While the official “valley” stretches more or less from Fort Smith to Conway, we believe we reside in the most beautiful, most accessible and most accommodating portion. Stunning scenery for every season is offered up at Lake Dardanelle and along the banks of the Arkansas River. Additionally, Mount Nebo and the Ozark National Forest offer any number of vantage points along State Highway 7 and Interstate 40 in Pope, Johnson and Yell counties. About the area On March 2, 1819, the territory of Arkansas was formed from lands part of the Louisiana Purchase. The heart of the Arkansas River Valley, Pope County, was formed Nov. 2, 1829. It originally included all of present-day Johnson and Yell counties, and was named for John Pope, the third governor of the Arkansas Territory. The community of Scotia was the seat. Eventually, Pope County’s government would move to Russellville, while the offshoots of Johnson and Yell counties would adopt Clarksville and Dardanelle and Danville, respectively, as their seats — the present-day circumstance of what were, once upon a time, Cherokee lands.

City Corporation, Russellville’s hometown water utility, provides water and wastewater services to Russellville residents, and to those outside the city limits as authorized by the Russellville City Council. The utility employs fifty-nine men and women living in the River Valley who are proud to serve the City of Russellville. City Corporation employees have continued their efforts to improve services in both the water and wastewater aspects of the utility. Some of these projects include the Huckleberry Creek Reservoir, the Sodium Hypochlorite Facility, and water fluoridation.

City Corporation’s Board of Directors consists of five residents who serve 5-year terms and receive no compensation. These men and women serve with hopes of giving back to the community and making the River Valley a better place to live. By having an adequate, safe and economical water supply, residents and the community can continue to prosper. The newest member to the board, added in 2011 is Frank Russenberger. Mr. Russenberger replaced the 2010 Chair Peggy Stratton whose five year term expired December 31, 2010. The 2011 Chairman of the City Corporation Board is Dave Palfreeman, who is joined on the Board by Dr. Tommy Richardson, Vice Chair; Don Guess, Secretary/Treasurer; and Art Jones, Member.

Huckleberry Creek Reservoir The search for a new water source for Russellville went on for 13 years from 1979 to 1992, during which time fourteen different alternatives were considered. After carefully considering all the options, it was determined that the best alternative would be the construction of the Huckleberry Creek Reservoir. The citizens of Russellville passed a one cent sales tax to pay for the purchase of the land and subsequent construction of the reservoir. The Reservoir was completed in February of 1996. When full, the reservoir holds 5.8 billion gallons of water. Sodium Hypochlorite (NaOCl) Replaces Chlorine (Cl2) Sodium Hypochlorite has replaced chlorine gas as the primary disinfectant. The disinfection process eliminates most biological organisms that may cause disease. Between disinfection and filtration, these processes remove any harmful particles from the drinking water. Sodium Hypochlorite, commonly known as liquid Bleach, is a safe alternative to chlorine gas in the treatment process. Although Sodium Hypochlorite is more expensive than Chlorine gas, it is a safe alternative to use at Water Treatment Plants located within neighborhoods like the City Corporation Water Treatment Plant. Garver Engineers won the 2009-2010 Engineering Excellence Award for the design of the Russellville Sodium Hypochlorite Facilities. City Corporation’s primary concern is to provide the best quality drinking water while taking steps to ensure the safety of our neighbors and the environment. Community Water Fluoridation Earlier this year, Arkansas Senate Bill 359 passed requiring water systems serving 5,000 or more residents to add fluoride to drinking water. The primary purpose of the bill is to “prevent tooth decay.” According to the Arkansas Department of Health, “in communities that initiated fluoridation, the decrease in childhood [tooth] decay was almost 30 percent over 3-12 years of follow up.” Recognizing the importance of fluoridation in dental health, the City Council of Russellville passed an ordinance in the late 50’s to begin this process. For this reason, citizens of Russellville have been enjoying the benefits of fluoridated water some 50 years before the process was mandated by state law.

Catch a sunset at Mount Nebo
F
ew events are as peaceful and relaxing as a sunset, and you’ll have no trouble finding one in the Arkansas River Valley — especially if you make your way to Sunset Point. Each evening, Mount Nebo State Park attracts people from all areas seeking to catch the final moments before dark. State Highway 155 loops around the 1,350-foot mountain and leads drivers past the visitor center and onto Sunset Point, which is littered with benches and other places to relax and enjoy daylight’s end. “Some people sit out on the rocks and watch the sunset,” park superintendent Mike Hall said. “People staying here go to see it, and then sometimes people even from out of town want to come by and watch.” A sunset isn’t the only event to be enjoyed at Nebo. Each summer, longtime residents gather one Saturday for “Remembers Day,” where they reminisce about days gone by and exchange photos. This year’s “Remembers Day” will take place July 16 and will feature a PowerPoint presentation about some of the historic buildings and structures in the area.
Should you be lucky enough to still be in the Arkansas River Valley the following month, the park will host the 18th annual End of Summer Hang Glider Fly-in on Aug. 27-28. During the event, some of the hang gliders who frequent the mountain will drop by. Mount Nebo is one of only two parks in the state offering launch sites for hang-gliding enthusiasts. “It’s a great thing,” Hall said. “People are really interested in it.” Those in attendance will be given a crash course on how to set up and operate hang gliders. “They’ll be flying off the mountain if the weather conditions are right,” Hall said. “The big factor is that the weather has to be right. The wind has to be high-velocity. “It’s a well-attended thing,” he added. “People really like it.” Once October rolls around, the park shows black-and-white Halloween movies each Friday and Saturday night. Movies screened in years past include “Dracula” and “Wolfman.” All park events are free and open to the public. elcome to Johnson County, God’s little piece of heaven on earth! This area has something to challenge and meet the interests of everyone. For outdoorsmen, Johnson County has some of the finest and most diverse scenic beauty and recreational facilities in the state. Recreational opportunities abound for hunting, fishing, canoeing, hiking and camping. Educational facilities range from public school kindergarten to the University of the Ozarks, a four-year, liberal arts college. Area industry is just as diverse. Industrial pursuits range from Tyson’s chicken legs to Sara Lee’s Leggs panty hose. Life is good in Johnson County! — Mike Jacobs Johnson County Judge
From lakes to galleries, Johnson County has it all F rom mountain views that lend themselves to spectacular sunsets to clean and clear lakes, streams and rivers, Johnson County has many sights for nature lovers to take in and enjoy. The scenic combination of Johnson County offers an ideal setting for all types of recreational activities, including those at the county’s city parks, softball complex, baseball fields, soccer fields, swimming pool, riverfront pavilions, hiking trails and family fishing pond. For more involved outdoor excursions, the county has numerous opportunities, including Haw Creek Falls; Horsehead Lake, a 98-acre mountain lake with 10 family camping units that Johnson County Judge Mike Jacobs calls the “best kept secret” in the state; Horsehead Hiking Trail; and the Wolfpen Recreation Area adjacent to the Mulberry River with canoe ramp access to the river. Also known for its annual Peach Festival, which takes place in mid-June, Johnson County is perfectly suited for orchards, berry farms and other farming. With a population of 25,540, Johnson County has three main municipalities: Clarksville, the county seat, Lamar and Knoxville. Johnson County is also home to the University of the Ozarks
in Clarksville, a private, Presbyterian-affiliated, four-year liberal arts university located at 415 N. College Ave. The university houses the Stephens Gallery, providing its guests a showplace for their creations. The 1,500 square feet of the gallery provide ample wall and floor space in which to exhibit works in a variety of artistic mediums and styles, while the arched windows to the east flood the display area with a soft, pleasing light. Two permanent collections donated to the university are on display in the gallery, the Pfeffer Collection and the Arch H. Gould Collection. The county is also home to three school districts, Clarksville, Lamar and Johnson County Westside. The Jasper district also has a presence. Johnson County was formed from a portion of neighboring Pope County on Nov. 16, 1833, and was named Johnson honoring the first territorial judge of Arkansas, Benjamin Johnson. The county is home to several historic places of note, including the County Courthouse, the Missouri-Pacific Depot and several historic homes. Whether a visitor’s interests are in the outdoors, history or art, Johnson County offers plenty to make a trip worthwhile.

ature lovers coming to the Arkansas River Valley will delight in the variety of parks, reserves, campgrounds and lakes available to enjoy with little cost, and the Lake Dardanelle State Park Visitor’s Center is the proverbial cherry on top. “The Visitor’s Center here is a nice facility,” Andy Thomas, superintendent of Lake Dardanelle State Park, said. “I’ve worked for Arkansas State Parks for 32 years and I literally remember the time when the governor would come in, (and) we would have to pull the boards off the back of buildings and nail them on the front to make them presentable.” In 1996, Arkansas passed Amendment 76, an eighth-cent conservation tax that benefits the state parks, and led Arkansas to become one of the country’s leaders in state parks systems. Opened in 2003, the Visitor’s Center boasts 8,000 gallons of aquariums that represent the Arkansas River, local tributaries and Lake Dardanelle. “The aquariums are really neat,” Thomas said. “They’re set up like the river system is. We have the big tanks, the tributary tanks that have species in them you would find in the lake’s
tributaries, and they feed into the river tanks.” One of the biggest attractions to the youngsters who visit the park is the aquatic turtle touch table, where they can interact with live turtles. There are also several snakes that kids and adults alike can admire as well a honeybee exhibit. Five interactive, touch-screen computer kiosks feature information on aquatic resources and the history and culture of the Arkansas River Valley, and have age settings to tailor the information to the viewer. Every week, the Arkansas River Valley Arts Center shows local artists’ work in the state-of-the-art exhibit at the Visitor’s Center. Directions to Lake Dardanelle State Park: From Interstate 40, take exit 81, then turn south on State Highway 7. Take the first right onto Lake Front Drive, then continue onto West Main Street before turning right onto Marina Road. The park is 3.3 miles down, on the right, and the Visitor’s Center is marked.

Park interpreters host environmental education programs throughout the year in the center’s state-of-the-art classroom with digital projectors and surround sound. In 2010, 20,000 local kids gained course credit at their schools through the programs. “We have some great educators out here, and we have a great partnership with our River Valley schools,” Thomas said. “We’re an extension of their classrooms. They can come out here and study micro-invertebrates or anything.” The classroom, which opens up to a balcony that overlooks Lake Dardanelle, has also become a hot spot for weddings. The facility sits on the shore of Lake Dardanelle, providing breathtaking views of the lake and something for every

visitor to enjoy. The park also provides pavilions, launch ramps, a marina, bicycle and kayak rentals and a hiking trail, and has provided more and more people with a safe, economical vacation spot. “People are staying closer to home, with the gas prices the way that they are,” Thomas said. “They’re not going to Disney World or Gulf Shores. I think they’ve been to the casinos — been there, done that. They’re looking for a quality vacation that’s economical.” The park has changed a great deal during the last few years. What began as mainly a camping destination has blossomed into a premier site for environmental education, conservation and community pride.

Recreation The Arkansas River Valley is an area proud of its outdoor heritage, and the area reflects that with an abundance of parks and recreation destinations. From baseball and softball fields to a water skiing area to a skate park, Russellville and the surrounding communities provide plenty of opportunities for residents and visitors alike to get out in the fresh air and enjoy themselves while staying active, while many parks make the perfect place to host a barbecue. Fishing • Lake Dardanelle — The 34,300-acre body of water is known as one of the state’s — and the country’s — best fisheries and regularly hosts major bass fishing tournaments. • Lake Nimrod — Completed in 1942, the Yell County lake between the Ouachita and Ozark Mountains is the oldest U.S. Army Corps of Engineers (COE) lake in the state and is popular with hunters and anglers alike. Trails • Bona Dea Trails and Sanctuary — Located off Lake Front Drive, Bona Dea Trails is for day use only and boasts four hiking and five interpretive trails. • Meadow Brook — This self-guided trail located inside Lake Dardanelle State Park is considered a relatively easy hiking
trail that is three-quarters of a mile and takes an estimated 30 minutes to complete. • Bench Trail — Located on Mount Nebo, it is considered the easier of Nebo’s two trails, and is four miles long. • Summit Park Trail — The more difficult of Mount Nebo’s trails, the mile-long trek is considered moderate to strenuous in difficulty. ocated in the heart of the Arkansas River Valley, Pope County provides a beautiful backdrop for a variety of industry, farming and recreational activities. In the early 1800s, the Osage claimed what is now Pope County as part of their hunting grounds. The area became part of a Cherokee reservation in 1817, but a new treaty moved the Cherokee into Oklahoma in 1828. In 1829, Pope County was the first Arkansas county to be formed out of the former Cherokee reservation. Now home to 61,754 residents, the county is the 13th most populous in the state. Municipalities within the county include Atkins, Dover, Hector, London, Pottsville and Russellville. Russellville, the county seat, is home to 27,920 residents. The county hosts five K-12 school districts, and Arkansas Tech University, an accredited four-year university located in the heart of Russellville, was founded in 1909 and cur-
rently offers more than 70 degree programs. In addition to strong educational programs, Pope County is also home to a diverse labor force. Several Fortune 500 companies have facilities in the county, including Firestone Tire and Rubber Company, Dow Chemical, Tyson Foods and International Paper. Thousands of people are employed by a wide variety of manufacturers in the area, with products ranging from aluminum foil to aircraft components. Pope County is also home to Arkansas Nuclear One, Arkansas’ only nuclear power plant. Life in Pope County is not all work and no play, however. Residents and visitors may take time to play at one of Russellville’s 14 city parks or relax at Holla Bend Natural Wildlife Refuge or Lake Dardanelle State Park. Sunset Cinema is but one of many community events
W
hat’s better than a southern gathering to celebrate community? Annual festivals year-round invite good times, good food, pies, laughter and fellowship among friends and family on river banks, on town squares and various parks throughout the Arkansas River Valley. In the valley, good ’ol southern comfort foods are plentiful and the basis for many local festivals. In late April, Russellville celebrates local eateries with Taste of the Valley. The award-winning tasting party features the Arkansas River Valley’s finest food. On the last Saturday in October, historic downtown Russellville hosts an annual Fall Festival and Chili Cookoff. Features include antique car shows, children and pets decked out for costume contests and streets lined with chili cookoff contestants feeding the masses. In Dardanelle, the annual Chicken Fry is notoriously known for “chicken, pickin’ and politickin.’” Politicians attend to gather votes as musicians pick their banjos and guitars while attendees enjoy fried chicken delights in the poultry-fueled county.
In mid-June, the week-long Johnson County Peach Festival keeps Clarksville stuffed with peach delights. Peach pies, peach ice cream, peach cobblers and many other fried fares are abundantly available. Festivals activities include a peach pit spitting contest, a diaper derby and a street dance. In Atkins the annual Picklefest has brought droves to try fried pickles in the former pickle capital of Arkansas. Each year the festival includes a pickle eating contest, pageants and fried foods galore. While these festivals are known for their food, there are many other organized events worthy of just as much attention. In August, the Boys and Girls Clubs of the Arkansas River Valley hosts ValleyFest at Old Post Park in Russellville. ValleyFest is a two-day event full of activities for children and adults. The festival is full of rides, games, exhibits, food, contests, bicycling and live music. These are just a few of many annual festivals and community events. A
fter nearly five years in the making, the dream of the Russellville School District to have a performing arts center serving the students of the district and residents of the Arkansas River Valley is coming close to a reality. Thanks to a 6.9-mill property tax increase approved by voters in 2007, the much-anticipated Center for the Arts is inching closer and closer to completion with plans for opening in fall 2011. The district set out to create a multi-purpose art center to house events such as band and choir concerts, theater and musical productions and assemblies and schoolrelated programs. Members of the district and the community saw the importance of having a premier performance space for local artists and organizations as well. Looking to the future, The Center will host activities such as summer art programs and camps, performing artist series and world-class entertainment, bringing in top-name performers and Broadway shows. The main feature of The Center is a 1,960-seat performance hall designed to support orchestra, Broadway, music and dance. The Center also boasts a grand lobby with a glass façade which will provide clear views from both inside and outside the building, offering a versatile area perfect for gallery showings, receptions or intimate dinners. There will also be a Black Box theater perfect for smaller musical and theatrical performances as well as parties, formal dinners or meetings.

ell County provides a multitude of outdoor opportunities, from camping and hiking in Mount Nebo State Park — observing or partaking in hang gliding off those very bluffs — to fishing or boating the plentiful six lakes and three rivers countywide. Take time to enjoy breathtaking views of the Ouachita and Ozark-Saint Francis National Forests, visit wildlife in the Holla Bend Wildlife Refuge and enjoy ultimate hunting in the Carden Bottoms and surrounding woods of Yell County. Yell County is a prime location for any outdoorsperson. Yell County is unique with its two county seats, one in Dardanelle and the other in Danville. It was named after the state’s first member of the U.S. House of Representatives, Archibald Yell. Yell was also the second governor of Arkansas. Yell County is rich in history. See YELL on page 57

There are many diverse industries in Yell County, but most revolve around agriculture, such as timber, poultry, cattle and crops. Tourism and recreation play a major role in Yell County’s economy. The area has many lakes and mountains and is part of two national forests. Lake Dardanelle, Nimrod Lake and Blue Mountain Lake all offer a variety of outdoor activities such as boating, fishing, skiing and swimming. The crown jewel of Yell County is Mount Nebo State Park. It rises 1,000 feet above the Arkansas River Valley and has cabins, campsites, picnic sites, a swimming pool, hiking trails and the most breathtaking view of the surrounding valleys. The Arkansas River borders the northern portion of Yell County, near the county’s largest city, Dardanelle. In the late 1800s, a pontoon bridge was constructed, allowing traffic to pass from Pope County into Yell County. The bridge was famously marked the longest pontoon bridge in the world and operated until 1929. It has since been replaced by a four-lane, steel bridge.
Yell County is poultry-prominent. Poultry production is the most significant industry in Yell County. There are numerous poultry farms and three major processing plants. Agriculture in general is a prominent source of employment for area residents. ona Dea Trails and Sanctuary is 186 acres of wetlands and low woods that provide an ideal habitat for a wide variety of wildlife. The nearly six miles of trails that wind through the sanctuary provide a multitude of recreational opportunities including walking, jogging, nature photography and nature study. All facilities at Bona Dea are maintained by the Russellville Project Office of the U.S. Army Corps of Engineers.

to do Bona Dea: Can you spot the ’gator?
F
or years, rumors of an alligator at Bona Dea have kept the trails’ visitors on the lookout for the creature. Occasionally, the ’gator surfaces enough to be spotted and even photographed. In early April, Larry Lassiter of Russellville and his wife, who walk the trails four or five times per week, spotted the alligator sunning on a log along a portion of the trail that runs close to Parkway Drive. Lassiter said he also saw the alligator in the same spot the same time of the year in 2010 on consecutive days. “Since I saw him last year, I looked and looked all summer long and never saw him,” Lassiter said. The reported size of the alligator has varied over the years, but Lassiter, who considers himself an excellent judge of size even from great distances, said the beast is about 7 feet long. Dr. Chris Kellner, who teaches a herpetology course at Arkansas Tech University, said he had heard the rumor that the alligator was once someone’s pet, but said that wouldn’t have to be the case. “I had heard people say it was an escapee, but males will
wander around,” Kellner said. “It doesn’t have to be captivebred, but there are not a lot (indigenous) in the area.” Kellner said visitors to the trails should not be afraid of the animal. “The only way he’ll hurt anybody is if somebody does something really stupid,” Kellner said. “… The alligator isn’t going to bother anybody.” Kellner advises giving the gator a wide berth when visitors see it, but said the chance of an attack is slight. “Gator attacks usually involve swimming or when you’re feeding one, it might get confused as to what it’s supposed to eat and what it’s not. But they eat turtles, fish and snakes. They do occasionally eat mammals, but not often.” Lassiter said he feels lucky to have access to a trail system like Bona Dea, where such a wide array of animals can be viewed. “It’s interesting to have animals like that out there,” Lassiter said. “To imagine an alligator could survive this far north is amazing. I just hope people aren’t afraid. He’s never hurt anybody and doesn’t seem to have any easy access to the trail.”

Atkins landmark a sight for Hog-hungry eyes
R
azorbacks fans traveling from south Arkansas to Fayetteville look forward to traveling through Atkins, thanks to the city’s distinctive landmark in the form of a large sign supporting the state’s most beloved sports program. The sign, a monster visible just to the north of Interstate 40 in Atkins, has become a fixture that travelers expect to see. “People just kind of look for it, and we try to oblige them by keeping it up,” Atkins resident J.L. Austin said. Most folks can’t remember just exactly when the sign was erected, but long-time residents generally agree the first sign was placed in the 1960s. “Someone just brought it up that we needed to put a sign on the mountain for the Razorbacks,” Austin said. Elmo Haney, another long-time resident of Atkins, said the sign made sense because so many people in the area are supporters of the Razorbacks. In time, it has become part of Atkins’ culture. “We get a lot of comments from people from other parts of the state. When you mention you’re from Atkins, they say ‘Oh, you’re where that Razorback sign is,’” Haney said, adding “it used to be we were recognized by the pickle plant — usually because of the smell — but most everyone now mentions the Hog sign. It’s very visible and it shows our support for the Razorbacks.” The original sign was painted as an effort by many community members, Austin said, and the Junior Chamber of Commerce club — or JCs, as they called themselves — raised the money for the supplies. One of the first things that happened after the original sign was a phone call placed by the director of the Arkansas State Police to the JCs, Austin said. Apparently, just prior to the sign’s inauguration, a similar sign was stolen from the southern part of the state. He said the director was wondering if the residents had inadvertently purchased a stolen sign, but was quickly assured the residents had created the sign themselves in the school gymnasium. The first few signs, which, over the years, have had to be replaced due to age or vandalism, were made of wood, and Austin said creating them was a community-wide effort. The most recent sign is estimated by Austin and Haney, respectively, to be about 10 or 15 years old, and is made of metal. Atkins’ most recent sign was placed by a new group of community organizers in Atkins, People for a Better Atkins, after the JCs disbanded several years ago. Make a carriage stop at Potts Inn Historic site only scheduled stage post between Little Rock, Fort Smith
B
efore the Civil War started 150 years ago, a home modeled after the great houses in Pennsylvania served as a Butterfield Overland stagecoach stop legendary for its food and respected as a comfortable boarding place for travelers and local visitors. Potts Inn, the only known scheduled stop between Little Rock and Fort Smith, was built in the 1850s at the foot of Crow Mountain by Kirkbride Potts, a young bachelor who came to the Arkansas River Valley in 1828. He married Pamelia Logan, whose family founded Logan County, south of the Arkansas River. Kirkbride decided to mine for gold in California in the 1840s and wasn’t successful. He returned, began construction on the two-and-a-half-story home in the 1850s and finished eight years later. Almost all of the wood used in construction was cut on the homestead acres and hauled by oxen to Cagle’s Mill, where it was sawed into lumber. The functional frontier home became a stage depot stop and a well-known social center between Memphis, Tenn., and Fort Smith in those early days. The rooms on both the first and second floors are square, flanking a 12-foot-wide central hall. The parlor was used for state occasions, tea parties and musicals. All of the Potts family daughters were married in front of the fireplace. Governors, military officers and Cherokee chiefs shared the hospitality and delicious fare assured by Mrs. Potts. The home also served as the first post office in the area. In 1857, the U.S. government passed legislation to establish an overland mail route to transport mail and passengers to California. John Butterfield of New York was awarded the contract, and the Potts home was a scheduled stop on the Butterfield Overland mail route. The stagecoach traveled almost 3,000 miles one way, and organizers accomplished a set goal with the first trip in September 1858 taking less than the allotted time of 24 days. In 1970, the home was obtained by Pope County with the purpose of converting it to a museum after renovations were completed. Maintained by the Pope County Historical Foundation and listed in the National Register of Historic Places, Potts Inn is home to the original well house and smoke house, as well as several cabins on the grounds that display other facets of local history. Among them are the original postal desk used by Potts; the baby buggy Pamelia used to ferry her 11 children; a rocking chair Kirkbride brought with him
from Pennsylvania; boards that were hand-planed, with marks of the plane bits still visible; bricks used in the nine fireplaces made on the premises, including the molds and racks used to make the bricks; and doors and windows, many still with the original glass panes, that were brought by keel boat up the Arkansas River. Another building is home to 100 years of hats — one from each year — and dolls adorned with replica dresses and gowns worn by every first lady of Arkansas and the United States at their inaugural balls. Arkansas First Lady Ginger Beebe came to Potts Inn when First Lady Michelle Obama’s doll was unveiled in 2009. Potts Inn is also part of Pottsville’s National Historic District that includes the Pottsville Citizens Bank, which opened in 1913 and was robbed by two men in Santa Claus suits in 1920; the Falls and Sinclair Grocery Store, which was built prior to 1880; and a cattle dipping vat that signifies the importance of agriculture in the river valley. Resolution State representatives John Catlett and Andrea Lea read a resolution, HR1037, on the House floor on April 1 during the 88th Arkansas General Assembly that recognized the historical significance of the Butterfield Stagecoach Stop at Potts Inn. Attending the reading were Scarber, Margaret Motley and Mary Hall, the great-granddaughter of Kirkbride Potts. Hall will turn 99 this month. A copy of the resolution can also be viewed at Potts Inn. On May 6, junior high students from Pottsville and Russellville will conduct tours of Potts Inn in period clothing. Libraries The Arkansas River Valley Library System is open to citizens of all ages, offering books, videos and Internet access for information, education and recreation. The area offers seven separate public library locations. Pope County Library System The Pope County Library System consists of the Russellville Headquarters Library and three branches in Atkins, Dover and Hector. In addition, the system utilizes a bookmobile for community outreach programs in the county. Russellville Heritage Hall, adjacent to the Russellville Headquarters Library, is available as a community meeting room. The building is the former library and is designated as an historic building on the National Registry. The library system is funded by a one-mill county property tax approved by county voters in 1997. The library is governed by an appointed five-member administrative board. The library board meets the third Wednesday of each month at 4 p.m. The library’s website, www.popelibrary.org, includes information about programs offered, a link to the library catalog, links to more than 125 sites, genealogy information, the family index for genealogy, an auto repair and small engine repair reference center and accelerated reading lists for local schools. Patrons with a Pope County library card can access their account and renew their books or put books on hold. Patrons can also use Heritage Quest and Proquest at home. The library has several children’s and young adult programs each week for all branches. Judy Mays is the library director. • The Russellville Headquarters is located at 116 E. Third St., Russellville, (479) 968-4368. The library is open from 8:30 a.m. to 5:30 p.m. Monday, Tuesday, Wednesday and Friday, 11 a.m. to 8 p.m. Thursday and 9 a.m. to 1 p.m. Saturday. There are 10 public-access computers and one 15-minute email computer. The history and genealogy department has a wealth of information for Arkansas and
family history research. A microfilm/ microfiche reader is available to scan to a computer and the information can be printed, saved or emailed. The ancestry database is also available in each of the branches. • The Atkins Centennial Library, 216 N.E. First St., Atkins, (479) 641-7904, is open from 9 a.m. to 5 p.m. Monday through Friday. It has six public access computers and a microfilm reader/printer. • The Dover Library, 80 Library Road, Dover, (479) 331-2173, is open from 9 a.m. to 5 p.m. Monday through Friday. • The Hector Library, 11600 State Highway 27, Hector, (479) 284-0907, is open from 1-5 p.m. Monday, Wednesday and Friday; 9 a.m. to 1 p.m. Tuesday; and 2-6 p.m. Thursday. There are different levels of emergencies at ANO: • Notification of Unusual Event — The least serious emergency class, it means something out of the ordinary has happened. People living in the area should not have to take any action. • Alert — Indicating plant safety could become a problem, state and local officials will go to their emergency centers to follow the situation. Also at this level, the public should not have to take any action. • Site Area Emergency — Meaning the public may be affected. The Emergency Warning System will sound. State and local authorities will take action to assist residents. • General Emergency — The most serious classification. Residents will be notified of emergency procedures and may have to evacuate. In an emergency Residents will be evacuated to care centers outside of the danger area. Residents are also encouraged to place a sign in the window saying “notified” before leaving their home so police officers going door-to-door will know no one remains in the structure. They are also available at every post office, bank, hotel, courthouse and government office within the EPZ. Also, residents are encouraged to talk with neighbors about the evacuation in case they have yet to be notified. • What to take — A change of clothing, blankets and pillows, towels and
washcloths, sanitary supplies, medications, personal identification, soap and shaving equipment, baby supplies, flashlight and batteries and a portable radio. Schools notified first In case of an emergency at the nuclear plant, local schools will be evacuated and students will be transported to a safe facility before the public is notified, according to the Nuclear Planning and Response Program, part of the Arkansas Department of Health.

Area schools are aware of emergency procedures in case of a nuclear emergency, officials said.
