Last month, the city council approved a change in the ordinance to the downtown business district along 1900 West, south of Riverdale Road. One of the most significant changes included allowing mixed-use developments for the first time in Roy City. These types of developments are not uncommon in cities along the Wasatch Front, and it was time for us to consider it. Your response to a recent survey helped the council members in finalizing their collective decision. Thank you for taking the time to voice your opinion.

Recent legislation passed by Utah legislators could expedite the modernization of the I-15 interchange at 5600 South. UDOT recently finalized and approved recommended changes from a study that was conducted to help mitigate traffic challenges in that area. If approved by the governor, it is anticipated that, sometime in May, the Utah Transportation Commission will provide a better understanding on what we can expect and when. As we get more details, we will provide them to you.

Consider staying engaged in what is going on in Roy City. With the current pandemic finally starting to slow down, Roy City is cautiously moving forward to a new normal. Events and activities that we have enjoyed for years are in the developmental phases with some minor adjustments. Be patient with us as we balance moving back to normal with public safety. CITY ELECTION SEATS Are you interested in running for Roy City Council? We will have two seats up for election this year, as well as the Mayoral term. They are each a four-year term, with city council meetings scheduled twice a month. Our Roy City Council members are active members of the community who represent the needs of the residents. If you are interested in filing for candidacy, please watch the Roy City website and Facebook page for updates. The filing period will be June 1-7, 2021 during normal office hours. FIRE PIT SAFETY Necessary safety precautions for an outdoor fire pit (s’mores, anybody?) are much the same as for a grill, plus a few others: • Never leave young children unattended near a fire in the pit. • Fill a bucket with water and set it next to the pit before you even begin building the fire. • Avoid throwing leaves, pine cones, pine needles, and paper into the fire. They catch fire quickly and can result in dangerous floating embers. • Unless there’s an emergency, avoid dumping the entire bucket of water on the fire to put it out. Instead, spread the pieces of fuel as far apart as possible and gently sprinkle water over them until there are no more glowing embers. This prevents the scatter of embers and a thick cloud of smoke. • Toast your marshmallows over the embers rather than the flames. This not only gives them that perfect golden crust but prevents them from catching on fire.

Cemetery Winter Maintenance All grave decorations will be removed by city crews every Thursday for mowing and maintenance. If weather prevents mowing on Thursday, maintenance will be performed on the first working day thereafter. Please be sure to remove decorations by Wednesday evening to avoid having them disposed of.

Free Waste Pass Roy City will be offering its residents a one-time use free pass to the Weber County Transfer Station. Each pass will cover the cost of one load that is 500 lbs. or less. Any additional cost is the responsibility of the resident. Passes will become available on Apr. 12, to assist in the spring city clean-up. The passes must be used by Dec. 31, while supplies last. Please contact the Roy City Utility Office 801-774-1000 for any additional information.

Spring Cleanup Dumpsters Public Works will have dumpsters available for Roy City residents APRIL 12TH - 24TH MON. –FRI. 6:30 A.M. - 5 P.M. SAT. 8 A.M. - 3 P.M. For COVID-19 safety, residents must stop in front of the office and wait. We will come to your vehicle, check proof of residency, and sign you in. Public Works has the right to refuse any items deemed dangerous or hazardous and will not accept tires, paint, toxic or hazardous materials, herbicides, pesticides, etc. Roy CTC, the State DEA’s office, Weber Human Services, Kent’s Market, and Roy City Police Department are collaborating together to bring National Take Back Day to Roy! The National Prescription Drug Take Back Day addresses a crucial public safety and public health issue. According to the 2018 National Survey on Drug Use and Health, 9.9 million Americans misused controlled prescription drugs. The study shows that a majority of abused prescription drugs were obtained from family and friends, often from the home medicine cabinet. We will also collect vape pens or other e-cigarette devices. Please remove the batteries from the devices.

Founding Farmers: The Bakers who Farmed Roy BY JENNY GOLDSBERRY

“One thing in Roy’s favor was that Indians left it alone; it was too barren for them to bother.” Of all of Weber County, Roy was one of the last major settlements. The geography alone scared most people off. Here’s a description of what Roy looked like as recorded by Emma Russell’s book “Footprints of Roy:” “[Roy is a] forbidden, forsaken piece of land without a name or settler. The acreage was mostly blowing sand covered with sandburrs [sic], prickly pears, rabbit brush, sage brush and bisquit [sic] root. It had its inhabitants, but they were not human. It provided a habitat for snakes, lizards, coyotes, and even a wolf or two, but worst of all, there was no water and no trees. One thing in its favor was that Indians left it alone; it was too barren for them to bother.” In the beginning, much like their neighbors across Weber County had done before them, the settlers took up dryland farming. This was a tactic of growing crops resistant to droughts. The most successful crop in the beginning was wheat. Roy’s first settlers, William Evans Baker, Justin Grover, Henry Fields, Edward Bell, Samuel Fowler, and Richard Jones raised livestock on their eighty acres of land. These acres were given to them by the Homestead Act of 1862. The U.S. government was encouraging citizens to move out of crowded cities and onto public lands to improve those areas. For these first families in Roy, they were tasked with uprooting sage brush and prickly pears, just to make room to build their homes. William Baker was an immigrant from England who crossed the plains with the pioneers of the Church of Jesus Christ of Latter-day Saints. He met his wife Esther Celestia Cole in Riverdale, Utah. She was fifteen years his junior. They had their first child, Diana, in Riverdale and moved to 6000 South and about 2700 West, where they had their second daughter, Julia, who was the first white child born in the city. At some time around 1874, William dug a well so that he and his neighbors could have their own water source. He had to line the hole with 40-gallonsized barrels to keep the well from caving in on itself.

One of the easiest plants to grow at the time was the tomato. Anyone with a small home garden could grow their own, and so many did. In 1881, almost ten years after Roy saw its first settlers, a plan was made to dig a 16-mile canal across Roy. It would still take many years to finish, but once it was done, the Bakers finally had the resources to grow peaches, apples, strawberries, and potatoes. Stevens Cannery, then known as the Jones Canning Company, was built in 1920, years after both William and Esther died. At first, it processed solely tomatoes, mirroring the time in Roy history when tomatoes were the only fruit settlers could grow. Eventually, the cannery processed all crops local farmers could grow. According to Dr. Katie Nelson of the Weber Heritage Foundation and also descendant of the Stevens family, in the 1960s, they even started canning Hawaiian punch until juice boxes took over the market. Just as Roy was the last major settlement, the Stevens Cannery was the last independently operating cannery in the county.

feel so blessed each day when I wake up in my bed, owned by me, in my house co-owned by me and the bank, in a beautiful part of the world. There is true joy in having a place to call home.

The Spelts family took on the chore of a complete kitchen makeover during the pandemic this past year.

This last year, we took on remodeling our kitchen. It was a part of our house that was adequate. We could cook food in it, and we did. We could fit in it, and we did, but it was getting outdated and was on the small side, which we have noticed more and more as our children have grown into adult-sized people. We decided it was time, and along with us, it seems most of Utah remodeled their kitchen at the beginning of the pandemic. We endured long lines at Lowes and Home Depot, along with experiencing the upset of not being able to cook in our kitchen for about two months. Despite those inconveniences, we love our results!

We rediscovered the joy that comes from renewing our space. We also reached out to the community and asked for examples from our readers of their remodeling projects, and we were so impressed by the beautiful spaces you shared with us. Fast + Simple WEEKNIGHT DINNERS

Need help with quick dinner options? Here are some easy sheet pan dinners that come together quickly AND help you avoid getting take out or fast food!

Steak & Parmesan Crusted Potatoes RECIPE FROM LEMONSANDZEST.COM

½ lb flank steak 2 lb red potatoes 1 lb asparagus 3-4 garlic cloves 1 tsp parsley (dried) 4-5 T parmesan cheese, grated 3 ½ T olive oil 1 tsp cracked pepper ½ tsp sea salt, more or less to taste Preheat oven to broil. Cut off the woody ends of the asparagus and discard. Rinse the fresh spears and pat dry. Cut potatoes into quarters. (If they are larger red potatoes, cut into eighths). In a medium bowl, or on sheet pan that has been sprayed with oil, toss together potatoes, 2 T olive oil, 2 T parmesan, 1 minced garlic clove, ½ tsp cracked pepper, salt to taste, and parsley. Toss well to coat all potatoes evenly. (Then ignore this completely and toss in more parmesan because, you know....) Spread potatoes evenly on sheet pan and broil for 6-8 minutes or until they just start to lightly brown. While potatoes are cooking, spread 1 T olive oil on both sides of steak and salt as desired. Spread two garlic cloves and the rest of the pepper. Sprinkle 2 T parmesan onto steak as well.

When potatoes are ready, push them all to the side and place steak next to them. Add asparagus* and sprinkle them with a drizzle of olive oil (½ T), the rest of the parmesan, one garlic clove, minced, and sea salt and pepper to taste. Garlic Herb Butter Chicken and Veggies RECIPE FROM WWW.CAFEDELITES.COM

1/3 cup low-sodium chicken broth or stock 1/4 cup unsalted butter, melted 1 T finely chopped garlic (or 4 cloves) 2 tsp chopped fresh parsley 1 tsp chopped fresh thyme 1 tsp chopped fresh rosemary 1/2 tsp salt (adjust to your taste) Fresh ground black pepper, to season 2 boneless, skinless chicken breasts

Garlic Herb Butter Chicken & Veggies

1 1/2 c. each: sliced carrots, yellow bell peppers, broccoli, and red onions Preheat oven to 400°F. Lightly grease a baking tray/sheet with cooking oil spray. Combine together the butter, broth, garlic, parsley, thyme, and rosemary together in a bowl. Place chicken on the baking sheet and arrange the vegetables all around the chicken. Toss 1/2 cup of sauce through the chicken and vegetables, and season well with salt and pepper. Lightly spray all over with olive oil spray or cooking oil spray. Bake in preheated oven for 10 minutes or when carrots just start to become soft. Carefully remove baking tray from the oven and flip each chicken breast. Pour the remaining garlic herb butter sauce over the beans, toss well, and return to the oven for a further 10 minutes or until chicken is cooked through (no longer pink in the middle). Optional-broil for 2-3 minutes until chicken is golden and crisp. Sprinkle with fresh chopped herbs (optional) and serve immediately with pan juices. SIZE UP! If you’re feeding more people, you can easily add 2 more chicken breasts as there is enough herb butter sauce.

Maple Dijon Pork Tenderloin and Sweet Potatoes RECIPE BY LIFELOVEANDGOODFOOD.COM

2 medium sweet potatoes, peeled and cut into bite-size cubes 1 large onion, sliced (optional) 1 T extra-virgin olive oil 1-1/2 tsp kosher salt, divided 2 T Dijon mustard 2 T pure maple syrup 1 garlic clove, minced ¼ tsp coarse ground black pepper 1 pound pork tenderloin Preheat the oven to 450 degrees. Line a baking sheet with aluminum foil. Place the cubed sweet potatoes and onion slices on the baking sheet, drizzle with the olive oil, and sprinkle with 1 teaspoon of the salt. Toss gently to coat. In a small bowl, combine the maple syrup, Dijon mustard, garlic, 1/2 teaspoon of the salt, and black pepper. Pat the pork loin dry with paper towels, brush all over with the maple mustard mixture, and place fat-side-up on top of the sweet potatoes. Bake for 15 minutes, or until the crust begins to brown, then reduce the oven temperature to 350 degrees. Continue baking another 30-40 minutes or until the sweet potatoes are tender and the pork registers 145 degrees using an instant

Chicken Fajitas

1 1/2 pounds boneless skinless chicken breasts sliced (against the grain) into 1/2-inch thick strips 3 bell peppers (I use green, yellow and red , cored and sliced into strips) 1 yellow onion thinly sliced 2 cloves garlic , minced 3 T oil (vegetable or canola oil) 1 lime 1/4 cup fresh cilantro , chopped 8-10 small flour tortillas Fajita toppings: sour cream, sliced avocado or guacamole, pico de gallo, shredded cheese Fajita Seasoning: 1 T chili powder 1 1/2 tsp paprika 1 1/2 tsp cumin 1/2 tsp onion powder 1/2 tsp garlic powder 1/4 tsp dried oregano leaves 1/4 tsp cayenne pepper, optional Salt and freshly ground black pepper Lightly grease a large sheet pan with non-stick cooking spray. Cut chicken and vegetables into strips. Lay the vegetables evenly on the pan and place the chicken on top of them.

Combine seasoning ingredients together in a small bowl. Stir well to combine. Sprinkle most of the seasoning over the chicken, and some of it over the vegetables as well. Spoon minced garlic on top of the chicken and drizzle olive oil over the entire pan. Toss everything well and spread it into an even layer across the pan. Cook for 15-20 minutes or until chicken is cooked through (165 degrees if you test with a thermometer). Wrap the flour tortillas in foil and place them in the oven to warm during the last 5 minutes of cooking. Remove everything from the oven. Squeeze fresh lime juice over the chicken and vegetables and sprinkle with cilantro. Serve in warm tortillas with extra toppings, if desired.

1 loaf French bread 3 T butter, melted 2 cloves minced garlic 1 jar marinara sauce 16 oz shredded pizza cheese or mozzarella cheese 1 package pepperoni slices veggies of your choice: red onions, green peppers, mushrooms, black olives, jalapenos, etc. Italian seasoning Preheat oven to 425°. Cut bread in half lengthwise and place cut side up on a large baking sheet. In a small bowl, combine butter and minced garlic. Using a basting brush, coat each half of bread with garlic butter mixture. Bake for 5 minutes. While the bread is baking, cut up your veggies and get your toppings ready. Remove bread from oven and top with marinara sauce, cheese, pepperonis and veggies to your liking. Sprinkle with Italian seasoning. Bake for 10-12 minutes. Let cool for 1-2 min and slice.
