would like to take a moment to express my appreciation to Jason Poulsen for his devoted public service to this great City. His commitment to duty and passion in wanting to make a difference as a city manager was refreshing. He touched and influenced the lives of many that he served, including me. On numerous occasions he provided counsel on difficult issues and brought a spirit of optimism in challenging times. His welcoming smile set the tone of many meetings and his ability to explain complex subjects in simple terms has brought great understanding. Rarely have I seen one come along that has been able to lead by example, demonstrate a willingness to listen, and been a thoughtful leader. He exemplified the decree “Service before Self” and it has been my honor to serve with him.
Today we have a new city manager, Matt Andrews. He comes to the job with incredible skills and knowledge in accounting and budgeting. The perfect fit as we face difficult challenges ahead. He is highly respected by his employees, in large part, because he cares deeply about employee issues. He is as level headed as any leader I’ve met and ready to push forward in helping to improve the quality of life for residents and employees. It will be great working with Matt to explore ways to advance the best interests of this community. Speaking of community, may I draw your attention to developments underway within Roy City! We have a town home development underway north of 4800 south on 1900 west. In the far southwest corner along the Clinton and Hooper border on 6000 south, we have a new subdivision going in. The new assisted living development on 5600 south, west of 3500 is nearing completion. Watch for the completion of the new Kidz Town development behind the Ocean Mart store. The new IHC Herefordshire Clinic will begin shortly, just west of the existing facility. Burger King has started renovation of a facility in front of Harmon’s. We have a lot of developments underway and more to come. Let me close by asking you to stay engaged in your local government. Ask your elected officials to keep you aware and informed on important issues. This year we will have three council member seats up for re-election. The city council as a governing body is critical in helping this community move forward and not fall behind. We have tough issues ahead that need creative ideas, timely informative decisions, and vision into the future. We must plan for the future and not react to it. Expect results and hold your elected officials accountable to deliver. We can do this, but we have to do it together. Get involved with local government and let your voice be heard! ADOPT A TRAIL The trails of Roy City provide a wondrous and beautiful experience for all who explore them. However, to ensure the future of the trails, it requires the efforts of many to protect and preserve them. Taking on the stewardship of a trail is a privilege and it is important that the adopter take the responsibilities of maintaining the trail seriously. We have prepared the following guide so that you understand the value you can bring and responsibility you are taking on (see website). Please understand that adopting a trail puts you as the first line of protection of a very special and natural resource. How the Program Works The Roy City Parks and Recreation Department will assist you in determining which trail section will benefit most from your efforts and will be most convenient for your volunteers. Maintenance efforts will be tailored to your adopted trail and may include: • Clearing fallen trees and weeds • Clear brush • Litter pickup • Identify major concerns • Report graffiti • Report illegal activity To adopt a section, all you have to do is choose a section on our Trail Map, read the Adopt a Trail Guidelines, then fill out and submit Trail Application. Once your application has been accepted you will sign the Adopt a Trail Agreement. You can find all of these at https://www.royutah. org/367/Adopt-A-Trail . HAPPY BIRTHDAY K-9 MIK Mik was born in Slovak Republic in January of 2017. He was purchased by the Roy City Police Department in September of 2018 from Right Hand K9 in West Haven, Utah. Mik is currently operating as a dual purpose dog receiving Utah Post Certifications in Narcotics Detector and Police Patrol Dog.
Registrations will run from March 1st- March 31st at RoyRecreation.com. See below for each sport’s specific description. All participants receive a Salt Lake Bee's jersey, hat and a Bee's game voucher. T-Ball: Boys and girls, ages 4-6. Child must turn 4 by August 31, 2019 to participate. This league is for children that are Pre-K age. If your child is attending Kindergarten this school year (2018/2019), please register the child in the Coach Pitch league. All teams will play 8 games. The rate increase for recycle is ONLY for residents who currently have recycling and is a result of an increase from the service provider due to the effects of China's "National Sword". Roy City Rental Dwelling Licensing Roy City requires all Landlord/Owners of a residential rental unit, including single family homes, to obtain a Roy City Rental Dwelling License. We offer a Good Landlord Incentive Program. Any Landlord/Owner meeting the requirements may participate. All licenses expire December 31st and need to be renewed annually. It’s Time to ROAR!

In the three short months I’ve been working at Roy High School, I’ve learned that caring about kids is a deeply-rooted Roy City tradition. I was hired by Weber School District in late September as a grant and community liaison for a Partnerships for Student Success grant funded by the Utah State Legislature, and I’m enjoying this wonderful opportunity to serve our students.
What We’re Talking About If you’ve been around awhile, you’ve probably heard of the Roy Cone Project. The term “Roy Cone” refers to 11 schools in our community - Roy High School and its 10 feeder schools, which include: • Roy Junior High • Sand Ridge Junior High • Freedom Elementary • Lakeview Elementary • Midland Elementary • Municipal Elementary • North Park Elementary • Roy Elementary • Valley View Elementary • West Haven Elementary
The Roy Cone Project was created in January 2014 to support the State of Utah’s Prosperity 2020 initiative. More important, it was designed to help Roy’s students achieve a higher level of pre-kindergarten through 12th grade success, with “laserlike focus” on seven “goals and strategies that will best prepare all of our students for college, career and life in a global, high-tech environment.” The Roy Cone Project was originally made possible by the commitment of many Roy educators and community members and a large donation from the Alan and Jeanne Hall Foundation. The grass-roots vision behind it ultimately grew from a living room conversation to a legislative initiative, with the Utah State Legislature ultimately funding SB 67, a bill sponsored by Senator Ann Millner, R-18, who served from 2002 to 2012 as the 11th president of Weber State University.
A Brief History Lesson To better understand where we’re going, it’s important to know where we’ve been. Basically, we want you to hear us ROAR! We’re currently in the process of retiring the Roy Cone Project’s original name, we’re working hard to expand its vision under a new name, “Project ROAR.” This important acronym stands for “Reaching Out, Achieving Results.”
We accomplish our goals through strategic partnerships in business, our community and education. Love Story Fly Fishing Tied the Knot

W
hen Ryan returned home from his missionary service for The Church of Jesus Christ of Latter-day Saints in the Philippines, he was a little awkward. The first thing he did when he walked in the house was take off his shoes and run his toes through the carpeted flooring. It had been a while since he had seen carpet. He was only home for about two weeks before he left for school at Ricks College. From the tropical heat of the Philippines to the frigid plains of Rexburg, Idaho, he was in for another shock. Those first few days when you don’t know anyone can be a little intimidating. Luckily, Ryan found friends in his roommates and they decided to go to the first football game of the season together. When they arrived, they found a large section of the bleachers empty though the rest of the stadium was packed. They took it as a sign and sat right in the middle. There was a welcome committee out on the field who had previously sat in those seats but were out doing a welcome skit for the students. When they came back to their seats, everyone started filling in around Ryan and his roommates. A young woman walked up the bleacher benches toward Ryan and looked up into his eyes. “Hi,” he said, nervous and awkward. “Hi,” she said, then promptly fell on her face on the bleachers. Now if you remember, Ryan was still quite awkward, especially around girls. He stepped back in surprise and didn’t help her up. He just looked at her. She popped right up and laughed an uncertain laugh and quickly rejoined her friends further up the stands. Neither Ryan nor Melissa realized that they had just met their future spouse. They always say their future kids must have tripped her. Several days later, Ryan was walking out of a building on campus and here came the girl from the stadium. remarkable blue eyes and infectious smile. When Melissa saw Ryan, she said with a big smile, “Do you remember me?” Ryan said, “Do you want me to?” And they went on their way. A few days later when Ryan and his roommates were going door to door for girls to come to a party, they ran into each other for a third time. When Melissa started talking about how she had been fly fishing all summer, Ryan was sold. He didn’t even remember her name but he would tell his roommates, “I am going to go visit that fly fishing girl.” Their relationship blossomed over the next few months and became serious. Ryan was a notorious slow mover and took his time to move to each next step but he fell in love with Melissa and wanted to be with her as much as possible. The only weird thing was he had promised his mom that he would date 50 girls before he got married so he could make sure and pick the right one. While he and Melissa were dating, he would often go out on dates trying in vain to get 50 dates in, which was quite painful for Melissa who had also fallen in love with him. The thing was, Ryan would take girls out and go to dinner or something and then take them home early so he could go hang out with Melissa. In hindsight it was not the most romantic thing to do and Ryan eventually realized that the woman he wanted was the first one he had met and gave up on his goal of 50 dates. Melissa and Ryan dated for about a year and a half and went through some ups and downs. They even broke off an engagement after the announcements and pink napkins were already ordered. Ryan had moved back to Las Vegas (hometown) after completing school at Ricks and was attending UNLV. Ryan
and Melissa had grown apart and weren’t even talking at this point. Ryan remembers a friend who came to him and asked how things were going with Melissa. He told this friend that they had broken up, she wouldn’t even answer the phone, and that her roommates were screening his calls. This friend then said, if you are not going to marry her do you mind if I try and date her? Ryan came out of a slumber with that conversation and vowed to find a way back into her life. One day his grandmother was passing through Honeyville (Melissa’s home town) and asked Ryan if he would like her to drop by and pick up the things he had left behind there. Ryan said yes and called Melissa’s house to see if that would be okay. Somehow fate intervened again. Melissa picked up the phone. She had run back into the house to grab something quickly before they left for St. George where she was slated to run the St. George Marathon. She happened to hear the phone ring and it happened to be Ryan. After speaking for a minute, he asked, “Can I come to St. George and watch you run in the marathon?” Melissa answered with an uncertain “Sure.” Ryan watched her and they quickly rekindled their relationship and even got secretly engaged. The family wasn’t too happy that the heart breaker was back in Melissa’s life. One day her brothers saw Melissa’s engagement ring on her finger and confronted her. Both offered to beat Ryan up if she wanted, luckily she didn’t. She just wanted to marry him. The cat was out of the bag and
they asked the family to rally around them as they prepared to get married in just a few months’ time. Ryan and Melissa often reflect on those tumultuous couple of years and realize that much of the new marriage struggles they watched their friends go through had already happened during their courting months. They had very little that they didn’t get along about and were inseparable. Living in Las Vegas while Ryan attended UNLV and worked, Melissa was a country girl in the big city. It was a culture shock for her this time. One day early on, Melissa was out looking for the address of a job interview she had. Ryan had her on speaker phone so his office mates could help her find her way. She was near downtown Las Vegas and drove past a street named after Octavius D. Gass, an early Las Vegas settler. She said over the phone speaker, “Okay, I just passed Gass!” The entire office erupted in laughter, she didn’t quite realize what it sounded like she had said. Ryan and Melissa had their first child, a boy, in 2001. They named him Koby. He was the sparkle in their eyes. He had the biggest head they had seen on a baby. He was strong though and was able to control that huge noggin from day one. In the hospital warming bed, he picked his head up and looked around the room. Ryan asked the nurse, “Is he supposed to be able to do that?” She said it is not common. Two years later they welcomed continues...

their second child Camryn who was the exact opposite. She was petite and small all over and was a normal baby. They were not used to having to cradle her head because Koby never needed it. Elly came next in 2005. She is their brown-eyed, blue-eyed girl. She has what is called heterochromia or two different colored eyes. Then number four came along, their third girl, Lucy. She embodied much of Melissa’s Swiss heritage and was starkly blonde with beautiful blue eyes. She was the baby of the family for four years and then her brother Grey was born in 2011. These five children increased the connection that Ryan and Melissa felt for each other and they have grown more and more in love over the years. Shortly after Lucy was born, Ryan and Melissa decided to move to Utah to be closer to Melissa’s family. After 10 years of living in Las Vegas, it was Melissa’s turn. They have loved living in Utah despite Ryan’s previous insistence that he would never live here. We would like this to become the first of an annual tradition in the Roy Connection Magazine. Second Settlers of Roy Henry and Sarah Field By Melissa Spelts and Marge Becraft
H
enry Field and his wife, Sarah Baker, sister of William Evans Baker (his story was told in the October Issue), arrived on the Hooper flats just before winter set in 1872. Henry Field and his family emigrated from England to Utah because they too felt ostracized because they belonged to The Church of Jesus Christ of Latter-day Saints, and they also wanted to join William Evans Baker and his family. Their family consisted of four children, including a daughter who was married and had a two-year-old son. Her name was Louisa and her son was Samuel. Louisa’s siblings were Frederick William age 14, Hyrum 6, and Orson who was 4 years old. Orson later became the first postmaster of Roy. The Field family became sick with the smallpozz right after they arrived from their long journey. While on the ship Sarah helped take care of a sick little girl and later contracted the disease. She was sent to live in the Herd House so she wouldn’t spread it to her family. The Herd House belonged to Captain William Hooper and was used for his men while they were taking care of his live stock. He had moved his cattle up into southeastern Idaho, leaving the herd house abandoned. It was winter so it was so cold. She had blankets stretched across the doorways and windows to keep the winter out. Not only was Sarah cold and sick, but she was also five months pregnant. Being all alone in that house without her family must have been a very difficult time. Unfortunately, having Sarah quarantined didn’t keep her family from getting sick. William, Hyrum and Louisa all got sick and died. Elisha Millard buried their bodies one by one. Miraculously, Henry recovered. Leaving Samuel Hadley (Louisa’s son) and Orson still living.

Sarah remained confined in the Herd House until her baby (Henry Jr.) was born in February 1873. That must have been the only bright light in what was a most terrible winter for the family. As soon as Henry felt well enough, he moved to Roy and became the second settler of the city. He built a one room house and added a lean-to later. Henry also operated a coal yard on the railroad spur running through his property. The coal was shipped from the Castle Gate mines. This was a boon to the settlers of Roy because now they would have a source of fuel to keep warm in the winter months. Henry was one of the workers who helped build the canal from about 16 miles up Weber Canyon to Roy so they would finally have a source of water. He provided teams and scrapers to help with the work of building the canal. Henry and Sarah are buried in the Roy City Cemetery.

New 2018 Tax Reforms By Cameron Pibble
At Pinnacle Accountancy Group of Utah, tax time is our favorite time of year. In December 2017, Congress passed the Tax Cuts and Jobs Act (The Act). The Act makes sweeping changes to the U.S. tax code and impacts virtually every taxpayer. These changes are now in effect when filing your 2018 individual and business tax returns. Individuals are more impacted by the provisions of the act than any other class of taxpayer. This update is to alert you to some tax changes from tax reform.
INDIVIDUAL TAX RATES: The Act reduced tax rates by 2-3% in each bracket and also made tax brackets wider. The individual income tax rates for 2018 range from 10% to 37% depending on your taxable income. Capital gain rates range from 0-20% depending on the income tax bracket.
STANDARD DEDUCTION: The Act doubled the standard deduction for each filing status (Single - $12,000 and Married Filing Jointly - $24,000). These increases may make it more advantageous to take the standard deduction instead of itemized deductions.
DEPENDENCY EXEMPTIONS: The Act eliminated dependency exemptions. In past years, there was a deduction ($4,050 in 2017) for each person living in a household. This deduction has been eliminated. CHILD TAX CREDIT AND FAMILY CREDIT: To help mitigate the elimination of the dependency exemptions, the Act doubled the Child Tax Credit from $1,000 to $2,000. The Child Tax Credit is available for dependents age 16 or younger. The Child Tax Credit is phased out starting at taxable income of $200,000 for single and $400,000 for married filing joint returns. This means that more families will benefit from this credit. The Family Tax Credit is a new $500 credit available for dependents age 17-24 with similar phase out rules.
CORPORATE TAX RATES: The Act adjusted the tax rate for all C-Corporations to a flat 21%. Due to this change, it may be advantageous to reevaluate the entity structure of a business. Companies that are S-Corporations, LLCs or Partnerships may benefit from this flat tax rate because it could be lower than the rate on individual taxes.

PASS-THROUGH INCOME DEDUCTION: The Act created a new deduction for Pass-Through Entities which include LLCs, Partnerships, S-Corporations, Sole Proprietorships and rental activities. This deduction can be up to 20% of the income that is reported on your return from a pass-through entity. This deduction will reduce taxable income which in turn will reduce taxes.
DEPRECIATION: The Act changed the requirements for an asset to be eligible for bonus depreciation. Certain new or used assets (including equipment, furniture, livestock, and some vehicles) acquired in 2018 are eligible for bonus depreciation. Bonus depreciation allows for the entire purchase price of the asset to be deducted in 2018. Ruby Red Velvet Crumble Muffins Recipe by Shauna Havey
Makes 12 muffins
Give your Valentine his or her true heart’s desire this year with a homemade decadent breakfast sweet in love’s favorite shade of red. These tender muffins are a cinch to bake and almost too pretty to eat. Serve them slightly warm with a generous pat of softened butter for a treat that’s sure to win over taste buds and hearts
For the muffins: 1 1/4 c. flour 2 1/2 Tbs. unsweetened cocoa powder 2 tsp. baking powder 1/2 tsp. salt 2/3 C. granulated sugar 1/2 C. sour cream 1/2 C. vegetable oil 1/3 C. milk 1 large egg, beaten 1 teaspoon red gel food coloring 6 ounces whipped style cream cheese, room temperature For the crumble topping: 1/4 C. flour 1/2 C. granulated sugar 2 Tbs. cold, salted butter, diced Preheat oven to 375 degrees. Line each well of a 12 cup muffin tin with a paper liner. To a large mixing bowl, add the flour, cocoa powder, baking powder, salt, and sugar. Whisk to combine. To the same bowl, add the sour cream, oil, milk, egg, and food coloring. Gently mix all ingredients until combined. Add cream cheese to the bowl and swirl it loosely into the batter so streaks can still be seen. Scoop batter evenly into the muffin cups. To make the topping, place the flour, sugar, and butter into a small bowl. Use a fork or your fingertips to work the ingredients into coarse crumbs. Generously cover the surface of each muffin with crumble topping and bake for 20 minutes. Allow muffins to cool for five minutes inside the tin, then carefully remove from the pan and serve.

Have a bigger family? Recipe easily doubles for four people, just double all ingredients and use a 10 or 12 inch skillet.
1 Tbs. butter 1/3 C. chopped red onions 2/3 C. hash browns, thawed 1/2 C. grated cheddar cheese 6 large eggs 1/4 C. heavy cream 1/4 tsp pepper 1/2 tsp salt 1 Tbs chives (or green onions), chopped 3-4 slices black forest deli ham Sliced cherry tomatoes and fresh dill for garnish (optional) Preheat oven to 400 degrees. Place an 8 inch oven safe skillet on the stove top over medium heat. Melt the butter and add the onion. Cook until the onion begins to soften. Add the hash browns and cook until golden brown. Flatten the hash browns down with a spatula and sprinkle the cheese over the top. Allow cheese to melt.
Ham & Cheese Frittata for Two Recipe by Shauna Havey Whip up a delicious breakfast for the one you love this Valentine’s Day with this easy frittata recipe. Made with just a few simple ingredients you probably already have on hand, it takes only 20 minutes to make and is just the right size for two. Switch up the veggies, cheese, and meat to your liking. Frittatas are completely customizable, just like your favorite omelet, but they’re much easier to make.
Place the eggs, cream, salt and pepper into a bowl and whisk to combine. Pour the egg mixture into the skillet over the cheese. Cook the frittata on the stove top for 2-3 minutes just until the edges start to set. Top with the ham slices. Transfer it to the oven and bake 10-12 minutes until the eggs are fully set. Remove from the oven and let the frittata cool five minutes before slicing it into wedges. Serve as is or garnish with a little fresh dill and sliced tomatoes if desired.

No Frills Diner BY RYAN SPELTS
Are you the kind of person that loves hole in the wall restaurants? If so, you will love No Frills Diner. If you’re the kind that likes to play it safe by only eating at national chains, I promise, this restaurant is worth a try. This nondescript and aptly named No Frills Diner is located on 12th Street in Ogden just west of the WinCo grocery store. Owned by Ron Yeates, the restaurant came about when Ron found himself without a job despite his 27 year tenure at La-Z-Boy because they moved their manufacturing out of the country. Not knowing what else to do, Ron remembered he loved to cook when he was younger, so he decided to take his severance package and open his own restaurant. No Frills Diner is not very fancy on the outside, but you will find a nostalgic blast from the past when you walk through its doors. Patterned after a 50s diner, it is
full of fun old-fashioned memorabilia. All of the memorabilia has been given to Ron from customers and friends over the years. It is neat to see the old signs and pictures of Hollywood stars gone by. The menu has an eclectic selection of food. The restaurant started as a breakfast only spot when they opened 11 years ago, but today it also has a full dinner menu on Thursday, Friday and Saturday when they are open until 9pm. Sunday, Monday, Tuesday and Wednesday they are open for breakfast and lunch until 3pm. Not knowing what to order, we asked the waiter what were the favorites. He pointed out that everything on the menu was made right there on location. The owner actually shops just down the way at the WinCo grocery store so he can pick out his own produce each day. He said they have a delicious chili verde, awesome prime rib, delicious hand-breaded pork loin, and people love the fish and chips. Melissa ordered the fish and chips and I ordered the handbreaded pork loin. They also brought us a sample of the chili verde and I am definitely trying that next time. Yum! We knew we would be stealing off each other’s plates so we could try both dishes. Everything is cooked to order, this isn’t fast food and it is worth the wait. The pork dish came with two sides and some white gravy. The garlic butter vegetables were great and I could tell they were fresh. The bacon avocado soup was amazing. One bite and I was wishing the bowl was bigger and started questioning

my promise to share with Melissa. It is amazing. The pork was also delicious with seasoned breading and delicious homemade gravy. On Melissa’s plate were some wonderful fish and chips, which could quite honestly be the best I have ever tasted. They were tender and lightly breaded in a homemade concoction of blended herbs and the tartar sauce was incredible. It has just the right amount of flavor with a slight kick that went perfectly with the fish. Okay I was glad to be sharing again. Those fish were awesome. We could tell that the staff were like family and when talking to Ron about his restaurant he echoed that. His employees are like family to him. We cannot wait to go back and try their other dishes. I for one am a breakfast man so I am excited to hit the No Frills Diner for my next breakfast out. If the breakfast is half as good as the dinner we favorite had, I can’t wait to try it. Give the No Frills Diner a try for your next meal out. Your taste buds will thank you.
