Greeting by the President of the Republic of Finland The Sport of Floorball has during its´ relatively short history experienced a major lift both nationally and internationally. The selected theme of these World Championships is Communality. The realisation of this theme is possible, in an international sports event with athletes coming from four continents. The WFC brings together tens of thousands of Floorball friends and fans from all over the world, to both compete and support for each other in accordance with the good sporting spirit. The World Floorball Championships is one of the biggest major sport events organised in Finland in 2010. Floorball has advanced to become one of the most essential and also most played sports in Finland. The now organised WFC is a wonderful demonstration of the valuable skills of the Finnish knowledge and tradition being professional organisers of major sport events. In my capacity as the Patron of the 8th World Floorball Championship, I would like to cordially welcome all the participating 16 national teams, the supporters, the guests and the representatives of the media to Finland. Tarja Halonen The President of the Republic of Finland

Foreword IFF President WFC 2010 in Finland Already in 2008 there were over 100.000 spectators and 17 internationally televised matches. Two years ago we received the IOC recognition! We continue to grow, with now 52 member associations. The growth of licensed players has by international standards been tremendous, increasing with 10% annually in the countries that joined IFF in the last 5-10 years. Distinguished guests and Floorball friends, On behalf of the International Floorball Federation (IFF) I have the pleasure and privilege to announce the 8th edition of the WFC – Magical Games 2010 in Finland. This WFC is the first “new style” edition, with 16 nations playing in four groups and quarter finals. The implementation of the new international calendar has been a huge success.

We continue to follow the three main strategic pillars laid out for 2020. The main political objective, which we are striving for, is to enter a multisport event like the Universiade, World Games or even the Youth Olympic Games. Here the role of the University Championships is important, with a broader participation. The successful development programme continues and in addition the implementation of the new WFC License System starts in 2012.

We are for the GA proposing to change the IFF statutes and enlarge our main political body, the CB, meeting with IOC requirements. The proposed marketing strategy defines how to grow the visibility of the Floorball Brand, “One World - One Ball”. IFF is very pleased with the Finnish Floorball Federation and its strong development and good management. The IFF conveys our gratitude to the Finnish Floorball Federation, its partners and the cities of Helsinki and Vantaa, for organising the WFC 2010 – Magical Games. Looking forward to seeing you all and a thrilling tournament, Yours sincerely, Tomas Eriksson IFF President

Foreword Finnish Floorball Federation President all, from the start of the tournament all the way to the final.

On behalf of the Finnish Floorball Federation (SSBL), I have the great pleasure and honour to greet all Floorball friends welcome to the WFC – Magical Games 2010. Finland hosted its previous World Championships in 2002. A great number of us surely remember that event and the tremendous and inspiring atmosphere which stimulated

A part from bringing the World’s Floorball stars in front of the audience and media, we also have the possibility to ones again do a great favor for Floorball. The WFC2010 is an important showcase for the development of International Floorball. The Event will welcome guests from the International Olympic Committee and the International Floorball Federation will hold its General Assembly during the championships. The path for Floorball towards the Olympic movement is clearly routed. The theme of Communality excellently fits of our young sport. Floorball already collects together, through the social media over tens of thousands of Floorball friends, but it is equally important to keep the real contact to other persons. As a team

sport Floorball is an especially good manner of maintaining a more traditional type of interaction. During the WFC2010, we celebrate the 25th Anniversary of Finnish Floorball and the Finnish Federation. Throughout the quarter century, the development of Floorball has been continuously growing, and I believe that it will continue in a positive direction. It is through these types of Events, that the strengths of our sport can be brought forward. The limit of a half a million of all kind of Floorball players in Finland can be reached in the coming years. I wish the best of luck and success to all who, through their personal contribution are participating in the . Championships. Matti Ahde Finnish Floorball Federation President

Dear Friends of Floorball The World Floorball Championships 2010 are this year’s largest single sports event in Helsinki and in Finland. Our capital city is proud to host the championships where the top teams of 16 countries encounter. Floorball is a very popular sport in Helsinki. There are hundreds of floorball teams with tens of thousands of players in our city, and gladly enough, this sport attracts especially children and youth. The nation-wide estimate of floorball devotees is almost 400 000, the major share of them in the Metropolitan Area. The theme of these present championships is communality which well reflects the character of the sport, also reminding of the tactics of get-ting on in life: the more we pull together, the better we will succeed. On behalf of the City of Helsinki I wish all teams every success and memorable moments to the audience. Jussi Pajunen Mayor

Welcome to Vantaa The City of Vantaa warmly welcomes all friends of floorball and especially teams, coaches, as well as members of the jury to World Floorball Championship 2010 games. The City of Vantaa is greatly honored to host the World Floorball Championship together with the cities of Helsinki and Espoo. Games played in Vantaa take place in Myyrmäki, at Vantaa Energia Areena, which was inaugurated in 2007. Finland’s global success in floorball has increased interest in the sport. In Vantaa, several federations as well as numerous active floorball enthusiasts are engaged in this action-packed sport. On behalf of the City of Vantaa, I hope that interest in the sport and global cooperation will continue. At the same time, the impact of sports on maintaining people’s functional abilities will also increase. I wish all the teams the best success in the championship; even though there can be only one winner, everybody has the chance to gain positive competition experience Juhani Paajanen Mayor

Short interviews in Mixed Zone After match ceremonies all players and coaches will exit the arena to locker rooms through Mixed Zone (see map on page 29). This is to ensure that media can have short interviews from players which they want comment the game. In order for flexible work, LOC press staff will pick up names who are wanted for interviews. Team leaders are also obliged to help that players are available for interviews in the Mixed Zone. If some person “misses”, press staff can fetch player afterwards from team area, where medias are not allowed to enter. Host broadcaster, YLE, will have a TV studio on field level. YLE will also make interviews during intermissions and right after matches separately from other medias. Medias are categorized in the mixed zone as follows (right to interview first, second etc.). 1. TV (TV interviews must be made in front of the WFC2010 backcloth). 2. Radio

Longer interviews can be made in the media center, if it fits to team´s time schedule. Team leaders/press officers of the teams can decide if these are possible.

Press conferences At the Hartwall Arena press conferences will be held after two last matches of the day in group phase and from quarter finals on after every play off match. Press conferences will start 15 minutes after match ceremonies. Head coach and player of the match will attend the press conference of team. Persons will be escorted from 0 level to media center. Press conference will be conducted and held in English. Press conference will last about 15 minutes. Organisers wish like to point out that teams would attend the press conference in schedule mentioned above. If a team wants interpretation, team attaché can take also part this session.

Photo Zone Photo zones are located on both ends and on the long side opposite to player benches (see enclosed maps). Photographers are behind second lines and wear photo vest whenever in the 0 level of the arena. Vests are given away and to be returned at media center desk. Photographers can also work on mixed zone. Photographers can temporarily take pictures from the stands on levels 1, 2 and 3, just to make sure not disturbing viewers. In TV matches we remind photographers to avoid needless moving by the rink. There are seats behind the second lines for photographers.

3. newspapers, magazines, websites

Remarks: If there are too many photographers entering beside the rink (e.g. in the final), organiser can rank photographers, if needed. In such case photo agencies, professional photographers from newspapers are preferred. Photos for free use: Organiser will produce photo stream from every match. Material is free for media use, name of the photographer mentioned. WFC2010 Photo gallery: http://www. flickr.com/photos/magicalgames

Media services at Vantaa Energia Areea (SubMedia Center) Group and placement matches are played also at Energia Areena in Vantaa, but as tv is not going to broadcast matches from there, media arrangements are minor to Hartwall Areena. Media room is situated in the upper level with good visibility to arena. There also press seats in the audience. WLAN connection is in the hall. There is no such mixed zone as at Hartwall Arena, but coach and player of the match are obliged to enter to meeting point 10 minutes after match ceremomies. Additionally LOC media staff will organise sufficient number of players from both teams available to press. Press conferences in the press room will be held only if requested by journalists. Mode of the tournament WFC 2010 - Tournament mode

The WFC 2010 Final round will be played in four groups of four teams, where every team in each group will play against each other once. The best two teams of groups will advance to the Quarter-finals. In the Quarter-finals the winner of a group will play against the second placed team from another group. The winners of the Quarter-finals will play in the Semi-finals and the losers of the Quarter-finals will play matches for the 5th place of the tournament which qualifies directly to WFC 2012. The winners of the Semi-finals will play the Final and the losers of the Semi-finals will play for the 3rd place. The 3rd placed teams of the groups will play matches for the 9th to 12th place and the 4th placed teams of the groups will play matches for the 13th to 16th place of the tournament.

Standings in the groups (extract from the IFF Competition regulations)

4.3.2 The groups are decided by each team playing each other once within the group, where 2 points are awarded for a win, 1 point for a draw and 0 points for a loss. 4.3.3 The ranking within a group shall be decided in the following order: a) The total number of points. b) If two or more teams have the same number of points the internal matches of the teams concerned, the internal goal difference included if necessary, shall be decisive. c) If the internal matches according to b) are not decisive, most scored goals internally shall be decisive. d) If the ranking cannot be decided by the internal matches, the total goal difference of the teams concerned shall be decisive. e) If the total goal difference is not decisive most scored goals of the teams concerned shall be decisive. f) If most scored goals is not decisive a drawing of lot with the teams concerned shall settle the ranking.

Players and officials

A maximum of 20 players and 5 officials are allowed to participate in a match. A list of players and officials who are taking part in a match shall, together with the line-ups, be handed in to the match secretariat no later than 30 minutes (60 minutes before in TV-matches and preferably also in all other matches) before the start of the match. No other than those mentioned on the list are allowed to be in the substitution zone. Note that a player must wear the same number throughout the complete WFC.

Protests (extract from the IFF Competition regulations):

8.3 The intention to protest shall be noted in the Match Record directly after the match and the protest shall be handed in to the Jury within 60 minutes from the end of the match concerned. Practically this means that the protest shall be handed over either to a Jury member or to the match secretariat. 8.4 Possible Protests concerning qualification of players shall be handed in before the start of the match concerned.

21

8.5 A protest must be written, signed and followed by the amount of 100 CHF (70 EUR), which will be returned only if the protest is approved. Extra time (in the play-off stage): Extra time is 10 minutes limited extra time. If one team scores during this time they have won the match. Before extra time, the teams have the right to a 2 minute intermission, but no changing of ends shall take place. During extra time the same rules apply to starting and stopping time as during regular game time. Penalty time remaining after regular game time shall continue during extra time. If the score after limited extra time is still equal, the match shall be decided by penalty shots. Penalty shots: Five field players from each team shall take one penalty shot each. If the score after this is still equal, the same players shall take one penalty shot each until a decisive result is achieved. The team captain or a member of the team staff shall, in writing, inform the referees and the secretariat of the numbers of the players and the order in which they will take the penalty shots. During the regular penalty shots, a decisive result is considered to be achieved when a team is leading by a larger number of goals than the opposing team has remaining penalty shots. During the possible extra penalty shots, a decisive result is considered to be achieved when a team has scored one goal more than the opposing team and both teams have taken the same number of penalty shots. The extra penalty shots do not have to be taken in the same order as the regular penalty shots, but a player must not take his third penalty shot until all the noted players in his team have taken at least two, and so on. The WFC 2012 will be played in the same way as the WFC 2010, 4 groups of 4 teams each. The top 5 teams of the WFC 2010 are directly qualified to the WFC 2012 but for the remaining 11 spots Continental Qualifications are played in February 2012.
