Proposed Blackheath rock festival splits residents An increasing number of Blackheath locals are getting agitated by the prospect of the heath becoming an annual mini-Glastonbury from September this year. Last October Lewisham Council granted a licence for a company, cheekily called Nimby Events, to put on a rock festival on the heath each year ‘in perpetuity’. It is expected that around 25,000 festival-goers will be present each day. This news has split the community completely down the middle, with mainly younger residents welcoming the festival and many older ones (especially those living near the heath) concerned about the plans. The licence applied for is for the sale of alcohol and regulated entertainment on the second weekend in September of each year on Saturday from noon to 11pm and on Sunday from noon to 10.30pm, commencing on 10 September this year. It will be located in the same part of the heath that the illegal but generally popular ‘Climate Camp’ set up last year. Lewisham Council is scheduled to clash with local

Transport latest… A late evening Thames Clipper riverboat service will return from 1 April following the launch of a new timetable. The two additional hourly services after 9pm will stop at all piers on the service. The late westbound services will leave North Greenwich pier at 9.20pm and 10.20pm, while the eastbound services will leave Embankment pier at 10.08pm and 11.08pm. Some passengers criticised the decision taken last year to cancel late evening services as they used it to travel home from work and evening entertainment in central London. The Thames Clipper services are being improved in other ways too, including Costa Coffee and Wi-Fi installed on board, and a free iPhone app.

A number of local people are becoming increasingly frustrated by the numerous and growing number of events on the heath - such as the marathon, Race for Life and charity fun runs - and the disruption this inevitably brings. Yet others relish the increasing use of parts of such a large area of open space for what they see as an exciting variety of events. So which side are you on?

Tate Modern extension on schedule Tate director Sir Nicholas Serota has announced that the ambitious Tate Modern extension is on schedule to welcome visitors in 2012. The striking new building, to the south of the existing gallery, will transform the Tate Modern, creating more spaces for displaying the Collection, performance and installation art and learning, as well as creating more social spaces for visitors. It is needed because the Tate Modern was designed for an annual audience of two million visitors yet now receives around five million visitors annually, putting pressure on existing facilities. The Tate believes that different kinds of gallery spaces are required to better display the works in the Collection, especially as film, video, photography and performance have become more essential strands of artistic practice, and artists have embraced new technologies. Serota says that important milestones in the project have been reached on time, including securing an empty switch house and a demolition schedule. Funds continue to be raised, and the trustees remain confident that the required £215 million budget can be realised.

Detractors say that there will be excessive noise for lengthy periods, and disruption, including road closures, traffic jams and large areas of the heath closed off. They say that most festivals of this type are located away from housing. Some fear that camping sites for tents will sprawl far beyond the site. The Blackheath Society is concerned that the granting of this licence with minimal conditions will result in major nuisance to locals and crime and disorder when attendees leave.

With it being quietly tucked away in a corner of south London, first-time visitors to the Horniman Museum must be amazed at the quality of its extensive anthropological, natural history and musical instrument collections, all of which are of national importance. It also has an aquarium with displays including a Fijian reef, a tropical rainforest and UK rock-pool display. Until 21 August the exhibition, First Time Out, features five objects that have never been on display before, from five major London collections. Each object will be displayed in rotation, with the institutions offering their own perspective. ‘Livingstone’s Medicine Chest’, at the Horniman Museum from 8 March to 17 April, belonged to early 20th century Swedish explorer Algot Lange. He would return with sensational stories about the people he encountered and the perilous diseases that he managed to survive, all with the help of the extremely questionable medicines inside his medicine chest. Time to dance Our resident columnist Ben West looks at the rich artistic and dance history of the local area

The Blackheath and Greenwich area is a mecca for dance, crowned by Laban (www.trinitylaban.ac.uk), which has merged with Trinity School of Music to form the UK’s only conservatoire of music and contemporary dance. Housed in a stunning building in Deptford, designed by Swiss architects Herzog and de Meuron, who also designed the Tate Modern and the National Stadium in Beijing for the 2008 Olympic Games, Laban’s headquarters won the Stirling Prize for Architecture in 2003. Laban offers world-class music and contemporary dance education, and also provides exciting opportunities for the public to encounter dance and music, and access arts health programmes. Facilities include 13 dance studios, a 300-seat theatre, dance health suite,

Pilates studio, library and café. Notable alumni include choreographer and artistic director Lea Anderson MBE, choreographer Matthew Bourne OBE, vocalist and guitarist of My Bloody Valentine, Bilinda Butcher and dancer and actress Anjali Jay. As part of Trinty Laban, both the Old Royal Naval College and the Blackheath Halls are venues for some of Laban’s dance performances. The latter also has regular tea dances, as well as other dance-related events, such as Dance Challenge on 6 April, a national dance competition where finalists are invited to perform at a central London venue. Age Exchange Reminiscence Centre, (www.age-exchange.org.uk) in the centre of Blackheath Village, also organises tea dances, while the Rivoli Ballroom (www.therivoli.co.uk) in Brockley has regular dance events that include jive, ballroom and salsa. The Rivoli, awash with plush red velvet gold-framed walls, Austrian crystal chandeliers and large Chinese lanterns, is London’s only remaining intact 1950s ballroom. Its retro appeal and quirky decor instantly conjures period atmosphere and has brought attention from numerous film directors, programme and music video makers. In the centre of Greenwich is located the Greenwich Dance Agency, (www.greenwichdance.org.uk) which provides a space for some of the UK’s finest dance artists to make and perform their work as well as delivering a busy programme of activities including courses, classes, performances and events for both dedicated dance lovers and the wider public.

Once the Olympic Games have finished, will much of the 500-acre Olympic complex become obsolete and fall into decay? There are numerous plans to use the many facilities after the Games in different ways, yet history tells us that many previous Olympic sites have become chronically underused, often deathly silent, or slowly rotting away. In the past few years I have wandered around the Olympic complexes in Helsinki and Barcelona (although Barcelona’s was an existing structure revamped for the Games), and both, peppered with peeling paint and rust, are now clearly grossly underused, rather like ghost towns. The urgency to use the Olympic site as efficiently as possible in future years is more pressing than ever, especially considering that the expected costs have risen from £2.4bn five years ago to around £9.3bn now. Personally, I think that London is the last place we should hold an Olympic Games. Parts of East London could always do with a bit of sprucing up, but there are many areas of the UK crying out far louder for regeneration, added infrastructure, the creation of jobs, housing, retail space and the many other benefits building an Olympic park brings. London can barely cope with its huge number of residents and visitors at the best of times - just think of the widespread disruption caused if someone’s car breaks down in the Blackwall Tunnel, for example - so the many thousands of visitors descending upon London next summer will surely add massive pressure to our city. Nations spend vast sums of money just to bid for the Games. Wouldn’t it be better simply to hold it each time in the same place, perhaps in Greece, the home of the Olympics, and be done with the huge challenges and expense that inevitably occur every four years?

Family properties are hugely in demand

A

s spring arrives, the market for family houses remains extremely buoyant, and we have a waiting list of buyers looking for three to five bedroom houses. Location and finish are important factors and very influential on price, although a shortage of these large family properties in the area has meant that any good quality stock coming onto the market has gone pretty quickly and has commanded a premium. The market for flats has been a little slower,

although there has been a big increase in buyers registering over the last two weeks. We are seeing an increased number of first time buyers coming back to the market and putting offers forward. Although there is still a general lack of mortgage availability for these buyers, the mortgage market continues to show signs of improvement with more lenders entering the market and existing lenders offering improved rates. However, the high deposit level continues to affect affordability. East Dulwich remains popular with families and young professionals, attracted by the excellent schools, bars and restaurants, local parks and good transport networks. Of the buyers registering with us, many are moving locally, but also a large number from south west, north and east London – right across the capital in fact! The start of the year has seen an increase in the number of sales appraisals and instructions. This rise in new sellers comes at a very good time; spring is here and this is the perfect time to start to market property. If you are considering selling your property in the first half of the year, it is key to get on the market as soon as possible, as generally competition will increase as more properties are listed as summer approaches, and this could have an effect on pricing. There is some uncertainty with regards to interest rates but it is generally predicted that in the mid-long term it will have to rise, and again this could have a marked effect on people’s desire to buy. The lettings market is also extremely busy. There is particular demand for two bedroom garden flats, however there is also a shortage of one bedroom flats for young professionals and a near enough total absence of three bedroom houses for families and professional sharers. designerfocus JOANNA BURTENSHAW THE DELICATE AND ROMANTIC CHALK DRAWINGS BY JOANNA BURTENSHAW ARE ANYTHING BUT BLACK AND WHITE, says Gabrielle Lane

W

hether it is a depiction of nature, culture or the vibrancy of modern life, classical artwork is often beautiful and always skilful. However, what is even more remarkable about pieces by Joanna Burtenshaw is that they are created using the simple medium of chalk. Inspired by traditional murals and frescoes, Athens-born artist Burtenshaw produces large-scale, atmospheric illustrations on walls. The drawings have an astounding level of depth and detail and this spatial effect is made possible by her previous experience within the field of architecture. Soft, gentle outlines and fine stokes are evident in quaint images of squirrels on branches, while shading and smudging give some images, such as those of Geishas, a haunting quality. The artist enjoys creating ambience through these installations, ‘I never tire of the striking effect that drawing light can have on a space,’ she says. Burtenshaw also succeeds in making unusual surfaces a key part of the appeal and her designs regularly defy the boundaries of door frames, floors or ceilings. For this reason, she is regularly asked to enliven public spaces with symbolic images and scenes of daily life. Recent work includes a chalking entitled ‘Provencal’ which appears on the walls of the newly opened store The French House in Lamb’s Conduit Street, W1. Although the drawings are clearly breathtaking enough to retain, the chalk can be washed away or added to over time and this gives them the quality of a living, changing installation. Burtenshaw sees this dynamism as reflective of a wider trend for more instantaneous forms of representation, such as photography. Burtenshaw’s work is commissioned by both commercial and private clients and she can create pieces which fit an existing concept or act as a mood-setting centre piece. n

When buying property in a country overseas, the investment climate and associated lifestyle is of obvious importance. This month’s Buyer’s Guide explores why Egypt is becoming a leading location for new homes

gypt, one of the world’s most popular holiday and second property destinations, may indeed have featured less favourably in the news recently, however, as calm is restored and daily life returns to normal, the land of the Pharaohs is once again receiving interest from Britons looking for their dream home overseas. 2010 proved to be a strong year for Egypt, and with tourism up by 15 per cent and economic growth rates of 5.4 per cent expected, the North African nation continues to buck global trends and presents a highly attractive opportunity for investment. The Red Sea resorts of Sharm el Sheikh, Hurghada and Sahl Hasheesh in particular are enjoying accelerated growth due to their popularity as holiday hotspots. Millions of Britons as well as Russians, Germans, Scandinavians, Middle Eastern and Asian nationals visit each year to soak up the sun, sea, sand and world-class diving on hand. Shaz Yaqoob, Egyptian property expert at developers Experience International, comments:“Egypt’s Red Sea coast boasts a thriving property market with capital growth rates of up to 20 per cent and annual rental yields reaching as high as 12 per cent. Build quality has greatly improved in recent years with the majority of new developments constructed to European standards.”

Where to Buy? Sharm el Sheikh is Egypt’s most established resort, home to five star hotels stretched out along a 20mile long strip as well as Tony Blair’s holiday home. Sharm has a modern downtown souk area, with bars, restaurants and clubs. A purpose built marina has berths for private yachts and sailboats, and an international airport receives direct flights from the UK daily. Frontline property in Naama Bay at the heart of Sharm remains at a premium, but nearby Nabq Bay - just 15 minutes along the coast from Naama Bay with a wide range of amenities including an 18 hole golf course, stunning beaches and views over Tiran Island - has become a popular alternative.


5 Golden Rules for Buying Property in Egypt Foreign nationals have the right to purchase real estate, and Egypt has favourable rules governing foreign real estate ownership which enable nonEgyptians to own, sell and let property freely. Shaz Yaqoob offers some top tips for Egyptian property purchasing. 1. Check the registration status and review of title documentation. The transfer of real estate properties is perfected through the registration of property with the relevant authorities. A comprehensive review of the title documentation should be undertaken with the originals in place and not through copies, in order to ensure that no fraudulent title documents are provided by sellers. 2. Check if there are any pledges or mortgages registered on the property. Under Egyptian law, mortgages and pledges are recorded on the property itself and are not affected by the transfer of the title. Hence, quite commonly a person who has just purchased a property can discover that his newly purchased property is pledged to a third party. A check can be undertaken through the review of the Official Pledge Registers at the Notary Public located in the district of the property.

Hurghada is located on the mainland side of the Red Sea, a few hours drive from Luxor and the ancient sites. The town has a broad sandy beach, a ferry terminal and an increasing number of higher quality apartments. Hurghada has an international airport with direct flights to major European countries, as well as flights to Cairo. Property prices are lower than Sharm el Sheikh with the biggest buyers being Germans, Britons and Russians who are keen to purchase off-plan apartments and villas in frontline developments. Capital growth is strong at ten per cent per annum and rental incomes can be as high as eight per cent. Sahl Hasheesh Bay is a purpose built enclave of 32 million square metres, lying 18km south of Hurghada. The resort has 12.5km of sandy beach on which twenty five star hotels, eight golf courses and a couple of thousand private apartments and villas are being built. As Sahl Hasheesh is still under development there are bargains to be had. Capital growth is strong at 10-15 per cent and rental yields of seven per cent can be expected per annum. In addition, strict planning control limiting the build area to 14 per cent of the whole area will restrict the spread of new projects and limit supply, pushing up prices further. n

3. Ensure that all real estate taxes levied on the property are fully paid. Under Egyptian law, a real estate tax is levied on the property itself and not on the owners of the property. The rate of this tax differs as per the location and standard of the property itself. Any prudent purchaser should instruct his attorneys to check the status of payment of the tax prior to purchasing the property. 4. Draft a bilingual comprehensive sale and purchase agreement. The seller may produce an Arabic draft agreement which in many cases is not readable by the foreign buyer and does not include all the guarantees, representations and protections that a prudent purchaser requires. Hence, it is highly recommended that a comprehensive bilingual sale and purchase agreement is produced and/or reviewed by the purchaser’s lawyers. 5. Registration of purchaser’s title. The registration of the property is the procedure designated to safeguard the purchaser from the claims from third parties and governmental authorities. There are two courses of action to undertake - registration of the property through the Real Estate Department and the Notary Public and registration of the property through the courts.

£1bn profit One Hyde Park, the world’s most expensive apartments is set to dramatically exceed expectations. Developers Candy and Candy say their luxury residential development, One Hyde Park, is going to result in a substantial profit of over £1bn. There are less than 30 apartments left on the market, with 50 having already been sold. Prices start at around £6.5m for a one-bedroom apartment, while one penthouse was recently sold

for £135m, with property experts saying it was the most expensive property in the world. Retail space on the ground floor has also been sold to Rolex and Abu Dhabi Islamic Bank, netting the developers another cool £50m. The ambitious Candy brothers are renowned in the industry for their lavish developments, but the One Hyde Park project is their most ambitious and expensive yet. Though it has also proved to be the most profitable.

Market comment “New properties are finally beginning to come onto the market, replenishing the depleted stock levels we experienced for so much of the last year,” says Ed Mead, director at London estate agents Douglas and Gordon, of the current market. “Sellers are more savvy about overvaluations and if they aren’t selling at the expected price, they are starting to talk at levels where an increasing number of buyers seem prepared to pay. “Similar to last year, the market seems late but volumes will not get off the ground until May as vendors are choosing to launch their property after the April/May bank holidays and the Royal wedding. The impending one per cent stamp duty rise on properties over £1m next month has generated a flurry of buyers hurriedly offering on properties to complete ahead of the rise. Whilst this has helped the number of sales in the first two months of this year, we’re preparing for stock levels and interest for properties over the £1m mark to be less in the second half of 2011.”


Spruce up your home for a spring sale

With spring in the air, and traditionally the busiest selling time of the year approaching, now is perhaps the optimum time for home movers to put their property on the market. But in order to achieve the best possible price, it is important to give your property a spring health check and carry out essential repair and maintenance work following the long winter. Check exterior brickwork for cracked brickwork and crumbled cement, and repair before moisture has a chance to seep in. Damp can take hold extremely quickly and will be instantly picked up on a survey. Check the roof - wind and weather damage can exacerbate loose and

missing roof tiles. Look for cracks in the roofing felt. Visit the loft to look for indications of problems like watermarks on roof timbers or daylight showing through. Clean out blockages in gutters to avoid leaks and check for cracks and other damage. Clean paths and patios of any debris. Make sure leaves and debris aren’t blocking airbricks and vents, which could lead to damp. Wind and damp can cause considerable damage to wooden fences and sheds, so treat them with a wood preservative or paint to smarten them up and prevent rotting. Winter weather can cause exterior wall paint to flake or fall off, exposing the brickwork underneath. This can really impact on the overall impression of your property, so repaint if necessary. Spring is an excellent time to get your chimney inspected and swept by a chimney sweep, which reduces the risk of fires after heavy winter use. Adjust central heating to a summer setting to save energy. Bleed radiators to banish air pockets, which helps keep the heating system in top condition. Spring is also the perfect time to organise an annual boiler service.

ollowing our winter of discontent will hope return this Spring? The season for statistics is now upon us, and, as usual, these figures are open to interpretation and much confusion. Let’s take two recent trade headlines. The first: ‘House prices and transactions rise’ from LSL/Acadametrics brought cheerful news, and contrasted nicely with second: ‘House purchase lending plummets 26 per cent’ as gravely informed by the CML. So, who is right and who is wrong? The answer is neither, or both, dependent upon points of reference, and what end of the telescope one is looking through! If one can stay awake long enough to study the minutiae of percentages and trends, either the changes are too small as not to matter, or too obvious to warrant comment. It begs the question, are these statistical studies worthwhile? I’m sure the big corporates enjoy them, it gives them a sense of purpose, but I wonder whether the average man on the street finds them useful, or just plain perplexing.

I prefer to trust my own experience. And I can report that my own practice is running at record levels over the past four months, both in enquiries and approvals. My practice has always been a good barometer of moods and trends, because it does not specialise in certain sectors and niches, and so gathers from a broad spectrum, which I believe makes my own stats, although on a small scale and merely anecdotal, more relevant and indicative. There is clear evidence of improvement, as people, tired of placing their lives on hold, are venturing out; with lenders regaining an appetite to lend – certainly at its best since the credit crunch outset.
