s we inch closer to spring, the concern of the ongoing drought continues. Certainly, January’s precipitation numbers were less than impressive. It should come as no surprise that our state legislators were equally concerned with all the water conservation bills introduced this year. As the legislative session wraps up, we will keep a close watch on new laws that surface and how they impact Roy City. With the seasonal change almost here, each of us needs to be thinking about how we can contribute to cutting water consumption.

Speaking of water, Roy City is anticipating moving to monthly water billing sometime this summer. Over the last few years, our public works team has been replacing old water meters in preparation for this change. Watch for more information. Also, as you begin your planning for spring cleanup, keep in mind that access to city dumpsters will be available April 18-30. This service is free to Roy residents.

With the seasonal change almost here, each of us needs to be thinking about how we can contribute to cutting water consumption.
As UDOT begins the process of widening 5600 South this spring, my attention is now focusing towards the traffic congestion on 3500 West. This is also a UDOT road that, in 2009, had a similar widening study completed and approved. I will be working this issue with the WFRC and UDOT to find ways to move the project up in the schedule. In addition, we were able to get the process moving on the planned roundabout for 3100 West and 6000 South. Certainly, high traffic demands and recent incidents at this intersection requires a solution. We are seeing good trends in the pandemic situation, so please protect yourself and your family. The city offers highly organized programs like baseball, softball, machine pitch, volleyball, coach pitch, T-ball, and swimming lessons for all ages. WHAT CAN YOU DO? LAWN CARE

• Apply recommended amount of fertilizers only when necessary. • Don't apply fertilizer before windy or rainy days. • Apply fertilizer as close as possible to the time of year when it is most important for grass growth, which is usually spring and fall in cool climate and early and late summer in warm climates. • Avoid applying fertilizer close to waterways. • Do not overwater lawns and garden; use a soaker (porous) hose that releases water directly to the ground, rather than carrying away fertilizers. • Fill fertilizer spreaders on hard surfaces for easy spill clean up. • Correctly store unused fertilizers and properly dispose of empty containers. • Maintain your lawn mowers, snow blowers, and similar outdoor power equipment to reduce nitrogen oxide emissions.
• Plant a rain garden of native plants, that reduce the amount fertilizer needed and provide a way for water to soak in. • Install a rain barrel to collect rainwater; the rainwater can later be used to wash your car or water your plants and lawn. • Adopt techniques that utilize natural processes to manage stormwater runoff and reduce the impact of impervious surfaces on water quality. • Use pervious pavers for walkways and low traffic areas to allow water to soak into the ground. • Incorporate best management practices, such as grassed swales, filter strips, or buffer strips on your property to control and temporarily store stormwater runoff. • Mulch or compost grass clippings, leaves, and other yard waste for your garden. It can also be used for community composting or place in barrels or secured paper bags for disposal.

Explore the “Three Kinds” (three different proteins with vegetables) in their Chef Specialties menu. Royal Dragon offers an extensive assortment of dinner combination plates (and smaller combination plates for Lunch). All combinations include your choice of egg drop or hot & sour soup, fried rice, and egg roll. Try Royal Dragon’s milk smoothies and milk tea: taro, strawberry, banana, chocolate, or thai tea – with an assortment of toppings, like boba (tapioca pearls) or popping boba, or aloe, mango, or lychee jelly. We’ve been told that not only is their food excellent, their customer service and friendliness are outstanding. Roy Communities that Care Coalition welcomes its new coordinator Shardae Jones! Shardae has been busily working to help the coalition with its various goals and activities. We want the community to know Shardae better, so she sat down for an interview.
Q: Shardae, where is home? A: Ogden, UT Q: What do you like about Roy? A: I appreciate the way Roy community members work together to reach common goals, like working together to continue to keep Roy a safe place for youth to thrive and feel supported.
Q: Favorite hobbies/talents? A: I used to work at MAC Cosmetics as a freelance makeup artist for fun, so I am pretty handy with a makeup brush. Right now, my favorite hobby is being a full-time WSU student and completing my Bachelor of Integrated Studies in Health Administration, Communications, and Criminal Justice. After graduation in the spring, I will have to find some new hobbies! I’m also a proud dog mom.
Q: Tell us a little about your family. A: My family is the best! I have two brothers and a sister. My parents are divorced, but we are still one big happy, blended family. I really couldn’t do half of the things I do without their support. Q: Why do you work with the Roy Communities that Care Coalition? A: As the Communities that Care Coordinator, I took this job because it aligns with my dedication to community and helping others. Q: What one superpower would you give to everyone in the world? A: Empathy – If everyone operated from a place of empathy, the world would be a place where we all could feel safe and accepted. If we could empathize with one another, we could then see that we are more similar than we are different. The Roy CTC works to help reduce underage drinking and substance use. Roy's Above and Beyond BY JODY CALL If you know Lizzy Badger, you know that “Above and Beyond” and her name go together like peanut butter and jelly. It’s an honor to recognize Lizzy as the Above and Beyond employee spotlight for this month. Lizzy is the program coordinator for the Roy City Recreation Department. Lizzy attended BYU and was quickly picked up by the recreation department when she graduated. Originally from Washington, Lizzy has grown a true love for Roy City and the community in general; you would think she was born and raised right here in Roy. Lizzy puts her heart and soul into her programs and truly goes above and beyond every single day. She finds great satisfaction in serving our community and providing fun opportunities such as sports, classes, and community events. She works very long days, nights, weekends, and holidays doing everything she can to assure that she and her staff are providing quality programs and activities. Most importantly, she wants to make

sure as many people as possible have a smile on their faces. Lizzy’s personal motto is, “It’s a great day to be great.” She makes every day great in Roy City. Lizzy is always striving to come up with new ideas to improve and add to her programs, department, and Roy City as a whole. For any task that is given to her, she gives 110% and doesn’t stop until she has followed through with the task completely. Another motto of Lizzy’s is “I don’t do ugly.” She is a perfectionist and makes sure whatever she is working on is professional and always has that extra special Lizzy Badger shine. Roy City and the members of this community are very lucky to have such a dedicated and hardworking individual who prides herself in providing amazing opportunities for the youth as well as all members of this great community. What Land Cost Over 170 Years Ago in Roy BY JENNY GOLDSBERRY
T
his article is part of a series we’re doing on how much homes used to cost back in the day. We’re starting from the ground up with this piece on the cost of land. Roy land has passed through many hands over the years. This piece is an attempt to trace back all the owners on record from the beginning. In Roy’s case, it begins with Miles Goodyear. He was a trapper trader who settled along the Weber River in 1845. His brother Andrew described his brother’s property after spending 13 years apart in his personal record. “He had about half an acre enclosed with pickets, and a log house in each corner; also corrals adjoining for his horses, cattle, sheep and goats, and a good supply of goods and peltries on hand,” Andrew wrote. “There was plenty of timber around him, and land fit for cultivation.” In 1847, Captain James Brown of the Mormon Battalion paid Miles a visit on his way to California. Their meeting could have very well been the first “open house” in Weber County. Miles told James that he’d be willing to sell his property to the Church of Jesus Christ of Latter-day Saints for $2,000. That fall, a deal was struck for $1,950. Miles handed over a deed for his fenced land, plus all the land around, four log houses, 75 goats, 75 cattle, 12 sheep, and six horses. Brigham Young, the president at the time, was happy to pay that price to ensure that his fellow Mormons could settle there, rather than welcome more transient trappers. The first settlers of Roy found that they could purchase their land fee of about $1.00 an acre after living on the land for five years, thanks to the Homestead Act of 1862. Even then, most of them had to have homesteaded for six months during the year to qualify. If they wanted to purchase railroad land, it cost $2.50 per acre, and there was no requirement to live on the land before the sale. When it came to the first few settling families, they went with the first option. William Evans and Catherine Baker, Henry and Sarah Field, Henry and Hannah Field, Justin True Grover and Sarah Cole, along with Richard and Elizabeth Jones all moved to “Cousin’s Row” in Roy first.

Namely, Richard was one of the later founding families on account of his English citizenship. He didn’t become an American citizen until 1868. Then, he moved to Cousin’s Row in 1882; however, he didn’t receive his deed until 1892. It only cost him $1. Richard, along with the other families, got 80 acres each. By then, there were still only a handful of houses around him. His neighbors mostly farmed wheat. They would have to travel to Hooper to source their water for their farms. As a result, their farmland didn’t appreciate in value very much until they installed an irrigation system, using the Davis Weber Canal in 1883 plus the East Canyon Reservoir in 1896. So, in the end, Richard came in at just the right time for farming. Today, an acre of land just down the road from Cousins Row costs well over $1.1 million. Richard Jones and a copy of the deed to his property.

"For breakfast, we had hot cereal called kasha, blinchiki, or oladushki with fresh fruit in summer or jam/canned fruit in the winter. Everything was served with tea or coffee."

12 oz. flour 1/2 tsp. baking soda 1/4 tsp. powdered orange peel (optional) 3/4 tsp. salt 2 tsp. sugar 12 oz. milk 5 eggs 12 oz. water 2 oz. butter, melted
medium heat. Place a tiny piece of butter in the pan and spread it with a paper towel. Ladle in a spoonful of batter. The difference between blinchiki from oladushki is that they’re thinner. You can try them both ways. My blini are about 7″ in diameter, and the oladi half of that. For the thin blini only, swirl the pan to spread the batter. Cook until golden brown, then flip with a spatula. Cook until the other side is golden brown, then reserve on a plate with a small piece of butter on top. Repeat until you run out of batter. Serve warm.
In the bowl of an electric mixer, mix the flour, baking soda, powdered orange peel, salt, sugar, milk, and eggs with the paddle attachment on medium speed until smooth. Add the water and melted butter and mix again. Cover with plastic wrap and let rest for 30 minutes. Heat an 8″ diameter, non-stick skillet over

Pakistani Garbanzo Beans PAKISTAN by Sabiha’s Kitchen
1 lb. dry white garbanzo beans 8 cups of water 2 tea bags 2 Tbsp. baking soda 6 oz. grated onion 1/2 cup oil 2 tsp. crushed ginger 2 tsp. crushed garlic 1 tsp. salt 1 tsp. crushed black pepper 4 oz. fresh/tinned tomatoes, crushed 1 tsp. garam masala Soak beans in 4 cups of water overnight. Drain all water 4 hours prior to cooking, sprinkle, mix well, and keep in a bowl for 2 hours. Wash under cold water until all of the soda is rinsed away. Place beans in a large saucepan, add enough water to cover, bring to the boil, add two tea-bags (for color), and keep on medium heat until chick peas are cooked and soft when pressed between thumb and forefinger – 20 minutes. Remove and discard tea-bags. Or, rinse and drain 12 oz. tinned garbanzo beans, sprinkle with
1/2 tsp. bicarbonate of soda, mix well, and keep for 30 minutes. Rinse in cold water to remove soda coating. Put in a saucepan, cover with water, and boil on medium heat for 5 minutes, until soft. Put the oil in a large pan, add onions, and fry on medium heat until golden brown. Add ginger and garlic and fry for another 2 minutes. Add the salt and black pepper, mix together, and add tomatoes. Keep on medium heat, stir from time to time until all liquids dry and the oil separates (bhun). Add garam masala, stir in, and keep on a simmer. Add pre-boiled beans at this stage with 1/2 cup of water, simmer on low heat until all masalas are mixed in, cook on low heat covered for 2 - 4 minutes, and serve piping hot. Serve with naan or toast.

1 cup of white sticky rice 1 cup of water 2-3 snack-size sheets of seaweed 1 can of tuna 3 Tbsp. of mayo Pinch of salt Pinch of mayo Throw the rice in the rice cooker with the water. Drain the water out of the tuna and mix in your mayo. Sprinkle in your spices and mix that in as well. When the rice is done cooking, take it out with your hands. Dip your hands in salted water to keep the rice from sticking to your hands. You can either make your onigiri into a ball or into the traditional triangle shape. Finally, attach your seaweed while the rice is still warm, so it sticks better. You can eat it right then or pop it into the fridge for another day and eat it chilled.
