x k d Picking up on point from your manifestos - Alok, you've said repeatedly that you want to make Felix into a magazine. How will this be different when you read it on Friday morning? AJ: The way a magazine is laid out is perhaps different from a newspaper. The way 1 want to make it a magazine is to give it a front cover, simple, possibly a full colour front cover depending on how much we can get in terms of money, etc. and I also want to make it look really good so that people will be happy to pick it up, would like picking it up. But of course style isn't the only thing as far as Felix is concerned. I want to make it much more diverse in its layout and stuff which a newspaper I don't think allows. ES: M y experience of IC students is that they pick up Felix on a Friday morning regardless of how glossy, how much colour or how it looks. They pick it up regardless, and what keeps them reading is a simple, consistent layout more than anything, so that the articles are there, they can see what they're about and they can read them. I think it's very important that Felix has a very simple layout and keeps its newspaper format, because the most important thing is news and sports, which are best presented in newspaper style. Ed, bearing in mind that we are in a science and technology college with no humanity at all, how do you plan to improve the quality of writing in Felix? ES: It's not a case of getting the people in the office at the moment and saying "write better". I think it's a simple case of having more articles, because then you can choose which ones are better and which ones maybe aren't so good. The more people we get involved with Felix, the more choice you've got and the better quality it can be. We all know that the Felix editor doesn't write it all himself, there's a large amount of organisation and also a large amount of administration, especially in the running of the finance. How can we trust you to run the newspaper? A): I must admit that I really don't have much experience in the finance side of Felix, so I hope to learn over the next few months, or the hand-over section. But I feel I am a trustworthy person, I have the best interests of Felix at heart, and the Union for that matter. ES: I'm going to come straight out now and admit, when it comes to finances, I'm really spoddy in that I keep

a strict record of all my personal finances, and probably know better than Barclays what my bank balance is, so I can't really see the finances issue being a problem. I'm quite careful when it comes to money. Briefly, is advertising a good or a bad thing? A): Advertising, as far as I'm concerned, is a good thing. It provides us with more money to do more interesting things with the Felix next year. I dispute the fact that advertising makes Felix a worse newspaper, because as far as I'm concerned, if we get more advertising we can produce more colour, more interesting layout and design. This is not to say that advertising produces better articles because that comes from more people contributing to us, but the fact is that advertising brings in more money and brings a better quality looking Felix to us - style as well as content is important. ES: I see advertising as a necessary evil. We have to have advertising because the Union can't provide all the money that's needed to produce Felix on a yearly basis. However, I'd like to keep the advertising to a minimum because, at the end of the day, the IC student on a Friday morning would rather pick up a newspaper with the minimum amount of advertising but full of content than pick up a paper that's glossy but that's got lots of ads in it. If companies want to give us lots of money to advertise, I'm welcome to take it, but I want to keep the amount of advertising in the newspaper to an absolute minimum. Can you both name three of your favourite magazines or newspapers that you think will influence you in the Job? ES: This is a tough one. Private Eye, definitely. Viz, maybe. And the Daily Telegraph, because its crosswords are great - not that I agree with its political stance. A]: Well, it's well documented that I want to make Felix into a magazine, so I'd like to mention three magazines, maybe. The first on is The Edge, because I think it has the best styling in the world and I like to take a lot of influence from that. The content from magazines like New Scientist, which has a really great news section as well as having a front cover which is maybe dedicated to its features but has a really interesting and diverse news section as well as everything else. And also the student magazines like the Graduate, which is a magazine aimed at students which has recently come out. Its articles are aimed at students, who have recently graduated admittedly. They're interesting and relevant to students.

t e n Why we should vote for you? D H : For years now, the position of president has purely been something to boost people's egos, CV and power and I want to change this. I'm coming from an outside position actually want to make the change, unlike previous candidates who have stood purely for their own benefit. As we've seen from C&.G, candidates who stand just for themselves rather than wanting to do the job and really wanting to go through with it, there's problems. So that's why you should vote for me. JL: Throughout my time here, I've taken part in all aspects of the union, I've been involved in clubs, used the bar and catering extensively and been employed by the union as well, both as a minibus steward and to work in the resource centre. I'm on council at the moment, and IVe seen how to do the job, how people have done it well and badly, and I think I can do a good job and I've got a lot to contribute. Dave, obviously you're perceived as the non hack' candidate. Now, what have you actually done in Imperial College Union, and how do you think you can compensate for your lack of experience? D H : I've spent a lot of time in the union. I feel I can compensate for this lack of experience of college politics by the fact that I've got a vast experience of general politics, including Politics A-level, World United Nations discussing world events in Holland, Dublin with over three and a half thousand students, discussions with such people as John Prescott, Sir Edward Heath and Bruce Kemp, who's the CND founder. OK, Jon, in your manifesto, you mentioned the dep rep system, and how it might be failing. What would you do to change and improve it? JL: I think you'd have to start again with fairly basic steps, just to make the people who stand for the posts aware of the sort of thing they need to do. Simple things such as putting a job description next to the papers when they're put up would be a good start and from there we can only build. Moving onto the wider political arena, obviously tuition fees are likely to be introduced soon. What will you do to prevent them adversely affecting students?

D H : Well, obviously everyone who stands is going to be for, er against, tuition fees, and it's a terrible they've done, the Labour Government, not that I want to talk about them, but as a President the main things I can is to try to do is to work in conjunction with the CFE, although they're seen as radical, they're what we've got, and also to a lesser extent the NUS, and just try and tell people in Imperial to go to marches, and for example to attend the walkout on 4 March. |L: Well, I'm obviously against tuition fees as I'm sure most students are. I attended the march last term, where my voice may not have been heard, but it certainly joined the masses. I think that the CFE should be encouraged in their aims, but not the way they're achieving them. I think realistically the group with the biggest chance must be the Aldwych group, made up of the biggest and most respected student unions in the country and I think they're the sort of people that might be listened to. What do you see as being more important as Union President: campaigning on national political issues or looking at the day to day running of ICU? JL: I think certainly the day to day running of the union, that's what affects people that elect me, if they were to elect me, and I think that you can achieve a lot more for Imperial College than you can for the country or the world. D H : It's quite similar to the case of Bill Clinton, where he spends most of his time in Israel and Palestine and trying to campaign for world peace, when at home his domestic affairs are in a terrible state. I think that the time is obviously spent majorly on Imperial College, which is what people want generally because the influence we have to change domestic affairs is, even though quite strong, is limited compared to the changes we can make to Imperial. And lastly, a slightly fatuous question. Do you think that fatness and chunky knit blue jumpers are vital qualities for a Union President? JL: I don't think it necessarily has to be a blue chunky knit jumper, I think any dark colour will do. D H : The waistline is a very big thing, general chunkiness is probably alright, but the waistline is the most important part.

y s m n Student Development is one part of the job of DP(C&S) and perhaps one that was neglected slightly in the questions earlier [at the hustings]. Can you give us your thoughts on the student development aspect of the job? SC: Obviously the clubs and societies are an important outlet for people to concentrate on their non academic aspects of their life and character and everything. So hopefully we'll be offering them the opportunity to allow that development as far as possible. AC: Student development, in particular the H&S aspect of Student development, is something that is being revised by Charlie at the moment. And I've been reliably informed that there is a lot of work that will be needed to be done next year, including sorting out risk factors for certain sports clubs. It's a lot of bureaucracy but its something that has to be done for the whole health & safety aspect of the clubs and societies as well. I wonder what you think of the current activities card system and perhaps how we might do better? AC: The current system is very cheap. Although the cover you get for some of the injuries isn't that great. However, it does provide insurance for activities which otherwise wouldn't really be insured, and no matter how mundane and risk-free your club and society is, everybody should have some insurance. So I feel they are necessary, but they could be improved in some aspects, such as the amount of cover. SC: I feel that they were introduced - only last year - as a very sort of panic measure. And I think there is no real need for them. A proper insurance system should sort it all out anyway. There's no need to charge the students directly for them. Moving on to the CCU clubs, which is obviously going to be a big issue, we have a lot of CCU clubs, especially with the ICSM. How do you think CCU clubs should be funded, and what do you think is the best way that we can enable them to run on all the different campuses? SC: There's obviously a fair degree of diversity of CCU clubs and spanning the rugby clubs to things like the RCS run an astronomy society. The funding for these is not quite the same as a standard union society, perhaps to run as a CCU society they ought to essentially use the same financial guidelines. Other than that, there's no reason to transfer them to become a straight ICU society. AC: There is a lot of duplication. With the CCUs on the South Ken campus there is very little duplication with the large amount of time there is in the ICU and CCU structures. However with the emer-

ELECTION INTERVIEWS gence of the new medical school there is a lot of duplication, in fact there is around 91 CCU clubs - most of which belong to the School of Medicine at St Mary's. A lot of these clubs could, if they wanted to, merge with their counterpart on another campus. However this is not something that I would actively force people to do. If people within a society decide "oh, there's no point in having two - let's form one club." Then I'll be supporting them all the way. There is the mooted possibility of a fifth sabbatical. What do you think their role should be and when would you like to see them introduced? AC: I think that some sort of welfare officer would be the best option to go for. It should come in once the whole ICU CCU structure has settled down, that is to say once the full integration of the medics has happened, which is going to be at least three years time. Once the clubs and socs have come together those that will be coming together, such as the BUSA ones - and the whole ICU/medic situation has totally settled down, welfare is definitely the way to go. SC: I'd like to see perhaps a student bar manager, perhaps a student entertainment's, or alternatively perhaps a student sports sabbatical. With the significant increase in the number of students on the campus, it would be nice to see a further student representative on the union. AC: I don't really feel that a specific sports officer would be fair on the entire student campus, because we are there to represent all students and to have a specific sports officer that would surely benefit the sports clubs more than it would any other society, of which there are more societies that are non-sports, than there are those that do competitive and non competitive sports. SC: However the current position of clubs and societies accounts for both the sports and non sports societies and to divide it into two - for sports and nonsport would be a very easy step to take. We'll finish up with some simple questions. Adam, if I wanted to set up a club, what would I need to do? AC: well the best person to talk to would be either be the current DP(C&i>) or alternatively M r O'Shaunessey behind the resource centre. They would give you all the relevant information you need. You then need to apply to the CSC - the clubs society committee - which would best represent your club. For example, if you were setting up a Bangladeshi society then you'd be joining the Overseas Students Committee. Simon, some possibly very simple ones. What does BUSA stand for? SC: O h , British University Sports Association [correct] CSC? SC: Err... Clubs Sub Committee? [wrong, Clubs and Societies Committee] Who is the CASA? SC: [long pause] Clubs And Societies Administrator? [correct]

y e s e Do you think that ULU is value for money and can you see a time we might disassociate from it? DW: I'm not up to date on the entire ULU situation. I don't think that we're fully using ULU, as in the actual building itself, the union building. We shouldn't be paying for it if people aren't using it. But then again, it does have its advantages with affiliations for sports and clubs there. JC: The college actually give this money almost directly straight to ULU for this. The union - aren't getting value for money out of ULU. And the question to ask is really is college going to - if it doesn't give this money to ULU will it going to give it to the union? If it wants to give it to the union, the that's what we want. Talking briefly about the multi-campus nature of imperial today, we obviously have bars at the different campuses. Who do you think should run them? JC: The bars are very much an independent entity in such that the line managers of those bars actually take a big role in running the general finances of them. Its a question of is where the accounts are going through and who's seeing to them. Next year I would hope that all bars at Imperial are financially managed, not in the end of line sense, but the actual accounts are run through the South Kensington campus. This is just a matter of simplicity, really and efficiency. But they'll run very much the same as usual. DW: The union's job is to make sure that the medics do have their bars run by someone, it doesn't necessarily have to be the union itself, it's their job to make sure that someone's doing it. It's very important for the medics to have their bars, to keep their bars - its a big social gathering, but they also use it to meet clinical students and speaking to medics they all want to use it for - to keep first and second years interested in the course, because some of the stuff they're doing, and they want to know its all worth their while so the bar is an important place and with the medics coming over here next year, they're going to be wanting to use their one over at Mary's and Charring Cross one, they'll all be there anyway. If the union decides to run it we'll have to have a - we'd have to employ a full time line manager over there which is going to cost money and then we'll have to have full time staff. Mary's bar is run - the assistant bar managers are students, who aren't paid they're paid in beer tokens or something and then you've got staff who are paid normally. And that's not the way we want to run it because the accounts, I don't think, will be that accurate. And that is one of the things which is causing problems with the union taking over. But 1

11 think its up to us as a union to make sure that they are - the ^^L bar is kept there and the service provided by someone, not necessarily us. A few test questions now to see how well you understand your financial mumbo-jumbo. What sort of people, who are members of a club, can we actually subsidise the activity for, legally? DW: You can't subsidise political or religious activities. [incorrect; we can subsidise political clubs, but can't subsidise non-members of ICU] Can you spend money on food and drink, as a club? JC: You can if you want but you're not necessarily going to get subsidy for it. there's legal regulations governing subsidy on this matter. You can subsidise food and drink for entertainment purposes - for example an external speaker, what have you, up to 100% in terms of entertainment for the students that is limited, there are currently regulations to control that but I mean clubs and societies can spend whatever they like on entertaining people, they just can't necessarily get ICU subsidy for it.

DW: You can spend money entertaining a guest lecturer - you're allowed to spend up to £25. Apart from that... annual dinners? [incorrect; you can spend money only on freshers' events, at a maximum subsidy of £ 1 a head] If you have to get £ 2 0 0 in membership and you expect to have 100 members, how much membership do you charge? JC: That's quite a complicated equation, because its very much dependant on the various proportions of funding funding for general equipment or nongeneral equipment and it vary much varies - the income a club generates from membership is brought by - made up of their total, is a proportion of their total budget. Ignoring fractions of budgets, if you know that you definitely need £ 2 0 0 how much do you charge? JC: You get £ 2 0 0 in membership? No, you have a £ 2 0 0 budget, you have 100 people. It depends what that £ 2 0 0 is for, honestly. DW: What kind of clubs was it? a sporting club? No, ignore all the other calculations. You need £ 2 0 0 membership from 100 people. DW: [long pause] if you charge them £2 you'd be sorted. You'd take, erm... 1 can't remember it. [oh dear, both getting confused! the answer is £2 each plus VAT, although VAT is more complicated where sports teams are involved]
