A Brooklyn baklava crawl

Pub crawls are for amateurs.

How about a baklava crawl?

It takes real single-mindedness to eat dessert all day long.

Brooklyn’s got many shops, bakeries and cafes of varying ethnicities that dish up this crispy, crunchy phyllo-dough treat.

I decided to embrace my baklava obsession and devise a tour that incidentally also takes you to four stunningly different-looking Brooklyn

neighborhoods that are great for spring strolls.

You can debate amongst yourselves about where baklava was invented and whether or not the syrup that moistens the baklava’s nut filling should have rose water in it. I’m focusing on the serious business of eating.

Oriental Pastry and Grocery — Cobble Hill I started my baklava crawl on Atlantic Avenue on the border of Brooklyn Heights and Cobble Hill, where

You’ll get an eyeful of spring flowers in Cobble Hill Park.

Baklava and brownstones — that’s a magical combination for a real estate nerd and dessert fan like me. numerous local businesses are located.

Among big merchants like Trader Joe’s and Urban Outfitters, there are Middle Eastern food sellers that have been present for many years. Their staying power is an achievement on this high-rent commercial corridor.

Across the avenue from the venerable Sahadi’s there’s a small shop that makes the best baklava. It’s called Oriental Pastry and Grocery.

This fascinating store, located at 170 Atlantic Ave., nearly derailed my baklava crawl.

There were spices and olives and pickles and candies and shelves stocked with eye-catching products and I wanted to read every label and I realized my brain was ricocheting off

the four walls.

You should allocate a chunk of time for shopping for eclectic items like hibiscus flower tea and pumpkin seeds and dried cantaloupe slices before you make your baklava purchase.

I bought two large triangles for a total of $4.

There’s no sitdown cafe space in this shop. So have a dessert picnic.

I bought a cup of tea to go at nearby Swallow Cafe then headed down Clinton Street into Cobble Hill.

Bold visitors to brownstone neighborhoods stand on homeowners’ stoops and pose for selfies. I’ve seen people do this more often than you might think. But don’t get the idea that you can sit on a stoop and snack.

Even if it’s baklava.

Go to Cobble Hill Park, which is a couple blocks away. It has tables and chairs.

And the tulips are in bloom.

When you sit down and eat the baklava from Oriental Pastry and Grocery, you’ll find that it’s not sweet — which makes it very appealing. The phyllo layers are fresh and chewy.

should walk around the neighborhood. Start with carriage house-lined Verandah Place, which borders the park.

Many blocks in the landmarked neighborhood are lined with 19th-century brownstones and rowhouses.

Levin: Health care over jail time

As New York City works to close Rikers Island and move inmates into borough-based jails, a new proposal from Councilmember Stephen Levin (D-Brooklyn Heights, Greenpoint) would bring critical health services into courthouses in an effort to reduce the number of people sent to jail.

Under Mayor Bill de Blasio’s $11 billion plan to close Rikers Island by 2027, the 11-story Brooklyn Detention Complex on Atlantic Avenue would enlarge to 40 stories, more than twice the size of the existing jail, according to the Mayor’s Office of Criminal Justice.

Levin introduced legislation on April 18 that would provide health screenings for criminal suspects awaiting arraignment. The screenings could identify behavioral and physical health issues, opening up alternatives to incarceration that can be more effective and more taxpayer-friendly.

The bill would extend what are known as Enhanced Pre-Arraignment Screening Units (EPASUs) — which already exist in Manhattan — to all five boroughs.

After a health screening, social workers could share information from the screening with defense lawyers, who could seek diversionary options — such as treatment for addiction, psychiatric services and community-based social services — instead of incarceration for their clients.

dividuals before they enter the correctional system and diversion liaisons are able to pull critical health data for attorneys and judges to make informed diversion decisions,” Levin said.

In the Bronx, Brooklyn, Queens and Staten Island, Pre-Arraignment Screening Units (PASUs) already exist. PASUs only have emergency medical technicians working, who cannot administer medication.

Using EPASUs, nurses would be able to diagnose and prescribe medication for common ailments.

In Manhattan, these added facilities led to about 600 fewer trips to the hospital for arrested people with medical issues, according to a Vera Institute of Justice study that evaluated Manhattan’s EPASU over an 18month span.

EPASUs would also employ a social worker who would identify behavioral health needs and reach out to community service providers.

“For too long, a lack of capacity and resources have allowed people with physical and behavioral health issues to get funneled through our bloated justice system without opportunities to seek pre-arraignment treatment and diversion,” said Leah Pope, senior research fellow at the Vera Institute of Justice.

Levin sees the expansion of EPASUs as a way to further reduce the city’s already dropping incarcerated population. “As New York City works to close Rikers Island, we need to do everything we can to divert people out of jail who are there unnecessarily and connect people to treatment and community supports that work,” Levin said.

Civic and business groups in DUMBO and Fulton Ferry Landing have a message for Mayor Bill de Blasio’s new BQE expert panel: As long as the city is rebuilding the BQE from Sands Street to Atlantic Avenue anyway, use this opportunity to build direct connections from the BQE to the Brooklyn and Manhattan bridges.

This will get thousands of vehicles per hour off DUMBO streets like Old Fulton, Prospect and Jay streets. These thoroughfares were once surrounded by stark industry, but are now lined with residences, artisanal businesses and restaurants filled with workers and tourists flooding DUMBO and Fulton Ferry Landing.

In an April 23 letter to BQE panel chair Carlo Scissura, area leaders Alexandria Sica, executive director of the DUMBO Improvement District; William Stein, board member of the Fulton Ferry Landing Association; and Melissa Prober, cochairperson of the DUMBO Action Committee, make their case that the BQE plan selected by the city “should eliminate the use of our streets … as the route for connecting the bridges to the BQE.” “Currently, every hour thousands of vehicles pour off of the bridges and onto DUMBO and Fulton Ferry’s streets, not to visit our residents or shop in our stores, but simply to go from bridge to BQE or vice versa, negatively impacting the quality of life and experiences of our residents, workers, and visitors,” the group writes.

Whatever the city does, it shouldn’t make the situation worse than it is now by “explicitly or inadvertently send additional cars into our neighborhoods,” they add.

Implement the best of Brooklyn Strand idea More importantly, the group writes, “We hope the final plan reshapes the public realm below, around — and if more ambitious plans advance — potentially atop the BQE from Old Fulton to Sands Street.” This reshaping could take the Brooklyn Strand proposal as an initial guide, they write.

The Brooklyn Strand proposal would connect nearly 50 acres of public space and city-owned land from Downtown Brooklyn to the Brooklyn Bridge and the surrounding neighborhoods with green walkways and improved parks and amenities.

The rebuilding of this decrepit 1.5-mile section of the BQE is expected to cost roughly $4 billion and last a minimum of six to eight years.

Besides two contentious rehabilitation pro-

posals devised by the city — one of them would temporarily replace the landmarked Brooklyn Heights Promenade with a six-lane BQE bypass — five alternate BQE renovation plans have been presented by community groups, officials and residents.

De Blasio’s BQE panel is tasked with studying the incoming proposals and making recommendations.

One plan that has caught the public’s eye, designed by DUMBO’s Bjarke Ingels Group, would enclose the BQE as it passes under the triple cantilever supporting the Brooklyn Heights Promenade, and create a sweeping new Brooklyn Queens Park: the “BQP.” But the BIG plan “stops at Old Fulton Street,” Sica told the Brooklyn Heights Press on Wednesday. “There’s been no information about how traffic … would connect back to the bridges.

It’s a partial plan which doesn’t explore Old Fulton Street to Sand Street. Obviously, this is very important to Fulton Ferry Landing, DUMBO and the Farragut Houses.”

“Lots of the BQE conversation centers on the Promenade, which is completely understandable.

But there needs to be solutions for all communities touched by the project and the BQE,” she said.

The DUMBO Improvement District has heard from the city’s Department of Transportation in the past “that there were some ways to make direct connections” to the bridges from the BQE, she said. “There are about 1,500 vehicles an hour traveling on Old Fulton, and obviously many on Prospect Street.”

Prospect Street is newly important for the neighborhood because of the thousands of Etsy employees now working at the DUMBO Heights building, once a Jehovah Witnesses facility, along with dozens of restaurants and a charter school, Sica said.

“We’ve been talking for years about connecting DUMBO, Downtown and the Navy Yard,” she added. “Safely crossing the traffic is always an issue, as well as quality of life. It seems daunting to cross traffic, and swaths of asphalt go under and around the BQE. We hope the master plan the panel comes up with changes that.

Imagine Farragut residents trying to get to Downtown Brooklyn to work having a friendly, air pollution-free way to walk.”

Some of the more ambitious plans for the BQE need to be thoroughly flushed out and vetted, Sica said.

The BQE rehab could present “an opportunity to be one of those projects where everyone wins,” she ventured.

It has other definitions though from mathematical use, such as incapable of being the root of an algebraic equation with rational coefficients, (π for example), or as relating to an experience determined by the mind’s makeup. A drop of dark blue appears, its stain spreading over the surface. Tendrils stretch across, their circuits entwining and dispersing, carving lucid pathways in their wake. The deepest blue requires more than just one application, it is a multitude of layers blended into one another, with slightly different circumstances and results each time, as sapphire streams ebb and flow concurrently. The azure currents of time, energy, and memory upwell and merge in union. Lea Thomas applies this aesthetic philosophy in her practice, creating a pool of the deepest blue for her hand-woven textiles. With a lineage harkening back to the traditional use of Japanese indigo in its process and symbolism, Thomas’s work echoes the motion of her predecessors, diving far under the waves of deep time. As the fibers submerge into a vat of natural dye, so does one’s consciousness surge in connection to our environment, our humanity,

Jan Groover created her famous Kitchen Still Lifes in 1978 and 1979. Using a large-format camera, she transformed colanders, knives, spatulas and baking pans into objects of beauty that still hold a visual interest that transcends their common use. Her seductively modern color palette of greens, pewter, bronze and brown tonalities permeates the space dissected by kitchen paraphernalia. These take on a new visual meaning as a result of Groover’s juxtaposition of the elements. Although never unrecognizable as everyday objects, these utensils float into an abstract amalgam of planes and shapes.

As radiation knows no borders, transported on wind and water currents, it is a form of contamination that implicates us all in its unseen isotopic presence.

BBQ VEGGIE HASH INGREDIENTS Carrots, rutabagas & parsnips Cajun spice blend Yellow onion & garlic 2-3 leaves collard greens, trimmed Carolina-style barbecue sauce (S)

2 eggs (E) 7 sprigs parsley 1/4 cup heavy cream (D) 2/3 cup grits 1/2 green bell pepper, sides

DIRECTIONS PREP HASH VEGGIES Preheat oven to 425 degrees. Medium dice green bell pepper into about ½-inch pieces. Place in a large bowl. Add carrots, rutabagas, and parsnips. Drizzle with about 1-2 tablespoons cooking oil. Season with salt and pepper. Toss to combine.

ROAST HASH VEGGIES Spread veggies out in a single layer on a foil-lined baking sheet. Roast 18 minutes. (See Step 6 to finish.)

PREP COLLARDS & ONION Meanwhile, remove center stems from collard greens; discard. Roughly chop leaves into bite-size pieces. Cut ends off yellow onion and remove peel. Medium dice into about ½-inch pieces. Mince garlic. De-stem parsley; roughly chop leaves.

COOK COLLARDS & ONION Heat about 1 tablespoon olive oil in a medium pot (with lid) over medium heat. Add onion to hot pot. Cook 2-3 minutes, or until onion begins to soften, stirring occasionally.

Add collards and garlic. Lightly season with salt and pepper. Stir. Cook 3-4 minutes, or until collards begin to soften, stirring occasionally. Add Cajun spice blend; stir.

ADD GRITS Add 2 ½ cups water to pot with veggies. Season with salt and pepper. Bring to a boil. Slowly add grits to boiling liquid while stirring. Reduce heat to low. Simmer 7-8 minutes, or until grits have thickened and water is absorbed; stirring occasionally. Remove from heat. Add heavy cream; stir. Salt and pepper to taste. Cover to keep warm until plating.

FINISH HASH VEGGIES Drizzle 2-3 tablespoons Carolina-style barbecue sauce over baking sheet with veggies (reserve the rest). Stir to coat. Sprinkle with about half of the parsley (reserve the rest).

Roast 2-4 more minutes, or until fork tender.

FRY EGGS Meanwhile, heat about 1 tablespoon olive oil in a medium nonstick pan over medium heat. Carefully crack eggs into hot pan. Cook 3-4 minutes, or until whites have set (or to desired doneness). Lightly season with salt and pepper.

PLATE YOUR DISH Divide barbecue veggie hash between plates. Spoon grits next to hash. Top grits with fried egg and garnish with remaining parsley. Serve remaining barbecue sauce on the side (or drizzle over top). Enjoy!

Judge rules against affordable housing construction in landmarked Crown Heights garden

The city’s need for affordable housing and services for the mentally ill should not influence the fate of landmarked buildings, according to a Brooklyn judge.

Those are not among the criteria the Landmarks Preservation Commission is legally mandated to consider when deciding whether to give developers permission to make changes to landmarked properties, Brooklyn Supreme Court Justice Katherine Levine ruled earlier this month.

The case concerns the Dean Sage Mansion at 839 St. Marks Ave. in the Crown Heights North Historic District. It focuses on the city Landmarks Preservation Commission’s 2016 approval of a plan by the property’s owner, the Institute for Community Living, to construct a new building that would have occupied more than half of the mansion’s garden.

The preservation commission’s decision was “arbitrary and capricious and based upon an error of law,” Levine wrote in an April 2 decision.

She overturned the preservation agency’s approval of a plan to develop 70 apartments on the site — a mix of supportive housing for mentally ill adults and affordable units. She

did so by vacating a certificate of appropriateness the Landmarks Preservation Commission had issued. That’s a document property owners must obtain before altering the exteriors of landmarked buildings.

The judge also ruled that the commission must hold a new hearing about the Dean Sage Mansion project.

She said in her decision that cutting the size of the garden by 60 percent would obscure the eastern facade of the house — so it would no longer look like a stand-alone mansion.

Most mansions in the landmarked district were torn down a long time ago, making the Dean Sage Mansion’s contribution to the neighborhood’s historic character especially important, Levine wrote.

WHAT FACTORS ARE WITHIN LANDMARKS’ JURISDICTION?

Levine’s ruling was a victory for community groups and neighborhood residents who’d filed suit against the Landmarks Preservation Commission and the Institute for Community Living. The groups were the St. Marks Avenue Independent Block Association, the Bergen-Kingston Block Association and the Crown Heights North Association.

The case is an Article 78 proceeding, which means it was brought against government agencies. In this type of

suit, the plaintiffs are called petitioners. The defendants are called respondents.

An important architect, Russell Sturgis, designed the HighVictorian Gothic mansion. Dean Sage, who made his fortune in the lumber industry, constructed it in 1870.

The Landmarks Preservation Commission erred in its decision-making by considering factors outside its legally mandated jurisdiction, Levine decided. In her ruling she cited landmarking law, which instructs the commission to consider “the factors of aesthetic, historical and architectural values and significance, architectural style, design, arrangement, texture, material and color” as well as “other pertinent matters.”

The phrase “other pertinent matters” should be narrowly interpreted, the judge said in her decision.

“It would be absurd and contrary to the raison d’etre of the [landmarks law] to give the [Landmarks Preservation Commission] carte blanche to consider, as pertinent to its determinations, factors that did not enhance and protect and perpetuate these buildings such as the LPC’s finding that it was socially desirable to build more housing for the developmentally challenged and/or the economic and fiscal constraints of developers of such projects,” Levine wrote in her ruling.

Judge rules against affordable housing construction in landmarked Crown Heights garden — Continued from page 10INB — But in public hearings, commissioners “lauded the social and economic values espoused by the Institute for Community Living in expanding its mission at the [Dean Sage Mansion] site,” Levine wrote.

A spokesperson for the Institute for Community Living told INBrooklyn it’s “very disappointed” by Levine’s ruling, “which disregards the long-held principle that the Landmarks Preservation Commission is an expert panel whose decisions should be accorded deference.”

The Institute is “considering all options for moving forward and remains fully committed to continuing with our mission as a nonprofit to help New Yorkers lead healthier lives,” the spokesperson said.

“We went above and beyond to ensure the project was in sync with the historic district requirements and met with various community organizations to take questions and suggestions,” he told INBrooklyn.

“We allocated considerable funds to fully restoring the mansion, which will benefit the entire community and enhance the historic district.”

The spokesperson said there’s a “great and growing need” in Brooklyn for services the institute provides for people living with mental illness, substance abuse issues and developmental disabilities.

“Our plans for the Dean Sage Mansion, where we have provided services since the late 1990s, would not only have allowed us to continue to provide support services to New Yorkers, but also created much-needed affordable housing for many more,” he said.

Preservation experts say Levine’s decision will remind the Landmarks Preservation Commission that its purpose is to preserve sites with historic, social or cultural significance rather than to promote affordable-housing construction.

“Landmarks should be adaptively reused, and the Landmarks Preservation Commission’s oversight plays a crucial role in determining how historic buildings can appropriately evolve to be functional in the 21st century,” Kelly Carroll, the Historic Districts Council’s director of advocacy and community outreach, told INBrooklyn.

“It is excellent that this ruling serves as an example that preservation, under the Landmarks Law, has nothing to do with [a building’s] use,” she said.

“Hopefully this ruling will refocus the lens of preservation and aid in reminding all parties involved that preservation is about buildings, not their uses, however lofty or attractive aspirations might seem.”

Carroll provided an expert affidavit to support the petitioners in the Dean Sage Mansion case.

If the commission’s approval of the housing development in the mansion’s garden had been allowed to stand, “an unruly precedent would be introduced into Landmarks Preservation Commission proceedings,” Historic Districts Council Executive Director Simeon Bankoff told INBrooklyn.

“Regardless if one wants the Landmarks Preservation Commission to have the ability to consider use in their judgments, they do not and this decision rightly doubles down on this determination of authority,” Bankoff said.

“To have not done so might open the door to great uncertainty within the regulation of our city’s landmarks and an erosion of their continued existence,” he added.

The city is considering whether to appeal Levine’s decision.

“The [Landmarks Preservation] Commission thoroughly reviewed this proposal and determined the proposed changes will not detract from the historic and architectural character of the mansion or the Crown Heights North Historic District,” City Law Department spokesperson Nick Paolucci told INBrooklyn.

“The Commission stands by its approvals and is evaluating its legal options, including whether to appeal this court ruling,” he said. Law Department attorneys represented the Landmarks Preservation Commission in the case.

Community groups took the Dean Sage Mansion case to court to compel Meenakshi Srinivasan, who was then the Landmarks Preservation Commission’s chairperson, to “reassess her priorities in fulfilling the agency’s mission, which is historic preservation, not housing,” Ethel Tyus of the Crown Heights North Association told INBrooklyn.

“We felt vindicated for expending the money and time to closely examine what was actually happening within the inner workings of the Landmarks Preservation Commission,” she said.

“The former Chair brought the wrong compass with her from her prior positions with the Board of Standards and Appeals and the Department of City Planning.”

The community groups want the Dean Sage Mansion to be “preserved and celebrated for its design, its architecturally significant character and its importance to the entire historic district,” Tyus said.

The author’s only other novel, ‘Notre Dame de Paris,’ was accepted by its publisher on condition that he should bring out every succeeding work by that author. ‘Notre Dame’ proved a brilliant success, and made the fortune of — the publisher. Victor Hugo then wrote ‘Les Miserables,’ determining to respect the condition, but to make his own terms with the unscrupulous brain-trafficker. These terms were at once rejected, and the author, unreleased from the old obligation, was obliged to put by his manuscript for a more favorable season.

Year after year he renewed his proposals, increasing each year his demand, until at last the publisher died, and, after waiting nearly a quarter of a century, the well-seasoned, if not seasonable, ‘Les Miserables’ is in press.”  ON APRIL 25, 1886, the Eagle reported, “Paris, April 24 — A stock company with a large capital has been organized for the purpose of erecting the tallest tower ever seen in the world in time for the International Exposition of 1889. The tower is to have a total height of 984 feet and will be supported on four pillars higher than the steeple of Notre Dame. The whole structure will cost $208,000. It will be surmounted by a group of electric lights, which will illuminate all Paris, and will, it is estimated, be visible at Dijon, 197 miles distant.”  ON APRIL 25, 1945, the Eagle reported, “London, April 25 (U.P.) — British Lancasters attacked Hitler’s Berchtesgaden hideout with six-ton earthquake bombs today, and American reconnaissance pilots said fires still were burning close to it more than four hours later. There was no indication whether Hitler was at his mountain retreat when the R.A.F.’s biggest bombers struck at it for the first time, possibly in an attempt on the Fuehrer’s life.

Intense antiaircraft fire from the batteries around Berchtesgaden led some observers to speculate that Hitler was there. The Nazis, however, have insisted he is directing the defense of Berlin.

There are three primary targets in the Berchtesgaden area: Hitler’s country home; the SS barracks on the grounds, and Hitler’s mountain retreat, about five miles from the country home and called ‘The Eagle’s Nest.’”  ON APRIL 26, 1952, the Eagle reported, “’It was at eleven that a delirium of joy and thanksgiving swept over humanity…’ Mrs. Esther Scholnick, mother of 11 children, eight of whom served in World War II, stood silently as the words of the American Legion’s 11 o’clock ritual were spoken last night at the sixth annual ball and entertainment of Maurice G. Jones Post in the Biltmore Ballroom, 2230 Church Ave. Her heart was full. It was one of the happiest moments of her life. From former Deputy Controller Milton Solomon, a past county commander of the Legion, she had just received the ‘Certificate of Merit.’ It was the Legion’s way of honoring Mrs. Scholnick and her husband, Louis, whose ‘eight valiant sons’ are now continuing their service to the community as Legionnaires. All eight were recruited by Post Commander William Panessa and inducted in November. Jones Post is the only one in the country with eight brothers as members. Somewhere in Kansas there’s a Legion post with five brothers. ‘I’m deeply touched, my heart is failing,’ said Mrs. Scholnick as she accepted the award.”
