I

n 1954, Congress passed the bill that President Eisenhower signed, proclaiming November 11th as Veterans Day. Since that date, we’ve acknowledged the sacrifices of those who gave something;,many their all. This year, I’d like to dedicate this space to all Syracuse veterans, living and deceased. To honor all, I have chosen one to represent them: Larry Kerr. Larry was born in Coshoctor, Ohio. He married our hometown girl, Shuree Cook.

Larry is a veteran of the Vietnam War. My life’s history is profoundly linked to this conflict. When many were running from the draft in the 60s, Larry enlisted to fight a very unpopular war. Now a disabled vet, Larry still serves his peers. Congressman Chris Stewart said it best:

“I would like to recognize and thank Larry Kerr, a Utah veteran who served his country in the Air Force for 20 years, including through the Vietnam War followed by time in Korea. Since finishing his Air Force Service, Larry has helped countless veterans in our state receive due benefits and is the recipient of the Cold War Victory Medal. Larry has dealt with medical conditions due to Agent Orange and has assisted many veterans in navigating these same challenges. I am so grateful for his service, his sacrifice, the sacrifice of his family, and his constant dedication to fellow veterans. I am honored to welcome him to Washington D.C. as part of Utah’s Honor Flight.” Now, Larry is active in awarding the Cold War Victory Medal to veterans of the Cold War. He and his wife, Shuree, have made presentations throughout the state. We can all be proud of our Syracuse veterans, Larry being an example of them all. Larry will be honored at the November 9th city council meeting by the Syracuse City Youth Commission. Come and meet Larry and Shuree and other hometown heroes. Mayor Mike Gailey

Syracuse City Updates Your City Council at Work On October 12th, the council met and took the following actions:

1.

Adopted an updated Storm Water Management Program and Water Conservation Plan for Syracuse City

2.

Amended the Parks Advisory Committee ordinance to create an alternate position

3.

Gave advice and consent for the appointment of Jackie O’Shea to serve on the Parks Advisory Committee as an alternate

4.

Authorized execution of an Interlocal Cooperation Agreement with Davis County for a Pollutant Discharge Elimination System, which is necessary to operate our storm sewer system

5.

Provided final plan approval (an administrative decision) for two developments: a. Aspire at Canterbury, at approximately 2376 West 1700 South, a townhome development

b.

RC’s Parkwest Subdivision Phase 1, at approximately 1693 West 2700 South, a mixture of townhomes and detached single family homes

The city council generally holds business meetings on the second Tuesday of each month, with non-voting work sessions held on fourth Tuesdays. It generally does not hold meetings on the fourth Tuesdays of November and December, due to holidays.

Public Works Update WINTER PARKING REMINDER: Beginning November 15th, overnight parking is prohibited on the street midnight to 6 a.m. This is in effect until March 15th. Parking on the street is also prohibited during the daytime when it is snowing. Parking violations will be enforced with fines during those dates, whether it is snowing or not (11-20-050). Please take some time to ensure your vehicles have parking space in a safe location off the street without blocking sidewalks. Tree Trimming: This is a good time of year to trim trees along the roads and sidewalks. Remember the 7/11 rule for trimming clearance: 7 feet above the sidewalk and 11 feet above the street. Offer to help others who may need assistance with tree trimming. Clean gutters: Please keep your gutters and storm inlet grates clear from leaves, grit, and debris. Doing so allows good drainage into storm drains. This not only prevents flooding, but also keeps our downstream habitat healthy. As leaves begin to fall, look for ways to help those needing assistance with raking, sweeping, and preventing leaves from going into our storm drains. Thank you for making this community look great! Road Construction: Several areas around the city are experiencing construction related to the new freeway, upgraded sewer mains, and new developments. This will continue through the winter months. Updates will be available through the city website and Facebook.

Employee Spotlight Mike Mathis

Our employee spotlight for this month is Mike Mathis! Mike works in Public Works as the Streets Superintendent. He is in charge of maintaining 112 lane miles of roads, which include curb and gutter, street lights, street signs, and plowing. He has worked for the city for just over 17 years. From Syracuse, Utah, Mike loves being outdoors. He enjoys hunting, fishing, and camping with his family. Congratulations, Mike, and thank you for your service to the city!

having a “Gala for the Arts” in February (TBD) to help fundraise for all the ongoing activities we provide to the community. Board position vacancy

SCAC has a position open on our Board of Directors for any Syracuse resident who is interested in serving our community. Board members attend monthly meetings, which are held the first Wednesday of each month. Terms run four years. Send your letters of interest to info@syracuseutaharts.org. Please include your contact information and address in your letter to verify you are a resident of Syracuse, and explain why you wish to serve on the SCAC Board. The SCAC will be having their monthly board meeting on November 3rd at 8 p.m. at City Hall. This holiday season, keep your home safe while enjoying your tree

The Perfect Christmas Tree

PICKING THE PERFECT TREE  Choose a tree with fresh, green needles that do not fall off when touched.

 If preferred, choose an artificial tree. PICKING THE PERFECT SPOT  Make sure the tree is at least three feet away from any heat source, such as fireplaces, radiators, candles, heat vents, or lights.

KEEPING YOUR TREE LOOKING PERFECT  Before placing the tree in the stand, cut two inches from the base of the trunk.

 Add water to your tree stand daily.  Always turn off Christmas tree lights before leaving home or going to bed.

 Get rid of the tree after Christmas or when it is dry.

 Make sure the tree is not blocking an exit. PICKING THE PERFECT DECORATIONS  Use lights that are tested/approved by a qualified testing laboratory. It will state this on the packaging. Note that some lights are only for indoor or outdoor use.

 Do not use any strands of lights with worn or broken cords or loose bulb connections.

 Do not overload circuits with too many lights or appliances

 Never use lit candles to decorate your tree.

Fix-It Requests

We appreciate our citizens who help the city to be aware of issues that need to be addressed such as road repairs, street light/sign repair, park maintenance, water problems (culinary and secondary), garbage can pickup, code ordinance enforcement, and employee feedback. Passport Applications

Passport application processing services are offered at City Hall between 9 a.m.- 4 p.m. Processing takes approximately 2030 minutes per application. Due to volume, appointments are required on Monday and Friday. On Tuesday through Thursday, appointments are recommended, but walk-ins are accepted and served in order of arrival. For multiple applications and/or photos, wait times may be longer. All required forms, photos, and payments must be completed prior to 4 p.m. to be accepted the same day. Applications can be found on the www.travel. state.gov website. Application fees must be paid with a check or money order made payable to the U.S. Department of State. The History of the Syracuse Sewage System BY JENNY GOLDSBERRY

Today, the District collects and treats wastewater from approximately 80 square miles for a population of about 200,000.

A

s you’re counting the things you’re grateful for, don’t forget the gross stuff too! This month, Connection Publishing wanted to tell the history of something we all should be grateful for: a sewage system. In the beginning, the Native American way of sewage was much different than today. They dug trenches to do their business in. You might think that it was the smelliest way to get rid of sewage. Luckily, the harsh winters froze the trenches; therefore, the smells went away. Early settlers implemented the same idea, with some innovation for privacy. Instead of an open trench, they built outhouses. A septic tank wouldn’t arrive in the States until 1880. As a result, these settlers were still disposing of sewage directly into the ground. Eventually, they were connected to septic tanks. (You can see a replica of a typical outhouse at the Syracuse Museum.) It was still up to each household to empty the tanks every so often. Many tanks broke down, and raw sewage often ran into corrals with the barnyard manure. Others in the Salt Lake Valley had already run out of places to store their sewage by that time. Since there were so many farmlands in the north, like Syracuse, they dug an open conveyance system to send their sewage up northwest. Once there, farms could use the system to create their own fertilizer. Later, it was much more effective to use manure. Plus, the conveyance systems were an eye sore. The first suggestion of a sewage system for the town was in January of 1942. A special meeting was held March 9, 1942, to see how many of the people favored a sewer line. The vote was unanimous: people favored it.

By September, president of the board, T.J. Thurgood, sent a request for a sewer franchise to the State of Utah. The government granted a loan that led to a 30-inch sewer line, which was installed down State Street (1700 South) to Main Street (2000 West). A 36-inch line came down from the West Point Road along Main Street and extended south into the lake. At this time, there was no sewage disposal plant, only raw sewage which flowed into the lake. At the beginning, it cost a connection fee of $90 and $1/month service fee. This was worth the cost of having to regularly empty a septic tank. The roads, sidewalks, and irrigation ditches were left in a mess. This prompted the town board to insist on a satisfactory restoration, which finally came in the summer of 1943. For a few years, jurisdiction of the sewer line through Syracuse was under the town board; however, in May of 1944, president of the board, T.J. Thurgood, was appointed to represent Syracuse on the North Davis Sewer Board. In September of 1946, changes were made for a metropolitan system. By the spring of 1951, Dale Smedley was doing all the hookups and repairs. One of the last main sewer lines installed as late as February of 1965 was west of the store corner (1700 South) along the Bluff Road, and then north (3000 West) to the West Point City boundary. Eventually, the system expanded to include all residents, which took more than another decade. Some residents who had sewer lines in front of their house remained unconnected. Health officer Dr. Keith Barnes from Davis County insisted all residents must hook up to the sewer system where available. Eventually, the system expanded to include all residents, which took more than another decade. The North Davis Metropolitan Sewer Association was formed in 1946 to acquire federal funding. Meanwhile, the North Davis Metropolitan Sewer had already been constructed in 1943. By 1954, it had the authority to levy taxes, issue bonds, and construct a sewage collection and treatment system.

EARLY BEGINNINGS The first suggestion of a sewage system for the town was in January of 1942. A special meeting was held March 9, 1942, to see how many of the people favored a sewer line. The vote was unanimous: people favored it.

Thoughts of organizing an all-urban area from Kaysville to Roy under one system with a disposal plant located in Syracuse were first considered in February of 1951. Notably, they even planned to have the disposal plant in Syracuse. At the time, Syracuse City officials were against the move, feeling it was too expensive and the city would not benefit very much. So, the North Davis County Sewage Disposal Plant was completed later, in 1954. All cities included in the district were required to participate, including Syracuse. Today, the District collects and treats wastewater from approximately 80 square miles for a population of about 200,000. The District is made up of the cities of Clearfield, Clinton, Layton, Roy, Sunset, Syracuse, West Point, a small area of Kaysville, Hill Air Force Base, and areas of unincorporated Davis and Weber counties. The district owns and operates approximately 100 miles of sewer collection lines, which deliver wastewater to the treatment facility located near the shoreline of the Great Salt Lake. Against the wishes of those city officials in the 1940s, this facility did, indeed, end up in Syracuse, Utah. The facility has the capacity to treat 34 million gallons of wastewater per day, consistently removing over 95% of pollutants before releasing water back into the lake environment. All sewage travels to one of the district facilities which have been designed to maximize efficiency and effectiveness. Then, any by-products of the treatment process are put to beneficial use too. Combustible sewer gas is generated as part of the solids treatment process. The gas is used to fuel engine-driven generators, supplying as much as 60% of the energy needs of the treatment plant and significantly reducing the amount of power that must be purchased from electrical utilities. The anaerobic digestion process and heating for buildings on site is achieved by utilizing heat from generator exhaust and cooling systems. The plant generates approximately 3,000 tons of dried biosolids each year. Upon compliance with federal regulations governing pathogen and pollutant content, these biosolids can be returned to the land and used beneficially as an soil amendment and fertilizer. Now, today’s sewage system still hearkens back to the early settlers’ system. After treatment, water discharged from the plant provides irrigation for all turf grass areas at the treatment plant site and for washdown water throughout the plant site.

He has a 4.0 GPA, a 35 super score on the ACT, and has taken 12 AP classes. He has taken three classes at the University of Utah. Stephanie Jimenez is a successful young woman who has a bright future. She has amazing amounts of charisma, generosity, and drive to succeed and persevere. Stephanie received many acknowledgements while attending elementary school, but when her family moved to Utah, she faced many challenges. Despite the language barrier at home that prevented her parents from being able to help her, Stephanie never gave up. Cranberry-Jalapeno Cream Cheese Dip BY CRYSTAL RAPPLEYE 12 oz. fresh cranberries ¼ cup green onions 1-2 jalapeños, deseeded 2 Tbsp. cilantro 1 cup sugar 1 Tbsp. lemon juice ¼ tsp. salt 16 oz. cream cheese, softened Pulse the fresh cranberries in a food processor until coarsely chopped. Add the green onions, cilantro, jalapeño, sugar, lemon

juice, and salt and pulse until the ingredients are well combined and finely chopped. Let the mixture refrigerate for at least 4 hours to combine the flavors.

Apple Fritter Pull-Apart Bread BY KRISTINA CASE, ADAPTED FROM DELISH.COM

2 granny smith apples, peeled and diced 1 Tbsp. Butter 1 tsp. lemon juice 1 tsp. cinnamon 2 Tbsp. brown sugar ½ tsp. vanilla 1 can Grands buttermilk biscuits ¼ cup sugar 1 tsp. cinnamon 5 Tbsp. melted butter Glaze: 1 ½ c. powdered sugar ¼ cup half and half 1 tsp. vanilla Heat oven to 375 degrees. Grease a 9x5” loaf pan. Cook first 6 ingredients over low heat for about 8 minutes

until thick and apples are mostly cooked through. Cut up biscuits into quarters and roll into balls. Dip into melted butter, then dip into the ¼ cup sugar and cinnamon mix. Put a layer of biscuits into loaf pan and add a layer of cooked apples and repeat. Before baking, make sure to put a parchment paper-lined baking pan under the loaf pan to catch any drips. Bake for 40 minutes until golden brown and biscuits are cooked through. Let cool for about 10 minutes and invert onto serving plate. Drizzle glaze over the top and serve warm.
