he 2020 Census is still happening. The U.S. Constitution mandates that a census take place once every ten years. The results will develop new roads, help schools, health clinics, fire departments, and other critical programs and services. You can still respond online, by phone, or by mail at census.gov. The data shows that 78% of Roy residents have responded. Thank you! We just need to get the last 22% done. The deadline is Sept 30, 2020. Please do not miss an opportunity to make a big difference.

The Downtown Business District review subcommittee is close to finalizing recommendations to the zoning and building codes after receiving numerous public comments. Modernizing our downtown business district codes is critical in our next step of creating an environment that will bring new business developments into the city. We need mix-use developments, we need a new hotel, we need a theater, and we need more sit-down restaurants. These developments can build a strong commercial base that will generate needed property and sales taxes. Very shortly, the Roy City Council will vote on those changes. As always, public input is welcome. Efforts continue in securing property for a new cemetery. The process has been difficult with many twists and turns. It is hoped that, by the end of this month, we will have one major issue resolved so we can move forward. Be patient with us as we work through the process. Finally, with school now started, there is an increase of children on and around our streets. Please watch out for them as you drive through our neighborhoods. Always stop for school busses that are loading or unloading children. Watch for and respect the crossing guards who are there to help protect our children. Robert Dandoy, Mayor

One of the most frequent reports we take are those regarding vehicle burglaries. Vehicle burglaries can cost victims hundreds, if not thousands, of dollars. Typically, the person or people who commit these crimes are looking for the easiest targets and can burglarize several vehicles in a short time. Often these suspects are not caught because they are only in the vehicle for a few seconds and leave very little to no evidence. VEHICLE BURGLARY STATISTICS REPORTED IN ROY DURING THE 90-DAY PERIOD BETWEEN MAY 1, 2020 AND JULY 31, 2020: 40 vehicle burglaries reported. 32 of the targeted vehicles were not locked. The remaining eight vehicles were reported as locked, and of those, four had no signs of forced entry. During this same time period, 10 vehicle thefts were reported in Roy, and keys were reported as being left inside the vehicle in five of the vehicles that were stolen. It is likely that 80% of these vehicle burglaries were preventable, and half of the vehicle thefts were also preventable.

Vehicle burglary is a crime of opportunity, and there are things you can do to reduce your likelihood of becoming a victim. If you cannot secure your vehicle in a closed garage, we suggest you illuminate the area where your vehicle is parked. Remove all items of value from the vehicle and keep all other items out of plain view. Make sure to remove your keys from the vehicle and please lock the doors and roll up all of the windows. These few steps and an extra few seconds can save you money and significant heartache.

General Plan Update In 2018, Roy City received a grant to update the city’s General Plan. In 2019, the process to update the city’s General Plan begun, and after many months and several meetings with people, groups, etc., a “Draft” version is being presented. The Planning Commission would like to invite you to review the proposed Draft General Plan and is asking you to provide any comments, concerns, or questions that you may have. Council's Corner BY DIANNE WILSON Good to see so many of you wearing masks and working together to keep ourselves and others healthy. With that common theme in mind, here are a few tips to fine-tune the efficacy of wearing a mask. 1. PROPER FIT–Masks should fit well around the face (to include nose and mouth) to be most effective. Small gaps dramatically drop rates of efficacy. 2. SELF-CONTAMINATION & PROPER REMOVAL–When you touch the outside of your mask/gloves/face shield, sanitize your hands immediately. Carefully remove masks from ear-loops or ties, gloves from inside, then sanitize hands immediately. If not possible to wash mask at end of day (and dry in high heat), isolate mask in paper bag or by hanging untouched for 72 hours. Having several masks to rotate can be helpful. 3. OCULAR TRANSMISSION–increasing evidence shows that eyes may serve as a source of infection as well as an entry way for transmission. Don’t hesitate to wear a face shield WITH your mask. Roy COVID-19 numbers continue to rise. Rates will increase as schools reopen. Getting your flu shot is especially important this year. We appreciate your continued efforts to “Keep Roy Healthy”. W

hen his job at Hill Air Force Base cut back his hours in an effort to slow the spread of COVID-19, Kelly Hertel turned to a hobby he had put on the shelf for over 20 years. While never formally trained, he drew for fun while deployed six months in Iraq when he had down time. Fast forward to 2020: “I saw that someone had drawn a Bambi with chalk and shared it on Facebook.” It inspired him to give it a try to see what he could do. He had never drawn with chalk before. He started on March 23, 2020 by drawing the ghost rider on his driveway. Then he drew the Disney character, Stitch, for his daughter, Krista, who lives in Kentucky, because that is her favorite character. He left his hobby of doodling on the ship when he came home from deployment. From that point, he turned his focus towards his family and work. “One year, I painted some Halloween characters from Nightmare before Christmas, but it was just a quick paint job by hand. Kelly still has his job on base, and his goal was never to make money off this. He said the payoff from his work comes from the smiles when people see what he has created. “It’s amazing to see the faces of the children; you’ll hear them screaming with excitement from the other side of the road.”

By the time he finished the 8-ft. drawings on his driveway, he was getting really hooked because he saw the impact it was having on the people in his residential area. At that point, he decided to take it to the sidewalk. He lives on a corner, so he has a lot to work with. “At the beginning, I was hesitant about doing them on the sidewalk because it is city property.” But even as he has made adjustments to his technique, the drawings aren’t permanent, and it’s nothing a pressure washer can’t erase. People have asked questions about it, but everyone who comes seems to be happy that he is sharing his talents in this way. The inspiration for chalk art has passed on to more people since he started. People send him pictures of their kids drawing on the sidewalk. Kelly said his drawings feel like his kids. “You know when you let your kids go out in public, and their hair is a mess or they’re wearing the wrong clothes? I feel really bad when people come to see [the drawings] for the first time and see some of the older ones.” That’s why he is working so hard to keep them vibrant and alive. “I don’t want people to see them as they are, I want them to see them how they originally were.”

He had to get creative to work around each challenge that came up, whether it was rain or sprinklers, the sun bleaching the chalk, or kids riding their bikes across the drawings. “By the time I was finished with the fourth picture on the sidewalk, I had to keep repairing them every day.” He put up a sign asking people to be respectful so others can see them. Kelly also shares photos of his art on Facebook, which has really opened up his exposure. “I get a lot of texts from people all over the world who enjoy seeing the progression of the work.” He shares his progress on Facebook every day. People who are struggling, including family members who have lost loved ones to COVID-19, have reached out and expressed their appreciation for his positive ray of light in their Facebook feed.

You’d think so much work invested in these drawings would make it heart-wrenching to imagine them getting washed away. But no, Kelly is not overly sad about the inevitable. “The pictures did what they were supposed to do.” The effects of his work has reached well beyond the borders of his neighborhood, thanks to Facebook. Knowing it has touched the lives of people in his neighborhood and beyond makes it worth it to him. In the beginning, he did a lot of kneeling, which you could imagine is hard on anyone’s body. “I’ve gotten really good at doing what I do now.” He starts by drawing it out while kneeling, and he can usually knock it out in an hour or two. “I need to get up and down a lot when I’m drawing it out because I need to stand back and make sure everything is proportioned right.” Once it’s sketched out, he will lay down on his side on a pad and paint to add in the color. “I’ve lost 100 lbs. since last year, so my body doesn’t hurt like it used to.” The heat doesn’t bother him, as long as he has his canopy for shade. It’s only a problem when it rains and heavy winds throw his canopy around.

Cinderella and Prince Charming Throughout August, he has been working on his two grand finales.. His goal is to finish them by September first, so perhaps, if you pay him a visit at 1167 N. 1120 W. Clinton, you will see the final product of his efforts. One is the Magic Kingdom, which is a 16 x 8 ft picture, and the other is an underwater theme on the outside wall of his house leading up to his front door. There were originally going to be only five characters in the Magic Kingdom, and the castle was going to be silhouette with chalk rainbows coming down in the center of it. When he started it, he realized the coarseness of his cement was going to be a challenge. It wouldn’t take the chalk even to outline it! He decided to use a sharpie to outline it and then use acrylic paint to bring it to life. He ran into other challenges with the underwater scene. You can’t paint with a brush on stucco, so he bought an airbrush and tried it for his first time. “A good portion of this has all been done with airbrush, from Bruce the shark, the otters, the seagulls, and Hank [the octopus] (who is hiding).” The Magic Kingdom will have a lot of hidden Mickeys all throughout it. “People have walked through the whole thing and never noticed the hidden Mickeys, and then they go back through it again looking for them!” There is a black light on the moon at night which reveals the Cheshire Cat. He is also adding in glow-in-the-dark hidden Mickeys, so you will have to come back at night to get the full count. How many are there? Kelly couldn’t give a definitive answer because it was still a work in progress when I interviewed him. He said there will be a lot! September is a good time to wrap things up because Kelly goes all out for Halloween and turns his garage into a haunted house. He’ll be redirecting his energy into that, since it takes him about a month to get it all set. It looks like the art is going to be put on the shelf for a time, but I doubt it will be another 20 years before he picks it up again.

Many of us grew up with our grandmas and mothers canning the harvest of the garden to be enjoyed all through the winter. Even though we can buy everything at the grocery store, it's still a wonderful tradition for many and a money saver. Here are some of our favorites that are worth the work!

Step 1: Gather the peaches

Step 4: Add lid and ring

Start with 11 to 12 lbs of peaches; this will make 7 quarts of bottled peaches. I like my peaches with light syrup, so I use 2 cups of sugar to 1 quart of water.

Wipe the rim of the jar clean with a damp rag and put the lid and ring on.

My mom and grandmothers always had bottled peaches in their pantry. With peach orchards surrounding us, we live in the perfect place to have canned peaches in our pantries. Elberta peaches are my favorite. They are so sweet and delicious. There are many varieties of peaches, and some of those would be great to can as well. Ask your local farmer which varieties are best.

Step 2: Remove the skins This method is called blanching. Fill a large pot with water and bring to a boil. Dip the peaches in the hot water for 30 seconds to 1 minute. This loosens the skins so they will slip right off. Use a slotted spoon to lift out of the hot water and place in a bowl or sink of cold water.

Step 3: Fill jars After removing the skin and pit, slice up the peach and place in canning jars. Once your jar is full, add your sugar and water, leaving ½ inch of space at the top. Remove all air bubbles by sticking a spoon down to the bottom and lifting the peaches gently a few times. Air can get trapped where you can’t see it and needs to be removed.

Step 5: Process Load your full, closed jars into a water canner with about 2 inches of water above the jar tops. Bring the water to a boil and let boil for 30 min.

Step 6: Finish Use a jar lifter to remove hot jars and place them on a towel. Then let them sit for 24 hours. You can tell if your jars are sealed by pressing down on the middle of the lid. If it pops, your jar didn’t seal. If you have jars that did not seal, place them in your fridge and eat them within the week. Sealed jars will last for at least 2 years.

Prevent: Make sure the fruit and liquid to sugar ratio is precise. Crystals will form if there is more sugar than the fruit can hold. Cook at a rapid boil. Follow the recipe precisely and don’t over cook. Sometimes crystals will form on the sides of the pot as you cook the jam. Before you fill the jar, take a damp cloth and wipe the sides of the pot to prevent sugar crystals from sneaking in. Cooking Jellies or jams in a single batch will increase your chances of it turning out great!

7 cups peaches, chopped 7 cups tomatoes, chopped 3 onions, diced 1 ½ cups bell peppers, chopped 3 cloves garlic, minced ½ bunch cilantro, chopped 3 limes, juiced 1 cup vinegar 2 tsp salt 4 jalapenos with seeds Other hot peppers (to taste) ¼ cup instant clear jell (for thickening 200 degrees and above) ¼ cup sugar Add all ingredients (except sugar and clear jell) to a large pot and bring to a boil. Mix clear jell into sugar, and add the mixture gradually into the salsa. Stir carefully and add it slowly so you don’t get lumps. Simmer for 10-15 minutes. Stir every few minutes and make sure not to burn! Fill clean pint jars, leaving about half an inch of headspace. Prepare lids and rings according to directions and put lids on jars. Process in hot water bath for 15 minutes for pints, 30 minutes for quart jars.

Fix: Low, even heating melts the crystals. That being said, you can use the stove or a microwave to melt the jam back into shape. The dishwasher is a great option as well! Just make sure the lids are on TIGHT and put your jars of jam in the dishwasher for a cycle.

Stewed Tomatoes RECIPE & PHOTO BY MELISSA SPELTS

This is my favorite thing to bottle and have in our pantry. It is so easy to just pull out a jar of the stewed tomatoes, purée them (mix in a blender or food processor), add some seasoning, and you will have the perfect tomato soup in which to dip a grill cheese sandwich or some crackers. You can add a jar of these to your favorite spaghetti sauce or taco soup. I love how versatile they are.

Hot water bath canning instructions: place lids on jars and put into canning kettle. The jars should be completely covered with water. Bring the pot to a boil and begin timing when the pot boils. Remove the jars carefully and let them cool for 24 hours. Check to make sure each jar is sealed. Store in cool dark place.

Apricot Freezer Jam RECIPE & PHOTO BY HAILEY MINTON

20 tomatoes 1 to 2 stalks celery (chopped) 1 yellow onion (diced) To prepare the tomatoes Bring a large pot of water to a boil. Carefully drop whole tomatoes in the boiling water for 1 minute. Immediately remove and place in an ice bath. As soon as they are cool enough to handle, pull skins off with your hands. Core and cut into large chunks.

4 cups apricots, finely chopped (approximately 2 1/2 lb.) 2 Tbsp. fresh lemon juice 3 cups sugar 1 box of Sure Jell Premium Fruit Pectin 1 cup water

Stew Tomatoes and Vegetables Add tomatoes, celery, and onions to a pot and boil for 10 minutes.

Wash and rinse containers that hold around 1 to 2 cups. Wash apricots, discard the pits, and finely chop them. Do not peel them. Combine the exact measurements of apricots and lemon juice in a bowl and set to the side. Measure the exact amount of sugar and add to a large saucepan. Mix in 1 box of Sure Jell with the sugar. Stir in 1 cup water and bring the mixture to boil on medium-high heat, stirring constantly. Boil and stir for one minute. Stir in the apricot and lemon juice mixture quickly. Stir 1 minute or until thoroughly mixed

Using a funnel, ladle the stewed tomatoes into warm jars. Leave a half inch of space above the tomatoes in the jar.

Pour into prepared containers, leaving 1/2 inch space at the top for expansion during freezing. Cover. Let stand at room temperature for 24 hrs until set before moving to the freezer or fridge.

In another pot, boil water and put canning lids and rings in to sterilize. I put the glass jars in the dish washer and pull them out when they are still hot.

Precision is essential when you make jam!

Wipe the rim of the jar clean with a damp rag. Add a warm lid, twisting the ring until just finger-tight. Using a jar lifter, lower each jar into the your canning pot of water. Once pot is full, make sure you have 2 inches of water above your jars. Make sure the water isn’t too hot so the jars do not shatter. Bring the water to a boil and set your timer for 45 minutes. Turn off the heat and let the jars sit in the pot for 5 minutes. As you pull your jars out, place on a towel and let sit for 24 hours. Shelf life is 1 year, as long as the lid doesn’t pop.
