While the official “valley” stretches more or less from Fort Smith to Conway, we believe we reside in the most beautiful, most accessible and most accommodating portion. Stunning scenery for every season is offered up at Lake Dardanelle and along the banks of the Arkansas River. Additionally, Mount Nebo and the Ozark National Forest offer any number of vantage points along State Highway 7 and Interstate 40 in Pope, Johnson and Yell counties. Whether you are visiting, are a new resident or are thinking about relocating to the area, I think you’ll find this edition of our Tourism and Newcomers Guide extremely helpful. About the area On March 2, 1819, the territory of Arkansas was formed from lands part of the Louisiana Purchase. The heart of the Arkansas River Valley, Pope County, was formed Nov. 2, 1829. It originally included all of present-day Johnson and Yell counties, and was named for John Pope, the third governor of the Arkansas Territory. The community of Scotia was the seat. Eventually, Pope County’s government would move to Russellville, while the offshoots of Johnson and Yell counties would adopt Clarksville and Dardanelle and Danville, respectively, as their seats — the present-day circumstance of what were, once upon a time, Cherokee lands.

City Corporation, Russellville’s hometown water utility, provides water and wastewater services to Russellville residents, and to those outside the city limits as authorized by the Russellville City Council. The utility employs fifty-nine men and women living in the River Valley who are proud to serve the City of Russellville. City Corporation employees have continued their efforts to improve services in both the water and wastewater aspects of the utility. Some of these projects include the Huckleberry Creek Reservoir, the Sodium Hypochlorite Facility, and water fluoridation.

City Corporation’s Board of Directors consists of five residents who serve 5-year terms and receive no compensation. These men and women serve with hopes of giving back to the community and making the River Valley a better place to live. By having an adequate, safe and economical water supply, residents and the community can continue to prosper. The newest member of the Board, added in 2012 is Luke Duffield. Mr. Duffield replaced the 2011 Chair Dave Palfreeman whose five year term expired December 31, 2011. The 2012 Chairman of the City Corporation Board is Tommy Richardson, who is joined on the Board by Don Guess, Vice Chair; Art Jones, Secretary; and Frank Russenberger, member.

Huckleberry Creek Reservoir The search for a new water source for Russellville went on for 13 years from 1979 to 1992, during which time fourteen different alternatives were considered. After carefully considering all the options, it was determined that the best alternative would be the construction of the Huckleberry Creek Reservoir. The citizens of Russellville passed a one cent sales tax to pay for the purchase of the land and subsequent construction of the reservoir. The Reservoir was completed in February of 1996. When full, the reservoir holds 5.8 billion gallons of water. Sodium Hypochlorite (NaOCl) Replaces Chlorine (Cl2) Sodium Hypochlorite has replaced chlorine gas as the primary disinfectant. The disinfection process eliminates most biological organisms that may cause disease. Between disinfection and filtration, these processes remove any harmful particles from the drinking water. Sodium Hypochlorite, commonly known as liquid Bleach, is a safe alternative to chlorine gas in the treatment process. Although Sodium Hypochlorite is more expensive than Chlorine gas, it is a safe alternative to use at Water Treatment Plants located within neighborhoods like the City Corporation Water Treatment Plant. Garver Engineers won the 2009-2010 Engineering Excellence Award for the design of the Russellville Sodium Hypochlorite Facilities. City Corporation’s primary concern is to provide the best quality drinking water while taking steps to ensure the safety of our neighbors and the environment. Community Water Fluoridation Earlier in 2011, Arkansas Senate Bill 359 passed requiring water systems serving 5,000 or more residents to add fluoride to drinking water. The primary purpose of the bill is to “prevent tooth decay.” According to the Arkansas Department of Health, “in communities that initiated fluoridation, the decrease in childhood [tooth] decay was almost 30 percent over 3-12 years of follow up.” Recognizing the importance of fluoridation in dental health, the City Council of Russellville passed an ordinance in the late 50’s to begin this process. For this reason, citizens of Russellville have been enjoying the benefits of fluoridated water some 50 years before the process was mandated by state law.

elcome to Johnson County, God’s little piece of heaven on earth! This area has something to challenge and meet the interests of everyone. For outdoorsmen, Johnson County has some of the finest and most diverse scenic beauty and recreational facilities in the state. Recreational opportunities abound for hunting, fishing, canoeing, hiking and camping. Educational facilities range from public school kindergarten to the University of the Ozarks, a fouryear, liberal arts college. Area industry is just as diverse. From lakes to galleries, Johnson County has it all F

rom mountain views that lend themselves to spectacular sunsets to clean and clear lakes, streams and rivers, Johnson County has many sights for nature lovers to take in and enjoy. The scenic combination of Johnson County offers an ideal setting for all types of recreational activities, including those at the county’s city parks, softball complex, baseball fields, soccer fields, swimming pool, riverfront pavilions, hiking trails and family fishing pond. For more involved outdoor excursions, the county has numerous opportunities, including Haw Creek Falls; Horsehead Lake, a 98-acre mountain lake with 10 family camping units that Johnson County Judge Mike Jacobs calls the “best kept secret” in the state; Horsehead Hiking Trail; and the Wolfpen Recreation Area adjacent to the Mulberry River with canoe ramp access to the river. Also known for its annual Peach Festival, which takes place in mid-July, Johnson County is perfectly suited for orchards, berry farms and other agricultural pursuits. With a population of 25,540 in 2010, Johnson County has three main municipalities: Clarksville, the county seat, Lamar and Knoxville. Johnson County is also home to the University of the Ozarks

in Clarksville, a private, Presbyterian-affiliated, four-year liberal arts university located at 415 N. College Ave. The university houses the Stephens Gallery, providing its guests a showplace for their creations. The 1,500 square feet of the gallery provide ample wall and floor space in which to exhibit works in a variety of artistic mediums and styles, while the arched windows to the east flood the display area with a soft, pleasing light. Two permanent collections donated to the university are on display in the gallery, the Pfeffer Collection and the Arch H. Gould Collection. The county is also home to three school districts, Clarksville, Lamar and Johnson County Westside. The Jasper district also has a presence. Johnson County was formed from a portion of neighboring Pope County on Nov. 16, 1833, and was named Johnson honoring the first territorial judge of Arkansas, Benjamin Johnson. The county is home to several historic places of note, including the County Courthouse, the Missouri-Pacific Depot and several historic homes. Whether a visitor’s interests are in the outdoors, history or art, Johnson County offers plenty to make a trip worthwhile.

Interact at Lake Dardanelle

Visitors Center a paradise within a paradise

ature lovers coming to the Arkansas River Valley will delight in the variety of parks, reserves, campgrounds and lakes available to enjoy with little cost, and the Lake Dardanelle State Park Visitors Center is the proverbial cherry on top. “The Visitors Center here is a nice facility,” Andy Thomas, superintendent of Lake Dardanelle State Park, said. “I’ve worked for Arkansas State Parks for 33 years and I literally remember the time when the governor would come in, (and) we would have to pull the boards off the back of buildings and nail them on the front to make them presentable.” In 1996, Arkansas passed Amendment 76, an eighth-cent conservation tax that benefits the state parks, and led Arkansas to become one of the country’s leaders in state parks systems. Opened in 2003, the Visitors Center boasts 8,000 gallons of aquariums that represent the Arkansas River, local tributaries and Lake Dardanelle. “The aquariums are really neat,” Thomas said. “They’re set up like the river system is. We have the big tanks, the tributary tanks that have species in them you would find in the lake’s tributaries,

and they feed into the river tanks.” One of the biggest attractions to the youngsters who visit the park is the aquatic turtle touch table, where they can interact with live turtles. There are also several snakes that kids and adults alike can admire, as well a honeybee exhibit. Five interactive, touch-screen computer kiosks feature information on aquatic resources and the history and culture of the Arkansas River Valley, and have age settings to tailor the information to the viewer. Every week, the Arkansas River Valley Arts Center shows local artists’ work in the state-of-the-art exhibit at the Visitors Center. Directions to Lake Dardanelle State Park: From Interstate 40, take exit 81, then turn south on State Highway 7. Take the first right onto Lake Front Drive, then continue onto West Main Street before turning right onto Marina Road. The park is 3.3 miles down Marina, on the right, and the Visitors Center is marked.

Lake Dardanelle State Park is the hub of a wide variety of family-friendly activities that can be enjoyed year ’round.

Park interpreters host environmental education programs throughout the year in the center’s state-of-the-art classroom with digital projectors and surround sound. In 2010, 20,000 local kids gained course credit at their schools through the programs. “We have some great educators out here, and we have a great partnership with our River Valley schools,” Thomas said. “We’re an extension of their classrooms. They can come out here and study micro-invertebrates or anything.” The classroom, which opens up to a balcony that overlooks Lake Dardanelle, has also become a hot spot for weddings. The facility sits on the shore of Lake Dardanelle, providing breathtaking views of the lake and something for every visitor

to enjoy. The park also provides pavilions, launch ramps, a marina, bicycle and kayak rentals and a hiking trail, and has provided more and more people with a safe, economical vacation spot. “People are staying closer to home, with the gas prices the way that they are,” Thomas said. “They’re not going to Disney World or Gulf Shores. I think they’ve been to the casinos — been there, done that. They’re looking for a quality vacation that’s economical.” The park has changed a great deal during the last few years. What began as mainly a camping destination has blossomed into a premier site for environmental education, conservation and community pride.

Enjoy a cruise at sunset

State park offers romance, fun on the water

ooking for a romantic evening, but can’t afford dinner and a movie? Looking for a fun activity to enjoy with the family? Then hop aboard one of Lake Dardanelle State Park’s famous sunset cruises for a relaxing and educational experience you won’t soon forget. The cruises begin by loading a maximum of 20 guests on a pontoon boat and then sets out across the lake, where you’ll spend the next hour taking in some of the most beautiful scenery the Arkansas River Valley has to offer, while learning about the area’s abundant wildlife and history. The cruise passengers often have the opportunity to see an eagle’s nest on the pontoon boat’s voyage across the lake, and if they’re lucky, maybe even an eagle, Lake Dardanelle Park Interpreter Elizabeth Drake said. Drake said those hoping to see an eagle would have the best odds of sighting a bird in the early summer months, and they’re usually gone by June. But that doesn’t mean there isn’t plenty of wildlife and scenery to take in if an eagle doesn’t grace your adventure with its presence. “They get to see a lot of unique birds that come here

through the summer months,” Drake said. “They definitely get to see the eagle’s nest and just enjoy the beautiful sunset. And they’re always different. They’re never the same.” Joe Keating is one local who has enjoyed the cruise time and time again. “We’ve done quite a few tours. They’re really neat,” he said. “They’re a lot of fun.” The sunset cruises are free, but space is limited and a registration is required ahead of time. The park also offers many other activities, including educational seminars on the lake’s wildlife, camp safety, scavenger hunts, star gazing and kayak tours. Kayak tours cost $12 for adults, $6 for children ages 6-12 and are free for children 5 and under. Getting muddy is only half the excitement

he Arkansas River Valley offers hiking, biking, walking trails and also boasts several great locations for All Terrain Vehicles (ATV). Four-wheeling is a fun, family activity appropriate for all ages. The U.S. Forest Service maintains several trails in the Ozark National Forest, many of which are within a 30 minute or less drive from Russellville. Moccasin Gap Trail is authorized for ATV, mountain bikes and horse travel by the U.S. Forest Service. Riders can enjoy cascading waterfalls as they follow the 28-mile long trail that winds through pines and other hardwoods. There are several streams and areas for picnicking. Trails are colorcoded and maps are available at the trail entrance located about 25 miles north of Russellville, off State Highway 7. Mackâ&#x20AC;&#x2122;s Pines, located just a few miles before Moccasin Gap, is a family owned and operated business offering 28 miles of trails perfect

for novice and expert riders. When riders have mastered the marked trails, there are hundreds of miles of unmarked forest trails to explore. Maps of much of the Ozark Forest are available at local Forest Services offices and Honda of Russellville also carries maps and sales associates know about many other areas. Remember to follow ATV safety precautions and bring the appropriate GPS or other navigational tools. The U.S. Forest Service recommends wearing gloves, helmets and eye protection. Also remember to bring first aid kits and flashlights if you are riding at dusk or after, and pack enough drinking water and snacks. Four-wheeling is a great way for the family to spend the day together exploring the Arkansas River Valley and capturing the wildlife and fauna on film. ocated in the heart of the Arkansas River Valley, Pope County provides a beautiful backdrop for a variety of industry, farming and recreational activities. In the early 1800s, the Osage claimed what is now Pope County as part of their hunting grounds. The area became part of a Cherokee reservation in 1817, but a new treaty moved the Cherokee into Oklahoma in 1828. In 1829, Pope County was the first Arkansas county to be formed out of the former Cherokee reservation. Now home to 61,754 residents, the county is the 13th most populous in the state. Municipalities within the county include Atkins, Dover, Hector, London, Pottsville and Russellville. Russellville, the county seat, is home to 27,920 residents. The county hosts five K-12 school districts, and Arkansas Tech University, an accredited four-year university located in the heart of Russellville, was founded in 1909 and currently

offers more than 70 degree programs. In addition to strong educational programs, Pope County is also home to a diverse labor force. Several Fortune 500 companies have facilities in the county, including Firestone Tire and Rubber Company, Dow Chemical, Tyson Foods and International Paper. Thousands of people are employed by a wide variety of manufacturers in the area, with products ranging from aluminum foil to aircraft components. Pope County is also home to Arkansas Nuclear One, Arkansas’ only nuclear power plant. Life in Pope County is not all work and no play, however. Residents and visitors may take time to relax at one of Russellville’s 14 city parks or relax at Holla Bend Natural Wildlife Refuge or Lake Dardanelle State Park. The state park’s visitor’s center, located on the shores of Lake Dardanelle, features an aquarium, a turtle

Libraries

The Arkansas River Valley Library System is open to citizens of all ages, offering books, videos and Internet access for information, education and recreation. The area offers seven separate public library locations.

Pope County Library System The Pope County Library System consists of the Russellville Headquarters Library and three branches in Atkins, Dover and Hector. In addition, the system utilizes a bookmobile for community outreach programs in the county. Russellville Heritage Hall, adjacent to the Russellville Headquarters Library, is available as a community meeting room. The building is the former library and is designated as an historic building on the National Registry. The library system is funded by a one-mill county property tax approved by county voters in 1997. The library is governed by an appointed five-member administrative board. The library board meets the third Wednesday of each month at 4 p.m. The library’s website, www.popelibrary. org, includes information about programs offered, a link to the library catalog, links to more than 125 sites, genealogy information, the family index for genealogy, an auto repair and small engine repair reference center and accelerated reading lists for local schools. Patrons with a Pope County library card can access their account and renew their books or put books on hold. Patrons can also use Heritage Quest and Proquest at home. The library has several children’s and young adult programs each week for all branches. Judy Mays is the library director. • The Russellville Headquarters is located at 116 E. Center for the Arts first of its kind in the Arkansas River Valley

he Russellville School District’s dream of building a performing arts center to serve the students and residents of the Arkansas River Valley finally come to fruition this spring and the results are wonderful. The multi-purpose Center for the Arts held its grand opening with the Russellville High School student production performance of “Annie Get Your Gun” at the end of April 2012. That grand opening marks the beginning of an era in Russellville where the performing arts will have a stage to showcase acts in a marvelous setting designed just for these kind of shows.

The grand performance hall has seating for 1,880, has an orchestra pit and is designed to support local musicals and theatrical performances, as well as state and national Broadway shows, concerts, symphony, ballet and other dance performances.

The new Center for the Arts promises to prove itself a cultural hub for the Arkansas River Valley in years to come, with seating for nearly 2,000.

The grand performance hall is larger than the Walton Arts Center’s main performance hall in Fayetteville. The Baum Walker Hall at the Walton Arts Center has total seating for 1,201 and attracts any number of regional and national acts each year to Northwest Arkansas. The Black Box Theater at the new Performing Arts Center seats 150 and is perfect for intimate gatherings that can be used to showcase musical recitals and smaller theatrical performances. The glass lobby provides a wonderful backdrop for gallery showings, receptions and community events by offering visitors gorgeous views inside and out. The beautiful art facility provides local entertainment and cultural experiences usually only found in larger cities. “I think people will be amazed, not just in the beauty of The Center,” Wendy Sparks, operations manager said. “But also at the quality of the sound and all the extra amenities. We will be offering local entertainment and bringing in national shows.” The Center has state-of-the art sound and lighting systems, managed by Daniel Stahl. The extra amenities include professional dressing rooms, a costume/sewing room and a large set shop for construction of sets and backgrounds. The Center offers students the ability to gain experience for college and the work force by providing educational opportunities and behind the scenes experiences at large events. The Center’s staff will work closely with local art centers, dance foundations, the symphony guild and the surrounding school districts to provide local art shows, dance recitals and various school projects. Aside from the numerous cultural events, The Center will also host summer musicals, community events, educational shows, after school programs and summer art programs. Special church services were planned for Easter at The Center in the spring of 2012. “The Center truly is the dream of so many in the area,” Sparks said. “With the community’s support, we’ve created something beautiful and functional which will provide a much needed service for years to come.” The Center is available for organizations to rent for conventions, luncheons, dinner parties and galas. ell County was established by the state Legislature in November 1840. The county covers an area of about 930 square miles. Yell County was named after the second governor of Arkansas, Archibald Yell. There are many diverse industries in Yell County, but most revolve around agriculture, such as timber, poultry, cattle and crops. Tourism and recreation play a major role in Yell County’s economy. The area has many lakes and mountains and is part of two national forests. Lake Dardanelle, Nimrod Lake and Blue Mountain Lake all offer a variety of outdoor activities such as boating, fishing, skiing and swimming. The crown jewel of Yell County is Mount Nebo State Park. It rises 1,000 feet above the Arkansas River Valley and has cabins, campsites, picnic sites, a swimming pool, hiking trails and the most breathtaking view of the surrounding valleys. Yell, continued from page 52 Take a few days to tour Brearley Cemetery in Dardanelle, the Kimball House on Front Street in Dardanelle, Mountain View Farm in Plainview, Spring Lake Recreation Area in Stafford, the Mickles Bridge in Mickles or the Ward’s Crossing Bridge in Plainview along with the other 16 locations on the National Register of Historic Places in Yell County. The Arkansas River borders the northern portion of Yell County, near the county’s largest city, Dardanelle. In the late 1800s, a pontoon bridge was constructed, allowing traffic to pass from Pope County into Yell County. The bridge was famously marked the longest pontoon bridge in the world and operated until 1929. It has since been replaced by a four-lane, steel bridge. Yell County is poultry-prominent. Poultry production is the most significant industry in Yell County. There are numerous poultry farms and three major processing plants. Agriculture in general is a prominent source of employment for area residents. Soybeans, rice, corn, row-crops, hog and cattle operations are a common visual aspect up and down major highways and dirt roads alike. Yell County hosts a multitude of summer festivals where small towns, friends and family gather to exhibit the best they have to offer: a sense of kinship, community and opportunities. stroll through downtown Russellville isn’t complete without a stop at the historic Missouri-Pacific Depot, according to Betsy McGuire, director of Main Street Russellville. The depot is a place where the city’s history meets the real world of today. The first depot, built in 1880, was the transportation hub of the time, with rail travel a popular way to visit far away places. The current depot, built in 1916 and put in use by 1917, replaced the former depot just in time to be put to use helping transport troops during World War I. A building rehabilitation of the old building began in 1999, offering a “community gathering place in the heart of the city,” McGuire said. “We’re not an official museum,” McGuire said. “But we’ve tried to do something with the history of rail travel.” The depot has a history room — the former freight room — with historical information, displays and relics from the past. The original baggage scales, with two missing elements, grace the center of

the room alongside a toy train display and a stage-area filled with mementos from bygone eras, including a manual typewriter and old advertising posters. The main entrance, formerly used by the ticket agent and station master, features historic displays, photos and a shoe-shine stand that was in use from 1940 to 1980 and survived a fire that destroyed a shoe store. The telegraph room has its original battery pit that supplied power to the telegraph machine. The rail system was placed in Russellville in 1917 and stopped its passenger service in the 1960s. The train depot was used for freight service until the 1980s. The rumble of a train as it passes, can be heard and felt several times each day, and it testifies to the depot’s continuing importance to the growth and development of Russellville. “I sometimes worry about the building,” McGuire said. “It shakes and trembles as the trains go by, and then I think this has withstood nearly 100 years of trains going by.”

efore the Civil War started 150 years ago, a home modeled after the great houses in Pennsylvania served as a Butterfield Overland stagecoach stop legendary for its food and respected as a comfortable boarding place for travelers and local visitors. Potts Inn, the only known scheduled stop between Little Rock and Fort Smith, was built in the 1850s at the foot of Crow Mountain by Kirkbride Potts, a young bachelor who came to the Arkansas River Valley in 1828. He married Pamelia Logan, whose family founded Logan County, south of the Arkansas River. Kirkbride decided to mine for gold in California in the 1840s and wasn’t successful. He returned, began construction on the two-and-a-half-story home in the 1850s and finished eight years later. The functional frontier home became a stage depot stop and a well-known social center between Memphis, Tenn., and Fort Smith in those early days. The rooms on both the first and second floors are square, flanking a 12-foot-wide central hall. The parlor was used for state occasions, tea parties and musicals. All of the Potts family daughters were married in front of the fireplace. Governors, military officers and Cherokee chiefs shared the hospitality and delicious fare assured by Mrs. Potts. The home also served as the first post office in the area. In 1857, the U.S. government passed legislation to establish an overland mail route to transport mail and passengers to California. John Butterfield of New York was awarded the contract, and the Potts home was a scheduled stop on the Butterfield Overland mail route. The stagecoach traveled almost 3,000 miles one way, and organizers accomplished a set goal with the first trip in September 1858 taking less than the allotted time of 24 days. In 1970, the home was obtained by Pope County with the purpose of converting it to a museum after renovations were completed. Maintained by the Pope County Historical Foundation and listed in the National Register of Historic Places, Potts Inn is home to the original well house and smoke house, as well as several cabins on the grounds that display other facets of local history. Among them are the original postal desk used by Potts; the baby buggy Pamelia used to ferry her 11 children; a rocking chair Kirkbride brought with

Potts Inn is also part of Pottsville’s National Historic District that includes the Pottsville Citizens Bank, which opened in 1913 and was robbed by two men in Santa Claus suits in 1920; the Falls and Sinclair Grocery Store, which was built prior to 1880; and a cattle dipping vat that signifies the importance of agriculture in the river valley.
