The Arkansas Valley Alliance for Economic Development

In 2012, The Arkansas Valley Alliance for Economic Development (The Alliance) was involved in several industrial and business development projects benefiting the entire River Valley area. Here are just a few examples.

In the spring we were excited to introduce everyone to our newest corporate citizen, Precision Surveillance Corporation (PSC). This Indiana-based company, after several months of comparing information on several locations throughout the U.S., decided their nuclear generation construction business would be more successful and profitable if it were located in the Arkansas River Valley than anywhere else in the country.

Why? Blame it on the local workforce, the low-cost of doing business in Arkansas, their excellent working relationship with Arkansas Nuclear One, a great deal on an existing industrial building, local and state incentives, the excellent local transportation network, or ... Get the idea? Anyway, the company should complete its renovations and improvements in 2013. The Russellville operation will house at least 25 new full-time employees.

We spent about six months or so working between officials with ConAgra Foods, the Arkansas Economic Development Commission (AEDC), Gov.

Mike Beebe’s office, the Russellville City Council and numerous others to secure a major expansion of the food producer’s Russellville manufacturing operations. Now we realize we will not see the total benefit of this project for at least another year, when the company adds 80 new full-time jobs and completes an investment of more than $100 million.

But we think it is important for everyone to understand that this project would never have happened if it were not for the tireless dedication of the Alliance Board and the Russellville City Council to the future development of the region.

When we first became involved in this expansion project, the company was seriously consid-

ering making their investment in another state. With the work and cooperation of the people and agencies mentioned above, we were able to connect all of the pieces and bring this project to fruition for the Arkansas River Valley.

Although plans for the recent expansion of PET Solutions, located near Centerville, began in 2011, the company did complete its $25 plus million investment in 2012. This protein manufacturer has since added more than 40 new full-time employees and increased production significantly.

The Alliance assisted the company with its incentive applications through the AEDC, assisted with air permit applications through the Arkansas

Department of Environmental Quality (ADEQ) in numerous meetings and correspondence, and helped the company secure a $300,000 grant to help with water and wastewater needs.

We were also excited to assist Superior Graphite Corporation with an expansion and upgrades of its Russellville operations. We met with company officials at their corporate offices in 2011 to offer our support and commitment to the company to help in any way possible with the company’s expansion plans in 2012. This project resulted in the creation of several new fulltime jobs and an investment of more than $6 million.

2012 also saw the purchase of Thompson Industries by Canadian-based Stella Jones Corpo-

ration. Stella Jones has since made numerous improvements to the Russellville operations, including constructing a new trimmer facility and expanding production significantly. The company has added around 20 new full-time positions and is preparing plans for even more growth in 2013. The Alliance assisted the company with AEDC incentive applications and will be assisting City Corp. and company officials to improve wastewater access in the area.

The River Valley will also soon see the results of several months of work to secure a $600,000 grant to assist Wayne Poultry with renovations and upgrades to the former ConAgra Feed Mill at Atkins. When complete, this project will not only provide some additional jobs in the Atkins area, but will help ensure continued success and profitability for Wayne Poultry for years to come.

Although the company did not need assistance from the Alliance this time around, we were excited to learn that NEW was adding another 100 plus new employees at its customer care center in Russellville, bringing its total employment to more than 500 workers. With the Alliance’s assistance in 2007 the company decided to locate their newest call center in Russellville, employing almost 200 people on opening day.

AVON Licensed Beauty Center Linda Barholomew opened the AVON Licensed Beauty Center on Aug, 2, 2010. She has sold Avon for 26 years and enjoys the atmosphere of the store.

She went door-to-door in her neighborhood before opening the store.

Terry and Linda Bartholomew have lived in Russellville for 29 years.

Terry works at Arkansas Nuclear One. Linda joked that they came to Russellville 29 years ago for six months.

They have a daughter, Samantha, who teaches at Pottsville Junior High School and her husband, Brad, works for Flexsteel Furniture. Terry and Linda have two granddaughters, Ella and Lily. Terry and Linda attends St. Johns Lutheran Church.

UACCM providing a skilled workforce The University of Arkansas Community College at Morrilton (UACCM), established by the Arkansas Legislature in 1961, prides itself on providing the area’s citizens with relevant, quality education and training, as it has for the past 50 years. As a two-year community college, the institution has been able to respond to changing needs of business and industry in a quick and efficient manner.

From an initial enrollment of 278 students and 13 programs in 1963 to the current almost 2,200 for-credit students exploring 43 plans of study, UACCM contributes significantly to the area’s job creation and economic development.

Through its various incarnations, UACCM has kept its focus on its students, the community and the changing needs of the region.

Just as UACCM has a diverse array of programs, its students have a variety of goals. Some want to complete a short-term training program and quickly enter the workforce armed with solid occupational skills, while others want to build a strong academic foundation by earning the first two years of their bachelor’s degree in a small, comfortable campus setting.

UACCM is one of 18 independent campuses and entities in the University of Arkansas System, and this affiliation has allowed UACCM to form innovative partnerships with other UA System institutions, including the University of Arkansas at Fayetteville, University of Arkansas at Fort Smith, University of Arkansas for Medical Sciences and the University of Arkansas Criminal Justice Institute. These partnerships further expand access and options available to students within the immediate service area.

The college is converting many of its 18-month certificate programs into accelerated 12-month programs that continue during the summer so graduates can complete them in one year and go directly into the workforce. As the skills set and technology required by business and industry change, UACCM will further expand and adapt its curriculum to help foster continued economic development. This includes forming innovative partnerships with other educational institutions, businesses and industry to further expand access and options available to students within the immediate service area.

Hogwild opens new Gold Rush Museum and Education Center

After more than four years in business in the Arkansas River Valley, Hogwild Family Fun Center began 2013 with the unveiling of its newest attraction, a 2,000-square-foot Gold Rush Museum and Education Center.

“Customers can take a step back in time to 1848, when the discovery of gold in California changed the future of the United States,” Hogwild owner Buddy Grimes explained.

The museum includes a one-room schoolhouse, general store, livery stable, blacksmith shop, mining sluice and other interactive exhibits. Walls feature information recorded by actual pioneers traveling the California Trail, and display cases are filled with authentic merchandise from the Gold Rush era.

A tour of the museum includes the opportunity to participate in hands-on learning experiences, in addition to the opportunity to “pan for gold” in the authentic mining sluice.

In addition to the new Gold Rush Museum and Education Center, Hogwild offers go-karts, bumper cars, miniature golf, a bungee trampoline, mini bowling, a 20-foot climbing wall and more than 100 arcade games, in addition to pizza, pasta, wings, salads and sandwiches.

Grimes and his wife, Miranda, started the business on Aug. 16, 2008, after deciding Russellville needed a place for families to enjoy quality time together.

In January 2010, Hogwild moved to its

current location at 301 N. Sidney Ave., growing from 7,000 square feet to more than 22,000 square feet.

“We started with 32 arcade games and a restaurant,” Buddy Grimes said. “We now have over 100 arcade games and attractions. We are very excited about staying fresh. We add 5-7 new games and attractions each year.”

Hogwild’s eight-kitchen personnel work under the leadership of John Millard. Six servers and hosts are joined by six arcade employees under the management of Hope Vilauahn. In total, Hogwild’s annual payroll exceeds $300,000.

Contributing to the local economy is important to Grimes, who graduated from Atkins High School and earned a bachelor’s degree from Arkansas Tech University, where wife Miranda also attended. They are the parents of three children, Kayla Shinn, who works at Saint Mary’s Regional Medical Center along with her husband, Justin; Chris Grimes, who is studying pre-law at ATU; and Erin Lipsmeyer, a student at Pottsville High School.

Library system eyes changes in coming months, years The Pope County Library System is pursuing many changes in the coming months and years. The system’s master plan is in its final draft and recommends more space for programs, meetings and laptop use; more staff; added collections; an increase in e-book offerings; added hours; the addition of a coffee shop; more computers; and more parking.

“We are always looking for community partners to donate food and prizes for our programming department,” said library director Shawn Pierce. “Also, we need volunteers to help shelve, answer phones and work in the bookstore being formed.”

The system is headquartered in Russellville, with branches in Atkins, Dover and Hector, and a Bookmobile. Combined, system locations are open 8,372 hours per year. Nearly 25,000 area residents have library cards, and the system’s 119,727 books and other items “turned over” two times last year, with 263,000 checkouts. The Young Adult Collection turned over 3.5 times. The system has 9,000 e-books available for checkout.

One of only two such resources in the state, the Bookmobile makes 24 stops per month and has a Booksby-Mail Service for low-vision or disabled persons in Pope County.

In 2012, the number of library program offerings increased by 67 percent.

1933: Atkins Library The Atkins Branch Library is first established and sponsored by the Atkins Civic Club.

Stroud’s Home Furnishings opens new store Same philosophy continues

Cheri Stroud Pruitt, a certified interior decorator and the owner of Stroud’s Home Furnishings, remembers her father, Price Stroud, fondly as she carries on the family business.

Price Stroud opened a grocery and feed store on Moose Street in downtown Morrilton around 1949. He began offering home furnishings around 1953.

“Daddy often spoke of the 1950s, when he and a coworker would load his truck with televisions on Saturday afternoons and start out across the county,” Pruitt recalled. “He’d ask people to just try the TVs for a few days and give him their opinions.

Most people were intrigued and wanted to buy one. It was around then that he really began financing on a much bigger scale.”

Today, Stroud’s carries on the tradition of customer service that began with Price Stroud, centered around a huge selection of furniture by brands including Rowe and Catnapper.

Stroud’s is home to a La-Z-Boy Comfort Studio, and sells GE

appliances, Toshiba electronics and Shaw flooring. Its Sleep Zone offers a Simmons Beautyrest line, along with Justice and Therapedic mattresses.

“At Stroud’s, you’ll find wonderful ideas, along with eclectic and unique décor,” Pruitt summarized.

Pruitt purchased the store from her father in 2004.

“I was dedicated to continuing business as he had,” she said. That’s why Stroud’s still offers in-store financing, just like Price Stroud did back in the 1950s. But Pruitt is committed to changing with the times as well.

“Our showrooms are now set up with lamps, pictures, rugs and a vast array of beautiful décor,” she said. “We offer in-home décor consultations, having redecorated homes from Dover to Conway. With decorators on staff and many special order sources, we’re ready to help transform any home.”

Pruitt’s father may have taught her the business, but it

was her mother, June Stroud, nee Boyle, who taught her the art of decorating.

“I feel so blessed to have had them as parents,” Pruitt said of Price and June Stroud. “Often, Daddy would look around the store and say, ‘Don’t ever think I did this, or that, because all

things come from God.’ I have never forgotten that.”

Stroud’s Home Furnishings recently moved to a new store southeast of Walmart in Morrilton.

“Our facility is new, but we’re still the same friendly, honest and helpful staff,” Pruitt said.

“We’re doing business as usual, continuing the original philosophy that started our company over 55 years ago.

“We’re honest, offer quality merchandise and we’re here after the sale.”

Q: What is your book about?

TM: First of all, its purpose is to help a person to assess if a career in real estate is for them. It also assists a person through the beginning stages of their career and helps him or her to ask the right questions when looking for a Real Estate Company to join. It is also a tool to use during the first 12 months which is a very critical time.

The difference between risk taking and sound investing is how much you know about what you’re gonna do before you do it.

This book helps people analyze that something before they do it, and then if they choose to take that risk and invest in a career, then they can actually analyze that career with some real solid principles gathered over the last 30 years of helping agents become successful.

Q: Is this book a tool that an agent can use throughout their career?

TM: Its main purpose is to help in the beginning stages, but it does offer principles that are imperative to long term success.

Q: Is this information something that cannot be found in one place anywhere else?

TM: I couldn’t find it in one place. I have learned from other sources and experiences over the years, but it is so scattered, so I felt compelled to try to put a guide down in writing.

Q: Why did you write this book?

TM: First and foremost, I wrote it to help others. I have been motivated over the years by watching others get into the business that maybe shouldn’t have to start with. Consequently, they don’t have the right tools to assess getting with a broker who can really help them, and then they struggle. Maybe they had some talents and abilities – but they were never properly coached. Those abilities never fully came out; therefore, they leave feeling dejected from an industry that maybe they could have done something in if maybe they had known more to begin with. This book helps a person to better decide if this industry is for them, and then it gives them necessary tools to succeed.

Q: Why do you feel like you are qualified to be writing this?

TM: That’s a great question. I’m a producer. I’m in the field every day helping buyers and sellers, something I love to do.

Then, I am also Principal Broker for somewhere between 8,000 to 10,000 transactions. Along the way, I have assisted agents with almost every conceivable situation. Since my sons have joined the firm, I felt compelled to start writing things down in a more systematic approach to maybe help them along the way.

This book came out of that desire, so I hope it can, in some small way, find its way into the hands of someone else and help them.

City Corporation provides water service to almost 12,000 customers, which include residential, commercial, and industrial accounts as well as Tri-County Regional Water District, a wholesale customer that provides water service to large areas outside the Russellville city limits.

During 2012, which included one of the most severe droughts of record, City Corporation was able to maintain service to all of our customers. Due to the increased demands, we asked the community to implement water conservation measures during the drought conditions and the community responded very well, which aided in our ability to provide uninterrupted water service.

During the peak demand in 2012, our water plant treated a maximum of 13.43 million gallons in a single day (MGD), which is slightly less than our alltime maximum daily flow of 13.5 MGD in 2007. Our water treatment plant is capable of producing 19.2 MGD, which provides for growth and expansion for several years to come. Our water plant is located on the Illinois Bayou at the end of Waterworks Road just west of the Russellville Country Club, but our primary water

source is the Huckleberry Creek Reservoir (HCR), which was constructed in 1996 a couple miles west of Dover. This $20 million investment was entirely funded through a temporary 1-cent sales tax that was supported by the citizens of Russellville.

Untreated water is delivered from the HCR to our water plant through almost 4 miles of 48” pipeline. Due to the drought, the level of the reservoir was down 17.5’ in early January which is the lowest historical level. Recent rains have helped raise the level by more than a foot and a half, but we will need more rainfall events and will have to supplement with water pumped from the Illinois Bayou into the HCR to bring it back to full before the summer of 2013 arrives.

Our most recent Master Plan (2003) indicates that the HCR should provide a sufficient water supply until 2035 or beyond.

However, the Master Plan also recommends that City Corporation begin the activities associated with developing a new water supply due to the potential time consuming and often politically and environmentally sensitive issues that are involved with such a process.

Our immediate needs are more related to our distribution sys-

tem. While our source and treatment plant have excess capacity, the challenge we currently face is delivering the water to all parts of our service area. We have several different pressure zones that are individually served by tanks and pump stations. At times of high demand, we are forced to balance

the needs of the different zones by supplying enough water to one zone without depleting another.

We are currently focused on addressing these issues as well as general replacement of aging water lines, which will result in a dependable supply of quality drinking water and improved

fire protection for the citizens of Russellville.

The staff and Board of Directors at City Corporation remain dedicated to providing the highest quality water possible for the communities in and around Russellville through an efficient and financially sound water system.

City Corporation had already began the efforts to address the wastewater overflows in the system, but decided to increase those efforts and move forward with a plan to analyze and make necessary repairs to the entire wastewater collection system over a ten year period. Such a plan would eliminate the majority of inflow and infiltration and restore capacity to our collection and treatment systems.

At this point, the flows in all of the various collection system ba-

sins have been recorded during wet and dry conditions and City Corporation is well underway with the process of physically surveying the pipelines, manholes and pump stations based on the priority as determined through the flow monitoring. We have begun the first of many major construction projects resulting from these efforts which consists of replacement of approximately 8,500’ of large diameter pipeline along and around East 2nd Street. Our consultants are currently estimating that these studies will result in the need to invest approximately $30 million in collection system improvements over the next ten years.

While City Corporation is in a strong financial position at this time, the upcoming projects, both known and projected, will have a major impact on our finances moving forward. In order to prepare for that impact, City Corporation has retained the services of a rate consultant to provide a report on our current water and wastewater rates and forecast how these rates will address short and long term needs.

Wastewater System Update

In November of 2009, City Corporation was placed under Consent Administrative Order (CAO) from the Arkansas Department of Environmental Quality (ADEQ) for issues related to treatment and system capacity.

The order addressed historic violations of treatment parameters, primarily instances of excessive Total Suspended Solids (TSS), which is the amount of suspended particles, and Total Residual Chlorine (TRC), which is the amount of “leftover” chlorine, in our effluent stream that is discharged to Whig Creek.

In addition to these parameters, the order addresses the issue of the amount of Nitrates (NO3-N) in our effluent stream that were projected to be out of compliance with new limits that were soon to be imposed. In addition to these treatment issues, the order addressed the historic problem of wastewater overflows within our collection system due to water that directly (Inflow) and indirectly (Infiltration) enters our pipes, manholes and pumping stations during times

of heavy rainfall. Upon receiving the CAO, City Corporation began moving quickly to comply with the order.

An action plan was developed and submitted to ADEQ in response to the CAO which listed the efforts to be undertaken to comply by the deadlines imposed in the order. In summary, those efforts include the following: City Corporation treatment staff has installed temporary de-chlorination equipment to remove any residual chlorine in the effluent and construction is to begin in the coming days on the installation of permanent de-chlorination facilities at the plant at a cost of approximately $650,000.

City Corporation treatment staff has worked with our consulting engineers to temporarily modify the treatment process to address the TSS and Nitrate issues. These modifications have worked well during the recent dry weather, but will likely be less effective during wet weather conditions.

The permanent solution for addressing both of these pol-

lutant limits is an estimated $9,000,000 construction project at the wastewater treatment plant which includes the construction of de-nitirification facilities to permanently address the Nitrates and an additional final clarifier to address the TSS. In December, City Corporation worked in conjunction with the City of Russellville to issue a Revenue Bond in the amount of $9,000,000 which will be paid for through current water and wastewater revenues.

Area Agency on Aging has new, permanent home

Area Agency on Aging of West Central Arkansas moved into its new location in January. Located at 915 South Arkansas, the agency now has a permanent place to call home.

The 9,000-square-feet former retail building will provide ample room for the agency to continue its growth for years to come. Already converted to office space by previous owners, the new location boasts spacious offices, hallways large enough to accommodate wheelchairs and a conference/training room that will give much needed space for continued education for staff and volunteers. The nonprofit agency was previously located at 1310 West Main.

AAAWCA specializes in home care services for personal care needs such as bathing,

grooming, help with dressing, meal preparation, light housekeeping and laundry.

These essential services allow seniors or disabled adults to stay in their homes, even as their physical abilities become limited. Certified personal care aides are supervised by a registered nurse who specializes in personal care needs. In addition, case managers visit clients regularly to ensure they are receiving quality care.

Many clients are Medicaid eligible, but a growing number pay for their services or have health insurance that pays for the care.

The agency also offers personal emergency response systems, using the “Voice Care� System. The unit, about the size of an answering machine, is connected to a

landline phone system and the client wears a button either on a necklace or a bracelet.

The unit allows the client to summon immediate help from anywhere in their homes or yards and is helpful for seniors who live alone or are at risk of falling.

The agency’s senior companion program offers friendship, light housekeeping, meal preparation and limited transportation at no cost to seniors who qualify. The volunteerdriven program matches clients with volunteers, all seniors themselves, to further help the client remain in their own homes as long as possible.

The agency supports 14 senior activity centers across its 10-county region, offering home-delivered meals, group meals, socialization, recreation activities and other services to seniors. Centers in Pope, Yell and Johnson counties are managed by community groups. AAAWCA assesses clients’ eligibility for

home-delivered meals.

The agency’s long-term care ombudsman, Stacy Pearson, advocates for seniors in nursing homes and assisted living facilities in Pope, Yell, Johnson, Conway and Perry counties, ensuring residents are well-cared for and any issues are resolved.

Broussard Funeral Home of Russellville opened in 2011 with a simple idea: A funeral shouldn’t have to cost $8,000-12,000.

“We knew there was a more affordable option,” said James R. Broussard, who owns the business along with his wife, Christina.

The concept has proved popular. In mid-2012, Broussard opened a Clarksville location at 1157 S. Rogers Ave., and later this month the Russellville location will move to the site of the former Gateway Pentecostal Church at 3323 E. Sixth St., where a new chapel will seat approximately 200 people.

Broussard is a full-service funeral home that sells affordable pre-need funeral packages, monuments and floral arrangements; James Broussard is a Louisiana-born licensed funeral director who moved to Arkansas about seven years ago. Christina Broussard was born and raised in Russellville. Together, they are the parents of three children.

On March 1, 1982, Leon Anderson left the world of football coaching to make his mark in the business world. Anderson started Anderson Insurance Inc., and in March of 1986 moved to its current location at 614 W. Main St. and provided Nationwide Insurance policies and products.

Anderson, a lifelong Pope County resident, graduated form Atkins High School, earned a Bachelor’s of Science degree from Arkansas Tech University and a Masters of Microbiology at the University of Arkansas.

He married Mary and had two sons, Adam and Clay.

Tech driving force for economic development

Arkansas Tech University is committed to serving as a driving force for economic development in the Arkansas River Valley, both today and tomorrow.

A 2012 study found that the two campuses of Arkansas Tech University have an estimated annual economic impact of more than $219 million on the communities in their immediate service areas.

Dr. Julie Trivitt, clinical assistant professor in the University of Arkansas Sam M. Walton College of Business, and Dr. Robert C. Brown, professor of economics and president at Arkansas Tech University, utilized standards from the Bureau of Economic Analysis (BEA) and the statistical data report generated by the Arkansas Tech accounting office to compile their report.

Three categories of economic impact — expenditures by the university, student spending and visitors to campus — were used to estimate the impact Tech makes on the local economy.

The 2012 economic impact study by Trivitt and Brown is a follow-up to a similar report they prepared in 2008.

The updated study finds that the main campus of Arkansas Tech University in Russellville makes an estimated annual economic impact of $201.1 million on the counties of Pope, Johnson and Yell.

That accounts for between 17 and 20.8 percent of the gross domestic product (GDP) of the three-county region.

Trivitt and Brown added a component to their 2012 study that also analyzed the economic impact of ATU-Ozark Campus on its service area.

The study found that Arkansas Tech-Ozark Campus makes an estimated annual economic impact of $18.2 million on the Franklin County economy. That figure accounts for 7.6 percent of that county’s GDP. “Arkansas Tech University takes an active role in promoting the economic development of our region,� Brown, who has served as Tech president since 1993, said. “The activities of the university, our students and those who visit our cam-

Tech tackled one of the state’s most pressing economic development issues — increasing the percentage of the adult population that has earned a

bachelor’s degree — when it introduced its Accelerated Degree Program in 2011.

Adults who have earned 60 or more credit hours can earn a Bachelor of Professional Studies degree in 18 months or less in one of seven areas of concentration — agricultural business, criminal justice, early childhood education, industrial/organizational psychology, information technology, interdisciplinary studies and public relations.

All of the courses are available completely through distance learning with an option of taking eight-week accelerated courses. New courses are rotated on a weekly basis.

The Tech Accelerated Degree Program reached a milestone

when it welcomed its 1,000th newly enrolled student in January 2013, just 16 months after the program was announced. “We are committed to providing a convenient and affordable way for the hundreds of thousands of Arkansans that have some college, but no degree, to complete their degrees and provide better futures for themselves and our state,� said Dr. Mary Ann Rollans, dean of the Arkansas Tech College of Professional Studies and Community Outreach.

Tech was the first public university in the state to dedicate significant staff and financial resources to a 100-percent online degree completion program. A full-time staff of

six faculty and two academic advisors work with Accelerated Degree Program students to help them achieve their academic objectives. “Another attractive feature that is unique to this degree is awarding up to 12 hours of credit for prior learning through the evaluation of competency-based criteria using a standardized scale for assessing the documented competencies attained through work experience and various training components,� Rollans said.

The Oak Tree Bistro The Oak Tree Bistro is a full-service, upscale comfort food restaurant, serving handmade food with a strong focus on flavors and attention to detail, artfully presented in a relaxed atmosphere.

The owner, Tommie Harms, opened the Bistro in 2009.

She opened the Oak Street Bistro after leaving The Courier in 2009, where she worked as an executive advertising representative.

With her long history in the coffee business in California and Washington state, the Oak Tree Bistro started out as a coffee house that served locally hand roasted espresso and coffee.

The menu at the original location came as an after thought, with the simple idea of serving fresh food for people of the River Valley. The Bistro then started having monthly five-course dinners that sold out, leaving people wanting more. The menu took off and the Bistro ended up selling more food than coffee.

The Bistro’s first location was at 1019 North Arkansas

Avenue, but the business recently moved to its new location with a new menu at 2725 East Parkway Drive, Russellville. The move was two years in the making, with several different locations considered.

The Point Shopping Center was the perfect spot, with upscale shops — it was a no brainer. The move was a full construction, adding 400 square feet to the building, along with a patio where customers can unwind while enjoying their food and drinks.

The Bistro’s customers have welcomed the new location with open arms, loving the new building and menu.

The Bistro has 40 employees, at the old location there were only 12. There are 13 employees in the kitchen, with Velto Nolan serving as the morning kitchen manager and Stephen Rego as the evening kitchen manager.

Executive Chef Vincent Wayde, 36, was hired in the summer of 2012 to transition the business from its old location design, equip the facility,

develop the menu, hire and train the staff. Wayde started working in kitchens at 15, where he developed a passion for fine foods and upscale dining.

He worked his way up the ranks in restaurants in Virginia, Washington D.C., Dallas, Kansas and Arkansas.

Maus Implement Company Inc. started in Atkins with the JM Maus General Mercantile Store. In 1944 JB Maus signed the 1st contract with John Deere. In 1951 JB Sr. moved the dealership to Morrilton on the west end of old Highway 64. He ran the dealership until his death in 1969, when his son JB Maus Jr. took over.
