“I’m taking a correction shot”, I replied. “What do you call that?” the partner inquired. Thinking fast, I told him that I called it a ‘mulligan’ . . . After that it became kind of an unwritten rule in our foursome that you could take an extra free shot on the first tee, if you weren’t satisfied with the original. Naturally, this always was referred to as ‘taking a mulligan’. 1 According to the boy, Hardy Greaves: “It’s the only game I know that you can call a penalty on yourself, if you’re honest, which most people are. There just ain’t no other game like it!” 2 Founded in the early 90’s by Carter Haake and joined shortly thereafter by Joanne McDermott (both Syracuse residents), the Syracuse Youth Court offers a “corrective shot”, a mulligan, if you please. Linked to an understanding group of youth caddies providing peer review, they offer swing guidance in the form of restorative rather than retributive justice. The Syracuse Youth Court grants offending youth an opportunity to face the victims of their actions and develop a plan of restitution guided by peers. In contrast, Juvenile Court levies retributive justice, and tags the youth with a record. Today the Syracuse Youth Court is headed by Lori Smith. On October 1, 2020, she gathered those of the past and present associated with the Youth Court to honor Officer Lance Call of the Syracuse City Police Department. Officer Call’s involvement can be traced back to those early days. Lance is leaving the Youth Court after decades of service to return to patrol duties as he prepares for retirement. Thank you, Carter, Joanne and Lance, for your dedicated service to Syracuse Youth. And Lori, although experiencing a COVID-19 delay, you and the Youth Court have the honor. Swing away! Syracuse City Updates Safety Tips for Frying a Turkey Fried turkeys are delicious, but they come with additional safety concerns. Nationally, thousands of fires occur each year due to turkey fryer fires. These fires often cause serious personal injuries. Before you set up your turkey fryer this Thanksgiving, please remember these safety tips: •
Stay Away from The House – Set up the turkey fryer more than 10 feet away from your home, and keep children and pets away. Never leave it unattended!
•
Find Flat Ground – The oil must always be even and steady to ensure safety. Place the fryer on a flat, level surface and carefully gauge the amount of oil needed.
•
Use a Thawed and Dry Turkey – Make sure your Thanksgiving turkey is completely thawed and dry. Extra water will cause the oil to bubble furiously and spill over, potentially causing a fire or a severe injury to loved ones.
•
Monitor the Temp – Use caution when touching the turkey fryer. The lid and handle can become very hot, and could cause burns. Also be sure to keep track of the oil’s temperature, as many fryers do not have their own thermostats.
•
Be Prepared – Have a fire extinguisher (multipurpose, dry-powder) ready, in case the oil ignites. Do not use water!

Covid-19 prevention devices and upgrades at city facilities: $589,800
•
PPE and disinfecting of public buildings: $140,000
•
Child-care assistance (partnered with Davis Education Foundation): $140,400
•
Hazard pay for public safety employees: $180,000
Answer: Congress authorized funding for COVID-19 response and recovery purposes, which included some funding to local governments who were often on the front lines of the pandemic response. The use of funds is restricted to specific purposes and cannot be used for general city operations or capital projects. Syracuse was allocated $2.7M based on our population. The city Council has currently allocated the funds as follows: •
Direct financial assistance for impacted businesses (both on its own and as a partner of Davis County): $820,000
•
Personal Protective Equipment (PPE) and other assistance for businesses: $179,800
We have a current reserve of $650,000 which the city will return to the U.S. Treasury if it is not needed for the response. Ultimately, these are either tax or borrowed dollars from our federal government, and the city is striving to be a wise steward over those funds.

Arts Council Update The Syracuse Arts Council wishes to thank everyone who participated in our Virtual Costume Contest last month! It will not require any face-to-face time; it will be done online and streamed. Emergency Water Purification!! BY DUANE CHENEY, VICE CHAIR OF DISASTER PREPAREDNESS COMMITTEE
One of the necessities of life is WATER!! Are you prepared if something were to happen to the quality of water coming out of your tap? The coronavirus pandemic revealed how little people are prepared if their normal weekly needs and/or services are disrupted. What will you do for drinkable water if your water source was contaminated? Storing water is a great answer but what if your stored water’s purity was in question? There are 5 major classes of water filters on the market: • Sediment Filters – Removes suspended solids but not microbes
• Gravity Based Water Purifiers – Remove germs and dissolved salts but not high concentrations of TDS (Total Dissolved Solids), microorganisms or Heavy Metals.
• Reverse-Osmosis – Removes high concentrations of TDS, heavy metals, but does not kill germs and bacteria.
• Ultraviolet water purifiers – kills germs and bacteria and microorganisms but doesn’t remove any TDS, salts, impurities like nitrates, lead and arsenic.
• Ultrafiltration water filters – Removes germs and bacteria, microorganisms
but don’t remove large quantities of TDS, salts, impurities like nitrates, lead and arsenic. For example the “Life Straw” does not remove salt from ocean water.
The CDC notes that no filter can eliminate all contaminants. When bacteria, germs, algae or viruses may be present in the tap or stored water, filter through a sediment or ultrafiltration water filter and then boil the water for 1 minute or pass it through an ultraviolet water purifiers to make it safe. Chlorine is another effect means of killing bacteria, germs algae and even viruses. Place 1/8th of a teaspoon of chorine bleach (not scented, color safe or with added chemicals) to one gallon of water. Stir and let sit for 30 minutes before use. There should still remain a slight bleach odor. If there is not an odor of bleach repeat the process. Employee Spotlight- Kelby Kendall Kelby Kendall– Water Maintenance Our employee spotlight this month presents Kelby Kendall. Kelby is a Water Maintenance worker for the city. He comes to work with a great attitude. He is a self-starter, eager to learn, and always willing to take on extra assignments. He was recently awarded Employee of the Month for his efficiency, accuracy, and speed in reading water meters. He is currently working on becoming a Certified Water Operator. Public Works Update Tree Trimming: This is a good time of year to trim trees along the roads and sidewalks. Remember the 7/11 rule for trimming clearance: 7 feet above the sidewalk and 11 feet above the street. Offer to help others who may need assistance with tree trimming. Clean gutters: Please keep your gutters and storm inlet grates clear from leafs, grit, and debris. Doing so allows good drainage into storm drains. This not only prevents flooding, but also keeps our downstream habitat healthy. As leafs begin to fall, look for ways to help those needing assistance with raking, sweeping, and preventing leafs from going into our storm drains. Thank you for making this community look great!

Passport application processing services are offered at City Hall between 9 a.m.- 4 p.m. Processing takes approximately 20-30 minutes per application. Appointments are recommended, but walk-ins are accepted and served in order of arrival. For multiple applications and/or photos, wait times may be longer. Syracuse teen completes 26.2 miles in the Jackson Hole Marathon BY TALEA SEDGWICK
Ryan Sedgwick, a senior at Clearfield High school, trained for and ran the Jackson Hole Full Marathon (26.2 miles) on September 26, 2020. He finished 2nd in his Ryan has run three half-marathons in the past several years. He and division his friends trained for the Utah Valley Half-Marathon and had to run it with a time “virtually” due to COVID, but that didn’t stop them from training and of 3:54:49 completing the race. The plan was for the boys to continue running and training in order to be ready for a full marathon; however, when the other boys decided not to run it after all, Ryan continued the training on his own. With much determination and ambition, he put in many miles of running in order to be ready for the full marathon. He completed the race taking 2nd place in his division, and finishing 41 overall out of 229 runners. He finished with a time of 3:54:49. His goal was to complete it in 4 hours or less. The last hour of the race, he ran in pouring rain and very cold temperatures. Ryan has great determination, ambition, and perseverance in life. He has always been a person who sets a goal, and when he does, he doesn’t let anything stop him from achieving that goal.

From a resort to farm:
SIMPSON CORNER BY JENNY GOLDSBERRY
T
he corner at 4500 West and Antelope Island Road was known as Simpson corner ever since 1913 when James Simpson started his family there. The story of Simpson Corner began in the mid1880s with a thriving salt industry extracting salt from the lake shore to the west. The land was owned by William Galbraith, who named the new town Syracuse, recalling the salt industry near Syracuse, New York. With the completion of the railroad spur to serve the salt industry in 1887, Galbraith sold the corner to Daniel Adams and Fred Keisel. On the lake shore straight west, Adams and Keisel built the Syracuse Resort, with bathhouses along the beach, a boat pier, a boat house, and a large dance pavilion, part of it on stilts out over the lake. There are recreations of these bathhouses in the Syracuse Museum today. As part of the resort, Adams and Keisel added a large grove of shade trees and the Syracuse Bowery, with beautiful gardens and gravel walkways. The Syracuse Bowery and grove were used for many purposes, such as the 4th and 24th of July celebrations, concerts, and outings of all kinds. Church conferences were held annually for six or seven years. The lake shore receded, and the bathing resort closed in 1892. The salt industry along the lake shore ended in 1899, and in 1906 the railroad removed its tracks due to lack of business. Fred Keisel sold out to Daniel Adams when the salt industry closed, and Adams himself died in 1908, leaving the property to his sister in New York City. The property lay dormant until it was sold to the Simpsons in 1913. James Simpson had worked for both Galbraith and Adams, running the pumps for the salt plant. James Simpson and his wife Sarah lived in Hooper but also

had a house on Antelope Island for summertime hay-cutting, moving by boat to Syracuse. Simpson also used his boat to move other commodities between the island and Syracuse, as well as other sites on the lake. James’ son John, known as Jack had worked at the resort and the salt works, and he was also a ranch hand on the island. The Adams property included the first house at Simpson Corner, built for Charles Barber, a superintendent of the Syracuse resort and manager of Adams’ and Keisel’s farm and fruit orchards. After his dad moved back to Hooper, Jack built a new house on the corner. That house is the same house on the corner today. By 1913 the Barber home and other buildings on the property had fallen into disuse, and the orchards were in bad shape. The Simpsons bought a steam tractor and began clearing the land for use as field and pasture. The purchase in 1913 had included the former Adams house across the street, and they lived there temporarily for four years. Father and son also built barns, corrals, and fences. James moved back to Hooper and In June 1916, Jack married Edith Hardy of Hooper. They moved into the newly completed house, starting a family which eventually included seven sons and three daughters, born between 1917 Jack and Edith Simpson and 1938. The family farm included a small but successful dairy operation, and the family grew all manner of fruits

and vegetables for their own use, and for sale locally and as far away as Ogden. They always had pigs and sold pork meat. The pastures were used to raise cattle, and the beef was also sold locally. There were a lot of ducks along the lake shore, and the Simpsons fed them during the winter, then killed large numbers for the family, and for sale. In later years, the family raised chickens and sold their eggs and the chickens to residents and stores. They also raised grain, using the steam tractor for threshing.
Syracuse. They served on the committee to raise funds for the Syracuse Museum, and helped with the celebration of the monument placed at Alice Frary’s Grave on Antelope Island. Joe’s grandfather and grandmother, James and Sarah, had helped the Frary family children after their mother, Alice Frary had died on the island. James Simpson sailed to Syracuse to bring back a coffin for Alice Frary and bring folks from Syracuse to attend the funeral.
Jack died in 1956. His son Joseph was the fifth of the seven sons and bought the Simpson farm from his widowed mother in 1958. Joe Simpson had married Louise Cook in 1948 and lived in another part of Syracuse. Their family included four daughters and two sons. Joe Simpson continued farming and ranching while raising a family and long afterward. Joe and Louise Simpson were life-long residents of
In 1999 the Syracuse West Stake Center was built is on the land of the Simpson Farm. The current Simpson Springs subdivision was started in 2017 on the last remaining large piece of the Simpson property following Joe Simpson’s death in 2015. Louise Simpson had passed away in 2005. Today Simpson descendants are still on the Simpson property. Joe and Louise Simpson’s son Russell and his wife Dixie have a home there. Their daughter Barbara Lovell-Wadell also has her home on the Simpson property, as does Barbara’s son Mason and his family. Joe and Louise’s granddaughter Jami Lovell and her family are in the original 1916 family home. Most recently, granddaughter Cindy Petersen and her family built a new home west of that original home, continuing a legacy into its second century.
