Mayor's Message

Thomas Jefferson said, “We do not have government by the majority, we have government by the majority that participate.”

The primary election for members of our city council recently concluded. The results indicated just 31% of the registered voters in North Ogden exercised their right to vote. Thank you to those who voted. Based upon Thomas Jefferson’s quote, 31% becomes the participating majority in selecting those who will represent the over 22,000 residents in North Ogden. Fortunately, the candidates running for city council are good people, but I always remember a quote by George Nathan: “Bad officials are elected by good citizens who don’t vote.” North Ogden is a growing city and governing is becoming more complicated. It’s important that we have council members who have the courage to make hard decisions and who have the qualifications to serve. In November we will have the opportunity to vote in the final election. I encourage you to do research on each candidate and determine who is best qualified to serve and keep North Ogden a great place to live! Susan B. Anthony once said, “Someone struggled for your right to vote, use it!” Please vote in the November election. There have been some inquiries about our parks and trails in North Ogden along with the city’s planning process. I’d like to share a bit of

information to update the citizens on commitments that have been made by the city council regarding parks and trails. Before I do so let me say that we recognize we need to continue to improve our existing parks. The following are projects approved by the city council:

• New playground equipment at Wadman Park.

• Significant improvements to the trailhead located at 2750 North and Mountain Road.

• A new park just west of the old public works area on Pleasant View Drive.

• New playground equipment at Lomond View Park.

• Four pickleball courts at Lomond View Park.

• The purchase of property from Weber County (at a very minimal price) for a future park in the Northeast quadrant of the city.

• A small park in the Prominence Point development is funded by the developer.

• Completion of the 6-acre pond park in the Patriot Point development (2550 North 150 East).

The city also has approximately 30 acres of land available for the Barker Park development. Grants, developer, and citizen contributions of nearly $1.7 million have been made available to cover a significant amount of the cost of the approved projects.

As I previously mentioned governing is complicated and involves a great deal of planning. North Ogden has the following plans in place:

• A recently updated General Plan

• An Affordable Housing Plan

• A financial plan to provide for future growth, park development, and building maintenance.

• Capital Improvements Plan for major utility and other projects.

• Annual operating plan (budget)

I’m grateful to serve with a council that looks to the future and has the courage to make tough decisions and I will work hard to keep North Ogden a COMMUNITY we can be proud to live in.

Our City Council at Work

The City Council held its regular business meetings in September. Here are some of the significant actions that were taken:

• This year’s Property Tax was increased by 2.92% which averages to about $9.99 per household.

• Chief Quinney discussed the City’s growth and the need for a 23rd officer.

• The Conditional Acceptance of the Views at Rockwood, a 35-lot subdivision, was approved.

• Ordinance 2023-17, The Final Budget and Tax Rate for Fiscal Year 2023-2024 was passed unanimously.

• Resolution 04-2023 to adjust the Common Boundary with Ogden City at approximately 1500 North Washington Blvd. related to the Coopers Towne MPC Project was passed unanimously.

• The Contract Timeline for the Lomond View Pickle Ball Courts was approved, and it is the City’s intent to move forward with Courts Unlimited for the Pickel Ball Courts construction.

• North Ogden City’s newest Police Officer, Jaden Hammer, was sworn in.

• City Code 8-8 – Private Landscaping on Public Property was discussed, specifically regarding the 75% fencing transparency. This item was postponed for further discussion to be had.

• The Village at Prominence Pointe Development Agreement Amendment 9 was approved to allow the drive-thru lane between the building and the public street unless a three-foot landscaped berm is located between the drive-thru lane and the public street. The motion passed with a 3-2 vote.

• The Interlocal Agreement with Weber School District for the School Resource Officer Program at North Ogden Junior High was unanimously approved.

• The North Ogden Police Taser Agreement with Axon was approved for the purchase of Tasers.

• The Towing Agreements with Lost Recovery Towing, Weber Towing, Stauffer’s Towing, True Towing Extension, and Zac’s Towing were approved.

• A discussion was had regarding the RDA Grant Program and the projects that the grant will fund. The North Shore Aquatic Center was the unanimous priority for funding. A Work Session is scheduled for further discussion to be had on the RDA Area.

• The City Attorney/City Manager discussed officially naming City projects and it was ultimately decided that the naming of those projects would be the responsibility of the department heads and staff.

• Resolution 5-2023 was presented and approved; going forward two City Council Members must approve prospective presentations to be placed on the City Council agendas proposed by the public.

• The earthquake standards for the water tank were discussed and it was explained that to meet those standards, the concrete must be poured at a certain temperature and all at once. In order to pour at the required temperature, the pour must occur at 1:00 AM which would violate City Code 5-3 Sound Regulations. It was approved to amend that Ordinance, allowing for this concrete to be poured.

Public Safety Building

Exterior Paving the Way for Landscaping

Next time you drive by the new Public Safety Building, check out the landscaping, it should be in place by the first part of October! Asphalt is being laid and the connection between City Hall is finished. As the exterior is finishing up, progress will continue inside, with the contractors preparing to install sheetrock.

The 2-Million Gallon Aqua Titan: Up-and-Coming Randall Reservoir

The Randall Reservoir is a two-million-gallon reservoir project of which construction began during the first part of September, after demolishing the existing 500,000-gallon water storage, AKA, “Tank.” The reservoir will be on a fully enclosed concrete and conventional rebar reinforced concrete cylinder and when finished, will stand 24 feet tall from top to bottom. This new tank will help provide enough water storage to maintain our culinary water needs beyond when our build-out capacity is reached. Patriot Construction, the general contractor, and the design engineers at Sunrise Engineering are working closely to complete this project by early December. If weather conditions permit, the tank should be filled during the first week in December, with the backfill taking place the second week.

Supporting Two Special Projects

North Ogden City, in cooperation with Weber CTC and Bonneville Communications, is showing our support in the nationwide suicide awareness campaign and will be utilizing the light poles for banners along Washington Blvd. During this time, we will be temporarily removing the military banners to repair and replace them as needed. These banners are such a beautiful part of North Ogden, and we want them to look their best all while supporting a very important cause. If you’d like to honor your military hero or donate towards the cost of replacement banners, please contact our Streets Department in Public Works at 801-782-8111 or click on the QR code. Additional information will be available as the suicide prevention awareness initiative gets underway and the military banners will be back and better than ever!

Public Works Friendly Reminder

Each residence is allowed one pick up service per black can weekly (blue cans bi-weekly).

It is being reported that some residents are getting their can(s) serviced and then placing the same, refilled can on the opposite side of the road for a second service. This is not permitted. If your can is found to be in violation of the policy it will not be serviced.

If you are in need of an additional can, please find the Additional Can Request Form at www.northogdencity.com/publicworks/page/solid-waste. Additional black cans are $20.88/month and additional blue cans are $10.80 (serviced bi-weekly).

Employee Spotlight

Sarah May

Sarah, one of the biggest animal lovers you’ll ever meet, started her career with North Ogden City in early 2021 when she accepted the position of Community Service Officer. Sarah’s day-to-day duties are never the same and she can be pulled in multiple directions at any time, whether she’s being called to code enforcement complaints, animal control calls, or collecting and storing evidence collected by law enforcement as our evidence technician.

The professionalism she shows while responding to city ordinance complaints and violations is superior and her discretion for the sensitive evidence that she’s responsible for is outstanding; however, the respect and love she has for all animals is matchless. One of her greatest accomplishments was when she and another officer were able to save a drowning dog stuck in a concrete retention pond. She was able to return the dog home safely and said, “I’m always grateful for the good outcomes in situations like these. Being able to help those in need whether they’re animals or not is very rewarding.” No matter the job, Sarah always gives 110%.

She enjoys hiking, paddleboarding, traveling, hanging out with her friends and family, and of course, her dogs. If you have the chance to meet Sarah, ask her what fun activities her dog Maverik did that day at doggy daycare. She loves to talk about his playdates and his themed parties, and it will bring a smile to your face.

Her favorite thing about North Ogden is the “people I’ve come across, especially my co-workers. I truly believe I get to work with the best people out there. They truly are my second family, and I’ll always be grateful for them.”

Tips for Staying Safe This Halloween

Halloween is fast approaching! Soon your neighborhood will be full of ghosts, cowboys, princesses, movie characters, and many more fun, creative costumes. If you plan on taking your children trick-or-treating, here are some safety tips you should follow.

Walk safely and put down your phone.

Halloween is a busy time in most neighborhoods. There are kids and adults walking around, and it is important to be careful while you are walking. Cross the street at the corners instead of jaywalking. Try to stay on the sidewalk or walking paths, and put your phone down and pay attention to your surroundings.

Trick-or-treat as a group.

If your children are under the age of 12, it is a good idea for them to go with adult supervision. If your child is going with a group of friends, make sure they travel as a group and know the route they are taking before they leave so you know where they will be.

Select safe, but fun, costumes.

Be sure your child’s costume does not obstruct their vision too much. Whenever possible, try to use makeup or face paint. Also, if you plan on trick or treating at night, it may be a good idea to put reflective tape on the costumes and bring a flashlight.

Select costume props carefully.

Props can be very fun to add to a costume, but make sure that the pointy ends of knives, pitchforks, etc., are smooth and flexible.

So stock your house with candy, finalize your kid’s costumes, and get ready to have a fun and safe Halloween!

Life

Cemeteries are for the living. It’s a place where we go to grieve, reminisce, research, or see the tangible representation of ancestors. For the historian, the long rows of headstones represent an endless amount of history, unknown and untold. I remember a conversation that was said on one of my favorite PBS shows, "Finding Your Roots." The host, Dr. Henry Louis Gates, reminded his guest that the people they find and research are no longer forgotten—a cemetery can be seen as lost stories of those that have come before, and once retold, are remembered once more.

With that in mind, the Weber County Heritage Foundation has brought to the community a unique event that highlights those lost histories of those that lived and shaped Weber County. The idea had been floated around for years, but when COVID hit, the foundation needed alternative events that were outside and gave people some distance. And so, for one night only, the “ghosts” of those who have passed come back to tell their stories of life in Weber County.

The first year brought the community to Ogden City Cemetery. Burials have been taking place in this cemetery since 1851. Dwindling down who to feature is always a challenge, taking lots of time and research. The Foundation’s goal was to find a diverse set of peoples—after all, what makes our county so great is its diverse community.

With the Ogden Cemetery being so full with older burials and newer, people from all eras were represented: for example, Pioneer, Art Stone, was one of the first settlers at Bingham’s Fort. On 2nd Street, just below Wall Ave., his home still stands as the oldest in the city. Affectionally called Uncle Art, he befriended the native Shoshone and was a peer, often riding and playing games with them.

They couldn’t forget Flo, the little girl whose legend has been passed down for over 100 years. The legend says that if you flash your lights on her headstone, she will appear, as the story goes. So many versions of how she died have been told over the years, most of which involve her being the victim of a tragic accident. They are all far from the truth. She was born Florence Louise Grange in 1903 and went by her middle name,

Louise. Her entire family contracted the Spanish Flu, and while her family had mild cases, Louise was not so lucky. She succumbed to the illness on December 29th, 1918, at the age of 15.

The second year, Leavitt’s Aultorest on 36th Street in Ogden was featured. From the street this memorial park looks quite modern; however, driving to the back where the cemetery first began, older headstones roll down those green hills. This cemetery has the only above-ground mausoleum north of Salt Lake. Among the featured personalities were the Kuhn brothers, Jewish immigrants from Weisenheim, Germany. As co-owners and operators of wholesale furnishings, the brothers were the first millionaires in Ogden by today’s standards.

In 2022, the Foundation partnered with the North Ogden Historical Museum. They were able to provide authentic period clothing donated to the museum for the actors. Some of the lives of the people that settled in the North Ogden area were extremely tragic. Martha Jane Alvord took ill and died on what was to be her wedding day, June 27th, 1892. Her bridegroom constructed a lavish monument for her grave in her honor, and she was buried in her wedding gown. This year, Weber County Heritage Foundation will be bringing back “ghosts” from Lindquist’s Washington Heights Memorial Park located in South Ogden. On a what we can only hope will be a pleasantly cool fall evening, the tales of those dearly departed will come back for one night only to tell the story of their lives.

Although this may seem like just another fun fall event, for the Weber County Heritage Foundation it exemplifies their mission to educate the community about the diverse people that lived and shaped Weber County.

We hope that the community will join in this celebration of those lives on October 7th from 4 p.m. to 7 p.m. at Lindquist’s Washington Heights Memorial Park on 4500 South Washington Blvd. When you look at a headstone, you know the basic facts lie forever engraved, but the actual history lies in the dash that lay between the date of birth and the date of death.

With school back in session and fall in full swing, who couldn’t use a little help getting a quick and yummy meal on the table? Our writer Sabrina shares three of her favorite goto meals to feed her family of six on those busy weeknights when everything seems to happen at once.

Mexican Chicken One-Pot or Skillet Meal

1 plain, already cooked rotisserie chicken

1 package taco seasoning

1 can Rotel diced tomatoes

1 can low sodium black beans, rinsed

1 can low sodium pinto beans, rinsed

1 package of frozen sweet corn

(Mexican Chicken Continued)

1 block of cream cheese (room temperature)

1-2 cups grated sharp cheddar

Optional: White Rice

Begin by shredding the chicken from the bones into bite size pieces. Mix the taco seasoning with chicken and set aside. In a large skillet, heat the pinto beans, black beans, and corn. Add the Rotel and chicken, heating thoroughly, then add a room temperature block of cream cheese. Stir continuously until the cream cheese is melted, then begin to add grated cheddar. Once all the cheese is melted, serve the dish in a bowl or over steamed white rice.

Quick Shrimp Tacos

Street Taco corn tortillas

2 bags of frozen salad-size shrimp—defrosted Lettuce, 5 firm Roma tomatoes, 1 onion, 1 bunch of cilantro, 2 limes

Shredded cheese

½ cup sour cream

Taco seasoning

Defrost shrimp—can be overnight in the refrigerator or with cold water. Place shrimp in a non-stick pan on medium heat. Chop lettuce, 2 tomatoes, and ½ an onion; slice 1 lime, place items in separate bowls.

Finely chop cilantro as well as the remaining onion and tomatoes; place together in a bowl and combine with juice from ½ a lime. Once the shrimp are thoroughly heated, drain excess water, place back on the stove on low heat, and season with taco seasoning to taste. Heat for another 2 to 3 minutes. While the shrimp are simmering, take ½ a cup of sour cream and mix in taco seasoning and the juice from the remaining ½ lime to taste. Mix thoroughly. Place corn shells on a damp paper towel and in microwave for 15 to 30 seconds to steam. Build tacos and enjoy!

Ranch Salad

1 box rotini noodles

1 to 1 ½ cup of mayonnaise

1 package Ranch Dressing Powder mix

2-3 firm Roma tomatoes (optional)

1 small can of sliced olives (optional)

Boil a pot of water with a splash of olive oil and salt— once water is boiling add entire box of rotini noodles. Boil noodles until soft, about 20 minutes. Chop tomatoes. Open and drain the can of olives. Drain and rinse noodles with cold water. Stir/mix noodles until most of the excess water is drained, transfer to bowl. Add 1 to 1 ½ cup of your choice of mayonnaise, mixing thoroughly. Add Ranch packet, mixing thoroughly. Add the tomatoes and olives and mix.

Place in refrigerator to cool noodles faster or serve immediately.
