Cold War Victory Medal

ave you ever heard of the Utah Cold War Victory Medal? Up until a few weeks ago, I knew nothing about it. The Cold War Victory Medal is given for honorable service in the United States Military between September 2, 1945, to December 26, 1991. It recognizes the men and women who may not have served on the frontlines of a battlefield but whose service in many ways protected our freedoms during the Cold War era. It’s estimated that 100,000 Utahns served in the military during this period, in various duties and places. In 2017, the Utah Legislators authorized the Victory Medal, and Utah became the fourth state in this nation to offer it to veterans.
Today, we are in the midst of a different type of war, where the battlefield is in our communities and our defenders wear medical uniforms.
If you or a family member were able to protect our great nation during this time as a military member (this includes Reservists and National Guard), please reach out to Larry at 801-776-4230, Andrew at 801-663-9947, or Jean at 385-206-7986 for more information. We would like to assemble a simple ceremony within Roy City to present this medal and honor those who served. For those applicable family members, let us not forget those veterans who have since passed away.

Salutations! January 4, 2022 was a landmark council meeting. We welcomed Sophie Paul and Randy Scadden to the council. We also adopted a $1.5 million wage increase for Fire, Police, and administrative staff after an extensive 10-city salary survey revealed our wages were far from competitive. This salary deficiency, coupled with increased demand and decreased supply of skilled employees, led to significant employee turnover. Turnover rates for the last year were 29% in the fire department, 7% for police, and 47% in administration. Supporting Roy citizens includes supporting our city staff. Achieving this balance without overburdening our citizens financially is challenging. Sales and property taxes provide the primary funding for staff compensation. Sales tax revenues double the revenue from property taxes, are currently up 11% over last year, and depend on our shopping patterns. Snow Regulations Winter Parking Don’t forget that during the winter months, Roy City Ordinance states the following: 6-2-1 No. 5. No person shall park or leave a vehicle on any city street when it is snowing, or snow is on the street. (Ord. 663, 2-20-1990) (Ord. 18-21, 10-2-2018) This ordinance is applicable all year and any time, day, evening, or night.
Sidewalk Snow Removal Citizens are reminded to keep the sidewalks clear of snow and ice within 12 hours from the termination of the depositing storm and to not deposit snow or other materials in the city streets. Snow deposited into the street from one residence ends up in the neighbor’s driveway approach as the plows clear the streets for safe vehicle passage. Please deposit snow in park strips where available or on grassy areas where the melting snow can safely and naturally filter through the soil.

PUBLIC WORKS NOTIFICATIONS Drinking Water Source Protection Plan Update
Roy City has four wells that are used as sources for our public drinking water system. The city is required by the Utah Division of Drinking Water, to implement plans for protecting these sources. The Drinking Water Source Protection Plan for Roy City has recently been updated and is available at the Public Works Office for your review. It contains information about source protection zones, potential contamination sources, and management strategies to protect our drinking water. Potential contamination sources common in our protection areas are roads, residential areas, fuel storage tanks, and businesses that use small quantities of chemicals. Our wells are generally about 1,000 feet deep with overlying layers of clay and silt, giving them a low susceptibility to potential contamination. We have also developed management strategies to further protect our sources from contamination. Please contact us at 801-774-1040, if you have questions or concerns about our source protection plan.

Roy City Stormwater In Roy City, stormwater flows through storm drains directly to the Howard Slough and Meadow Creek fishpond. This water is vital to the pond, fish, and wildlife and must be kept clean. Please dispose of grass clippings, pet waste, paint, fertilizers, leaves, seeds, etc. properly and help keep our city streets, as well as streams and fishponds, clean.
Nitrogen and Phosphorous reduction The significant increase in recent years of nitrogen and phosphorus in water bodies across the country has intensified water quality problems. Too much nitrogen and phosphorus can cause serious water-quality problems. Nutrient pollution impairs drinking water, endangers aquatic life, and threatens the recreational use of Utah’s streams, rivers, and lakes. Excess nitrogen and phosphorus in the water causes algae and some types of bacteria to grow faster than ecosystems can handle, a process known as eutrophication. Large growths of algae, called algal blooms, reduce oxygen in the water, stressing or killing fish. Algal blooms also harm water quality, food resources, and habitats. Some blooms are harmful to humans because they contain bacteria that can produce toxins that can make people sick if they swim in or drink the contaminated water.

Julie Arthur and Terry Strickland own and operate the Rainbow Saloon here in Roy, and they use their business as a way to connect with others and do good. When someone walks through their doors, they treat them like family. Really, though! Julie drove one friend she met through the saloon to his cancer treatments. Their daughter, Brittni Strickland, explained they are two bright spots in the world. “You walk in, and they’re your friend instantly.” Every chance they get, they do a fundraiser. They have raised money for someone with unexpected funeral expenses, suicide awareness in the summer, and they have Sub for Santa every year. In the last 15 years, they've raised over $200,000 for Shriner’s Children’s Hospital. “They are angels on earth,” said Brittni. “Owning a bar in Utah is hard, and business has been hard since COVID.” But they continue to stay open to create a home for people who don’t have friends and family and to help others in need. “Even if you don’t drink, it’s a good place to stop by and get some good steak or good wings,” said Brittni.

AwardWinning Teacher Alexandra Castellanos Smith

In a time when the entire world is concerned about the youngest generation of students, Roy is coming out on top in the realm of education. One of our very own teachers has not only won a statewide award but will be recognized this month as one of the top five teachers in the country. Alexandra Castellanos Smith of Sand Ridge Junior High isn’t just the best in state but one of the best in the nation. Alexandra grew up the youngest of six kids. Spanish is her first language, which was spoken by her mother and father at home. She learned English in school with the help of her siblings. Even though she was smart and loved to read, she did not like school at first. Still, her mother and older sisters pushed her to stay at it. Then, in high school, she had a psychology teacher named Mr. Nugent. Previously, he’d taught all her older siblings. She admits she was a tough student, but failure was not an option for Mr. Nugent. 14 royconnection.com Februar y 2022
“He basically told me that, if he had to drag me to class every day, he would,” Alexandra remembers. This teacher even went as far as talking to all of Alexandra’s other teachers so that they would push her in the same way. When it came time to apply for college, she was even less motivated and admits she wasn’t always planning on attending. But Mr. Nugent stepped in again and sat with her as she wrote her entrance essays. He even went as far as to help pay for her applications. Suddenly, she was a first-generation college student studying English literature at Southern Utah University. After that, she pursued a master’s degree in the same subject at Weber State University. She received her latest degree just last year. Today, Mr. Nugent is no longer with
us, but his legacy lives on through Alexandra. After finishing her bachelor’s degree at SUU, she attended a job fair. At the time, she was working in retail but was desperate to use her degree towards something. She had already been certified in Spanish for her retail job, and it would take just one additional test to apply to be licensed to teach Spanish. Then, by happenstance, she met Weber School District Assistant Superintendent Art Hansen at the fair. When she met Mr. Hansen, he mentioned he had a Spanish position open in Roy. Suddenly, Alexandra remembered the great Spanish teachers she’d had growing up. They had told her back then she’d make an excellent teacher. At the time, it motivated her to work as a Spanish/English tutor in high school. Throughout her college experience, she subbed for classes in
various grade levels. “I was already teaching, without realizing it would be my end goal,” Alexandra said. She jumped at the chance and accepted her first full-time teaching job. It was as an English as a Second Language teacher at Sand Ridge, but she no longer teaches it. Now, four years later, she teaches English 8 and Spanish to all the grades within the junior high and has already received an award for it.

When the position opened, she jumped into heading Latinos in Action (LIA). The Sand Ridge chapter had only been around for a couple of years before she started working at the school. LIA is an extracurricular class geared towards helping Latino students become professionals. There are chapters in 13 states, but it’s only been around for about 20 years. At Sand Ridge, they take class time and after-school time to tutor younger students, knit scarves for the homeless, host food drives, and more. Ninety-eight percentw of kids in Latinos in Action chapters graduate nationwide, where 72% of Latinos g raduate. In the three years since Alexandra took over LIA, there has been a 25% increase in membership at her school.

Nominees are only accepted when they’ve previously won a separate teaching award. They also submitted a personal essay. 2021 awardees represented 45 states. Among them was Alexandra, representing Utah.
The last year was a whirlwind of accolades for Alexandra. First, she was awarded by the Utah Education Association. Her husband nominated her as one of the top ten teachers in Utah. Not only did she win, but she was the sole representative from Weber School District. Each year, the UEA

Alexandra was picked as one of the five Horace Mann Award recipients out of 45 awardees. The award money is funded by Horace Mann Educators Corporation, a financial services company that has served educators for more than 75 years. “Educators are at the forefront of inspiring the next generation of change-makers,” President and CEO Marita Zuraitis said. “We value the investment all educators make in their students, especially during times of great change. They are the bedrock of their communities, and we are proud to recognize the exceptional contributions and achievements of the recipients of the Horace Mann Award for Teaching Excellence.” Next, Alexandra is up for the top award. The winner will be revealed at the NEA Foundation Salute to Excellence in Education Gala this month and will receive $25,000. She plans to wear a dress handed down from her sisters to the award ceremony. For Alexandra to qualify for the top award, she had to submit a virtual lesson. Then, UEA President Heidi Matthews wrote her a recommendation letter. Alexandra decided to submit one of her tried and true lessons about the ancient Aztec and Mayan cultures. She picked this lesson because it’s a prime example of project-based learning, which is her specialty. Essentially, she likes to make sure everything

Meanwhile, Alexandra plans to continue teaching at Sand Ridge. She loves the supportive environment, parents,

and administrators that make her job go more smoothly. If she could make any suggestions to local parents, she would just encourage them to talk to their children’s teachers more. Alexandra loves to talk about her students. In her free time, she enjoys spending quiet time at home with her husband and kitten.

Possibly The First Recorded Marriage in Roy BY JENNY GOLDSBERRY
Among the earliest recorded weddings in Roy was that of Violet Rebecca Jones and James Wisley Sidwell on December 5, 1899. Their marriage did not last, with Violet divorcing James, remarrying, becoming widowed, and remarrying a second time. However, their marriage was still a historic one.

he Jones family came from Mormon pioneers. They traveled across the plains with the Rowley Handcart Company. Their patriarch, Richard Jones, was born in England, so on top of the handcart journey, he spent nine weeks crossing the ocean on a boat. He and his wife Elizabeth Vesey Baker moved to Roy when there were only three other houses in the area. There, everyone shared one drinking water well and hauled water from Hooper for all other uses. Richard owned the resort at the Hot Springs and made his money that way. They had eight children in total, but one died in infancy. Violet and her siblings would go 77 years without a death between them. James had five children with Violet before she divorced him. Their marriage was full of trials. Their oldest son, Eugene, died at the age of 27. He was poisoned while working as a miner. It was likely he poisoned himself, because, after consuming half of a bottle of disinfectant, he stumbled into a store where the owner tried to show him out. “Man! Leave me alone, I am going to die here!” Eugene told the store owner. A quartet from the Roy Ward sang at his funeral. Among their lineup they sang: Let the Lower Lights Be Burned, Jesus Lover of My Soul, and Sometime We’ll Understand.

Then, their second eldest daughter Elnora Marie died of scarlet fever in Roy. She was seven years old when she died. In fact, she died on her seventh birthday. Next, their youngest baby girl, Rosette, tragically died of pneumonia only two weeks after being born. She also died in their Roy home. The family hosted a funeral in her honor. As a result, James turned to alcohol to mourn his children. Meanwhile, Violet longed to be sealed to her children in a temple of the Church of Jesus Christ of Latter-day Saints. In the end, she divorced James; I think it was because he was not able to take her and their children to the temple. He reportedly became an alcoholic. Drinking in general disqualifies one from being able to enter the temple. Violet remarried Stephen Ure in 1911. Together, they were sealed in the Salt Lake City Temple with her children. They went on to have six more children. Stephen died 25 years after their sealing. James never remarried and lived to be nearly 80 years old.

Letter from the Publisher An update on our printing process IF YOU ARE ANYTHING LIKE ME, you are
sick of hearing about COVID and its continued impact on our lives, but I hope you will indulge me on this letter. I want to explain why so many of our magazines have been late lately. Unfortunately, there are a couple of issues right now that are impacting the magazine business. Paper shortages are very problematic due to the pandemic and economic factors. Magazines used to be that paper orders were filled within a day or two; now, it is weeks or months before paper can be delivered to commercial printers to use for projects like our magazines, among many others. There are also times when, even though paper is ordered, it doesn’t show up on time, and, therefore, there is not enough paper to complete the job, so it just has to wait till the paper arrives. This has caused some printers to stockpile paper, making the supply even tighter. Does this remind anyone of the great toilet paper shortage of 2020? The second issue is that two large commercial printers closed their doors
recently; one in Salt Lake and the other in Las Vegas. This has put pressure on the existing printers, and, when you mix that with the workforce shortages everyone seems to be dealing with, it has made things very difficult to get the magazines published on time. What used to take 7 business days to print, staple, and trim before taking to the post office so they can deliver within 2 days, now takes 15 days to complete and 3-4 days to deliver. All around, things are more challenging than ever in our business as I am sure they are in your businesses. We have moved our deadline up 2 times and still seem to struggle to get it to homes on time. The earlier the deadline, the more challenging it is to get relevant information for our calendar and other events. Advertisers also struggle to know what specials they might be running when we ask for their advertising too far in advance. When you mix that with the two holiday months we just got through, that made things even slower. You can see we have a perfect storm. Our goal remains the same. We want to create connection within the community, connecting you to your city government and the events and stories that are part of living in this community. Thank you for being part of the magazine, and let us know if there is anything we can do to make things better.

midst the 20th anniversary of the 2002 Olympic games, the Weber County Sports Complex is announcing a curling event happening this month and next. Now, you can commemorate this year’s winter games by playing one on your own.
When people think of the 2002 winter games, they are unaware that the event of curling took place right here at the Weber County Sports Complex. Additionally, the only place Olympic curling has taken place in the United States has been at the Weber County Sports Complex. All Olympic curling events prior to this were strictly exhibition, and curling was only officially added to the medaled events in 1998. Even more interesting is that people are surprised to learn that Ogden has a social curling club that is carrying on this Olympic heritage. The Ogden Curling Club was created in 1998 in preparation of the 2002 games and is still operating under the same Olympic principles today. Weber State University staff and University Advancement group, including Alumni Relations, Economic Development, and Marketing & Communications, recently participated in a staff curling event on

Dec 9th that was organized by Helen Fink. That group had so much fun that the Director of Athletics, Tom Crompton, has scheduled a faculty curling event on Jan 5th for the Athletics Department. The Ogden Curling Club would like to promote two Olympic Curling community events on February 2nd and March 2nd. They offer beginner classes and league play throughout the year to educate the Weber State community. The Ogden Curling Club meets at the Weber County Sports Complex on Sundays and Wednesdays year-round and would be a great on-

If you don’t like seafood, simply omit the shrimp and 1 Tbsp. of the butter. 10 oz. of pasta 1 1/2 lb. boneless, skinless chicken breasts, halved (about 2 breasts) 8 oz. of bacon, chopped and cooked 1/2 lb. raw shrimp 2 Tbsp. reserved bacon grease, divided 3 Tbsp. unsalted butter, divided Carbonara Sauce: 1/2 large onion, finely chopped 4 garlic cloves, minced 1/2 cup tomatoes, cubed 1/2 cup chicken broth 1 1/2 cups half & half 1/3 cup Parmesan cheese salt and pepper to taste

Parmesan cheese ¼ tsp. garlic powder ¼ tsp. salt ¼ tsp. ground black pepper ¼ tsp. ground paprika Cook pasta according to package instructions. Drain and cover to keep warm. Cut and cook the bacon; reserve 2 Tbsp. of the bacon grease. In a skillet, cook the raw shrimp with 1 Tbsp. butter until fully cooked. Remove from skillet. In a small bowl, combine all the ingredients for the chicken coating. Cut the chicken breasts in half. Fully dredge the 4 chicken fillets in the chicken coating.
In the same skillet, fry the chicken fillets with 1 Tbsp. bacon grease and 1 Tbsp. butter until fully cooked. Remove chicken from skillet. Cut chicken into cubes or strips. In the same skillet, sauté the finely chopped onion with 1 Tbsp. grease and 1 Tbsp. butter. Once the onion is tender, add the minced garlic and cubed tomatoes. Cook for an additional 2 minutes. Add the chicken broth, half and half, Parmesan cheese, salt, and pepper (to taste) to the skillet. Cook the sauce until the sauce thickens. Add the shrimp, bacon, and chicken back to the carbonara sauce. Serve over pasta or mix the cooked pasta into the sauce. If serving over pasta, be sure pasta is reheated.

Clear some tabletop space. Dump all your flour on the counter. Then, make a crater in the center of your flour pile. Put all the wet ingredients in the center. Sprinkle the salt in the center. Mix the eggs in the center. Little by little, mix in the flour surrounding the crater. Eventually, the dough will get too thick to mix, so knead it with your hands. You won’t use all the flour, so knead until it’s a smooth, tough dough.

Place the basil, pine nuts, garlic, and salt in a food processor and pulse until pureed into a smooth paste. Transfer to a small bowl and stir in the olive oil until evenly mixed. Stir in the cheeses until mixture is completely blended.

Roll out your dough, using the leftover flour to flour your rolling pin, but you still won’t use all of it. Roll it in every direction, folding it in half at least twice so that it’s as smooth as possible. It should be about two millimeters in thickness or less when you’re done. Cut it into noodles. I like to make sure the two long ends are straight, but I leave the short end of the noodle alone, so that it keeps its homemade look. You’ll still have scraps that you can roll out again to make more noodles. Flip every noodle into the flour on each side so that they don’t stick to each other. Refrigerate the noodles for at least a half hour before boiling. Boil the pasta like you normally would, for roughly five minutes in salted water. Don’t strain the water out of the noodles! Instead, take the noodles out of the water. It’s okay if you mix some pasta water with the sauce you use on your noodles: that makes it better! Save your pasta water for more sauces in the future or even to water your plants. Buon apetitio! You have homemade pasta without the pasta maker!
½ cup butter 2 tsp. minced garlic 1 ½ cups heavy whipping cream ½ tsp. parsley ¼ tsp. pepper ½ tsp. salt 2 cups parmesan cheese In a saucepan, melt butter. Once it starts to get bubbly, add in garlic and simmer for 30 seconds to a minute. Stir in parsley, pepper, salt, and cream. Simmer on low heat for 2 minutes, then add in the parmesan cheese. Stir until it is melted and starts to thicken up. This sauce is good served with chicken or shrimp over pasta or as a pizza sauce.

No matter how great a sauce you can make, if you don’t sauce your pasta correctly, you’re missing out on one of life’s greatest pleasures. Step 1: Heat Your Sauce Separately No cold sauce! Pasta should be tossed with sauce that is already hot and ready. Step 2: Cook Your Pasta al Dente Add a little salt to the water and don’t add oil! Drain in colander, reserving about a cup of the pasta water. Step 3: Transfer Cooked Pasta to Sauce Using tongs is easiest. Step 4: Add Pasta Water Once the pasta is in the sauce, add pasta water. This is the most vital step in the process. Starchy pasta water doesn’t just help thin the sauce to the right consistency; it also helps it cling to the pasta better and emulsify with the fat and cheese you’re going to be adding. Step 5: Add Fat With extra fat, you can get an emulsion that leaves the sauce creamy but still loose. A tablespoon of olive oil or butter is all you need. Step 6: Cook Hard and Fast Simmering not only reduces liquid but thickens the sauce. The hotter your pan, the more vigorously the sauce will bubble and the better the emulsion you’ll form. Turn your heat on high and cook, stirring and tossing the pasta constantly (to ensure that it doesn’t stick to the bottom), adding more pasta water as necessary until it gets that perfectly saucy texture. Step 7: Stir in Cheese and Herbs off Heat You can also adjust consistency and add more pasta water if needed.
Now, you have the perfectly and correctly sauced pasta!

Recycle Old Christmas Cards
Hang them up where your Christmas cards were or make a little garland!

Every December, you get fistfuls of Christmas cards. What can you do with them when the holiday is over and the tree is put away? If you want to see the faces of your friends and family long after the holiday season, this is the craft for you! With this method, you can display your cards through Valentine’s Day. Grab a heart-shaped cookie cutter or stencil. Make sure it’s large enough to fit all the faces on the card. In some cases, you might have to create your own heart-shape to fit everybody. The final product will look best if they’re all as similar as possible. Now, trace the heart-shape on the card with a black or white pencil. Focus on capturing faces, and you’ll likely leave out all the holiday decor on the card.

Now, cut the heart-shaped pieces out of the card. Be prepared with a heavy-duty pair of scissors (some people send thick fancy cards). Erase any lines you have left on the heart. You can take these hearts and decorate your house with them just like you would a Christmas card. Some hang them up on the fridge, pin
them to a board, or hang them from a garland. My mom just realized that most rounded corners of her home are reinforced with metal rods, which make the corners magnetic. So, she can display the cards with a simple magnet. See your loved one’s faces a little longer.
