Work begins on neW landmark City building Work has restarted on the Leadenhall Building, which is set to become one of the City of London’s key new developments. Progress of the project had been delayed in 2008 due to the economic climate. Crucial piling works (the laying of structural support for the building) begun in February. The 48-storey project by British Land is being built in conjunction with Oxford Properties - one of North America’s largest commercial real estate investment, development and management firms. The development, situated at 122 Leadenhall, was designed by Richard Rogers of Rogers Stirk Harbour and Partners and is scheduled for completion in the summer of 2014. At 737ft (225m) high, the tower will become one of the tallest and most iconic buildings in the Square Mile. It will contain a combination of retail, office and dining facilities, and offer landscaped open space as well as superb views of the London skyline. The development, which is expected to cost

transport latest… A proposed cable car scheme across the River Thames between the North Greenwich Peninsula and the Royal Docks has been approved by Newham and Greenwich councils, eager to address the need for more river crossings east of Tower Bridge. The system, approved by London Mayor Boris Johnson, would stretch 1,100m over the river and the cars, suspended 54.1 metres above the river, would take five minutes to cross, carrying up to 2,500 people an hour in each direction. It would provide spectacular views of the London skyline, and journey times would be cut for visitors to The O2 arena and ExCel exhibition centre. The projected costs have risen from £25m to £40m since the idea was first proposed and funding for the scheme has not yet been decided.

listed structure of the market was designed in 1881 and features an ornate roof painted maroon, green and cream. The Leadenhall Building is one of a number of skyscrapers that are planned, or which are under construction, in the vicinity. These include Heron Tower, the Bishopsgate Tower, 100 Bishopsgate, 20 Fenchurch Street and Shard London Bridge, which collectively will represent a sea change in the architectural landscape of the City. n

New Docklands regeneration scheme at Barking Building work has started at Barking Riverside, which is scheduled to become one of the largest regeneration schemes not only in the Docklands area, but in the UK with 10,800 new homes and considerable community facilities planned. The £3.5bn project will transform the UK’s largest brownfield site into a vibrant, sustainable community which will eventually be home to 26,000 people. The scheme will link with existing riverside homes nearby and is a joint venture between Belway Homes and the Homes and Communities Agency. Work has also begun on a community centre. There’s going to be a remarkable, probably once-in-a-lifetime earning opportunity for homeowners in the eastern and south-eastern areas of London next year - vacating your home to go on holiday during the 2012 Olympics and renting your pad out for as much as four times the normal rate during the Games. Some residents have been quoted rental rates as high as £8000 per week for a family home, and there’s plenty of scope for big bucks for even the humblest abode. It’s not hard to see why you will be able to command such sums when you do a bit of number crunching: more than nine million visitors, 15,000 athletes, 20,000 press and media, 20,000 officials and 9,000 police officers. Many hotel rooms are already booked up and rates have often been racked up for remaining ones. A number of websites have sprung up

offering rental properties specifically for the Games, but it is important to ask lots of questions to make sure you are dealing with a reputable company. It is a good idea to approach local well-established estate and lettings agencies, who may offer more security and reassurance that they will still be operating in the summer of 2012. You need to ensure that you have adequate insurance for the property - check with your insurance company that you can rent your property to a third party for profit, as cover may be excluded and a special policy or policy extension may have to be obtained. You should obtain a deposit to cover any damages. A non-refundable deposit to secure the property is also a reasonable condition of the rental. To command a good rental price, features like uncluttered, spotless rooms, a fully equipped kitchen, cable or satellite TV and broadband should be available, while a badly maintained, dirty, messy property will make the task of renting all that more difficult and financially unrewarding. Provide plenty of photos and a full, honest description of your home, and mention any appealing extras you can offer, such as pets welcome, a childfriendly home, facilities in the area, and good transport connections. You can include a great deal of information without revealing personal details or an exact location. Consider using a service like www.escrow.com to hold the money until your tenants arrive. This will assure them that you are not a fraud.

If you have a young child to entertain, the eery, echoey 504-metre walk under the River Thames via the atmospheric Woolwich Foot Tunnel is a great treat. Its north entrance is the distinctive circular, red-bricked Grade II listed building situated at North Woolwich Pier, Pier Road, E16. The tunnel, a listed building, opened in 1912, is glazed with many thousands of white tiles. In some respects it is very similar to the nearby Greenwich foot tunnel, being accessed by lifts and stairs from buildings featuring glass domes. However, stretching nearly a third of a mile, it is substantially longer than the one at Greenwich. Surprisingly, you can use your mobile phone in the tunnel. On the other side, Greenwich Borough’s entrance is by Woolwich Ferry and Waterfront Leisure Centre. The tunnel has been closed for refurbishment but is scheduled to reopen this month. Young kids love a return journey back over the water on the Woolwich ferry. It is all completely free.

s winter finally draws to a close and spring emerges in the distance, the Docklands property market seems to be gaining strength. Both the residential sales and lettings markets are being underpinned by the forces of supply and demand. There has been a noticeable increase in demand from both prospective tenants and buyers and a slight downturn in the number of available properties. The restricted supply of property, coupled with an increased number of sales and rental applicants is likely to cause a spike in prices. This is very reminiscent of the same period last year. In addition to the simplistic economic principles of supply and demand, there are a number of other factors impacting the market. Firstly, at this time of year the Docklands property market is always beholden to bonuses paid by the financial services industry. The residential sales market in Canary Wharf and the surrounding areas has always been the beneficiary of the bonus culture of the financial institutions. General consensus seems to be that this year has been yet another good year in the banking sector and bonuses have been paid accordingly. Secondly, the working population of Canary Wharf has been swelling over the last 18 months and this trend is set to continue for the foreseeable future. This is in direct contrast to the general labour market performance for the UK economy. The outlook for the wider UK economy remains subdued as the austerity

cuts imposed by the coalition government will have a marked effect on those areas heavily dependant on the public sector. The regeneration of East London in anticipation of the 2012 Olympics will further bolster the property market. Due to the global downturn and the restricted supply of credit over the last few years, the building of new residential developments has slowed considerably. This has caused restricted supply of new properties at a time when the population in Docklands is growing. This is causing irritation and disappointment for tenants and buyers alike. However, landlords and vendors are finding themselves in a much better position than at any other time over the last few years. The property market is highly seasonal and we would expect to experience an increase in demand during the spring months. What remains uncertain is whether or not this trend is set to stay for the foreseeable future or is simply more the effects of seasonal demand. One key factor that seems to be changing in the property market’s favour is the appetite for mortgage lending. Most brokers seem to be reporting an increase in the number of products available to consumers. Not only are there more mortgage products available but the rates have been slowly creeping to more attractive levels. The lending criteria will remain strict due to regulatory pressure and that is unlikely to change for many years, if ever. That in my opinion however should be viewed as a positive and not a negative. Slow sustainable growth is more attractive to everyone than the volatile boom and bust conditions of the past. So as the weather warms and the days become lighter the market should continue to recover. Prices for both rental and sales properties will see marginal increases. The one undeterminable variable is whether or not we will see an increase in the number of available properties. If you are thinking of selling or letting the spring market might be the opportune time. n

n the late eighties my stepmother worked as a marketing director for a building company that developed and sold a large development overlooking Tower Bridge. On completion of this particular building the families of the staff were invited to one of the penthouses to watch a race on the Thames. I was about seven or eight at the time, but I remember walking through the door of this large and very stylish (for the 80’s) apartment, with balconies overlooking the river and a home entertainment system well beyond normal expectations. I said to my parents: “This is where I want to live when I grow up!” Fast forward 20 years. Unfortunately I have not quite managed to own my own penthouse yet, but I am lucky enough to be dealing with these premier apartments throughout the City and Docklands on a daily basis. Currently there are a number of high-end properties being sold in these areas, and already this year we have agreed sales on several penthouses in the City and Canary Wharf. We have all heard the phrase ‘recession proof’, and this could not be more pertinent when referring to these highly, prestigious apartments. A penthouse is simply described as a residential dwelling constructed on-top of a building. This description hardly conjures images of platinumcards, learjets and sports cars, so what makes them so coveted? A penthouse is as high as 28

you can go, literally and symbolically. It is a combination of ingredients which justifies their premium. Usually they will be the larger top floor apartments sometimes duplex, split over two levels, or even triplex, split over three levels often with uninterrupted panoramic views. Specifications typically include branded kitchens and bathrooms, designer wall fabrics and in more recent times, home automation systems. Sub-penthouses can often be found on the floors immediately below, and these units generally carry a specification and price tag somewhere in between the standard units and the penthouse. It may be puzzling as to who drives the demand for these types of property. We are finding that it’s not just the obvious City bankers or wealthy overseas investors, but other types of individuals such as ‘empty-nesters’, retirees, or those simply opting for a change, who are seduced by the growing popularity of a City lifestyle. To fix or not to fix? as news about a possible rise in the base rate comes, we take a look at the issue of interest rate volatility

Y

ou may have already seen press speculation regarding impending interest rate increases expected this year. It would now certainly appear that this process is about to begin. SWAP rates rose considerably at the beginning of January, along with the LIBOR rate, which is now feeding through to the lenders who are all busy reviewing their fixed rate products - upwards, of course! This is a clear indication of imminent rises in the BoE base rate, if not in February, certainly at the March sitting of the MPC. This means that the very low tracker and standard variable rates we’ve enjoyed over the last three years, will rise inexorably. So should you fix now whilst rates are relatively low? It largely depends on your ‘risk profile’, but if you are of a cautious nature, or require stability, then a switch should be seriously considered! If you’re currently on a lenders’ standard variable 76

rate, to switch to a fixed rate now would probably be the best thing as the fixed and standard variable rates are quite comparable. However, if you are enjoying one of the excellent tracker rates which were available ‘pre-crunch’, and now have a rate in the region of 1-1.5%, it is quite a leap to voluntarily accept the 3.5-4.5% currently available, and the subsequent rise in monthly payments. Clearly, if you want the guarantee that a fixed rate brings, then you will have to pay the extra that this will certainly incur. Neither option is perfect, but reviewing your position now is certainly worth doing. Carl Davenport explores the merits of Canada Water and rotherhithe

W

e are always looking for the latest hot spot or new development area, of which there are many in London. What with the massive regeneration projects taking place in Kings Cross, Stratford, Dalston and Paddington, to name just a few, we seem to be spoilt for choice, but often there are smaller up and coming areas right on your doorstep that you might not have noticed before. Take Canada Water and Rotherhithe, for example, the overlooked neighbour to Tower Bridge, where prices in many cases are at least 20% cheaper on a like for like basis. Though once thought of as a bit of a no-man’sland connecting Tower Bridge and Canary Wharf, the area is currently undergoing a massive makeover which will serve to neaten up the passageway. The housing stock here is incredibly diverse, from loft warehouses to modern apartments, which can be picked up from as little as £160,000. There is a thriving community of families here too, served by some very good schools and some very reasonable family properties, starting from £399,000 for a three-bedroom house. New developments are being built near the tube station (despite a fragile national lending market) which shows confidence in the future here. There is a brand new £14m library completing this year designed by CZWG Architects overlooking the water which is a striking inverted ziggurat. Investment into

All these residents will understand when I say that these areas should not be overlooked just because buyers don’t know them very well.
