POLICE ARREST SUSPECT IN STABBING MURDER OF WOMAN IN SUNSET PARK

A suspect has been arrested for allegedly stabbing a woman to death in the Sunset Park area back in July. Forty-three-year-old Sheng Mao Chen was arrested August 9 and charged with second degree murder and criminal possession of a weapon in the fourth degree in connection with the death of 46-year-old Xiu Rong Zheng. Maimonides physician on a mission to bring cutting edge eye-care to the Caribbean

One local hospital’s director of ophthalmology is helping to bring cutting edge eye care to residents of the Caribbean. Maimonides Medical Center’s Dr. Norman Saffra was volunteering at a soup kitchen last Christmas Eve when he learned about a unique opportunity to transform eye care in Jamaica, a country with one of the high-

est rates of blindness due to diabetic eye disease. He came across Caron Chung, executive director of the American Friends of Jamaica, and the two began to collaborate on how best to bring Saffra’s ophthalmic expertise to the island. The answer was the Orbis Flying Eye Hospital, a former cargo plane, now equipped with a state-of-the-art operating room, and teaching facility with the ability to transmit lectures to local hospitals. Saffra lectured aboard the plane and

Partnering with AFJ and Orbis was a chance to jump in with both feet,” said Saffra. “In third world countries, access to highly trained, experienced

surgeons is scarce. So, leading this important mission in Kingston was a chance for Maimonides to give back beyond our walls.” Saffra introduced residents to advanced laser and surgical techniques in the Orbis hightech simulation center. He also assessed medical equipment

and conducted essential troubleshooting to ensure the local health center met appropriate standards for safe, quality care. In November, Saffra will be returning to Kingston with Orbis and AFJ. In addition to lecturing and performing surgery, he will be teaching surgery at the University of the

West Indies in Kingston, and assisting the school with its new diabetic eye disease screening program. “I want to raise the level of eye care in Jamaica, and give physicians on the front lines greater knowledge and the ability to create a healthier future,” Saffra added.

State probe into Con Ed doesn’t go far enough for southern Brooklyn rep BY KELLY MENA

The state commission investigating Con Edison for massive blackouts in Brooklyn and Manhattan responded on Monday to a request from 22 City Council members to study the feasibility of revoking the utility company’s monopoly — and the lawmaker leading the charge is less than thrilled with the response. The Public Service Comm-

ission, the state’s regulatory arm for public utilities, said in its letter that its investigation will include “analyzing the root causes of the outages, how Con Edison communicates with its customers, before and during times when de-energization may be required to prevent larger scale outages, and whether any underlying issues or practices had a negative impact on Con Edison’s preparation and response to the recent outage events.” Signed by commission

CEO and Chairperson John Rhodes, the letter does not address the request to consider less traditional solutions such as microgrids, or even a publicly run system, as the 22 city lawmakers demanded. “Con Edison and the other New York investor-owned utilities are held to the highest standard possible regarding their provision, maintenance, and restoration of service each and every day,” Rhodes wrote. Councilmember Mark Treyger, who led the push for the investigation, fumed that the limited scope of the commission’s examination does little to address ongoing outages, such as those in the southern Brooklyn

neighborhoods he represents. “We are left without a satisfactory commitment that the inquiry will specifically find out why Southern Brooklyn neighborhoods were targeted for preemptive service shutoffs without sufficient notification to its customers. We continue to have power outages, most recently this past weekend in Bath Beach and Gravesend, with no explanation from Con Edison,” Treyger told this paper. Treyger is the primary signatory on the letter sent July 30 to the Public Service Commission. Twenty-one other councilmembers, representing communities in Brooklyn, Queens, Manhattan and the Bronx, also signed on.

Without studying alternatives to Con Edison that could solve the ongoing disruptions, the commission must push the utility company on its plans to provide better services to communities like Treyger’s, the councilmember said. “I am renewing my call for the PSC to hold the leadership at Con Edison accountable and find out why the neighborhoods of Bath Beach and Gravesend have outages occurring so frequently, and what they plan to do to prevent future power outages,” Treyger told this paper in a statement. James Denn, a spokesperson for the commission, said that southern Brooklyn is being investigated as part of the larger probe but wouldn’t say if the smaller, ongoing outages in Brooklyn were being looked at. “Governor Cuomo directed a comprehensive, independent investigation into the recent outages in New York City, which includes Southern Brooklyn, and DPS immediately began that investigation. Once complete, we will take any justified steps to punish and remedy Con Ed’s failure,” said Denn in a statement to this paper. The ongoing battle to have all of Con Edison’s power issues studied comes following a series of public calls by local and state officials to take a deeper look into the massive Brooklyn blackout and West Manhattan power outage including state hearings, legislation and a proposal for government-run power delivery.

Early in August, State Sen. Kevin Parker, who serves as the senate’s committee chair on energy told this paper he is expecting to convene a hearing alongside other state energy legislators this fall. Parker, a Democrat, represents the neighborhoods of Flatbush, East Flatbush, Midwood, Ditmas Park, Kensington, Windsor Terrace and Park Slope — all affected by the massive Brooklyn outage. Meanwhile, Councilmember Alan Maisel, who represents southeast Brooklyn communities also affected by the outage, is drafting legislation aimed at protecting seniors and disabled adults during blackouts. Two assisted senior centers in his district lost power late last month due to a lack of generators, leaving dozens of residents with health and developmental disabilities at risk. Maisel’s measure would require any facility that is a residence for seniors and vulnerable populations to have generators or other backup power in the case of a power outage. A spokesperson for Maisel’s office said the legislation is still being drafted. “We want to get to the bottom of all of this … we want to know what is going on. We had no power for almost four days and hundreds of customers were pushed out of service,” Parker told this paper. “We want to understand the problems they are having when it comes to resiliency and preparing for these problems.”

Like many streets around the city, Avenue D in Brooklyn has litter: from empty bottles to cigarette butts to plastic bags, often collecting on the greenery that lines the sidewalk. However, on Monday, August 5, the street was also lined with children from Park Slope’s MS 88 carrying rakes, brooms and garbage bags in an effort by the afterschool program LEAP and local community activist Hercules Reid to clean up the street. “We’ve been talking about civic-mindedness, so the kids have been looking at different issues that have been occurring,” LEAP Program Director Claude Joseph told this paper. “The goal is to move it from me sitting in a classroom studying about these things, to having a hand and a stake in what’s happening in my community.” Funded by the Department of Youth and Community Devel-opment as part of Mayor Bill de Blasio’s comprehensive afterschool initia-

tive, LEAP — which stands for Learning through an Expanded Arts Program — has sought to start productive conversations on issues like immigration policy and gun violence with their students. Joseph said after researching different community issues, the program was looking to translate that into action, which is where Reid came in. Having already hosted three different community cleanups, Reid visited MS 88 to talk about his initiative and, afterwards, many of the students expressed interest in participating in a cleanup of their own. “We picked doing a cleanup because Hercules came to our school and he would tell us about how much trash is on the floor,” Denzel Bhabor, an incoming eighth grader, told this paper. “And then we decided to do something about it.” On Monday, they did, working to clean both sides of Avenue D from 44th to 46th street. In attendance were State Assemblymember of District 41 Helene Weinstein and City Councilmember of District 45

Farah Louis, whose districts include East Flatbush. Reid said he’s looking to partner with the LEAP pro-

gram, which is in schools across the city, and have similar efforts like this one throughout Brooklyn.

“I’m trying to do the best I can,” Justin Valera-Lopez, who’s going into 7th grade, told this paper. “‘Cause, like

Antoinette Rowdis, two Dyker Heights women whose sons attend high school in Manhattan, first proposed the reduced fare idea earlier this year. A petition the women started on change.org has garnered 1,600 signatures to date. “As parents of students who need to take express buses to get to school, we sincerely thank Senator Gounardes for his immense support,” Cutrona and Rowdis said in a statement. “A lowered express bus fare would be a big financial relief to us and so many families across the city.” Approximately 2,600 New York City high school students ride express buses to school, according to Gounardes, a Democrat whose district includes Bay

Ridge, Dyker Heights and parts of Bensonhurst, Gravesend, Manhattan Beach, Marine Park and Gerritsen Beach. “I represent a large population of students who commute long distances from southern Brooklyn to Manhattan and express buses are often the only viable public transportation option available to them,” Gounardes wrote in his letter to Byford and Carranza. “The high cost of express bus fares is a big concern for many parents in my district.” Preston Ferraiuolo, a Bay Ridge teenager who attends school in Manhattan, said he takes the X-27 express bus to school because it’s faster and more convenient than the subway.

Ferraiuolo said he has classmates who travel from Long Island to his school in Manhattan, including one friend who has a monthly pass from the Long Island Rail Road that costs approximately $10 a day round trip. “I’m paying close to $14 a day. He’s coming all the way from Long Island. I’m just traveling from one part of the city to another part of the same city. It’s not fair,” Ferraiuolo

told the Home Reporter. The MTA board voted in May to give free Metrocards to students who live more than half a mile from school. The Metrocards do not allow students to ride express buses for free, however. The MTA is unlikely to approve the proposal at this time, according to agency spokesperson Shams Tarek. “Our current fiscal challenges don’t allow expanding the benefit of free or

discounted rides to express buses,” he told this paper in an email. Besides, Tarek said, the current Student Metrocard system gives students great accessibility when it comes to transportation. “The Student MetroCard ... gives free access to local buses and the subway with transfers between both, which combined go everywhere that express buses do and in many cases faster,” he said.

Students who take express buses to travel from Brooklyn to schools in Manhattan could get a break on the fare if the MTA adopts a proposal Brooklyn State Sen. Andrew Gounardes is pushing. Gounardes has written a letter to MTA New York City Transit President Andy Byford and City Schools Chancellor Richard Carranza urging them to approve a proposal to offer reduced fare Metrocards to students who commute to school on express buses, which currently cost $6.75 per ride. Bay Ridge and Dyker Heights are in the midst of a housing crisis brought on by a proliferation of illegal home conversions creating dangerous living conditions for tenants and overtaxing the infrastructure, according to local officials. Councilmember Justin Brannan, who represents Bay Ridge, Dyker Heights and parts of Bensonhurst, is so alarmed at the problem that he reconvened a task force to take a deep dive into the issue. The task force, which includes representatives from the Department of Buildings, the Department of Housing Preservation and Development, the NYPD, the Fire Department and Community Board 10, held its first meeting last week. “We felt it was critical to reconvene a local illegal

conversion task force because the problem persists and tenants, their neighbors and first responders are all at risk,” Brannan told the Home Reporter. The task force had been in existence when Republican Martin Golden was in the State Senate and Democrat Vincent Gentile represented Bay Ridge and Dyker Heights in the City Council. Both men are no longer in office. Brannan, who succeeded Gentile in the council, said he thought it was time to bring it back because illegal home conversions are still a problem. Illegal home conversions take place when a property owner subdivides a singlefamily or two-family home into multiple units, in some cases as small as a single room, and rents them out to tenants. The subdivisions often take place without proper

permits from the DOB. Many of the subdivided units have no fire escapes or other forms of egress. And several of the buildings have faulty gas lines, local officials said. DOB is the agency tasked with inspecting sites that have generated complaints. “Investigating suspected illegal conversions and ensuring that New Yorkers have safe and legal places to live is one of our highest priorities,” DOB spokesperson Abigail Kunitz told the Home Reporter. Kunitz went on to say that the DOB has been working with local agencies and elected officials to address the illegal conversions in the area. “Illegal conversions are a dangerous, exploitative practice,” Brannan said. “We need the city agencies to share our urgency and that’s why we reconvened the task force.”

The 2020 Census will do more than count the number of people living in America. It will also usher in the start of a redistricting process at the state government level as new maps are drawn to re-establish State Senate and Assembly districts that reflect population shifts since the last Census in 2010. Re-districting is one of those words that make voters’ eyes glaze over from boredom. But it’s important because it determines whose district a constituent lives in and which elected official represents them. A voter could wake up one morning and find themselves in a different Assembly district without having moved. The re-districting process is expected to be completed in time for the 2022 elections. Assemblymember William Colton, a Democrat who represents Brooklyn’s 47th Assembly District, said he thinks the map of his district is likely to be redrawn. “I think this district has grown in population. The average number of people in each of the assembly districts is 130,000. I think we have more than that,” he told the Home Reporter on Monday. Assembly districts must approximately the same number of residents. Colton’s district includes parts of Gravesend, Bensonhurst and Dyker Heights. Drawing district lines is a tricky business, Colton said. “There are 150 members of the New York State Assembly. When you change the district lines for one, you have to change them all. It has a domino effect,” he said. He said he knows exactly where his district lines are located. “It’s not a straight line. A couple of blocks here and there are cut out of my district,” he said. The district runs roughly from 14th Avenue in the west to Lake Street in the east, and from the Belt Parkway in the south to 86th Street in the north. The district’s northwest boundary zig-

zags to exclude a single block of 83rd Street but includes a block of 82nd Street located between the same two avenues. When the district lines were redrawn following the 2010 Census, Colton lost some of the Gravesend area he had formerly represented and picked up a larger share of Bensonhurst and a bit of Dyker Heights. “When they gave Peter Abbate more of Sunset Park, they took some of Dyker away from him and gave it to me,” Colton said, referring to his Democratic colleague Peter Abbate who represents the 49th A.D. Colton, who was first elected in 1996, said he likes the configuration of his district. “It’s a diverse district and it’s a large district,” he told the Home Reporter. “What I try to do is make myself accessible to the constituents. I have my own style of making myself accessible.” Part of that style is to pay frequent visits to subway stations. “I go to every single subway station in the district to talk to constituents,” he said. His stops include Kings Highway and Bay Parkway on

the N line, 62nd Street on the D and N lines, and the Avenue U station on the F line. “It takes me 16 days to cover all of them,” he said, explaining that some of the subway stations have two entrances and that he always covers both entrances. Another way he reaches out to all ends of the district is to walk the streets, literally. “I walk the streets of my district. You can see things and observe things,” he said. He does it every summer when the legislature is out of session. So far this summer, he has walked approximately 150 blocks. There are concerns that are unique to certain parts of the district. “In Dyker, the big concern is illegal home conversions. But Gravesend doesn’t have that problem as much. On Bay Parkway and on Avenue P, there are a lot of apartment buildings, so there are issues like preferential rents and building repairs,” Colton said. Other concerns are universal. “Everybody is concerned with housing, education and healthcare,” he said.

there, they found the victim, 46year-old Xiu Rong Zheng, unresponsive with multiple stab wounds. EMS rushed her to Maimonides Medical Center where she was pronounced dead. A police source told this paper in July the homicide has been labeled a domestic violence incident.

The 68th Precinct serves Bay Ridge, Dyker Heights and Fort Hamilton. JEALOUSY ATTACK: A 53-year-old woman was attacked by a woman on the northeast corner of Third Avenue and 74th Street on August 10. According to reports, at around 12:20 a.m., the victim got into a jealousyfueled argument with her boyfriend’s sister-in-law. The suspect allegedly pushed her to the floor, resulting in a broken wrist. She was taken to NYU Langone Hospital - Brooklyn for treatment. No arrests have been made. 16K BURGLARY: An unknown crook stole thousands of dollars from 95year-old woman inside her home near 13th Avenue and 62nd Street, it was reported on August 6. Reports claim that on July 17, the victim found one of her credit cards

that had been inside her purse on her kitchen table. When she returned to the closet in her living room to put away the card, she saw that a crook had allegedly stolen nearly $16,000 from the home. No arrests have been made. BLACKMAILED: A 32year-old man was allegedly blackmailed by an unknown perp at Fort Hamilton Parkway and 90th Street on August 7. According to reports, at around 12 a.m., the victim received text messages from the person, who threatened to send recordings of the victim’s online chat to his friends on Facebook if he didn’t send $150 via Moneygram. The victim told police the messages were never sent. No arrests have been made. SCAM ARTIST: A 52year-old woman was scammed out of over $7,000 in gift cards after she received a phone call from the alleged perp at her home near 75th Street and 14th

Avenue. Reports claim that at around 3:43 p.m., she received a phone call from the perp claiming that her Social Security number had been compromised and in order to protect herself, she had to withdraw cash and purchase several gift cards to various stores, such as Target and Gamestop. The woman says she was called several times by the crook throughout the day, purchased around $7,800 worth of gift cards and gave the crook the card numbers and code over the phone. No arrests have been made. BAY RIDGE BURGLARY: A 62-year-old woman’s home on 81st Street between Third and Fourth Avenues was broken into and burglarized on August 8. According to reports, at around 8:40 p.m., a suspect allegedly broke into the home through the kitchen window, ransacked the bedroom, stole several pieces of jewelry, $926 and fled the scene. No arrests have been made.

According to authorities, the man was sitting on a bench at the station when the two suspects, described as being in their early twenties, approached him. One of the perps took out a gun and pointed it at his torso while the other suspect stood in front of him, demanded money and his phone. The victim gave the two $50, but tried to keep his phone. One of the perps punched him in the face and grabbed the phone out of his hands as well as a pair of sneakers. They then fled the scene, running eastbound on 71st Street. No arrests have been made. SHUT OUT: A man attempted to burglarize a chain restaurant

According to reports, at around 3:10 p.m., the perp entered the store, grabbed several toiletries from shelves, put them in his bag and fled the scene. No arrests have been made.

TWO GUN-WIELDING THIEVES ROB MAN: A 21year-old man was robbed at gunpoint by two men near Bay 16th Street and New Utrecht Avenue on August 4. According to reports, at around 11:57 p.m., the victim was walking home from the train station when he was approached by the crooks. One of them allegedly pointed a gun at his stomach while the other grabbed his fanny pack containing $550 and fled toward the 79th Street train station. No arrests have been made.

Police are searching for two men wanted in connection with seven separate armed robberies that occurred between July 31 and Aug. 9, officials said. The string of robberies happened outside buildings in the 62nd, 66th and 68th precincts, according to police. Police believe the suspects, who have held each victim at gunpoint and demanded their belongings, use the D and N train to get to and from each mugging. The suspects have allegedly targeted seven males. The victims have lost phones, jewelry and money in the robberies, officials said.

Even a little rain shower couldn’t dampen the spirits of the folks out to enjoy the year’s final Third Avenue Summer Stroll on Friday, Aug. 9. Strollers enjoyed a wide variety of food, music and entertainment, not to mention endless activities for the children, lined up from 68th Street to 80th Street along the avenue. Restaurants along the strip had bands playing and outdoor seating. The group Resonate drew crowds outside the Greenhouse Café at 78th Street while people danced in the

street. The Dyker Singers performed on 80th Street, and tables were packed in front of the Salty Dog at Bay Ridge Parkway. Bay Ridge’s Summer Stroll is part of DOT’s Weekend Walks program, which was created to allow communities to use streets as public spaces. The event, now in its eighth year, was presented by the Merchants of Third Avenue and created by a group of community leaders including former state Sen. Marty Golden, Merchants of Third Avenue President Bob Howe, with the help of former City Councilmember Vincent Gentile and Merchants Secretary Chuck Otey.

“The Third Avenue Summer Stroll is recognized as the best in the city and is regularly used by the city to demonstrate how a ‘weekend walk’ should work,” Otey told this paper. Summer Stroll organizer Ilene Sacco was pleased with the turnout for the final stroll as well as the previous three. “I don’t think anybody realizes how much work goes into putting these events together,” Sacco told this paper. “It’s an insane amount of work and we’re talking about over 500 documents for health licenses and liquor licenses that have to be processed. The liquor licenses alone are over 300 pages.”

But Sacco said it was all worth it in the end. “It definitely seems like the strolls are getting more and more popular,” she said. “It’s really great for the community bringing everyone together for things like this. You see so many families and people just enjoying themselves. They’re really great nights and everyone has a great time.” Sacco explained that she starts working on the stroll in January and doesn’t finish the work until November. “What was really cool about Friday was that, even though it rained at one point for about 15 minutes, people were still

there,” said Sacco. “They may have taken cover but weren’t afraid to come back out. I’m just grateful we had a packed night and the weather was beautiful except for the brief rain. I was just really very happy with the turnout,” she added. Golden commended the efforts of Sacco, the 68th Precinct, Bob Howe and the Merchants of Third Avenue for all the hard work they do. “This is what Bay Ridge is all about, having ownership and all the people involved who make this happen because it’s what the people want,” Golden told this paper. “They want an opportunity

to come out and be with their neighbors, see old friends that haven’t been around, who went to Staten Island, to Long Island, and who all come back for this great stroll.” Howe called the stroll a big Bay Ridge block party. “What I really like about it is watching happy people strolling along the avenue — parents, grandparents and children bumping into people they haven’t seen in a year or so,” he explained. “Also, over the past eight years, people have told me that just being able to walk in the street without any cars is what they enjoy the most about the Summer Stroll,” added Howe.

DOWNTOWN BROOKLYN — Chelsea Piers has been chosen as the operator of an athletic field and fitness center in the new Pacific Park development in Downtown Brooklyn, but an advisory group was split right down the middle on the city. Atlantic Yards Community Development Corp.’s board members cast their votes in a 4-4 tie on Monday afternoon on a motion to recommend that Empire State Development Corp. not approve the athletic facility project, pending a full-scale environmental review. BP ADAMS SAID TO BE USING CHARITY FOR POLITICAL PURPOSES

BOROUGHWIDE — Brooklyn Borough President Eric Adams, a New York City mayoral hopeful, is allegedly skirting campaign rules by raising tens of thousands of dollars from people with business pending with the city for his nonprofit, according to the Daily News. Adams set up the “One Brooklyn Fund” his first year in office in 2014, raising at least $995,000 and as much $2.9 million by March 2018, according to filings with the city’s Conflicts of Interest Board. Candidates for borough president can’t raise more than $320 from individuals in the city’s “doing business” database, and mayoral contenders can’t take more than $400 from them, the Daily News reported. 

RESCUE DOG STARS IN PARK SLOPE SHOW

PARK SLOPE — A rescue dog named Boscoe Barles starred in a one-dog show before a soldout audience in Brooklyn on Saturday, according to the New York Post. “He’s the Emma Stone of dog actors … He’s a natural,” the Shih Tzu’s owner, Charles Quittner, a theater director, told the Post. Quittner organized the Boscoe Barles “Bestival” at The Brick Theater in Williamsburg to celebrate his dog’s one-year adoption anniversary and to raise funds for the shelter he came from. The canine star was seen a series of five short plays — starring as himself, the mayor of a small town and an emotional-support chinchilla. Human supporting actors carried treats in their pockets to keep Boscoe on track, the Post reported. 

‘DINE IN PARK SLOPE’ IS COMING ONCE AGAIN

PARK SLOPE — Because only nine of 400 spots featured in New York City Restaurant Week were in Brooklyn, according to Patch, Park Slope residents put together a two-week event, “Dine in Park Slope,” in which more than 50 restaurants will offer deals. The event is put on by the Park Slope Fifth Avenue Business Improvement District, the North Flatbush Business Improvement District, the Park Slope Chamber of Commerce and Fourth on Fourth, a program of the Park Slope Civic Council. Deals range from a percentage off of happy-hour drinks to full three-course meals for a set price.

ROCKROSE SEEKS TO BUY DOWNTOWN SITE

DOWNTOWN BROOKLYN — Rockrose Development, known for its Manhattan apartment towers, is working on its first major deal in Brooklyn. The firm is in contract to buy a development site near the border of Downtown Brooklyn and Fort Greene, according to The Real Deal. The price for the development site, at 98 DeKalb Ave., was not entirely clear, but sources said it was in the mid-$60 million range. The firm is also negotiating to buy adjacent air rights that could push the price higher, possibly in the $75 million range, according to The Real Deal. 

JEWISH GIRLS’ SCHOOL GETS BULLETPROOF DOORS

CROWN HEIGHTS — An Orthodox girls’ school in Brooklyn has installed bullet-resistant classroom doors to keep out shooters, according to the Jewish Telegraphic Agency. Bnos Menachem in the heavily Hasidic Crown Heights neighborhood is the first of more than 50 Jewish schools and synagogues in Brooklyn to have the 150-pound metal doors installed by an Israel-based manufacturer. The school was able to secure about $150,000 in a state Homeland Security grant, the New York Post reported. 

CELEBRITY CLOTHING DESIGNER WORKS OUT OF B’KLYN BASEMENT

CROWN HEIGHTS — Brooklyn clothing designer Felishia Noel is featured in four Bloomingdale’s displays based on “The Lion King,” called “Style Kingdom,” according to the New York Post. While it’s the first retail order for Noel, she has designed clothes for the likes of Gabrielle Union, Jordin Sparks and Michelle Obama. Every single one of Noel’s designs is created in her Crown Heights studio, housed in the basement of a three-story building owned by her mother. Noel has loved fashion since she was a child, and before she established her own business, she worked as an administrative assistant in the Garment District. At the age of 19, she co-founded a streetwear boutique called The Wagon in Crown Heights. 



MAN BEATEN, ROBBED AT SUBWAY STATION

FORT GREENE — A 65-year-old man was in serious condition at a local hospital after he was robbed at the Clinton-Washington avenues station earlier this month, according to Patch. On August 1, the man was walking down the staircase to the mezzanine at the A/C subway station when two men punched him in the back of the head, causing him to fall down the staircase and become unconscious. Once the victim landed on the floor, the two perps took his backpack, which included his wallet, headphones, watch, cellphone and Bluetooth speakers. The 65-year-old man was sent to NY Presbyterian Brooklyn Methodist Hospital with

a fractured jaw, two broken ribs and a cut on the back of the head. 

TOWN HALL MAY BE COMING HERE

BAY RIDGE — City Councilmembers Justin Brannan (D-Bay Ridge-Bensonhurst-Dyker Heights) and Costa Constantinides (D-Astoria-Woodside-Jackson Heights) have asked CNN to host its their Sept. 4 climate town hall in either Brooklyn or Queens. They said at a rally on the steps of City Hall that Democrats vying for the 2020 presidential nomination should have to make their case before communities that are most at risk because of the effects of climate change in the coming decades. “Let’s get them to Coney Island or the Rockaways or someplace else besides Manhattan, where these kind of events usually happen,” said Brannan.

ATTACKS TARGET W’BURG HASIDIC MEN

WILLIAMSBURG — At least three unprovoked attacks on Brooklyn Hasidic men took place Monday morning in Williamsburg, according to 1010 WINS. Officials said the attacks happened at three different locations near NYCHA housing developments. The men who were approached were 71, 67 and 56 years old. In each case, one suspect punched the victim, while the other two went through his pockets but didn’t take anything. The attacks took place at 80 Ross St., 626 Wythe Place and 13 Hooper St.

Battle of Brooklyn events at Green-Wood and Old Stone House By John Alexander

Green-Wood Cemetery, the Old Stone House and Washington Park have announced some special events to commemorate the anniversary of the Battle of Brooklyn throughout the month of August, culminating with a reenactment of the battle at Green-Wood. The Battle of Brooklyn, fought in 1776 on land that is now part of the cemetery, was the first battle of the American Revolution to occur after the signing of the Declaration of Independence. Green-Wood hosts a day of commemoration on Sunday, August 25, to honor all those who defended the young republic, with parades, cannon fire, horses and reenactments of the battle. It all starts at 11 a.m. with a trolley tour that visits Revolutionary War sites hosted by author and historian Barnet Schecter and Green-Wood historian Jeff Richman. Visitors can witness life on the battlefield, and meet soldiers, their horses and famous colonial Americans. Historic re-enactors will demonstrate revolutionary weapons and tactics. Author Christopher Formant will discuss and sign copies of his book, “Saving Washington: The Forgotten Story of the Maryland 400 and the Battle of Brooklyn,” at noon. The Battle of Brooklyn Parade takes place at 12:30 p.m. Attendees can follow the Revolutionary regiment and march to Battle Hill with the Regimental Band of the United States Merchant Marine Academy. The event concludes at 1:15 p.m. with a commemoration ceremony honoring the spirit and heroes of the Battle of Brooklyn on Battle Hill overlooking New York Harbor. The events are free, except for the trolley tour. The Old Stone House & Washington Park have also announced some special events and exhibits to commemorate the 243rd anniversary of the Battle of Brooklyn, America’s opening

chapter in its drive for independence. “As always, we are hosting a variety of events during Battle Week that explore both the historic impact of the battle and why it’s relevant today,” Kim Maier, executive director of the Old Stone House, told this newspaper. The popular Park Slope destination will host a series of celebratory events that will run through October. Both adults and children can learn about Brooklyn’s rich and entertaining history. Thursday, August 15, is the opening of ‘No More Water,’ a contemporary art exhibition at the Old Stone House featuring work by Tahir Carl Karmali and Justin Sterling and curated by Katherine Gressel. The exhibit is from 7 to 9 p.m. and will be on view through October 12. From Saturday, August 17 to Sunday, August 25, there will be a display of 85 Revolutionary War flags and their history at the Green-Wood Cemetery on Fifth Avenue and 25th Street. On Sunday, August 18, from noon to 2 p.m. the Old Stone House & Washington Park in partnership with the Michael A. Rawley American Legion Post will host the Maryland 400 Remembrance Ceremony. The Battle of Brooklyn neighborhood walk will take place Tuesday, August 20 from 6 to 9 p.m. It’s led by Old Stone House board member and Hunter College Archaeology Professor William Parry. Those interested are asked to wear comfortable shoes and meet at the Grand Army Plaza entrance to Prospect Park. The cost is $12, which includes light refreshments. On Wednesday, August 21, the Gowanus Dredgers will host a “Battle Paddle” event. Guests can join the Dredgers for a canoe tour of the canal’s famous Battle of Brooklyn escape route. The Prison Ships Martyrs Memorial Ceremony will take place on Saturday, August 24, at 10 a.m. at Fort Greene Park. The event is coordinated by the Society of Old Brooklynites, the American Merchant Marine Association and

Come see the Williamsburg ferry landings’ new green spaces

I’m thoroughly charmed by the new public green space at NYC Ferry’s South Williamsburg stop. Big fat flowers are to blame. They are bright red and big as dinner plates. Two flower beds in the waterfront mini-park are planted with the Instagram-worthy hibiscus blossoms. The recently opened green space belongs to former Gov. Eliot Spitzer’s company, which has just constructed three gleaming glass-clad apartment buildings right beside the mini-park. I’ll tell you more about these towers at 420 Kent Ave. in a minute. But first, a word of explanation. Spaces that afford public access to North Brooklyn’s formerly industrial waterfront are opening up in dribs and drabs.

In many instances, developers construct the new waterfront green spaces and pay to maintain them. This was a requirement of the 2005 rezoning of shoreline Greenpoint and Williamsburg for high-rise residential development. I recently posted pictures of newly constructed Greenpoint shoreline public spaces. On the Williamsburg end of the waterfront, there are two new mini-parks — one at the neighborhood’s South Ferry Landing, the other at the North Ferry Landing.

It features a 400-foot promenade along the East River. Walk with me to the end of it that’s closest to the Williamsburg Bridge, because that’s where you’ll find the eye-catching hibiscus flowers I mentioned. Other plantings include beautiful grasses, shrubs and trees. Small green lawns are placed here and there. There’s also a pergola in this new public space. Tables and chairs are placed beneath it in case you want to bring a laptop and pretend to do some work while watching boats churn up and down the river.

ODA NEW YORK DESIGNED THESE TOWERS Architecture firm ODA New York designed Spitzer Enterprises’ Kent Avenue towers. They look like glass boxes stacked on top of one another. On sunny days, the glass reflects blue skies and white clouds. Spitzer — aka the Luv Guv — resigned as our state’s governor in March 2008 after he was identified as Client 9 in an investigation of a prostitution ring called Emperors Club VIP. The disgraced politician has since built a new career for himself at his family’s real estate firm. The Kent Avenue buildings, which are all 22 stories tall, have a total of 857 apartments, 20 percent of them affordable. There’s lots of seating along the Kent Avenue complex’s promenade. The day of my visit, I plunked myself down and watched ominous clouds roll over Manhattan. It was a great vantage point for watching dramatic weather.

A MIX OF MARKET-RATE AND AFFORDABLE APARTMENTS Citi Habitats New Developments is handling the leasing for the market-rate apartments,

which started in January for the first of the buildings, 416 Kent Ave. When I checked the complex’s website the other day, the asking rents for available apartments ranged from $2,599 per month for a studio to $5,830 per month for a two-bedroom unit. The process of selecting tenants for the Kent Avenue buildings’ affordable units started last year. In June 2018, the City Department of Housing Preservation and Development issued a call for applications for 65 affordable apartments at 416 Kent Ave. for tenants with three different income levels. For tenants with 40 percent of area median income, or AMI, there were $565-per-month

studios for individuals with annual incomes as low as $21,247 and one-bedroom apartments priced at $607 per month for two people with a combined annual income as low as $22,766, an online flyer indicates. The other income levels were 60 percent of AMI and 130 percent of AMI. The priciest apartments for tenants in the latter category were $2,733-permonth, two-bedroom apartments for families of four with a combined annual income as high as $135,590. TRANQUIL NEW GREEN SPACE AT NORTH WILLIAMSBURG’S FERRY LANDING As hard as it is to leave the hibiscus gardens, you really should see the new green space at NYC Ferry’s North Williamsburg landing, too. You can hop on a Greenpoint-bound ferry and get there in just a couple minutes. But it’s more fun to walk up Kent Avenue and see all kinds of great buildings as you stroll. If you duck into the OddFellows scoop shop along the way, the olive oil ice cream is really good, in case you were wondering. Anyway. Turn onto North 6th Street and you’ll wind up at the ferry service’s North Williamsburg location. There have been public spaces behind various buildings here for several years. But the green space behind the apartment tower furthest from the ferry dock is brand new.

RIGHT: Welcome to the South Williamsburg Ferry Landing, where flower beds full of hibiscus flowers will brighten your day. The building’s name is Level BK and its address is 2 North 6th Place. An unusual feature of the green space behind Level BK is a gently sloping jetty covered with artificial turf that’s weirdly satisfying to walk on. The artificial turf extends onto terra firma along the side of the Level BK building. The views of the Manhattan skyline from the jetty and the green space’s shoreline areas are iconic — with the Empire State Building as the star of the show.

AN APARTMENT PRICED AT MORE THAN $8,000 PER MONTH The plantings in the new green space include trees, shrubs and bee-friendly flowers.

The place had a mellow, low-key vibe when I was there the other day. People walked small dogs. Folks sat and read or watched sea planes buzzing above the East River. Douglaston Development built Level BK, which is 40 stories tall and has 554 apartments, all of them market-rate. Architecture firm Stephen B. Jacobs Group designed it. The building’s most outstanding feature is a swimming pool on the ninth floor with glass-paneled walls that can be removed when the weather’s nice. I saw the pool and its jaw-dropping views when I toured the property in late 2017. But back to the present. Several Level BK apartments have been leased this month, a posting on StreetEasy.com indicates.

Asking rents ranged from $3,229 per month for a studio to $8,483 per month for a three-bedroom, three-bathroom apartment, the posting shows.

ON AUG. 13, 1913, the Brooklyn Daily Eagle reported, “Albany — William Sulzer, governor of New York, was impeached by the lower House of the Legislature at 5:16 o’clock this morning, after an all-night session, by a vote of 79 to 45, on charges of having diverted campaign contributions to his private use and having made under oath a false statement as to his campaign receipts. The impeachment of Governor Sulzer has raised a vital question as to whether under the constitution the governor will vacate his office pending final adjudication of the impeachment issue by the Senate and Court of Appeals sitting jointly as a trial court. The indications are that he will contest bitterly the theory of the opposition that he becomes automatically barred from exercising the functions of the office the moment the Articles of Impeachment are formally presented to the Senate, and that he will be disqualified from resuming the duties of executive until the Court of Impeachment fails to sustain these charges”

Maybe it’s a little too early to be talking about a Subway Series, but it’s not too early to start reviewing your subway maps. Let’s go Mets! *** The recent cluster of 9/11-related deaths is very sad and sobering. None of us who lived through that agonizing period will ever have the events of that terrible day and months to follow out of our consciousness. And of course, 9/11-related deaths have been a part of our lives for

many years. Yet somehow, the half a dozen deaths in the past four months almost 18 years later have reminded me that the pain of that day will come back to haunt me in a contemporary manner for the rest of my life. We often say “We Shall Never Forget.” The reality is that the dust, air and other toxic pollutants from that day and the months that followed will not allow us to forget. *** I’m not a conspiracy theorist, so I believe Jeffrey Epstein did commit suicide unaided in the hours following the public release of the details from earlier investigations. Having said that, an investigation of the circumstances, which would be called for

regardless, takes on extra importance given the revelation that the suicide watch on Epstein had been lifted. I do not know protocols on such a thing, but due to Epstein’s suicide attempt just a few weeks before and the immense public interest in his prosecution, I assume there was every reason to make sure this monster came to trial. Part of me says, good, let Epstein get to hell a bit sooner. The other part of me says, for closure, the victims deserved to have a trial. Additionally, a trial may have revealed new information to the authorities and the public that could be used to combat human trafficking and sex slavery. *** The new 7th Avenue Bike

Lane is receiving a great deal of criticism on social media. Just drive between Ovington Avenue and Bay Ridge Parkway and you can see why. It causes the backups to the Verrazzano Bridge to be worse than normal in the evenings, which you wouldn’t think possible. It puts drivers and bicycle riders in direct contact on left-hand turns at Ovington and Bay Ridge Parkway, endangering both. This is exacerbated by the City Council’s approval of changes in the rules cyclists must obey.

KNEE-JERK REACTION

ast week, after the U.S. men’s foil team received its gold medals at the Pan Am Games, Brooklyn’s own, Race Imboden, knelt during the national anthem. International fencing doesn’t receive much attention, but in this case it did. And that was exactly the purpose of his peaceful protest. Imboden explained he wanted to bring attention to several social issues our nation is grappling with, but regardless of whether you agree with his positions or his form of protest, nobody should question his right to express his beliefs. Such protests first garnered attention when Colin Kaepernick chose to sit out the anthem during the 2016 NFL preseason. A few games later, after talking to ex-Green Beret Nate Boyer

he began kneeling to show more respect to the military. Anyone has the right to disagree with him, but these protests have never been about disrespecting the military or America. In fact, at the height of the NFL controversy, when more than 200 players knelt together in 2017, it was in response to President Trump calling for owners to “fire” any kneeling player, whom he referred to as "that son of a bitch." They protested being told none of them could protest. U.S. code states that during the anthem people should stand with right hand over heart, but even Trump had to be nudged by his wife to raise his hand to his chest for the "Star-Spangled Banner" at a 2017 Easter event, not to mention he forgot the words while on television at

a 2018 college football game. People sometimes do things that others find disrespectful, whether purposely or inadvertently, but we all enjoy the right to free expression. I may support the causes of Imboden and Kaepernick, but I would equally defend the right of someone whose beliefs I disagree with to peacefully protest. As per U.S. code, the flag shouldn’t be displayed past sunset unless illuminated, but I find many homes flying the stars and stripes at night, unlit. A passerby is free to find that distasteful, but it would be more offensive to ring the doorbell and scold the homeowner for disrespecting the troops. in prison and loss of citizenship. In a nation founded on protest, we do not excommunicate Americans who exercise a fundamental right at the core of who we are. Whether it’s the President or any other elected official, their words carry more weight. They shouldn’t refer to athletes who peacefully protest as ingrates who should instead go compete for repressive countries. We are not a nation that quashes any and all dissent. If you celebrate your family emigrating here because of the liberties and protections afforded, you must also respect everyone’s right to free speech and recognize that many of our protections were earned

through protest. When the first settlers arrived in America, they were fleeing here. When the Cuban population in the U.S. increased six-fold in the decade after Castro’s revolution, they were fleeing here. Our country ensured that traditional immigration pathways required for other immigrant groups didn’t apply to Cubans so that we could welcome those fleeing a government that would punish those it deemed were disrespectful to the nation. For four centuries people have fled here for freedom. In America, reasonable people can disagree about the content of someone’s free speech but not their right to it.

For several years, merchants and residents in much of Bay Ridge have benefited from a generous city program that creates Business Improvement Districts. Enlisting support from a broader segment of the local community, these BIDs have energized most of Fifth Avenue and 86th Street as well. Now, as many know, there’s an opportunity for Third Avenue to have its own BID, thanks to some hard work by Merchants of Third Avenue President Bob Howe, with the backing of Councilmember Justin Brannan and state Sen. Andrew Gounardes. The Bay Ridge Fifth Avenue BID and the 86th Street BID, which got underway with strong merchant support and the backing of then-state Sen. Marty Golden and thenCouncilmember Vincent Gentile, have

helped owners there gain hundreds of thousands of dollars in special grants, which are only available to thoroughfares on which leaders and property owners get together to sustain existing businesses and create an attractive climate for new entrepreneurs. At the same time, they have made their areas safer and cleaner and in a better position to find a level playing field when competing against mail-order behemoths like Amazon that – quite unfairly, most would agree – haven’t faced the same onerous tax burdens as local store owners. Considering the advantages, especially at this moment when its members will be able to market directly to thousands of potential shoppers via a cutting-edge internet program, the costs will be minimal, coming in as low as

There are always naysayers, especially among the uninformed and those lacking the kind of cooperative, volunteer spirit that has long defined Bay Ridge. But observers are

confident that Howe, his officers and a proactive Steering Committee will get the message across that a BID is not only a key to Third Avenue’s future, but Bay Ridge’s future as well.

One is a protected bike lane … the other is an invitation to serious injury or worse

At left is a true protected bike lane on Seventh Avenue near 68th Street. At right is a shared use sign one block away at Sixth Avenue, which nominally invites bikers to share the road with cars and trucks of all sizes. It will be expensive and politically challenging for city leaders to restrict bikers to concrete/steel fenced-in routes, but the misguided efforts of some to pretend that painted bike lanes – which confuse bikers and motorists alike – will save bikers‘ lives do little except to irritate motorists and homeowners who do not want the city to continue to crisscross all streets with cheaper and more hazardous bike lanes. As though there isn’t enough proof that bikers are unsafe in any painted line, brooklynreporter.com noted that “the 14th cyclist of the year to be struck and killed in Brooklyn died last Sunday, police said. The cyclist, 52-year-old Jose Alzorriz, is the 19th to die citywide in 2019. here is arguably no one who knows Dyker Heights and Bay Ridge better than Fran Vella-Marrone. For over 35 years, she’s been a leader in the Dyker Heights community and is the longest-serving president of the Dyker Heights Civic Association. Vella-Marrone has also been a political activist, neighborhood advocate and is currently the chair of the Brooklyn Conservative Party. Vella-Marrone is a graduate of St. Patrick Catholic Academy and Bishop Kearney High School. She received her Bachelor of Science from St. John’s University and is a senior paralegal at Connors and Sullivan Attorneys at Law. Recently, Vella-Marrone served as deputy chief of staff and Brooklyn district director for former U.S. Rep. Dan Donovan. Vella-Marrone is also a member of the Cathedral Club, the 68th Precinct Community Council, is a delegate to the Bay Ridge

Community Council and vice-president of the Brooklyn Housing Preservation Alliance. She has received numerous awards for her community service. Vella-Marrone took the time to talk with the Spectator about her role as chair of the Brooklyn Conservative Party. Spectator: Please tell me about the Brooklyn Conservative Party and the role you play. Vella-Marrone: The New York State Conservative Party was formed in 1962. It garners the third highest vote statewide and as such we are number three in ballot positioning. The Brooklyn Conservative Party is a county organization within the NYS Conservative Party. We are a legal party organization that runs candidates for public office in Brooklyn that appear on the ballot for election. I am the chairwoman of the Brooklyn Conservative Party and as such I lead the county organization. Spectator: Have you always been a conservative and, if so, what is it about conservatism that resonated with you?

Vella-Marrone: I have always been conservative in philosophy and have always been registered in the Conservative Party. I am pro-life. I support our law enforcement, military and veterans. I believe in the Constitution and the liberty and freedom that it gives us. However, I also believe that with this freedom there must also be individual responsibly. I believe in smaller government, low taxes and capitalism. These are conservative principles that resonate with me. Spectator: Who are some of the people who inspired and influenced your political aspirations? Vella-Marrone: I would have to say that some of the leaders in the Conservative Party served to influence my political career such as (former Brooklyn and New York State Conservative Party Chair) Mike Long and (former Brooklyn Conservative Party Chair and current New York State Party Chair) Jerry Kassar, as well as others throughout the years. I knew at a young age that I wanted to be involved in politics and have an impact

on government. I became involved with the right organization and people that supported me and promoted my aspirations. Spectator: Could you please explain the difference between a conservative and a Republican? Vella-Marrone: The Conservative Party is both a political party as well an ideology and movement. We support the candidate with the most conservative platform and views. Identifying as a conservative goes beyond the party label. Spectator: You worked on campaigns for conservatives in the past, including Dan Donovan’s. Could you please talk about that? Vella-Marrone: I have worked on many campaigns both statewide and local in many capacities throughout my political career. I have played both supportive and lead roles. In all cases, the goal is to get the candidate or candidates elected. As a party leader, I am usually dealing with more than one campaign and I am involved in the strategy, organization and direction of the campaign, providing advice, manpower and funds. My

role as a party leader is to help develop the campaigns, guide the candidates and provide support, as well as promote the party and conservative ideals. Spectator: How closely do you work with New York State Conservative Party Chair Jerry Kassar, and what have you learned from him? Vella-Marrone: I serve as the Treasurer of the New York State Conservative Party. As such, I play a large part in the state party. I work very closely with Chairman Jerry Kassar and have done so throughout my almost 40 years of involvement in the party. Jerry was part of the small group of people I first met in the Conservative Party. Jerry is my immediate predecessor in the Brooklyn Conservative Party and I was fortunate enough to serve as his vice chair for many years. He has a wealth of knowledge that he has imparted to me and continues to provide me with guidance and support. Spectator: Other than Assemblymember Nicole Malliotakis, the Republican and Conservative Parties

are clearly lacking female voices in Brooklyn. You have had some key appointments during your decades-long career. Do you have any aspirations to run for any elected office in the future? Vella-Marrone: It is my understanding that I am the first woman to be elected county chair of any political party in Brooklyn and I believe that I am presently the only woman serving as chair of a political party in Brooklyn. My focus is on electing good conservatives to office whether they are female or male. Assemblywoman Malliotakis is a prime example of this. She has run for office on the Conservative Party line in each of her elections to the NY State Assembly and I wholeheartedly support her candidacy for Congress. I encourage more conservative-oriented women to run for office and I will be happy to support them in their efforts. As for my aspirations, I never say never. If the right opportunity should present itself and the people will have me, I would be honored to serve my community in elected office.

ttorney and "Ask the Lawyer" radio host Mike Connors and wife Beth hosted a warm and familial dinner party at their home on Saturday, Aug. 10 in support of Assemblymember Nicole Malliotakis, who has entered the race for the District 11 U.S. Congressional seat currently held by Max Rose. With the evening’s theme being “drain the swamp,” Beth cooked up a crowd-pleasing dinner of alligator with all the fixins. Beth explained how she came up with the idea of serving roasted alligator. “Well, I am from the South, so you always have to have a theme when you have any party,” she told this paper. “And of course, everybody’s saying if Nicole gets to Washington she will drain the swamp. So I thought, hey, I’m from Louisiana, this is great, drain the swamp. So if we’re draining the swamp then we have to have alligator and frog legs. This was the first time I’ve ever cooked an alligator,” she explained. Her one regret about the dinner was that she could not get collard greens, a southern staple, and instead

Roasted alligator, spinach and kale for the “Drain the swamp” dinner theme. had to settle for spinach and kale. “But it was slimy enough looking that it looked like it could have come from the swamp,” she added. The Connors were delighted to host the dinner. “We enjoyed being with friends who have supported Nicole, our assemblywoman, for many years,” said Beth.

Frank Vulpi, vice president and market manager at Cumulus Media, host Mike Connors and AM970 Vice President and General Manager Jerry Crowley. “She’s done so much to help our community on the state level, especially during hard, hard times after Hurricane Sandy. I believe we need her to express our concerns and values on

the national stage. It is so important to have the right people represent you in Congress.” Malliotakis, the last standing Republican in Brooklyn, whose Assembly

district includes parts of Brooklyn and Staten Island, was grateful for the hospitality and funds raised for her candidacy. “While the incumbent congressman continues to

raise money from outside New York, I’m proud to be receiving great support from within the district and our state,” Malliotakis explained. “From restoring local and express bus service, to preserving funding for senior programs, to taking on Mayor de Blasio in the fight for fair property taxes, I’ve been a strong advocate for my constituents. That’s why community leaders and residents like the Connors are supporting my candidacy and I look forward to representing our community in Washington,” she said. Among those attending the dinner were New York State Conservative Party Chair Jerry Kassar, Brooklyn Conservative Party Chair Fran Vella-Marrone, former state Sen. Marty Golden and attorney Michael Tannousis, who recently announced his candidacy for Malliotakis’s Assembly seat. “I was happy to be in attendance,” Vella-Marrone told this paper. “Momentum for Nicole’s candidacy continues to build with tremendous support from within the congressional district. I am proud to ssupport her."
