t u d e n t a r e a d u r i n g t e r m t i m e . T h i s came t o l i g h t when the Deputy President, R o n K i l l , w a s r e a d i n g through the quarterly newsletter of the A s s o c i a t i o n of C o l l e g e Wardens
College Block Re-named College B l o c k , the admini s t r a t i v e c o r e of t h e c o l l e g e w h i c h w a s opened i n D e c e m b e r 1969 b y t h e Q u e e n , i s t o b e re-named a t l a s t . It i s t o b e c a l l e d "The Sheffield Building" in r e c o g n i tion o f L o r d Sherfield's s e r v i c e s to the C o l l e g e a s C h a i r m a n o f the G o v e r n i n g B o d y from 1962 — 1974. O n e s u s p e c t s t h a t t h e College w a s w a i t i n g for a prominent C o l l e g e dignitary to e i t h e r d i e or l e a v e before a n y r e - n a m i n g w o u l d take p l a c e , but that i s j u s t sheer s p e c u l ation . A d d i t i o n a l l y , the new h o s t e l block w h i c h was completed a t the College F i e l d Station, S i l w o o d P a r k , i n F e b r u a r y 1974 is to be named "William Penney Hall" i n recognition o f L o r d Penney's long association with the C o l l e g e a s a s t u d e n t , s t a f f member and R e c t o r from 1967 — 1973.

T h e l e g a l r e f e r e n c e f o r the c a s e i s 1 V A T T R 33 1973 a n d it i s c l e a r that the c a s e w a s c o n t e s t e d i n 1 9 7 3 . The guests of students at IC, however, have been paying VAT on guest rooms throughout the session. It i s o b v i o u s that the C o l l e g e B l o c k f i n a n c i a l m a c h i n e r y has s l i p p e d up somewhere along the l i n e . T h e C o l l e g e ' s p o p u l a r ' V A T m a n ' , T e r r y D o o r i s , left C o l l e g e a t the e n d o f l a s t term so there i s a s t a t e o f c o n f u s i o n a s to h o w t h i s a l l h a p p e n e d . Undertakings have been given that t h i s unfortunate s i t u a t i o n w i l l be s o r t e d o u t . But i n the meantime, a l l t h o s e who h a v e b e e n c h a r g e d V A T o n g u e s t room f e e s a r e e n t i t l e d to a r e f u n d .
T H E C O L L E G E has decided to raise the proportion of women in residence (halls and houses)from 10.7% to 12.3%. This has resulted from theal location of twenty of the thirtynine new places, which will be available from next October, to women. It i s C o l l e g e p o l i c y to a l i g n p e r c e n t a g e of women i n r e s i d e n c e w i t h the p e r c e n t a g e o f w o m e n a t the C o l l e g e . I f t h i s i s to be the c a s e , then on p r e s e n t f i g u r e s there w i l l h a v e t o b e n e a r l y 100 more women a t I C next year, making a total of over 5 0 0 . It a p p e a r s that i n r e c e n t y e a r s , a greater proportion o f students have been women than t h e e s t i m a t e d f i g u r e s on w h i c h the a l l o c a t i o n of p l a c e s w a s b a s e d . ( L a s t y e a r i s b e i n g quoted a s a n e x c e p t i o n s i n c e 1 0 . 7 % of a i r residents i n halls and houses were female w h e r e a s they o n l y formed 1 0 . 1 % of the C o l l e g e ) . it would seem that However even allowing for this, an increase of20-25%in the female contingent of the College is a major overestimation. Lady Anne T h o m e , t h e S e n i o r T u t o r for w o m e n , w a s a p p r o a c h e d by F E L I X . O n our s u g g e s t i o n that i t w o u l d a p p e a r t h a t women w e r e c l e a r l y g o i n g to be g i v e n greater p r e f e r e n c e than m e n , s h e r e p l i e d w i t h three p o i n t s : f i r s t l y , the number of women a t C o l l e g e d o e s h a v e a general upwards trend; secondly, a high percentage of

The result h a s generally r e l e a s e d s i g h s o f r e l i e f from certain sectors of the U n i o n who were c o n v i n c e d that i f the e l e c t i o n went to a b a l l o t , i t would certainly have been inquorate a n d thus n e c e s s i t a t e d yet another election . T h e e l e c t i o n i s , of c o u r s e , s u b j e c t to r a t i f i c a t i o n a t the n e x t U G M .

T h u s the a d m i t t e d " o v e r e s t i m a t i o n " i s t o h e l p out the s e c o n d and third years. The opponents of this s c h e m e s a y that i t i s i l l - p l a n n e d and that i t does not take i n t o a c c o u n t many a s p e c t s of the residence situation. The p o i n t w a s made that w o m e n m u c h prefer s i n g l e rooms than d o u b l e rooms (are f e w er s i n g l e rooms g o i n g to be a v a i l a b l e to men?) a n d that o n the w h o l e there i s a f a r w i d e r range o f alternative accommodation f a c i l i t i e s a v a i l a b l e f o r women than for m e n . T h e r e s e e m s to be a g e n e r a l feeling of disapproval amongst the men a t I C a n d the U n i o n d i d , i n f a c t , o p p o s e the move but to no a v a i l . When a s k e d to comment, B i l l G e r r a r d , t h e Warden of M i n i n g H o u s e s a i d " / feel a little disappointed that Lady Anne Thome did not take the trouble to personally consult enough people on this matter. There are still some uncertainties as to how the scheme may in practical be implemented terms." T h e f i n a l U n i o n v i e w o n the matter w a s the e x p e c t a t i o n that the p l a c e s w i l l not a l l be f i l l e d n e x t y e a r . A r e q u e s t i s to be made f o r l e t t i n g men i n t o the v a c a n t rooms i f t h i s turns out to be the c a s e .

M i c h a e l Williams T H E F E L I X pilot scheme of producing two issues per week is hereby initiated, but I have to emphasise that the idea is purely experimental and in no way reflects any kind of long term policy for F E L I X . Indeed, if the scheme proves to be impracticable then it may be scrapped in favour of an eight-page weekly". The idea behind the scheme is simple: producing a twelve page issue requires the collation ("putting together") of three sheets over 2,200 times. Now with exams in the offing, I feel that it is unreasonable to ask the non-sabbatical staff to give up four hours of revision time late on Thursday evening in order to collate F E L I X . However, by producing two four-page issues a week (with the occasional eight-pager) the time-consuming task of collating is largely avoided. That is the theory anyway. Fingers crossed on the practice! 8
A minor dissent has arisen over the reporting of the way in which the IC Union delegation voted on the Abortion Bill emergency motion at the NUS Llandudno conference recently". Since I was sitting at the Press table and not with the delegation for the whole of the conference I am unable to confirm either way. I was told of our delegation's voting in good faith by Mrs Gerrard, nevertheless Mr Payne insists that he voted for the motion and did not abstain. In light of Mr Payne's subsequent interest in the subject, I am prepared to accept that he did in fact vote for the motion. I apologise for any undue embarassment which the conference report may have caused him.

C o n t r a r y to p o p u l a r b e l i e f Marx w a s more o f a s o c i o - e c o n o m i c a n a l y s t rather than a latter-day J e r e m i a h .
