The weekly markets at the Abattoir consistently attract large crowds due to the splendour of the architecture and the many diverse stalls which offer a range of merchandise and organic produce. The market is open Friday & Saturday from 07:00-14:00 and 07:00-15:30 on Sunday.

Once a merchant is formally registered the regulator seeks to offer the same spot at the market place every week.

In order to secure a spot within the market, merchants must register with the regulator and pay a rental fee.

Though the market is operated run quite formally, private merchants are not outlawed from the market. They are permitted to operate without reservation provided they are selling their own items that have not been purchased, nor produced with the intent to sell.

This demographic of merchant can be observed more toward the periphery of the market where the arrangements are neither structured or regulated.

The Abattoir was built in the late 19th century. The site originally included a slaughterhouse and a cattle market. Today, the slaughterhouse has been moved in accordance with new health and safety regulations and is now made up of many buildings. The Abattoir cattle market was closed about ten years ago. Every weekend, the site hosts a popular market which is attended by over 100’000 people. The market space circulates poorly around slaughterhouses. It is divided into sectors according to products sold as vegetables, meat and flea market. The local population of the site adjacent to the Abattoir is unskilled, poor and very young. Unfortunately, they have very few job opportunities to progress socially and in some cases rely on the market to supplement their incomes. 03

Anderlecht, located near Brussels Zuid accounts for roughly 10% of Brussels population with its 118,241 occupants (as per the 2017 population data study). Within this demographic it can be observed that a majority of the Anderlecht population consists of local Belgian residents, predominantly within the age range of 0-39. This demographic are identified as the main users of the Abattoir market. Despite a large local population; 20% of Anderlecht is composed of citizens from European descent. These European nationals can be commonly identified within the market as vendors, and have been observed to be outside of the “formalised” area as per the analysis study of the market. These vendors will be the target demographic for the proposed design intervention. 04

The regulators of the market attempt to offer the same place to a merchant every week so long as the subscription is still valid. This place however, cannot be sold to another merchant and remains the property of the Abattoir - For all intensive purposes the nature of the contract is to rent the position within the market. previous notice.

After having set up your stall, you can park your car at the merchants’ carpark. The parking-fee is € 2.00 on Fridays and Saturdays, and € 3.5 on Sundays. As a registered merchant at the Abattoir it is contractually your respoinsibility to respect the regulations regarding waste management and general cleanliness. The regulators have introduced a bonus system that rewards traders who are respectful of the environment and punish those who are not - These rewards are funded in turn by the fines imposed on the latter. In order to manage waste efficiently there is an on-site collection and sorting facility where it is kept until being transported to thee xternal treatment facilities. 06

The Abattoir market occurs around the historical architectural structure in Anderlecht, Brussels Zuid. Within the constraints of the market, spatial arrangements are clearly defined for merchants registered with the municipality. However, due to the popularity and scale of the market, the phenomenon as you move toward the periphery is for the arrangements to become less organised as they are not formally monitored by the municipality. In these areas; It Is common to find informal activity with merchants selling goods directly on the ground, or atop cardboard boxes in undefined spaces. In occupying Rue Sergent de Bruyne adjacent to the market, the merchants cause issues with waste disposal, disruption of foot traffic and contribute a messy and unorganised character to the area. As the merchants are lacking in properly defined spaces, there is no structure to the area and merchants have a tendency to intrude on the primary circulation space leading toward the subway and the larger market area. Furthermore, as the area is not formally monitored by the municipality, merchants lack the appropriate facilities to dispose of their waste and thus leave the area messy causing a disruption to the inhabitants of the area. The vision is to construct an adaptable, lightweight pavilion with modular connections that can be applied to areas of the site where ephemeral informal activity is occurring. The concept is for the structure to be easily manipulated in order for it to be built as according to the stakeholders needs whether it be as an arrangement into a market stall, a rest point for subway users or as a recreational space / art installation serving as an extension of the square. Furthermore, the vision is for the structure to be managed efficiently and coherently by an interactive digital application Within the application merchants will be able to select their desired market arrangement as per the pavillion design for the month. Once submitted, a small team employed by the municipality is responsible for making the changes and ensuring the setup is ready come market day. The application is a means of streamlining the existing registration process; and through its simplicity, will encourage informal merchants to become formalised within the system and benefit from the intervention.

Within the focus area at the periphery of the market, merchants are seen displaying their products in an unappealing manner on the often wet ground, or propped up on old cardboard boxes. The challenge for these merchants is the manner in which they display their products to market dwellers and shelter them from external weather conditions. With the section of the market being encompassed by a subway station and a public square, the concept is to develop a modular pavillion that can be adapted to the needs of the user. During the week it can be utilised as a resting place for subway users, whilst during market days it can be used by merchants to display their goods for the day. 10

The Serpentine Pavilion is a delicate, three-dimensional, latticed structure, each unit is composed of fine steel bars, forming a semi-transparent, irregular shape, simultaneously protecting visitors from the elements while allowing them to remain part of the landscape.

Whether attending an event or simply relaxing in the Park, each visitor of the pavilion is invited to find a singular, favourite space inside and around the Pavilion. By day, it will function as a space open to all visitors, with a café. By night, lights adorn the structure, illuminating its presence within the park.

The depth of the grid at different locations creates thicker walls or thinner, transparent sections. The building’s footprint is 357 square metres and the gross internal area is 142 square metres. The Pavilion has two entrances, with a series of stepped terraces to provide integrated seating. The grid is a flexible, multi-purpose social space, where the walls, seating and roof are made of the same steel cubes. In this way, the organic structure of the Pavilion overall creates an adaptable terrain, encouraging visitors to

The largest of the terraced areas can be used as an events space, while other terraces provide further spaces for visitors to inhabit and explore. From certain vantage points, the fragile cloud of the Pavilion appears to merge with the classical structure of the Serpentine Gallery, its visitors suspended in the space between architecture and nature.

Through the use of an intuitive application designed for smartphones and other devices - Merchants will be able to select a market and submit their desired stall arrangements to the municipality through the ModMarkt app. The app provides live information of the available space that is yet to be allocated in the modular structure - Allowing merchants to quickly select their stall arrangement, pay and Instantly reserve their spot for market day.

To ensure this process works seamlessly and is properly managed, the setup will be managed by the ModMarkt municipality in conjunction with L’Abattoir. ModMarkt employs a small team of 2-4 trained people, who carry out minor adjustments to the core structure from week to week as per the merchants requests. As the structure is modular and consists of few components, building the structure is not a specialist task and thus can be taught easily to the municipality team.

Due to the simple process, a merchant can decide the day prior if they wish to work the following day – depending on weekly demand. Such a system will encourage locals who might be struggling to maintain a steady income to become involved with

In addition to streamlining the registration / formalisation process for merchants - The ModMarkt app is designed to streamline the construction process. After the market plan has been finalised for the week, a components list is automatically sent to ModMarkt builders through the Job Control application. The application will clearly define the structure into zones and provide a live component list and an interactive 3D construction manual which can be kept on hand during the build. Once the merchants have submitted there weekly stall arrangement through the app, the ModMarkt organisers arrange the space accordingly for them to operate on come market day. On market day the pavilion is vibrant and dynamic, the coloured boards help to organise the space and give character to the banal, concrete area. Located at the centre of the pedestrian street, the market pavilions capitalise on 4 productive edges for transactions and are separated by clear thoroughfare passages formed by the small benches/ tables. There is a small area for waste management bins along the subway wall - these are to be emptied regularly and managed as part of the Abattoir recycling scheme. 17

Whilst the structures are not in use by the market, the pavilions exist as an activation of the baron concrete square. The pavilions are an interesting addition to the square and offer differing levels of interaction to each demographic; for some it will be a place to climb, explore and conquer, for some it may be a temporary stop while they await their train, and for others it may be a place to simply rest and watch the world go by. The pavilion services the surrounding neighbourhood and Clemenceau subway station, creating a comfortable setting within a fast-paced environment.

There is an opportunity for the large square to be used alongside the modular structure to host a variety of public events & festivals. The simple modular structure allows for a quick build of small huts to host a variety of local merchants; promoting local culture within the community. Furthermore, this scenario is a case study for how a future expansion of the market could be dealt with - More modular structures, but with more independent stand alone stalls.

By utilising the easy construction of the modular design, and the large open space of Clemenceau Square a venue for a small concert or cultural act can be created. By using the structures exibility to accommodate another function, the design becomes more appealing to the city of Brussels, as it beneďŹ ts from a new potential designed public space. The large structure and the possibility to host local cultural acts/ talent has enormous potential to bring this large square to life. Furthermore, the modular system can be further utilised in this scenario to providing the visitors a place to rest and to eat.
