INTRODUCTION Interestamongeconomistsin thedynamicsof thefunctionaland size distributionsof income during the process of economic developmentislongstanding, goingbackat leastto•DavidRicardo. Morerecently,Kuznets(1955)suggestedthatduringtheearlystages •of the processof economicgrowththere wouldbe a tendencyfor inequalityin the size distribution of incometo increase,reach a maximumand thento decreaseat the laterstages.This so-called. Kuznetshypothesishas beentestedstatisticallylargelywithdata from a cross-section of countriesand to a limitedextentwithtimeseriesdataforindividual countries. The resultshavebeenmixed(see Fields1991). Mostof thesetestsare basedonrelatinga measureof incomeinequality(e.g.,Giniratio)withthelevel(orrateof growth)of percapitarealincomeoftheeconomy,andtheyshouldbeviewedas rathersimpletestsoftherelationbetweenincomedistribution andthe macroeconomy. A distinctbutrelatedissueisthe dynamicsof ';poverty"duringthe processof economicdevelopment.While inequality is primarilya measureof the relative positionof individualsor households in the incomedistribution, povertyisan absoluterneasure.Itcharacterizes those•individualsor householdswhose incomesfall below some absoluteincomelevel definedas the povertyline.The extent•of poverty(suitablydefined)in an economywouldclearlydependboth =SamuelC.
