WIDER HOME SWAP CHOICE Last month, the government unveiled plans that will allow people who live in social housing in England to swap homes more easily with other tenants across the country. The Freedom Pass will allow them to see details of every council and housing association tenant looking to exchange, where they have only previously been able to do this for their local area. Prime Minister David Cameron has argued that council houses should no longer be allocated ‘for life’ and that future tenants could move out after a fixed period to make

With new towers coming on stream at Pan Peninsula and The Landmark, the lettings market in Canary Wharf is going through the roof says Marc von Grundherr For most corporate tenants, quality of life is top of their wish list when it comes to choosing a rental property. And, with ever longer working hours and the daily commute a real grind, many are finding that living near the office takes much of the stress out of the working day. It’s this demand from corporate tenants looking for a home close to their work that is fuelling the current lettings boom throughout the Canary Wharf area. Here at Benham and Reeves Residential Lettings we’re seeing a staggering increase in enquiries, with the number of new tenants registering with us up in the second quarter of 2010 by 34.7% over the same period in 2009, and up 29.1% in the first quarter of 2010 over the same period last year. So why this huge rise in popularity? “Increasingly, Canary Wharf is becoming a sought-after residential area in its own right” explains Marc von Grundherr, director of Benham and Reeves Residential Lettings. It’s the company’s tenth London office (making Benham and Reeves Lettings the capital’s largest, independent lettings-only agent) and is already its strongest growing office in terms of rentals concluded. “Before the opening of our Canary Wharf office, we handled rentals in the area from our City & Docklands office so we know the area very well” says Marc. “But even we have been amazed by this surge in demand. The availability of properties is reducing – down 14% on the same quarter in 2009 – and, as a result, rents are rising across the board as demand increases. Where tenants are renewing their existing tenancy agreement, rents are up between 17% and 23% - although the largest jump was a staggering 35%. And on new tenancy agreements, rents are also up by an average of 19%. THE PROPERTY MARKET by 25 per cent and 64 per cent compared to the level a year ago and two years ago respectively. The strength of the market is even more marked in central west areas, with very strong rental growth in Knightsbridge (17.1 per cent growth), Notting Hill (16.6 per cent) and Chelsea (14.6 per cent). This is a reflection of the improvement in the fortunes of the ‘City’ employment sector since the nadir of early 2009 – these areas are all characterised by strong ‘City’ demand. Despite falling rental stocks the number of tenancies agreed has continued to rise over the past year, up 5 per cent, contributing to a weakening of tenants negotiating power. The ratio of new prospective tenants to newly available rental properties rose by a third, to 4:14, in the year to June.

Lettings: A combination of a slow but steady improvement in the central London jobs market over the past year, and a strong residential sales market, have conspired to create the conditions for rising rents in the prime London market. Improvements in hiring volumes in the business and financial services sector since last summer have seen a 5 per cent rise in the number of tenants looking for accommodation over the past year, and a 17 per cent rise compared to two years ago. With the “forced landlords” from 2008 finding a very receptive sales market over the past 12 months the supply of available properties to rent has dropped 28
The latest surveys from the RICS, as well as our own data, confirm that the stock of available properties for sale has been rising for the last three to four months. At the same time the volume of new buyers has been falling back. The reality is that both measures were at very extreme levels in early 2010. There has been a significant imbalance since the beginning of 2009. In central London, for example, there have been 10 new buyers registering for every new property that has come to the market, this compares to a long run average of six to one. The rebalancing of the market certainly puts pressure on prices – because it is very low supply that has been a big contributory factor to price growth – but it is not as significant as might be expected. “ HOT SPOT: LIMEHOUSE BASIN London’s canal port since 1820, Limehouse Basin (the easternmost link between the Regent’s Canal and the tidal River Thames) is still a hive of activity today. The basin connects with both the Regent’s Canal (part of the Grand Union system) and the Limehouse Cut, an access point to the Lee Navigation. Originally built to accommodate barge traffic from the canal network, the basin was enlarged in the early 1800s to accommodate sea-going craft. Today, Limehouse Basin – like so much

Buy to Let or Let to Buy – What’s the difference? Ron Radway, Independent Mortgage Consultant at Docklands Mortgages brings us up to date with the mortgage market
W
ell, starting with the similarities, both buy to let, and let to buy, are both a method of owning property for investment; i.e. to gain yield through rental income and capital appreciation. The difference really, is the starting point: Buy to Let (BTL) refers to buying a property for investment, whilst remaining in your main residence – Let to Buy (LTB) means Letting Out your current home whilst purchasing a new property as your main residence. The latter method usually occurs when the starter home has been outgrown, moving upwards to a bigger property, although it could happen in reverse. Provided there is sufficient equity in the existing property, the funds could be raised to make the deposit for the intended purchase. The existing lender should be informed, so as to give consent to let, as individual lenders take differing views, as indeed, do prospective lenders for the new property when another mortgaged property is in the background. With BTL, residence continues as normal, with the new properties unconditional upon it. Depending upon equity the investment can be purchased outright, or the deposit paid with capital raised from the main residence, however, any mortgage that is required must be a specific BTL mortgage. This type of mortgage is usually available from niche lenders, although, some high street and direct providers may accommodate. Until recently, choices and rates have been restricted and uncompetitive, however, new lenders have entered the market, and things are improving. The lending criteria for BTL and LTB can vary dramatically between different lenders, so specialised knowledge of this sector should be sought. ROYAL DOCKS REVIVAL The Royal Docks are to be returned to their former glory as an international business centre and a thriving place to live with ambitious plans published over the summer by the Mayor of London, Boris Johnson, and the Mayor of Newham, Sir Robin Wales. Their vision is to harness the London 2012 Olympic Games as a stepping stone for long-term regeneration of the area. UK house prices have increased by 9.9% over the 12 months to June 2010, new figures show. The average house price in the UK stood at £210,775, according to the Communities and Local Government data, although the price is unchanged compared to May. House prices rose by 0.8% in the three months to June, compared to the first quarter of the year, with the highest price increases in England and Wales, which saw rises of 10.5% and 13.5% respectively. Recent figures from the Office for National Statistics suggest that wages and unemployment may be putting additional pressure on the housing market. Average earnings including bonuses declined in June, from a rate of 2.7 in May to 1.3% last month.

CYCLE HIRE Barclays Cycle Hire is a public bicycle sharing scheme that was launched earlier this summer with 315 bicycle docking stations and 5,000 bicycles available in central London. 400 docking stations and 6,000 bicycles should be available by the end of the year. The project covers around 17 square miles of central London and will cost an estimated £140 million (more than £20,000 per available bike) over six years. It is expected to pay for itself over time and Barclays’ contribution is £25 million. The Mayor of London, Boris Johnson, who
inherited the scheme from his predecessor Ken Livingstone said that he “hoped the bikes would become as common as black cabs and red buses in the capital”. Scheme members insert a membership key into a docking point key slot: an amber light indicates that the account is being verified, before a green light indicates that the cycle can be undocked. Despite August being a holiday month there has been a lot more interest than in previous years; Knight Frank Wapping sales agreed are up nearly 50% on last year. Family houses with gardens are in very short supply and high demand as many buyers come to Wapping so that they are within the catchment area for English Martyrs School in St Marks Square but then cannot find the family home. With some hotels quoting up to £650 per night, Movello has been asked to source a selection of one and two bedroom apartments close to Canary Wharf with a budget of up to £1,250 per week for one beds and £1,750 per week for two beds. Movello will also be organising servicing of the apartments to ensure they are kept clean for the duration of the stays and we are keen to work with a small number of landlords who each have a number of apartments in Canary Wharf to minimise on the paperwork. On the new development side, Indescon Court is now complete although many apartments that failed to complete are going back onto the sales market at reduced prices. There is still strong lettings demand for studios and one-bedroom apartments close to Canary Wharf up to £300 per week. Belt tightening at the top end of the market is seeing some higher end properties remaining empty for longer than usual. Barratts are pushing ahead with their Waterside Park development in E16 and are currently taking registrations for apartments starting at £245,000. Despite a strong lettings market there is still limited appetite from local investors to buy new property but this gap is still being filled by overseas investors at the moment. Surveyors are still being particularly harsh with mortgage valuations, which is making it hard to push through deals that have been agreed. With the likelihood of mortgage rates increasing soon the market is cautious at the moment but there are still good properties available and buyers should be positive about future prospects.
The recovery in the housing market has stuttered to a halt in the last few weeks. There has always been an element of seasonality in the property market and traditionally August has always been a relatively inactive period in the market. The modest falls in buyer interest and prices in the market are by no means cause for concern. Both prices and transaction levels have been exceeding predicted growth forecasts for over a year and the capricious economic conditions and their knock on effect on consumer and investor confidence explain why we ought not to have expected the market to continue growing indefinitely. Some interruption in the recovery was inevitable. In Docklands we have seen a shift from a seller’s to a buyer’s market with more property being advertised for sale and a reduction in the number of prospective buyers. Most of the latest housing market data would indicate marginal falls in house prices in both July and August. Whilst this relates to nationwide statistics it will not necessarily prove to be the case for all parts of the market such as Docklands. The restricting factors to the market seem to be the same today as they were over a year ago; ongoing restrictions in mortgage lending with tighter regulation looming large on the horizon and slow economic recovery will undoubtedly suppress the rate of recovery. On a local level the outlook is more positive. The Docklands market has always been reflective of the banking and financial services sector. The recent good news and increased profitability of the banks will invariably lead to an increase in employment levels and an influx of people to the area. Despite the recent weakening sentiment in the wider UK economy I am still confident of a good last quarter for the sales market in Docklands.

his is the eighth year of the Festival that celebrates global creativity across numerous design disciplines by exhibiting exciting, innovative works in a vast range of venues across the capital. One of those venues, the hotel Andaz Liverpool Street, will host a number of installations and events such as the sleeping capsule, Once Upon a Dream, by French designer Mathieu Lehanneur. Located in the hotel’s lounge, the capsule functions as a sleep pod that introduces a new way of helping a hotel’s residents to rest and recuperate from jetlag and to adjust to their new, journey’s-end environment. “A good sleep is a luxury few people can boast of when they are travelling,” comments Arnaud de Saint-Exupéry, general manager of the hotel, “and we feel the pod is reflective of the innovative spirit Andaz is known for.” Commissioned by luxury brand, Veuve Clicquot, the pod’s form is an amalgamation of fairy-tale and futuristic design created by Lehanneur after researching scientific studies carried out by specialists dealing with chronic insomnia. Once Upon a Dream offers a bed in an intimate space that cleverly optimises the sleep process. It achieves this within a 15-minute period by closing a curtain automatically around the bed, gradually increasing the surrounding darkness and reducing the temperature to 19°C – the optimum for sleep. A “white noise” humming sound at a natural frequency is also produced, which isolates the user from unwanted noise and the pod receives a micro-diffusion of sea air at regular intervals that gently rocks the user. The waking process is equally sensitive as, at a pre-determined time, the
user is automatically brought out of sleep over a 15-minute period by the gradual rise in the light and the temperature in the pod. As the hotel is expected to become a hub for people visiting the Festival’s other projects in the Liverpool Street area and the East End, the pod looks certain to become a major attraction both in the short and the long term. The Festival will transform locations such as Clerkenwell, Covent Garden, Fitzrovia Village and South Kensington into temporary Design Districts presenting a selection of unique exhibitions and experiences. South Kensington will also offer Brompton Bicycle Tours as a topical and practical way of visiting all areas of the Festival. Not too far away by bike or by any other mode of transport will be the extraordinary mechanical octopus in Trafalgar Square. Consisting of eight industrial robotic arms from leading car manufacturer, Audi, it is destined to attract a huge audience, especially as visitors seeing it via the internet can participate in its actions.
The world’s most famous design museum, the V&A, adopts a truly 21st century image by playing host to a variety of the Festival’s features that include digital tapestries, a stunning staircase installation and a dramatic garden sculpture! Liberty, famous for decades as the capital’s showcase store for designers from around the globe, will be holding an exhibition by Swedish company, ACNE, of its new range of sleek, sculptural sofas inspired by that country’s late, distinguished furniture designer, Carl Malmsten. Also being launched there will be a range of items by the design group, Roger la Borde, that includes its new collection of distinctive stationery, homewares featuring Victoriana illustrations with a contemporary twist, as well as original artwork and limited edition prints by internationally acclaimed artists such as Nelly Dimitranova, Aya Kakeda and Su Blackwell. Daunt books One of the best bookshops I’ve ever visited, Daunt’s does not disappoint the reader, researcher or interiors enthusiast. Set right in the middle of Marylebone High Street, Daunt’s is somewhat of a landmark here, a shop steeped in tradition and a sanctuary for those wanting to escape the hustle and bustle outside. Famed for its original Edwardian roots, not much has been changed here in terms of its interior composition. Beautiful dark oak shelves line every wall, filled with books spanning everything from history to biography, fiction and, of course, travel for which it has gained a specialist reputation. Its gargantuan proportions and quiet reading corners could mislead you into thinking it was a library. Arranged over three floors, including a beautiful galleried landing, the shop is flooded with natural sunlight and decorated with original brass light fittings hanging from above. Antique tables are dotted all around, from the children’s room on the ground floor to the underbelly of the shop downstairs, displaying favourite reads and must-buys personally recommended by their staff. Comfortable chairs are also provided, enticing you to sit down and leaf through your latest find. Descamps I can’t help but pop in when walking past Descamps. Usually lured in by luxurious window displays, I can spend longer than I’d like to admit browsing through shelves packed with fine linen throws and soft silk pillows. What I like about this shop in particular is that it’s light and airy, with architectural materials such as zinc, washed oak and enamelled metal perfectly juxtaposed against the tactile soft furnishings on show. Expertly positioned on a large corner plot, daylight fills the shop even on the gloomiest of days. Inside, installation like lighting hangs in the form of large conch shells set low over long tables, with delicate rays seeping out from backlit ceiling panels. The range of products on show is all-encompassing in colour, style and design. The company produces two annual collections across bed linen, towelling, beach, accessories, and Petit Descamps (the baby range). My coveted buy of the season is one of the beautiful dressing gowns that can be found at the back of the shop, delicately hung on doors of the pale grey wardrobes that seem to house the most gorgeous collections of loungewear. Now, do I want mine to fasten with silk ribbon or edged in linen? Rococo The small, petrol-blue frontage of the shop frames its intricate little window display perfectly. Fine pink tulle fills the window in large, summery blooms embellished with tiny boxes of chocolates and sweets in Rococo’s signature blue and white packaging. Inside, the shop takes on a slight Alice In Wonderland feel with pretty dressers towering tall, lined with delectable violet wafers and classic marc de champagne truffles, all labelled in the founder’s dainty handwriting. Above hangs a huge glass chandelier, almost like a giant jellyfish hovering over the space in deep tones of amethyst and brilliant coral. Original parquet flooring leads you past delightful hampers sat on garden chairs with cushions printed in Rococo blue and white. Then you hit the chocolate bar, a demi-lune shaped design, showcasing the most beautiful array of handmade chocolates made from the highest quality cocoa beans and natural ingredients sourced from all over the world. Taking centre stage is Ruché by Inga Sempé. Slender and fine in appearance, Ruché combines rigidity and flexibility. Inspired by swing seats, Ruché is made from a solid beech frame finished in natural matt beech or beech-stained anthracite, red or blue with a distinctive quilted pad. Alternately flattened by the stitches and set free, the quilting can ‘curl’ in places, giving rise to both its unique appearance and its name, Ruché (a gathered or pleated fabric which serves as decoration on a piece of clothing). Inspired by Morocco and with an overriding sense of well-being, Ottoman is the latest creation by Noé Duchaufour-Lawrance.
Its all-foam construction is sumptuous and sophisticated, with a strong synergy between the two injected foam cores of specific densities used to make the seat and back, and the additional Bultex foam attached around the periphery. These key elements altogether provide both comfort and durability. The quilted seat is best seen in a plain fabric. Bicolour versions are also available, with the exterior and interior offered in different fabrics of tonal shades or contrasting materials. The beauty of Philippe Nigro’s TU table (Table Universelle, or ‘universal table’) lies with its practical and aesthetic qualities, which enable the user to ‘recycle’ any kind of table top already owned, whether the top has been used on a pair of old trestles, or an old door panel that is no longer functional as it is. ith the Euro exchange rate more favourable at last, French property suddenly seems less of a dream. With properties ranging from châteaux to pieds à terre, from town houses to rural retreats and seaside escapes, there is something for everyone’s property budget on show. Property buying abroad can be a bit daunting so there is a full seminar programme, offering free advice, from financial information and the actualities of living in France, to building and renovating properties. And just to help you stop dreaming and start planning, here are the French Property Exhibition’s top ten tips to buying property in France:
Top 10 French Property Buying Tips 1. Know where you want to buy: France is a large country, with vast differences in landscape. Before you start house hunting, identify an area that suits you. While research can give you a good idea of an area, there’s no substitute for getting out there and finding out first-hand if you like it or not. If possible, visit at different times of the year too. 2. Know what you want to buy: take time to really consider what kind of property you want and need. If a holiday home, for example, do you really need a country house with a large garden that needs lots of maintenance? Perhaps a lock-up-and-leave apartment would be better. If it’s a place to retire to, consider how the property will suit you as you ‘mature’ – are steep steps such a good idea after all? It’s best to have a clear brief of the things you need, ranging from must-haves to desirable. Make sure you communicate your wish list to your agent, and when viewing houses give them feedback so they can tailor the search to your needs. 3. Know the process: the French property market is strictly regulated, and you’ll be relieved to hear that buying a house in France is a safe and straightforward process. The best news is that, once you’ve signed the sales contract (compromise de vente) with the vendor, you can’t be gazumped; the contract is legally binding at the start of the process rather than at the end as in the UK. But French property law is different to that of the UK, so make sure you understand how it all works before signing anything. 84
4. Know you’re covered: French notaires are involved in all property sales. While they’re similar to a UK lawyer, they’re actually employed by the French government, to ensure the transaction is legal and to collect the various taxes such as stamp duty. Therefore, it may be in your interest to also consult a lawyer versed in both French and British law – as well as guiding you through the purchase, they can advise you on other issues such as inheritance law and tax. 5. Know how you’ll structure the purchase: unlike the UK, France has a forced heirship system, meaning you can’t leave your property to whoever you wish. For couples, especially unmarried couples, it is important to know how you will ‘own’ the property between you, before you buy, as this will affect who you leave it to in the future. 6. Know your agent is reputable: to ensure your agent or property finder is properly registered and insured, make sure you only use professionals who hold a carte professionelle. 7. Know your budget – and stick to it: it’s all too easy to get carried away and let your heart rule your head when you fall in love with a property. But you should work out exactly how much you can afford to spend before you start viewing – taking into account extra expenses such as notaire and agency fees – and then stick to that amount. 8. Know you’re in a good position: once you get to the viewing stage, you’ll be a much better proposition to vendors if you already have your finance in place, for example a pre-approved mortgage. If you need a loan, you should also consider a French mortgage as there are some great rates available. 9. Know you’re getting maximum value: shopping around for currency deals may not be at the top of your list of fun things to do, but the rate you pay for your Euros can make a huge difference to the price you pay for your property. 10. Know what you’re signing: unless you’re completely fluent in French, you may need to engage the services of a translator. Often, the agent acts in this capacity, but clearly their language skills will vary. WHAT WAS THE ACADEMY? The Royal Military Academy was established by King George II in 1741 with the aim of producing “Good officers of artillery and perfect engineers”. The proud, imposing buildings on Woolwich Common were built in 1806 as a new campus for its elite tutors and aspiring pupils – “sons of military men and the more respectable classes”. For nearly 150 years the historic quarters and quadrangles hosted numerous gentlemen cadets through a challenging and constantly evolving curriculum from engineering and mathematics, to swordsmanship and even dancing!
