ASBA Honors Distinguished Sports Facilities
N
ew athletic facilities are built each year. They might be as simple as a rec-level soccer field with natural grass, or as sophisticated as a stadium that hosts international-level competition in track and field. Spectators might sit on anything from lawn chairs and blankets to bleachers, boxes or special seating. Athletes might arrive in minivans, surrounded by family members, or on private motorcoaches complete with an entourage, and with cameras recording their every move. What matters most, whether the athletes are elite or amateur, is the fact that their journey to success begins at the facility. Here they have come to compete, with the hope of doing their best. The facility, therefore, must be ready to do its part by satisfying the requirements of the governing body, providing a good playing surface and having the amenities necessary to ensure all goes as planned. Having the best facility possible helps athletes achieve their best efforts.

Each year, the American Sports Builders Association (ASBA), a non-profit association for sports facility designers, contractors, suppliers and others, sponsors an awards program which has the goal of promoting the highest standards of excellence in the construction or renovation of athletic facilities. Awards are presented in multiple categories, recognizing distinguished facilities for (among others) various types of running tracks, sports fields and multi-purpose facilities. For 2008, the association recognized a wide range of facilities across the nation for excellence in design and construction. Some were for schools, some for clubs, some were private facilities. This year’s winning projects are listed below. pdated competition facilities built to the standards of governing bodies. Compliance with ADA. Amenities for student athletes and spectators. Dealing with hazardous waste. Cue the music: One of these things is not like the other things/one of these things just doesn’t belong… The challenge facing Kiefer Specialty Flooring of Lindenhurst, IL was that all those things did become part of the job during the renovation of the Kent State University Fieldhouse in Kent, OH. And the fact that the job was not only done but done well won it the approval of the American Sports Builders Association (ASBA) which named the fieldhouse its 2008 Indoor Track Facility of the Year in its annual awards program. According to Kiefer, the project included replacement of the fieldhouse track as well as the weight room. And that was where the problems began. “The existing facility had a 20-year-old urethane floor,” wrote Brion Rittenberry on his application. “After testing of the existing floor system, it was determined that the floor contained high levels of mercury. If the floor was removed, it would be classified as hazardous waste.” Removal and disposal of the existing floor
was something the client hadn’t counted on or budgeted for, added Rittenberry. Clearly, however, the problem couldn’t go unaddressed. Brainstorming ensued with the end result that the existing surface was overlaid. But even that created its own unique problems. “The existing clear coating on the urethane had to be removed by abrasion methods without disturbing the urethane surface and discharging mercury dust into the air,” recalls Rittenberry. “The abrading of the surface was successful, allowing for an overlay and in the end, saving the owner over $250,000 in removal and disposal costs.” The fieldhouse, a steel-frame building with cinderblock walls, has a forced-air ventilation system and indirect lighting. Its new six-lane 292-meter rubber track is built to NCAA standards. Field events include long jump, triple jump and pole vault. For events where spectators will be present, the facility uses movable bleachers. Those who use the facility will know they’re in good company, according to Rittonberry, since “This is the first indoor track surface in the USA that the athletes ran on at the Beijing Olympics.” In the center of the track is an artificial turf football field, and this too posed a challenge to Kiefer.

“The owners wanted a smooth transition from the track to the turf,” notes Rittenberry. “This transition from track to turf was critical for the safety of all especially the athletes, staff and maintenance personnel. This was accomplished by removing the turf surface and part of the rubber pad around the edges. The track material was then integrated into the turf material. There was an existing track and we overlaid with new track material. The process – which was complicated – was engineered so it would transition smoothly.” The project was completed in late June of 2008. “We had a tight deadline, but actually brought the project in 10 days ahead of schedule,” notes Rittenberry.

Jamestown College, Larson Sports Center
T
hree-season student athletes need a building that can multi-task the way they can. That was the driving philosophy behind the renovation of Jamestown College’s Larson Sports Center. The Jamestown, ND-based institution now has a facility that can host a variety of activities, including track and field events, basketball, baseball, volleyball, softball, batting practice, tennis and even banquets. Whew. The complexity of the project was compounded by the fact that it started with a 24,000-square-foot building that badly needed upgrades, and encompassed not only these but the construction of, and seamless transition to, a 12,000-square-foot addition. It was a daunting challenge, but one that Kiefer Specialty Flooring of Lindenhurst, IL, took on. The flagship building that resulted was named the 2008 Indoor Multi-Purpose Facility of the Year by the American Sports Builders Association (ASBA) in its annual awards program. Not that it was easy. “The project posed significant problems and obstacles,” noted Brion Rittenberry, president of Kiefer, on his application form. “The project called for a major addition to an existing building. This meant that the installation consisted of an overlay of existing sports floor and installation of sports floor on a

new concrete slab. Elevations were a major concern. In order to resolve the issue, different thicknesses were utilized to achieve a flush condition between old and new.” The building, a metal frame structure with a forced-air ventilation system, uses direct interior lighting with 1,000-watt fixtures. Students can take advantage of a 160-meter, four-lane sprint, three-lane track made of prefab rubber. Field events include long, triple and high jump, as well as shot put. Three courts are lined and set aside for basketball, volleyball and tennis, with batting cages as well. Optional divider curtains and netting can be lowered over courts to enhance player safety. “This facility is truly multi-purpose,” adds Rittenberry. “It incorporates all major activities into one building. The facility can be used for competition track, basketball, volleyball, tennis and can be set up for softball and baseball batting practice. The layout allows for long jump, triple jump, shot put practice and high jump. Because of the unique layout, multiple activities can take place simultaneously.” The project schedule was on a fast track, but problems arose with the necessary drying time for the concrete. According to Rittenberry, Kiefer had to consult with the owners in order to stay current.

“Due to scheduling, we increased the drying time of the concrete to pass the moisture test of five pounds or under within seven weeks by using a moisture suppressant coating over the new concrete substrate to hydrate properly.” The finished product is the picture of a space-efficient facility. Lines for various sports are painted in differing colors. The track, which encircles all facilities, is a dark red with white markings. At any given point during the day, athletes can be found shooting baskets, jogging or attending batting practice. As well as the facility fits its many users’ needs, Rittenberry is proudest of the way it stayed inside some other parameters. “In the end, even with potential major obstacles, the project was brought in on schedule and within budget.”

Coatesville Area High School Stadium
M
eet the Coatesville Area High School Stadium, located in Coatesville, PA. It is an aesthetically pleasing facility with a new synthetic turf surface, a renovated running track and new amenities to enhance its football facilities: goal posts, a scoreboard and play clocks. The facility, which was named 2008 Sports Field of the Year by the American Sports Builders Association (ASBA) was the product of architecture and engineering firm ELA Sport of Lititz, PA, who acted as athletic facilities design consultant as well as project engineer. And ELA—as well as others on the project— faced an enormous obstacle heading into it: the time frame. “The schedule was insane,” notes Ernest Graham, director of athletic facilities planning at ELA. “The design and permitting phase was completed in under 90 days, while construction was completed in under 45 days.” The field, according to the awards application, was completed the day of the first home game. Because of a limited design and permitting period, multiple design modifications had to be accommodated “on the fly,” during the progression of the work, adds Graham. Excavation and demolition work did not start on the project until late June, and the entire field project—all construction activities—were completed in less than 70 days. The synthetic turf system was completely installed in under 12 days.

Deadlines don’t get much tighter than that, but what resulted was not just a field that complied with NFHS standards, but one that was eye-catching and attractive. The field includes extensive permanent markings, including wide sidelines, full color end zones, shadowed yard numbers and a bold midfield graphic of the team athletic logo. The finished field accommodates not only football but track and field venues (including high jump and pole vault “D” areas), but band activities and graduation. In the course of the project, the old natural grass field and “D” areas were removed to permit construction and installation of the new facilities. The new synthetic turf field’s ancillary facilities include a new pole vault, high jump and dual long jump/triple jump facility. The track was also renovated to include a perimeter track drain. There are also plenty of things that while users won’t see, they will appreciate. The synthetic turf is a 2-1/2-inch sand/rubber infill system with sewn seams. It is anchored using a combination of concrete curbing with wood anchors, and a concrete shelf/anchor installed in conjunction with the new perimeter track drain installation. (The track drain itself needed to be retrofitted for the entire inside perimeter of the existing running track). The field was re-sloped to facilitate better drainage, as well. With the synthetic field now in place, the old irrigation system was no longer needed, and was removed. However, two at-grade hydrants in hydrant boxes were installed when work was being carried out. The presence of the hydrants allows for field conditioning and maintenance, and provides a water source for game use and for other activities as necessary. Today, the completed facility is a center for runners who want to beat their best time, and for football players who want to make that crucial score before the clock runs out. It mirrors the

efforts of the team that worked against the clock to get the facility installed – and who as a result, have scored their own personal best. But more than that, says Graham, it gives the community something to be truly proud of. “The Coatesville community rallies around football in the fall and the stadium is a centerpiece of the social environment and identity for this small industrial community,” says Graham. “Coatesville has been hit hard by economic times with the decline of several of its key industries and is typical of many Northeast Pennsylvania small industrial communities that were hit hard by the shift in the industrial base over the past 2030 years. The community identifies with its hardworking image and Coatesville Red Raider football is a significant part of the community identity and pride. Every Friday, more than 4,000 fans rally around their team and this new field reflects their community pride. This project became more than just about moving earth and installing turf.”

Middleton High School
E
veryone has heard clichés like ‘tip of the iceberg’ and ‘a lot going on below the surface.’ And in general, they always mean the same thing: There’s more to something than what is visible. Maybe those terms should come with an illustration: a photo of the running track and sports field stadium facility at Middleton High School in Middleton, WI. Sure, it’s attractive: a nine-lane NFHS-level track with a full complement of field events, as well as a sports field that can accommodate both football and soccer. But to really appreciate the facility – and why it was named the American Sports Builders Association’s 2008 Outdoor Running Track of the Year – attention has to be paid to what went into the facility itself. Rettler Corporation of Stevens Point, WI, was faced with a challenge that was, to say the least, formidable: the design and implementation of the reconstruction of the track. The project included removal of the existing surface and base, expansion of the track to a nine-lane facility with double sprint lanes, relocation and reconstruction of all field events, surfacing and striping of all field events and of the finished track. And that was just what would be visible to facility users and to spectators when the project was completed. A host of problems awaited everyone involved in the facility, according to Retter personnel. “The track reconstruction area was limited on the straightaways by existing grandstands and light poles,” noted the Rettler staff on the awards application. “The owner was committed to expanding from an eight-lane to a ninelane track. Rettler Corporation evaluated several track geometries to find a track template that fit the existing physical constraints, provided a minimum 195’ wide soccer pitch on 16
the track interior and provided an acceptable track geometry to the owner.” More relocation became necessary in order to accommodate a football field as well. Jump events were removed from the infield of the track, and a compact field event layout was designed in order to optimize safety and to make use of adjacent practice fields for throwing event landing areas. This, Rettler personnel noted, was carried out without sacrificing safe and efficient fan and competitor access. “The site mass balance was a critical issue,” staff members wrote on the application. “Reduction of offsite waste was necessary to meet project budget constraints as well as to minimize project impact. Existing asphalt pavement on the track was milled and stockpiled and re-used as the lower fraction of an aggregate base course on the new track facility.” It was the drainage, however, that created one of the biggest logistical challenges, added Rettler. “The existing track sloped from interior to exterior. The proposed design called for reversing this slope so that water drained to the interior. Because of the fixed conditions on both straightaways, the exterior edge of track grade needed to remain fixed. This required lowering the entire infield/athletic field approximately one foot, while lowering the inside edge of the track approximately six inches. Excess material was utilized in reconstruction of a football practice field and a baseball practice field.” Because local regulations required that the facility’s storm water management plan address storm water runoff rates as well as infiltration and water quality, special plans had be designed to address the perimeter drainage. Extensive permitting from state and local authorities was required. A few other significant challenges? Varying

soil conditions: the track subgrade contained areas of sand and soft clays, according to Rettler personnel. Areas of poor soil quality were evaluated and excavated if necessary, then replaced with imported material. A short timeline compounded the problem, with construction not being able to begin until late May, and needing to be completed by late August in order for the facility to accommodate league play. The weather also played a significant impact, with record amounts of rainfall (seven inches in 10 days). Not that anything deterred anyone from wanting to use the facility. “In fact,” wrote the Rettler staff, “record rains continued after the completion of the project and the school district received requests for field utilization on Friday afternoons and Saturday mornings by adjacent school districts for several weeks in late August.”

St. Sebastian’s Multi-Sport Athletic Field
‘H
ybrid’ is one of those words getting a lot of air time these days. ‘Green’ is another one. Right now, both of them apply to a school’s athletic facilities – but perhaps not quite in a way that might be expected. St. Sebastian’s School in Needham, MA, a Catholic independent day school for grades 712, can now boast, among other things, a completely upgraded multi-purpose turf facility. It includes a surprising combination of new and old surfaces – synthetic turf fields designed for baseball and soccer as well as a practice field made of natural grass. The creation of the synthetic fields, meanwhile, might have displaced an enormous amount of topsoil – but in the true spirit of reduce/reuse/recycle, that soil was screened, amended and reused in the renovation of the natural grass fields. And because the fields are in the school’s ‘front yard,’ or the area that is highly visible, a concerted effort was made to blend everything – fields, spectator areas and more – into the rustic, pastoral, natural setting of the campus. The success that resulted, in terms of an outstanding athletic facility that is at once environmentally friendly and a visual accomplishment, was sufficient to have the facility named as the American Sports Builders Association’s 2008 Multi-Purpose Turf Facility of the Year. Stantec, located in Boston, MA, served as architect and engineer on the project, and worked to create a facility that could grow with the school in years to come. The fields, note Mark Novak, a senior associate of Stantec, have been designed to allow for multiple competitions to occur simultaneously. “The fields were designed so that three athletic events could be scheduled at the same time,” said Novak. “Additional space was also programmed within the synthetic fields to allow 18
for spectators to watch multiple events simultaneously.” The facility was also designed to accommodate a future athletic building renovation. The renovated athletic field elevations were established with future construction as well as handicap accessibility in mind. Stantec worked hard, according to personnel, to preserve the visual character of the facility. When the school’s administration raised concerns that the fields would take away from the bucolic, rural setting that was an important part of the institution’s character, Stantec created a plan to blend the design of the field with the natural topography of the site. Rather than having permanent and formal seating which would create a jarring visual contrast, spectator seating areas were created by carving terraces into slopes and hillsides adjacent to the fields, allowing the site to maintain its rustic character. “A sloped natural grass sitting area, in lieu of a formal bleacher, adjacent to the football field allows for spectators to comfortably sit in chairs or on blankets while they view a football or lacrosse game,” says Novak. “This area is also at an elevation which enables spectators to view baseball or soccer game in the distance.” It was also essential, adds, Novak, to make sure there was no jarring contrast between the natural fields and the synthetic turf. “The synthetic turf fields and natural grass practice field are located on what St. Sebastian’s considers is their front lawn, therefore, special consideration was made to make the synthetic turf fields blend in with the natural grass as well as possible. Some the design considerations include the particular color of turf, complete irrigation of adjacent lawn areas and painted field lines instead of permanent lines in an attempt to make the fields look more like natural grass.” The irrigation and drainage in particular took time and attention. to-head pop-up irrigation was designed and installed for the natural grass practice field (which was sloped to facilitate runoff) and for all areas surrounding the synthetic turf fields. The synthetic turf fields, meanwhile, were created with drainage in the form of a drainage mat/resilient underlayment and trenched laterals connecting into a perimeter drainage system. Another set of channel drains were installed at field edges that abutted slopes in order to collect runoff from natural grass areas. The St. Sebastian’s facilities work as multipurpose fields in the true sense, balancing not only a variety of sports but an array of issues both ecological and aesthetic.

USATF’s 2008 Annual Meeting by Mark Winitz Reno, Nev., December 3 - 7 — With the USOC demanding a major restructuring of USA Track & Field -- and threatening a funding cutoff or even decertification as the sport’s National Governing Body -- USATF held its 30th Annual Meeting here. And, in its most significant action since the breakup of the AAU in 1978, USATF gave enough ground to satisfy the USOC while holding on to its essence as a grassroots-based organization. In the process, USATF’s membership (1) discovered it has a new CEO with powerful skills as a negotiator and conciliator and (2) elected a new President from three candidates who hold deep roots within the organization. Few of the 1,000-odd USATF delegates attending the five days of meetings at Reno’s Silver Legacy Resort and Casino were willing to contest the USOC’s asserted control over Olympic sports (via the Amateur Sports Act of 1978). In fact, displaying remarkable unity, the multi-faction organization put aside turf battles and focused instead on common ground. The sweeping restructuring package approved by the delegates – by acclamation, with little opposition -- included a new, streamlined Board of Directors, which could be in business as early as February or March, 2009. New CEO Doug Logan emerged as an experienced and effective leader during the restructuring process. Working with outgoing USATF President Bill Roe, the duo negotiated key compromises with the USOC and then worked with USATF’s Board of Directors and Law and Legislation Committee to actuate 58
them. The result was a comprehensive slate of reforms that deftly satisfied the USOC’s requirements, abated (for the most part) the concerns of USATF’s many constituent groups, and incorporated modern business practices emphasizing corporate responsibility and accountability. “This was a historic vote, culminating reorganization efforts that had their roots as far back as the mid-1980s,” Roe said. “It is about improving this organization.” For several years, the USOC has pressed USATF to restructure, while USATF, with its varied constituencies, struggled with the USOC’s initial one-size-fits-all approach for tightening up NGBs. But, following several key USOC concessions, USATF delegates in Reno seemed to embrace their organization’s reform measures—or, at least give them a chance. “Our membership … has given us the tools to reinvent USATF, becoming more responsible, responsive, and professional,” Logan said after the reform package passed. Since his hiring last July, Logan has understood that USATF’s unique organizational nature is largely responsible for the sport’s success. On one hand, USATF is a membershipbased organization driven by the time and commitment of volunteers. On the other, it is a professional organization that oversees and ensures the professional aspects of the sport. USATF is also an organization composed of numerous constituent groups, all accustomed to having input on, and impacting, the various sports programs with which they are vitally

Report involved. The organization’s restructuring takes these singular aspects into account. Only time will tell whether the new structure will foster them.
The key measures approved are: Board/Committee Restructuring • The USATF Board is reduced in size from 31 to 15, as follows: USATF’s elected President, one member nominated by each of USATF’s Divisions (High Performance, Long Distance Running, General Competition, and Youth), one nominated by USATF’s Officials Committee, one nominated by USATF’s Coaching Advisory Committee, three U.S. “international” athletes, three “independent” members, one member to represent USATF’s “Article 5-E” member organizations (currently: NCAA, NFSHSA, NAIA, NJCAA, RRCA, and Running USA), and one place for USATF’s IAAF Council member. USATF’s Board voted down a motion for each of the 5E organizations to have 1/6th of a vote (fractional voting privileges) on the new Board after Logan commented that the USOC had rejected this proposal during his discussions with them. • The Board elects its own Chair. If the USATF President (who will continue to be popularly elected by USATF’s general delegation of volunteers) is not elected as Chair, the President is named as the Vice Chair. This gives the Board the authority to elect its own leader while ensuring the continuation of a popularly elected
President to represent the interests of USATF’s volunteer sector. In addition to sitting on the Board, the President presides over the Annual Meeting and nonboard committees, and leads a Volunteer Council (see below), Logan explained at a Board meeting in Reno: “For all the membership-related issues, [the President] is popularly elected to represent the membership side of the endeavor. That is a very important person to the overall [functionality] of the organization. And, in no case will the President be ranked lower than number two [on the Board]. But there may be times and places for the other side of the equation—when a smaller, leaner government (composed of professionals) is necessary for guiding the professional sport at the board level. That’s our sport’s decision to make. It’s a pragmatic approach, and the USOC wants it.” Logan admitted the “it took a fair amount of salesmanship” by USATF to get the USOC’s approval on this issue since they prefer a small board composed entirely of independent individuals. • No Board member may serve on any other standing USATF national or USATF association committee, subcommittee, council, or any other elected or appointed body of USATF during the term of office (except the President, who Chairs the Volunteer Council). This complies with a USOC stipulation that USATF’s Board members must be “independent” from the organization. • Board member selection: A seven-member Nominating and Governance Panel Continued on page 60

Report (selected by USATF constituent groups) makes all Board member selections, including the three independent seats. For constituent-based seats, each constituent group with a seat on the Board provides the Panel with at least three names as potential candidates for their respective seat. This occurs at the annual meeting when there is an applicable open Board seat. The Panel selects the Board members to ensure competence, and reasonable ethnic and gender diversity. The Board may, by a two-thirds vote of its total membership, reject any selection made by the Panel and instruct the Panel to make a substitute selection. • Divisions and committees continue to elect/select their own Chairs, although now division and sport committee Chairs are elected/selected as nominees subject to Board approval. The President appoints the Chairs for committees that do not elect/select Chairs. • A Volunteer Council is established which serves as a source of reference, opinion, and advice to the USATF Board and national office about current or contemplated USATF policies. The Council is composed of the USATF President, most recent past President, committee and division Chairs, the IAAF Council member, a representative from each of USATF’s “Article 5-E” member organizations, and U.S. active athletes. • The establishment of a Youth Athletics Division replaces the Youth Athletics Committee, which had been operated within USATF’s General Competition Division. 60
Administrative/ National Office Changes • USATF’s High Performance Plan, as developed by the High Performance Committee, will be implemented by USATF staff accountable to the CEO. Previously, the High Performance Division Chair was responsible for maintaining and implementing the plan. The Plan centers on maximizing U.S. athletes’ performances in international Athletics competition in Olympic events. • National team staffs will be submitted by the relevant selection and/or sport committees to the CEO for screening, and to the Board for final approval. Once approved, a team staff will be accountable to the CEO. Essentially, top brass are now involved in the process (they weren’t before) to minimize occasional team staff problems that have occurred. “There have been some nightmares...some coaches who have been detrimental to athletes on our teams (in the past),” admitted High Performance Division Chair Fred Finke. • The national office, in conjunction with the relevant sport committee, will supervise USATF National Championship site selection. The amended regulation now specifically involves the CEO in awardmaking decisions for national championships. The concerned sport committee must now recommend all national championship awards to the CEO for approval. • USATF’s Board will continue to approve USATF’s annual budget. The CEO will be responsible for all financial disbursements.

Report Additional Annual Meeting Highlights Former world-class hurdler Stephanie Hightower was elected as USATF’s new President for a four-year term. Hightower succeeds two-term President Bill Roe. Don’t be surprised if the well-respected Roe, who received a standing ovation at the meeting’s closing general session, is selected for an “independent” slot on USATF’s new Board. Hightower most recently chaired USATF’s Women’s Track & Field Committee, and retires from USATF’s “old” Board following an eight-year stint. She defeated outgoing USATF V.P. Dee Jensen, and former V.P. (and national champion race walker) Bob Bowman. Hightower pledged to work for judicious governance and business policies, interconnectivity, new partnerships, and meaningful change. Numerous USATF committee elections resulted in several new committee chairs: Sue Humphrey (Women’s Track & Field), Virginia Brophy Achman (Women’s LDR), Karen Krsak (Associations), Len Krsak (Officials), Jon Drummond (Athletes’ Advisory). CEO Logan’s remarks at the meeting’s closing general session laid out aggressive goals for USATF during the next seven years, which he
labeled “Project 30 and Beyond”: 30 clean medals in London, a $30 million budget by 2012, increasing USATF membership by 30 percent, and hosting the 2015 World Outdoor Championships. “We are now poised to go forward together for the common good,” Logan added. “We need to retake our rightful place as a major American sport which incidentally participates in the Olympics, rather than being seen solely as an NGB.” Who knows, USATF might discover during the journey that a non-profit sports organization run as a top-down professional business by competent professionals isn’t a bad idea. And perhaps the USOC will learn—as many international sports turn “professional” on their fields and in their front offices—that a thriving base of “amateur” athletes and sports administrators (in the form of dedicated volunteers) are essential for the health of sports such as track and field, long distance running, and race walking. Coaches Advisory Committee Notes USATF’s 48-member Coaches Advisory Committee (CAC), composed of youth, high school, college, and USATF club coaches and national coaches’ organizations, addressed the following issues: • USATF Registered Coaches Program/Zero Tolerance. CAC continued to work out details for the program that would formally register coaches of USATF athletes— and ban coaches who test positive for prohibited drugs. Under the program, USATF registered coaches would undergo a background check, including USATF “clearance” from egregious behavior related to illegal doping; but details such as legalities and an appeals process are still being examined. USATF already requires its youth coaches to undergo criminal background checks. “We feel that coaches need to come under the same tough scrutiny (related to doping) that athletes do,” said CAC chair Terry Crawford. “Implementation of Zero Tolerance as it pertains to coaches has been on the back burner, but we’re looking forward to bringing it to completion.” • Funds for Coaches to Attend the USATF Meeting. CAC submitted a budget request to fund travel for selected coaches—particularly young coaches at all levels with financial constraints—to USATF’s Annual Meeting, The request for $ 3-4K in 2009 was deferred for consideration by USATF’s Board in February ’09 at the

U.S. Indoor Championships. If approved, the travel funding would be added to CAC’s 2009 budget of $6K. • USATF/USTFCCA Collaboration. CAC is encouraging USATF and the U.S. Track & Field and Cross Country Coaches Association to mutually explore how to better promote the sport. It also wants the two organizations to coordinate the timing of its their meetings. (USTFCCA’s 2008 Annual Convention, held in Phoenix, began a week after USATF’s Annual Meeting ended—a stretch for many coaches who would have liked to attend both). • Strategic Planning. CAC will develop a four-year strategic plan to guide its activities. The committee’s advisory role extends to all USATF policies and all matters relating to coaches. Bob Fraley of Cal State, Fresno will head strategic planning. IAAF Projects. “We are eager to include our U.S. coaches in more IAAF projects,” said Crawford. “We’re talking to the Chair of the IAAF Coaches Committee to make sure we’re included in all their activities.
