there is a good chance more areas will need to be addressed. We must remove the weeds, refuse, garbage, junk, and inoperable vehicles from the city. We do offer a Waste Pass program for you to take stuff to the county solid-waste transfer station. In the spring, the city does provide residents with two weeks of free access to dumpsters to help remove most of this problem. Please plan on taking advantage of these services. If you are unable to perform the necessary cleanup, call on your neighbors to help.
With weather patterns continually changing, it is a reminder that we do live in the second most arid state in the nation and water will always be a problem. If you haven’t already initiated one, please start thinking about a water conversation plan for your lawn and garden. We all must conserve water! In Dec. 2023, Weber Human Services Area Agency on Aging sent me a letter notifying us that as of June 30th, 2024, they plan to terminate the existing Interlocal Cooperation Agreement with Roy City. In fact, this same notice was delivered to all cities in the county with similar contracts supporting senior center activities. For years Roy City and Weber Human Services have worked together providing weekday activities and meals at the Roy Hope Center, specifically focused on our senior citizens. The Weber Human Services leadership is calling for all Weber County cities to participate in a couple of meetings over the next few months to discuss the way ahead. At this moment, we are not sure what will come out of these planned meetings, but change is coming. The City

Finally, in 2023, the Roy City 5-Year Strategic Plan was approved after months of work. It includes several action items to improve the community image, drive economic development, improve the city’s infrastructure, retain a skilled workforce, enhance public transportation, and foster environmental stewardship. The Plan is bold, broad, and progressive. In 2024, we will begin the implementation of the Plan. Watch for updates in Council meetings and this magazine as we address needed changes. Good government requires public engagement. Please be involved!

Unleashing Guardian of Legacy K-9 Officer Mik Embarks on a Well-Earned Retirement
The council had the pleasure of listening to Chief Gwynn present the retirement of K9 Officer Mik who was officially retired by the department in October 2023. K9 Officer Mik joined the Roy City Police Department under his handler, Officer Johnson in 2018 and was unfortunately injured in the line of duty in August of 2020. There is no doubt K9 Mik took a round that injured him that night, that was intended for our officers, and we thank him for his bravery. Together, Officer Johnson and K9 Officer Mik had nearly 200 deployments and now we want to wish him all the happiness in living out his best pup life at home with his Officer and family.

Focus on Roy Businesses O-Town Coin Laundry
O-Town Coin Laundry recently opened at 5973 S 1900 W. We've been looking forward to this opening since the Roy City Planning Commission approved their site plan over a year ago. All the coin-operated washers and dryers are brand-new, top-of-the-line, and offer various load options. You can buy laundry soap, bleach, and softener packets from the convenient dispensers. An ATM is available, as are folding tables. The business will be staffed part of the time, but there is a number posted to call if you have issues outside of those hours. The hours are from 6 a.m. to 11 p.m. (doors lock at 10 p.m., so you have a one-hour "grace period" to get your laundry dried and folded). They pride themselves on being the cleanest and safest coin-operated laundromat in the area.
Speaking of "washing," here are a few unusual visits to Buggs Off Car Wash located at 4430 S. 1900 W. in Roy Do-It-Yourself Dentistry: A man and his wife parked their vehicle in one of the bays. He stood by his wife's door, tied a string to the open car door and the other end to his loose tooth—then his wife slammed the door. Not-Quite-Rock-Tumbling: A lady showed up at 6 a.m. in a small pickup truck with crates of rocks in the back. She laid all the rocks out and washed them. Hours later she was still there, slumped over. Turns out she had gotten tired while washing the rocks and was taking a nap. It's Time to Shine: Three young girls had a photo shoot with the foam brush and the soap, with a tripod set up.
A loyalty card program will be offered to reward customers for their service and patronage.

• Apply fertilizers only when necessary and at the recommended amount. • Don't apply fertilizer before windy or rainy days. • Apply fertilizer as close as possible to the period of maximum uptake and growth for grass and other plants, which is usually spring and fall in cool climate, and early and late summer in warm climates. • Avoid applying fertilizer close to waterways. • Don't overwater lawns and garden; use a soaker hose, a porous hose that releases water directly to the ground, which can reduce overwatering that carries away fertilizers that would otherwise enrich lawns and gardens. • Fill fertilizer spreaders on a hard surface to make easy clean up of spills. • Properly store unused fertilizers and dispose of empty containers. • Maintain your lawn mowers, snow blowers, chain saws, leaf vacuums and similar outdoor power equipment to reduce nitrogen oxide emissions.

• Plant a rain garden of native plants, shrubs and trees that reduce the amount of fertilizer needed to allow water to soak into the ground. • Install a rain barrel to collect rainwater; the rainwater can later be used to wash your car or water your plants and lawn. • Adopt techniques that utilize natural processes to manage stormwater runoff and reduce the impact of impervious surfaces on water quality. • Use pervious pavers for walkways and low traffic areas to allow water to soak into the ground. • Incorporate best management practices, such as grassed swales, filter strips, or buffer strips on your property to control and temporarily store stormwater runoff. • Use yard waste, which includes grass clippings and leaves, in mulch or compost for your garden. If this is not an option, prepare all clippings and leaves for community composting, or in barrels or secured papers bags for disposal, which keeps them from washing into streams.

Roy City Information Winter Snow Removal During Winter, we would like to remind you to clear snow off all sidewalks adjacent to your home. Roy City Code 4-3-1 and 4-3-3(g): Accumulation of snow on sidewalks: All accumulated of snow, sleet, hail, or other precipitation impairing safe access and use of sidewalks abutting on any public right-of-way of the city which has not been removed within twelve (12) hours from the termination of the depositing storm. The responsible party shall be any person owning, occupying, having control or charge or being an agent over any building, property, lot, or partial lot of land abutting said sidewalks.
