Good news Following the recent fire at Battersea Arts Centre, during which the Grand Hall and Lower Hall were severely damaged, the centre is pleased to announce that it has reopened to the public. Battersea Arts Centre has been undergoing extensive restorations over the past few months. Easter treats

A new online book called The Village; A Year in Twelve Tales by local Clapham author J.J.Anderson is being published this month. It includes 12 interlinked stories about the lives of various people in a modern English village during a year’s timeframe. As the year passes and seasons change, the characters live through challenging events. Laced with mystery, the tales explore shared human experiences like marriage, parenthood, divorce, rivalry and death.

New head of school Wandsworth Preparatory School is looking forward to a bright future as Bridget Saul steps into the role of the school’s new head teacher. Great achievement

Local residents in Tooting Bec have been delighted to discover that a number of improvements to a residential street in their area have been approved by Wandsworth Council’s community services committee. Stapleton Road will be substantially improved over the summer, with such changes as new 20mph speed limit regulations, additional cycle parking places and tree planting. The planned improvements will make the area a safer and more attractive place to live in.

Martha Grieve, a Wandsworthbased photographer, has been recognised by the Guild of Photographers as one of the top 10 newborn and baby photographers in the UK. Having submitted several of her subjects every month over the course of a year, Grieve won fourth place in the annual competition and was awarded a lifetime membership to the Photographer’s Bar for her exceptional level of professional skills. With her background in childcare, Grieve uses her patience, knowledge and experience with newborn babies and young children to become a specialist in their photography.

First victory Following objections from thousands of people, Wandsworth Common will now be saved from being turned into construction site for Crossrail’s proposed ventilation and access shafts. Thanks to the Save Wandsworth Common campaign, Crossrail 2 has received more than 3,000 emails objecting to the surface works. A number of concerns were raised, including the fear that community sports facilities would be affected. Supporters will continue to fight for the diversion of the tunnel route away from Wandsworth Common and Trinity Fields altogether.

Please your eyes with elaborate interior decorations at the spring Decorative Antiques & Textiles Fair. The second show, out of three a year held in January, April and September, will be all about the revival of the intricate art of passementerie trimming techniques. Approaching its 30th anniversary, the fair will gather around 140 exhibitors from the UK and Europe. Each will be showcasing the finest range of antique and modern furniture, alongside an extensive collection of fine home & garden decorations.

As part of its Taking a Stand Season, an alternative series of politically engaged shows and events, Battersea Arts Centre presents political satirist Mark Thomas with his show Cuckooed. The true and controversial stories of two-sided friendship, undercover spying and betrayal will be told. Having won for Mark two awards, the Scotsman Fringe First, as well as the Amnesty International Freedom of Expression award, Cuckooed is not a typical laughout-loud comedy and carries truly deep messages to be considered.

Spring is the perfect time to take part in one of two, five or 10-mile walks organised by Trinity Hospice. The Magnolia Walk 2015 will take route around local scenic places in Clapham and Battersea. ave you ever wondered what all those people who are rushing around on the huge stage at a music festival are actually doing? It never ceases to fascinate me how many technicians and gofers there appear to be and how everything in this hive of activity looks like a nightmare of a muddle… Yet suddenly when the gig begins, everything looks perfectly ordered and slick. The fact is that tour production involves hundreds of people who are attached to a tour and the logistics could be a complete nightmare – yet if the company running the business and managing the events is the best one can have then the job is effectively done. Based in Wandsworth, the huge Cato Music sign leaps out at you as you drive along the right-hand side of Armoury Way, and this part of the complex is run by Cato Music, a well-established, highly experienced tour production company now in its 13th year. Those involved include a production manager, backline technicians, five full-time members of staff and 15 freelancers. Clients include – among many others Olly Murs, Royal Blood, Muse, Kate Bush and even Mick Jagger has sat on the sofa in Cato Music’s office-cum-living room. However, Glen Rowe, owner of Cato Music tells me that the most exciting area of the business is the Cato Academy, the roadie school he set up last year to help talented 18-30 year olds get a foot in the door.

In 2009, people knew that the era of limitless economic growth was over, but few could discern what this meant for universities. A year later in 2010, with the abolition of teaching subsidies and the shift of the full cost of teaching to students, a little more clarity emerged, but the student loan book remained unaffordable. At the moment, students begin repayments once their salary reaches £21,000 per year. If more money is required, it would be easy to raise revenue by dropping that threshold. The can was kicked down the road, however, with the Browne Report; and this procrastination feeds a more general confusion over where the main parties stand on education as the 2015 election looms.

On the schools front, UKIP will scrap the arbitrary target of 50 per cent of school leavers going on to university whilst promising to reinstate grammar schools. The Green Party has vowed to provide free education for all. The Tories are promising to open at least 500 new free schools (meaning approximately 270,000 new school places) in the next parliament, if elected. Education Secretary Nicky Morgan, speaking on Radio 4’s Today programme, noted that free schools were a huge success story and that ‘at the heart of all of it is giving parents real choice.’

David Cameron says he wants to see ‘a war on mediocrity’

Universities Some policy has emerged – mostly through headlines. Labour has chosen to focus on cutting maximum tuition fees to £6,000 (though without specifying how the lost revenue might be replaced). It is also keen to highlight the needs of the ‘other 50 per cent’ – those not attending university – and has pledged to remove international students from calculations of net immigration. The Conservatives are thinking of uncapped tuition fees, with a view to balancing the student loan book. The Liberal Democrats are making noises about giving universities the right to buy their own student debt as an investment; this is being sold as an incentive for the institutions to get their graduates into high-paid jobs. UKIP is eager to remove tuition fees for students taking approved degrees in science, medicine, technology, engineering and maths on the condition that they live, work and pay tax in the UK for five years after the completion of their degrees.

Labour, perhaps unsurprisingly, disagrees; claiming that it would be right to close the scheme because ‘parents waiting for the results of their children’s primary school applications will be astonished to learn that David Cameron wants to continue funnelling money into areas of surplus school places.’ Of 77 free schools inspected by OFSTED, 18 have been rated outstanding, 23 as requiring improvement or inadequate, and three have been closed or taken over. The Green Party would abolish OFSTED altogether, replacing it with a more collaborative system of monitoring school performance. The party feels teachers are ‘teaching to the test’ rather than equipping children with the skills they need.

‘requiring improvement’ by OFSTED. He would pursue this ‘war’ by driving such schools to become academies with new ‘superheads’ in charge.

Labour Ed Miliband stresses that Britain lacks an education system that produces the right sort of skills. He told manufacturers recently that Britain needs almost 160,000 engineers a year but is producing fewer than 75,000. Labour therefore promises to guarantee apprenticeships to school-leavers with the right grades in order to rectify this situation.

Liberal Democrats In the wake of a report by the New Policy Institute that claimed 29 per cent of 19-25 year olds are in poverty and the proportion of young adults in private rented accommodation has risen by 10 points to 37 per cent over the past 10 years, the Liberal Democrats want to attract attention to their pupil premium scheme, which gives schools extra funds for every disadvantaged pupil they take in.

Conclusion Looking at the bigger picture, Labour wants to ‘protect the overall education budget in real terms’. This contrasts with the Tories who would cut funding by 10 per cent. However, much of the debate misses out a crucial question – what, exactly, are our education system and our universities for? Much of the confusion, the fudge, caused is due to this lack of greater vision. n

On his

bike

Francesca Lee speaks to 19-year-old local resident Tom Davies about cycling around the world on his gap year, all in aid of charity

W

hen I speak to Battersea resident Tom Davies he has just completed what he calls ‘a slightly shorter day for cycling of 85 miles’. And not just anywhere, but in India where the current climate is sweltering hot and the aridity can be compared to that of the Sahara. To anyone else, this would be quite a feat in itself, but it’s made even more extraordinary given that he’s in the midst of cycling around the world to raise money for three charities and is hoping to be the youngest solo person ever to have completed the challenge. Typical gap years include volunteering, travelling or working abroad. So how, I wonder, did he decide on such a mental and physical challenge? ‘I knew that I wanted to see the world, but I wanted to do something that would incorporate my love of sport and raise money for some fantastic causes that are very close to my heart,’ he tells me. There wasn’t a specific ‘Eureka’ moment that made Tom decide to do the challenge – it was rather a build-up of ideas, inspiration and experiences. ‘I read Lance Armstrong’s biography It’s Not About The Bike (when he was thought to be clean) when I was

14, then a year later my father and I cycled from London to Chamonix in the Alps following in the footsteps of my cousin who had done it a few years before. The summer 2012 Olympics in London also inspired me.’ Before starting the eightmonth challenge on 17 January 2015, Tom trained with Strictly CC, a cycling team based in south London, and he and his father carefully planned his route using Ride with GPS. ‘It means that I have instant access to the route and that my dad can edit it, if need be,’ he says. When Tom set off on his bike, which his parents had bought him for his 18th birthday, he said he was ‘excited, apprehensive but looking forward to the months ahead’. Unfortunately, his first leg through Europe was fraught with difficulties. ‘I got tendinitis when I was cycling through France, food poisoning in Italy and I got caught in a blizzard in Greece,’ he says. ‘India, so far, has been “quite easy”, although it was quite a culture shock when I first arrived and the food has taken some getting used to.’ Without having any rest days, apart from when he’s waiting for a flight for his next leg – meaning that he’s cycling seven days a week – in order to recover from the gruelling physical, and indeed mental challenges, Tom finds it’s the little things that keep him motivated. ‘I set milestones and try to take each day as it comes,’ he says. The three charities that he’s cycling for: Prostate Cancer UK, the Sohana Research Fund

(see below) and Carney’s Community (which helps disadvantaged youngsters) are always at the forefront of his mind. ‘Whenever I start to struggle, I think that it’s nothing in comparison to what 13-year-old Sohana Collins has to go through on a daily basis (she suffers from the debilitating skin disorder epidermolysis bullosa). She’s the most inspirational person that I’ve ever met – I can’t imagine what life must be like for her.’ So far, Tom has raised more than £28,000 including gift aid for the charities, but is hoping to reach £180,000 in total. He tells me: ‘It gives me a massive boost in confidence every time someone donates.’ To keep his strength up, Tom consumes up to 5,000 calories per day, and although he doesn’t have a set diet he tries to eat healthily when possible. To date, he has stayed in basic hotels every night, although he has a tent for back up if he needs to use it. ‘Mornings tend to be the trickiest as my body is still so tired – but then when I get going I enjoy riding.’ But what does the future hold for him? The next stop for Tom is Thailand, then Australia, New Zealand, the USA, then back through Europe and, hopefully, if all goes to plan, he’ll reach London in August. Then he’ll have a much-deserved rest before starting university in September. Although I have a feeling he won’t rest on his laurels for too long… n

THE REAL-LIFE CANDIDATE Having led a life more colourful than the most implausible soap star, Ivan Massow talks to Henry Hopwood-Phillips about why he’s ready to get serious and succeed Boris Johnson as Mayor of London…

L

ondon mayoral candidate Ivan Massow looks like a real guy; not the most sexy of descriptions perhaps, but in the age of the Spock-lite politician it’s a powerful card. Though he’s wearing the ubiquitous open-necked shirt, the London mayoral candidate comes across less like the sandblasted goblin of the Blairite and Cameronian yesteryear than a wizened salt-and-pepper haired pin-up. The Mayor of London post has, perhaps paradoxically, up until now been restricted to the megalomania of Ken Livingstone and Boris Johnson. So having a candidate who appears so regular feels slightly anticlimactic; incongruous even. But, of course, Ivan isn’t terribly normal. Raised near Brighton, he admits being an ‘instinctive’ Tory ‘despite a politically tribal narrative that might insist my “natural” position is on the left’ due to an early ‘street urchin’ existence that included dyslexia, adoption, and homosexuality. ‘I cannot remember what qualifications I left Brighton with,’ his eyes glint, ‘because I’ve had to fib so much about that period in the past – but I think I left school with one O-level.’ Ivan threw his hat in the mayoral ring at end of last year, but his policies and attitude have already been called into question. The first shot across the boughs came from Mark Wallace at Conservative Home, describing Ivan as an ‘unconvincing candidate’; a man who seemed destined to be little more than a careerist and a ‘loose cannon’. Another accusation is that what Ivan sells as ‘blue-sky thinking’ amounts to little more than headline chasing. Policies

aimed at housing the homeless in City Hall and naming a prison after himself on ‘Boris Island’ seem to add noise rather than solutions to a city that proffers itself one of the few ‘world-capitals’. ‘That’s not fair,’ he protests, giving the example of a volunteer transport brigade that would potentially stop London coming to a halt on strike days. ‘I set out a poll on a website which attracted large numbers of voters. In the end more than 40 per cent said they would participate if such a scheme materialised, which I thought rather impressive.’ Other statistics don’t look so rosy. YouGov published a poll at the end of 2014 claiming Ivan’s recognition in London hovers around the nine per cent mark. It’s a superior presence to other Conservative hopefuls but also undoubtedly worse than the Labour big-guns such as Tessa Jowel and Saddiq Khan. This has caused consternation within the party; some have voiced concerns that they need a bigger name – Zac Goldsmith is often touted a person Boris has made no secret of supporting as a possible heir apparent. This lack of acclaim has perhaps kicked Ivan into making sure his vision is not similarly lacking. He is able for instance,

despite platitudes on his website about ‘embracing modernity’, to articulate the planks of policy in detail. He begrudges the fact ‘the [London] economy generates 22 per cent of the UK’s total wealth and yet has less control over its money than either Scotland or Wales’, believing part of tackling this problem should involve setting a London budget and creating a tourist tax. Housing is a bugbear too: ‘I hate how prices are so high that sites become the monopoly of huge developers. These create buildings few want and often result in the death of local communities.’ Ivan wants first, to be able to subsidise small developers, second, to strip away unnecessary regulation, and third, to inject a bout of local democracy into the planning process. One cannot fail to be impressed with the energy the silver fox is applying to his candidature. You get the impression some in the public realm believe his campaign to be more about energy than sense; a political example of a man on a collision course with a brick wall. Looking back at Ivan’s life though, it seems the walls have sustained far more damage than his head. n

StretchLimit to the

Tom Hagues bravely attempts barrecore, the muscle-strengthening, core-enhancing craze

T

he dimmed lights of the studio, the pumped-up music and the enthusiastic trainer could mean only one thing: Barrecore is how cool kids exercise. It employs a combination of Pilates and extreme yoga to stretch and strengthen the body’s muscles through various poses, small movements and dance-like positions. I carefully chose a mat to work out on – far enough at the back where no one else could see me, but just close enough to still look enthusiastic – and prepared to give every muscle in my body a sound thrashing.

The session was just me and four ladies, and before we began we had to undertake some admin. ‘Does anyone have any pre-existing injuries?’ We all shook our heads. ‘Is anyone here pre or post-natal?’ The ladies shook their heads and I shrugged in confusion before fervently shaking my head when I realised what I was being asked. The admin over with, the music was turned up and a series of (admittedly terrific) songs came on that had been adapted to suit an exercise room or, alternatively, a rave. We were instructed to stand with our legs spread over our Shrek-green mats with our hands in a praying position. Then we had to exhale and move downwards slowly, immediately putting strain on the muscles in our thighs. My eyes widened under the pressure and I gritted my teeth against the pain. ‘Hold it! Hold it!’ the instructor encouraged. It was at this point that the uncontrollable wobbling began and thoughts of ‘Why have I volunteered to do this?’ crept into my mind. Once I had regained my composure and grown used to the searing pain, I started to feel like the exercise was actually doing me a whole lot of good. The high intensity of the muscle-strengthening was counteracted by brief moments of stretching (I’m not ashamed to admit that I longed for these pauses for most of the workout) and with each set

it became easier to concentrate on getting the most out of it. We were all assured that, because this was our first time, it would be tough. The workout was a full hour of non-stop training, and the thorough regime left no limb un-limbered. Parent Trap: Nappy Valley Net NappyValleyNet.com has become an online sensation in the four years since founder Susan Hanage, aka. Annabel, launched it, with more than 130,000 visits to the site every month. An invaluable tool for parents based in south-west London who are seeking to swap tips and share advice, we’ve teamed up to post some of the most pressing topics posted on the site

After months of concern about the future of Wandsworth Common, I’m pleased to report some very good news regarding the Crossrail 2 project. By way of a recap, the proposed Crossrail 2 underground railway will run north-south across London with a stop at Tooting Broadway. This will bring huge benefits to our area, cutting journey times to central London, boosting the local economy and reducing the strain on existing Overground and Northern line services. However, the current consultation proposed access shafts on Wandsworth Common and Trinity Fields. These areas are much used and loved by sports groups, families, dog walkers and the whole community, so I set up a well-attended public meeting in January in which the Crossrail 2 team explained its plans and took questions from residents. Since then I’ve been at the forefront of the campaign, working with the community to press Crossrail 2 to move the shafts to more suitable locations and protect our green spaces. And it has worked! In total there were more than 2,000 consultation submissions from local people objecting to the proposed sites, and the Crossrail 2 team has now confirmed to me that it will remove the areas of surface interest on Wandsworth Common and Trinity Fields from the consultation and seek alternative locations later this year. There is more to do, so I will continue to work with the Save Wandsworth Common campaign to get Crossrail 2 to consider an alternative route alignment that will divert the tunnel away from Wandsworth Common and Trinity Fields altogether. But this is an important first victory, which ensures that the initial (and inappropriate) choice of location for these shafts is not progressed. I will continue to keep you updated on this topic.

Clapham: have your say Francesca Lee speaks to the chair of The Clapham Society about current issues, community spirit and the Society’s triumphs

I

t’s a warm spring morning and I arrived slightly early to meet Annabel Allott, chairman of The Clapham Society, who resides in a grand Georgian house opposite Clapham Common. I pass the time by taking a stroll along the Common – not something I always have the luxury of time to do, but when I see kids running around, friends about to play tennis and mums out for a walk with their little ones in tow, I can really sense the community spirit and appreciate what an essential part this open space plays in the local area. When I meet Annabel, she knows all too well what the Common and, indeed what Clapham, means to local residents. ‘We try to be an upbeat society,’ she says, aware that although some societies campaign for and against issues, sometimes their focus can be on negative changes, rather than positive ones. The Clapham

Society has an impressive 900 members, but Annabel adds candidly, ‘we want to attract young people and would like some fresh faces to become involved. It’s important that we adapt and focus on the needs of the next generation and the issues that will affect them. We also need members who are technologically savvy so that we can promote the Society through social media, among other channels.’ The Clapham Society was formed in 1963 against a background of Lambeth regeneration and slum clearance. The prevailing view was that old buildings should not be allowed to stand in the way of new build. It led to the creation of Conservation areas and the new Clapham Society championed this, starting with Clapham Manor Street. Another early campaign was opposition to a motorway box part of which – the South Cross Route section of Ringway 1 – would have run through Clapham to the south-west of the railway line between Clapham High Street and Wandsworth Road. The Society has five main areas of interests: planning, the Common and open spaces, roads

and transport, events and local history. As well as discussions about current issues in its monthly meetings at regular venue, the Omnibus building on Clapham Northside, the Society also has guest speakers at every meet-up. The talks cover everything from topics such as: ‘What is fairtrade?’ to local issues about the NHS in Lambeth, as well as discussions about The Garden Museum at Lambeth and a vet outlining their role at Battersea Dogs & Cats home. ‘The free talks are so thought-provoking,’ says Annabel enthusiastically. ‘A recent one about the history of French people in London was absolutely fascinating. The speakers have written and released a book called Les Français à Londres and the subject was so interesting that they did a talk in January, followed by another in February. There’s such a strong French presence in Clapham – it was great to find out more.’ have successfully changed their use since they were originally built. AN EXHIBITION OF IDEAS Possible designs for the new Nine Elms to Pimlico bridge have been unveiled

T

he Nine Elms development is well-known across the whole of London, not just the local area. Its many phases of developments have received widespread attention from the media, investors and potential buyers and tenants. The most recent development to hit the headlines is the Nine Elms to Pimlico bridge, a walkway that will connect the Battersea side of the river to Pimlico. The competition set up to find a design for the bridge is well under way, with CGIs of projects recently put on display for public viewing. The brief for the bridge was important in terms of producing designs that comply with regulations and this has proved challenging for architects. The challenges have included ensuring - 30 -

Planning applications the design works with the cutting-edge architecture on the south bank as well as the elegant period properties on the northern side. Furthermore, the landing points on both sides of the river have to integrate with their surroundings and provide a smooth and safe experience for the pedestrians and cyclists who will use it – that means making sure the bridge is easy to use and accessible. All of this must be considered when designing the Nine Elms bridge. The bridge will be a major transport link for London, and the design must reflect the construction’s importance. The competition’s website quotes Ravi Govindia, the leader of Wandsworth Council, saying: ‘Developing an inspiring, beautiful design will allow us to take the project to the next stage and ensure it comes off the page into reality in a much shorter timeframe.’ Essentially, the better the design, the sooner it will be up and running. The CGIs were displayed anonymously last month, so developers’ names couldn’t sway viewers’ opinions about the design. This was a refreshing way to present the ideas to the public and made it clear that it’s not about the bidding architects – it’s about the people who live in and around the area who will benefit hugely from this

W

ith the Christmas break and changes to the stamp duty tax levels in early December last year, we witnessed a quieter first couple of months at the beginning of the year, allowing time for the property market to adjust to the changes and to get back into the swing of things. Nevertheless, the market seems to have taken the hurdle of the stamp duty changes in its stride more quickly than it has in the past and, over the last few weeks, the pace has picked up and sales are being readily agreed; some for properties that have been on the market for some time. Buyers are, of course, factoring in the higher costs of stamp duty to purchase homes, but vendors are tending to understand this and be taking a realistic approach to the pricing of their properties. Regarding the general election in May, there’s not a great deal of talk about it with buyers or vendors and the sales and lettings teams are being kept busy across both as the market picks up coming into spring. While the Clapham area is incredibly popular with young professionals and sharers who find Clapham Junction a convenient springboard into central London and beyond, the

So may pension funds and insurance companies. ‘No one is suggesting that there are not corrupt people around the world who are laundering their ill-gotten gains but, as a society, we have reached rock bottom when we dump everyone into the same boat.’

One in five vendors now looking to sell ‘off-market’

London’s property market ‘has become a safe haven for corrupt capital’ 36,342 properties in London are held by ‘hidden’ companies registered in offshore havens, according to a major new study by an anti-corruption agency. Transparency International (TI) has been analysing data from the Land Registry and the Metropolitan Police Proceeds of Corruption Unit (MPPC), and claims that 75 per cent of properties whose owners are under investigation for corruption ‘made use of offshore corporate secrecy to hide their identities’. According to the findings, nearly one in 10 properties in the City of Westminster (9.3 per cent), 7.3 per cent of properties in the affluent areas of Kensington and Chelsea and 4.5 per cent in the City of London are owned by companies registered ‘in an offshore secrecy jurisdiction’.

Many are, however, waiting for some post-election certainty. ‘Interestingly, around 20 per cent of sellers approaching us wish their properties to be offered off-market preelection so buyers need to dig deeper than just looking online.’

Asking prices tickle an all-time high, despite a muted month New asking prices are now just £30 shy of last June’s all-time high, says Rightmove, despite a relatively relaxed one per cent rise in March. The number of newly-listed properties on the website is 3.2 per cent up on the previous month. That one per cent monthly rise is ‘more muted than that seen in the strong rebound market of March 2014’ (which saw +2.1 per cent), and the lowest seen at this time of year for three years. A looming general election and a year of tighter mortgage lending under the Mortgage Market Review (MMR) have chilled vendors’ expectations a little, but some strong demand – a record eight million enquiries were sent to Rightmove agents in the first two months of 2015 – is countering the brakes to push asking prices onwards and upwards. Buy-to-let is looking particularly rude in health, as BtL mortgage loan numbers were up by 23 per cent in 2014 compared with 2013, and more interest is on the cards as new pension rules come into force next month. At the higher-value end of the market, there’s 5.4 per cent more stock available now compared with the same time last year, and asking prices are up by 4 per cent, says Rightmove. n

In the right place at the right time Jonathan Dyson of Hamptons Battersea discusses catchment areas, the sibling rule and how Wandsworth Council is tackling entrance criteria

hursday 16 April 2015. The date that is indelibly marked on the calendars of thousands of parents across south-west London this year. Why? Because this is the date when primary school results are announced. Having been through this process myself, I can tell you that the leadup to the date itself was punctuated with sleepless nights, cold sweats, panic that we didn’t actually have a ‘plan B’, and endless searching down the back of the sofa for long-lost winning lottery tickets. In the end we were fortunate, but what if we hadn’t been so lucky? There has been many an online forum filled with debate about the morality of tenants taking a rental property in a catchment area and depriving genuinely ‘local’ families from the school place they deserve. The vitriol aimed at these ‘cheats’ is staggering, although it’s easy to see why – there is a saving of around £84,000 per child by getting into the local state school as opposed to going down the private route, so even if you rent a £550 per week threebedroom flat in a catchment area then you’re still in pocket. This also assumes that you don’t rent out your ‘real’ home, so if you can also get some money from that then frankly it’s a miracle that there are actually any proper locals on the walk to school in the morning.

The other issue is the sibling rule, which means that if you have an elder child in a particular school then further siblings get precedence. In practical terms this makes perfect sense – if school starts at 9am and you have two children in separate schools that are 15 minutes apart, then how can you be in two places at once? Unfortunately, this rule can also be abused by ensuring that your elder child gets into the preferred school, and then moving to a much cheaper area. So what’s to be done? Wandsworth Council is currently reviewing its entrance criteria to make it fairer for all, but the real issue is the lack of actual schools for the growing population, so in some ways the popularity of areas like Nappy Valley is also testament to the failure of successive governments to provide adequate schooling for all. So with the election coming up, perhaps your vote should be less about which party sounds better on the night of some meaningless debate, and more about who will provide a decent education for all, wherever they live. n

The Return of the Boom Henry Hopwood-Phillips talks to Jason Corbett, partner of Carter Jonas’ Wandsworth branch, about how the local property market is behaving

I

’m trying to suss out who Jason looks like. ‘I get Brad Pitt often,’ he teases, before recounting that only the other day a traffic warden indulged in a political soliloquy, regaling the partner of Wandsworth’s Carter Jonas with a would-be manifesto, almost solely on the strength of his resemblance to the Prime Minister, David Cameron. Fortunately, channelling politicians isn’t Jason’s only skill, as I’m here to discuss property. Explaining that the market is buoyant below the £1.5million mark, Jason is confident that properties above £2million will soon follow. I contend that ‘what ifs’, especially of the political variety, seem to be plaguing people’s hopes for the future and may form quite an insurmountable obstacle to a more positive sentiment. Jason agrees that these doubts are distorting the market, but believes they are ultimately misplaced; the fears are the result of media misinformation. ‘This is more a problem of perception than reality – there are no real reasons why the market above £2million should not be mirroring that of £1.5million,’ he insists. One example of media chicanery he gives is the vaunted fall in prices (as much as 10 per cent) in London: ‘I think a lot of these figures are a little exaggerated because of the disparity in selling and asking prices.’ I ask for an example of what he means. ‘Sellers have historically used neighbours as benchmarks [for asking prices] and then noted something superior about their own abode,’ he answers, going on to explain that they then increase their asking price and yet sell for a very similar total (a figure rarely reflected in the stats). Jason wants the media to stop talking

People in Wandsworth upsize locally and then move out the public into a bear market. His main point rests on the fact it’s undoubtedly better to be optimistic now, watch a sanguine market blossom and have any bigger taxes implemented take a slice out of a bigger pie than talk a bad game which, regardless of political choices made in May, results in smaller takings for all. There are many positive trends that aren’t being touted. Jason observes, for instance, that people are ‘abandoning their fixation on achieving the set price their house was once worth. They now acknowledge that getting the best market rate is their aim.’ People are coming to terms with the fact that they buy and sell in the same market and that it’s less about prices in absolute terms than discrepancies between buying and selling prices. ‘In the past, sellers would say that because their house was once worth £3million, they don’t want to feel like

they’re losing out by selling at £2million. That mentality is becoming a thing of the past.’ Another encouraging tendency in the area is that ‘people in Wandsworth upsize locally and then move out.’ So the local market moves in one direction – towards bigger properties. Jason’s keen to talk about the ‘town and country’ market too; Wandsworth is a conduit for the London diaspora to Oxfordshire and Surrey. ‘Locals often rent out their property here to see if they like living out there,’ he muses. Others prefer to sit on cash, staying in the area, but

ready to buy outside of London in a flash because it can be quite competitive. Once upon a time, there was a huge price and quality gap between London and its loamy satellites in the country, but Jason comments that both gaps are consistently getting narrower and narrower. Back in Wandsworth, builders are having a good time. ‘Of course they are,’ Jason laughs. ‘If stamp duty on a £3million house is as much as £270,000, creating a new £250,000 basement suddenly seems like a bargain.’ He’s pleased – if builders are having

a good time, it means estate agents have an even better time. That said, he notes that he’d be thrilled if stamp duty were removed because it’d encourage more movement, more fluidity in the property market, which itself would spur on more home improvement and fewer retirees occupying six-bedroom houses who don’t want to move because they can’t afford the taxes involved. As the interview draws to a close, Jason reminds me that Carter Jonas is comfortable helping clients move in, out and around Wandsworth, and reaffirms

with a certain authority – he does have more than 20 years in the industry – that the fundamentals will overwhelm defeatists who trade on short-term drama. ‘If only the perceived issues were to be reinterpreted as inevitable issues, things to be accepted and factored in to equations,’ he urges, ‘there would be a strong bounce-back, making everybody better off.’ n

n January 2015, a new website called OnTheMarket.com was launched. It came as the most serious challenger in recent years to the portal duopoly operated by Rightmove and Zoopla Property Group. Many commentators and agents believed that it had the power to disrupt that duopoly permanently. For a number of years almost all agents advertised their properties on both Zoopla and Rightmove, but everything has changed now. Most of the 5,000 or so estate and letting agents across the UK who have joined the new site have removed themselves from one of the current portal leaders. Instead, they display their listings at OnTheMarket.com, something Austin Thorogood, a director at John Thorogood estate agents fully embraces. So much so, that he, like most member agents, are advertising properties with OnTheMarket.com 48 hours before they appear anywhere else.

There are now three websites to trawl and the already highly-competitive market between agents has become more interesting, without a doubt Some of the biggest industry names conceived OnTheMarket.com in the first place to keep a lid on spiralling costs and maintain quality control. Austin agrees. ‘Our vendors doubly benefit – from far superior presentation of their properties and from the reduced costs, which we’re already passing on to them by way of reduced fees,’ Austin says. The idea of the website was to streamline the experience for people looking for a property and make it easier for them to liaise with estate agents. The property search function is slick, simple, fast and state-of-the-art, with no clutter from distracting third-party ads. Austin praises OnTheMarket’s sensibility and directness, highlighting the fact that the other portals offer things that don’t quite work for his company and his clients.

‘Having endless statistics like “average prices” for every borough, postcode and street is fine for investment yields, but they don’t truly inform our typical buyer who for example might be looking for a family home on a pretty street, close to the Common or off Northcote Road,’ he says. ‘And Zoopla’s valuation “estimates” for vendors are misleading. In any event a good knowledgeable agent like us can provide you with an accurate market figure by email or over the phone, if that’s all you require.’ This emphasis on quality by OnTheMarket.com has paid off – it’s the only portal to be endorsed by both the National Association of Estate Agents and the Association of Residential Letting Agents; a professional assurance others lack. Since dropping Zoopla at the start of the year (even before the OnTheMarket. com launch), John Thorogood has seen some of its best figures and has agreed more houses for sale Between

Clapham remains a very popular place to live, and the property market has continued to flourish this spring. We’re seeing the most demand for flats between £600,000 and £900,000 but we’ve also seen the market pick up for houses priced from £1,000,000 up to £1,500,000. As summer approaches, we always find that more people include ‘outdoor space’ in their search, so garden flats are particularly popular at the moment. We felt there was a slight sense of pessimism amongst buyers towards the end of last year, but that seems to have lifted and we’re registering a very healthy number of new buyers from outside London, overseas and notably from more central parts of London.

The spring months have seen an uplift in buyers registering to purchase property in Battersea. Most notably, this includes an increase in the number of parents buying for their children in cash, as well as a significant number of buyers who have been priced out of the Fulham property market and are coming south of the river as a result. Consequently, prices are actually being pushed up, but this isn’t deterring buyers, and while interest rates remain low, even first-time buyers are finding it easier to buy now compared to a few years ago. The market is currently very busy between the £700,000 to £1,500,000 mark, which is where we are seeing the most demand.

The property market in Clapham South and Balham is thriving as we approach the summer months. There are more motivated sellers in the area now than this time a year ago, and as a result we’ve got some really beautiful properties on our books, ranging from smaller two-bedroom garden flats, to large freehold houses. The greatest demand from buyers is currently for flats between £350,000 and £750,000, and freehold houses in prime locations between £950,000 and £1,500,000. We’ve recently sold a number of properties to buyers who were originally registered with our more central offices, but have been prepared to go further afield to secure their ideal home.
