Recently, the City signed an Inter-local Cooperation Agreement with the Military Installation Development Authority (MIDA) to provide municipal services type support to the northern portion of the Falcon Hill Project Area. This project area is on Hill AFB just south of the Air Force Museum in Weber County. Yes, we will be paid for the services the City is asked to provide. We are already working with UDOT on how to plan for this event. In addition, we are looking at ways to enhance business development and bring in more businesses. Modernizing our business district ordinances is key! Establishing Community Reinvestment Areas (CRAs) is key! Working through the Business Advisory Board recommendations is key! We must be competitive! We see some great things on the horizon, but we must manage and plan for the coming changes or be forced to react to them. Reach out to your elected officials. Reach out to those running for City Council. Ask the hard questions and expect answers on where they see the future of Roy City. Together, we can make a difference. Robert Dandoy, Mayor

PRIMARY ELECTIONS Tuesday August 13, 2019 Ballots will be mailed out to eligible voters on or before July 23rd. Voters must be of legal voting age, citizens of the United States, and residents of the voting precinct in which they are registered.
Early voting will be held from 8 a.m.- 5p.m. on August 7-9 & 12 at 2380 Washington Blvd. Suite 115
This is a friendly reminder that discharging or washing antifreeze, motor oil, gasoline, paints, solvents, fertilizers and cement into the storm drain system is illegal. Antifreeze is also attractive and yet harmful to animals. Please dispose of hazardous materials in the proper manner and place. The Weber County Solid Waste Transfer Station may be contacted at 801-3998358 for information on hazardous material disposal. Roy City would like to thank the citizens who have assisted with storm water drainage by clearing leaves and debris from the gutters and the storm drain grates. Citizens can be a big help in the winter months also by clearing snow and ice away from the grates until the City crews arrive to clear them. Please sweep up or use a blower to blow grass clippings and fertilizers that get onto driveways, sidewalk, and gutters or streets back onto your own lawn. Please call Roy City Public Works before draining backyard pools. Chlorine levels need to be at 0 before the pool can be drained. The Roy City storm water system runs through the Meadow Creek fishing pond. This water is vital to the pond and must be kept clean. Please dispose of grass clippings, pet waste, paint, fertilizers, tree leaves and seeds etc., properly and help keep our city streets as well as streams and rivers clean. What kind of contaminants might reach our rivers and streams? •

Roy Communities That Care Coalition’s vision statement is “Together, we can be one town, one team, one dream through creating and fostering a safe, healthy, and prosperous place to live, work, and play. Our community is a supportive place to raise a child, to be a child, to promote responsible and involved citizenship and to encourage lifelong learning.” As we ready ourselves for a new school year to get started, prepare our youth with fresh supplies, new school clothes, and the latest and greatest gadgets to help them learn, it is imperative that parents and community members become better prepared to support these young people. Roy CTC Coalition is teaming up with community partners to provide parent and caregiver workshops throughout the upcoming school year.
EMOTION COACHING is for parents of all ages, to teach parents how to help build emotional intelligence, support kids through life’s ups and downs, build confidence, and help them grow socially, emotionally, and intellectually. LOVE AND LOGIC is for parents of all ages and provides parents and caregivers with practical strategies for preventing and reducing behavior problems, increasing motivation, and building assets that contribute to lifelong responsibility and resiliency in children and youth.

The Utah Department of Transportation (UDOT) will extend the I-15 Express Lanes from Layton Parkway to Riverdale Road. Construction began in early May and will continue through 2020. The Express Lanes are designed to improve traffic flow and reduce congestion. They will be open to carpools and solo drivers who have purchased an Express Pass. UPDATED WATER METER SYSTEM You might have recently noticed members of our Water Department outside of your home. They have been diligent in replacing the water meters throughout the city. While it may temporarily leave you without water, it typically only takes a few minutes to complete the replacement. This process is to ensure that each home is updated with our new metering system, which will eventually allow Roy City to switch to monthly billing. At this time, we do not have a time-line for completion.

THE DALTON FAMILY It Was Simply Not Permitted
T
he Dalton Family was a very strong and good family. Henry and Mary (known as Polly) Dalton had 9 children that were taught early on that fighting and teasing were not permitted!! They never saw their parents being unkind to each other or to others around them. It was simply not permitted. Henry and Mary met in 1883 and courted for 3 years. Mary loved when Henry came around because he was so kind and good. He would help her with her work and then take her on a stroll down the road. Henry fell deeply in love with Mary and they were married on December 2, 1886. They both enjoyed dancing the polka, schottische, varsovienne and quadrilles. Henry worked for the Denver & Rio Grande Railroad for $1.50 a day. He took every extra job he could find. When he could afford a second horse he bought a scraper and worked on the construction of roads throughout the area. He helped on the Ogden and Weber canyon roads and on the canal and railroads. Mary’s father gave them two acres of land in Roy. They bought lumber and hired the Arave boys to build them a two room house. Their first child, Elizabeth was born there. Later on they bought a twenty-acre farm on the hill at 5323 South 1900 West. Every kind of fruit and vegetable seemed to grow and flourish, even peanuts. The whole family worked together. The children usually walked to school every day but on wintery days Henry would hitch up his horses to a sleigh and stop for other children along the way. By the time
they reached the school house, the sleigh was filled with happy, chattering children. The older boys loved standing on the runners and hanging onto the sides of the sleigh. Admonitions that were taught by their father were: Be good to your mother. Be honest. Never tell a lie. Never be late. Do not swear. Pay your full tithing. If you do not look for faults in anyone, you won’t find them. Never take a drink of liquor nor use tobacco. Always keep trying to improve yourselves. When you cut a slice of bread, cut the next slice better. Two years after Henry and Mary celebrated their 50th wedding anniversary, Henry passed away. He was 72 years old and Mary lived until she was 91. She kept busy by serving others, gardening, creating beautiful needlework and traveling a little bit. What an amazing couple and family from Roy!

In the early 2000’s, Adam was playing in a different band in Oregon where he grew up. They were pretty good and a number of record companies were interested in signing a deal with them. After accepting an offer, they recorded their album and went on tour which brought them to Utah. Adam had an aunt who lived here, so during his time off, he decided to stay with her.. “We weren’t recording so I came here to write music and take a little break.” He took some classes at LDS Business College and then he met his future wife. When they were married they decided to stay in Utah. That band fizzled out but he has since connected with some honest and talented people here. Years ago, Adam, Peter Brickey, and their former drummer, Tyson Barlow, were counselors who interacted with adolescents at the Island View treatment center in Syracuse, which has since changed their name to Elevations. Originally, Adam and Tyson started playing together. Their mutual affection towards music brought them together and the band grew from there. Adam said musicians are a funny breed and there are some who are dishonest. His band mates are “good guys and they do things for the right reasons… We have a good time together.”

It’s fun to see that there are more guys in the world who are willing to play songs that I come up with.” Adam Rosenberg is the lead singer and song writer for the band Holy Revolver that plays annually at the Weber County Fair. They are an original rock ’n’ roll five-piece Americana-style band. Adam said the idea for the band name came from the image of a revolving record player. Their first name was Crooked Horse and they had to really enunciate it. If you say it out loud, it sounds like something not so family friendly. “It was sad when Latter Day Saint missionaries were like, ‘What’s you guys’ names?!’” Later, they wrote down several potential band names and chose Holy Revolver.

Today, Joe Simpson plays lead guitar, Tim Whipple is on the drums, Peter Brickey plays bass, and the three of them sing backup vocals. Doug Peterson plays the keyboard and Adam sings lead vocals, plays rhythm guitar, and the harmonica. Adam currently works as a counselor and he is starting the 2019 school year at a new school called Shoreline Jr High in Davis County. Sometimes he runs into students at concerts and some are surprised to find out he plays and sings. He enjoys each time a student tells him they didn’t expect him to be that good, which is a backhanded compliment he gets pretty regularly. “It’s always great! I appreciate the acknowledgment!” Adam was a part of his first band in 8th grade and they played a lot of music that influenced his life growing up, like the Beatles and Nirvana. “We were real original,” he sarcastically admitted as he recalled his early years of playing in the band. For a time, they were playing every song off Nirvana’s album Nevermind.
He had a love for music at a really early age. His parents both sang and he remembers his mom teaching him how to sing harmony from a very young age. “It’s funny, she’ll still say either you can do it or you can’t.” She was pretty good at the guitar but she didn’t teach him much because tuning was difficult and playing hurts your fingers. I’ll admit, it takes time to build the calluses and exercise muscle memory to hold the different chords. This didn’t stop him from expanding his talents as a musician though. “Even before I knew how to play an instrument, I remember making up songs while riding around on my bike.” Later, he and his friend, Caleb would play three chords that sounded good together and Adam would sing over the top of them.” As he grew into the musician he is today, he gravitated towards incorporating good melodies in his music. “I love melodies. I love lyrics, but I feel that melodies are where it’s at.” He said he can respect a song regardless of the genre if there is a good melody. Since living in Utah, Adam attended the Weber County Fair three years without being a part of the entertainment. On the third year he was enticed by some of the bands he saw playing and he looked for the opportunity to participate the next year. He filled out an application, was selected to perform, and he is going on his 8th year of playing. He started performing at the fair solo but then he thought, “Why shouldn’t I ask the band to play?” and here they are today. “We’ve been lucky enough to play many years at the Weber County Fair and we look forward to it every year. It’s so much fun!”
Adam attended the Weber County Fair three years without being a part of the entertainment. The Rodeo is on Aug. 7th, the Bull Fights are on Aug. 8th, and the Indian Relay races and the comedic performance of Chad Prather are on Aug. 9th.
Throughout the fair, you can check out the living arts submissions by your community members and see the paintings, photography, crocheted blankets, and other items that people have taken pride in making. It can be inspiring to see the talent that is within your own community even if they’re not performers up on stage! There is plenty of fun to be had at the fair too. Kids are bound to love the bounce houses, all the special contests, and especially the petting zoo. Not everyone has the passion to take care of animals year round, but what an awesome opportunity for people to share their animals with the community! It is quite something to pet the velvety nose of a horse while he sniffs you, or to try to feed a goat only to have it start munching on your shirt. Animals have a mind of their own and it can be really fun to see a child discover that! It can also be hilarious to watch your spouse or friend get sneezed on. –Continued on Next Page

I have heard of cat yoga and even goat yoga, where pet owners practice yoga with their animals. But Yoguinea is a whole new level: Yoga with your guinea pig.
We would also love to hear if any of you walk away as the crowned champion of the doughnut or pickle eating contests. Or who knows, perhaps one of you is the master hula hooper or bean bag tosser. The contests seem to be simple enough and fun, especially if you have an ultra competitive sibling who you just have to beat at something.
The teens and adults have their share of fun as well. See how long you can manage to hold on to the bucking mechanical bull. Have you ever wondered how it compares to riding the real thing? If any of you readers have ever rode a live bull, let us know what the difference is. It seems like it takes a whole lot of gumption to do something like that! On top of that, they have the climbing wall, and knockerballs. I’m sure you’ve seen what happens when two people sprint head on towards each other while holding exercise balls. Usually one person ends up flying and someone gets hurt. With the knockerballs, you get the fun without the pain! You actually get strapped into the cylindrical extrusion from the center of the inflated ball. You can still see out the top and you can still run around. If you get booted, you just tuck your legs in and roll. I’ll be honest; it’s quite amusing to participate and watch.
No matter what you gravitate towards, there are plenty of people to connect with in the community who might share the same interests as you. The Fair can be a great place to find them! If you see a piece of artwork you like, compliment them! Internal compliments never meant very much to anyone and it’s amazing what you can learn if you open your mouth and ask.

ne thing I have discovered is that a talented stylist or barber, in a quality shop or salon, can often provide you with a much needed “reset” on a bad day. A rejuvenation, or at times a total renovation of your self-image and self-confidence can add real value to your happiness and well-being, especially during difficult times in life. “People can be their own worst critics,” Tennelle Montag told me during my last hair cut at her business, Tennelle’s Hair Studio in West Haven. “I want to make people feel good about themselves again.” That compassionate goal is why she chose to enter the field of cosmetology, over 20 years ago. Tennelle is always quick with a smile and a friendly, genuine greeting to all whom she meets.
I have a “double crown”, just like my father and it’s a real challenge for a stylist or barber to cut correctly, as the hair growth patterns have to be accommodated in order to cut correctly. Some of the people who have cut my hair in the past have even verbalized their complaints, “oh great, you have a double crown-.” or at the very least, let out some random groans as they’ve worked on my hair. Rarely, have I enjoyed their results…even when I had a full head of hair. Fortunately for me, my crazy hair has not been an issue at Tennelle’s Hair Studio. In fact, it is very likely that I have received the best haircuts I ever have from the stylists there. My daughter also loved the way Brooklyn styled her hair just a few weeks ago as a first-time client.
Her kind, caring approach towards others has been the foundation of what Tennelle sought and found with the stylists and nail technicians whom she has brought into the business. “I want to work with nice people…above all else” she told me, “I want to help them build a large, loyal clientele, like I have.” Having known other stylists and

It’s all nestled into a warm, buttery poppy seed bun and finished with a sprinkle of parsley.
Makes 8 funnel cakes Ingredients: For the funnel cakes: 2 c. canola oil for frying 2 c. flour 1/2 Tbsp baking powder 1/2 tsp salt 1/2 Cup brown sugar 1 large egg 1 c. plus 2 Tablespoons whole milk 1 tsp vanilla Toppings: 1/4 c. powdered sugar 1 c. chocolate chips 1 1/2 c. mini marshmallows 1 1/2 c. Golden Grahams Cereal 1 12 ounce jar hot fudge topping, warmed Place oil into a cast iron skillet and heat to 350 degrees. In a large mixing bowl, add the flour, baking powder, salt, and brown sugar. Whisk to combine. Add the egg, milk, and vanilla and stir until the batter is well combined. Pour batter into a gallon sized zip top bag and snip a 1/2 inch hole into the corner of the bag. When oil is hot, pipe the batter directly into the oil in swirls, making a four inch circle. You can make a couple at a time. Cook funnel cakes for about 1 1/2 minutes or until they start to turn golden around the edges. Use tongs to flip over and cook another minute until the entire cake is golden and batter is cooked through. Place cakes on paper towels to drain, then dust with powdered sugar. Top cakes with the chocolate chips, mini marshmallows, cereal, and a drizzle of hot fudge before serving. Funnel cakes are best served warm, but can also be served at room temperature...just like donuts!

Makes 8 Hot Dogs Ingredients: 6 Tbsp salted butter, divided 2 large sweet yellow onions, sliced 1/3 c. jarred apple butter 8 jumbo chicken hot dogs or sausages 2 green apples 1 lemon 8 hot dog buns 2 Tbsp poppy seeds 8 ounces white cheddar, grated 2 Tbsp chopped parsley Place half the butter into a large skillet set over low heat. When butter melts, add sliced onions. Cook over low heat until onions are soft and caramelized. Stir in apple butter. Remove from heat and set aside. Heat grill or grill pan to medium high heat and grill the hot dogs until heated through and plump. While the hot dogs cook, slice apples and place into a bowl. Squeeze lemon juice over apples to prevent browning. Melt the remaining 3 Tablespoons of butter. Brush butter onto hot dog buns, then sprinkle buns with poppy seeds. Place buns onto a sheet pan. Sprinkle half the cheese over buns. Set sheet pan with the cheese covered buns onto the grill and close the lid (or place under broiler in oven on low). When buns are toasted and the cheese is melted, place the hot dogs onto the buns. Place a few apples slices down one side of the hot dogs. Top the dogs with the apple butter onions and remaining cheese. Again, place dogs under the closed grill lid or under the oven broiler until the cheese is melted.

Each of the 31 states in Mexico has a unique style and flavor. They might have the same dish but it can taste completely different based on the spices and mode of preparation. When Denny and his mother-in-law decided they wanted to open a restaurant, they chose to base it on the flavors and recipes of Guadalajara and Nayarit. When Denny first went to a family gathering with his wife’s family, he tasted a fried shrimp taco made by his mother-in-law. He ate 16 tacos that day and knew right then and there that he had found the flavor that he wanted the basis of his restaurant. Casa de Nena is named after his mother-in-law, Maria Elena Or “Nena” for short. Desiring to keep the menu simple, fresh and delicious, Casa de Nena focuses on shrimp and birria (shredded beef) Mexican dishes. They also have weekly specials and new flavors that are introduced each week for limited times. The food is cooked fresh and prepared fresh at the restaurant off Pennsylvania Avenue in Ogden. I have always loved shrimp since I was a young man. My parents would let me pick where I want to go to dinner for my birthday and I usually picked sizzler for their all you can eat shrimp. I didn’t realize that there is so many more delicious ways to prepare shrimp then just deep-fried. I got to experience some new ways to enjoy shrimp visiting Casa de Nena. The first wave was in a dish called ceviche, which is a cold dish, my favorite was what they called the Cosido con
Limon, which is raw shrimp mixed with avocado, onion, and cucumber. It is cured and marinated in lime juice and it’s delicious. Another popular version of this is combined with onion, tomato, cucumber, lime, salt, and tomato juice topped with avocado. Both are served with a tostada and they’re both very delicious.
FAVORITE The shrimp empanada was full of flavor.
By far my favorite flavor was the shrimp empanada. This delicious shrimp turnover was full of wonderful
flavor and juiciness. It’s one of those flavors that I call a comeback flavor. Most restaurants serve delicious food and you can find something on the menu that you like. A few restaurants have a flavor that stays with you and rattles around in the back of your head. I hear a little voice that says, “you should go have that again.” That flavor at Casa de Nana was the shrimp empanadas. The birria, carne asada, and weekly special of chicken were all very good but the shrimp empanadas are still bouncing around in my head. They also do some fun additional things like make Agua Fresca each week. These drinks are made from water and fresh produce. They offer flavors like cucumber water, watermelon water, and strawberry water, as well as the traditional flavor of

Horchata. They add a delightful taste to fresh cold water and they’re a wonderful addition to the dish, adding just the right amount of sweetness without having to drink pop. We also tried the fried tacos, quesadillas, and several other dishes. All were delicious; all had unique flavors and tasted very fresh. Melissa and I were also inspired by the entrepreneurial spirit by which this restaurant came about. Denny had an idea, found a location, built traffic through word-of-mouth, and is now beginning to advertise as the word is getting out about their delicious food and unique flavors. Denny and his wife took the brave step of quitting their full-time jobs to work the restaurant fulltime. Denny’s mother-in-law still works her full-time job, comes in very early to cook, and then again after work to keep food fresh and her recipes perfected. Denny’s mom also helps make many of the desserts. To top off our delicious meal we had a fresh cheesecake with a scoop of ice cream and Mexican caramel drizzle over the top. It was delicioso.
