Problem Statement: Lack of data driven decision making in the hospitals which leads to lack of transparency, poor management practices, lack of accountability, and poorly made budget requisitions for hospital operations
Product Owner: Department of Health Stakeholders:
External: Policy Makers, Hospital Administrators, Medical/Professional/Support staff working in the hospitals, District Administrators, Vendors for external supplies e.g. Hardware and Infrastructural equipment
Internal: Software Development Team, UI/UX Team, Infrastructure Team, Operations Team
Business Analysts from the Operations Team developed the Business Requirements Document by interviewing the Product Owner and other stakeholders who will be using the product after the project ends and the product is delivered 29 modules enlisted to be part of the product in areas of Clinical, Administrative, and Financial Management
Off the shelf Solution vs Home grown Solution. Cost Benefit Analysis showed Home grown open source solution to be the most viable option given the government’s vast footprint in terms of health facilities as opposed to a proprietary solution where a recurring license fee would have to be made Senior User Group formulated by the Health Department to function as a body that ensures that the Product Owner’s requirements are defined and met. They also act as the Change Authority
PC 1 and budget approved for product build and delivery.
