This presentation will meet the requirement for Long Term Care Facilities {E-006 of the State Operations Manual for Appendix ZEmergency Preparedness. As well as the 22VAC40-73-950
Emergency Preparedness and Response Plan provided by the State Board of Social Services Standards for Licensed Assisted Living Facilities.T he presenter will guide the participants through the process of developing their facility Risk Assessment Form. This will address emergences from the all-hazards approach. The participants will demonstrate their understanding of the process by completing their own Hazard Vulnerability Analysis.

Ms. Hubble has over 11 years of experience in healthcare and holds a Master of Business Administration degree with a concentration in Healthcare Administration from King University. In addition to her experience and education, Ms. Hubble is Certified as a Healthcare Emergency Coordinator Level II. Committed to ensuring the health and well-being of medically vulnerable communities, she focuses on implementing effective strategies and resources to address their unique needs. Through her dedication and compassion, Ms. Hubble strives to make a positive impact on the healthcare landscape.

This presentation will meet the requirement for Long Term Care Facilities {E-0039 of the State Operations Manual for Appendix ZEmergency Preparedness}. As well as the 22VAC40-73-950 Emergency Preparedness and Response Plan provided by the State Board of Social Services Standards for Licensed Assisted Living Facilities. The participant will be lead through a disaster situation that could occur in their facility. They will look at the options of sheltering in place, relocation, of residents, setting up communication, and how to mitigate specific risk associated with the designated disaster.
PRESENTERS:
Mary Kathryn Alley Medically Vulnerable Populations Coordinator (Roanoke Office) Southwest Virginia Healthcare Coalition (formally known as Near Southwest Preparedness Alliance): Ms. Alley has eight years of experience in Long Term Care and holds a Bachelor of Arts degree in Communications with a minor in Business. Ms. Alley currently works as the coordinator for the Medically Vulnerable Populations in the Southwestern Virginia Region. She provides instruction to long-term care facilities in the region on emergency planning and preparedness. Throughout Ms. Alley’s roles, she has focused on the whole community, ensuring the continuity of care and services are provided to everyone despite physical or geographical boundaries.
Monica McCullough, Training and Exercise Coordinator (Roanoke Office) Southwest Virginia Healthcare Coalition (formally known as Near Southwest Preparedness Alliance): Ms. McCullough has a broad background including military service in the United States Air Force where she provided survival training, search and rescue tactics, chemical response, and decontamination operations. Post-military, Ms. McCullough held a variety of positions in public safety, as well as working in the field of Nuclear Security. Ms. McCullough has over 12 years of Law Enforcement experience, and later served as an Emergency Planner/Coordinator for the Virginia Department of Health. All of her work experience has provided Ms. McCullough with a broad insight into emergency preparedness across all disciplines, as well as within the healthcare system. This experience has proven instrumental in her current position where she works diligently to provide training and exercise support for our stakeholders across the region.

The Virginia Department of Labor and Industry administers the programs for the Virginia Occupational Safety and Health. The participants will be led through the most frequently cited deficient practices that are typically found in the long-term care industry. Looking at the specific regulation and what the facility must have in place to be compliant with this regulatory agency.
PRESENTER:
Colleen McCaffrey, EdD(c), MPH, CSP: Ms. McCaffrey has 17 years of experience with the City of Philadelphia Water Department in Pennsylvania. During this tenure, she was responsible for ensuring compliance with state and federal requirements for both the pollution control and drinking water processes for a municipality comprised of over 1.5 million residents. Ms. McCaffrey published eight Philadelphia Water Department Safety Spotlight Newsletters, raised overall facility health and safety observance, enhanced the working environment across at least 15 interdepartmental facilities, and enforced accountability for the safety of over 7,000 workers. Ms. McCaffrey has directed multiple training programs focusing on personnel safety, hazardous waste storage and handling, chemical hazards in the workplace, and confined spaces.

9:00AM-11:00AM Preparing for an Active Shooter Situation
In this presentation the participant will be given active shooter scenarios and walked through preventative measures that could have been implemented. We will look at the profile of an active shooter, how to identify a future threat, situational mindset, and components of effective training and the importance of training. What would you do RIGHT NOW if you heard screaming and shots being fired? Did you hesitate with your answer? If you did, you do not have a plan. Where is your closest exit, hiding place? Do you have the means to protect yourself and BE HARD TO KILL? Do you even know how your body is going to respond under extreme stress? Be trained, be skilled and survive the unthinkable! HAVE A PLAN!
PRESENTER:
Marko Galbreath: Marko’s 22-year career as a police Sergeant in the Daytona Beach, FL area allowed him to be a Commander of the Hostage Negotiations / Rescue Team, a SWAT team member and a Special Investigations / Major Case Unit Supervisor investigating a vast majority of complex cases. Mr. Galbreath was assigned to an FBI task force responsible for investigating violent organized criminal enterprises. He is “certified” to teach active shooter under the CRASE (Civilian Response to Active Shooter Events), ALERRT (Advanced Law Enforcement Rapid Response Training) and CPTED (Crime Prevention Through Environmental Design). Mr. Galbreath is the owner and instructor of T4Tactics, LLC. Mr. Galbreath has personally traveled the country interviewing investigators, witnesses, and survivors of some of the most horrific and unthinkable acts of violence. He is a regular subject matter expert, contributor of information on the national news networks and contributes information for the Washington Post, The Washington National, The Daily Mail, NYC along with TV and talk radio outlets in Virginia, Florida and North Carolina.

This presentation will offer the participant a look at the challenges an individual experiencing memory loss may present and explore opportunities to prevent injury and improve safety of the memory care environment for resident’s, associates and the community.
PRESENTER:
Paula Harder, Vice President of Resident Programs & Memory Care with Commonwealth Senior Living: Ms. Harder holds a master’s degree in Gerontology and is the subject matter expert for memory care at Commonwealth
Senior Living. Ms. Harder has worked in senior living for 36 years and has certifications as an Activity Consultant, Alzheimer’s Disease and Dementia Care Trainer with the National Certification Council for Dementia Practitioners and facilitator trainer through Second Wind Dreams to deliver the Virtual Dementia Tour sensitivity experience. Ms. Harder is passionate about improving the lives and care of older adults, and those experiencing memory loss, through the education and development of those who provide them with love, care and services.

Sue Ellen Clark, Community Care Wellness Manager for Sisters of Mercy of the Americans in Rochester, NY: Mrs. Clark has 16 years of experience providing Therapeutic Recreation for Assisted Living and Long-Term Care facilities before transitioning to a Licensed Nursing Home Administrator. Mrs. Clark holds a Bachelor of Science degree in Therapeutic Recreation and is certified in Gerontology. Mrs. Clark is a nationally recognized speaker for Leading Age, The American Therapeutic Recreation Association, and the Pioneer Network.

This presentation will focus on medications specific to the dementia/Alzheimer population and address the risk and benefits of each. The presenter will also address the risk for this population with frequently used medications in long term care.

Albert Fuchs, Pharmacy Director for Express Care Pharmacy: Mr. Fuchs has been a pharmacist since 2008 and has worked in long term care since high school. Mr. Fuchs holds a BS degree in Finance from West Chester University and a PharmD from the University of Philadelphia. Mr. Fuchs has 8 years of experience as the pharmacy director. He is also the proud Father of three children. The third child Harrison was born January 20, 2024.
