Line muffin pan with baking cups or set silicone cups on cookie sheet and spray with vegetable pan spray. In medium bowl, combine flour, cocoa, baking powder and salt; set aside. In large bowl, cream butter and sugar with electric mixer until light and fluffy. Add eggs, red icing color and vanilla extract; mix well
until icing color is well incorporated. Alternately add flour mixture and buttermilk; add water and mix well. In a small bowl, combine white vinegar and baking soda; gently stir into cupcake mixture. Distribute cupcake batter evenly in cups. Bake 20-22 minutes for standard cupcakes, 10-12 minutes for mini cupcakes, or until toothpick inserted in center comes out clean. Cool cupcakes completely. For Love Monster Cupcakes, use tip 18 and rose icing to pipe pull-out stars on cupcake tops. Add candy eyeballs with dots of icing. Add tip 10 red icing dot nose. Use tip 4 and black icing to pipe dot pupils and outline mouth. Position heart picks. For Other Cupcakes, spatula ice cupcake smooth or top with tip 22 mini cupcake icing swirl or tip 1M standard cupcake icing swirl. If desired, place in cupcake wraps. Top with desired sprinkles or icing decorations or add tip 4 message. Makes about 20 standard cupcakes; 4 dozen minis.

Local Dentist Dr. Michael Tessier Discusses Sleep Problems Including Snoring and Sleep Apnea Snoring, or noisy breathing while asleep affects slightly more men than women. There are several reasons for this, including Dr. Michael Tessier flabby tissue in the throat, loose or long soft palates, or obstructed nasal passages. Sleep apnea or the temporary cessation of breathing is a result of some of that redundant tissue or the base of the tongue covering the wind- pipe. Snoring and sleep apnea prevent a good, deep night’s sleep, which can lead to a sleepy day, even narcolepsy which causes people to fall completely asleep during the work day. Undue stress on the heart can also be a result of a poor night’s sleep. According to a Yale University study published in the New England Journal of Medicine has found that obstructive sleep apnea can triple the risk of stroke or death. 4% of adult men and 2% of adult women in this country suffer from the malady, including, according to a 2003 study of three hundred players, about 14% of the National Football League. While there are surgical procedures used today to cut away redundant tissue and open up the breathing passage
not everyone needs surgery to fix this problem.. Alternatively, I make a noninvasive removable oral appliance (like a retainer) that comfortably repositions the lower jaw forward, thereby clearing the base of the tongue away from the windpipe minimizing breathing restrictions to give you more oxygen while you are sleeping. I have tried several designs, both on myself and patients with similar problems, and have finally found THE WINNER. My wife and my neighbors, and all the patients for whom I’ve made this appliance and their neighbors, are very grateful. We all awaken more refreshed in the morning because we got a more profound, more restful nights sleep. Incidentally, a patient told me today that in a hospital sleep study he had 168 sleep apnea episodes without the appliance, and seventeen episodes with it. Also, he had a seventeen per cent reduction in blood oxygen while sleeping without the appliance, and only a three per cent reduction with it. If your sleep habits are disturbing other people, before going the surgery route, a call to Dr. Tessier’s Office for a complimentary consultation appointment may be in order. Ocean Institute’s Jazz Festival Serves Up Success! Bryan and Jeanne Stirrat Thanks to a big help from folks who are jazz-friend fans, the Ocean Institute’s 2015 Jazz Festival was one of the most successful Ocean Institute events in recent years. The Festival, held January 23-25, 2015, featured popular jazz greats Rick Braun and Friends, Elliott Yamin and Norman Brown, as well as Latin-salsa jazz musicians DW3, who performed for an enthusiastic audience on Friday and Saturday evenings and Sunday afternoon. The Saturday night Gala, with gourmet culinary dishes prepared by top chefs in the area, was a unconditional success. The weekend event brought in over 600 attendees with a $170,000 net profit. All proceeds from the Jazz Festival benefit the Ocean Institute, Dana Point to help fund their hands-on educational programs and workshops for children age K-12. The Friday night program included a wine reception and hors d’oeuvres by a selection of Dana Point area restaurants. Those participating were Luciana’s Ristorante, Gemmell’s, Vintage Steak House, Brio Tuscany Grill, The Point, Jack’s, The Wine Bistro, Lou De Stefano Catering – Inka Peruvian Carol and Tim McMahon Grill, and El Torito. Dessert was provided by Savannah Chop House with coffee service provided by The Coffee Importers. Saturday’s concert and gala included an unforgettable three-plus course gourmet culinary experience by executive chefs from the top hotels in the area. The six chefs came together to create an experience for guests that surpassed everyone’s expectations; as each course was served, you could hear the “oohhs” and “ahhh’s” that delighted everyone in the room. A live auction added to the excitement. Up for grabs were some unique and priceless items including an Executive Chefs’ Dinner for 10 in your home hosted by the six chefs of the Ocean Institute Jazz event. This gourmet 5 course meal with wine pairings from Executive Chefs Frederic Castan, Rob Wilson, Pedro Contreras, and Thomas Trevethan went for $6,250 and then there was the Presidential Suite Staycation Package at the St. Regis – this two night stay in the Presidential Suite with butler service, poolside cabana for two days for four guests and a Champagne Sunday Brunch for four went for $4,750. Other items that were up for bidding were two tickets to Rick Braun’s CEO of the Ocean Institute Dan New Year’s Eve Gala on 12/31/15 in Tucson, Arizona; a New Orleans Jazz Kajsa James with Jeff Hall and Dining experience including three nights at the Hyatt French Quarter, Stetson and his wife Roxanne brunch, VIP dinner and round trip airfare; South Africa luxury photo safari for 2; a Napa Wine Country VIP Insiders Tour with 3 nights stay at the Caldwell Vineyard’s two-bedroom guest house. What was really exciting was watching the LIVE Jazz painting being created by Eric Waugh. Waugh, painted LIVE at the Jazz Festival Gala a 36’’ x 48’’ painting that was signed by the jazz artists performing making it a priceless keepsake for one lucky winner! The impressive “Wall of Wine” featuring 30 bottles all over 90 points was the special Opportunity Drawing was another exciting item a lucky winner took home. Using the ocean as the classroom, the Ocean Institute inspires children to learn. The Ocean Institute has become nationally known for its hands-on marine science, environmental education and maritime history programs. ladera ranch civic council February meeting The Next Public Meeting is February 16th. Our next public meeting is coming up on Monday February 16th at 7pm. We hope you can join us! We meet at the Santa Margarita Water District Building located at 26111 Antonio Parkway. We invite all members of the Ladera community to join us and let us know what issues are important to address in 2015. Good or bad, we want to know what’s important to the community. We invite all Ladera Ranch residents to join us and share what they love and what they would like to see changed. Our community can only get better if we know what’s important. The Ladera Ranch Civic Council is the Ladera Ranch precursor to a local incorporated government that provides input to the Orange County governing boards as the Ladera Ranch civic representation. The purpose of this organization is to encourage and gather public comment on a range of topics which may affect the community of Ladera Ranch and represent the interests of our residents their Council.The Ladera Ranch Civic Council is the seven member elected council for Ladera Ranch, in which each councilmember serves a two-year term. The Councilmembers focus on municipal topics within Ladera Ranch that are associated with the City Government such as: •Planning / Land Use •Public Safety •Public Works •Other Municipal related services The current Council includes: Council20133 Jett McCormick: Chairman Carlo Tomaino: Vice-Chairman Ro byn K. Jett moved to Ladera Ranch in 2000 with his wife Carol, and their three children Lindsay 21, Jett 19 and Kevin 13. They live in Oak Knoll. Jett is active in many aspects of the community. He has coached Little League, Pop Warner and Junior All American Football. He is a former LARMAC Board Member and is a long time Neighborhood Representative. Other activities include helping establish the Wine Tasting Club, Cub Scouts, the Ranch Hands and has been involved in a Page 14
number of other LARCS events.As a Senior Director of Construction for the Irvine Company’s Office Properties Division, Jett oversees tenant construction projects for campus office and industrial properties in Orange County. He has worked on major construction projects throughout Southern California for the past 25 years. Project types range from healthcare, high-tech, office, retail, and entertainment in both the public and private sectors. Jett has been involved with all aspects of the real estate development process from the entitlement process through building operations and redevelopment efforts. Jett is also on the Board of Directors for the US Green Building Council Orange County Chapter. He is a LEED-AP and has extensive experience with sustainable building methods and materials. He was the Senior Project Manager on one of the largest privately funded LEED Gold Projects in the United States. He has a degree in Civil Engineering (BSCE) from the University of Southern California. Carlo Tomaino - Vice-Chairman (Appointed 2013, Elected 2013)
Carlo Tomaino has lived in Ladera Ranch since 2011. He graduated with honors from California State University Fullerton with a Bachelor of Arts Degree in Political Science/Public Administration and received certification in the field of Urban Planning. In addition, Carlo completed a Master’s Degree in Public Administration from California State University Fullerton, where he currently serves as an advisor for the program’s Board. Carlo currently works for the City Manager’s Office in the City of Lake Forest. In this role, he directly assists the City Manager in the evaluation of complex policy issues that include Federal and State legislation, redevelopment, public finances, public safety, traffic, and residential and commercial development. During his career, Carlo has participated as a guest speaker on various panels discussing matters of relevance to City management and local governance. He looks forward to serving the community of Ladera Ranch and working toward improving the quality of life for its residents. Carlo currently serves as the Chairman of the Local Governance Task Force for the Ladera Ranch Civic Council. Robyn K. Moore Hubbard – Secretary (Elected 2013) Robyn has lived in Ladera Ranch since 2007 with her husband, Eugene and their 2 children, Isabella (15) and Evan (14). Robyn loves our

community and always wants to see it and its residents thrive. She wants to be part of solutions, part of progress and of citizen pride in Ladera Ranch. This community is the only place she’s have resided since moving to California in 2007. It is her home and where her and her family are proud to reside.
Robyn has been a paralegal for 16 years and is currently a paralegal at a municipal law firm representing 26 cities in Orange, Los Angeles, Riverside, and San Bernardino counties. Robyn works in land use, zoning, code enforcement and police cases, representing cities on plaintiff and defense sides. She has worked in her current law firm since moving to California and has become very knowledgeable and verse in municipal law and common city practices. Robyn’s free time is occupied in the gym or on the road training for triathlons, half marathons, and endurance races, such as Tough Mudders. On any given Sunday, her and her husband enjoy the beautiful scenic roads of Southern California during motorcycle rides! Robyn is excited at an opportunity to maintain the strengths of Ladera and grow the community to better our community. Her career has given her a unique perspective and experience to be an asset to the Ladera Ranch Civic Council. Jeff Hamilton – Treasurer (Elected 2010, 2012)
My wife and I bought our home here in 2005. We are blessed with a healthy family. We are fortunate here for our friends, a good life and a great place to live it. Ladera Ranch. Gary Kephart – Council Member (Elected 2013) Todd Stearns - Council Member (Appointed 2014) Todd bought his first home in Ladera Ranch in 2001 and liked it so much that bought his current residence in 2003. An avid runner and mountain biker, he really liked the wild areas and trail system that surround
Ladera. “It’s nice to be to be on dirt within a few minutes and NOT have to drive to get there.” Todd completed a Bachelor of Journalism from the University of Missouri and an MBA from Pepperdine. After 16 years in sales and management positions in the durable goods industry and even a year with Apple, Todd went back to school to study Environmental Science and received an AA from Saddleback. Wanting to grow his science expertise, he is currently finishing up a Master of Science from California State University Fullerton and focusing on environmental consulting.
Todd serves as the liaison with the Ladera/Rancho Chamber of Commerce and wants to work to strengthen small businesses that support the community. “This is an important time for Ladera Ranch as we envision what kind of community we want to be in the future. We have a number of great organizations here and it is critical that each work together to protect the community’s assets, ensure transparency, and keep Ladera the best place to live in south Orange County.” He also thinks it is important for residents to get involved and attend Civic Council, LARCS, LARMAC or Chamber meetings whenever possible. Scott Weisgerber - Council Member (Appointed 2014)
Scott has been a Ladera Ranch resident going on nine years now. In that time he’s seen the community grow and have always wanted to get involved. The Civic Council is a perfect place for Scott to give back. Scott has always been interested in local and national politics, and his interest became more focused when his daughter was born in 2012. Realizing that it wasn’t about him anymore but about her, his growing family and the community Scott call home.
