UNIVERSITY OF PENNSYLVANIA The story of a Heritage Institution: Amongst the esteemed and prestigious Ivy League Institutions in the United States
P
enn dates its founding to 1740, when prominent evangelist George Whitefield had the idea of building a Philadelphia charity school. After construction was underway, however, the cost was seen to be much greater than the available resources, and the project went unfinished for a decade. Then in 1749, Benjamin Franklin—printer, inventor and future founding father of the United States— published his famous essay, Proposals Relating to the Education of Youth, circulated it among Philadelphia’s leading citizens, and organized 24 trustees to form an institution of higher education based on his proposals. The group purchased Whitefield’s “New Building” and in 1751, opened its doors to children of the gentry and working class alike as the Academy and Charitable School in the Province of Pennsylvania. Franklin’s educational aims, to train young people for leadership in business, government and public service, were innovative for the time. In addition to challenging the educational conventions of the day, Franklin pushed boundaries that moved science and society forward and helped shape America’s very nationhood. His broad knowledge spanned multiple disciplines, and far from regarding it as an end in itself, he saw knowledge as an asset that required practical application to be of value. His many essential inventions range from bifocals and the lightning rod to the iron furnace stove and odometer. Beyond that, the civic institutions that Franklin helped launch include the country’s first subscription library (1731) and first hospital (1751), in addition to what would become America’s first university, the University of Pennsylvania, in 1749. To this day, Penn’s 302-acre West Philadelphia campus reflects its rich heritage—a heritage closely bound with the birth of the United States—boasting more than 200 buildings and many notable landmarks, including the nation’s first student union and first double-decker college football stadium. Its many subsequent “firsts,” include the world’s first collegiate business school (Wharton, 1881), the world’s first electronic, large-scale, general-purpose digital computer (ENIAC, 1946), amongst many others. From campus walkways engraved with Franklin’s words of wisdom to the University’s most important strategic initiatives such as Penn Compact 2020 and the President’s Engagement Prizes, Penn continues to educate and inspire future leaders to move our now-global society forward.

he International Affairs Association (IAA) at the University of Pennsylvania was founded in 1963 as a student organization to promote international affairs and diplomacy at Penn and outside. With over 400 dedicated members and more than 50 years of causing impact, the IAA is proud of its legacy of contribution to the PENN community and fostering academic interest in the world at large through a number of different initiatives. The IAA also serves as an umbrella organization for the University of Pennsylvania Model United Nations Conference (UPMUNC), the Ivy League Model United Nations Conference (ILMUNC), ILMUNC China, ILMUNC India, Penn International Relations Conference (PIRC), Intercol, The Consul, and the Special Events, Academic Affairs, Secretary Board, and Community Outreach and Engagement branches. LMUNC was founded as the Ivy League Model United Nations Conference at the University of Pennsylvania in 1984 and is one of the oldest and most established Model United Nations conferences in the world. Celebrating 33 years in 2016, ILMUNC attracts over 3000 students from across the world in a unique simulation of the United Nations, enabling discussion, debate and resolution to some of the most pressing global issues through collaboration and negotiation. This tradition of excellence has resulted in ILMUNC raising the bar for Model UN substantively, technologically and organizationally to be recognized as a ‘Championship’ conference in its respective segment. I
ndia is an ancient land. Its history is fascinating and its culture and diversity so varied, many of the world’s biggest breakthroughs in spirituality, science and technology, math, strategy and hospitality have come from here. As such, it provides a fantastic socio-cultural landscape to converge high school students from across the world in an environment conducive to diversity, tolerance, acceptance, innovation, hope and faith. In its 4th edition in the country, ILMUNC India 2016 will bring back its tradition of excellence with committees focusing on a wide range of topics. Economic issues, humanitarian problems, security threats and special historic events will be simulated in as realistic an environment as possible for maximum impact and learning. ILMUNC India will aim at encouraging progress in society and to inspire constructive solutions amongst students who will shape our future by understanding the complexities of international affairs and the workings of entities such as the United Nations. THE UNITED NATIONS T
he United Nations (UN) is an intergovernmental organization to promote international co-operation. A replacement for the ineffective League of Nations, the organization was established on 24 October 1945, following the Second World War to prevent another such conflict. At the time of its founding, the UN had 51 member states; there are now 193. The headquarters of the United Nations is in Manhattan, New York City, and enjoys extraterritoriality. Further main offices are situated in Geneva, Nairobi and Vienna. The organization is financed by assessed and voluntary contributions from its member states. Its objectives include maintaining international peace and security, promoting human rights, fostering social and economic development, protecting the environment, and providing humanitarian aid in cases of famine, natural disaster, and armed conflict.
MODEL UNITED NATIONS Scale & Global Impact
P
opularly referred to as MUN or Model UN, this is an academic simulation of the largest international organization in the world - United Nations & its various organs. In this unique simulation students assume the role of international diplomats & representatives of different countries in various UN organs like UNICEF, UNESCO, WHO, WTO, UN Security council among others. What originally started in 1920 as a simulation of The League of Nations, MUN today has been widely accepted as a powerful experiential learning tool across the spectrum of educational institutions. It is estimated that over 2.6 mn students from over 100 countries participate in MUN conferences of varying sizes and impact. The USA alone accounts for 60% of this number although MUN popularity as an educational tool is rapidly developing in other countries including India, China, Brazil & South-East Asia
The intense discussions, informed deliberations and unyielding negotiations culminate in many structured resolutions being voted upon by the participants, employing the procedures and protocols as the UN itself. The aim of a Model UN is to develop universally acceptable proposals to solve some of the pressing global issues including poverty, health, energy, education, conflict, wildlife & conservation, climate change and imbalanced trade among others. Students shape the foreign policy of their countries, lobby their ideas, draft resolutions addressing various topics, and deliver speeches that could shift the stage of Model United Nations - all while standing in the shoes of the highest ranking diplomats from every country. There are hundreds of thousands of students who participate in conferences every year and ILMUNC is at the forefront.

THE POWER OF INNOVATION I
nnovation has been the backbone of humanity, propelling us forward to achieve a level of existence that our cave-men ancestors may have only dreamed of, or not even. A pattern that has existed since the beginning of time, or recorded history, is that mankind has strived to take great leaps and move forward in the quest for a better future. Behind every one of these great leaps lies great innovation, not to mention the very many mistakes and learnings from them that have made its existence possible. The timeline of our transformation from cave men and hunter gatherers to modern day ‘ladies & gentlemen’ is filled with significant milestones that have, in a manner of speaking, altered the course of history and made impossible realities, real. To pick a few of these pathbreaking innovations that caused a paradigm shift in the very way we led our lives - agriculture was one of the first of these revolutionary ideas. The knowledge of growing and cultivating one’s own food gave the early man immense control over core life habits. Suddenly, waking up every morning and hunting for food wasn’t the mandate. It had now changed to finding river basins and settling at its shores so as to aid agriculture. The era of the settler had now begun. Tribes began to be formed and then, communities and then, entire civilizations. This led to trade and commerce between civilizations - the exchanging of one’s goods for another’s (the barter system) and the coming in of a monetary system as a standardized means for all transaction. A simple innovation toward more sustainable survival then is today what we call globalization. With these advances, conquering territories to better the prospects of trade and commerce became commonplace. As a result, there arose a need for security. Paradoxes exist everywhere. Life exists in duality. And so, from this need of security, stemmed the need for weapons to ‘keep the peace’. Isn’t it an irony that war has become a byproduct of maintaining peace and vice versa? Fast forward to the here and now. Our world today is far more connected than at any point before in history. With superior inventions (many thanks will still not suffice, to Alexander Graham Bell, surely he didn’t know that his invention and innovation would someday become pivotal in how we live our lives) and technology at our fingertips, we have so much access to information on cultures and lifestyles which allows us to see past our differences and identify our similarities, giving us the power to speak up for each other and stand by each other, doing away with stereotypes. As children of the world and custodians of tomorrow, let’s embark on a journey of innovative thought to truly reach our fullest potential as human beings, to truly live in harmony not just with one another, but even ourselves and all of creation. Let’s innovate for peace, without war being a by-product. Let’s co-exist in a symbiotic relationship. Welcome to ILMUNC India 2016. This is the time we write our story! A story that will be read by future generations. Whether it will be a bestseller or not, is entirely up to us!

ducation is about learning. Schools and colleges across the world are recognizing the value that experiential education is able to add to regular schooling. More and more schools are encouraging their students to actively engage in experiential learning. Model UN is one such One such extremely powerful academic experiential learning tool. It is estimated that there are over 2.6 million students engaged in Model United Nations globally, making it the go-to platform for schools, students, organizations, thought leaders and inter-governmental bodies to promote and nurture values and skills for global citizenship. A MUN engagement helps a student develop a plethora of skills which are useful for them throughout their lives. Research - Students learn how to conduct formal research, scrutinize official websites, read charters, international documents, etc. on a wide variety of topics
Writing Skills - Throughout the course of the conference, students write resolutions that are often at par with actual international resolutions passed at the United Nations
Public Speaking - MUN Conferences provide students the opportunity to speak and deliver persuasive speeches in front of large audiences
Leadership & teamwork - Students form blocs of countries which work together to form resolution. These blocs require teamwork and leadership, acting as catalysts for the students to discover it within themselves
Debating - Continuous engagement on intellectually simulating conversations on controversial topics allows students to voice their opinions constructively and debate with their peers, challenging the status quo
Critical Thinking & decision making Students are often put through emergency situations during the simulation that requires them to act not just quickly but also respond appropriately to the situation, hence aiding in critical thought and decision making
ASSIMILATION OF KNOWLEDGE Students directly engage with diplomacy, international relations and discuss topics of prime importance in today’s world even as they develop an extensive knowledge about these topics and can draw upon this in day-to-day discussions. The conference city, New Delhi is one of the oldest capital cities in the world, steeped in centuries of cultural tapestry. It is one of the fastest growing cities in the world with some of the most modern urban infrastructure even as it proudly houses India’s rich heritage in some of the finest museums, bazaars, eateries and shops.
A RESIDENTIAL CONFERENCE Hyatt Regency, Delhi NCR The grand stage for ILMUNC India 2016 is the Hyatt Regency in Gurgaon. The largest convention in the city with an area of 40,000 sq.ft, the hotel can accommodate up to 3000 people. With versatile and flexible layouts, it is one of the most conducive hotels for an international Model UN at the level of ILMUNC India. Conveniently located, the Hyatt Regency is only a 45 minute drive from the Indira Gandhi International Airport, making it easily accessible. ILMUNC India 2016 will be a residential conference. We believe that delegates’ experiences at ILMUNC are defined just as much by their time outside of committee as their time in committees. The experience promises to be far more immersive in nature at a residential conference, and will also ensure safety and security for high school students.

The General Assembly - the principal organ mentioned in the United Nations Charter—is the main deliberative, policymaking, and representative body of the United Nations. The General Assembly committees will be the largest at ILMUNC India and will give delegates the ability to debate traditional global issues in a larger democratic forum. This year, three of our hallmark General Assembly committees will be represented, and will address some of the most critical issues on the international agenda that span the entire spectrum of international relations. General Assembly 1st Committee (GA1) Disarmament and International Security Topic I: The New Web (Dark Web and Cyberwarfare) Topic II: Nuclear Policy for the 21st Century 2. General Assembly 6th Committee (GA6) Topic I: Contemporary Law of the Sea Topic II: Reforming Peacekeeping 3. Special Session on Drugs Topic I:Narcotics Trade and Smuggling Topic II: Legalization of Addictive Substances With every UN nation represented, the GA offers a forum for multilateral discussion of a wealth of international topics and concerns. THE ECONOMIC AND SOCIAL COUNCIL (ECOSOC) & SPECIALIZED AGENCIES
The committees of the Economic and Social Council (ECOSOC) and Specialized make up the majority of bodies within the United Nations. One of the six principal organs of the UN, the Council orchestrates the economic and social agendas of
the fourteen specialized agencies, functional commissions, and five regional commissions. A distinctive characteristic of ILMUNC India is its capability to consistently yield intelligent and dynamic crisis committees. These committees usually simulate special committees and bodies that are not traditionally represented in the United Nations. These committees have a ‘crisis element’ where delegates are able to interact with the outside world to further their agendas.Each is overseen by a chair, a crisis director, and dedicated staff members who are committed to creating an efficient and thought provoking simulation. PREPARATION & IMPORTANT INFORMATION A Conference for Every Delegate
While one of ILMUNC India’s goals is to provide a challenging and competitive atmosphere for incredibly experienced delegates, we simultaneously strive to foster a learning environment for students who are newer to the activity. ILMUNC has succeeded at this venture in the past by offering support both before and during conference. Leading up to November, we encourage delegates to use the training videos on ILMUNC India’s website to familiarize themselves with parliamentary procedure and reference our research documents to guide them through a variety of rules of procedure. Our chairs are always accessible to delegates and love to help out new delegates and further the knowledge of veteran ones as well.
