Rumors of prolonged closure of Heights subway station have businesses on edge

Rumors are all that local business owners have to go on about a potential long-term closure of the Clark Street subway station in Brooklyn Heights.

The station, served by the 2 and 3 train, is rumored to be on the list for closure to make repairs to three elevators that descend 10 stories underground. The agency hasn’t confirmed a plan, but if the information leaked by NYC Transit employees to business owners within the station are true, some of the shops might have to fold. Many of them have operated out of the arcade at the St. George Tower at the corner of Henry and Clark streets for decades.

“They didn’t tell us anything,” said Fernando Castano, who has worked for a shoe repair shop in the arcade, Brooklyn Heights Shoe Master, for more than 18 years. His boss, sitting nearby, didn’t want his name in the paper but said he agreed with Castano.

While New York City Transit employees have been speculating out loud about the MTA’s plans for a year-long shutdown to repair the station’s three ailing elevators, the agency is not sharing

this information with the businesses that depend on the station’s subway commuters to make a living. Roughly 1.6 million commutes began at the station in 2017, according to NYC Transit figures.

Castano said he was worried. “We won’t make the rent” without foot traffic, he said.

Also in the arcade are a hair salon (The Cutting Den, in operation for more than 90 years), plus a newsstand, Cuban coffee shop, market and sushi restaurant. The businesses pay rent to St. George Associates.

None of them have heard anything official about the plan.

According to the rampant rumors, however, the station could shut down completely in January.

“No one has said anything about it,” said Andrew Sabba, owner and operator of Cafécito To Go. Sabba, who grew up in Brooklyn Heights, spent almost 15 years in Miami and “wanted to bring that flavor of Cubanstyle coffee and pastries to Brooklyn Heights,” he said.

“It’s a good thing in a subway arcade for grab and go — coffee, pastries on the way to work. People are loving it.

Business has been good. People are just starting to discover us.”

Shops line the arcade of the Clark Street subway station. Shopkeepers say they have heard nothing from NYC Transit about the plans to close the station for a prolonged period, and worry they could go out of business without commuter traffic.

Neighborhoods flooded by film crews could get relief under a proposed ‘Bill of Rights’

It’s one of the most frequent complaints made by residents of Brooklyn’s scenic neighborhoods: film crews and their paraphernalia flooding local streets, taking up parking and disrupting deliveries to local businesses.

New York City Councilmember Inez Barron says that beleaguered New Yorkers deserve a “Bill of Rights” protecting them from such incursions.

Barron, who represents Brooklyn’s District 42 (D-East New York, New Lots), has introduced two bills aimed at helping residents who have a hard time getting to their homes, parking spaces or Access-A-Rides because production companies have taken over the area. Adding to residents’ frustration is the perception that different rules seem to apply in different neighborhoods, or even from block to block.

In 2018, NYC’s 311 received 1,329 complaints about film or television production citywide.

This was up from 1,083 in 2017 and 1,053 in 2016.

In the first bill, Intro 14952019, a community and media Bill of Rights would provide clear and consistent guidelines for production parking, safety, sanitation and communications.

A second bill, Intro 1515, cosponsored by Adams, would create a seven-member task force with the job of mitigating the negative economic impact of film and television production on local communities. At least two members of this task force would be local business owners.

“The intent and goal of Intro 1495 and Intro 1515 is to foster better relationships between the media, film and entertainment companies and our communities, which include our residents and local businesses,” Barron told the Brooklyn Heights Press.

Media production going up According to the Mayor’s Office of Media and Entertainment, media production has gone up citywide in recent years, especially episodic TV series. Altogether, the productions account for more than 305,000 jobs, and provide an economic output of $104 billion.

Figures obtained from NYC’s Open Database show that the city issued 41,424 daily film permits in 2018. Of these, 20,845 were in Manhattan, 12,534 were in Brooklyn, 4,404 were in Queens, 1,129 were in the Bronx and 512 were in Staten Island.

But some neighborhoods in Brooklyn bear more of the brunt than others. In Community Board 1’s Greenpoint/Williams-

burg neighborhoods, 5,659 daily film permits were issued in 2018 — roughly a quarter of all film permits filed in Brooklyn.

(Some are student films and photo shoots, and so are considered “low impact.”)

Another area slammed by frequent filming in Brooklyn is Community Board 2’s Brooklyn Heights/DUMBO/Boerum Hill neighborhoods. In 2018, the city issued 1,851 daily film permits for this area, or roughly five a day.

Last year, business owners on Montague Street in Brooklyn Heights told the Heights Press that production crews and cast members spent very little money at area restaurants and other businesses. On top of that, they said, regular customers and delivery trucks had no place to park during filming.

The NYPD posts “No Parking” notices in advance, and parking spaces can be held a maximum of 24 hours in advance of the shoot time as they become available.

On Tuesday, production parking assistant Martin Davis, of Iconic Parking, was holding park-ing spaces open with traffic cones on Montague Street for a Maybelline commercial shoot that was scheduled for the next day.

Davis said that he often allows people to park in the spaces that he is trying to hold open if they tell him they’ll just be 20 minutes, or even an hour and a half, as long as they are gone when they say they will be.

“They be nice, we’ll be nice,” Davis told the Heights Press.

“We do allow a lot of parking the day before a shoot.” But “never on shoot day,” he added.

If people discovered that their cars have been removed, they can call 311, tell them their license plate number, and learn where the production’s workers moved the car. The production company also keeps a log listing the locations of any relocated vehicle. Additionally, a copy of this log is furnished to the local precinct.

Sabba says 80 percent of his business comes from commuters.

“Without the train it’s pretty much done. I just started this business over a month ago. They gave me no indication.”

Sabba said that luckily, his lease is up in January. “So I’ll see if I move locations, or …”

He thinks that if the MTA and the city don’t compensate the businesses for the lack of customers, then St. George Associates should.

“There’s no real point in staying open if the subway’s not open,” he said.

After numerous breakdowns and several incidents with the elevators, including one last October that required passengers to escape the elevator car through an opening in the ceiling, Borough President Eric Adams urged NYC Transit to commence repairs as soon as possible.

But even Borough Hall has had trouble getting details of the plan from the agency.

“For whatever reason, proactive transparency continues to be a challenge for the MTA,” Adams said in a statement on Monday. “Repairs to the unreliable elevators at the Clark Street subway station are a health and safety imperative that cannot be deferred any longer, and commuters and small businesses need to know how to plan for the construction to come as early as possible. Even publicizing a timeline to finalizing a construction timeline would be appreciated at this point. I appreciate that New York City Transit is taking steps forward on this project, but those steps should be swifter and more visible.”

Brooklyn Heights resident Marty Feuerman told the Brook-

lyn Heights Pressthat he heard the rumor from a station clerk, who told him that “the plan is to shut down the station 24/7 from around January 2020 to January 2021. He said they need to shut down, because they will be repairing all three elevators at the same time.” Feuerman said a second clerk also told him about the closure.

A 10-story flight of stairs at Clarke Street station is used only in emergencies.

Feuerman said the closure wouldn’t inconvenience him so much, “But I do feel bad about the businesses by the arcade.

Also, elderly people may find the walk from Borough Hall a bit daunting.”

Feuerman added, “It would be great if the work (and the shutdown) could be done only at nights when fewer people and businesses are affected, since the businesses are mostly closed anyway at that time.”

NYC Transit told the Heights Press that the agency would be issuing a statement within a couple of weeks on the project.

According to rumor, NYC Transit will be awarding a contract for the elevator repairs in July.

The impacts could be felt by nearby stations. Though 1.6 million commutes originated at Clark Street station, ridership was down considerably in 2017 due to weekend closures for repairs caused by Superstorm Sandy.

During that same period, A-train ridership at nearby High Street station went up. The next closest subway station, the large Court Street/Borough Hall station, logged 10.6 million journeys during the same time period, down slightly, as was subway ridership in general that year.

The revival of Downtown Brooklyn’s famous Gage & Tollner took a step forward on Tuesday, with newly revealed interior designs getting a thumbs up from the city.

The city Landmarks Preservation Commission unanimously approved Sohui Kim, Ben Schneider and St. John Frizell’s renovation plans for the interior of the restaurant at 372 Fulton St. Schneider told the Brooklyn Heights Press after the vote that renovation work will start ASAP. At a hearing that preceded the Landmarks Preservation Commission’s vote, Schneider said he and his partners now have 200 small investors and 35 equity investors for the Gage & Tollner project.

Frizell told the commissioners about his and his business partners’ love for the iconic restaurant space they’re renting.

The first time the three of them set foot inside it two years ago, “it was like walking into a cathedral,” he said. “We were awestruck.”

Brass chandeliers and mirrors galore The Fulton Street building where the restaurant space is located belongs to 374 Fulton Associates LLC with Samuel Jemal as president, which bought it for $2.8 million in 2004, city Finance Department records show.

Gage & Tollner was in business for 125 years before closing in 2004. After it shuttered, tenants in the restaurant space included TGI Fridays, then Arby’s and later a shop that sold discount jewelry and clothing.

Though it is vacant at this moment, the restaurant space is an eye-popping sight.

A row of dramatic brass chandeliers hangs overhead. When they were installed in 1888, they were set up for dual use — to burn gas and use electricity.

Massive mirrors are framed by cherry-wood arches. Walls are covered with cut velvet.

The changes that project architect Eric Safyan devised for furniture, wall coverings and lighting fixtures had to be subtle because Gage & Tollner’s ground-floor dining room is an interior landmark. That means the commission must approve any alterations to it.

A small number of Brooklyn properties have landmarked interiors. Most city landmarking applies solely to properties’ exteriors, which cannot be demolished or altered without the commission’s permission.

The exterior of 372 Fulton St. is landmarked.

The late Italianate-style townhouse was constructed in the 1870s. The storefront’s architectural style is neo-Grec.

Safyan based his design, down to the smallest details, on voluminous historic research. For instance, he created pendant lights to hang inside the restaurant’s front windows that are similar to lights in a 1950s photograph and a 1970s photograph.

Oysters and she-crab soup Before the vote, Commissioner Jeanne Lutfy said she’s “really excited” about the restaurateurs’ plan to revive Gage & Tollner.

Lutfy complimented them on their work with their restaurants.

“You go in in a very understated way and make yourselves a part of the landscape … and become part of the community,” she said.

Schneider and Kim own The Good Fork in Red Hook and Insa in Gowanus. Frizell owns Fort Defiance in Red Hook.

Commissioner Frederick Bland recalled that the first meal he ever ate in Brooklyn was at Gage & Tollner in 1972.

In testimony at the hearing, Historic Districts Council Executive Director Simeon Bankoff said, “The return of Gage & Tollner is an occasion for joy.”

He called the restaurant’s reopening “a wonderful event for Brooklyn and New York” and said, “The broad interest and anticipation of this long-vanished restaurant’s return cannot be overstated.”

The restaurateurs are planning to make Gage & Tollner a 21st-century version of an oyster and chophouse, which is what it was back in the day. In a Heights Press story published in March, Frizell said they’ll definitely serve she-crab soup, which was a specialty of a former chef, Edna Lewis.

BY JAN GROOVER Jan Groover created her famous Kitchen Still Lifes in 1978 and 1979. Using a large-format camera, she transformed colanders, knives, spatulas and baking pans into objects of beauty that still hold a visual interest that transcends their common use. Her seductively modern color palette of greens, pewter, bronze and brown tonalities permeates the space dissected by kitchen paraphernalia. These take on a new visual meaning as a result of Groover’s juxtaposition of the elements. Although never unrecognizable as everyday objects, these utensils float into an abstract amalgam of planes and shapes.

Don’t Follow the Wind is a project situated inside the radioactive Fukushima exclusion zone in Japan, the inaccessible area surrounding the Fukushima Dai-ichi Nuclear Power Plant, established

in the wake of the 2011 disaster that contaminated the environment separating residents from their homes, land, and community. As radiation knows no borders, transported on wind and water currents, it is a form of contamination that implicates us all in its unseen isotopic presence.

ONE: EGÚNGÚN One: Egúngún tells the life story of a twentieth-century Yorùbá masquerade dance costume (egúngún), from its origins in Ògbómọ, Nigeria, to its current home in Brooklyn. Composed of over three hundred textiles from Africa, Europe, and Asia, this egúngún swirls into motion during festivals honoring departed ancestors. Centuries old, egúngún is still practiced in Nigeria, the Republic of Benin, and in the Yorùbá diaspora.

GINGER SAGE COCKTAIL INGREDIENTS

• 1 bottle of Santa Margherita Prosecco • 2 tbsp Simple Syrup • 1 cup of honey • 3 cups of water • 2 whole pears, peeled, cored and diced • 1 large piece of ginger, peeled and diced • 20 fresh sage leaves DIRECTIONS 1. In a small pot, mix the honey and water over medium heat and bring to a low boil.

2. Turn the heat down and let simmer, stirring occasionally until honey dissolves.

3. Add in pears, ginger, and sage leaves and simmer for approx 15 to 20 minutes or until mixture has reduced by a third.

4. Remove from heat and let steep for 10 minutes.

5. Strain the syrup into a mason jar or a thick bowl.

6. Remove the ginger and sage leaves. Place a few slices of the cooked pear into each wine glass followed by the simple syrup.

7. Add in Prosecco and garnish with sage leaves.

There’s a really nice one where a walkway called Verdant Path intersects with Battle Avenue.

If you photograph this tree facing up the hill, your image will include one of the quirkiest mausoleums in the cemetery.

You know spring has really arrived in Brooklyn when the cherry trees blossom beside INBrooklyn photos by Lore Croghan Green-Wood Cemetery’s landmarked gateway.

It’s the tomb of pianist Alfred Ross Parsons and his wife Alice Schuyler Van Ness. They died in the early 1930s.

Parsons was an Egyptologist. Their tomb is shaped like an ancient Egyptian pyramid.

There’s a sphinx statue out front as well as

statues of Jesus and the Virgin Mary.

The Untapped Cities website included the Van Ness-Parsons mausoleum in a posting called “The Five Weirdest Tombs and Mausoleums at Green-Wood Cemetery, Brooklyn.”

WILLIAM M. GREVE MAUSOLEUM You might get to the point where you’re weary of walking, no matter how fine the scenery.

It would be a shame to stop strolling, though — because you’d miss William M. Greve’s mausoleum and the tremendous cherry blossoms that hang beside it.

The tomb looks like a miniature Classical temple. It’s near the modern Hillside Mausoleum, which is close to the cemetery’s McDonald Avenue boundary.

Did you know Greve was a developer? As the head of a company called Realty Associates, he built hundreds of bungalows in Gerritsen Beach in the early 1920s.

MINERVA, THE GODDESS OF BATTLE HILL I should mention that Green-Wood’s gates have strict closing hours.

When the exits on Fort Hamilton Parkway and Prospect Park West are open, which is weekends and certain holidays, they’re locked up at 4 p.m.

After 4 p.m., you’ll have to double back to the main entrance on Fifth Avenue and 25th Street.

This time of year, the main entrance remains open until 7 p.m.

One good way to get to the main entrance is to stroll on Border Avenue. After you walk for a while, turn onto Hemlock Avenue and find your way up onto Battle Hill.

As of course you know, this piece of the cemetery is a key site of the Revolutionary War’s Battle of Brooklyn.

Frederick Wellington Ruckstull sculpted Battle Hill’s magnificent statue of Minerva, goddess of war, that commemorates the battle.

The most known fact about Minerva is that she lines up perfectly with the Statue of Liberty down in the harbor. Minerva raises her hand in salute to Lady Liberty in a gesture that mirrors Lady Liberty’s gesture of holding up her torch.

If you photograph Minerva in profile, you can include nearby cherry trees in the picture.

VAN NESS-PARSONS PYRAMID As you head down Battle Avenue towards Green-Wood’s main gates, you will see other blossoming cherry trees.

Registration ON THE SPOT PLATES Brooklyn Daily Eagle cover from April 30, 1945 ON APRIL 30, 1939, the Eagle reported, “The infinite patience of a St. Albans youth is today demonstrated by the fact that when the silken cord is snipped at 11 a.m., officially opening the World’s Fair to the public for the first time, 20-year-old George Horn will have completed 39 hours waiting at the North Gate to be the first person admitted. Come what may, George’s determination has not been dampened despite the Fair folks who can’t see the humor of the situation and occasionally chase him away. Since 8 o’clock Friday night, young Horn has been camped at the North Gate to the exposition grounds on the Flushing Meadows. Fair police or no Fair police, his claim has been staked, he declares. They may chase him, but the moment the coast is clear he trots back to take up his vigil.”  ON APRIL 30, 1941, the Eagle reported, “Steeplechase Park, the oldest and largest amusement park in Coney Island, will begin its 45th season on Sunday at 1 p.m. Founded in 1896, the giant fun center is expected to have its greatest season as the park has acquired the gem of the late World’s Fair midway, the parachute jump.”  ON APRIL 30, 1945, the Eagle reported, “Paris, April 30 (U.P.) – The notorious Dachau concentration camp seven miles north of Munich – the first and blackest of the political death camps established in the early days of the Hitler regime – was overrun by the 7th Army yesterday. There the Yanks killed or captured 300 SS guards and liberated 32,000 political and religious prisoners who greeted their rescuers with hysterical joy. For hundreds and perhaps thousands of Dachau’s other inmates the Americans came too late.

Fifty boxcars were found on a nearby railroad siding, loaded with bodies, torture chambers, gas boxes and other paraphernalia of terror that the Nazi guards were attempting to remove.”  ON APRIL 30, 1948, the Eagle reported, “Joe Pignatano, of 2612 W. 15th St., an 18-year-old catcher, has been signed by the Dodgers to a contract with the Cairo, Ill., club of the Kitty League by scout Art Dede. Pignatano is a graduate of Westinghouse Vocational High School.” Pignatano made his major league debut for the Dodgers in 1957, went west with the team when it moved to Los Angeles and was a member of the 1959 World Champions. He played for the Mets in 1962 and served as the bullpen coach for the 1969 championship team. He will celebrate his 90th birthday on Aug. 4.

Brooklyn Daily Eagle cover from May 2, 1945 ON MAY 2, 1908, the Brooklyn Daily Eagle reported, “The greatest invasion of eels that has ever come to Brooklyn is causing any amount of trouble to the Department of Water Supply. In one day this week sixty-eight complaints about eels lodged in water pipes reached the office of the deputy commissioner. These complaints came from all parts of the borough. At first the residents of the Heights thought that the visitors were coming to them alone, but now from Williamsburg, Bushwick and many other sections word comes that the drinking water tastes ‘fishy,’ that the pressure is slow or stopped altogether, that hydraulic motors and pipes are clogged, and even that live eels are dangling from the faucets.”  ON MAY 2, 1932, the Eagle reported, “A group of visitors were being shown about the Columbia studios.

‘There’s Kate Smith,’ the proud page boy pointed to the song bird. ‘And there’s Alex Gray and Guy Lombardo and Ruth Etting. Over there is Eddie Dowling conversing with Helen Morgan. There’s Paul Robeson, too.’ ‘Yes,’ one of the bored tourists sighed as he flicked the ash from his cigarette, ‘but where are some of the celebrities?’”  ON MAY 2, 1945, the Eagle reported, “London, May 2 (U.P.) — The German high command admitted today that the survivors of Berlin’s garrison had been splintered into isolated fragments in the government district of the dying capital. Soviet reports said Red Army shock troops were storming the ramparts of the German chancellery, where the Nazis said Adolf Hitler died at a command post yesterday. The brevity and despair of a German communique’s report on Berlin indicated the Nazi command might be about ready to write off the capital. It said: ‘Remnants of the brave garrison of Berlin continue to fight doggedly in the government district, split up in isolated battle groups.’ … Red Army troops were converging from three directions on the spot where the German radio said Hitler went down at his command post and observers speculated whether the Russians would find Hitler’s body or some other evidence to support or refute the report of his death.”
