filled in the Santa Margarita Water District if owners show the projects will ultimately use less water than traditional landscaping and incorporate additional water-saving equipment under changes ordered Friday by SMWD leaders. Filling new pools or refilling existing pools more than a foot had been prohibited in the SMWD South Orange County service area since August 6, when Directors unanimously approved moving the District into Stage 2 of its Conservation Ordinance because of the historic three-year California drought. Local cities were reluctant to issue building permits for new pools if owners would not be able to fill them leaving some homeowners and pool contractors in a difficult position. After working with pool contractors and the California Pool & Spa Association, SMWD staff determined a typical pool does use more water than traditional landscaping initially but adding decking and other improvements that often accompany pool projects reduces traditional landscaping and the attendant water use. Overall, pools gain a watersaving edge after about 2.5 years.

Other revisions requested Friday include a prohibition on automatic pool fillers – which can hide leaks from pool owners – and requirements for water-efficient pool pumps and landscape controllers. Using a pool cover greatly multiplies water savings by cutting evaporation, but studies show that few pool owners use them. New pools will be allowed to move forward immediately, while the amendments approved Friday will take full effect after a public hearing

SMWD staff noted the discussion over the pool ordinance generated widespread awareness about the state drought, and the changes directed by the board on Friday will result in long-term water savings, even beyond the drought. The Stage 2 ordinance also limits homeowners to watering their yard three days a week and bars restaurants from serving water unless requested, among other water-

saving measures. The prohibition on filling new pools was placed in the ordinance in 2009 but the August 6 vote marked the first time it was enacted. The Santa Margarita Water District is the second-largest in Orange County, serving more than 165,000 people in Coto de Caza, Ladera, Rancho Santa Margarita and portions of Mission Viejo and San Clemente. THESE? …OH, THESE ARE NOT GATES, THEY’RE, AH, MONUMENTS LOS RANCHOS OFFICIALS CONTINUE TO DENY THAT THREE NEW GIANT BLOCK WALLS ARE ACTUALLY GATES DESIGNED TO DISCOURAGE TRAVEL BY VILLAGE RESIDENTS

MASSIVE MONUMENTS? Los Ranchos spokesmen say don’t worry about these big block walls. They claim these are only “monuments” and have no plans to put gates in the center. Village residents expressed wide spread suspicion and distrust. Shortly after the story which we published in last week’s edition, which suggested that the colossal concrete block wall foundations are being constructed at three locations surrounding the Los Ranchos section of Coto de Caza appeared to be new gates, Los Ranchos officials contacted the newspaper to deny the implications that either the CZ Master Association or the Los Ranchos Homeowners association might be intending to erect new gates with separate gate codes to block Village Homeowners from using the North entry gate and using the shortcut through the upper portion of Via Pajaro or Trigo Trail to access their homes. One Los Ranchos official said: “the CZ Master or Village HOA Boards (have) all been informed as to the nature of our new entry treatments which will create a sense of arrival when entering the Los Ranchos Estates area of Coto. I can assure you that the form of construction cannot be used to provide any gates that would operate in a manner to close off the road right of way. The wall areas will be softened by over $250,000 worth of landscape materials, (and) the trail along Plano Trabuco Road will be improved…” Few, if any of the Coto de Caza Village area residents were comforted by the denials and seem to remain apprehensive that If and when the project is completed, gates might be quickly be installed that would effectively block access to all of these streets and the neighborhood of Los Ranchos Estates and would either totally eliminate or greatly decrease access to the north gate of Coto de Caza except for Los Ranchos residents. Residents’ fears were not entirely unfounded as shown in an Orange County Register news story published on March 31, 2010 and updated as recently as August 21, 2013 by reporter Rashi Kesarwani, entitled: Village Homeowners Access Denied stated: “Residents of The Village no longer have access to temporary paper passes to enter the gates of Coto de Caza, leaving some residents unhappy with the cost-cutting move by the CZ Master Association. The change means Village residents without transponders and all of their guests must use the visitor lane to gain access to the community and tell the gate attendant the address of their destination within the gates. Ken Upton, president of the Coto de Caza Community Association, said he received a letter dated March 2 from Vincentia Davis, general manager of the CZ Master Association, notifying him that the CZ Master Association board had decided to stop distributing the passes to anyone going to a residence in The Village. Upton said the CZ Master Association continues to distribute the passes to residents and guests of the CZ Master Association and Los Ranchos Estates, a third HOA in Coto. The CZ Master Association will save about $1,000 a month by no longer printing passes for Village residents, said Xochitl Yocham, a member of the CZ Master Association board. “ The Orange County Register article continued:”Homeowners in The Village and Los Ranchos Estates do not pay assessments to the CZ Master Association, Yocham said. Village residents can purchase a transponder from the CZ Master Association for a $55 annual fee, Yocham said. They must also pay the one-time installation fee of $50. Upton said about 150 residents of The Village do not have a transponder. Some Village residents said they are inconvenienced by their inability to obtain a temporary pass. “The result of this ‘no pass’ policy is that every time a guest or service of The Village – or any Village homeowner who doesn’t have a transponder – wishes to enter the Coto community, they must go to the guard shack to be allowed entry,” said Diane Kennedy, a Village resident, in an e-mail. “ Coto de Caza News interviews revealed widespread suspicion and distrust by Village residents as well as other residents of adjacent communities about the enormous concrete block walls which appear to be foundations for gates now being constructed at three locations. The first is the top of Via Pajaro and Plano Trabuco drive near the North entrance to Coto de Caza. The second location is at the Coto de Caza Village entryway near the corner of Via Venado less than half a block from the Coto Valley Country Club. The third location is at the corner of Trigo Trail and Coto de Caza Drive. Jim Stivers, a long-time Coto de Caza Village resident told the Coto de Caza News” I recently pulled the easement records from the County to make sure I have the access to the North gate through Los Ranchos.” He added “I’m suspicious about the massive structures they are erecting. Block walls 20 feet wide and 10 feet tall seems far beyond what is necessary for signage. That doesn’t make any sense to me unless it has another purpose. I am also wondering if these are not really gates, why are these block walls so close to the road? And why are they spending so much money? Two spokespersons for Los Ranchos Homeowners association both refused to answer any questions from the Coto de Caza news as of press time today.

Santa Margarita Girls Volleyball Team Ranked No. 5 in County Team Achieves Success at Durango Classic Tournament

Photos by: Bob Russell Santa Margarita Catholic High School’s girls’ volleyball team, currently ranked No. 5 in the county, played in the Durango Classic in Las Vegas this past Friday and Saturday, Sept. 19-20, taking ninth overall out of 64 teams. The girls dropped only one match over the weekend bringing their season record to 163. Friday they went undefeated in their pool, taking first over Long Beach Wilson, Liberty and Shadow Valley, placing them in the top 16 of the tournament. They lost their first match on Saturday to a tough Mira Costa team, putting them in the lower eight of the top 16. They then beat Campolindo, Lakewood and Redlands East Valley to win the silver bracket and take home ninth. The Lakewood victory was particularly exciting as the Eagles lost to them just that Monday in the finals of the Dave Mohs Tournament. The tournament was an overall success for the Eagles with sophomore Meghan McClure making the all-tournament team recording 67 kills and 51 digs in seven

matches. The Eagles have also had recent victories over Sage Hill and Laguna Beach. The Eagles 3-2 victory over Sage on Sept. 9 was guided by the freshman hands of Devon Chang with a season-high 51 assists, 26 of which were to sophomore Meghan McClure, 13 to senior Claire Archilbald, and 12 to junior Jackie Ghindia. Senior libero Brooke Hertel provided 23 digs on the night while junior Ashley Campbell had 21 of her own. In the final game, junior service specialist Freshman Setter Devon Chang sets middle blocker Hannah Dolan, a sophomore, during a victory over Sage Hill. Perla Shaheen was called upon and delivered with back-to-back aces to take the wind out of the Sage Lightning’s sails. On Sept. 5, the Eagles swept Laguna Beach led by sophomore Meghan McClure’s outstanding performance, notching a doubledouble with 19 kills, 16 digs, and four aces. Freshman standout Devon Chang had a season-high in assists with 24, senior libero Brooke Hertel contributed 19 digs, with junior Jackie Ghindia adding nine kills and senior Claire Archibald throwing down six Freshman setter Devon Chang Rightside freshman Sarah of her own. Change A Life Luncheon Honors Angelitos De Oro for Its $5M in Giving to the Big Brothers Big Sisters of OC More than 160 female business, community and philanthropic leaders Vivian Browne with Marie Crosson, Yvette McCarthy, Karen Crosson attended Big Brothers Big Sisters of Orange County’s 1st annual Change a and Sloane Richardson Life Luncheon at the Bowers Museum in Santa Ana, which highlighted the deep need and importance of mentorships in Orange County and raised $55,000 for the nonprofit’s programs which change lives of at-risk youth for the better, forever. During the event, a “Big” and “Little” spoke about their match and how it has immensely benefited both their lives. Though, the organization is in dire need of more volunteer “Bigs” to get involved. Having demonstrated outstanding giving for more than 50 years, the IMPACT Award was presented to Angelitos de Oro for having donated more than $5M to Big Brothers Big Sisters of Orange County since its inception in 1961. For future Change a Life luncheons, this award will be renamed as the Angelitos de Oro Award. This Newport Beach-based women’s auxiliary has the sole purpose to raise funds for the nonprofit’s “High School Bigs” mentoring program, which matches qualified, volunteer high school students (“Bigs”) with elementary and middle school students (“Littles”) to meet once a week and mentor young students facing adversity. The program served 590 elementary and middle Diane Mondini and Robin Woods school students in 2013, and is celebrating its 10-year anniversary this year. An annual fundraiser for the group, the Angelitos partner with South Coast Plaza for the “Angelitos Card” fundraiser where more than 110 boutiques and restaurants will offer a 20% savings when the Angelitos Card is presented for one week in October. All proceeds benefit the nonprofit and this year’s event is October 8 to October 14. “Big Brothers Big Sisters of Orange County is pleased to honor Angelitos de Oro and its deeply generous contribution to our “High School Bigs” program,” says Melissa Beck, CEO of Brothers Big Sisters of Orange County. “The benefits of our mentorship programs have proven to be life-changing and impact that child for the better, forever. Two ladies came in last week. Their stories were similar. Both were new to the area, each went to a new dentist, each was told that she needed a Dr. Michael Tessier relatively large amount of dental work (one of the ladies said the estimate was $10,000), even though they each had been going to their dentist regularly for years. So, totally independently, they came in to see me to get their teeth cleaned and for a thorough comprehensive examination and second opinion. We did a full set of x-rays on each, checked gum health, took photographs, and checked for cancer. They were both in great shape, dentally, and just needed a maintenance visit. It does happen that patients come in needing a very expensive treatment plan to get their mouths back to a healthy state. Maybe times were tough and money was scarce, or they couldn’t get time off from work, or they didn’t have dental insurance (more on that in a moment), or they didn’t have a dentist they could trust. I did have a lady bring her children in once who’d taken them to see the dentist within the six months before moving here. Each of the children had pretty significant decay- eight and twelve

Mom was understandably upset with what I told her and took the children to another dentist, who confirmed my diagnosis. She brought them back, and we got everything squared away to mom’s satisfaction. The point is, if something doesn’t sound right, or you don’t understand it, please get a second opinion. Tips for a Successful New School Year Says Anne munz of rsm montessori Its funny how fish don’t need to be bribed to swim, bear cubs don’t need to be coaxed into climbing trees, and cheetahs Anne Munz, director don’t need to be tricked into running. However, for some reason, we feel the need to do all of the above to get our children to read, write, add and subtract and learn to become adults. How has our absolute trust in the natural processes of life somehow skipped over our children? The truth of the matter is, children don’t need all the coaxing, bribing, and tricking we give them. In fact, they actually come to resent it, and it goes on to cheapen the value and their natural love of learning. If you watch a child truly interested in something, you will see that it takes no outside force to keep him/her interested. Furthermore, if you went to help the child, you might soon find the child leaving and finding something else to do. Therefore, this “help” actually discourages a child, achieving the exact opposite of the planned outcome. So how do we help our children in the pursuit of becoming adults? It’s very simple; we ACT like adults. Children sense when we’re acting fake towards them with our cute little (accidentally)

condescending voices, because they’ve heard our normal voices when we talk to other adults. By simply being an adult we are teaching our children the important things they need to know as well as giving them the respect they deserve. By watching us be ourselves they will see the importance of reading (getting information), writing (giving information), math (money matters, furniture rearrangement), and every other subject possible (and trust us, it’s a lot more than reading, writing, and arithmetic!). It is very hard to trust our children to succeed in life, because we love them and don‘t want to see them fail. However, we are doing them a great disservice by interrupting their unique discovery of life. We must trust our natural programming which is to be the quickest learning species in the world!!! They will most likely fail at first and get frustrated, but without being pushed, they will learn better than anyone could ever teach them. By allowing this love of learning to reach full speed, failure gains its rightful place as simply a learning tool. Let your children show YOU where their limits are, because they’re probably a lot farther than you ever imagined. This race draws about 800-1000 runners. Both races start at the corner of Sycamore Canyon and Dove Canyon Drive, just inside the gates of Dove Canyon, and end at the Dove Canyon Country Club. The 5Kcourse is back on the streets with a rolling hills course running through the private residential area and ending at the Dove Canyon Country Club. The 10K follows the same path as the 5K then winds onto the championship golf course with lush canyons and waterfalls. The 10K course is half on the street and half on the golf course. Some Californians May Be Owed Refunds on Auto Purchases

Chairman Jerome E. Horton announces that the Department of Motor Vehicle (DMV) may have charged you too much use tax on your purchase of a car from a private citizen. When purchasing a car from a private party you are required to register the vehicle with the DMV, and pay the use tax. The use tax a buyer should generally pay is the applicable sales tax rate for the area where the vehicle will be registered (usually the new owner’s home or business address). The Department of Motor Vehicles, working with the BOE, has discovered that some taxpayers may have been charged the wrong rate in computing their tax liability on the purchase of a vehicle from a private party. For example, if you bought a used car for $10,000 and the car will be registered to your home address in the City of Inglewood, you would owe $950 in tax (based upon Inglewood’s sales and use tax rate of 9.5 percent). If your home was nearby in the unincorporated area of Los Angeles County, which is also in the 90045 zip code, you would owe $900 based on that area’s rate of 9 percent. The Board of Equalization, working with the DMV, is in the process of

implementing safeguards to protect California taxpayers from being over-charged in the future. However, Chairman Horton encourages taxpayers to report any concerns to the Board of Equalization. “Taxpayers have the right to pay the correct amount of taxes under the law, and correcting this mechanical or human error preserves that right,”

said Chairman Horton. To verify that you were charged the correct amount of tax, and to file a claim for refund if the wrong amount was collected by the DMV, please visit www.boe.ca.gov. Your request for a refund must be made in writing, and must state the grounds or specific reason for the over-payment. You may use the form BOE-101.

Dinnerware bursts with color for fall entertaining

The autumn leaves bursting into vibrant reds, lively oranges, and brilliant yellows signal a new season for home entertaining.
