By Represenative Mimi Walters Every year, the Congressional Institute hosts an artistic discovery contest in Congressional districts throughout the United States. I am proud to participate in this exciting program once again by announcing my fourth annual Congressional Art Competition for high school students in California’s 45th District. This competition is a wonderful opportunity for students to express their creative talent, and for parents, teachers, and other community members to celebrate the achievements of Orange County youth. I encourage any interested high school student, regardless of your level of experience, to participate. There is no cost to submit artwork, and there are cash prizes for the top three finalists in the 45th District. In addition, the artwork awarded first prize will hang in the U.S. Capitol for an entire year, and the winning artist will receive the once-in-a-lifetime opportunity to attend an awards ceremony in Washington, D.C. with other winning students from across the Nation. The competition is not only limited to traditional forms of artwork – paintings, drawings, collages, prints, photographs, and mixed media are all

The OCFA Board of Directors have appointed Brian Fennessy to become the Fire Chief of the Orange County Fire Authority. “It is with great pride that the OCFA Board of Directors announce the appointment of Chief Brian Fennessy to the position of Chief of the Orange County Fire Authority said Ed Sachs, Chair of the OCFA Board of Directors. Chief Fennessy is a seasoned fire and rescue service professional with over 40 years of service. His experience, commitment to the service and protection of the public and proven leadership track record are just a few of the reasons why our Board has chosen Brian Fennessy to serve as our OCFA Fire Chief. The OCFA Board of Directors, which includes 23 member cities and the unincorporated areas of the County, are confident that Chief Fennessy will be a great asset to the citizens of Orange County,” Chief Fennessy will effectively begin his duties on April 16, taking over for Patrick McIntosh, who has been serving as interim Fire Chief since September 2017 and ends his service on March 16, 2018. OCFA Assistant Chief Dave Anderson will

assume Interim Chief responsibilities from March 17, 2018 thru April 16, 2018. Fire Chief Brian Fennessy began his fire service career in 1978 where for thirteen years he served on and led both U.S. Forest Service and Bureau of Land Management hotshot and helishot crews. He was hired by the City of San Diego in October 1990, served and promoted through all ranks of the Fire-Rescue Department and was appointed Fire Chief for the City of San Diego on September 3, 2015. “I’m excited and honored to be joining the Orange County Fire Authority as Chief,” said Fennessy. “The OCFA is a remarkable and progressive place with a rich tradition, and I look forward to working with the men and women of this agency to continue the long-standing tradition of providing first-rate professional service to the cities and communities in which we operate.” Chief Fennessy takes the helm of the OCFA, a fire agency serving 23 cities and unincorporated areas of Orange County, with a population of over 1.8 million.

Are the gray, cold days wearing you down and making you count the minutes until blue skies and sunshine are the norm? You’re not alone. As much fun as you can have sledding, building snowmen or donning a fashionable scarf, most people at this time of the year start dreaming of sun-filled beaches, flipflops and shorts. No wonder spring break is so popular. Whether you want to bring your family along, get away with a few friends or explore some new, tropical destination, packing up and taking off on an unforgettable spring break vacation is easier and more affordable than you may think. From finding deals to getting there, here is your sixstep guide to a perfect spring break. 1. Get everyone involved. Unless you’re planning a surprise vacation for someone, you want to be sure everyone who is going weighs in and has a say. This is especially important if you’re going on a family trip. Giving your kids the chance to participate in planning and decision-making can help them feel more invested in the trip. For example, while the adults might choose the destination and accommodations, let the kids pick a couple activities to book in advance. This will lead to a better experience for everyone. 2. Book early. We’ve all heard the mantra “earlier is better” and generally, that’s true for booking airfare. According to a recent report from Expedia and the Airlines Reporting Corporation, for travel originating in the U.S., you should aim to buy tickets at least 30 days in advance. In other words: You should

probably book your spring vacation now. 3. Avoid peak travel times. If you have flexibility in terms of your travel dates, make sure you compare prices for different departure windows. Often spring break travel can have an impact on prices, and leaving a week or two earlier or later can save you money. The same applies for travel during and around the Easter holiday (April 1). Use a site like Expedia.com, which will compare rates from all airlines and often provide suggestions for alternate travel dates that yield lower fares. 4. Bundle to save. Always buy your plane ticket and hotel room together. Why? Because 1) it’s convenient and saves you time and 2) you can save some serious money when you do so. For instance, those who use the popular travel website Expedia to book their vacations save an average of $600 when they bundle their flights and hotel rooms together. Oftentimes, when going to popular resort destinations like Los Cabos or Riviera Maya, the savings are even better, so don’t leave that money on

the table. 5. Fly on the right day. As many savvy travelers know, it takes a multipronged approach to find the best deals. Along with booking early and bundling, when you travel plays a big role in the price you pay. According to the same report from Expedia and ARC, booking on a Sunday often yielded the lowest average ticket prices for both economy and premium travel. Furthermore, depending on the itinerary, travelers departing on Friday may score a lower price. 6. Pack only the essentials. The beautiful thing about a beach vacation is the ability to pack light. Buy your sunscreen once you get to your destination, and opt for flip-flops and lightweight clothing that will all fit in a carry-on bag. Not only will this make life easier when you go to and from the airport, but you’ll save on checked baggage fees as well. An unforgettable spring break vacation for you and your family is more affordable than you think. So stop dreaming and start planning! Sunshine and sand are just a few clicks away! - (BPT)

Two local students honored for their writing skills

On March 9, two St. Junipero Serra Catholic (SJSC) students were recognized at the 19th Annual Chapman University Holocaust Art and Writing Contest awards ceremony for their outstanding writing. Each year, SJSC submits one piece of student art and two student essays from eighth-grade students to the contest. Alexandra Hamm’s essay, titled Justice in the Hands of Humanity, and Davin Maas’s essay, titled Blueprint for a Better Society, were selected as the school’s entries in the writing competition. Alexandra and Davin’s essays were chosen as two of the five finalists in the middle school prose category, and Alexandra’s essay went on to be named the winner. More than two hundred fifty middle and high schools-and some 7,000 students--from more than 30 states and 9 countries participated in this year’s contest. This is not the first time the work of SJSC students has been recognized. Each year, two student essays are forwarded to Chapman University for the final round of judging. This is the fourth year in a row that both essays submitted were selected as finalists and that one of those essays went on to place first or second. All winning writing and art is published on the Chapman University website. To have the writing of two current students recognized in a competition of this scope and caliber is extremely exciting for SJSC. It speaks both

to the quality of the students’ work and to the quality of the school’s writing program. The program gives students a strong foundation that not only serves them well today, but will continue to benefit them throughout their high school years and beyond. Coto Attorney Receives Prestigious Clay Award 2018 Long time Coto resident, Rajan “Raj” Maline, won the prestigious and highly coveted 2018 Clay Award for the Attorney of the Year. The award, given annually, honors attorney(s) who have successfully worked on an influential or significant case. Raj, one of the state’s top criminal defense attorneys, successfully defended Jim Erwin who along with 3 others Paul Biane, Mark McDonald and Jeff Burum were all indicted for allegedly carrying out a bribery scheme to approve a $102 million settlement surrounding the Colonies housing development in Upland, California. Dubbed the “Colonies Case” by observers, this marathon case in which all four were indicted in 2011 and lasted over 6 years ended this past summer with all four defendants being acquitted and/or charges dismissed. The acquittals and dismissals followed a nearly 10-month criminal jury trial, one of the longest in San Bernardino County history. Raj was admitted to the State

Tesoro High School Varsity wins Cheer National Champs

By Lisa Zylstra Tesoro’s High School Varsity Cheer team has earned the National Championship title at the USANationals Competition in Anaheim. After a successful morning performance, the team advanced to finals with three other teams in the Advanced Super Large Varsity Show Cheer Division. Tesoro’s second performance resulted in a 1st place ranking and a National Champion title for the team, which they last won in 2016. “I am so incredibly proud of this team and their ability to perform as well as they did at Nationals,” said Coach Cris Stuart. “This year has been riddled with illness and injuries which required several fairly last minute changes to our routine. Winning Nationals is a true testament to the commitment these athletes have made to our program including yearround practice and training. A special thanks to our four seniors for their contribution – this is a great way for them to end their HS cheer careers.” The 27-member Varsity team is led by Coach Cris Stuart and Assistant Coach Natalie Hammon.

“FASHION IS TIMELESS” THE 43rd ANNUAL MISSION VIEJO ELKS’ LADIES FASHION SHOW

The models take the stage for the grand-finale. By Pat Ohman The 43rd Annual Fashion Show presented by the Mission Viejo, Saddleback Valley Elks’ Ladies Club was held on March 3rd at the Elks’ Lodge. The event raised $5,500 for Elks’ Charities. Chairmen, Laura Lumley and First Lady Vicky Long, along with many volunteers transformed the Elks Lodge into a “Fashion is Timeless” atmosphere with hanging giant clocks and fashion pictures from yesteryears. Hour glasses adorned the tables as centerpieces along with the lovely programs created by Mike Klinger and printed by ProType Printing. Our strong Elk Brothers, did an awesome job setting up, decorating and taking the stage apart. Bill Bongartz, Lane Keran, and Harvey Ohman turned the game room into a private dressing room. Our own lodge organist and DJ, Andy Costello, provided the appropriate music for shopping, dining, and modeling. Greeters were Sandra Jacobs and Pat Ohman. OSCAR Wrap Up! Oscar weekend arrived so quickly and left like a whirlwind – especially for me - taking clients to the various parties, red carpets and galas. It was a nonstop star-studded weekend leaving a memorable experience. Let us start at the Wardour Studios Hollywood Stars Gala Academy Awards Oscars Viewing party at the new Beverly Hills Waldorf Astoria. It was perfect weather for an outdoor red carpet with many celebrities in attendance. The theme for this inaugural year “Women in Entertainment” paid tribute to those female filmmakers by showing their support for giving them equal standing within the industry. Walking the red carpet into the luxurious resort were Gretchen Rossi (“OC Housewives”), Jesse Metcalfe (“Desperate Housewives”), Janice Dickinson (“The Janice Dickinson Show”), Jimmy Jean Louis (“Joy”), Melia Kreiling (“The Last Tycoon”, “Tyrant”), Erika Alexander (“Get Out”), 2017 Primetime Emmy Award winner Kim Estes (“Dicks”), 2015-2017 Daytime Emmy Award winner Celeste Fianna (“The Bay”), and many more. On the large screens placed around the room, the show started; Jimmy Kimmel began his opening monologue, those in attendance were seated in the beautiful decorated ballroom with dinner provided by Waldorf Astoria’s superstar chef Jean-George. Celebrities attending, as well as others, also received, collectively, over one million units of W1 Coin, the world’s first entertainment backed cryptocurrency, at the Hollywood Stars Gala. www. wardourstudio.com The next party was The City Gala which had a 100-foot outdoor, starstudded red carpet. It was held at Universal Studios in Hollywood where Matthew McConaughey and his wife as well as over 100 celebrities were in attendance. Along with a celebrity poker tournament, a fashion show, live entertainment, dinner, open bar, and a live and online auction hosted by Charity Stars, the night was spectacular as we mingled with celebrities, VIP’s and stars as we found out more about the nine beneficiary charities this event raises money for. The event is for those charities who are at the grass roots level, to help them get started as we all know how hard it is to fund a startup nonprofit. www.citygala.org Inside The Globe Theater, honoree McConaughey received the Inspiration Award, giving a his speech about his work with his foundation “just keep livin” foundation (www.jklivinfoundation.org) was very inspirational as he outlined his involvement and why he and his wife created it. We also were able to preview the trailer of the feature film “Wishman” based on the life of honoree Frank Shankwitz who is the co-founder of Make-A-Wish; who he was given the Hero Award. I was able to chat with Andrew Steele who plays Shankwitz in the movie who told me what an honor it was to portray the man who started it all with just one wish. Christian Ganiere plays Michael the 7-year-old boy with terminal leukemia that inspired Frank to start the Make a Wish Foundation. “It was truly an inspiring evening, as well as being a beautiful celebration of the work founder Ryan Long does throughout the year to prepare our nine beneficiary charities to meet the challenges they face as new entrepreneurs,” said Dale Godboldo, City Gala beneficiary, founder of Project NOW. Last stop of the night was GRIOT Gala Oscar Night After Party: Celebrating Diversity and Inclusion. GRIOT stands for Giving Resources Inspiration and Opportunity to Talent. The inaugural event was held at the restaurant District by Hannah An and honored Casting Director Leah Daniels-Butler and Daphna Ziman, President of Cinémoi North American and founder of Children Uniting Nations for their contributions in the fight for diversity in Hollywood. There was an exciting red carpet hosted with lots of celebrities and media. Inside the restaurant, guests enjoyed a classy Vietnamese cuisine prepared by the 5-star Chef with an open bar sponsored by Marani Vodka, Vault Spirits, and LaVang Wines. Then something funny happen, as the traffic along 3rd street stopped with the arrival of a special guest - “Joe Jackson” – you know – the King of Pop’s dad? The paparazzi went crazy surrounding his black chauffer driven SUV to try and catch his exit from the vehicle and on to the red carpet. Watching from afar, it was fine; however, when I returned to the Hilton Hotel Universal, I decided to sit back and enjoy a cup of hot mint tea and reflect about the evening. Who walks in? Yes, Joe himself – he came in with his entourage, walked right up to me and asked what I was drinking. From there, I was invited to his table where his crew and I talked about family, his son Michael, music and the wonderful evening we just had. It’s all about where you are when opportunity strikes as you never know what magic will happen, especially in Hollywood.

Spring is the perfect time to renew your look and embrace the easy-breezy feeling of the season. Fortunately, you don’t need to spend hours at the salon or break the bank updating your look. A few expert tips will have you looking as radiant as the spring sunshine so you can turn heads no matter where you go. Expert stylists Teni Panosian and Christine Symonds have created a complete makeup and hair look that is easy to achieve at home with the right tools. “This spring is all about beautiful skin with small pops of color,” says Panosian, YouTube beauty sensation and the voice behind MissMaven. com. “ Beautifully fresh makeup Step 1: Prep your skin with your favorite moisturizer or primer. Then apply a light foundation or BB cream in small circular motions using your brush for an airbrushed effect. Step 2. Apply concealer under the eyes beginning at the inner corner and extending to the outer corner, as well as along the side of your nose. Then, blend out the concealer to create a brightened under-eye area. Step 3. For breakouts or dark spots, dab concealer and use a small stippling motion to blend it out. Then, set it by applying a translucent powder under your eyes and to your T-zone. Step 4. Add warmth by applying bronzer along the hollows of your cheeks, hairline and jawline, and add a pop of pink blush to your cheeks.

Finish the face by adding your favorite highlight powder to the high points of your cheekbones. Step 5. Swipe a peach shadow across your lids up to the crease. Use a blending brush to begin working purple eyeshadow into the outer half of the crease and blend down to the outer corners of the lids. Repeat to make as many bunnies as desired. Cover with sprayed plastic wrap and allow rolls to rise for 30 to 45 minutes. Remove the wrap and bake at 350 F for 15 to 20 minutes until golden brown. Enjoy with butter. Veggie Rabbit Dip Bowl Serves 12. Prep time: 15 minutes (excluding thaw time). Bake time: 30 minutes. Ingredients: 2 loaves Rhodes Bread Dough, thawed but still cold 2 sliced almonds 2 large raisins 1 egg, beaten Directions: Cut one loaf of bread dough into 1/4 and 3/4 portions. Shape 3/4 portion

into egg shape for body and place on a large sprayed baking sheet. Shape 1/4 portion into pear shape and place above body for head. Clip side whiskers with scissors. Cut second loaf in half. Cut one half in half again for ears and roll into two 16-inch ropes. Fold together and place on top of head. With remaining half of loaf, divide dough in half. Take one half and cut into two pieces. Shape into two large thumper feet and place under bunny. Clip toes. Divide last piece of dough into 1/3 and 2/3 portions. Divide 2/3 portion into two hands and place on side of body and clip fingers. Divide remaining 1/3 dough into two large balls and one small ball. Place two large balls on face for cheeks and one small ball for nose. Place two raisins on face for eyes and two almonds for teeth. Brush everything with beaten egg, even the teeth. Cover with sprayed plastic wrap. Let rise 15 to 30 minutes. Remove wrap and bake at 350 F for 30 minutes or until browned. Let cool. Hollow out tummy and fill with your favorite dip. * Spring brings the arrival of one of the most delectable edible buds - artichokes. Add them to pasta salads or green salads for flavorful pizzazz. In addition to being delicious and timely for spring, artichokes are packed with antioxidants and fiber, and are believed to deliver a host of

health benefits, including improved digestion and lower cholesterol. * Peas are the quintessential green veggie of spring. Low in calories and high in vitamin A, peas are a go-anywhere ingredient. Raw peas add color and snap to spring salads. A handful tossed into warm pasta dishes add a layer of flavor and enhance nutritional value. Cream them as a base for a cold soup or a sauce to enhance fish. * Nutritionists advise Americans to eat a colorful range of fruits and vegetables, and for sheer bright color and great flavor it’s hard to beat strawberries. Pacific Symphony Makes Carnegie Hall Debut in Philip Glass Program Featuring New York Premiere of Orchestra Co-Commission “The Passion of Ramakrishna,” April 21

Pacific Symphony, led by Music Director Carl St.Clair, makes its Carnegie Hall debut in the concluding program of the venue’s seasonlong celebration of the music of Philip Glass. The program explores the influence of Ravi Shankar and Indian aesthetics on Mr. Glass and features the New York premiere of his The Passion of Ramakrishna, a Pacific Symphony co-commission for chorus, soloists, and orchestra that was given its world premiere by Pacific Symphony in 2006. The Pacific Chorale, which sang in the world premiere, will join Pacific Symphony for the performance at Carnegie Hall. The program also includes “Meetings Along the Edge” from Glass/Shankar collaboration Passages and Shankar’s Third Sitar Concerto, featuring the composer’s daughter Anoushka Shankar as soloist. Philip Glass is Carnegie Hall’s 2017-2018 Richard and Barbara Debs Composer’s Chair. The performance takes place at Carnegie Hall’s Stern Auditorium on Saturday, April 21, at 8:00 p.m. Tickets priced $33 to $95 are available from Carnegie Hall by phone at (212) 2477800, online at carnegiehall.org, or in person at the box office. Pacific Symphony was invited to perform by Mr. Glass and Carnegie Hall after decades of championing the composer’s music in Orange County under Mr. St.Clair. The orchestra’s most significant collaboration with Mr. Glass has been The Passion of Ramakrishna, co-commissioned with the Nashville Symphony. The 2006 world premiere of the work by Pacific Symphony and the Pacific Chorale under Mr. St.Clair was part of the opening ceremonies for the Renée and Henry Segerstrom Concert Hall, where Pacific Symphony is the resident orchestra. The work was revived and recorded live during Pacific Symphony’s 2011 American

Composers Festival, which was dedicated to Mr. Glass and—like the Carnegie Hall program—explored the influence of India’s music and philosophy on his style and artistic thought. The Passion of Ramakrishna is an oratorio-style composition whose namesake, Sri Ramakrishna Paramahamsa (1836-86), was a revered Bengali mystic and yogi who played a key role in shaping the modern Indian consciousness. As Mr. Glass states in his liner notes for Pacific Symphony’s recording: It would be hard to overestimate the impact that the life, presence and teaching of Sri Ramakrishna had on the formation of the modern India we know today. It was as if the sleeping giant of Indian culture and spirituality—certainly one of the foremost cultures of the ancient world—had been re-awakened and empowered to take its rightful place in modern times. … It is hard to imagine the emergence of India on the world stage without the spark that was provided by Ramakrishna’s brilliance. Perhaps, some may doubt that India—the most populous democracy of our time, brimming with vitality and creativity—could owe so much to one saintly man, long gone, who lived a life of such utter simplicity. Yet I believe that is exactly the case. It has been said that when a great man dies, it is as if all of humanity—and the whole world, for that matter—were witnessing a beautiful, timeless sunset. At that moment “the great matter of life and death” is revealed, if not explained and understood. By bearing witness to that event, perhaps we understand a little better our own mortality, its limits and possibilities. The Passion of Ramakrishna is meant to recount, in this highly abbreviated work, his suffering, death and transfiguration as they took place during the last few

months of his life. The work’s text is drawn from The Gospel of Sri Ramakrishna, the principal source for Ramakrishna’s teachings translated into English. The evening opens with “Meetings Along the Edge” from Passages, a 1990 Glass/ Shankar collaboration in which each artist wrote arrangements around themes by the other. “Meetings Along the Edge,” the fifth of the six pieces in Passages, features a mixture of themes by both composers. Passages originally appeared on a Glass/Shankar recording for Atlantic

Records, and Pacific Symphony has recorded “Meetings Along the Edge,” available as an iTunes bonus track to The Passion of Ramakrishna album. Ravi Shankar’s daughter Anoushka Shankar, a celebrated sitarist in her own right, joins Mr. St.Clair and Pacific Symphony in her father’s Third Sitar Concerto. Ms. Shankar gave the work’s world premiere in 2009, performing with the Orpheus Chamber Orchestra at Carnegie Hall. This concerto is one of four that Ravi Shankar composed for sitar and orchestra, and Ms. Shankar has performed these works around the world, with orchestras including the Berlin, London, Los Angeles, and New York Philharmonics. Pick two meeting places: • A place near your home in case of a fire. • A place in your neighborhood in case you cannot return home, • Learn the safest route from your home or job to high, safe ground in case you have to evacuate in a hurry, and be sure to keep your gas tank full!! • Take a basic first aid and CPR class. • Make at itemize list of personal property, including furnishings, clothing and valuables; photograph your home inside and out, which will help settle insurance claims. The emergency plan may consist primarily of a checklist of things to be done and a little pre-thinki ng about where contents will be moved, who’s going to help, where things will be stored and so on. Among others, items on the emergency “to do “ list might include: • Moving items to be left in the structure to an upper floor or stacked Page 28

on top of each other to put at least some furniture above flood level. • Throwing curtains and drapes up over rods. • Pulling up and removing carpets and rugs. • Motors to be removed from furnace and other equipment located in the low levels of the house. • Unplug equipment that can’t be moved. • Assemble medicine, heirlooms, valuables and other items to be for taking during evacuation. COMMERCIAL Commercial and industrial sites offer the opportunity and need for more detailed planning and sometimes new construction or other preparations to facilitate putting the plan into action when necessary. This may include such things as: • Preparing electrical equipment for quick disconnect. • Preparing equipment for quick evacuation. • Keeping raw materials and products on pallets for quick removal. • Providing means for opening all necessary doors manually in the event of a power outage. Arranging for transportation when needed. • Arranging for storage space when needed. • Keeping on hand all items needed for rapid cleanup and restoration of production. EMERGENCY ACTION PLAN PREPARE A DISASTER SUPPLY KIT • List of important phone numbers (family, physicians, etc.) • Copy of insurance policy. • Credit cards and cash. • An extra set of car keys. • Inexpensive rabbit-ears television antennas to use when cable goes out. • Special items for infants, elderly or disabled family members. • Extra batteries. • Matches. • Clock (wind-up or batteryoperated). • Blankets or sleeping bags. • Scissors. • Plastic garbage bags. • Map of the area. • Clean change of clothes & rain gear. • A supply of non-perishable packaged or canned food and a non-electric can opener. • A first aid kit and prescription medications. • Flashlights and extra bulbs. • Battery-operated lanterns. (Candles and kerosene lanterns are fire hazards.) • Working fire extinguishers . • Battery-operated radio. • Assemble supplies you might need in an evacuation. Store them in an easy-to-carry container such as a backpack or duffel bag. Put aside in a special box in garage. Keep heat-sensitive items inside home and rotate stock throughout season. Batteries can go in refrigerator. WATER Having an ample supply of clean water is a top priority in an emergency. A normally active person needs to drink at least two quarts of water each day, hot environments can

double that amount. Children, nursing mothers and ill people will need even more. You will also need water for food preparation and hygiene. Store a total of at least one-gallon per person, per day. You should store at least a two-week supply of water for each member of our family. If supplies run low, never ration water. Drink the amount you need today, and try to find more for tomorrow. You can minimize the amount of water your body needs by reducing activity and staying cool. Store water in sealed, unbreakable containers. Identify the storage date and replace every six months Sandbags The use of sandbags is a simple, but effective, way to prevent or reduce floodwater damage. Properly filled and placed, sandbags can act as a barrier to divert moving water around instead of through buildings. Sandbag construction does not guarantee a watertight seal, but is satisfactory for use in most situations. Sandbags are also used successfully to prevent overtopping of levied streams and for training current flow to specific areas. Untied sandbags are recommended for most situations. Tied sandbags should only be used for special situations when pre-filling and stockpiling may be required for specific purposes such as filling holes, holding objects in position or to form barriers backedby supportive planks. Tied sandbags are generally easier to handle and to stockpile, however sandbag filling operations can generally best be accomplished at or near the placement site and tying of bags would waste valuable time and effort. If the bags are pre-filled at a distant location, due consideration must be given to transportation vehicles and placement site access. The most commonly use bags are untreated burlap sacks available from feed or hardware stores. Empty bags can be stockpiled for emergency use and will be serviceable for several years if properly stored. Filled bags of earth material will deteriorate quickly. A heavy bodied or sandy soil is most desirable for filling sandbags, but any usable material at or near the site has definite advantages. Course sand could leak out through the weave of the bag (to prevent this double bag the material). Gravely or rocky soils are generally poor

choices because of their permeability characteristics. Sandbag barriers can easily be constructed by two people, as most individuals have the physical capabilities to carry or drag a sandbag weighing approximately 30 pounds the use of sandbags is a simple, but effective, way to prevent or reduce floodwater damage. Properly filled and placed, sandbags can act as a barrier to divert moving water around instead of through buildings. Sandbag construction does not guarantee a watertight seal, but is satisfactory for use in most situations. Sandbags are also used successfully to prevent overtopping of levied streams and for training current flow to specific areas. HOW TO FILL A SANDBAG Filling sandbags is a two-person operation: One member of the team should place the empty bag between or slightly in front of widespread feet with arms extended. The throat of the bag is folded to form a collar and held with the hands in a position that will enable the other team member to empty a rounded shovel full of material into the open end. The person holding the sack should be standing with knees slightly flexed and head and face as far away from the action of the shovel as practical. The shoveler should carefully release the rounded shovel full of soil into the throat of the bag. Haste in this operation can result in undue spillage and added work. The use of safety goggles and gloves is desirable and sometimes necessary. For large-scale operations, filling sandbags can be expedited by using bag holding racks, metal funnels, and power loading equipment. However, the special equipment required is not always available during an emergency. Bags should not be filled more than half full or less than onethird their capacity. PLACEMENT Remove any debris from the area where bags are to be placed. Place the l/2-filled bags lengthwise and parallel to the direction of flow. Fold the open end of the unfilled portion of the bag to form a triangle. (If bed bags are used, flatten or fire the tied end.) Place succeeding bags on the folded or fired portion of the previous bag and stamp into place to eliminate voids and form a tight seal.
