The Downtown Business District review subcommittee has finalized the draft document that includes recommendations to the zoning and building codes for the business areas along 1900 West. After years of work and a significant financial investment, the next step will be what to do with it. Ideally, it would be nice if the City Council approved the zoning code changes so that modernization would finally occur. (Not an easy task, since change is difficult). It would be simple to just vote it down, stay as we are, not want or entertain any significant improvement to the area. Some may think that decisions regarding bringing new business development into our city be left to the next City Council. Interesting thought, considering that if we keep “kicking the can down the road” at some point there will be nothing to kick. The opportunities will be gone.

I understand this is a tough decision for some, but if there was one time I wish I could vote as mayor, it would be now. Change is necessary for growth and progress. We need to have modern facilities in our downtown business area. People need to see, experience, and appreciate a business district that is booming, productive, and well thought out. We need to limit our demand of increasing property taxes to cover the rising costs of providing city services. It has been over 20 years since any major improvement has come to the downtown area. It is time to step up and move forward. We need mixed-use developments, a hotel, a theater, and more sitdown restaurants. Roy City should not have to keep waiting and watching other surrounding cities realize these benefits. It is our time to move forward. The proposed Downtown Business District document will be available for public inspection before it is formally voted on. We will get the message out on how you can see it and I ask that you consider reviewing it. Roy City needs a plan for the future; it is here, and it is ready. Be safe and keep your family safe! Wow! What a year this has been. We've faced a pandemic, earthquake, hurricane-force winds, job losses, and school closures – just to name a few. In the 62 years I've lived in Roy, I've seen many changes, but the one thing that has remained constant is Roy's sense of community.

There were a lot of questions leading to the return of school, but as a Roy High School employee, I must say I am impressed with how well the students and teachers have adapted. They have shown great resilience in these crazy times. The students are great at wearing their masks and social distancing, as the state requires them to do. The news of all school dances being cancelled for the rest of 2020 wasn't enough to dampen their spirits. I never thought I would say this, but the students actually want to be at school. This highlights how much we've taken for granted in being able to see our friends and family as much as we want to.

The one positive thing that has come out of this wild 2020 for me, is how grateful I am for my neighbors, family, and friends. I challenge all of you to strive to be more neighborly and look for those around you who may be in need of support. There are many of us who continue to face tough times financially, emotionally, and physically. A quick phone call or knock on the door to check in on someone can go a long way. We must also continue to support our local Roy businesses who have been hit hard during the quarantine. I pledge to do my best to represent you and your needs through the city council and hope we will all try to find a silver-lining in these difficult times.

No tires, paint, toxic or hazardous materials, herbicides pesticides, etc. Public Works does have the right to refuse any items deemed dangerous or hazardous. PREPARE NOW FOR COLD WEATHER It’s September in Utah, which means cold weather is not far away; we have already had our first dusting of snow on the mountains! So this is the time to begin preparing for those cold winter months ahead. Cold weather brings different challenges for the Roy Police Department as well, so the following is some advice on how to help the police department have a smoother transition into the challenges of winter weather.

roads and sidewalks. Accidents, both with vehicles or from people slipping on ice as they walk, are common. Please make certain you get out and get your sidewalks shoveled to make them safer for those who walk on them! Walkways that are not shoveled are also an indicator that burglars use to help determine those houses where people may not be home, making that home more likely to be a target for thieves.

The first thing you should do to prepare for winter is to check the condition of the tires on your vehicle. Make sure you have enough tread left that you not only have the available traction to go in the snow, but also to be able to stop. Many tires will allow you to go through the snow; the problem comes when you have to suddenly stop! Having adequate tread on your tires allows them to dig into snow and ice to help slow your vehicle. Good tires help the police department by making sure vehicles are not stopped while a driver attempts to get up even small incline, backing up traffic behind his or her car. We are all aware in Roy that one of our primary problems is traffic congestion. One vehicle that gets stuck or slides to the side of the road can end up slowing traffic down for hundreds of motorists. (That’s not even taking into consideration the costs of traffic accidents attributed to poor tires that don’t have the ability to stop well).

Speaking of thieves, winter is stolen-vehicle-season. It is quite common for people who have a distance to travel, with no transportation, to look for a vehicle they can steal and use to make their trip more comfortable in the cold. Always take your keys out of your vehicle when you get out of it! Another opportunity thieves are presented with is when citizens go out and start their vehicles to warm them up, and then go back inside to wait. Many mornings through the winter, our officers are called to respond to situations created because vehicles have been stolen while the owner was having the motor warmed up. I understand a warm vehicle is much nicer to drive on a cold morning, but consider an engine block heater, instead of the open invitation to thieves when you leave your car running while you go inside a warm building to wait.

Another issue not always thought of is to make sure your outside water is turned off, and that the faucets and valves have been properly prepared for winter. Every winter we have the problem of broken pipes that end up spraying or leaking water onto the roadway, making large ice patches on

Cooler weather is the season to prepare for these and other cold weather concerns. A little preparation now can save us all problems later when the really cold weather hits.

The Roy Communities That Care (CTC), Roy City, and Parents Empowered have joined together to spread a message to prevent underage drinking. We’ve created eight murals with prevention messages to help protect our youth in Roy. The next time you’re at the Boys and Girls Club gym in the Roy Hope Center (5051 S 5100 W), check out the new murals. To be reminded of what else you can do to safeguard our youth, read the information below. YOU ARE THE MOST POWERFUL INFLUENCE! Believe it or not, teens still listen to their parents. In a recent survey on underage drinking, teens reported that parental disapproval is the number one reason they choose not to drink. Also, kids are 33% less likely to use alcohol if they eat 5-7 meals a week with their family.

PARENTING TOPS PEER PRESSURE! Take an active role in your child’s activities, and stay aware of what they are involved in by: Bonding - Create a positive home environment and do things together as a family. Stay actively involved in your child’s life – even when you think they aren’t listening to you. You make a difference! Boundaries - Set rules and expectations of what is expected – absolutely NO underage alcohol use. Unclear rules and expectations leave kids vulnerable to underage drinking. Monitoring - Know where your child is, who they are with, and what they are doing. Notice your child’s emotional well-being, their moods, and help them to become involved in worthwhile activities.

Park Bowery Reservations Park boweries will be available for reservations at www. royrecreation.com through the first weekend in October; therefore, October 3rd will be the last day you can reserve a bowery. After October 3, you are welcome to use the space on a first-come, first-served basis. Please be aware that the areas will NOT be sanitized regularly.

Cemetery Winter Regulations October 29th will be the last day of 2020 that graves will be cleared for maintenance. No graves will be cleared off during the months of November and December. Graves WILL be cleared on the last Thursdays of January, February and March of 2021.

For grades 4th-9th, coaches will be allowed to protect 3 players (including their child). Mutual buddy requests allow for each participant to request ONE friend to be on the same team, SO LONG AS THE SAME FRIEND REQUESTS THEM. For example, Joey requests Tommy and Tommy requests Joey. Joey and Tommy will be assigned to the same team. Listing more than ONE friend will void the request. If Joey requests Tommy but Tommy doesn’t request a buddy or request Joey, the request will be voided. Requests not guaranteed. There will be no live draft this season.

The Mad Bull BY MELISSA SPELTS

David Jones went into the far end of their 10 acre pasture with his bridle in hand to catch his horse. The horse however, had other plans, and he ran from David. David calmly followed but could not catch him. Off in the distance David could see their bull but paid no attention to him at first. Suddenly, the bull was head down, charging straight for him. His thoughts raced‌where could he go to get away from this bull? There were no trees, the fence was too far away and he was not strong enough to keep a mad bull at bay. Then he saw the swamp with vegetation surrounding it. He ran at full speed into the swamp and found himself up to his armpits in swampy water. It was much deeper than he expected, but it staved off the bull. The determined bull however kept an eye on his prey and walked around and around the swamp for hours waiting for David to come back out. David was frighted and cold but could not move for fear that the Bull would attack. Every time he tried to move the bull would paw the ground and snort, so David stayed put in the cold water. As the sun started to set, the bull began to lose interest and started to move away from the swamp. David waited until he thought the bull was far enough away that he could escape safely. Crawling out of the mud he ran as fast and quietly as he could and escaped without injury. I imagine he felt pretty fortunate to be free and safe even if he was a bit soggy.

Flag Retirement Ceremony Roy Scout Troop 719 & 6719

On September 10, 2001 a group of five scouts and a handful of adult leaders met for the very first time. They were the first Boy Scout Troop sponsored by the Golden Spike Elks Lodge in Roy, Utah. The next morning, the Twin Towers fell. Thus began a very patriotic history for Scouts BSA Troop 719. In the Vestibule of the Elks Lodge, you will find a large container where you can deposit your tattered or faded American Flag to be properly retired.

As Patriot Day came to an end this September, Scouts BSA Troop 719 for boys, with the help of Scouts BSA Troop 7196 for girls and Venture Crew 719, prepared to respectfully retire 51 flags that had been left in this container. This ceremony is not unfamiliar to these scouts, as we do one every year, sometimes on Veteran’s Day, sometimes on Flag Day. Richie Cook, Isaac Brower, Rafe Chapman and Andrew Sweet from Scouts BSA Troop 719 were accompanied by Clarissa Chapman, Chloe Chapman, Rebekah Cook, and Kestle Eames from Scouts BSA Troop 7196 as well

I wish my previous pharmacy had offered this! It would have saved me some stress while moving to a new community. Steve said they have several couples who go south for the winter. My family and I moved to Roy a couple of weeks ago, and I was wondering where I should go to get our prescriptions filled. After talking with Steven Carlson, RPh, at Roy Pharmacy, I decided to transfer our prescriptions there. As Steve was getting my information, another customer came in. Olivia, the pharmacy tech saw her, retrieved her prescription, and had it in hand at the counter for her before the customer even got to the counter. This is what small-town pharmacy service means, and I am very happy to have this kind of service ahead of me!

When I saw my doctor for the first time, the secretary asked me what pharmacy I would like prescriptions sent to. I had no idea so, I gave them the first store that came to mind, which happened to be a 'big-chain' pharmacy store. Each time I went there to get my prescriptions filled, I had a lengthy wait, while standing in line with other customers. I felt uncomfortable when I had questions for the pharmacist, as there were still so many other people waiting in line behind me. Eventually, I got my medications, and all was well. However, I started to wonder if I might be happier working with a different, smaller pharmacy. Then I found

Steve always takes the time to answer any questions I may have, and I don't feel the same pressure to get in and out as quickly as possible, as I did while working with the largechain pharmacy I had previously used. You don’t need to move to transfer pharmacies; just give them your name, birth date, insurance information, and the name of your previous pharmacy ~ they'll take care of the rest. Steve has worked at pharmacies where he was one of several pharmacists. Because of this, he didn’t serve the same people regularly. This changed when he and Ashley Romero bought Roy Pharmacy. He said, “Now, I’m THEIR pharmacist.” This is evident by their level of familiarity with each person who comes through their doors. However, It’s not just Steve who knows the customers, it's everyone who serves you behind the counter.

kin care is a vital part of our health, and being diligent with check-ups can make all the difference in the world. I’d like to share a very personal story, with the intent of bringing awareness about the devastating effects of skin cancer.

You no longer have an excuse for not getting that spot checked.

I first met Candice at a job interview, as she was seeking a position at our Dermatology practice. Her daughter had been working at our clinic for a couple of years, and she thought her mom, Candice, would be perfect for the job opening. When I met Candice, I agreed, and it wasn’t long before she was running our front desk, and later, our billing department. I was looking forward to her running our entire office – she was just one of those amazing human beings! At the time she was hired, I was unaware that Candice had previously been diagnosed with a malignant skin cancer called Melanoma. As an employee, Candice benefited from regular skin checks and treatments in our clinic. Unfortunately, during one of our examinations, it became obvious that the Melanoma she had originally been diagnosed with, had spread to other organs in her body. Even with immediate treatment of lesions found in our clinic, the silent damage from the first lesion had remained undiagnosed for far too long. It had continued to metastasize, or spread, within her body. After a trip to Florida, she started to experience a shortness of breath and cold-like symptoms. Tests confirmed that her lungs were filling with fluid, and further testing confirmed a diagnosis of lung cancer. After three months of vigilantly fighting her disease, she passed away; we miss her every day. I am relating this difficult story in order to highlight the need for early detection. Even as an employee of a dermatology practice who was frequently treated for lesions when the appeared, she could not escape the reality that very first spot wasn’t

detected, or treated, before the cancer had a chance to spread. Early detection of skin cancer is everything! It’s as simple as having your skin checked by a qualified professional. I know this is something many of us would rather put off, but everyone should have their skin checked by a physician. (Be aware that skin checks are covered under most medical insurances; deductibles and copays will apply). When you initially come into a hospital or clinic for an appointment to check the health of your skin, medical personnel will ask you to put on a gown, so the provider can discretely look over your entire body, paying particular attention to sun-exposed areas. If the physician finds something that is a concern, he or she will recommend a biopsy, which entails removing a portion of the spot, so that further tests can be completed and a determination made as to the make-up of the skin matter which was removed. Many biopsies come back as benign, and no further treatment is required. Some come back as one of many forms of skin cancer. Most are not dangerous, but do require further treatment by removing more skin, which is called an excision. Sometimes, the diagnosis is Melanoma; however, if the cancer is removed in time, there is a 99% chance that the patient will not have further problems. The most important issue is whether or not the cancer was detected before it had a chance to spread. If you have an unusual spot on your body, no matter what your age, get it checked. If you are over the age of 35 and you’ve never had a skin check, it’s time! SOUP SEASON

Fall brings so many favorites and the top of our list: soup! That warm bowl of goodness is always a welcome sight on the dinner table this time of year. We've got three recipes to enjoy this fall and winter season. Get your spoons ready!

6 TBL butter 1 cup chopped yellow onion 1 cup diced celery 4 Cloves garlic 12 oz (1 can) evaporated milk 32 oz chicken stock 4 cup cooked and shredded chicken 1 tsp dried thyme 2 tsp pepper Salt to taste DUMPLINGS 2 cup all purpose flour 1 TBL + 1 tsp baking powder 1 tsp pepper 1 tsp salt 1 tsp dried thyme 3/4 cup whole milk 4 TBL melted butter

In a large heavy bottom pot, melt butter. Add onions, carrot, celery and cook for 5 minutes. Add garlic and cook for 1 minute. Add evaporated 30 royconnection.com | October 2020

milk and chicken stock and quickly stir to combine. Bring to a boil, then add chicken, thyme, pepper and salt. Let the soup simmer uncovered while you make the dumplings. To make the dumplings, mix all dry ingredients in a large bowl. Make a well in the center of the mixture and pour in milk and melted butter. Stir together until a dough ball forms. Use a large cookie scoop to drop dough directly into the simmering soup. Place dough balls around the pot and press them into the pot so the soup runs over the top. Place the lid on the pot and lower the heat to simmer. Cook for 15 minutes and cut into one dumpling to check if it is doughy. If it is, cook for an additional 2-3 minutes.

Fall is the best! It brings cooler weather, flannel shirts, warm blankets and delicious soups. I love homemade

soups and warm bread that fill our home with delicious smells and it is just too hot in the summer to enjoy making them. This is a favorite. I found this recipe on a blog many years ago and we have enjoyed it ever since. You can find the recipe at paleomom.com. 2 cups chicken broth 1-2 broccoli heads 1 avocado ½ tsp ground nutmeg 1 cup of grated cheddar cheese (optional)

Throw broccoli (stems and all) and avocado into your pot of boiling broth. Let sit on a medium high setting until the broccoli is tender. Reduce heat, add nutmeg and avocado, and soften in a blender. Blend until everything is nice and creamy. Viola, you have something delicious and healthy to serve your family. We like sprinkling cheese on top and serving with rolls or fresh bread.

Roasted Pumpkin and Butternut Squash Soup PHOTO AND RECIPE BY KRISTINA CASE

Recipe adapted from joythebaker.com Roasting the pumpkin and butternut squash gives this soup a really good flavor, as well as using leeks instead of onions and adding in the parmesan cheese. Fall in a bowl! 1 medium pie pumpkin (do not use a regular pumpkin) 1 medium butternut squash 1 cup leeks, sliced (only use up to where the stalk turns green) 1 1/2 tsp minced garlic Olive oil 1 TBL butter salt and pepper 3 cups chicken broth 1/2 tsp paprika 1/2 cup cream 1/4 cup Parmesan cheese a few pinches of freshly grated nutmeg salt and pepper to taste

Preheat oven to 375 degrees F. Cut pumpkin and butternut squash into 2-inch chunks, removing the inner seeds and fibrous bits. To make it easier, you can leave the peel on and after cooking it comes off easily. Place on baking tray and drizzle lightly with olive oil, then sprinkle with salt and pepper. Bake for 35 minutes or until a fork inserted in the flesh of the pumpkin and squash meets no resistance. While the squash is roasting, add 2 tablespoons olive oil and butter to a large stockpot and sautĂŠ leeks for about 8 minutes, until soft. Add garlic and cook another couple minutes. Add chicken broth and simmer for 10 minutes. When squash and pumpkin has cooled, use a spoon to scoop the cooked flesh away from the peel, and place in stockpot with other ingredients. Add paprika and nutmeg. Transfer to a blender and process until the texture is smooth. If the soup is too thick, you can add more chicken broth. Transfer back to stockpot, add cream and parmesan cheese, season to taste and simmer for 10 minutes on low until warm. (This soup re-heats very well so you can enjoy leftovers)!
