or those of you who have read my previous articles in the North Ogden Connection, the phrase “One North Ogden” will sound familiar. I have been asked by several citizens what this means? I’d like to take this opportunity to give you my definition of this phrase. The de facto motto of the United States is E Pluribus Unum, which means: one from many. This motto appears on the Great Seal of the United States of America and is indicative of the original Thirteen Colonies emerging as a single nation. Each colony may have had a different culture with different ideas, but they united for a common purpose. Our community is also comprised of citizens who have different ideas. However, I believe that no matter how long someone has lived in our community, most have a common goal of keeping North Ogden a great place to live.

It simply means To me, it doesn’t matter what religion someone professes we are unified in or what color of skin they have. It doesn’t matter their working towards political affiliation or their sexual preference. It doesn’t keeping our matter if they are female or male. We can be “One North community a Ogden” when it comes to working together to improve our safe, beautiful community. We are each other’s friends and we should and a prosperous avoid letting people divide us by age, income, race, and where we live in North Ogden. Being “One North Ogden” place for us doesn’t mean we are homogenous in thought and opinions. and future It simply means we are unified in working towards keeping generations to our community a safe, beautiful and a prosperous place live." for us and future generations to live. The definition of one from many is applicable in our community–one purpose, many ways to get there! The Autumn season is upon us and Halloween is just around the corner! I hope each of us will take the opportunity to enjoy the beauty that surrounds us. Several have suggested that I dress up as the Mayor and go trick or treating. I think I’ll pass on that request and just continue to do the best I can to serve our community. However, there are many in our community that would appreciate a social distanced visit so perhaps doing a little trick or treating (so to speak) isn’t a bad idea. I’d encourage you to reach out to those who are in need. I recently read the following: "In a world where you can be anything , choose to be kind!" I believe this is great advice and will help us in our goal of being “One North Ogden”. Have an outstanding October! Mayor Berube

Resident’s Question: What are the rules related to Accessory Buildings? Answer: We get lots of questions about accessory buildings and additions. As we all know garages are routinely filled with items and vehicles and we need more space. Some have opted to construct stand-alone accessory buildings and others have chosen to expand their existing garage to accommodate additional space. Though the rules are slightly different for each of the different types and here are some general statements that may help you decide which is the best route for your needs. First, for all accessory buildings over 200 sq. ft. or any additions a building permit with engineered approved plans is required. In general, additions can add some flexibility which isn’t available on accessory buildings as far as setback and building heights are concerned. There are also some fire code issues to be considered based on whether or not the building is attached. We also recommend you discuss your plans with your neighbors who might be able to provide a different “viewpoint” for your project and could reduce friction in the future. Employee of the Month Mikayla Mallari is a valuable employee in the North Ogden Police Department. She joined the Department as an intern in September of 2016, and was hired in July of 2017. That, in itself, speaks volumes about her strong work ethic and willingness to learn throughout her internship. Mikayla works part-time in the Department, and also works a second job as a CNA. In addition, she attends classes at Weber State University. Mikayla is always hard-working and conscientious in all she does. Mikayla works in the front office, and is in charge of the posts for Facebook, updating the website, assisting with Tri-City Youth Court, and has many other duties. Her customer service is outstanding, and she gets along well with all employees. She is always thorough, accurate, and has been a great asset to the department. North Ogden Police Department is fortunate to have Mikayla as a part of our staff!

North Ogden City Planning Dept. & The Cherry On Top BY LYNNE BEXELL
Thank you Rowan! It was a quiet morning in the North Ogden Parks and Recreation office; the parks crew were out working hard while the office was full of people engrossed in their work. Suddenly the office door opened and in walked, a young man with a cando attitude and a contagious smile.
Have you ever wondered what is happening to a particular property while driving in North Ogden?
New signs, like the one Occasionally, the Planning Department gets phone above, will be calls from residents after they noticed that something posted to help was going on at a particular property that they had you be aware driven past. We found that they didn’t realize that of changes property had been rezoned or that a subdivision had coming. been approved.
When considering changes to property, the Planning Dept. regularly mails notices to neighbors, publishes in the newspaper, and posts meeting agendas and still people would be surprised when changes happened to property in their neighborhood. The Planning Dept. spent some time talking about how they could be more proactive in letting people know what changes are happening to property. They decided to post physical signs on the property before changes were made that would alert passers-by that something was changing. From now on when a project is going before the Planning Commission, the Planning Dept. will post signs to help you be aware of possible changes to land. The North Ogden City Planning Dept. is doing more than is normally required to help residents know what is going on in our City so we recognize them with “The Cherry on Top!”
Rowan had just finished his 9th grade year at North Ogden Jr. High School and had a proposal for the City. Rowan likes dog training and mountain biking on the North Ogden trails. As he enjoyed these trails he noticed some people had a difficult time cleaning up after their dogs. He quickly set out to remedy this. He approached the front desk in the Parks and Recreation office and offered a proposal to help keep the trails clean.

After reviewing his proposal and seeing that he was willing to work, the park’s crew countered his proposal with a part-time job offer. His job was to keep the trails free of dog waste. He kept the trails clean and even started picking up any trash along his trails. Rowan has earned The Cherry On Top by showing his willingness to go above and beyond his job duties throughout the summer. We have received several reports of appreciation for his hard work. Rowan has shown himself to be authentic, pro-active, and a hard worker.

The Family Behind "The Stump" Fountain:

J
ames Barker was born to Frederick Barker and Ann Bligh on April 7,1827 in Diss, Norfolk, England. James was three years old when his family decided to go to America, hoping for better opportunities. They set sail in 1830 to live and work in New York for about 15 years before they came in contact with the Church of Jesus Christ of Latter Day Saints. When James was 18, the whole family was baptized. In 1846, the family left New York to go West to Utah, which meant they were among the very first pioneers. According to the Church website, that same year, 240 members in New York and other eastern states decided to set sail out of Brooklyn to try to sail around North America to California. The Barker family decided, instead, to travel by land and arrived in the Salt Lake valley after about a year. Their neighbors who decided to sail were met with storms that threw the ship off course and delayed their voyage. In the end, the ship touched port, and all the members settled in California. As for the Barkers, they settled in North Ogden in 1849.

James lived in Farr's Fort, which was an actual fort north of the Ogden River and east of Monroe Boulevard. It was an enclosure with three sides of end-to-end houses meant to protect families like his from indigenous people. There, he met Polly Emeline Blodgett and married her on March 9th, 1851. They built a one-room log cabin in 1853 and raised their eleven children there.
Polly’s family history mirrored her husband’s; they hailed from England, had an encounter with the Church of Jesus Christ of Latter-day Saints, and crossed the plains to Utah. Her skills were in medicine. She could do everything from delivering babies to prescribing herbal medicines and even setting broken bones. Early settlers and indigenous neighbors recognized her as a doctor. She officially studied to be a midwife in Salt Lake City once her eleven children were grown and received her license in June of 1893. She continued to practice into her seventies. In 1856, James left his family upon the request of President Brigham Young to help emigrants in the Martin Handcart Company. Due to exposure to extreme cold during this rescue trip, which occurred in November of that year, he contracted a crippling form of rheumatism that would plague him the rest of his life. He eventually lost the full use of his hands. James’ name is listed among the names of rescuers on the monument at Martin’s Cove in Wyoming to honor his selfless service. “His condition did not prevent him from developing one of the finest farms in North Ogden on Fruitland Drive,” his great-great grandson, Casey Barker, said. James planted the first red apples grown in Utah. He also dug five large wells throughout the town. According to the North Ogden Museum, these wells were known to produce forty gallons a minute. James’ grandson, Clarence Barker, carried on the well-digging legacy of his grandfather, and, in the early 1930’s, created “The Stump” drinking fountain in North Ogden’s Centennial Park. Originally, it was an actual cottonwood tree stump chiseled into the drinking fountain, but after the stump rotted, it was replaced with a fiberglass replica in 1998. James was a dedicated Church member and friend. He was always industrious, and he bestowed an important work ethic on his children and grandchildren.
James died on December 14th, 1915, and is buried in the Ben Lomond Cemetery in James Barker (left) with his wife Polly North Ogden. Casey Barker, his great-great Emeline (Blodgett) Barker (right) grandson, still lives in the area.

When given an assignment, she follows through. Most importantly, she is kind. Perla works hard to make sure all students feel included and valued. She always has a smile on her face (which can be seen in her eyes, #masks) and has a friendly wave for all!
Ethan Wintle is a 9th grader at Orion Junior High. He loves photography, playing sports, and video games. Ethan’s favorite classes this year are Yearbook and English. He enjoys writing, and being able to express himself through his writing assignments. One of Ethan’s goals is to develop more photographic skills. He has had a 4.0 GPA through junior high and is working hard to maintain his grades.

Hang a line across an area. Protect the floor with a tarp, if indoors. Hang donuts from the line and let the kids try and eat the donut off of the string without using their hands (blindfolding is even better).

I
often hear my clients comment that it is time to do their estate planning because they feel they are approaching the end of life. Many indicate that they did not need to start thinking about estate planning until they were 60 to 65 years old. While I agree that estate planning is important as you approach the sunset of your life, By Attorney Garrett T. Smith there are many benefits of setting your plan up early. I enjoy working with clients who still have minor children at home, because I help them feel confident that their children will be cared for physically, financially, and emotionally, even if the unexpected occurs.
You can relieve the financial stress for guardians by funding your trust with your assets.
I am working with a client right now who has two young children at home. She reached out to me because her brother, a single father, passed away unexpectedly last month, leaving his daughter behind. The state took custody of the child and my client’s extended family is now petitioning the court for guardianship. The family is also having to trudge through the probate court, because the brother passed away without an estate plan. My client expressed her concern at the state taking custody of the child and worries about the longterm emotional impact on her niece having to process the loss of her father without the constant support of the family. Unfortunately, similar situations occur more often than you would think. As a parent of minor children, I can relate that my biggest concern when I set up my estate plan was ensuring that I named guardians for my children.
Another important aspect of estate planning for families with minor children is providing financial assistance for your children, should you pass away unexpectedly. You can set up a trust that can hold your assets. The trustee can use the trust assets for the benefit of your children until they reach the point of being able to take care of themselves. Many guardians are happy to step in and take care of children if the situation demands it, however, taking on the financial obligations can cause greater stress. You can relieve the financial stress for guardians by funding your trust with your assets. For young families that may not have accumulated a lot of assets, you may consider getting an inexpensive term life insurance policy. You can name the trust as the beneficiary. The trustee will be able to collect the death benefit and then make distributions to your named guardians so they can care for your children according to general or specific wishes that you outline in your trust. If you or a loved one has minor children and would like to discuss how to create a plan to provide for them in case of the unexpected, please give me a call!

SOUP SEASON
Fall brings so many favorites and the top of our list: soup! That warm bowl of goodness is always a welcome sight on the dinner table this time of year. We've got three recipes to enjoy this fall and winter season. Get your spoons ready!
Chicken & Dumpling Soup PHOTO AND RECIPE BY HAILEY MINTON
6 TBL butter 1 cup chopped yellow onion 1 cup diced celery 4 Cloves garlic 12 oz (1 can) evaporated milk 32 oz chicken stock 4 cup cooked and shredded chicken 1 tsp dried thyme 2 tsp pepper Salt to taste DUMPLINGS 2 cup all purpose flour 1 TBL + 1 tsp baking powder 1 tsp pepper 1 tsp salt 1 tsp dried thyme 3/4 cup whole milk 4 TBL melted butter
In a large heavy bottom pot, melt butter. Add onions, carrot, celery and cook for 5 minutes. Add garlic and cook for 1 minute. Add evaporated

milk and chicken stock and quickly stir to combine. Bring to a boil, then add chicken, thyme, pepper and salt. Let the soup simmer uncovered while you make the dumplings. To make the dumplings, mix all dry ingredients in a large bowl. Make a well in the center of the mixture and pour in milk and melted butter. Stir together until a dough ball forms. Use a large cookie scoop to drop dough directly into the simmering soup. Place dough balls around the pot and press them into the pot so the soup runs over the top. Place the lid on the pot and lower the heat to simmer. Cook for 15 minutes and cut into one dumpling to check if it is doughy. If it is, cook for an additional 2-3 minutes.

Fall is the best! It brings cooler weather, flannel shirts, warm blankets and delicious soups. I love homemade
soups and warm bread that fill our home with delicious smells and it is just too hot in the summer to enjoy making them. This is a favorite. I found this recipe on a blog many years ago and we have enjoyed it ever since. You can find the recipe at paleomom.com. 2 cups chicken broth 1-2 broccoli heads 1 avocado ½ tsp ground nutmeg 1 cup of grated cheddar cheese (optional)
Throw broccoli (stems and all) and avocado into your pot of boiling broth. Let sit on a medium high setting until the broccoli is tender. Reduce heat, add nutmeg and avocado, and soften in a blender. Blend until everything is nice and creamy. Viola, you have something delicious and healthy to serve your family. We like sprinkling cheese on top and serving with rolls or fresh bread.

Roasted Pumpkin and Butternut Squash Soup PHOTO AND RECIPE BY KRISTINA CASE
Recipe adapted from joythebaker.com Roasting the pumpkin and butternut squash gives this soup a really good flavor, as well as using leeks instead of onions and adding in the parmesan cheese. Fall in a bowl! 1 medium pie pumpkin (do not use a regular pumpkin) 1 medium butternut squash 1 cup leeks, sliced (only use up to where the stalk turns green) 1 1/2 tsp minced garlic Olive oil 1 TBL butter salt and pepper 3 cups chicken broth 1/2 tsp paprika 1/2 cup cream 1/4 cup Parmesan cheese a few pinches of freshly grated nutmeg salt and pepper to taste
Preheat oven to 375 degrees F. Cut pumpkin and butternut squash into 2-inch chunks, removing the inner seeds and fibrous bits. To make it easier, you can leave the peel on and after cooking it comes off easily. Place on baking tray and drizzle lightly with olive oil, then sprinkle with salt and pepper. Bake for 35 minutes or until a fork inserted in the flesh of the pumpkin and squash meets no resistance. While the squash is roasting, add 2 tablespoons olive oil and butter to a large stockpot and sauté leeks for about 8 minutes, until soft. Add garlic and cook another couple minutes. Add chicken broth and simmer for 10 minutes. When squash and pumpkin has cooled, use a spoon to scoop the cooked flesh away from the peel, and place in stockpot with other ingredients. Add paprika and nutmeg. Transfer to a blender and process until the texture is smooth. If the soup is too thick, you can add more chicken broth. Transfer back to stockpot, add cream and parmesan cheese, season to taste and simmer for 10 minutes on low until warm. (This soup re-heats very well so you can enjoy leftovers)!
