Mayor's Message Recently I heard a good talk on surrounding yourself with like-minded people to help strengthen yourself from the routine twists and turns of life. Let’s face it, life can be hard at times, and having good friends and family to support you can be helpful, almost necessary. There is something to be said about the enjoyment of those types of relationships, but not everyone can say that. Not everyone has access to those associations, those caring resources. It is not that they don’t want them. Often it is because they are perceived to be different or unusual. Categorizing someone is not the answer and frequently creates harmful results. This Thanksgiving season is a time to lift and strengthen someone. If someone’s life can be made better through a friend, may I suggest being one. I visited a new Weber School District Teen Center in Ogden a few weeks ago. The purpose of this center is to provide a lifeline to homeless students. It is not

Plans are underway to establish a teen center at our Roy High School. Our most vulnerable citizens need our help. a shelter but a resource to food and the basic educational needs of a growing child. The district estimates there are over 900 children in this condition walking among us, even here in Roy City. I would find it hard for a student to learn anything if every moment they are worried about their next meal or a place to sleep at night.

Congratulations to the six candidates who made it through the 2023 Primary Election. All eyes are now focused on the November 21st General Election. Surprisingly, only 25% of those in Roy who received a primary election ballot voted. The health of our democracy can be measured in the participation of our electoral process. Don’t let voter apathy control your civic responsibilities. Roy City has three city council positions on the ballot with another important county decision needing to be made. Please take the time to vote. It could not be easier. On November 20th at 4:30 p.m., we will be holding our annual Christmas tree lighting ceremony at the Roy Administration building. Please come join us for this celebration. Be safe and keep your family safe!

Employee Spotlight– Broc Gresham Broc returns to Roy City as our Code Compliance Official; he has been in his current position since July. Broc oversees enforcing Roy’s ordinances. This means he handles the investigation and compliance of our ordinances, including weeds, garbage, fencing, trees, and even his favorite, chickens. We have many great employees, but Broc shows up each day for the residents of Roy City. He uses kindness and compassion, matched with a level of understanding that sometimes our residents are faced with an unforeseen circumstance that has affected their ability to maintain their property. He continues to go above and beyond to find resources available to help bring residents into compliance. Broc is one of the happiest people here in Roy City, if not the happiest. Broc always shows up with a great attitude and is pleasant and courteous with all he meets. Broc can turn all people into his friends, even those he’s investigating. Broc is a great example of what makes Roy a great city, and a great place to work. Broc retired from Roy City as a Police Officer and after a short stint at another municipality, he came eagerly back to Roy City. Broc loves playing golf, and while he will tell you he isn’t that good at it, you do not want to wager against him on the links. If you do not know Broc, go find him and meet him, you will have made a friend.

Fire Department Seasonal Safety Tips Holidays gatherings, most of us will be headed into the kitchen soon and we wanted to remind you that though the holidays are joyous, they can be hectic as well. Please also remember that turkey fryers that use cooking oil are not safe. These fryers use large amounts of oil at high temperatures. Consider purchasing an infrared fryer, air fryer, or electric fryer and always remember to never leave them unattended when in use.

Top safety tips by the NFPA: •

Stay in the kitchen when you are cooking on the stovetop so you can keep an eye on the food.

Stay in the home when cooking your turkey and check on it frequently.

Keep children away from the stove. The stove will be hot, and kids should stay three feet away.

Make sure kids stay away from hot food and liquids. The steam or splash from vegetables, gravy or coffee could cause serious burns.

Keep knives out of the reach of children.

Be sure electric cords from an electric knife, coffee maker, plate warmer or mixer are not dangling off the counter within easy reach of a child.

Keep matches and utility lighters out of the reach of children — up high in a locked cabinet.

Never leave children alone in a room with a lit candle.

Keep the floor clear so you don’t trip over kids, toys, pocketbooks, or bags.

Make sure your smoke alarms are working. Test them by pushing the test button.

Welcome Aboard Jennifer Tovar We would like to welcome and introduce Jennifer Tovar. Jennifer was born and raised in Alberta, Canada, and moved to Roy in 2019 with her husband and two kids, which was where she was first introduced to Communities That Care. Jennifer joined Roy Communities That Care in 2022, lending her strengths as a graphic designer and has recently taken on the role of Community Board Chair. "I'm really excited for this opportunity to serve the Roy community and make it a better place for all of us to live, work, and play," she says of working with the coalition. "I really believe in what we do as a coalition, and I believe that we can create community level change that benefits us all." Jennifer enjoys taking care of and spending time with her family, and in her free time, she likes to expand her creative pursuits.

Roy City Stormwater Roy City would like to thank the citizens who have assisted with stormwater drainage by clearing weeds, leaves, and debris from the gutters and the storm drain grates. Citizens can be a big help in the fall and winter months by clearing leaves, snow, and ice away from the grates until city crews arrive to clear them.

Do I Need A Building Permit? A building permit is an official approval from the city to construct or alter a building. The permit approval verifies a project follows state building regulations and city zoning ordinances. Constructing or altering a building without a permit is not only illegal, but it could also jeopardize the safety of your family and surrounding neighbors. The state has amended the building code to exempt building permit requirements for detached buildings under 200 sq. ft., however, please contact the planning department for proper placement per city zoning code. If a building does not follow the guidelines for building permits or zoning codes, the owner may be forced to demolish or move the structure. If you have hired a professional to perform work on your home, it’s always a good idea to have them provide the building permit to you as building permits are required to be present on site. Even

though work should never commence without a permit, unless exempt, usually it’s not too late to stop and apply for one.

As winter is approaching, we would like to remind you to clear snow off all sidewalks adjacent to your home. Roy City Code 4-3-1 and 4-3-3(g): Accumulation of snow on sidewalks: All accumulated of snow, sleet, hail, or other precipitation impairing safe access and use of sidewalks abutting on any public right-of-way of the city which has not been removed within twelve (12) hours from the termination of the depositing storm. The responsible party shall be any person owning, occupying, having control or charge or being an agent over any building, property, lot, or partial lot of land abutting said sidewalks.

A tasty twist on

Instead of the usual assortment of pies, this November we’re sharing two non-traditional Thanksgiving desserts that have brought joy and lasting memories to the Spelts family.

Caramel Apples by Melissa Spelts

I have fond memories of Thanksgivings with the Spelts side of the family and the smell of yummy food coming from the kitchen. We are very blessed with good cooks in our family. Our cute niece had the brilliant idea to make caramel apples and sell them. Seriously, such a smart idea. First of all, who can resist that cute face? Second of all, the cousin “peer pressure” is real. If one person buys one, everyone else will want one! They turned out great! This recipe is simple and super fun for the whole family to make. 10 Granny Smith Apples (the green ones) 3 Werther’s Original Soft Caramels (10.8 oz bags) 6 Tbsp. heavy whipping cream Sticks (wooden ones are best) Step 1: Wash apples really well, making sure the wax is off the apples. Dry well, remove the stems and add the sticks. Place them on parchment paper ready for the caramel. Step 2: In separate bowls or paper plates put your smashed Oreo cookies, Heath bars, mini M&Ms, Reese’s pieces, melted chocolate and white chocolate, etc. Step 3: In a microwave safe bowl, place your unwrapped caramels and heavy whipping cream. Microwave for 30 second intervals stirring in between. Step 4: Once caramel is ready, dip apples in and spoon caramel all over the apple until it is evenly covered. Hold it over your bowl of caramel until excess caramel comes off. Then roll in your candy bar bits, crushed Oreo, and/or M&M’s. Drizzle chocolate all over the apple. Step 5: Place in fridge and let caramel cool. Step 6: EAT! Yum!

Molasses Sugar Cookies by Chelsea Schulze

1 ½ cups shortening 2 eggs 2 cups sugar ½ cup molasses 4 tsp. soda 4 cup flour 1 tsp. cloves 1 tsp. ginger 2 tsp. cinnamon ½ tsp. salt Melt shortening over low heat. Let cool. Add sugar, molasses, and egg. Beat well. Sift dry ingredients together. Add to 1st mixture. Mix well. Chill. Form into 1-inch balls. Roll in sugar. Place 2 inches apart on greased cookie sheet. Bake at 375 degrees for 8 to 10 minutes. Remove from oven, let cool and enjoy!
