A Month of Holidays I
I would like to express appreciation to our city council, city staff, and the citizens of North Ogden for allowing me to continue to serve as mayor for the year 2019. It is certainly an honor to serve in this capacity recognizing the wonderful residents who live in this city.

During the month of February we celebrate three great holidays, Abraham Lincoln’s birthday, Valentine’s Day, and Presidents Day. Each one of these holidays shows an expression of love and devotion to someone. Abraham Lincoln was one of the great presidents of our nation. He took the Nation through some terrible times, with war and bloodshed rampant throughout the country. He was able to bring unity back to the nation and sacrificed his life for freedom and peace.
Valentine’s Day is a day to express love and appreciation to those we hold near and dear to our hearts. It is a reminder that we need to express our love continually on daily basis to our wives, family, neighbors and friends. There is a lot of hate expressed throughout the world and if we are not careful it can filter down in our personal lives and to those we love the most. Presidents Day is a day we pay tribute to the dedicated men who have led our country now and in the past. We need to get behind these leaders with our support to help them be successful in preserving our nation and the freedoms we enjoy. We don’t have to travel far to realize the gift of freedom we have and the importance of maintaining our allegiance to the Constitution of the United States. It is an inspired document and has been tested many times in the past, but yet it is the foundation of hope we all have that it will continue to endure for many generations to come. I hope we all recognize these holidays and what they stand for, and to build unity within our city and enjoy the great blessing of living in a wonderful place.

letter from the editor February is a great month, if you love pink (blah!). The first time Melissa and I got engaged she ordered pink napkins. To this day I will swear that those napkins are the reason our first planned wedding didn’t happen. Luckily, we did end up marrying just over 20 years ago, so I am grateful that I have someone to celebrate Valentine's Day with. I also really like February because typically we start to see warmer days
here and they are reminding us that it will not eternally be cold and grey. It not only marks a celebration of love at Valentine's Day but also a day to honor our past, present and future presidents of the United States. A great month and another great issue for your enjoyment.

Dylan has been actively rebuilding PRV stations for the past 4 years. We have 59 PRV stations with 2 valves each in the culinary water system and only have 3 PRVs left. Dylan is motivated to complete the task. The completion date is March 1, 2019. Dylan is dependable and reliable. He has a great attitude and is well liked by his coworkers within the department as well as the city.

Question: How do I set up automatic payments for utility bills? Answer: Several individuals have asked us about setting up automatic payments for utility billing. We have two processes.
You can either fill out the form found at www.northogdencity.com/home/showdocument?id=17376 and deliver it with a cancelled check to our public works office at 165 East Lomond View Drive; or there is a simple online process to set up your account through Xpressbillpay.com. If you have never logged in you will need your paper billing statement with your account number and other vital information. Once you create an account and login there is a tab at the top which is called “auto pays”. If you click on that you will have to provide some information about the payment methods (bank, debit, or credit card). Once it is all done the system will automatically start deducting payments from your account in the next 30 days and notifying you when your statement is ready and payment has been processed. You can also elect to stop receiving paper statements and everything will be completed online until you change your preferences. For online help, call Xpress Bill Pay 1(800) 768-7295 ext. 3 or if you have other questions call Stacie at (801)-782-8111. City Business Spotlight Long-time North Ogden resident Kristy Pack owns and operates Pack Tax. She, her husband, and five children love the family-oriented community of North Ogden. WHS Sterling Scholars
Thirteen students are selected for their achievement in a specific subject, and will compete for scholarships. BY STEVE GODFREY
Each year at Weber High, a chunk of seniors are selected as Sterling Scholars for exceptional achievement in a specific subject. After compiling a portfolio of their work, the students are interviewed and judged based on proficiency and performance. According to their website, “The Sterling Scholar Awards Program seeks to commend and encourage excellence among all nominees.” The program started in 1962 when a man named Steve Hale started work at the Deseret News and pitched the idea to his staff. They met with members of the board of education and started within Salt Lake City. Soon, KSL became involved too, and eventually the competition encompassed the entire state. Brittany Hall, who has learned programming and debugging en route to her computer technology honors, said, “I definitely try my best in everything I do,
and I think that is one reason why I love computer technology - it can always get better and I can always learn new things.” Her passion for the subject comes from its real life application as Hall has already made multiple websites or designed logos for school and extracurricular activities. She hopes to be a Web Marketer so she “can apply my web development and programming skills with my love for business.” Koby Pack, with business and marketing, said, “I started my first business when I was six years old and have loved starting new businesses ever since.” Pack is also involved in Weber’s FBLA and DECA chapters and said he applied for the honors because “it can expand the amount of opportunities I have in my future, whether that be in higher education or the business world.” He added, “I hope that being a sterling scholar can place me on track that leads to me being able to live my dreams and own my own company.”
Katie Hadley, with world language, said she wanted to be a sterling scholar so “I could be an example for all students by showing that foreign languages aren’t just spoken in different countries.” She hopes the honors will help her achieve her dream “and purpose as an ASL interpreter.” This group is recognized at Weber High, but will then compete at a semi-final and final level as well. Colleges within the state of Utah give out scholarships or stipends for regional winners; for example, the University of Utah awards a renewable $5,000 annual scholarship to all regional category winners for a total value of $20,000 for a maximum of eight semesters. Similarly, BYU gives out a one-year full tuition scholarship to all regional category winners. First round interviews are on Feb. 19th at Lomond View and final interviews will be Feb. 28th. A final state announcement will be held on March 15th. Good luck to all our scholars!

Shannon started a group called Faces Not Phones at our school which she asked me to advise. The goal of the group is to get students more involved with personal connections as opposed to being on their phones all the time. As president of the group, Shannon compiled several sanitation and food kits for Syrian refugees who are living in Lebanon. The materials to put in the kits came from donations the students collected in October as part of service associated with the group. Shannon has been spearheading this whole campaign and has done a lot of work to make all of this happen. She clearly cares about her fellow students and society as a whole, and I think she is amazing for organizing all of this. I have never seen Shannon without a smile, and she is always kind and caring to everyone.
Abish is a wonderful student here at Maria Montessori Academy. She participates in HOPE Squad and on our school crosscountry team. Abish says that she has come to enjoy running because “it helps me concentrate and destress and focus on doing my best.” Abish also enjoys drawing, reading, swimming and skiing. She also says that she enjoys homework, especially math because it’s easy and fun. When talking about her work on HOPE Squad, Abish says, “I like to try and help others, sometimes a bit too much, but when a person is in need, I want to help them to become better and show his/her true colors. I like to see outside the box, I want to see things from another point of view. Other people say I’m smart and nice, and once I got called wise, but I just see myself as a normal human being who tries to do her best in life.” Abish says the best advice she has received is, “Take one step at a time, stop focusing on the whole picture, start with one little thing and continue on from there. I just work hard and try my hardest to get things done.”
Hallie Hales Orion Junior High School -Hallie Hales is a 9th grade student at Orion Jr. High. She has a lot of great things going for her and is very humble. Hallie is a 4.0 student and her academics are important to her. She has many extracurricular activities that she is involved in at school and outside of school. Hallie has a beautiful singing voice, is in orchestra and plays several instruments. She is a student body officer, and has the lead part of Dorothy in the upcoming play, The Wizard of Oz. More importantly, she cares about and helps people. Hallie has a big heart and reaches out to her peers and classmates in a friendly and genuine way. She always has a smile on her face and spreads happiness wherever she goes. Congratulations, Hallie!

Georgina Ann Maria Barnett Roylance (1854-1931) A Women of Courage During Hard Times BY MELISSA SPELTS
I love to study and read about history. It is a hobby of mine. The thing that I love most about history is that it gives me confidence that I can do hard things. We all have trials and difficult times to endure, but when I read about the amazingly difficult things that our ancestors and predecessors went through I know I can handle mine too. After hearing Georgina’s story it put much of my current life in perspective. She was one amazing woman and so was her husband. Georgina was born in England in 1854, the third of five children. When she was 8 years old her oldest sister died. Two years later her family left England and traveled to Utah. While on the journey her baby sister died at sea and her mother and grandmother died while crossing the plains. This gave her the responsibility of caring for the household even though she was a young girl. She married James Roylance when she was 17. After having her sixth child she became really sick with blood poisoning in her foot. The doctors said she needed to have it amputated but one doctor felt she would not survive the surgery and refused to amputate. He said Georgina would die whether they removed her foot or not. James, her husband, decided to do it himself to try to save her life. He must have really loved her. What a hard thing to do. He used a sharpened butcher knife and cut as much as she could stand, and then seared it with a hot iron to keep her from bleeding out. the shed and cut through the bone! It took Georgina a year to fully recover from this hardship. She attended to her household duties by putting her stump on a rocking chair and scooting it along as a crutch. She went on to give birth to seven more children and later cared for her elderly husband after he lost his eyesight. Despite her many hardships, Georgina lived to be 77 years old. What an amazing woman!

Over 50 years of life together BY MELISSA SPELTS
W
hen Merle was young, she was part of 4H and would meet new friends from all over in Utah and Idaho. She met a girl from Cache Valley that became a really good friend. They correspond via letters. One fateful 4H leadership conference was coming up in the Cache Valley area and Merle contacted her friend to see if she could visit. Her friend was engaged and decided to line Merle up with her fiancé’s best friend Brent Chugg. So Merle and Brent first met while bowling on a blind date over 50 years ago…how often do those things work out?

Merle had lots of fun on that date but couldn’t remember Brent’s name and she thought Chugg was the most unusual name she had ever heard. Brent was in love with Merle long before she fell in love with him. He was immediately attracted to her, she was a lot of fun, bubbly and beautiful, everything he wanted. They had much in common. They both grew up on farms, Brent in Providence, Utah in Cache Valley and Merle in Tabiona, Utah (a small town in Duchesne County). They had both grown up milking cows, feeding calves, driving tractors, and riding horses. Fun fact: the only horse Merle ever got bucked off was Brent’s. While Brent served a mission in South Africa he purchased a beautiful diamond and brought it back with him. One evening, they were attending a church basketball game and having lots of fun. Merle’s friend told her about the rumored diamond. Because Merle was going to be going home soon and thought that she would never see Brent again, she jokingly wrote a proposal. She wrote “I hereby propose to marry you.” Brent said yes, he thought that was a great idea. Merle was working in Salt Lake City at the time. Brent and Merle continued a long distance relationship. They
wrote many letters to each other with the occasional phone call. Their courtship went from February to August with a real proposal in June. When Brent was officially ready to ask her, he picked out the perfect ring. They had dinner at a fancy restaurant in Salt Lake City called Finn’s (a German restaurant). It was a simple and quiet proposal. She said yes and they were married in 1965 in the Logan Temple of The Church of Jesus Christ of Latter-day Saints. When their wedding day came, Brent was supposed to pick up Merle and drive her to the Temple. He was late so her parents took her to his house. To their surprise, when they pulled up Brent was washing his car in the driveway. Come to find out his friends, who knew he usually left his keys in the ignition, had taken his car the night before and decorated it for their impending wedding celebration. He wanted it clean and so he was cleaning it before leaving for the wedding. After they got to the Temple he realized that he had again left his keys in his car. But it was too late. When he got out of the Temple his car was gone again. Those friends! Merle and Brent drove his parents’ old car all day. When they got to the reception center, there was

their car completely decked out again! It was a really great day with family and friends. With two receptions done (one in Logan and one in Tabiona) they were off on their honeymoon. They drove to Seattle and took a ship to Victoria. They saw the beautiful Butchart Gardens in Victoria and had lots of fun. This was the beginning of their love of traveling together. They planned everything out: they were going to have 4 children, spaced 2 children in two years, wait for 3 years and have 2 more. Funny, that is not how it worked out. They ended up with 3 children really close then a five year gap and two more children. A really fun group of five boys in all. Brent worked a couple jobs in his career. His first job was with Del Monte Corporation for 23 years. The second job was with The Church of Jesus Christ of Latterday Saints overseeing all their welfare farms that produced the food that goes into the Bishop's Store house, a type of grocery
store operated by The Church of Jesus Christ of Latter-day Saints that gives food for free to the poor and needy. He worked there 27 years and loved it. He traveled all around the world taking Merle with him when he could. He got to visit North Korea, and Poland just after they were leaving Russia’s rule. But his favorite farm was in Hawaii on Oahu and Merle loved accompanying him there. Brent loves how his wife is always a lot of fun and always pleasant. He loves that they get along great and he always feels a thrill when he gets to go home. He loves being greeted by his sweetheart after a long day at work. She is very principled and a great mother. Brent was away a lot and she taught the boys very well in his absence. She did a masterful job and has a beautiful spirit to her. Merle loves Brent’s sense of humor and his ability to stay calm when she gets a bit flustered. He is always very attentive and willing to help.
Brent and Merle love to travel together and because of Brent's previous job, were able to visit several places across the world. One of their favorite places is Oahu, Hawaii. Send us your love story! After 53 years of marriage, here is some advice the Chuggs shared:
• Stay dedicated to your spouse. It’s
okay to have friends and hang with them, but make sure your spouse is right there with you. Do your activities together. You can have separate activities at different times but not all the time. If you do, your relationship can become lopsided very quickly.
• Stay on the same track. Being
united as a couple, as a family, and as parents is crucial. Decide what is best together, not what one or the other thinks is best.
Being Mayor was never something Brent Chugg aspired to. He had just retired and was looking forward to the adventures that would bring for
him and his beautiful wife. When Mayor Taylor came to him and asked if he would step in while he was in Afghanistan he wanted to say no. This was not part of his plan. He thought about it for a moment and felt that if Brent Taylor could put his life on hold for our country, then he could help where he could in North Ogden. When Brent was killed in his service, Mayor Chugg decided he could finish out the next year until the election comes again. We are so grateful for Mayor Chugg and Merle for their willingness to serve Brent Taylor and our community at this time. Thank you for all that you do for us and for sharing your love story with us. It’s a beautiful story.

New Year’s Resolution 2019: NEVER Let Winter Be Boring BY ANN PARK
Snowshoeing is a great way to get some cardio. I know there are lots of you out there who have brand-new, neverbeen-used snowshoes hidden away in the back of your closet, waiting for the perfect time to take them out. Now is the time! Outdoor activities in the cold take a little extra preparation. Remember to dress in layers. It’s really cold out there, but snowshoeing makes you really warm. Dress for the conditions. It’s also important to keep an even pace in the winter because if you stop, you will get cold. To be comfortable, maintain an even level of exertion and dress accordingly. Pick a pace that you can maintain, and don’t stop. Be prepared for conditions to change as you gain altitude. It’s frequently windy and much colder as you
climb higher. But the view is totally worth it. We drove to the top of North Ogden Divide and took the south trail up toward the ridge, then we turned right and went through the trees. We followed Dan’s Ridge down. We saw moose beds, the marks of a hunting hawk’s wings on the snow, and rabbit tracks. (We aren’t sure who ended the day happy, the hawk or the rabbit.) The views were spectacular. The air was clean and clear, and the sun was shining. The forest in the winter is so beautiful. I love the smell of the snow on the trees. A perfect time to have fun with friends, the snow allows you to walk wherever you want. We looked for adventure off the beaten path.

New 2018 Tax Reforms By Cameron Pibble

passed the Tax Cuts and Jobs Act (The Act). The Act makes sweeping changes to the U.S. tax code and impacts virtually every taxpayer. These changes are now in effect when filing your 2018 individual and business tax returns. Individuals are more impacted by the provisions of the act than any other class of taxpayer. This update is to alert you to some tax changes from tax reform.
INDIVIDUAL TAX RATES: The Act reduced tax rates by 2-3% in each bracket and also made tax brackets wider. The individual income tax rates for 2018 range from 10% to 37% depending on your taxable income. Capital gain rates range from 0-20% depending on the income tax bracket.
STANDARD DEDUCTION: The Act doubled the standard deduction for each filing status (Single - $12,000 and Married Filing Jointly - $24,000). These increases may make it more advantageous to take the standard deduction instead of itemized deductions.
CHILD TAX CREDIT AND FAMILY CREDIT: To help mitigate the elimination of the dependency exemptions, the Act doubled the Child Tax Credit from $1,000 to $2,000. The Child Tax Credit is available for dependents age 16 or younger. The Child Tax Credit is phased out starting at taxable income of $200,000 for single and $400,000 for married filing joint returns. This means that more families will benefit from this credit. The Family Tax Credit is a new $500 credit available for dependents age 17-24 with similar phase out rules.
CORPORATE TAX RATES: The Act adjusted the tax rate for all C-Corporations to a flat 21%. Due to this change, it may be advantageous to reevaluate the entity structure of a business. Companies that are S-Corporations, LLCs or Partnerships may benefit from this flat tax rate because it could be lower than the rate on individual taxes.
PASS-THROUGH INCOME DEDUCTION: The Act created a new deduction for Pass-Through Entities which include LLCs, Partnerships, S-Corporations, Sole Proprietorships and rental activities. This deduction can be up to 20% of the income that is reported on your return from a pass-through entity. This deduction will reduce taxable income which in turn will reduce taxes.
DEPRECIATION: The Act changed the requirements for an asset to be eligible for bonus depreciation. Certain new or used assets (including equipment, furniture, livestock, and some vehicles) acquired in 2018 are eligible for bonus depreciation. Bonus depreciation allows for the entire purchase price of the asset to be deducted in 2018. Reviewing Your Estate Plan 2) CHANGES IN FAMILY. As

A common question I am asked when helping families set up their estate plans is, “How often do I need to update my trust?” Unfortunately, there is no simple answer. I find myself giving the traditional attorney answer of “it depends.” There is no universal answer to this question because there is such a broad spectrum of family dynamics. As a general rule, it is good to review your plan after a major life event. Here are some things to keep in mind when determining whether your estate plan needs a tune-up:
1) CHANGES IN LAW. Laws are constantly changing at the federal, state, and even local levels. For example, one of the changes affecting medical documents went into effect January 1, 2009. If you did your estate plan prior to that date, it would be a good idea to update your medical documents. Another example would be changes in tax law affecting estate taxes. Fortunately, recent changes have raised the exemptions, however, laws are always subject to change with different administrations.

For example, I recently met with a client who originally listed his father as the successor trustee, financial agent, and medical agent in case of his incapacity or death. My client’s father had been the natural choice to handle his estate at the time he designed his estate plan. 3) CHANGES IN ASSETS. The most likely asset to drag you into probate is real property. When I first started working as a wet-behind-the-ears attorney down in Spanish Fork, a fellow attorney had me review the estate plan of his client’s deceased mother. His client’s mother had paid a substantial amount to set up a trust and his client was now told that her mother’s estate would have to be probated. As I reviewed the trust, I quickly realized that it was well written. However, in my review of the recorded deeds at the county, I discovered that the deceased mother’s home was still titled in her name rather than the trust name. Unfortunately, the well-written trust had

Ruby Red Velvet Crumble Muffins Recipe by Shauna Havey
Makes 12 muffins
Give your Valentine his or her true heart’s desire this year with a homemade decadent breakfast sweet in love’s favorite shade of red. These tender muffins are a cinch to bake and almost too pretty to eat. Serve them slightly warm with a generous pat of softened butter for a treat that’s sure to win over taste buds and hearts.
For the muffins: 1 1/4 c. flour 2 1/2 Tbs. unsweetened cocoa powder 2 tsp. baking powder 1/2 tsp. salt 2/3 C. granulated sugar 1/2 C. sour cream 1/2 C. vegetable oil 1/3 C. milk 1 large egg, beaten 1 teaspoon red gel food coloring 6 ounces whipped style cream cheese, room temperature For the crumble topping: 1/4 C. flour 1/2 C. granulated sugar 2 Tbs. cold, salted butter, diced Preheat oven to 375 degrees. Line each well of a 12 cup muffin tin with a paper liner. To a large mixing bowl, add the flour, cocoa powder, baking powder, salt, and sugar. Whisk to combine. To the same bowl, add the sour cream, oil, milk, egg, and food coloring. Gently mix all ingredients until combined. Add cream cheese to the bowl and swirl it loosely into the batter so streaks can still be seen. Scoop batter evenly into the muffin cups. To make the topping, place the flour, sugar, and butter into a small bowl. Use a fork or your fingertips to work the ingredients into coarse crumbs. Generously cover the surface of each muffin with crumble topping and bake for 20 minutes. Allow muffins to cool for five minutes inside the tin, then carefully remove from the pan and serve.

Preheat oven to 400 degrees. Place an 8 inch oven safe skillet on the stove top over medium heat. Melt the butter and add the onion. Cook until the onion begins to soften. Add the hash browns and cook until golden brown. Flatten the hash browns down with a spatula and sprinkle the cheese over the top. Allow cheese to melt. Place the eggs, cream, salt and pepper into a bowl and whisk to combine. Pour the egg mixture into the skillet over the cheese. Cook the frittata on the stove top for 2-3 minutes just until the edges start to set. Top with the ham slices. Transfer it to the oven and bake 10-12 minutes until the eggs are fully set. Remove from the oven and let the frittata cool five minutes before slicing it into wedges. Serve as is or garnish with a little fresh dill and sliced tomatoes if desired. *Recipe easily doubles for four people, just double all ingredients and use a 10 or 12 inch skillet.
Ham & Cheese Frittata for Two Recipe by Shauna Havey Whip up a delicious breakfast for the one you love this Valentine’s Day with this easy frittata recipe. Made with just a few simple ingredients you probably already have on hand, it takes only 20 minutes to make and is just the right size for two. Switch up the veggies, cheese, and meat to your liking. Frittatas are completely customizable, just like your favorite omelet, but they’re much easier to make. 1 Tbs. butter 1/3 C. chopped red onions 2/3 C. hash browns, thawed 1/2 C. grated cheddar cheese 6 large eggs 1/4 C. heavy cream 1/4 tsp pepper 1/2 tsp salt 1 Tbs chives (or green onions), chopped 3-4 slices black forest deli ham Sliced cherry tomatoes and fresh dill for garnish (optional) February 2019 | CONNECTIONPUBLISHING 33

No Frills Diner BY RYAN SPELTS
Are you the kind of person that loves hole in the wall restaurants? If so, you will love No Frills Diner. If you’re the kind that likes to play it safe by only eating at national chains, I promise, this restaurant is worth a try. This nondescript and aptly named No Frills Diner is located on 12th Street in Ogden just west of the WinCo grocery store. Owned by Ron Yeates, the restaurant came about when Ron found himself without a job despite his 27 year tenure at La-Z-Boy because they moved their manufacturing out of the country. Not knowing what else to do, Ron remembered he loved to cook when he was younger, so he decided to take his severance package and open his own restaurant. No Frills Diner is not very fancy on the outside, but you will find a nostalgic blast from the past when you walk through its doors. Patterned after a 50s diner, it is
full of fun old-fashioned memorabilia. All of the memorabilia has been given to Ron from customers and friends over the years. It is neat to see the old signs and pictures of Hollywood stars gone by. The menu has an eclectic selection of food. The restaurant started as a breakfast only spot when they opened 11 years ago, but today it also has a full dinner menu on Thursday, Friday and Saturday when they are open until 9pm. Sunday, Monday, Tuesday and Wednesday they are open for breakfast and lunch until 3pm. Not knowing what to order, we asked the waiter what were the favorites. He pointed out that everything on the menu was made right there on location. The owner actually shops just down the way at the WinCo grocery store so he can pick out his own produce each day. He said they have a delicious chili verde, awesome prime rib, delicious hand-breaded pork loin, and people love the fish and chips. Melissa ordered the fish and chips and I ordered the handbreaded pork loin. They also brought us a sample of the chili verde and I am definitely trying that next time. Yum! We knew we would be stealing off each other’s plates so we could try both dishes. Everything is cooked to order, this isn’t fast food and it is worth the wait. The pork dish came with two sides and some white gravy. The garlic butter vegetables were great and I could tell they were fresh. The bacon avocado soup was amazing. One bite and I was wishing the bowl was bigger and started questioning

my promise to share with Melissa. It is amazing. The pork was also delicious with seasoned breading and delicious homemade gravy. On Melissa’s plate were some wonderful fish and chips, which could quite honestly be the best I have ever tasted. They were tender and lightly breaded in a homemade concoction of blended herbs and the tartar sauce was incredible. It has just the right amount of flavor with a slight kick that went perfectly with the fish. Okay I was glad to be sharing again. Those fish were awesome. We could tell that the staff were like family and when talking to Ron about his restaurant he echoed that. His employees are like family to him. We cannot wait to go back and try their other dishes. I for one am a breakfast man so I am excited to hit the No Frills Diner for my next breakfast out. If the breakfast is half as good as the dinner we favorite had, I can’t wait to try it. Give the No Frills Diner a try for your next meal out. Your taste buds will thank you.
