Need to bring FIOs (H) under Helicopter Cell at DGCA Even though Flight Operations Inspectors (FOIs) working with the DGCA have withdrawn their resignations when they were assured that their posting out of Delhi would be with their consent, there are still a number of aspects and procedures related to functioning of FOIs especially FOIs(H) in DGCA which require to be streamlined. One such area is clearance and permit(s) related to flight operations of Helicopters. Though the strength of FOIs (H) in DGCA has improved to 12 now, the strength of FOIs (H) is still not adequate to meet the functions defined by DGCA for a fleet of 256 civil registered helicopters of which 200 are in commercial use by over 66 operators. Some of the Operators are also located at places away from airports. Unlike the work involved in respect of Flight Operations Inspectors (Aeroplane), FOIs (H) have heavy work load as there are 103 various categories of helicopter operators (Private, Govt/PSUs, Paramilitary and NSOP) who operate small fleet of six or less than six machines of different manufacturers from wide spread locations across the country. Besides operating different types of helicopters in use (light, medium and heavy), the FOI (Helicopters) are handling key functions such as issuance of an operating permit, periodic inspections and surveillance of helicopter operators, proficiency checks of the pilots and award of Instrument Rating etc. In issue of clearance and permit(s) related to flight operations of Helicopters speedily, FOIs (H) require supervisors with domain experience. In the current dispensation of the Flight Op Directorate, all work related to rotary wing is referred to CFOI through Dy CFOI (H). Further, the files are routed through concerned Director and then to the concerned JDG for approvals which is extremely time consuming. Presently, the files are mandated to be routed through the regular officers of DGCA (such as Directors / JDGs) many of whom are not well versed with of the helicopter operations and as a result the files get held up. Empowering Dy FOI (H) in decision making process will certainly help in decreasing the span of control in decision making process and reduce delays. Presently the rules governing flight operations are framed keeping in view the commercial fixed wing operations and thereafter made applicable to helicopters. This aspect impacts the decision making process related to clearances and permit (s) related to flight operations of Helicopters when Supervisors without domain knowledge are allowed to take the final decisions on Helicopter Flight ops issues. On some occasions, it is seen that certain decisions tend to undermine the flexibility of the helicopters resulting in their underutilization. Besides, as recommended by the 169th Report of Parliamentary Standing Committee on Aviation, DGCA must have the experts from Airworthiness, Aerodrome Standards, Air Safety and Flight Operations Directorates to strengthen its Helicopter Cell and streamline its efficient functioning. Hence Helicopter Cell needs to be made fully operational & independent. If the Deputy Chief Flight Operations Inspector (Helicopter) functions under Jt DG (Helicopter Cell) at DGCA, it would help promote efficiency through time and cost savings for Helicopter Operators in their dealings with DGCA for obtaining the relevant clearances and permit (s) for their flight operations. These steps are necessary to cut financial losses being incurred by helicopter operators owing to delays in obtaining clearance and permit(s) for flight operations. It is unfortunate that despite the negative growth of Civil Helicopter fleet over the last two years, long pending recommendations of the Parliamentary Standing Committee on Aviation related to the Industry including those related to the Helicopter Cell at DGCA are yet to be fully implemented.
