Women Must Know What to Expect from Social Security Everyone needs to be aware of the financial resources they will have available in retirement. But if you’re a woman, you must be particularly diligent, for a variety of reasons. And that means you’ll need to know just what to expect from Social Security. Why should you, as a woman, pay extra attention to Social Security? For one thing, women often take time off from their careers to care for children and older parents, so they may accumulate less money in employer-sponsored retirement accounts, such as 401(k) plans. And women still live several years longer than men, according to the Census Bureau. Clearly, then, you need to get the most you can from Social Security. To do so, you will need to consider at least three key factors: • Age — You can start taking retirement benefits as early as 62, but your benefits may be reduced by up to 30% unless you wait until your “full retirement age,” which is likely 66 or 67. If you delay taking benefits until 70, your monthly benefits may be up to a third larger than if you started collecting Social Security at your full retirement age. You’ll need to weigh a variety of factors — such as family longevity, income from employer-sponsored retirement plans and your anticipated financial needs — in determining when you should start taking Social Security. • Employment — If you work while receiving Social Security benefits before you reach full retirement age, your benefits will be reduced by $1 for every $2 you earn over an annual limit, which generally increases each year. In the year you reach full retirement age, your benefits will be reduced by $1 for every $3 you earn over the limit before your birthday. But once you reach full retirement age, your benefits will no longer be adjusted for earned income. • Marital status — As a spouse, you can generally receive Social Security payments based on your own earnings record or collect a spousal benefit of up to 50% of your husband’s Social Security benefit. The benefit will be reduced if you start taking it before your full retirement age. To start collecting Social Security spousal benefits, you must be at least 62 years old and your husband must also have filed for his own benefits. If you’re divorced, and you’re not currently married, you can generally receive benefits on your ex-husband’s Social Security record, as long as you meet certain conditions. (For example, you had to have been married to your ex-husband for at least 10 years.) No matter how much Social Security you ultimately receive, it’s almost certainly not going to be enough to provide all the income you’ll need. So during your working years, try to contribute as much as you can, for as long as you can, to your IRA and your 401(k) or other employer-sponsored retirement plan. At the same time, look for other investment opportunities. And when you reach retirement, create a withdrawal strategy that allows you to stretch out the income you receive from your investments for as long as you can. By saving and investing as much as possible during your working years, maximizing your Social Security payments and carefully managing your financial assets when you’re retired, you can help improve your chances of enjoying the retirement lifestyle you deserve. TxDOT projects set to continue
N
ow that the Texas Department of Transportation’s $24 million Interstate 35 project is winding down, the agency is focusing on other road improvements sure to affect Metrocom drivers. There are ongoing projects in Comal County – at FM 306, Loop 337 and Seguin Avenue in New Braunfels, and expanding both lanes of U.S. 281 north of Spring Branch. TxDOT spokesman Josh Donat said the I-35 project should be “totally complete” by the end of July, as Dan Williams Co. crews are focusing on finishing the south-to-north FM 3009 turnaround lane and both FM 1518 turnarounds. “We’re getting to the part where we’ll just be doing punch-list items here and there,” Donat said, adding nightly lane closures should continue until the end of the month while workers complete tasks closer to the I-35/Loop 1604 interchange. Donat said expanding a small section of 337 just west of the Rueckle Road/I-35 overpass should finish “somewhere around the end of August or early September,” paving the way for possible completion of the overpass in early October, sooner than anticipated. Also in the works is a plan to deal with increased traffic resulting from the 250acre Singing Hills mixed-use development at 281 and Texas 46 in Bulverde. TxDOT held a public meeting in Spring Branch July 9 to discuss ideas, one of which would create a superstreet function to restrict left turns in that area, Donat said. So, as some TxDOT projects finish, others will be taking their place – which is the price that comes with progress in the Metrocom.

INDCREST – The After the Battle Support Center has opened as a one-stop shop to help military veterans heal their past, face their present and empower their future. The ATBSC, which officially debuted May 22, provides and coordinates support services for service members and their families, said retired Air Force Lt. Col. Lionel Harris, a 30-year veteran and now director of operations at ATBSC. Harris and his wife, Rosalind, are among the founders and leaders of ATBSC. It is part of The Inspiration Center, 8930 Fourwinds Drive, Suite 103. “The Inspiration Center is a true faithbased nonprofit organization at its core serving all who walk through our doors,” Lionel Harris said. “The Inspiration Center is host to the After the Battle Support Center, which is a collaborative effort with the Center for Health Care Services.” The Inspiration Center — which aims to help civilians, current and former military — has programs offering “improved life application, social and job skills for families by working in partnership with parents, school, social-service agencies and churches.” ATBSC is the branch of The Inspiration Center focusing on veterans’ needs, such as reconnecting and reintegrating to civilian life, employment, mental-health services, receiving valuable information specific to veteran services and more. “San Antonio is the second largest
concentration of military members and families; it seemed prudent that we have and offer support resources for them within close proximity of Joint Base San Antonio,” Harris said. ATBSC, offering free counseling and services on both a scheduled and walkin basis for veterans, provides financial counseling, housing assistance, employment opportunities, career/job guidance and other aid. It also helps veterans deal with post-traumatic stress and anxiety, substance abuse and suicide prevention. “My greatest joy and satisfaction is the look of relief on those who have given their all in service, receiving the services and support they need,” the retired lieutenant colonel said. “Satisfaction at the end of the day means you gained their trust, offered viable options to their scenarios, got some hope restored, and the veteran, or veteran and family, left with a smile knowing there are brighter days ahead and that we really care.” ATBSC’s mission is to work with veterans’ service organizations in the San Antonio area and coordinate with those groups, with the concept for the ATBSC office to be a onestop source for veterans and their families. “We literally bring the agencies here as much as possible,” said Rosalind Harris, executive director for The Inspiration Center and ATBSC. “We have our clients come here so that they don’t have to go all over the place. They tell us what their needs are and then we set up days where these particular agencies will be here.” In an age where many complain of too much bureaucracy, the mountain-toMuhammad approach is appealing to some. “The whole purpose of the After the Battle Support Center is to have all support services here under one roof, and so what we

TWO COMAL INDEPENDENT SCHOOL DISTRICT EDUCATORS, Smithson Valley High School’s Margaret Edmonson and Freiheit Elementary School’s Sandra Plumb, were recently selected as CISD’s 2013-14 Teachers of the Year. Both were chosen after receiving the same honors at their respective campuses. Edmonson teaches journalism, yearbook and English. After arriving eight years ago, she helped revive the high school newspaper, added a website and launched a broadcast program. Plumb is Freiheit Elementary’s librarian. Each CISD campus Teacher of the Year was honored during a May 15 banquet in New Braunfels. IN A VERY LOW TURNOUT, voters in the Alamo Community College District chose two newcomers for ACCD board seats in the June 21 runoff elections, which saw only 1.41 percent of the electorate go to the polls. Albert Herrera bested Lorena Pulido for the South Side District 4 position held by Marcelo Casillas. In North Side’s District 8, challenger Clint Kingsbery toppled incumbent Gary Beitzel. In the May 10 general election, District 9 incumbent Jim Rindfuss defeated challenger Felix Grieder.

THIRTEEN COMAL INDEPENDENT SCHOOL DISTRICT MIDDLE SCHOOL STUDENTS recently received statewide recognition from Duke University’s Talent Identification Program, which cites seventh-grade students who achieved high scores in SAT or ACT college-entrance exams. THE TEXAS DEPARTMENT OF TRANSPORTATION has launched a pilot program to test a variable speed-limit system, which includes a site on Loop 1604 in north San Antonio. Modifying speed limits may improve safety, and could serve as a forerunner for other state roadways. Using sensors and electronic signage, maximum speed is altered to fit road conditions, traffic congestion, construction and weather. “We know other states have benefited from

CHERTZ – An array of bond projects approved by voters in 2010 are coming to fruition, and city officials say those and other plans are on the way to becoming reality.
Cibolo-Universal City Independent School District to share construction costs. The city will ante up $6.62 million approved by the electorate in 2010, with SCUCISD contributing $1.625 million in exchange for a 15-year, rent-free lease of the competition pool used by swim teams at Clemens and Steele high schools for practices and weekend meets. The natatorium, to be located in close proximity with the new Playscape site at the corner of Schertz Parkway and Elbel Road, will also include a recreational pool. In May, James said completion could take up to 2½ years and detailed plans with City Manager John Kessel of a proposed agreement with Schertz Family YMCA – which already manages the city’s Northcliffe and Pickrell Park pools and the city’s rec center at $250,000 annually. If approved, the city will pay the YMCA $380,000 annually for managing all of its pools and rec center. As part of the deal, the Y will cover its share of construction costs by paying the city $100,000 annually over 20 years – totaling $2 million. James said the final proposal approved by council on July 8 authorized the YMCA

At the same meeting, the City Council approved a $675,800 architecturalservices contract with San Antonobased Marmon Mok Associates. James said both accords will enable the city to fully cover the costs for an indoor facility and meet its two longterm goals of a competition-quality pool and a separate residents’ pool. Although he admitted the YMCA’s charging of daily admission might be unpleasant to some, James said it’s the best approach. “We were able to come to terms to make most people happy,” he said. “We think we’ve found a balance with this.” Later this summer the city hopes to recruit a new manager for its senior center, minus one since February when the city ended an agreement dating to 2010 with the Comal County Senior Citizens Foundation. “We’re going to put out a Request For Proposal for someone to operate the facility,” James said. “We could keep it going, but it’s not in an area of our expertise. In this day and age, more than 22 million Americans age 40 and older have cataracts, and according to the National Eye Institute, by age 80, more than half of all Americans will either have a cataract or have had cataract surgery. However, perhaps one of the most concerning aspects of these impactful statistics is the fact that there are currently no medications or treatment options besides surgery to correct cataracts making it the most frequently performed surgery. While most people who are affected by cataracts will not usually begin showing symptoms until at least age 40, cataracts can also occur among young adults or children. Risk factors that can lead to developing cataracts at a younger age include certain diseases, hereditary influences, eye injuries, eye disease, smoking and more. While cataract surgery is a very delicate, detailed operation, it is also one of the safest operations done today. The procedure is extremely quick and non-invasive, and more than 95% of surgeries are successful. Plus, because cataracts are now removed under a local anesthetic, patients are able to go home the same day and most people only experience a minor discomfort following surgery. In many cases, patients can see well enough to resume their normal activities a few days after having cataract surgery, while their vision will continue to improve over the following weeks. Because there is no definite cause of this disease, there is currently no way to prevent age-related cataracts. The best chance a person has for preventing cataracts is to avoid certain risk factors that have been proven to increase your risk of developing this vision problem. These risk factors include a family history of cataracts, certain diseases, such as diabetes, long-term steroid use, long term exposure to UV rays and excessive sunlight, smoking, unhealthy eating habits and certain eye injuries or diseases. Cataracts are easily treatable through today’s advanced technology. During a cataract surgery procedure, a surgeon will remove the clouded lens of the affect eye, then replace it with a new intraocular lens (IOL). Doing this requires a small incision at the edge of the cornea. The surgeon inserts a small ultrasonic probe that breaks up the clouded lens into a bunch of tiny parts, which are then suctioned out of the eye. From there, an intraocular lens is inserted to replace the cataract. This is then perfectly aligned by the surgeon resulting in the return of vision. Stitches are usually not needed for this surgery. We’ve broken ground on the first 20,000 and the next 180,000 should happen in July.” That could create 800 jobs in retail, finance, professional services and medical areas, with industrial slated to account for 150 jobs within the next 12 months, he said. “We have four commercial ventures that have purchased buildings or acquired properties from April to June,” Luft said. Herrera said the new development will pave the way for a renovation of downtown. A concept plan calls for retail/office, commercial and residential sites, a civic center, town square and community center and a playscape bordered by Pfeil Road, Wiederstein Road, FM 539 and South Main Street. The old school building across from Fire Station No. 1 will be turned into a civic center, Herrera said, emphasizing no plans have yet been finalized. “It’s just a vision – there’s no money that’s been set aside for it,” he said. Other city plans including trying to kickstart development along FM 78, for which the city already has $1 million designated towards infrastructure improvements.
“Our focus is going to be on adding sewer and drainage, probably along FM 78 from 1103 to TimberTech (Texas Inc., in the 200 block of 78),” Herrera said. “We think that might come to a head within the next three months. We already have the engineering complete and we’re ready to go.” Next, the city is already looking at future development along Interstate 10, which includes seven miles inside the city limits. “Along I-10 we don’t have access to water or sewer, which is within (Green Valley Special Utility District),” Herrera said. “We’ll meet with them to see if they can provide the services or allow us to (do so).” Herrera said the I-10 corridor offers potential for Cibolo to grow as quickly as the I-35 corridor in Schertz, which has seen explosive commercial and retail development. “The future has the potential of developing a lot like that area has,” he said. Luft touted the city’s businessfriendly climate as the main reason behind the development. “Our attitude is pro-people,” he said. “We want to help individuals understand what’s required in the city and national building codes and ordinances, but we also want to welcome them here and help them make a financial commitment here.”

ONVERSE – The folks at Under the Sea Children’s Dentistry want to make a child’s trip to their office as fun as an oceangoing adventure or a day at the beach. The pediatric dental-care clinic — located at 8340 FM 78, Suite 8 — uses an aquatic theme to create a fun-filled environment for patients 6 months to 18 years old. The staff wants youngsters to ride a wave of healthy, lifelong dental habits, such as learning the correct way to brush and floss teeth. These lessons are delivered in a classroom-style setting featuring oceanfloor murals and notable characters from Disney movies such as “The Little Mermaid” and “Finding Nemo.”
Owners Dr. Natascha Arismendi and Rafael Hernandez, a husband-and-wife team originally from Venezuela, said their venture is Converse’s first pediatric dentistry. July finds Arismendi, an 18-year pediatric dental specialist, finishing her duties at El Dorado Children’s Dentistry and transitioning to Under the Sea, according to her husband. Hernandez, a veteran of the tech industry and employed by Hewlett-Packard for many years, is the office manager and has overseen operations for Under the Sea from the ground up. The owners say they are planning back-to-school specials as their clientele
grows. Their mission is to teach children how to avoid future dental problems. “The best part about Under the Sea is getting kids to enjoy going to the dentist,” Hernandez said. “We help them want to learn proper hygiene for their teeth.” Under the Sea Children’s Dentistry is open 8 a.m. to 5 p.m. Monday through Friday.

ELMA – Employees at East Coast Wings & Grill hope customers will flock to their restaurant, one of the newest additions to The Forum at Olympia Parkway shopping center. The regional hot-wings chain, based in Winston-Salem, N.C., staged a grand opening at 8251 Agora Parkway, Suite 101, on June 18. The eatery — primarily known for a vast selection of chicken wings and 75 different flavors including spiked bourbon, Cajun garlic and mango habanero — enjoyed an impressive debut and the patrons keep coming, according to managers. “Although our Selma location just opened recently, we have attracted a good amount of people so far, and hopefully, people continue to come,”

difficulties, such as poverty, discrimination, loss, abuse and addiction, just to name a few,” Sullivan said. “The expectation is to help them where they currently are in their life and work towards empowering them based on a strengths perspective.” Sullivan said CHCS has a commitment to serve those who have served their country. The CHCS offers programs for veterans concerning mental-health and legal issues, via projects such as The Military Veteran Peer Network and the Texas Veteran Jail Diversion and Trauma Recovery. “I assist to meet the needs of our patrons that walk into the After the Battle Support Center,” she said. “I understand the military culture and have lived through and experienced many of the same challenges our military members face. I believe when there is a common ground it’s easier to establish rapport, begin working on treatment goals and establish a therapeutic alliance.
