PRIME MINISTER John Key’s visit to the UK and Europe last week was good timing given the Brexit decision.

KPMG’s global agribusiness head Ian Proudfoot believes the visit, at this early stage, will help shape the agenda for negotiations with the UK and the EU for preferential trading arrangements. He says it’s important for New Zealand to be at the front of queue for such arrangements.

“The UK remains an important market for NZ: we sell lamb, wine, kiwifruit and apples to high value consumers there in significant quantities and protecting these markets must be a priority,” Proudfoot told Rural News.

“We need to do something radical to get to the starting line first to get a deal.”

He says NZ has vast experience in negotiating trade deals and it is possible Key offered the UK some of our expe-

rienced negotiators to work through deals with the EU. Proudfoot says over the years all the UK’s trading negotiations have been ceded to EU officials in Brussels and Britain may welcome help from NZ to get them up to speed.

“We want to be the first country the UK signs a trade deal with after they sign the final Brexit agreement to leave.

As we did with China, why not make us the experiment and try out a FTA with a

friendly country to help set up how they are going to do other FTAs?” Proudfoot also believes Trade Minister Todd McClay’s personal knowledge of the EU – he worked there in the bureaucracy – will help NZ get to the right people faster.

“But John Key going to see the Italian and French prime ministers is much more important. We are going to need some strong supporters to deal with the EU and while we have support from

Germany, having France and Italy on board will be critical as well.”

Proudfoot says Britain has some 40,000 pieces of legislation to change and this will take time. But he rules out speculation that this could take the best part of a decade. Rather he believes there will be pressure from all the parties to find a speedy and satisfactory exit route for Britain to bring about much needed certainty.

WORK COULD start as soon as September on the Ruataniwha water storage scheme if consents and land requirements fall into the place, says Andrew Newman, chief executive of the Hawke’s Bay Regional Investment Company.

“If everything went unconditional and we had the small amount of DoC land we need, things would start immediately after financial close – probably September,” he told Rural News.

“That remains speculative. We have to finish the financing condition and resolve residual issues.”

In the development phase the company needs to meet four conditions for the council to approve $80 million development funding, Newman says. These are consents, sufficient water contracted, a construction contractual form which allocates risk correctly and the financing. The first three have been met and the company is now confirming financing conditions with the council.

“We are right in the middle of closing out now; we are probably about six to eight weeks away from doing that,” he says.

A big push on signing up farmers and growers in March and April resulted in numbers in “pretty reasonable shape”. They expect to contract more water and will give it TO PAGE 4

A EUROPEAN Union diplomat says EU farmers cannot be blamed for low farmgate milk prices.

Eva Tvarozkova, deputy chief of mission of the delegation of the EU to New Zealand, rejects suggestions that the decline in dairy prices in NZ results directly from subsidies paid to EU farmers.

Tvarozkova told Rural News the oversupply of milk in the global market has several causes.

She notes that NZ is a small economy easily affected by external shocks or changes in global markets.

In its June Global Dairy Update, Fonterra noted that milk production in Australia and NZ was down 3% for the year ending April 2016.

However, EU production in March increased 7% versus the same month last year. Production for the 12 months to March increased 4% vs the same period the previous year. This is despite falling local milk prices going

incentive for overproduction by dairy farmers.”

The lower prices equally lamented in the EU and NZ result from all these global dairy market factors “and clearly cannot be blamed on any sort of overproduction by EU farmers,” she says.

Fonterra says dairy prices will rebound once milk growth eases in Europe when demand overtakes supply.

But Tvarozkova points out the biggest driver of oversupply: the effective Russian ban on EU and other western countries’ dairy products.

“All dairy production that was supposed to go to Russia needs to go somewhere else. Ultimately this creates oversupply in the global market, given that Russian is a significant importer of dairy.”

Another drag is the slowdown of the Chinese economy, a key dairy market for NZ, also weighing on ourdairy prices. “The volume supposed to go to China needs to go somewhere else, so demand is decreasing.”

TRADE MINISTER Todd McClay says he’s received strong assurances that New Zealand’s trade interests will not be adversely affected as a result of the Brexit vote.

McClay, in China for the G20 meeting of world trade ministers, met the EU trade commissioner Cecelia Malmström and other trade and economic ministers from Germany, France, Spain, Italy and the Netherlands. McClay says Malmström con-

firmed that NZ remains on track to negotiate an FTA with the EU. “Considerable effort has been put in by both sides over the past few years as a high quality trade agreement is in all parties’ interests,” he told Rural News.

“We have a lot in common with the EU, including working toward further trade rules on agriculture, SMEs and services in the World Trade Organisation. This cooperation will continue, as will our access to the EU market, valued at $8.6 billion per year.”

He says all parties spoke of the need

for calm reflection and orderly discussions on trade.

McClay also met the UK trade minister, at the time Lord Price, and told him that NZ was interested in negotiating a two-party trade agreement with the UK once Britain was in a position to do so.

“Timing of a [two-party] agreement would depend on discussions the UK must first have with the EU, but we agreed it is in the interests of the UK and New Zealand to negotiate a high-quality agreement.... I have confirmed the NZ government will work

with the UK on trade matters and look for opportunities to cooperate as soon as possible,” he says.

At the G20 meeting McClay spoke to his counterparts from Argentina, US, Korea, Saudi Arabia, Indonesia, Mexico, Laos, Russia and China.

another push before the end of August.

The cost of the dam, distribution network, pipes, pumps and the canals and development is about $340m. It will take about three and a half years to complete.

The scheme will be a 93m cu.m reservoir on the upper Makaroro River, storing water during winter. Water will be released from the reservoir to improve river flows in the Tukituki catchment in summer for river life and for irrigation.

The council condition was that 40m cu.m had to be signed up by farmers and growers; at the time of speaking to Rural News they had 42.6m cu.m. Contractual negotiations in process will take them to 48-49m cu.m. Signatures now total 190, a number expected to grow a lot in the next few weeks.

There are 30-odd land transactions involved. A couple of private land deals are yet to be concluded and that is hap-

pening now, Newman says.

Beyond that they have a land exchange with DoC, which has agreed to it, but Forest and Bird has run a judicial review process. It first went to the High Court which found in favour of the land exchange. Forest and Bird has now taken that to the Court of Appeal; the decision is pending.

In addition to the $340m in dam and distribution infrastructure costs, the amount of onfarm development capital required will depend on use of the scheme. If there was 4000ha or more of intense, permanent horticulture like trees and vines, a total of $550m could be needed extra to off-farm capital. But that would be funded by irrigators and landowners.

If the land were not so horticultureintensive, those onfarm costs may total about $350m but it depends what land use emerges.

BREXIT IS likely to push New Zealand down the queue for free trade negotiations with the European Union.

That’s the view of the director, National Centre for Research on Europe, and University of Canterbury professor, Martin Holland.

While NZ has “extremely high chances” of securing a free trade agreement with EU, it is no longer the first cab on the rank.

NZ and EU have done groundwork on a FTA for two years; a decision to open negotiations is due later this year. But that was the premise prior to Brexit, says Holland.

“My only concern is that the EU’s trade focus will turn exclusively to doing a deal with UK and it won’t have resources to start negotiations with NZ. So we will find ourselves behind the British in the queue. We need to think and worry about that to some degree.”

Trade Minister Todd McClay, who attended the G20 trade ministers’ meeting in Shanghai, says he has had strong assurances that NZ’s trade interests will not be harmed by Brexit.

EU trade commissioner Cecelia Malmstrom told McClay that NZ remains on track to negotiate a FTA with the EU. “Considerable effort has been put in by both sides over the past few years as a high quality trade agreement is in all parties’ interests,” says McClay.

trade agreement with the UK once they were in a position to do so.

“Timing of a bilateral agreement would depend on discussions the UK must first have with the EU, but we agreed it is in the interests of the UK and NZ to negotiate a high-quality agreement.”

Holland agrees the British would be keen for a trade deal with NZ. “Once it leaves the EU there is no basis for trade with NZ other than via the WTO,” he says.

Holland questions the ability of each party to be in multiple trade negotiations at the same time.

“Despite the myth that the EU commission is a huge bureaucracy, it is not; it has only so many people engaged in trade negotiations.

“Running multiple high level FTA negotiations simultaneously might be possible but NZ would need to be more patient than expected.”

Holland believes NZ should first secure a FTA with the EU before a deal with the UK. “It’s the third biggest market for NZ; after the UK leaves, the EU will be our fourth-largest market after ASEAN; the UK is under 5% of our trade.”

KPMG’S GLOBAL head of agriculture Ian Proudfoot, who is British, says the outcome of the Brexit referendum was plain to see for several months.

He was reminded, as he watched the votes flow in, of the words of Margaret Thatcher, who predicted the EU “would shift from an economic community into a pseudo, largely unaccountable political union over time”.

Proudfoot says the Brexit debate was an appeal to the hearts of people and the facts were largely ignored.

“Despite the EU evolving as many British people had feared, my head was saying remain. The premature admission of the emerging Eastern European economies, the terrorist risk associated with the free movement of people across the continent, the economic collapse of Greece and the shear cost of the union to the UK all supported leaving,” he told Rural News “But the only way you can make change and improve any organisation is from the inside. Change was critical for the good of the UK, Europe and the global economy.

Staying in the EU was Britain’s best chance to recover its global influence and leadership.”

Proudfoot says UK farmers strongly supported Brexit, due mainly to the strong environmental constraints imposed on them by Brussels. But he says they seem to have forgotten that they receive 55% of their income from the EU and it is unclear what Britain itself will do with agricultural policy.

He says there is talk that the UK will go with an EU type common agricultural policy.

“But actually there is an opportunity for Britain to take a more foresighted view and do what New Zealand did in 1984 and say ‘we are going to put in place a process to move our agriculture to become subsidy free’.

Think about the benefits this has had for NZ; why can’t Britain do the same?”

Proudfoot reckons much of Britain’s funding of the EU was directed to the common agricultural policy and international aid. Who will fund this deficit remains to be seen; the risk for NZ is that European farmers will become more competitive.

“The passion European farmers have for the food they produce gives them a significant advantage in the provenance stakes over our products,” Proudfoot claims. “That makes it even more critical we get closer to consumers and deliver them the food they really desire.”

BEEF + LAMB NZ’s new market development proposals have to go out to affected staff for consultation because it will require some team restructuring, says chairman James Parsons.

“Subject to feedback from staff and also talking to farmers, if everything is lined up we would plan to get going within the next couple of months,” he says.

“It involves some longserving staff and we need to run a thorough and fair process on any proposals.

We need to get their feedback; they may have suggestions we haven’t thought of.”

BLNZ plans to change the emphasis of its marketing to “tell the story” of New Zealand’s red meat and incline towards new market opportunities which differ from established markets the meat companies are already heavily involved in.

Parsons says so far farmers’ feedback has been positive.

“It’s a new way of marketing the product underpinned by the NZ red meat sector ‘story’ – very much on our values and philosophy and our way of producing the product,” he told Rural News.

“There is an overwhelming desire by farmers for that story to

be told; that’s unique, that’s our signature.

“But farmers by nature have a healthy scepticism, so they say ‘okay, the direction of travel sounds good, but we will reserve our judgement until we see some results’.

“There is strong

recognition that the story needs to be told. We have had reasonably positive feedback in that regard.”

Parsons says the changes to market development do not require a vote through BLNZ as there will be no material change in terms

of a significant or major transaction under the Companies Act. However, farmer feedback is welcome.

Proposals are outlined in an information pack going out to all on the BLNZ electoral roll in the next month.

‘Hawk eye’ on Auckland plan Farmer and Auckland councillor Bill Cashmore says he will be all over the Unitary Plan “like a hawk” when recommendations come out today (Tuesday July 19) from the independent hearings panel. Pam Tipa reports.

But at this stage the councillor for Franklin, in the south of the Auckland region, is confident the council has put enough work into protecting the highly productive soils for growing vegetables in the Pukekohe region.

“Under the proposed unitary plan all the elite soils, the productive soils, are protected,” he told Rural News. No growth is planned for the productive soil areas further west of Pukekohe, but there is growth planned for some areas with less productive soils.

“We made a conscious step last term on the Franklin local board to ensure the most productive lands were protected. I certainly hope that is carried through by the commissions on the independent hearings panel.”

After the hearings panel recom-

mendations are released to councillors tomorrow, they then have 20 days to agree, disagree in part or disagree in whole.

“It is quite a complicated process but most people agree we don’t want to let the greenfields be sucked up by urban sprawl. We don’t want to include the really productive agricultural areas,” he says.

Horticulture NZ said in May that uncontrolled Auckland sprawl could threaten some of New Zealand’s best vegetable growing land. But Cashmore says Horticulture NZ knew what was in the proposal for the unitary plan and they knew it was the desire of most local politicians to protect it.

But he understands the concerns of some politicians that we need to open up greenfields completely. “There is a sense of reality about what is right and sensible,” he says. “Infrastructure-

enabled ‘brown-fields’ growth is the most cost affordable option.”

Greenfields development costs billions. The planners have identified 12,000ha that could be urbanised over the next 25 years at a cost for infrastructure of $20 billion, Cashmore says. “We have to go out a bit and we have to go up a lot.”

They need to look at what comes back from hearings and move forward with that. “The council can still initiate its own private plan change should it be necessary in the immediate future.”

Rural councillor Penny Webster, who represents the Rodney area north of the Auckland region, says she was surprised how much growth was occurring in the Franklin area.

She says in Rodney, south of the Dome Valley, there is more mixed rural rather than rural production – except for the bigger farms around Helensville.

Lower Rodney does not have the special soils of Pukekohe.

“Some of those big areas of Franklin where we are going to lose elite soils really surprised me,” Webster told Rural News.

More growth around Silverdale and Waitoki in lower Rodney, which doesn’t

grow fruit and vegetables for Auckland, had seemed to her more likely. “There’s dairy, sheep and beef [farmed there] for export markets, but not so much home grown.

“I can understand why HortNZ would be concerned,” she says. “The Unitary Plan has been sent to an independent panel and it will be interesting to see what comes back from them about the zonings and what the zonings should be.”

REPRSENTING A rural area on Auckland’s ‘super city’ council can be “mind boggling” at times, says Auckland councillor Penny Webster.

Webster represents the mainly rural area of Rodney which covers 46% of the Auckland geographic region. The Auckland Council is 70% rural.

“As someone said we are one of the biggest rural councils with a parking spot in the middle.”

But at times it’s frustrating getting understanding within the council of the rural viewpoint.

She recently had a

phone call from a Waitoki lady who said the neighbour had dreadful fencing and his bull calves kept getting in the paddock with her heifers. She had been trying to get rid of them for over six weeks.

She had phoned to get hold of the animal control department to say she needed someone to come and impound this stock.

The lady was told to phone the Far North District Council as Auckland didn’t have stock, it had only cats and dogs.

“It was the call centre with a young lady who doesn’t know what she is talking about,” Webster told Rural News. “Sometimes it is mind boggling; it’s not their fault I know.

But wouldn’t you think [a call centre worker] would have a bit more of a clue about what the area is like?”

Webster says she has also had to sort out why it has taken three and a half months so far to get a resource consent to build a hay shed on a place near Te Hana.

Webster says she had the most extraordinary push to get the Ballance Farm Environment Awards to Auckland, which entered for the first time this year. The winners, Richard and Dianne Kidd, of Helensville, also won the national title.

Webster and Franklin councillor Bill Cashmore pushed for Auckland to

contest the awards.

“The staff came back and said ‘no we will do our own’. I said ‘no we won’t, we’ve got existing environment awards’,” she says.

On the night of the awards, the same staff said to her they never thought they would hear the words farming and environment spoken in the same breath. They thought it was extraordinary to hear people talking about fencing waterways, gullies and bush; they had not known farmers had been doing this for years.

Webster says she is lucky to have been around a long time and have experience and credibility.

“You have to keep pushing all the time... and pointing out what life is like in the country.”

She believes much education is needed as many people are so removed from the farming aspect of Auckland.

“There are still people who don’t understand how big Auckland is. They think it finishes just north of Orewa; we go right up to Te Hana and beyond.”

It is very difficult to get people to understand Rodney has nearly 700km of unsealed roads, she says. “That’s not miles out in the middle of nowhere, it is quite near our townships.”

She says it is not harder to get your voice heard in the super city, but you have to work differently to get understanding; and that can work both ways – with council and with Auckland rural councillor ratepayers.

“There has been feedback from some groups in the farming community saying they don’t believe it is in the best interests of BLNZ to have processornominated directors on the board. They think there are conflicts of interest,” Parsons adds.

“We are genuinely consulting on whether farmers support or want a change or whether that’s just the loud minority view.

“We are not required to accept that nomination from the Meat Industry Association; they don’t appoint someone to that board, they just nominate someone and it’s entirely up to the discretion of the BLNZ board whether we want that individual or we go back and say ‘thanks

very much for your nomination but we’d like someone different’.”

The options are to maintain the current structure or, if there is enough appetite for change, move to a structure where the two processor-nominated directors are replaced with two independents.

Parsons says they would be chosen on a skills basis.

“Another option – I wouldn’t support this one or recommend it to farmers, but we are keen to hear farmers’ views -is that we should go down to a board of six farmer directors and seek to fill that independent director slot with someone on a skills basis.

“Those [changes] would all need a change to our constitution.”

Parsons believes the current structure is working well.

“Perceived conflicts of interest I don’t think are in any way an issue in terms of how we govern an organisation,” he says.

“Those processornominated directors are not appointed and they are not representing the processors. They are there to give a processor sector view… but they are responsible to govern the organisation in the best interest of farmers, not processors. That’s quite clear under the Companies Act. “We think the current system works well and I think there’s a need for the sector to pull together more, rather than get polarised in our different camps.”

DRAUGHTY HALLS GIVING WAY TO KITCHEN TABLES FARMERS APPEAR to have moved on from the old-style farmer meeting, so BLNZ will be moving more towards online tools to communicate, says chairman James Parsons.

For the current round of consultations, each director is running a few meetings in their ward.

“It is often a struggle to get good turnouts at these director consultation meetings,” says Parsons. “We will still run some meetings but not massive numbers. We will move towards online tools such as videos on our BLNZ website with an email link up for farmers.

“So rather than have to come to a hall or special meeting, travelling an hour or more to get there, they can watch a

video and get the information at home.”

BLNZ will also send out over the next few weeks a pack of proposals to all farmers on its electoral roll. This will include market development proposals and a call for submissions on the constitutional review.

The print version is ready but the video has yet to be completed.

“We are really keen to engage via lots of channels, where we get as many views as possible,” Parsons says.

“I think farmers have moved on from the old farmer meeting style. It’s not now the way they engage so much.

Everyone is busy so probably online is a tool we want to start developing more.”

LOCAL MEAT processor Blue Sky Meats (BSM) has reported a $2 million loss, blaming it on bad timing.

Chairman Graham Cooney, disappointed with the result, says it brings a challenging, difficult and frustrating year to a close.

For the year ending March 31 2016 the company’s loss after tax was $1.95m; revenue was up at $124m, 21% higher than the previous year.

Operating cashflow improved significantly at $10 million — up $15.3 million on the previous year.

Cooney says much of the loss was due to the Gore subsidiary running at a loss and some resulted from bad timing.

“The fall in dairy prices had led to a large cow kill at calving time, which was unusual and not pre-

dicted,” he says.

“At that time the planned capital expenditure at the Gore beef plant was in full swing; the plant was closed. So the company was unable to take advantage of the stock availability. This in turn led to a change in stock processing patterns during the remainder of the season.”

Plants continue to be underutilised though the company struggles to provide sufficient space for loyal suppliers at peak times; but staying profitable over 12 months has its challenges, including hefty costs, Cooney says.

The company has paid no dividend this year -disappointing but the only responsible decision the board could make.

He says it’s important to utilise facilities at both BSM plants efficiently; BSM has made key procurement appointments recently to achieve this.

“Relationships are the key to this and these appointments reflect the need to do this well,” says Cooney.

In December, the company’s general manager, Ricky Larsen, resigned.

Board member Malcolm McMillan is acting in this role until a permanent

replacement is appointed.

WESTPAC’S HEAD of agribusiness, Mark Steed, says the bank is working with dairy farmers who continue to ignore their financial problems and keep their heads in the sand.

He says unless the payout moves up to $4.50-$5.50 in the next 18 months, heavily indebted farmers will face big challenges.

Those most at risk are sharemilkers who, as a group, “have moved from [having] stock worth $1800/head to $1200-$1400. These guys didn’t have strong balance sheets in the first place and now many have seen their equity eroded to virtually nil,” he told Rural News.

“These are the guys I fear will be exiting the industry and yet they are important for the future. We very much want to support them and there are a couple of strategies we are

adopting to do this. But gosh it is tough at the moment.”

Steed says the implications of Brexit are still unknown, but it could be the next catalyst for some form of global instability, as were the 1998 Asian crisis and the 2008 global financial crisis.

And he says though the Donald Trump vs Hillary Clinton contest may be an American domestic issue it could have international consequences that lead to further market volatility.

He says in times of downturn farmers need to have reserves to cope with bad times.

“In the pre-dairy downturn a lot of our customers had a 60:40 debt/equity ratio.

Now that could more likely be 70:30; in others words, the capitalisation of losses incurred is eroding the equity in their farms. In some cases it could be as high at 75:25.”

Two other factors could also come into play: a drop in land prices and a fall in the NZ dollar. He says historically

when the kiwi tumbles it “falls off the cliff”. Interest rates also loom as a problem – with these largely being underpinned by the low official cash rate (OCR), for which another cut is forecast for August, which would set the base rate at just 2%.

He says dairy farmers with a lot of debt and high-production systems are most at risk. But there are encouraging signs

that many are adjusting their business models to meet the changing times.

In many ways the present downturn is a stimulus for change, Steed says. Westpac predicts a payout of $4.50$4.60 this season and the good farmers are looking at new scenarios to cope with this.

on the way through – if they are showing capability in their business modelling. If they are good managers we will support them.”

Despite the dairy downturn Westpac has hired 17 more rural bankers in an effort to increase the bank’s share of the rural market from its present 13% to 20%. The best time to build new relationships is in bad times, not good, Steed says.

OVERALL MOOD IS POSITIVE THE DAIRY industry may be struggling, but other primary sectors – notably kiwifruit and pipfruit -- are doing well, as are most horticulture sectors, says Westpac’s Mark Steed.

Sheep and beef are also holding up well.

Steed says this year’s Fieldays was an interesting barometer of the economic state of the farming sector. Some exhibitors told him they had one of their best ever years at Mystery Creek. He puts this down to people wanting to effect a paradigm shift in their farming businesses and buying innovative products and technology to help them do this.

“On the other hand are the big pieces of kit – such as tractors and cars – not moving as fast as in previous years. The farming community, in times like this, is frugal; they tighten their belts as much as they can.”

ECan to get tough on water abuse NIGEL MALTHUS

ENVIRONMENT CANTERBURY is acting on its promise to get tough on water consent holders flouting their consent conditions.

In May ECan began contacting about 500 water consent holders who were required to install a water meter for takes over 10L/second but who hadn’t then done so.

Many have now been contacted, says Nadeine Dommisse, Environment Canterbury regional manager of implementation support.

Of those contacted, 63 now fully comply with their consent conditions and the national regulations. Forty-five abatement notices and one infringement notice – which incurs a fine – have been issued.

It says the decision assures enduring protection of special places under Queen Elizabeth II National Trust open space covenants even when ownership is

THE OECD says the ten-year outlook for farm product prices is “relatively flat” and will remain so.

A report by the FAO and OECD on global trends in agriculture 2016-2025 says supply and demand will be “broadly matched”, some products doing better price-wise than others.

RURAL CONTRACTORS New Zealand is urging farmers to ensure their agricultural contractor is a member of the organisation.

The warning comes in the wake of a recent Fair Go item that saw a Central Otago farmer lose a $60,000 linseed crop due to a mistake in the spray application to the crop.

“Farmers should use a Registered Chemical Applicator and preferably a member of RCNZ to ensure – as far as possible – that the potential for mistakes like this happening are minimised,” says RCNZ chief executive Roger Parton “This also gives farmers the back-up that a contractor — who is part of our insurance scheme –will have insurance cover in these types of circumstances.”

ZESPRI BRAND kiwifruit has become a symbol of status and wealth in China.

Zespri’s chief operating officer Simon Limmer says change in China has the newly wealthy showing success by buying and showing their friends premium products such as cars and clothing.

Zespri kiwifruit is a premium brand distinguished from other kiwifruit on

sale in China, Limmer says. The kiwifruit marketer will this year spend about $150 million on the brand – about 7% of its $2 billion business.

“Zespri is taking a premium position in the market. We are one of the leading, if not the leading, brand in the fruit industry,” he told Rural News. “We are very much at the higher end in quality fruit and pricing. We are recognised as consistently delivering a high quality, good tasting fruit with health benefits, which allows us to occupy that position

in the market.”

Limmer says Zespri has only one product and one brand and it lives and dies by that.

“When Chinese consumers think about Zespri they think about consistency. So when they pick up a Zespri kiwifruit – as opposed to any other kiwifruit – they are going to have a good taste experience and know it will ripen in the fruit bowl, unlike some other kiwifruit,” he explains.

“Also our quality systems give the

Chinese consumers confidence that what they are buying is going to be good.”

Limmer says there is still a lot of scope for expansion in the Chinese market. China grows about 1.5m tonnes of kiwifruit, contrasting with the mere 100,000 tonnes Zespri exports there.

But Zespri holds the premium position in the market, in which some other kiwifruit is of variable quality.

Zespri has deliberately has a strategy of occupying the top end of the market,

realising that NZ is not a low cost producer and that its strength lies in its ability to extract top dollars from a premium product. But even at the high end of the market there are plenty of opportunities for growth, Limmer says.

JOINT NZ/ CHINESE SHEEP RESEARCH CENTRE OPENS A NEW international sheep research centre involving Massey University is now open in China.

The head of the Institute of Veterinary, Animal and Biomedical Sciences at Massey University, professor Paul Kenyon, and geneticist professor Hugh Blair, visited Shihezi University in the northwestern province of Xinjiang to attend the official opening.

Kenyon says the centre represents a commitment to excellence in the production of quality sheep by utilising the strengths of Massey and Shihezi.

“Shihezi has the resources to collect large data sets from its collaborators’ vast tracks of land and significant sheep numbers, but they require mentoring to analyse that data and guidance on how to move forward with the research; that’s where Massey is able to come in and provide its expertise to generate knowledge,” he says.

Kenyon says the potential for the two universities to advance sheep research through Chinese funding in the next five years is immense and can only strengthen the China-New Zealand trading partnership.

The centre is sanctioned by the Chinese Ministry of Science and Technology.

Potential projects for collaboration in the new research centre include sheep genetic improvement, especially breeding for disease resistance, improving pastoral grasslands, improving ewe lactation for lamb growth, crossbreeding trials to identify suitable breeds and combinations for Xinjiang farming conditions, postgraduate education and disease surveillance.

These projects will be the subject of funding applications to China’s Ministry of Science and Technology and other funding agencies.

Previous collaborative research was done under an inaugural agreement between Shihezi, Peking and Massey universities, set up in 2005. Projects looked into the genetics of year-round breeding in sheep, the genetic basis of immune responses to diseases, the use of fertiliser on grassland and genetic diversity in red deer populations in Xinjiang.

Xinjiang is one-sixth the area of China and has farming conditions ranging from deserts to mountains.

Reach for fruit bowl, not the pill box Kiwifruit, not pills, is set to be offered as a cure for people with gastro and laxation problems.

It results from international clinical research being done by Zespri. Peter Burke reports.

ONE DOCTOR in Italy is already prescribing kiwifruit and, once an important item of science relating to the health attributes of kiwifruit is approved by the EU, the kiwifruit solution will become a clinically accepted option for people with gastro problems.

Dr Juliet Ansell, Zespri’s health and innovation leader, says health is one of three main drivers for consumption of kiwifruit; the others are taste and convenience.

The more people know about the health attributes, the more kiwifruit people buy, Ansell says.

The fruit is important for digestive health, providing vitamin C and a range of sundry nutritional benefits.Digestive health has been a core research area for Zespri, “because the attributes of kiwifruit lend themselves to digestive health benefits, namely fibre and actinidin and other components as well. People have known for a long time how kiwifruit can affect laxa-

tion, but it goes beyond that [into] digestive comfort.”

Ansell says as result of this knowledge Zespri has embarked on a major project in health research, undertaking a multi-centre clinical trial on laxation and comfort in Japan, Italy and New Zealand. The trial, on green kiwifruit, involves international researchers to ensure the research protocols meet international standards.

The NZ arm of the Juliet Ansell trial is finished, the Italian trial is about 75% finished and the Japanese trial is just starting.

“The goal of this is to [stake] a European health claim – the gold standard of health claims internationally. Then we will be able to say we have done ‘clinically proven’ research ‘to help with your diges-

tive comfort and laxation’,” she explains.

“The EU has a very formal process which is highly regulated and involves external scientific peer review. Once the science officials make their decision it goes to the EU Commission for final approval, so it’s very stringent.”

The key to all Zespri’s health communication is evidence-based science.

Ansell says Zespri wants to have the data to back up these claims and not say things that aren’t true, hence it spends a lot of money and places a lot of value on health research.

The time it takes to get approval from the EU is a “depends”, Ansell says. “If they don’t raise questions and [the research is seen to be]

well designed and executed and the results are conclusive, it could be approved quickly. We’ve got a couple of EU regulatory consultants working with us, so we are thinking ahead and making sure we have everything covered before we submit it.

“Obviously, Europe is a big market for us. But the EU health claim regulations are gold standard and are recognised in a lot of other countries that don’t have their own regulations so we will definitely be able to use the claims elsewhere.”

Ansell says while the EU acceptance of the clinical trials is critical for communicating directly with consumers, Zespri has always made a point of talking to health professionals about the attributes of kiwifruit.

She is now talking about the results of the NZ trial at science conferences and believes health professionals are well aware of the benefits of kiwifruit.

A KIWIFRUIT A DAY; KEEPS THE DOCTOR AWAY DR JULIET Ansell recently presented the findings of the NZ kiwifruit trial at a conference of 600 gastroenterologists in Italy.

After her presentation a keynote speaker asked her where in the US he could buy kiwifruit to give to patients with gastro problems.

“An Italian doctor took me aside and showed me a sheet recommending that a patient try two kiwifruit a day to solve gastro problems. So in Italy they are already prescribing it,” Ansell says.

“And I heard the comment ‘it is refreshing to hear someone talk about food as a medicine’. One person said his patients were crying out for the solution I was offering. They don’t want to take medicine, they want to use food.”

Ansell says kiwifruit is a whole food – not a supplement, not a nutraceutical. It simply looks like food your mother would tell you to eat. She is proposing that “a kiwifruit a day keeps the doctor away”.

“We did another study in digestive health comparing apples to kiwifruit in respect of bloating.

Apples ferment quickly, produce a lot of gas and can be a problem for many people sensitive to gas retention. Comparing an apple a day with a kiwifruit a day, I have chosen to have a kiwifruit.”

North Canterbury drought, now the ‘longest on record’ NIGEL MALTHUS

THE ‘MEDIUM scale’ drought gripping the east coast of the South Island is now officially the longest on record, and this classification is now extended to the end of the year.

Primary Industries Minister Nathan Guy in early July announced the extension at a meeting of local farmers at Greta Valley, in the hard-hit Hurunui District, North Canterbury.

“This will mean the area has been in drought for nearly two years, since its initial classification on February 12 last year.

This will be the longest a classification of this type has lasted,” he said.

Guy says $88,000 extra funding will go to drought recovery coordination and the five rural support trusts along the South Island east coast; $30,000 will go to the North Canterbury trust.

“It’s prolonged and has gone on longer than any drought in New Zealand.

It’s a very unusual set of circumstances here; this community just happens to miss a lot of the rain that’s been falling in other parts of the country.”

Guy says North Canterbury is the worst affected area, with rainfall

only 50-60% of the long-term average. Soil moisture is much lower than normal and some Canterbury wells show groundwater at record low levels.

“This extra funding means a total of $538,000 has been made available by the Government since February last year. As well as extra funding, rural assistance payments will be available for those in real hardship until February 28, 2017.”

Guy says Inland Revenue will offer some flexibility on the timing of tax payments.

They say the water table is very low and shelter belts are dying.

One says farmers are in “survival mode.” He has spent $45,000 on grazing and all his stock are off-farm. Instead of being able to grow his

own feed, he has spent $27,000 on hay and silage and $9000 on grain.

Forced to sell capital stock ewes he had missed out on their lambs, losing $22,000. Lambing percentage was down 13% -- a loss of $12,000 -- and the wool clip was down 10%. He calculated

the drought had cost him in total $122,000 in the 2105-16 financial year.

Federated Farmers North Canterbury president Lynda Murchison told the Greta Valley meeting she was proud of the way local farmers have prioritised

the welfare of their stock.

“There is a good news story -- if there is such a thing about the drought -that I want us to sing from the rooftops: our stellar animal health record.

We have had a ‘perfect storm’ in animal welfare crisis with the length and severity of this drought.

And you have heard [how much] farmers have paid to ensure their livestock are well fed and looked after.”

Guy’s announcement, ironically on a day of cold southerly showers, was followed by a visit to the farm of Nick Hamilton, just east of the main road at Omihi.

Hamilton pointed out an empty dam and patchy pastures with bare earth which, unless re-sown, could only be counted on

to sprout weeds when it rained.

Guy was able to easily scuff the surface with the heel of a gumboot to expose dry dusty soil only a couple of centimetres down.

A Ravensdown agronomist, Dan Pavey, at the meeting had costings for the re-sowing many farmers will have to do when the drought recedes.

Pavey recommended spraying out at an estimated cost of $110/ ha, cultivating twice ($500-$700/ha) and light fertilising ($200/ha).

Depending on the chosen crop, total costs could then range from as little as $873/ha for summer brassica to $1350/ha for permanent grass with clovers.

The green bloom on the top of the paddocks in North Canterbury belies a reality in which shelterbelts are dying from lack of underlying moisture.

The dry sandy soil is only a centimetre or so below the surface of a high paddock on Omihi farmer Nick Hamilton’s property.

All-rounder takes out young farmer title NIGEL MALTHUS

A STRONG all-round showing has won a dairy manager from Rakaia the title of FMG Young Farmer of the Year.

Athol New (31) was awarded the title and draped with the winner’s ‘Cloak of Knowledge at a gala event in Timaru, earlier this month, topping off two gruelling days of competition.

New admitted being “very surprised” at the win. He won none of the individual modules and put in a shaky quiz round but took the overall title with solid second and third placings in the rest of the competition.

“The hardest bit for me was the quiz evening.

It was a big step up in the level of questions they were asking this year,” he told Rural News. “Spending those two days with six great guys was probably the bit I enjoyed most.”

New first contested the Young Farmers award three seasons ago, when his wife Jane signed him up and he came fourth in the district final. He came third in the Aorangi regional event last year.

Originally a townie from Kamo, Northland, New did not grow up on a farm; he “fell in love” with cows during time on farms as a teenager. He credits his high school agriculture teacher with encouraging him to study for a BComAg degree at

Lincoln University and has worked fulltime in the industry ever since.

He joined Purata Farms (a subsidiary of Synlait Milk) in 2007.

Until recently he managed one 2300-cow farm but as from June 1 he now works as an operations manager on three of their properties.

New says he is in the industry for the long term.

“I enjoy cows and enjoy the people involved in dairy. Yeah, it’s going through a tough patch at the moment, but that provides opportunities for people like me. When there’s a crisis there’s always opportunities for people willing to capture them.”

BUSY COUPLE OF DAYS THE YFC Grand Final consisted of three gruelling days.

It started on the Thursday with a technical day, which included interviews and theory exams, at Raincliff Station and was followed by a quiz night and speeches in Timaru.

Then came a practical day at Caroline Bay on Friday, where finalists had to install fencing and drainage pipes, prune pines, build a shed, assemble a chainsaw and hand-milk a cow.

A popular feature of the practical day was a celebrity challenge which pitted former National MP Eric Roy against Labour’s primary sector spokesperson Damien O’Connor, media personality Te Radar and Fieldays Rural Bachelor of the Year Paul Olsen; they raced to make an item of furniture from a pile of rough pine planks and erect a tent.

PRICE WATCH

BEEF:

Currency movements are continuing to have a major influence on farmgate prices for beef. Cattle slaughter prices have either held steady or weakened a little recently, even though the availability of slaughter stock is relatively tight. Local trade hasn’t been affected to the same extent by currency movements, which has kept these prices firm. Finding store cattle in the South Island is a difficult task. Very few have been traded in the paddock, and even saleyard offerings are limited and mixed in quality. There is plenty of confidence in the store cattle market through the North Island, driven by pasture growth in areas which needed it. Capital outlays for heavier R2yr cattle are a little too high for many, bringing most of the attention to R1yr and lighter R2yr lines. Bobby calves are set to be worth less than last season.

The value of the three key components which contribute to bobby calf prices (meat, blood, and skin) are down on a year ago.

INTERNATIONAL

BEEF:

The combined effect of weak demand from buyers and the high exchange rate are keeping sentiment in the US beef market subdued. Prices for imported 90CL cow and imported 95CL bull meat have been flat, with importers showing little interest in securing any product at this stage. Very low offerings of beef out of both New Zealand and Australia

are acting to support the market to some extent. There is growing belief from buyers that there will be greater than normal volumes of domestic supply available around the October/November period, which is acting to prevent any significant volumes of beef being purchased now.

Tighter Australian supply has acted to lift prime cuts, aided by competition between Asia and the US. New Zealand’s beef exports during May were the largest ever recorded for the month at 49,161t. Year-to-May exports were down 7% or 16,000t on 2015, with US taking 13% less beef, while China and Taiwan took an extra 10% and 20% respectively.

SHEEP: Low slaughter rates in both

the North Island and South Island have kept lamb slaughter prices stable to firmer, despite the climbing NZ dollar eating into exporter’s returns.

Procurement pressure is still strong even though capacity is limited at the moment. Many plants have shutdown, either for general maintenance or for preparation for the coming bobby calf kill. Demand for store lambs is very strong. Rainfall and pasture growth in the North Island have brought buyers back to the market, while limited availability is keeping prices in the South Island firm. Facial eczema has impacted on scanning rates in the North Island, and this is being

Macleod leaves Shanghai ANDY MACLEOD, the chief executive of the Chinese-owned Pengxin New Zealand Farm Group, resigned earlier this month.

Macleod had led the group since April 2013, overseeing management of the 16 central North Island ‘Crafar’ farms, part of NZ’s largest familyowned dairy business which had been put into receivership, and 13 farms in Canterbury previously owned

by Synlait Farms, which supply processor Synlait Milk.

A statement from Terry Lee, managing director of Milk New Zealand, Shanghai Pengxin Group’s local unit, did not say why Macleod had resigned, only that a new chief executive is being sought.

Lee says an advisory board set up for the farm group will oversee the appointment of a new chief executive and advise the company on farm operations.

proposed $88 million purchase of Lochinver farm was stopped by the Government, which said the transaction would not be of substantial benefit to NZ. Lochinver was then sold to NZ farming group Rimanui Farms and Pengxin withdrew from buying the

Macleod’s exit follows the departure of former Fonterra executive Gary Romano, who resigned his directorships late last year.

AUSSIE ELECTION OVER – AT LAST AUSTRALIAN FARMERS say now the election is over it is time to focus on agriculture.

National Farmers’ Federation (NFF) says for regional Australia the controversial backpacker tax remains a concern and it is calling on the newly elected Liberal/National coalition to act.

During the campaign the Government said it would review working holiday visas and postpone changes to the system until January next year. Had it been implemented, a 32.5% backpacker tax would have contributed A$540 million to government coffers over the next three years. Delaying it by six months means the Government has forgone A$40m revenue.

Some Liberal MPs believe the delay will be enough to kill it, but National MPs who lobbied for the delay support the notion that backpackers should pay some tax.

Backpackers taking working holidays in Australia work in tourism and agriculture, paying the same tax as Australian citizens; the Government wants them to pay more.

NFF president Brent Finlay says it is ready to work with the Turnbull government to provide industry advice and input.

“Throughout this long election campaign we have consistently sought to highlight where the priorities for food and fibre lie, and what policy settings are required to ensure Australian farmers remain ahead of the curve,” Finlay says.

“It’s critical for Australian agriculture that there is continued investment in digital connectivity and bridging the

data gap between city and country, building 21st century infrastructure and trade relationships to link Australian farms to new markets, and ensuring positive environmental outcomes work hand-in-hand with productive farms.

“But agriculture, like any thriving industry, is built on people. We need policies that help not hinder business confidence in rural and regional Australia.”

The Coalition made good promises during the campaign, including more funding for mobile blackspots, water infrastructure and streamlined administration of farm loans.

“The NFF has welcomed announcements from both the major parties. But with the election behind us, the hard work starts now.

“We have set out our five priority areas and key policy and investment requests that we know are required to help Australian agriculture reach its full potential,” says Finlay.

Dam good decision THIS MONTH’S decision by the Hawke’s Bay Regional Council (HBRC) confirming its intention to invest in the Ruataniwha water storage scheme is a good one.

HBRC’s plan to invest $80 million follows the signing of water user agreements by at least 190 farmers who support the scheme.

As Federated Farmers Hawke’s Bay provincial president Will Foley says: “The Ruataniwha Plains are highly vulnerable to drought and this dam will ensure a reliable water source to preserve the family farming traditions in the region.”

Water storage and irrigation are the future for sustainable and prosperous agriculture in New Zealand – particularly in drought-prone regions like Hawke’s Bay. And there are economic and environmental benefits for the wider community. Irrigation supported by water storage will allow growers, farmers and the whole region to ride out global market ups and downs and climatic stresses like droughts.

Despite what the doomsayers and supposed environmental lobbies claim, irrigation schemes benefit more than just irrigators; they provide economic certainty for communities and bolster their environments. Examples of this are dotted throughout the country. It simply makes good economic and community sense for local government to invest in irrigation schemes.

In its recent submission on the next steps in fresh water management, Irrigation NZ correctly pointed out this fact as follows: ‘An irrigator’s business is founded on certainty. This includes access to a reliable water supply for irrigation and the ability to dynamically farm their land. It is this certainty that enables investment and continuous improvement in resource use efficiency and thus good environmental performance. Without certainty they and the considerable flow-on benefits to the regional economy are severely impacted. The national economy would also be affected, given NZ has predominantly an agricultural export based economy.”

IrrigationNZ chief executive Andrew Curtis says the decision sets the Hawke’s Bay community up for a positive future because access to reliable water will be a game changer for the region.

The last word goes to Will Foley: “The decision is a positive step towards the region receiving true tangible benefits while maintaining the community’s environmental values. It’s been a long time in the making, but there’s a real sense of excitement about how positive this is for the region.”

THE HOUND reckons recent research into polarfleece jackets shows how wool marketers should be promoting woollen products against their synthetic rivals – as environmentally and sustainably superior. The study, by graduate students at the Bren School of Environmental Science and Management University of California, Santa Barbara, found that during laundering one fleece jacket sheds as many as 250,000 fibres. Based on an estimate of consumers worldwide laundering 100,000 jackets each year, the amount of fibre released into public waterways from polarfleece jackets is equivalent to the plastic in 12,000 grocery bags. Clearly wool is not only better than synthetics, it is also better for the environment.

A MATE of the Hound reckons the cause of corporate doublespeak and all-round bullshittery has received another shot in the arm from Fonterra with its recent promotion of Judith Swales to the ridiculous new title of “chief executive officer of velocity and innovation”. As this old mutt’s mate opined, “She works for a milk company for the love of god.

On what ‘velocity’ can she be chiefly operating? The speed at which cows chew their cud? The efficiency at which farmers herd their cows into the milking shed?” Fonterra describes Swales’ appointment as getting “an end-to-end view of our efforts to drive efficiency across our business, bringing increased commercial focus to our research, development and technology and taking a strategic view of developing game changing business models.”

THIS OLD mutt hears that Fonterra’s revolving door for top communication executives exiting the company goes on spinning faster than the speed of light. No wonder they call them spin doctors! Latest to head for the door is Gordon Jon (GJ) Thompson who resigned at the end of June, after two years as head of external communications.

Rumour is that Thompson, who previously worked for the Labour Party before heading into the private sector, is keen to get back into political spin. Your old mate wouldn’t mind betting he will pop up in a communications role either with Labour leader Andy ‘Angry’ Little (who has a job going in this space at present) or with wannabe Auckland mayor and soon to be ex-labour MP Phil Goff. Talk about going from a cream position to sour milk!

YOUR CANINE crusader’s longheld suspicions that the Greens are really just a bunch of watermelons (green on the outside but red in the middle) whose policy is dictated by dogma and not science has been confirmed by the party’s continued anti-GM stance. The Greens say the party will not soften its anti-genetic modification stance despite a plea from some of the world’s top scientists, who say opposition by green groups is blocking GM foods that could help reduce disease in third-world countries. In an open letter, published recently, 107 Nobel laureates urged environmental groups to end their opposition to genetically modified food, saying there was no evidence of risks to human health and their stance was based on emotion and dogma.

Why weather forecasters make economists look good THE FIRST six months of 2016 were the warmest start to a year on record in New Zealand.

NIWA (National Institute of Water and Atmospheric Research) explains that the warmer temperatures were due to a combination of climate change, exceptionally warm seas and more northerlies than usual.

In December last year, the NIWA ‘outlook’ was for temperatures over the next three months to be “most likely (45%) average” with only 25% chance of above average temperatures. By January the above average likelihood for the following three months had increased to 40%, and by February to 45%. In March it was 55% and April (covering the period until June), 60%.

This shows the difficulties of forecasting in general, and of predicting the effects of several factors at once in particular. NIWA has sophisticated models, but NZ has a unique island environment.

The people who work in this unique environment, and support the unique economy -- the farmers and growers -- already knew it was unusually warm. They have been coping with unprecedented climate adjustment and impact on pasture growth and incursion of pests and diseases for several seasons. What is needed is some direction on how to deal with the changes.

News of the ‘warmest six months’ was accompanied in the media by consideration of impacts, but little discussion of the research that would be required to ensure sustainable natural resource management for production and conservation.

Concerns have already been raised that the capability and capacity to do the research no longer exist. At Agresearch, for instance, rejuvenation, refocusing and relocation – thereby meeting a combination of requirements for research directions and funding – mean that many mature researchers have departed and new

positions are at central hubs. Infrastructure, institutional memory and culture are all being lost in the repositioning, and NZ as a whole will be affected.

In the 2014-15 annual

report Agresearch reports having received about $72.5 million from industry for commercial research and $60m from the Ministry of Business, Innovation and Employment (MBIE). This suggests that although 55% of research effort and results will be directly captured by industry, 45% should be strategic/public good.

The latter is the research that focuses on the environmental landscape but is difficult to sheet home to an individual user. Biosecurity and understanding of pests and diseases – and therefore how they can be managed – are in this category. The pasture pest research capability in Agresearch is estimated to be at most one-third of what it had a decade ago.

The climate change group has been similarly downsized, as has strategic plant breeding in general Of particular concern to farmers and growers should be the loss of research covering the wide range of climate and soils, and hence weatherpest-disease-pastureanimal-environment interactions, that are a feature of NZ. Central research hubs are supposed to serve the regions, but tales of ‘too far in terms of time and expense’ already exist.

Of course there are some researchers still trying to do what is required, but budgets constrain their efforts. And models cannot take the place of actual research.

The outlook is not improving. Open bidding

for funding through MBIE and ‘innovative New Zealand’ puts vital publicgood research on pest management and climate change into the same pool as far more trendy sub-

jects such a high-tech manufacturing.

Examination of what farmers and growers need from research in order to be able to go on supporting the economy is urgent.

Aligning research funding to contribution would be a start, as would giving core funding to the scientists with a track record of research that adds value to farmers and growers.

The next step would be to re-establish research in the regions, perhaps on Landcorp farms in the absence of research farms.

A rethink of the current system is vital to

ensure the sustainable future that farmers and growers want and NZ needs.

24 OPINION MIE REALLY DOING GOD’S WORK I HAVE read many misleading articles in my time, but unsubstantiated attacks on MIE show how little is known, or journalists are just not willing to find out about why it exists and the need for its continued existence.

Firstly you reported Blair Gallagher was a current MIE executive member but that is untrue: he resigned along with Tim Coop, Tom O’Sullivan and then chairman Peter McDonald when SFF announced its partnership with Shanghai Maling.

Examine why the cooperative model even exists and you will find they were established to protect their members from the control of the British meat giants Weddell, Vestys and Borthwicks, who for many

years had controlled the price they paid to farmers.

For many years these companies were highly successful and paid worthwhile margins over what other companies in the industry could deliver. However with the demise of sheep breeding flocks and the growth of small private companies that sprang up, the big co-ops have struggled to compete as they had large plants built for the needs of the 1970s80s that could handle the large volumes required at the time which by and large are now mostly not required.

It was from this, current, position that MIE wanted to take the industry forward so that we could all be proud of

being a part of a strategy to deliver good financial gains and reward all members equally built around a strong business structure.

Sadly this may not now happen as we watch the further erosion of the cooperative model if the Shanghai Maling takeover gets the green light.

Attacks and accusations that MIE has been negligent in its financial dealings and implying all is not in order is shonky journalism.

The biggest yet RURAL CONTRACTORS from around the country descended on the Bay of Islands in late June for this year’s RCNZ annual conference.

I was delighted with the record conference turnout of 153, given the current economic climate.

This is the largest turnout I can recall and it seems many rural contractors have decided to ignore the doom and gloom merchants and are looking forward to better times.

The conference had an exciting agenda of issues relevant and pertinent to the rural contracting sector and a number of top-line speakers. This year’s theme was, ‘Your Business from Start to Finish’ and the event also celebrated the 20th anniversary of Rural Contractors NZ as an organisation.

Mining rich gold from data Landcorp is ramping up its use of technology in its strategy to improve overall performance. It’s even issuing smartphones to all its staff to maximise the collection of data. Peter Burke reports.

LANDCORP’S GENERAL manager of innovation and technology, Rob Ford, is leading the SOE’s charge to more productive use of technology.

He says long ago in the days of the Department of Lands and Survey the company had a philosophy of collecting data; today it is building on that rich data.

On every Landcorp farm visitors soon notice weather stations, but that is just the obvious.

Now data collection also includes animal health and treatments, animal performance and nutritional and pasture data. Landcorp is also working with other entities that have data to mesh with its own.

Ford says the primary reason for collecting data is to provide an information source for the SOE’s farm managers throughout New Zealand, to make their operations more profitable, productive and sustainable.

“But that data then rolls up to a platform level on a number of farms in a given region

and then up to a national picture and finally to key performance indicators

for the company,” he told Rural News. “At that level it provides a

more holistic view of the business and helps drive strategy for the future.”

Every Landcorp farm has its own weather station.

SCREENS IN SHEDS LANDCORP IS installing touch screens in all its dairy and wool sheds to give all staff access to information about the company.

Rob Ford says this allows staff at any time to view talks by the chief executive or get updates on what’s happening in the business.

“They can go in and enter their timesheets and access the portal for other areas of the Landcorp business,” he explains. “They can see performance

information on their farm and communicate with others via the touch screen, so it’s creating a connection for our farm teams.

“It’s more than just a cellphone -much more into the corporate environment and the performance of our organisation.”

Ford says given the digital age, this system better meets the needs of the younger demographic of the company’s staff.

Teaching staff to deal with new technology presents itself as a bit of a bell curve, especially given that it’s spread across 140 farms.

Landcorp is developing automatic data capture regimes which are simple and intuitive and is working with staff to explain the reasons and value in gathering data.

The data underpins Landcorp’s Pamu brand with its commitments to treat its people and stock well, and to environmentally sustainable management practices. The data effectively provides traceability.

At individual farm level the data collection is enabling farm managers to learn what does and doesn’t work on other properties, avoiding duplication of effort, says Ford. It shows soil profiles on all the farms, the cultivars grown on those farms, how much pasture is being grown and consumed on all land, soil temperature and moisture and weather information.

“If you find a farm in that data set which matches another one but which isn’t performing as well, then you can look at the reasons, which may involve something like changing a cultivar. This is where the value of that big data source comes in,” Ford explains.

The scale matters, and the learnings can be taken for other farmers to leverage off.

“If we don’t have this data being captured we don’t know what our calving process or calving spread are looking like across all our farms. That in the end translates into days in milk which staff can understand,” he says.

LANDCORP IS making more use of technology to improve onfarm efficiency in its sheep, beef and deer operations, Ford says.

One innovation now on trial is an in-line system that weighs a sheep, which then goes onto a conveyor for inoculations, treatments and drenching in line.

“That basically takes away the necessity to do four separate jobs in four separate locations; doing it in one place gets greater efficiency from farm staff. That allows you to free them up to do more important jobs onfarm.”

Trials are taking place in the South Island, with TruTest and Prattley, on a farm management system for beef, sheep and deer, collecting data on the animals.

“We think we can lift performance using weight gain reporting, especially young stock coming in -measuring how they are tracking in their BVs towards acceptable growth rate targets,” Ford says.

Young Canterbury bee man buzzing North Canterbury beekeeper James Malcolm is going from strength to strength in a fast-changing industry facing the challenges of increasing corporatisation, new technology, parasites and even hive thefts. Nigel Malthus reports.

HONEY HARVESTING is over for the year and hives in high country, near sources such as manuka, have been brought down to the warmer plains for wintering.

Rural News caught up with James Malcolm at his base at Okuku, near Rangiora, North Canterbury, in the middle of his two-month winter low season. Trading as Natural New Zealand Honey, Malcolm has about 3150 hives and plans to increase that to about 4000 in the coming season.

During the season most of his hives are placed within 40km of base, anywhere between the Waimakariri and the Clarence rivers, and on the West Coast between Ross and Fox, where rata and kamahi honey are harvested.

He also breeds queens for his own re-stocking and for sale to other beekeepers.

Aged just 28, Malcolm has built his business in just ten years, starting from “curiosity,” helping out a beekeeper who kept hives on his parents’ farm near Ashburton.

That led to an apprenticeship with Midlands Apiaries, Ashburton, and setting up his own company about six

years ago. He now partners with Midlands, which does his honey extraction and packaging to market.

“It started from humble beginnings: ten years ago there were ten beehives,” Malcolm says. “Now we’ve got just over 3000 hives and our queen breeding programme, with 1600 mating units.”

Last year he harvested 115 tonnes, including about 50 tonnes of manuka honey.

Malcolm employs 14 staff and has four new apprentices lined up to start in the coming season, from 137 applications. He says that unlike some big corporate producers who employ many foreign workers, he is happy to employ people living within 45km of Christchurch. He says when looking for staff he is “real big” on relationships and culture.

“The type of person we’re looking for is a well-rounded person with a lot of different skills. They don’t all need to be the same.”

The industry is getting very corporate, he says. The pressure is building on the smaller operators to either team up or tuck under the wings of the big players.

THE VARROA mite remains among the industry’s biggest problems, James Malcolm says.

It reached North Canterbury about six years ago and has now spread nationwide. Killing the mite is usually done by miticide strips hung in the hives.

Natural NZ Honey is running a breeding programme with two expert Serbian employees aiming to breed varroa-resistant queens. One is a geneticist who was involved in a breeding programme through Belgrade University, which took 20 years to establish varroa-resistant strains in Europe.

Malcolm says hives have traditionally been sited on farms under relatively informal arrangements with landowners, who get the benefits of pollination of crops and clover and the “feel-good factor” of having bees around.

But now all his manuka-harvesting hives are sited under percentage profitsharing arrangements.

“On high-country farms, farmers have been fighting manuka forever, as far as trying to get rid of it,” he explains.

“So it’s a transition where they’re saying ‘hey, we’ve got this resource that’s worth money’. For them it’s diversifying away from sheep and beef.

“They can let some of their back country go – stop wasting money on chemicals and diggers and dozers clearing it – and harvest money from it.”

Earlier this year, Malcolm had 24 of his queen-breeding mating hives stolen from a site at Sefton. Although the theft would have needed some organisation, he’s not sure the thieves knew what they were doing, otherwise they may have taken all 100 hives from the site.

“They would have opened them up then thought ‘what the hell is this?’ It looked like a normal beehive, but inside there’s two separate mating units. If they had some beekeeping knowledge they’d have pinched the right thing.”

Malcolm has since investigated using GPS tracking as a possible theft deterrent, but found it too expensive.

However, he is now experimenting with surveillance cameras and electronic tracking of individual honey frames.

For this season, he will bring in NZ-made plastic honey frames with NFC (near-field communication) chips. The wooden boxes which carry the frames and stack together to form the hives will also have RFID (radiofrequency identification) chips.

He expects this tracing to become the national standard, allowing traceability throughout the process.

About 95% of NZ honey is exported.

Malcolm says a major change in the industry has been a move to package for retail here in NZ rather than export in bulk, to add value and to combat counterfeiting of high-value manuka honey.

Three years ago about 80% of honey was exported in bulk and about 20% packaged, but those statistics have now reversed.

“That has transitioned in a very short time, to add value and integrity of the product so that it’s tamper-proof.

It’s produced and packed in NZ so it’s not blended with honeys from around the world. People have been shafting the system for a long time.”

training use three-six quiet sheep (not rams, cryptorchid’s or ewes with lambs at foot), pre-work the sheep for a day or two with an older dog and remove any scatterbrain or confrontational troublemakers.

Never train your dog if you feel shattered after a big day or you are in a foul mood; you will do more harm than good.

Your young dog does not deserve your short fuse or inappropriate chastisement; it is learning, it doesn’t understand and it needs your patience more than anything else. The outcome will be greater if it is relaxing in the kennel until you are in a better frame of mind.

When you are working with a young dog, always, I repeat ‘always’, end on a good note.

If things are going wrong, rather than persevering and making matters worse, decide to call it quits, ask your dog to do something it understands and obeys (something simple like coming when called, lying down, etc) pat it, say ‘good dog’ and end for the day.

I have seen too many idiots angrily insisting a dog does something it doesn’t understand, over and over again, expecting it to learn, until they get to the point where the dog is terrified and the trainer (for want of a better word – but they’re not) loses their temper with the poor thing, often ruining it for life. If only they had stopped long before this point.

Expect a court summons for bobby calf abuse – MPI PETER BURKE peterb@ruralnews.co.nz

WITH NEW regulations on bobby calves in force from August 1, MPI is encouraging people to report breaches.

The rules ban trucking bobby calves younger than four days old, set 12 hours as the maximum journey time, prohibit the shipping of young calves across Cook Strait and forbid ‘blunt force’ (blow to the head) killing of calves except in an emergency.

MPI’s deputy director-general Scott Gallacher says the vast

majority of New Zealand farmers do the right thing day-to-day in the welfare of their animals; MPI is confident the welfare message has got out to farmers.

“We are not only working with all the players in industry; we have undertaken a media campaign direct to consumers, the public and farmers to make sure everyone knows that if they see anything causing concern [they should] contact MPI and we’ll get to the bottom of it.”

MPI’s campaign on the new regulations is to

alert anyone interested in animal welfare to their right to call the ministry, Gallacher says.

“I am encouraging people to reach out on any issue. It might well be an education programme all round because we are aware that people often see something that concerns them. I don’t want them left in the dark with no-one to talk to.

“It is quite powerful for us when we get back to people and say ‘we have investigated that and it wasn’t what you thought; it was actually this situation and there

was no breach of the animal welfare rules’.

From our perspective it is part of an education process in having had a conversation with them.”

Gallacher says this is part of the process of reassuring the public that MPI will investigate any complaint and if there is a breach of regulations it will prosecute.

“As soon as we have information in front of us that highlights offending then we prosecute.

“In fact... on the bobby calf issue that

played out last year we prosecuted one case, had a guilty plea and we have currently got a company director in court and we are continuing to investigate.

“We also have other prosecutions underway relating to animal welfare issues. We want people to see that we take this seriously and that we prosecute people who break the law.”

Gallacher says MPI is trying to hold to account the “minority” of people who don’t look at the rules, or who ignore the rules and do not consider the rights of animals.

may now voluntarily install CCTV to monitor unloading and slaughter of bobby calves at petfood plants and it has developed pre-season training for processing staff.

MIA and the Road Transport forum have educated their members and suppliers to ensure they comply with the new rules.

Gallacher says “the rubber hits the road now” and everyone in the supply chain must this season meet the required standards of care for bobby calves.

WorkSafe has been advised by the medical officer of health of the

Al McCone, WorkSafe agriculture manager, says farmers have a duty of care to protect their own health and that of any farm workers by eliminating or reducing any health risk.

“Leptospirosis is a particular risk to people working in close contact with animals or animal products, especially in wet environments,” says McCone.

“Farmers should vaccinate their animals, control rodents, practise good personal hygiene, use protective equipment, and get help early if they feel unwell. As initial symptoms are very similar to flu, if you do feel unwell and go to see your health professional, it will pay to check for leptospirosis.”

Animal vaccination is critical to breaking the cycle of infection, which includes understanding farm management risk factors, says McCone.

The disease is transmitted in water and through the urine of cattle, pigs, deer and sheep, rats, mice, possums and hedgehogs.

Infection can get through breaks in the skin or the mucous membranes of the eyes, nose or mouth.

Dogs may carry leptospirosis or get sick with it and they may then spread the infection to humans. Talk to your vet about vaccinations for your animals.

“You don’t have to come into direct contact with urine or infected tissue of an infected animal,” says McCone.

“Even a splash or fine spray of urine, or indirect contact with urine-contaminated water, such as water used to clean down a cowshed or stockyard, can spread the disease.”

Contaminated rivers and lakes may also be a source of infection.

“The use of urinecontaminated animal manure when gardening is another potential source. In New Zealand farming systems, flood water, and water-logged paddocks and waterways, are a particular risk,” says McCone.

Meanwhile the NZ Veterinary Conference in Hamilton recently heard

that human leptospirosis costs the NZ economy about $30 million per annum.

While leptospirosis in pastoral livestock and associated at-risk human populations in NZ is reasonably understood, the role of mammalian wildlife species in its spread is poorly defined.

It has not been studied for 30 years, says the presentation from a group of vets associated with Institute of Veterinary, Animal and Biomedical Sciences.

A study will start later this year to better inform farmers about leptospirosis control strategies and provide data to better understand transmission of the disease from wildlife to livestock. It may lead to improved prevention strategies.

A 2014-15 Massey University pilot study of brush-tailed possums, stoats, ferrets, weasels, rats, mice, rabbits and hedgehogs from various locations in the North Island established exposure, kidney colonisation and urine shedding of Leptospira in some wildlife species.

“This confirmed that wildlife species play a role in the epidemiology of leptospiral infection in rural and urban environments in NZ,” the presentation says.

In late 2016, an investigation will start of evidence of leptospirosis in urinary shedding and renal colonisation in small, nonnative wildlife and the association with the disease found in livestock on NZ sheep and beef farms.

Wildlife populations will be studied at sites known to have leptospirosis in cattle and/or sheep.

Comparison with wildlife populations in sites with negligible evidence of leptospirosis in livestock will enable wildlife-livestock associations to be established, hence developing a more complete evaluation of the role of wildlife in leptospirosis epidemiology.

Strain isolation and using whole genome sequencing will provide improved assessments of possible/likely transmission pathways.

GIVEN THAT its designers were the genius behind the Ferrari 250 GT, the Lotus Esprit Turbo and the Volkswagen Golf GTI this new tractor had to be a looker.

The Deutz Fahr 9 series looks the part, but are the mechanicals up to the task, or is this just a supermodel that is all smoke and mirrors?

The good news is that Series nine takes tried and tested technology, already seen in the likes of Series 7, and upgrades the specification to deal with the increased power.

These tractors – with maximum engine outputs of 295, 312 and 336hp in the 9290, 9310 and 9340 models respectively -- use a 6-cylinder, 7.8L Deutz TTCD engine. This is supplied to the Australasian markets in Tier 3 form, which removes the need for SCR and DPF after-treatment systems. Two stage turbocharging and an intercooling package sees the unit deliver 90% torque at only 1000rpm, and maximum output at a constant level between 1200 and 1600rpm.

The continuously variable transmission is a ZF Terramatic unit which offers four automatically selected ranges subject to speed and load, and three driving modes dependant on the task at hand. The standout feature, besides the stepless speed control from 0-50km/h, is the claim of 80% mechanical

proportion during field work at 8-15km/h, which rises to 90% in typical transport situations.

At the rear of the tractor the 3pt linkage is quoted as having 12 tonnes lift capacity, and combines with a closed centre, load sensing hydraulic system which can deliver up to 210L/min to up to seven sets of remotes. Up front the linkage system is said to have a capacity of 5 tonnes and has two PTO speeds, while the rear has three options so all situations should be easily catered for.

The MaxVision 2 cabin has a newly incorporated panoramic windscreen for outstanding visibility, and uses the fourth-generation i-Monitor to the driver’s right for controlling engine, transmission and hydraulics as well as system cameras and ISOBUS functions.

The touch screen system also has a neat feature in its ability to allow the operator to dedicate any of the buttons on the right-hand armrest for favourite functions.

With driver comfort a must for long productive days, an air seat combines with a pneumatically suspended cabin which is also isolated from the engine to restrict noise levels to only 69 decibels.

Up front a DANA front axle improves comfort further by offering 90mm of suspension travel and also features external dry disc brakes for impressive stopping power; it combines with electronically engaged 4WD, and automated diff-lock systems to keep things going in difficult conditions.

GOING AGAINST THE TREND BUCKING THE industry trend of the past two seasons, SDF appears to being doing something right, catching the eye or imagination of potential customers.

The company reported increased sales of 15% to Euro 1.39 billion, against industry statistics showing a general drop of 10% for year 2015 over 2014.

Earnings were reported at Euro 125 million (EBITDA), while investment was at record levels of Euro 103 million, with E 41m spent on a new tractor plant in Germany, E33m on new product development and E434m spent on buying 95% of a joint venture in China.

THE NUMBER of Irish tradies working in Christchurch, and those operating rural contractors’ machinery and tractors at harvest time, show how much the Irish like New Zealand.

And if you’re a regular at Fieldays you must have noticed the enduring presence, now in its tenth year, of Enterprise Ireland (EI), their lilting accents and everlasting smiles promoting Irish manufacturers to Kiwis.

At Fieldays 2016, 21 Irish companies were there: readily recognisable names such as Keenan and McHale, and new ones such as MooCall and Erth Engineering.

The big Irish companies we know, but also notable now are the Emerald Isle firms moving in the ‘tech’ sphere: the software company Sixty-5, producing data for effec-

tive pasture management, and MooCall, whose device fitted to a cow’s tail wirelessly advises farmers of imminent calving.

Mary Kinnane, EI’s director Australia and NZ, says “despite popular belief, Ireland is one the fastest growing economies in the Europe”.

“We share strong historical connections, innumerable social and cultural ties, and in some cases deep personal ties with NZ – which make us want to do business in this great country.

“Our presence allows Irish businesses to promote their products to potential customers and showcase the innovation, quality and enduring commitment to the market and, most importantly, to learn from one another.”

EI companies increased exports 10% in 2015 to a record Euro 20.6 billion (NZ$32bn) – almost double 10 years ago. This creates jobs in a

country with 7.8% unemployment and a minimum wage of Euro 9.15 (NZ$14.45) per hour.

EI participates at every stage of companies’ growth – commercialising research, investing equity in start-ups, stimulating the venture capital ecosystem and promoting sales in overseas markets such as NZ. The Irish brigade showed off a diversity of products and company longevity.

For example, Jason Cross fronted for his family’s company Cross Agricultural Engineering, formed in 1987, making slurry pumps and tankers and a range of fodder beet cleaning machinery.

These are finding favour in a fast growing NZ market and Cross spends many weeks here each year promoting them.

At the other end of the spectrum George Fleming heads Flemings Agri, a business 150 years old,

spanning five generations building products such as trailers, bale handlers and rollers.

“Our business is based on the premise that we build implements people will always need for day-today farming, that are well designed and manufactured and won’t break the bank,” Fleming says.

He visits NZ three times a year to support his importer Toplink Machinery and its dealers, and although he’s approaching the big ‘6-0’ shows no signs of slowing down.

The Irish/Kiwi partnership is undoubtedly an enduring one. SINCE ITS launch in 1996, following a decade of development, Lexion combine harvesters from Claas have set the benchmark for high capacity cereal production.

Back then Claas, in the 400 series -- in particular the top of the range 480 – mounted its APS pre-separation system ahead of a 600mm diameter threshing drum and introduced the Roto-Plus forced separation system, which differed from a conventional straw walker layout in using rotors inside threshing grates; this led to the arrival of a new harvesting category called APSHybrid.

The roomy, quiet and comfortable Vista cabin had an on-board setting and monitoring system called Cebis, and the Laser Pilot, which made a breeze of steering at night or in dusty conditions.

The Lexion has been popular, hitting a 10,000 milestone in just six years; the Lexion 480 had 415hp on tap and could harvest 40 tonnes an hour all day long.

In 2003 came the 500 series with more harvesting capacity and refined technical systems, and by 2005 the 600 series had arrived, pushing output to 70 tonnes per hour.

Of course customers wanted more, so in 2010 the 700 series appeared, able to carry headers up to 12.3m wide, travel at 40km/h on the road where local regulations allowed and equipped with high end software to document and record the harvesting process.

The latest Lexion 780, launched in 2013, sets the benchmark for harvesting performance, its grain tank holding 13,500L. It sports the Cemos automatic driver assistance system, by which the driver sets defaults for

engine load, grain losses and returns loading, then the machine calculates and adjusts for maximum output within the set parameters.

The latest machines can also be specified with 4D cleaning systems for working on hillsides, and an automatic crop flow system. These and the original concepts gained

John Deere has led in this type of technology, its first StarFire units heading to market around 16 years ago.

Improvements since then have included the StarFire ITC and Series 3000 receivers.

Now comes the new 6000 receiver and SF3 signal package which should raise levels of accuracy, improve repeatability and increase signal pull-in speeds.

The 6000 series offers a full range of differential correction levels, from the entry-level SF1 satellitedelivered signal, right up to the premium RTK option.

To optimise the performance of the new receiver the SF3 correction level will help get 40% greater passto-pass accuracy and 66% faster pull-in time than the previous SF2 level. The overall result should be that customers achieve RTK-like accuracy without having to buy the higher cost system, but still remain accurate right down to 2.5cm.

Also included in the receiver is an improved Rapid Recovery feature, which allows quicker return to signal capture and high accuracy if the GNS signal is lost because of shading from trees, buildings or hills.

A built-in USB port makes software upgrades much easier, typically taking three minutes versus the 20 minutes of previous systems.

The new guidance package can be factory installed on all models of 2017 tractors, headers and sprayers.

THE TERM ‘pocket rocket’ might instantly bring to mind the Aussie songstress Kylie Minogue.

But wait… more productive and needing much less maintenance – though deserving the same nickname– is the JCB 516-40 telehandler.

It’s compact – only 1.56m wide and 1.8m tall – but big of heart, lifting 1.6 tonnes to 4m and 1000kg at 2m forward reach. Especially this will suit poultry farms and growing and farming applications where access is limited and massive lift capacities are not required.

It has a one-piece fully welded chassis for durability and reliability; this and

other key components such as the boom and cabin are dipped in an electrophoretic alloy solution for superior protection against corrosion, then are powder coated for chip resistance and long life.

Motive power is delivered by a 2.2L Tier 3 emission-spec Kohler engine developing 47hp at 800rpm and 130Nm torque at 1600rpm.

A two-stage hydrostatic transmission allows a maximum speed of 26km/h; its transmission dump system on the brake pedal allows multifunctioning during loading and rehandling without sapping engine power.

The main boom is heavy duty: a minimum of 0.5m overlap between sections and hydraulic

pipework routed through the boom section for protection and superior load visibility.

Control is by single lever joystick for all functions, including forward and reverse, as well as flow rates for the auxiliary circuit, which has a maximum output of 56L/min. An adaptive load control system also prevents overloading, and check valves ensure all main hydraulic cylinders are locked out in the event of catastrophic hose failure.

The cabin is mounted low and access is easy through a ‘stable door’ leading to an air suspended seat in an area 0.9m wide. The upper door can be pinned back for ventilation or the machine can be specified with air conditioning.

out controls make for easy working during long hours, and the back-lit instruments are good for late nights or early winter mornings.

Tow and Fert saves on fert costs ™

Given the current financial conditions for dairy farmers around the world, managing input costs without decreasing production is the only logical way to navigate through this tough time. Technology developed in Dannevirke is becoming noticed as breakthrough technology with research agencies in other pasture grazing markets around the world. Tow and Fert, designed and manufactured by Metalform, has the ability to either reduce fertiliser input costs without impacting pasture yields, or maintain fertiliser inputs and improving dry matter and protein production.

As well as proven research from NZ and a dairy co-operative in NSW Australia, an independent dairy specialist in the UK is the latest company to prove the efficiency of Nitrogen when applied in a foliar form. The trials were performed when applying 33%, 66% and 100% of the typical rate of nitrogen which was 25kg/ha, 50kg/ha and 75kg/ha of foliar applied Urea compared to 75kg/ha of granular Urea. Even when the foliar urea was applied at 33% of typical application rate, the DM response was only 10% less DM per hectare. At an application rate of 50kg/ha which was 66% of the control rate, the increase of DM yield was exactly 50% higher. Based on this research, now consistent from 3 different research trials it can be concluded the possibilty of acheiving the same DM response with only 1/2 the amount of urea.

To put this into a reality from a profitability point of view, on a typical farm of 150 hectares milking 400 cows, a typical application of granular Urea at 80kg/ha 6 times a year would equate to approximately 72 tonne of Urea, $43,000. If it were to be dissolved and applied as a foliar spay, then the cost would be around $18,000, which is an annual saving of $25,000. From an environmental point of view, the N escaping into the environment, as ammonia, leached beyond the plant’s root zone or as the greenhouse gas, Nitrous oxide, would be largely reduced because the Urea should not enter the soil but is directly absorbed by the leaves.
