irst, let me formally welcome all the new Roy residents who were part of the Weber County annexation process. We are excited to have you part of the City and encourage you to play an active role in helping us make this community better. Your ideas, suggestions, and personal involvement is welcome and important to us. Please join us at our City Council meetings on the first and third Tuesdays of the month.

As we begin the New Year, let me share some of the important issues we will be working on over the next 12 months. In the upcoming months, UDOT will be "We look forward completing the SR-97 (5600 South) Environmental to continuing Assessment study. The study is assessing the traffic issues our efforts to we are currently experiencing on that State road. That study is expected to be completed sometime at the end of enhance the quality of life of 2019. Once that assessment is complete, we hope to work UDOT, the Wasatch Front Regional Council, and our community." with our legislators to get the funding and priority set to start making improvements. It may take a few years to get started, but the ground work will be established. Recently Roy City issued a contract to help develop long range plans for business developments along 1900 West and residential / business developments around the Front-Runner Station. We anticipate the contractor will deliver a plan that will be incorporated in the City General Plan once completed and approved. This will provide a road map into the future. The process over the next few months will welcome community input, so please consider sharing your ideas. In January we will start up our Business Advisory Board with the main focus to review and help us update our current City ordinances in an effort to establish a “Business Friendly” community. Business development is one of our main focus areas and we will continue moving forward on it. We expect to see a couple commercial businesses occupy some of those empty store fronts along 1900 West. In addition, we plan to continue working with Ogden City in establishing a partnership to boost economic development at the airport. In 2019 we will continue our efforts to secure property for a new cemetery, focus our resources to enhance the Municipal Park, develop plans on the usage of the old library on 4800 South, see the arrival of our new firetruck, and keep working to bring a new theater to the community. Watch for our “Adopt a Trail” program to unfold in the spring. We plan to ask residents to help with maintaining good, clean pathways for everyone to enjoy. There are a number of exciting projects in the works and we look forward to continuing our efforts to enhance the quality of life of our community. We can’t do it alone! We need your voice and ideas to help us move forward. Please join us in our Council meetings with an invitation to share your concerns and ideas. City of Roy Updates City Manager Year in Review Jason Poulsen
At the close of 2018, I would to look back at the accomplishments, achievements and successes Roy City had this past year. I would like to thank all the residents for being patient with us as we truly made Roy City better in 2018. I would like to thank all the Roy City employees for all their hard work and tireless effort in making Roy better in 2018. Many beautification projects throughout the city included remodeling Taco Bell, the famous Burger Bar wall, Wendy’s, KFC, Burrito Grande, and street lights along main street to name a few. In 2018 we had some great economic development happen in our City. Framing of a new Kidz-Town located on 5700 S, a new Burger King slated in the Harmons Plaza, Intermountain Health Care will start reconstruction of a brand new two story building on Main Street, also a new $20 million redevelopment project on Midland Dr. will encompass mixed use development. We created a loan funding program through our Redevelopment Agency to assist businesses coming into Roy like the Sun Ridge Assisted Living facility along 5600 S to open this year, Lolo’s Barbecue on 5600 S, and three new car washes just to name a few. One of the most exciting projects I was able to be a part of was the purchase of MOWEDA property which was the juvenile detention center owned by the State of Utah. We were able to purchase the building and land for $55,000 against the sale price of $950,000 the State was seeking.
We were able to establish this new Roy Connection magazine that offers a much better reading experience and more information about what is going on in the city.
You also may have noticed the new George S. Whalen Park on the north end of the city. This park looks amazing and is no doubt, the nicest park in Roy. We also put Municipal Park into this budget year for some renovations and a fresh look. We were able to establish this new Roy Connection magazine that offers a much better reading experience and more information about what is going on in the City. It offers better business insight with additional information as to what is going on in our Schools. Construction is slated for the new Roy Junior High this year. An environmental impact study for widening 5600 S. and revamping I-15 interchange will also be completed in 2019. Roy City just completed the Fiscal Year 2018 Audit and did wonderfull. At our December 18 City Council meeting they reported on the Audit and applauded our city for being fiscally responsible. I have loved my time working alongside all the Residents and employees of Roy that are tirelessly trying to make this City better every day. Thank you for the opportunity to learn from you and for trusting me to continue to provide a safe community through innovation, respect and teamwork where people want to live, work and play.
Beautification Committee Review The Roy City Beautification Committee and City staff have worked very hard on several beautification efforts throughout the city. The committee continues to work on improving and beautifying Roy City. The group has some exciting projects planned for the coming year. Completed projects: • Riverdale Rd and 1900 W. intersection: waterfall, rock wall and islands. • Riverdale Road - Welcome to Roy sign • 95 new street lights and banners on 1900 W. • 6000 S. trailhead parking lot and bathroom • Electronic message board at the Roy City municipal building • Home of the Royals sign, street light and banner • 4000 S and 4800 S. roundabouts • 4400 S. and Airport Road – Welcome to Roy sign • 1900 W. and Hinckley Airport FY19 Beautification Projects: • Historical Markers • Launch of 2019 Adopt a Trail program.

We only allow a set number of children in each level. Do not enroll a child in another class if his/her level is full. We are not able to move children around the day of class (if they were registered in the worng level), which would result in cancellation of student for that month without a refund. GOLDEN BASKETBALL WINNER Ben McBride has worked for the Roy City Recreation Department since early 2016. Ben has been chosen as the Golden Basketball winner for both his reliability and superior work as a basketball referee. Ben graduated from Roy High School in 2017 and plans to leave for a mission for The Church of Jesus Christ of Latter-day Saints to Louisville, Kentucky on January 16th. After his mission, he wants to become a business owner. ADOPT A TRAIL The trails of Roy City provide a wondrous and beautiful experience for all who explore them. However, to ensure the future of the trails, it requires the efforts of many to protect and preserve them. Taking on the stewardship of a trail is a privilege and it is important that the adopter take the responsibilities of maintaining the trail seriously. We have prepared the following guide so that you understand the value you can bring and responsibility you are taking on (see website). Please understand that adopting a trail puts you as the first line of protection of a very special and natural resource.

How the Program Works The Roy City Parks and Recreation Department will assist you in determining which trail section will benefit most from your efforts and will be most convenient for your volunteers. Maintenance efforts will be tailored to your adopted trail and may include: • Clearing fallen trees and weeds • Clear brush • Litter pickup • Identify major concerns • Report graffiti • Report illegal activity To adopt a section, all you have to do is choose a section on our Trail Map, read the Adopt a Trail Guidelines, then fill out and submit Trail Application. Once your application has been accepted you will sign the Adopt a Trail Agreement. You can find all of these at https://www.royutah. org/367/Adopt-A-Trail . As a coalition, the Roy Communities That Care is dedicated to partnering with and supporting many organizations to help strengthen the youth in our Roy Community. We are working toward having a tremendous impact on the community by using the evidence based coalition model of Communities that Care (CTC). The Social Development Research Group from the University of Washington has research showing that youth from communities that implement CTC were 25% - 33% less likely to have health and behavior problems than youth from control communities. Specifically: 25% Less likely to have initiated delinquent behavior 35% less likely to have initiated the use of alcohol 33% less likely to have initiated cigarette use Did you know Big Brothers Big Sisters of Utah has children waiting to be matched with a caring adult mentor? Utility Rate Increase The Roy City Council has approved the following bi-monthly rate increases effective January 1, 2019. The rate increase for recycle is ONLY for residents who currently have recycling and is a result of an increase from the service provider due to the effects of China's "National Sword". If you wish to opt out of the recycle program, please call or come into the Roy City Utility office during the month of JUNE. • Recycle $ 9.36 to $11.82 • Water Base Rate $14.77 to $16.77 • Water Usage First 18,000 gal. Roy City Rental Dwelling Licensing Roy City requires all Landlord/Owners of a residential rental unit, including single family homes, to obtain a Roy City Rental Dwelling License. We offer a Good Landlord Incentive Program. Any Landlord/Owner meeting the requirements may participate. All licenses expire December 31st and need to be renewed annually. Cemetery Winter Maintenance Schedule Graves at the cemetery are not cleared off from the last Thursday of October to the last Thursday of January. Each party is responsible for clearing off graves during this time.

HOW TO HAVE FUN WHEN IT'S TOO COLD OUTSIDE

I don’t know about your family, but on those cold days, especially if we don’t have snow, we find ourselves spending way too much time in front of electronics. Coming up with ideas to keep the kiddos entertained on those days can be quite challenging. Pinterest has loads of ideas. Crafts, games, sewing projects and baking ideas to choose from – I usually go there for ideas. I like to keep it simple. I call this the “Fun Jar.” I come up with several ideas and write or type them up on strips of paper. I then put them in a mason jar. We will usually do one or two of the activities each day. Everyone gets a turn to draw the next activity. After these fun activities that don’t involve screens, I always feel like my family is happier and I feel a little closer to my children.

THE FUN JAR IS FULL OF FAMILY ACTIVITIES TO CHOOSE FROM Here are a few ideas to start with:

Airplane flying contests

Build a fort - or pitch a tent in your living room
•
Go to the library - read a book
•
Make a race car track out of cardboard for the hot wheels.

Shoot plastic cups with nerf gun

Play tic tac toe
•
Play a board or card game (Uno is a favorite around here)
•
Make a hopscotch with scotch tape on the carpet and play
•
Build an obstacle course in a room with obstacles that the kids have to go over or under or round. Time them to see if they get faster as they practice.

Bake something yummy (cookies, bread, cinnamon rolls)
•
If there is snow - sledding, build a snowman, bring in a bowl full of snow and let little kids play inside. You can also make snow cones with fresh fallen snow.
Soup's On!
Cooking Instructions: Set a large soup pot over medium high heat. Add the olive oil and ground beef. Cook until beef is almost fully browned. Add the onions and cook just until they start to soften. Add the bell peppers and garlic and cook for 2-3 minutes, just until the peppers are crisp-tender. Add the diced tomatoes, sauce, and paste to the pot. Then add the spices, seasonings, and the sugar.
Stuffed Pepper Soup by Shauna Havey
If you're a fan of stuffed bell peppers, you will love this hearty, warm winter soup. All the robust Italian flavors in the classic baked dish are here, but in an easy to throw together, one pot meal. Serve this soup with or without rice, just don't be tempted to add it in before the soup cooks or it will absorb all the delicious broth. I like to serve mine with a sprinkle of cheese and a little fresh parsley on top.
Pour in the broth, stir to combine all the ingredients, and bring soup up to a simmer. Simmer for 10-12 minutes to meld the flavors. When the soup is heated through, add a scoop of cooked rice to each serving bowl. Ladle the soup on top, then sprinkle on some cheese and chopped parsley before serving.
Makes 8 servings Ingredients: 2 Tbsp. olive oil 2 pounds lean ground beef 2/3 Cup diced red onion 4 bell peppers (any color) seeded and diced 2 tsp. minced garlic One 15.5 ounce can petite diced tomatoes One 8 ounce can tomato sauce 2 Tbsp. tomato paste 2 tsp. dried basil 1/2 tsp. dried rosemary 1.5 tsp. salt 1/2 tsp. pepper 1 Tbsp. sugar 1 quart beef broth Cooked white rice, chopped parsley, and shredded mozzarella for serving (optional)

There is something to be said about homemade food. It has a delicious freshness that is just unmatched in mass produced food. La Puente Homemade Mexican Food is an example of how delicious homemade can be. Chips and salsa both made on site and you can tell a difference. The thin yet crispy texture of the chips is perfect and the salsa spot on. They also make their sauces and tortillas from scratch. I can personally tell in the flavors that everything is very fresh and delicious. One of their signature dishes is the Chile Verde sauce which while traditionally is green, is actually a slight orange color at La Puente with their proprietary blend of seasoning, and it is delicious! People travel favorites from all over Utah just for their Chile Verde.

We had a chance to meet Jesus who is the son of the owner, Jesus Sr. Jesus Sr. immigrated to the United States in the mid 1980s and started working as bus boy and dish washer at a Mexican restaurant. He worked himself up through the restaurant business in different positions. As immigrants often do, he saw the limitless opportunity that is uniquely American and he saved up his money and purchased his first franchise La Puente restaurant in 2005 in Bountiful UT, then relocated to Ogden in 2011. La Puente was started in Salt Lake City and is patterned after New Mexican food. In the 1500’s New Mexico was still part of Mexico and the mixing of their traditional foods and flavor with imported European cuisine, especially from Spain, were the predecessors to the food you can today enjoy at La Puente. It is called New Mexico Mexican Cuisine. The original La Puente was founded by the Tovar Family in Salt Lake they started offering limited franchises to people with the same values and with the same focus on fresh delicious food. In 2011 Jesus Barbosa opened our local La Puente on 12th St. just west of Washington Blvd. They are in the building where Fazolis was previously located. Jesus does a majority of the cooking and is very particular about the flavors and freshness of the food. Being a family business, his son who goes by Jesse has grown up in the business and helps run the restaurant today. Their desire is to have a family restaurant that people will want to come back to over

and over. Jesse is often the face of the business as he is out serving tables and interacting with their customers. He was joined by his uncle and a cousin the night we visited the restaurant. He loves working with his family and meeting and interacting with his customers every day. He also loves that he gets to see his parents every day. That is a commendable sign that an adult man loves seeing his mom and dad every day. Some other customer favorites are the Enchiladas, Burritos, Tacos, and most love smothering the dishes in their signature Chile Verde sauce with melted cheese. Jesus Sr has even added several dishes to the menu including a delicious Shrimp Cocktail, Carne Asada and Fish Street Tacos. We recommend stopping by for a lunch or dinner at La Puente, your tongue will thank you.
