Gowanus business owners fear extinction from city’s rezoning plan ‘If we’re not at the table, we’re going to be on the menu’ By Scott Enman The Record

Gowanus merchants met with city officials last Tuesday — the second meeting this month — to discuss the challenges they are experiencing, the improvements they would like to see, and, most importantly, their concerns about the city’s proposed rezoning. The controversial plan, introduced in late March, could bring 20,000 new residents to the area. This influx could potentially alter Gowanus’ Industrial Business Zone — one of 21 manufacturing areas across the five boroughs that receives assistance from the city in the form of tax incentives and business services. The proposal prioritizes an increase in housing and industrial space and seeks to streamline waterfront access. It has been met with fierce opposition from residents. Paul Basile, president and founder of the Gowanus Alliance and a longtime neighbor-

hood property and business owner, said that while he was happy the city gave local merchants a platform to speak, whether their needs would be addressed remains to be seen. He argued that there would be unintended consequences because of the rezoning, and he hopes the city will recognize Gowanus as a job hub. “I got more involved because it didn’t seem like we were being looked at in a positive way,” Basile told the Record. “More often than not, when you see these rezonings go through, manufacturing and that lesser value purpose gets thrown under the bus. “It’s become survival instinct: If we’re not at the table, we’re going to be on the menu. So, we’re happy that there is a table, and we’re happy that we’re at it at this point.” He said that if nothing else comes out of the talks, hopefully the city becomes more sensitive to the needs of the manufacturers and businesses.

Joe Marvilli of the Department of City Planning told the Record that the discussions were constructive and that his agency understands the importance of the Gowanus IBZ as a vital employment center. He said the city would seek to reinforce that idea in the rezoning plan and continue to receive feedback throughout the summer. “As we committed during the development of the Gowanus Neighborhood Plan, DCP will continue working with businesses, local stakeholders and users in the IBZ to analyze their needs with respect to land use, infrastructure and workforce development, and develop a vision for the IBZ’s future where businesses can grow jobs and thrive,” Marvilli said. While many of the industrial manufacturing companies that once lined the shores of the Gowanus Canal have closed, downsized or moved — leaving vacant lots in their place — many other businesses in the neighborhood have persevered and even thrived.

The Gowanus Neighborhood Study Framework — released in June 2018 prior to the rezoning plan — notes, “Today, Gowanus is home to a diverse mix of uses, which contribute to the neighborhood’s character — often where offices and art studios exist sideby-side with metal welders and custom furniture makers. … While manufacturing has declined, the construction and wholesale and trade sectors remain an important base of the local economy.” The report suggested a few ways of retaining the IBZ, including promoting industrial and commercial uses, limiting residential use and reinforcing the zone as a center for other job-generating uses. A portion of Gowanus is located within the Southwest Industrial Business Zone. Its border includes Hamilton Avenue to the south, Smith Street and the canal to the west, Third Street to the north and Third Avenue to the east.

BWBA attorney receives pro bono award from state bar By Rob Abruzzese The Record

The Brooklyn Women's Bar Association has experienced continued steady growth over the past few years to the point where it has become the second biggest bar association of its kind in the state. With that growing representation comes more accolades. Joy Thompson was recently named president-elect of the Women's Bar Association for the State of New York, and Claire Rush, who helped to run the Brooklyn Legal Pipeline Initiative, was honored at WBASNY's annual convention in Savannah, Georgia earlier this month. During a ceremony, Rush was given the Hanna S. Cohn Pro Bono Award for her work with the Pipeline Initiative, which helps women, minorities and people from lowincome backgrounds get into law school and find jobs within the legal community. The Brooklyn Legal Pipeline Initiative started in 2017 with 50 students and has grown slightly each year. It consists of five two-hour classroom sessions and pairs up attendees with professional mentors. It also teaches them how to apply for financial aid to pay for school.

he election results are in from Tuesday’s judicial primaries, with a clear winner emerging in each race. Justice Margarita López Torres won the Democratic primary for Surrogate’s Court, raking in 52.69 percent of the vote with 99 percent of scanners reported. She became a surrogate judge in 2006, despite an initial lack of support from the Democratic party, and is likely to win reelection in November. A total of 46,707 votes were tallied across Brooklyn in that election, and López Torres garnered 24,610 of those. Meredith Jones, a court-attorney referee in Surrogate’s Court, was a distant second at just 11,536 votes, and Hon. Elena Baron, a judge in Brooklyn’s Civil Court, received 10,385.

D. Bernadette Neckles won her primary by a wide margin, with 71.64 percent (31,160 votes) to the 27.58 percent (11,994 votes) garnered by opponent Ed King. Neckles will serve a 10-year term as a judge in Brooklyn’s Civil Court. She will join the bench after an unsuccessful run in 2017. In the most crowded primary of the night, Caroline Cohen beat out three opponents with 43.4 percent of the vote (6,477 votes) for the Sixth Municipal Court District judgeship. Nobody seriously challenged Cohen’s vote total, but Alice Nicholson racked up 22.75 percent of the count, Chinyelu Udoh garnered 19.34 percent, and Tehilah Berman came in last with 14.12 percent. While none of the three have officially won their elections (these were primary elections, not general), it is likely that they all cruise to victory in November without Republican challengers.

Caroline Cohen defeated three opponents for Municipal Court.

News Around the Boro BAY RIDGE — Assemblymember Nicole Malliotakis (R-Southern Brooklyn-Staten Island) last week applauded State Senate Democrats for pulling the Automatic Voter Registration Bill after finding a critical typo in the measure that would have forced non-citizens to register despite their ineligibility. The measure would have enabled agencies like the Department of Motor Vehicles, the Office of Children and Family Services, the Department of Health, the Department of Veterans Services and the Department of Labor to register residents to vote automatically. Malliotakis protested the passage of the bill, calling it the “Automatic Voter Fraud” bill. 

The building, at 308-310 Livingston St., was built in 1911. In October, architecture firm Fogarty Finger filed an application to build a 23-story building, and in May the firm filed another application for full demolition. The current building was once used as a meeting place for followers of the Bahai religion. The new building would have 160 units, a rooftop deck and a fitness center. 

EAST FLATBUSH — Brownstoner recently looked back at four of the real-estate website’s featured Brooklyn listings from six months ago, focusing on homes in East Flatbush, Windsor Terrace and Ditmas Park. A two-story brick row-

A fifth-floor co-op in Brooklyn Heights, which has four rooms and views of trees and neighboring gardens, sold for $1.31 million, $60,000 above the asking price. PAPERWORKS AT DIEU DONNÉ

Art CASEY JOHN OPSTAD: THE INVISIBLE HAND Casey Opstad was born and raised in Grand Forks, North Dakota. He attended graduate school at the Minneapolis College of Art and Design. Upon graduation, he moved to New York City and painted and drew murals and did commission work for clients in the area. Clients Casey has worked for in the last five years include: PayPal, New York Department of Transportation, DUMBO Improvement District, General Assembly, Kenneth Cole, Venmo, Bitly, and New York University. SEEING THINGS AS THEY REALLY ARE: THREE-DIMENSIONAL

This group exhibition mines the archive and examines the rich history of sculpture and three-dimensional papermaking at Dieu Donné. Since 1976, Dieu Donné has been on the forefront of an artistic movement to challenge the notion of paper as mere support of the image. The choice to create dimensional works in paper pulp is not just for its aesthetic and physical qualities but for the powerfully subversive, humorous, political, and emotional associations that paper and the printed word embody. Artists in this exhibition include Lynda Benglis, Mark Bradford, David Kennedy Cutler, E.V. Day, Lesley Dill, Ming Fay, Rosemarie Fiore, Ethan Greenbaum, Ann Hamilton, Jim Hodges, Lael Marshall, Saul Melman, Timothy E. Palmer, Brie Ruais, Jean Shin, Michael St. John, Richard

Don’t Follow the Wind is a project situated inside the radioactive Fukushima exclusion zone in Japan, the inaccessible area surrounding the Fukushima Dai-ichi Nuclear Power Plant, established in the wake of the 2011 disaster that contaminated

to pirates, runaway slaves, and smugglers; its churches were turned into hospitals, its warehouses into jails, and its cemeteries into pleasure gardens. Even our rivers played a part, allowing us to be surrounded with fireships, floating pens for prisoners of war, and, briefly, the French navy. The British occupied NYC for seven years, longer than any other part of what would soon become the United States. It was also the last place they left, not until over two years after their ‘final’ defeat. New York City during the American Revolution is the story of people like William Franklin, Ben’s illegitimate and disgraced son; Colonel Tye, a black raider who led a feared guerrilla force; and Haym Salomon, a Jewish Polish immigrant who used his language skills to spy for George Washington. You think you know the American Revolution? Think again! Not all history happens on the battlefield – though we have one of those, too. The Battle of Brooklyn was the largest military engagement of the entire war. Come learn about the archaeology and history of New York City in the American Revolution. Whether you’ve already seen Hamilton or couldn’t afford tickets, this is the class for you. When: Monday, July 1st, 6:30

And that’s because owners Ed and David Mafoud have made baking bread an art as they carry on their grandfather Hassan Halaby’s legacy. Hassan’s original pita bread recipe has evolved into all kinds of breads including lavash, pizza crust, bistro buns and bistro sticks. And if you want to try something really special, check out the recipe for Cinnamon Sugar Bistro Sticks. It’s as sweet and delicious as its name implies. Just take one sheet of Brooklyn Bred Bistro Sticks, 2 tablespoons melted butter, 2 tablespoons sugar, ¼ teaspoon ground cinnamon and you are set to go. Add some icing and fresh berries and you have a dessert everyone will love! www.brooklynbred.com

Savarese Italian Pastry Shoppe 5924 New Utrecht Avenue Brooklyn, NY 11219 718-438-7770 Savarese Italian Pastry Shoppe was established in 1918 when the Savarese family traveled from Naples, Italy, bringing with them the art, quality and tradition of fine Italian baking. In 1962, the Giura family, who came from the same region of Italy, took over the pastry shop and dedicated themselves to carrying on the Savarese family tradition. Master Chef Mario Giura oversees all the incredible creations found at the shop. For example, the Tiramisu cake is a customer favorite as are the Italian Rum Cake, Hazelnut or Amaretto Tortes, Mixed Fruit Cakes and Black Forest Cake. You can even have your portrait put on a cake! There’s a reason Savarese Italian Pastry Shoppe is known as one of the best bakeries in Brooklyn! www.savaresepastry.com

Eye on REAL ESTATE Take a stroll through Weeksville, the neighborhood WEEKSVILLE HERITAGE CENTER IS THE HEART AND SOUL OF THE AREA By Lore Croghan INBrooklyn

Weeksville Heritage Center is a cultural jewel, a living reminder that an independent free black community thrived in preCivil War Brooklyn. Its landmarked houses, powerful witnesses to history, have been on my mind in recent weeks as the center’s executives carried out an emergency CrowdRise funding campaign to keep the Crown Heights museum open. The oldest of these houses on Hunterfly Road dates back to the 1840s. On June 14, there was dramatic news: The city designated Weeksville Heritage Center as a member of the Cultural Institutions Group. This was the first time in 20 years a new member had been brought into the group. Membership affords a real shot at financial stability through unrestricted operating grants from the city Department of Cultural Affairs, which also pays the institutions' heat, light and water bills. City Councilmembers Laurie Cumbo and Robert Cornegy and Council Speaker Corey Johnson and the Brooklyn Black Elected Officials urged the de Blasio Administration to make it happen. The designation made Weeksville Heritage Center the first black Brooklyn institution on the group’s roster — which was a “huge honor,” the center’s President and Executive Director Rob Fields told me in an interview that day.

Weeksville Heritage Center is the crown jewel of Weeksville the neighborhood.

Nearby, there’s a metal sculpture hanging over the door of 1779-1781 Pacific St. The sculpture depicts six industrial workers. This is the Piscopo & Nogara Iron Works. Nogara Group bought the site for $70,000 in 2006 and constructed the building, city Finance Department and Buildings Department records indicate.

TWO FINE FIREHOUSES

IRONWORKS NEAR THE COMMUNITY GARDENS So. Did you know Weeksville is used as a neighborhood name even today? The City of New York includes it on its map of Community District 8, which Community Board 8 serves, along with North Crown Heights and Prospect Heights. Weeksville is located within the easternmost section of Crown Heights on the border of Brownsville. Weeksville the neighborhood consists of the blocks surrounding Weeksville the museum, which is at 158 Buffalo Ave. If you start walking on Atlantic Avenue and stroll the streets parallel to it between Troy and Ralph avenues, you can’t go wrong.

INBrooklyn photos by Lore Croghan

Weeksville’s got lots of beautiful old housing stock. One of the things you’ll see on a Weeksville walk is Imani Community Garden II. It’s on the corner of Pacific Street and Schenectady Avenue. It’s the nearby neighbor of Imani Community Garden, which is the home of the chickens I recently photographed.

As you keep walking, soon you’ll find an old-fashioned firehouse at 1472 Bergen St. This is the Rescue Company No. 2 building, constructed in 1893. There’s a painting on the garage door dedicated to the memory of Firefighter Louis J. Valentino Jr. He died in 1996 while searching for wounded firefighters during a blaze at an illegal chop shop in Flatlands. As you know if spend time in Brooklyn’s waterfront neighborhoods, Louis J. Valentino Jr. Park and Pier in Red Hook is named for him. It’s a good place to go for views of the Statue of Liberty.

Eye on REAL ESTATE

Take a stroll through Weeksville, the neighborhood WEEKSVILLE HERITAGE CENTER IS THE HEART AND SOUL OF THE AREA — Continued from page 14INB — By the way, Rescue 2 has built itself a new firehouse on Sterling Street in Ocean Hill. The cast concrete and terra-cotta building is designed as a training facility, with features like a bridge, a manhole and a trench that simulates a subway tunnel. But back to Weeksville. Further down Bergen Street, on the corner of Ralph Avenue, Engine 227’s eye-catching firehouse can be found.

A CHURCH THAT WAS A STATION ON THE UNDERGROUND RAILROAD The streets of Weeksville are dotted with beautiful churches. For instance, there’s Berean Baptist Church at 1635 Bergen St. The portion of it that was built in 1894 stood in shadow the afternoon I took my Weeksville stroll. So instead of photographing it, I snapped a picture of the more modern portion of this house of worship, which was constructed in 1960. The church was established in 1850 — and was a station on the Underground Railroad, its website says. A second church that caught my eye was the Greater Bibleway Temple on the corner of Rochester Avenue and Lincoln Place. The late-afternoon sun lit up its pale brick facade. The Bibleway Church has been located at this building since 1973, its website says.

The Maynard Co-Ops at 1509 Bergen St. have eye-catching window bays.

INBrooklyn photos by Lore Croghan

Architect E.M. Adelsohn designed the Greek Classical Revival-style building.

ST. MARY’S HOSPITAL IS BEING TURNED INTO A NURSING HOME

Here’s a glimpse of Berean Baptist Church. Architectural history expert Suzanne Spellen said in a 2014 Brownstoner.com story that the stunning church at 261 Rochester Ave. was built as Temple Petach Tikvah in 1914 and 1915.

The day I took my stroll, athletes were busy at St. John’s Park, which is packed with playing fields. A colorful mural on the back wall of St. John’s Recreation Center brightened the scenery. I didn’t go inside the venerable rec center, which has been in existence since 1956. But the city Parks Department’s website mentions there’s a swimming pool, which sounds pretty great this time of year. I saw all kinds of lovely old-fashioned housing stock in Weeksville. For example, there’s a hilly block on Lincoln Place between Buffalo and Ralph avenues that’s very picturesque. And when I strolled down Prospect Place, I got an eyeful of a bright new facade on the mammoth building that was formerly St. Mary’s Hospital. Centers Health Care is converting the seven-story building into a 281-bed nursing home, a 2016 project recommendation written by Borough President Eric Adams says. The property, whose address is 170 Buffalo Ave., was the last Catholic hospital left in Brooklyn when it closed in 2005. The building was constructed in the 1970s. Before that, St. Mary’s facility on this site had been built in the 1870s.

This Week in History

On June 26, 1844, President John Tyler married Julia Gardiner in New York City. In its June 27 edition, the Brooklyn Daily Eagle reported, “The bride is said to be accomplished, beautiful, interesting, an heiress, and 22 — the President, on the other hand, is known to be as homely as a brush fence, and 55 years of age, being a difference of 33. Some of his children, therefore, are probably many years older than their step-mother. President John Tyler Library of Congress photo via Wikimedia Commons Tyler, the 10th president (1841-45), was born in 1790 and died in 1862. He and his first wife Letitia (1790-1842) had eight children. He and Julia Gardiner had seven children. Their son Lyon (1853-1935) was married twice, the second time to Sue Ruffin, who was 35 years his junior. Lyon and Sue had three sons, two of whom — Lyon Gardiner Tyler, Jr. (born 1924) and Harrison Ruffin Tyler (born 1928) — are still living.

It’s time to close THE DIGITAL DIVIDE Too much of America has been overlooked, underserved, and left out of the digital revolution. Today, 24 million Americans have no access to reliable, affordable high-speed internet. Digital voids can exist anywhere, from rural communities to large cities, creating immeasurable gaps in education, health care and employment. If our merger is approved, the New T-Mobile can change that by lighting up the country’s first real, truly nationwide, broad and deep 5G network, delivering a higher quality, more robust network. The combined spectrum from T-Mobile and Sprint will allow us to build a true in-home broadband competitor, bringing better service, lower prices, and real choice to America. Together, we can close the Digital Divide holding millions of people back and bring the digital revolution to all Americans.

That will be the power of the New T-Mobile.

Learn more about how the New T-Mobile will lead the 5G revolution at NewTMobile.com
