Springtime Synergy

By the time this article reaches your home, the city council will have begun the process of budgeting for the fiscal 2025 year. This process is not easy and there are significant demands on the resources of North Ogden. I invite you to participate in the development of the fiscal year 2025 budget by contacting your city council representatives and/or attending city council meetings. I’ve learned that great results happen when people work together. If we work together, we can learn from each other and generate synergy as we have citizens with different perspectives working on a budget that benefits the entire city. To help the council accomplish this, a Citizen’s Budget Committee, comprised of 10 North Ogden Citizens, has also been appointed to give input and review budgets submitted by department heads.

I recently read an article about Charlie Munger, who worked closely with Warren Buffet of Berkshire Hathaway. I think his advice would be beneficial to all of us as we strive to improve our individual outlook on things and keep North Ogden a great place to live. His guiding principles include patience, discipline, and objectivity. Sometimes it’s easy to react to a situation or

decision before we employ patience and seek to find out the whys. It takes discipline to look at the bigger picture and not get caught up in minutia. I know when I’m not influenced by my personal feelings or opinions but rely on facts, my decisions seem to have better outcomes. Employing these principles individually and as a community could help us move forward in a positive way.

Albert Einstein once said: “A scientific theory should be as simple as possible, but no simpler.” Sometimes we overcomplicate things or conversely try to make things simpler than they are. I believe the important thing is to understand if the decision being made is more beneficial than harmful to the ENTIRE community. I believe this is the thought process of the city council as they wrestle with making difficult decisions. I appreciate the citizens who attend city council meetings to make sure diverse thoughts are heard by the council. I also appreciate those who serve on the council and sacrifice their time to serve North Ogden. After a cold and snowy winter, spring is just around the corner. Spring is definitely a time for renewal. As the days get longer and the weather starts to warm, there’s a good chance many of our perspectives will change. May a change in perspective include keeping life as simple as possible, being more patient, looking at the big picture, and being objective about the changes that lay before us. Spring can be a time to get excited about the future and be hopeful for things to come. Let’s continue to create synergy in our community by working together for the good of all! Our City Council at Work

The City Council held its regular business meetings in January. Here are some of the significant actions that were taken:

♦ Mayor Berube accepted the recommendation for the Planning Commissioner as Chad Bailey and the Council voted unanimously to have Chad serve on the North Ogden City Planning Commission.

♦ Finance Director Jami Jones and Auditor Ron Stewart of Gilbert & Stewart presented the Fiscal Year 2023 Audit Report.

♦ Ordinance 2024-01, amending City Code Title 7-3-4 updating winter commercial parking restrictions, was passed by a 3 to 2 vote.

♦ Ordinance 2024-02, amending accessory building standards Citywide, was passed by a 4 to 1 vote.

♦ Ordinance 2024-03, amending private to public water culinary system connection standards was passed unanimously.

♦ Resolution 01-2024 updating the City Council Rules and Procedures was passed unanimously.

♦ A high-level discussion was held regarding the review of the City Salary Policy. It was decided that salaries would be reviewed in July after meeting with Department Heads.

♦ Councilmember Pulver provided updates on the Public Works Department. He reminded citizens to remove snow from sidewalks, to not put snow in the road, and to move vehicles off the street during and after a snowstorm.

♦ City Manager/Attorney Jon Call updated the Council on the Capital Projects. He said the North Ogden Plaza survey had great participation, receiving 700 comments.

♦ The City Council as well as a few Planning Commissioners received the required annual Open and Public Meetings Act training, taught by Attorney Craig Call. This training also detailed laws specific to the Government Records Access and Management Act (GRAMA).

♦ Council Member Watson provided updates on the Administration and Recreation Departments. The Recorder's Office is now writing the minutes for all City Council and Planning Commission Meetings. She said that the Special Olympic Event held on 1/20/2024 at the Aquatic Center was a great success and noted that the Aquatic Center is hiring lifeguards for the Summer. She accompanied the Youth Council at the ULCT Local Officials Day and noted that it was a fun and successful event.

♦ The Council and attending Planning Commissioners engaged in a high-level discussion regarding proposed grading plans for Northview Estates Phase 9. They were also asked to consider the possible rezoning from single-family homes to townhomes at Century Farms.

Employee Spotlight

Lieutenant Jeremy Hindes–A Lasting Legacy

Lieutenant Jeremy Hindes has dedicated the past 24 years of his life to serving our community with unwavering commitment and integrity. Throughout his tenure, he has not only exemplified the values of law enforcement but has also forged deep bonds with his fellow officers and the people he has sworn to protect. His desire to become a police officer started when he was just seven years old while growing up in a very small town in southern Michigan with a population of just 450 residents at the time. A lasting memory was made after his prized birthday Mongoose BMX bike was stolen.

The one and only police officer in town took Jeremy under his wing and drove him around in his patrol car, scouring the town for his stolen bike until it was found. Even after 42 years, Lieutenant Hindes still holds onto his cherished Mongoose BMX bike, and the memory of the profound impact that one police officer had on his life.

Jeremy began his law enforcement career in 1992 as a military police officer, serving four years before transitioning into civilian law enforcement. As a patrol lieutenant, he has taken on significant responsibilities, overseeing the daily operations of the department, and undoubtedly leaving a lasting impact on his colleagues and citizens. He was the firearms instructor for over 20 years, responsible for implementing the Tasers, Shotgun, and Rifle program, and taught D.A.R.E. for 13 years at the local elementary schools to name a few.

Jeremy is one of the best leaders that North Ogden has seen. There isn’t a birthday, a new baby, a hospital visit, or a check-in call that he’s missed. He knows all the kids and spouses of his team because he cares. He has so many

memories, some good, and some unimaginable, that “will last forever.” He’s “created lifelong friendships with so many great employees of the city and is honored to have served the citizens for as long as he has.” We are going to miss his selfless service, the camaraderie that followed him, and his genuine desire to make a positive impact on the lives of others.

In his words, “To my fellow officers, it has been my honor and pleasure to have served alongside all of you. STAY SAFE!”

Flooding: Know Your Risks and Be Prepared

Every spring the potential for flooding can happen in a variety of ways including flash flooding, flooding from rising waterways, and flooding from the snow rapidly melting. North Ogden City’s stormwater department has several processes in place to assess and minimize potential risks should a flood event occur, but it’s also important that residents take steps on their property to do the same. Because flooding is the most common disaster to occur, the first thing you should know is what your flood risks are. Be aware of streams, drainage channels, canyons, and other areas known to flood suddenly. FEMA offers an online flood map that can help determine if you’re at a higher risk should a flood event occur (msc.fema.gov/portal/home). The next step is to implement precautionary measures. Put important documents in a watertight safety box and elevate boxes that hold sentimental items. Install a water alarm and maintain a working sump pump to protect your basement. Install a battery-operated backup pump in case of power failure. Finally, make sure that you clear any debris from gutters, downspouts, and storm drain inlets to avoid an accumulation of water. If you find yourself in the midst of flooding deploy temporary

City Code Reminder

With Spring around the corner, the City’s Community Service Officers wanted to extend a few reminders pertaining to Code Enforcement. Here are some highlights from a few of the City and Land Use Codes that our CSO’s commonly deal with: Protective Ground Cover – (City Code 5-7-1) This code defines what ground cover is acceptable for front lawns, rights-ofway, and backyards. It also defines the allotted time for their installation. The code asks that property owners install a protective ground cover on the front and side yards within 18 months after the issuance of an occupancy permit. For all backyards, it asks that it be done within 2-1/2 years from the same date.

• Per the emergency water declaration letter that went out to some of our residents who received occupancy between July 2021 and July 2023. This letter allowed these residents to delay the time to install landscaping. The declaration was rescinded on May 9, 2023, giving residents 12 months to have landscaping in place. Weeds – (City Code 5-1-1) This code covers many areas of concern, but the part that’s used the most pertains to weed accumulation on residential and commercial properties. The code asks that the property be maintained to prevent the accumulation of injurious and noxious weeds.

When flooding is occurring, remember the physical safety of you and your family is most important. Never drive around barriers that are directing you away from flood waters. It only takes 6” of fast-moving water to knock over an adult and 12”-24” to sweep a car away. By working together and staying informed by local reports and/or resources, we can ensure all involved in a flood emergency are safe and protected.

Trailers – (Land Use Code 11-9M-20) Trailers of all kinds are a very common sight in the Spring & Summer months. There are codes specifying where and how motor homes, travel trailers, camping trailers, utility trailers & boats should be kept. The code asks that these vehicles, trailers, and watercraft only be stored, parked, or located in any residential zoning district in the following ways:

• Such vehicles must be noncommercial if located in any residential zoning district.

• Such vehicles, including trailer-tongue and hitches, must be located no closer to the front property line than ten feet (10') in front of the front wall plane of the house and entirely on the owner's property.

• All motor homes, travel trailers, camping trailers, other trailers, and boats stored in residential zoning districts shall be stored on a concrete or asphaltic concrete pad for which a building permit was obtained.

The City and Land Use Codes our CSO’s enforce are in place for the safety and protection of our residents and business owners alike. As well as keeping our city beautiful and a place everyone wants to live.

Please keep in mind, that these highlights are by no means complete. It’s recommended that you seek out the full codes on the City’s website, www.northogdencity.com, for a more comprehensive explanation of each.

Weber CTC Youth Council in Washington D.C.

Nine members of the Weber CTC Youth Council had the opportunity to travel to Washington D.C. and the surrounding area for the 34th Annual National Leadership Forum hosted by CADCA (Community-Based, Advocacy Focused, Data-Driven, Coalition-Building Association) to learn more about prevention science, coalition work, civic duties, and advocacy. In reflecting on the experience, Claira Gunderson said, “CADCA is a wonderful organization that allows youth and leaders to gather and gain from professional leaders. Our coalition visited four of these meetings, my favorite being “HIGH-lights: The Sober Truth About Marijuana” by Lindsey Roberts and Yvonne Stroman. They spoke about how we can warn and educate our peers about the dangers and risks of marijuana. We also learned another lesson; persistence and payoff. We had the opportunity to see President Joe Biden take off in his helicopter; but only after a whole hour of waiting at the window of the red room.”

Maddy Smith also provided her insights, “Going to CADCA was a very fun experience! I learned a lot about how to resolve conflicts and how to communicate effectively with youth my age. On this trip we got to explore Washington DC, going through all the different museums and monuments. One particularly fun experience was zipping through the streets on electric scooters seeing all the monuments and freezing our hands off! Overall, this experience was an amazing time and was an awesome learning experience.”

In a world full of uncertainties, survival depends on maintaining composure. Since food is a basic human need, it becomes incredibly crucial to insure that you're prepared for anything.

Store What You Eat: If an emergency arises, you don't want to have to alter your diet. So, keep your regular foods on hand.

Eat What You Store: To ensure that your food doesn't go bad before you can consume it, always eat from your food storage.Inventory the food you have in your refrigerator, freezer, pantry, and food storage room.

• Plan meals you can prepare using those stored foods. Rotate them using the oldest items first. See how long you could survive on just those foods. Make sure stored foods have nutritional value.

• Write down 12-14 meals your family eats and enjoys. List the ingredients needed to prepare them. As you grocery shop, pick up extra ingredients to make those meals. Start by having one extra week’s worth of food on hand. Gradually increase to two, three, or four weeks, and work toward having three months of food on hand, rotating to keep ingredients fresh.Keep in mind the food allergies of family members. Store what they can eat.

• Gradually add long-term staples such as rice, dried beans, and other items with a long shelf life.

• Remember to store water, 2 gallons per person per day minimum. A 40 -16-oz water bottle pack equals 5 gallons of water; a 24, 16 oz water bottle pack equals 3 gallons. Have at least a two-week water supply for each family member. Store more if using dehydrated or freeze-dried foods.

Teachers have so many great things to say about Lulu. Mr. Sowby, her band teacher, said that she is always prepared and consistently and quietly sets up and puts percussion instruments away every day. He also said he could always count on her to know and play her part in the Band.

Mrs. Boucher said, “Lulu definitely deserves the award! Lulu is quiet but a very hard worker. She has stayed after school several times to get help to further her understanding of the concepts. She takes initiative and gets it done!” Ms. Gniot said, “Great choice! Lulu is a very hard worker and a conscientious student. She’s also been a huge help to me, straightening my desks and cleaning up paper and other trash from the floor.” Her history teacher said, “She’s an incredible artist! She’s drawn pictures on my board and other students comment on how good they are.”

Saluting Our Service Members: Military Spotlight

“Women are often the invisible warrior and a minority in the military, however they persevere, are as tough as they get, and are constantly paving the way for future generations of military women.”

Tami Santerre grew up all over the world. Her stepfather was in the military, and she lived in places like Thailand and Belgium. Life wasn’t always easy, and she decided to leave Germany at the age of 17, on her own and move back to the U.S. She was essentially homeless when she arrived. For a year she depended on the kindness of others, patiently waiting for her 18th birthday so she could join the Air Force.

Tami completed her basic training in San Antonio Texas in 1979 and was promptly shipped off to serve at Grisson Air Force Base in Indiana. She entered her career in Field Management, coordinating pilots’ flight plans and emergency response planning.

In 1980, Tami did a one-year tour in Korea on Taegu AB. This was a training base with 800 Americans, and only 14 women. At Taegu, Tami was once again in Airfield Management, and teaching English to the Korean air traffic controllers. On her return she served in upstate New York, and then ended up at George AFB in southern California. She retrained in disaster preparedness and major accident response and air base survivability. to women, and Tami was one of the first to be trained. There, she witnessed disasters on airfields that would be hard for anyone to handle. The experience proved to her that she was a lot tougher than she thought, and that she could do anything she set her mind to.

In a field of all men, Tami had an uphill battle to prove that she, as a woman, belonged there, and to herself that she could take on the rigorous training. She faced the ageold battle of “women don’t belong.” She was surrounded by men, some who had issues with sharing a tent with a woman, but she proved them wrong. In every training session she was at the top of her class and even earned a master instructor badge. Tami said: “Women are often the invisible warrior and a minority in the military, however they persevere, are as tough as they get, and are constantly paving the way for future generations of military women.”

Tami’s perseverance and dedication paid off. She was stationed in Germany where she helped European bases evaluate and develop their wartime preparedness and operations. When the U.S. invaded Kuwait, she was called to the Middle East to set up and train Saudi troops to prepare for the

possibility of chemical and biological warfare. When they arrived it was 124 degrees, and there was nothing but a few buildings and an airstrip. They built the base from scratch.

Due to the cultural differences around women, she had to meet with the Crown Prince and Prime Minister to be interviewed and approved to train the troops. The Crown Prince asked her, “What can you do for my soldiers?” She responded, “I can teach them what they need to know so they can stay alive.”
