M

ost people like to know what is happening around them. Communication can help people understand the challenges, events, and happenings around them. As a new Mayor, one of my goals is to find ways to improve the communication within our city and help people understand all those happenings around them. The more we know, the more we can cooperate and support each other. People use a wide variety of platforms to communicate. For that reason, the more ways we can reach out, the more people we will continue to reach. Over the next few months, look for new city attempts to utilize the many ways to communicate.

One caution shared with me by many more experienced mayors is that they relegated many social media platforms as “the people’s platforms” to speak to each other. The keyboard warriors who hide behind their screen through social media seem willing to bypass the face-to-face etiquettes we may have learned in our formative years. Some seem driven to shock for attention more than address any solution or support one. I am not so quick to give up, though I may be proven wrong. I think if we want to accomplish the ambitious tasks that will improve our city, we need all the communication options we can muster. At least for now, I continue to make every attempt to respond to those who reach out with sincerity looking for information, solutions, and to help build our amazing city.

Syracuse City Updates Your City Council at Work On January 24, 2022, the city council selected Paul Watson to fill the remainder of the council seat left vacant by the election of Mayor Maughan.

On February 4, 2022, the council conducted an all-day session to discuss goals for the next budget year. On February 8, the council took the following actions: 1.

Amended the city budget to allow increases in wages for multiple positions in crisis, including the police department. The council spent approximately two hours taking public comments and debating this matter.

Appointed councilmembers to various positions and boards, including Jordan Savage to the Wasatch Integrated Waste Management District Board and Jennifer Carver to the Davis County Mosquito Abatement District.

4. Land Use: a. Approved zone change at 3329 S. 2000 W. from R-1 and A-1 to General Commercial. b. Approved zone change at 2383 W. 2700 S. from R-1 to R-3. 5. Approved Contracts: a. Design contract for the Emergency Operations Center. b. Contracts with UDOT related to reimbursements related to the Corridor construction. c. Contracts with the United States Bureau of Reclamation related to the relocation of the Layton Canal.

Spring 2022 CERT Hybrid Class We are excited to announce that Syracuse Fire Department will be hosting a Spring 2022 CERT Class. The Community Emergency Response Team (CERT) program educates community members about disaster preparedness and trains them in basic disaster response skills such as fire safety, light search and rescue, team

organization, and disaster medical operations.

>>>This CERT class begins on March 13th, 2022 and will be a hybrid program consisting of online training and hands-on in-person classes. In-person classes will be on March 13th, 2022, from 6 p.m. to 8 p.m., April 23rd and April 30th, from 8 a.m. to 4 p.m.

Public Works Update Water Supply

Our water supply comes from the Weber River Watershed. All the precipitation that drains from the mountain tops into the valleys that drain into the Weber River and its tributaries generates the water supply that we use for both indoor drinking water (culinary) and outdoor water (secondary) for landscapes. Culinary water is treated to drinking quality, whereas secondary water is not treated at all. A series of reservoirs along the Weber River store water to fill our needs. The largest reservoir is Echo Reservoir, which is an indicator of our water supply for the year. When Echo is full, supply will sustain our needs for the year. Last year, Echo maxed out at 45% full, which put our watershed in drought conditions. This year, the snowpack and soil moisture

has improved, but Echo is at 33% full. Significant precipitation is still needed to fill Echo this year. It is essential to continue water conservation efforts. During this time of season, before the rain falls, we would appreciate your help to sweep the curb and gutters and dispose of any leaves, dirt, and debris into your garbage can. Keeping storm drain grates clear will improve the flow and quality of waters going to the Great Salt Lake. This will help beautify the city and create great curb appeal. When fertilizing the lawn, please apply chemicals sparingly and follow directions accordingly. Don’t allow fertilizer to get onto the streets or into the curb and gutter; if this happens, please sweep up excess and dispose of properly. Thank you so much for making Syracuse City look appealing.

Employee Spotlight Michele Wood

Our employee spotlight for March is Michele Wood! Michele works as a Court Clerk in the Justice Court Department. She has been with the city since October 2021. Michele was born and raised in Woods Cross where she currently resides. She graduated from there and currently attends Davis Technical College. When not working for the Justice Court, Michele loves spending time with her three adult daughters, playing pickleball, painting, and shopping at thrift stores. You are awesome, Michele!

Syracuse City Arts Council Battle of the Bands The Syracuse City Arts Council will host a Battle of the Bands to raise funds for a future home for the arts in our community. Tickets are $5 at the door. Come cheer for your favorite! March 18, 2022, at Syracuse Jr. High School, 7:00 p.m. The Syracuse Arts Council is currently seeking volunteers for our summer theatre production and our fall junior theatre production committees. Art Class

A new fun art class is coming to the Community Center in March! Recycled art is fun and therapeutic and uses materials from glass, shells, kitchen utensils, rocks, sticks, and many other recycled items. (Feel free to bring in some small items of your own that you’d like to incorporate, like grandma’s old jewelry, collected coins, etc.) We will be hand-making a recycled piece of your choosing, using many different materials, then topping and curing with resin. 2022 Syracuse City DISASTER EXERCISE BY DAN MERKLING

“Emergency Alert! The recent 7.5 earthquake has caused a tanker truck hauling liquid chlorine to roll over, rupturing the tanks and allowing the chlorine to vaporize. The chlorine gas cloud is deadly and all citizens are ordered to evacuate the area as quickly and orderly as possible. DO NOT shelter at home, as the gas will enter your home regardless of how well you believe it is sealed. Tune your radio to AM 870 or FM 104.5 for further information as you leave the city.” This announcement is something you could hear over the Emergency Broadcast System or the Code Red notification system in a real disaster. This year, our Syracuse City Emergency Exercise will simulate such a scenario.

Obviously, we will not have everyone evacuate, but we will ask the citizenry to do a few things as a simulation drill. On the morning of Saturday, April 23rd, between 10:00 a.m. and 10:30 a.m., please do the following: 1. Verify that each active phone in your household is registered with the Utah Code Red system at public. coderedweb.com/CNE/en-US/ E3BC2EED087A or by clicking the CODE RED button on the Syracuse City Police Department page at syracuseut.gov/222/PoliceDepartment. 2. Verify that your vehicle fuel tanks are at least half full and commit to always keeping them half full. 3. Ensure you have an emergency car kit in each vehicle, as described in the article in April’s Syracuse Connection magazine. 4. Discuss with your household what route (primary and secondary) would

be most useful in the case of an evacuation from the city. 5. Between 10:00 a.m. and 10:30 a.m. on Saturday, April 23rd, log on to the city Facebook page at www.facebook. com/syracuseut and confirm that you have participated in the exercise. The Syracuse City Disaster Preparedness Committee is made up of residents who are appointed by the Mayor, with the advice and consent of the City Council, to address preparation efforts and volunteer coordination related to larger scale natural disasters and similar emergency events that will involve the participation of all city residents and businesses. We hope these annual exercises provide you with valuable information. We appreciate our citizens who help the city to be aware of issues that need to be addressed such as road repairs, street light/sign repair, park maintenance, water problems (culinary and secondary), garbage can pickup, code ordinance enforcement, and employee feedback. Passport application processing services are offered at City Hall between 9 a.m.- 4 p.m. Processing takes approximately 20-30 minutes per application. Until further notice, passport acceptance services are by appointment only. Please call 801-825-1477 to schedule your appointment. For multiple applications and/or photos, wait times may be longer. All required forms, photos, and payments must be completed prior to 4 p.m. to be accepted the same day. Applications can be found on the www.travel.state.gov website. What Land Cost Over 150 Years Ago in Syracuse BY JENNY GOLDSBERRY

This article is part of a series on how much homes used to cost back in the day. We’re starting from the ground up with this piece on the cost of land.

S

yracuse land has passed through a lot of hands over the years. We’ve traced back all the on-record owners of one particular piece of land from the time it was settled to modern day. The first settlers of Syracuse found that they could purchase their land for about $1.50 an acre after living on the land for five years, thanks to the Homestead Act of 1862. If they wanted to purchase railroad land, it cost $2.50 per acre and there was no requirement to live on the land before the sale. John Messery was one of the first to buy land in Section 7 in Syracuse. A section is 36 square miles, or 23,040 square acres. At the time, John only bought about 40 acres of it. In 1884, Amasa Driggs purchased the land from John. Growing up, Amasa lived in the wagon they crossed the plains in. It was the first to go up the Indian trail and settle on the mountain road. His father, Samuel Driggs, built

a square adobe home for his family of eight. At the time, the Church of Jesus Christ of Latter-day Saints authorities advised not to take too large a tract of land. Instead, they encouraged settlers to take only small tracts and be sociable and neighborly. Samuel Driggs had settled on about 30 acres. The settlers plowed around a tract of land turning two furrows together, cut stakes, sharpened and drove them into the ground, got limbs and brush, and rip rapped the stakes to make a fence Samuel died in 1854, leaving his wife, Elizabeth Ann Driggs, a widow and his children fatherless. However, in his last testament, he begged, “Take good care of my children. I want them sent to school. I want them taught the principles of this kingdom and not go into bad company or too many dances.” As a result, the First Presidency of the Church sent a man named John Criddle to take care of a widow and her children. At the time, they lived 22 miles from Fort Kaysward on a farm. John arrived, gathered logs, and built a log room onto the adobe one in spring of 1854. He had no friends or family nearby. Six months after her husband’s death, Elizabeth Ann married John Criddle. They went on to have five more children together. Then, in 1888, almost as if as a gift of gratitude, Amasa sold 25 acres to John Criddle, and in 1894, sold the last 15 acres to him as well. After all, Amasa was about two years old when John married his mother. That same year, the 40 acres were again sold to Johnny’s brother, William Criddle, who moved to bring his brother some company. The family lived in that

James Criddle, the youngest in the family paid each sibling $250 to buy them out of 40 acres and had earlier bought another 9,000 for $24,000! same house from 1887 until 1906. James Criddle, the youngest of the family, paid each sibling $250.00 to buy them out of their land ownership so he could continue living there with his mother. She had a life lease on the home as long as she lived. James had previously bought an additional 9,000 acres for $24,000 with the help of other stockmen. A farmer known only as Mr. Ellison had aged out of the business and sold it to him. Afterwards, James made a business of feeding beef cattle on that land before turning it over the government. Today, the Driggs/Criddle property would be worth well over $1 million.

Early Season Ben Lomond Peak BY ANN PARK

The mountains are calling!

Am I the only one looking up at the mountains to see how the melt is going? The front of Ben Lomond is starting to look mostly snow-free, but the back is still covered. But who wants to wait? The mountains are calling.

The trailheads and the lower part of the trail are clear, and everything is lush and green this year. I used the Cutler Trail this week. About half way up, I encountered snow, and the upper part of the trail is still completely buried. I used snowshoes for extra traction and lift and an ice axe on the upper part for safety. There was an inch of fresh snow, but it was melting quickly. It was 39 degrees when I started hiking, but 57 when I got back down. I put on and took

off a lot of layers during the hike. For spring weather, be prepared for any temperature. You’ll also need some extra traction for your feet, micro-spikes, snowshoes, or crampons. It’s time to start hiking. Spring is an amazing season to be out, even though temperatures and conditions vary widely. We don’t have to wait until the snow is gone to enjoy our mountains. The difference between blinchiki from oladushki is that they’re thinner. You can try them both ways. My blini are about 7″ in diameter, and the oladi half of that. For the thin blini only, swirl the pan to spread the batter. Cook until golden brown, then flip with a spatula. Cook until the other side is golden brown, then reserve on a plate with a small piece of butter on top. Repeat until you run out of batter. Serve warm.

Pakistani Garbanzo Beans PAKISTAN by Sabiha’s Kitchen

1 lb. dry white garbanzo beans 8 cups of water 2 tea bags 2 Tbsp. baking soda 6 oz. grated onion ½ c oil 2 tsp. crushed ginger 2 tsp. crushed garlic 1 tsp. salt 1 tsp. crushed black pepper 4 oz. fresh/tinned tomatoes, crushed 1 tsp. garam masala Soak beans in 4 cups of water overnight. Drain all water 4 hours prior to cooking, sprinkle, mix well, and keep in a bowl for 2 hours. Wash under cold water until all of the soda is rinsed away. Place beans in a large saucepan, add enough water to cover, bring to the boil, add two tea-bags (for color), and keep on medium heat until chick peas are cooked and soft when pressed between thumb and forefinger – 20 minutes. Remove and discard tea-bags. Or, rinse and drain 12 oz. tinned garbanzo beans, sprinkle with

half tsp. bicarbonate of soda, mix well, and keep for 30 minutes. Rinse in cold water to remove soda coating. Put in a saucepan, cover with water, and boil on medium heat for 5 minutes, until soft. Put the oil in a large pan, add onions, and fry on medium heat until golden brown. Add ginger and garlic and fry for another 2 minutes. Add the salt and black pepper, mix together, and add tomatoes. Keep on medium heat, stir from time to time until all liquids dry and the oil separates (bhun). Add garam masala, stir in, and keep on a simmer. Add pre-boiled beans at this stage with ½ cup of water, simmer on low heat until all masalas are mixed in, cook on low heat covered for 2 - 4 minutes, and serve piping hot. Serve with naan or toast.

Abigail Rigby from North Ogden spent her entire childhood in Japan. If you had time, a bowl of steamed white rice, eggs, miso, and seaweed was eaten. If you were running late, you could eat a delicious onigiri that would fill you up enough until lunch time.

1 cup of white sticky rice 1 cup of water 2-3 snack-size sheets of seaweed 1 can of tuna 3 Tbsp. of mayo Pinch of salt Pinch of mayo Throw the rice in the rice cooker with the water. Drain the water out of the tuna and mix in your mayo. Sprinkle in your spices and mix that in as well. When the rice is done cooking, take it out with your hands. Dip your hands in salted water to keep the rice from sticking to your hands. You can either make your onigiri into a ball or into the traditional triangle shape. Finally, attach your seaweed while the rice is still warm, so it sticks better. You can eat it right then or pop it into the fridge for another day and eat it chilled.
