Not to worry, because the slightly tweaked version you now have in your possession in no way detracts from all the great news stories, events, features and other items the audience of LOCAL Community News has come to know and love.

Nothing is diminished except

the actual size of the newsprint on which the paper is printed.

Why the change?

There are a number of reasons. For one, LOCAL offers newspaper-style content, but with a magazine look and feel. This new design is in keeping with and maintaining more of a magazine appearance.

Also, we have learned from talking to our peers at industry conventions this practice is not unusual and is even part of a national trend.

Any savings we see will be minimal.

We remain committed to serving the information needs of our neighbors.

Of course, we’re not the only area newspaper to change the size of its pages. We’re just catching up.

Green grass is nice, but at what cost?

T

he long, hot South Texas summer is back. It’s a good time to seek air-conditioned respite, lounge in a shady backyard or dive into a cool pool. It’s also a good time to think seriously about the price we all pay for lovely lawns, plantings and pools in the land of blistering heat.

Thick green lawns are beautiful, no doubt about it. Many of us have

grown up with a mental picture of the ideal American house, complete with a wide front lawn. Each May, whole sections of stores fill up with plants and lawn-care accessories. We’re barraged with advertisements touting the glories of yards carpeted in lush, lovely, wiggle-your-toes-in-it grass.

Maintaining a lawn takes a whole lot of water – about 300 gallons just to irrigate 1,000 square feet of grass at half an inch.

In hot, dry climates, evaporation sucks up a lot before it’s even absorbed. In the summer, up to 50 percent of household use goes toward outdoor watering.

That’s not counting swimming pools.

The average outdoor pool takes 18,000 gallons to fill, and loses 1,000 gallons or more to evaporation each month. In comparison, the average home served by the San Antonio Water System uses about 7,100 gallons of water monthly.

Some folks just give up and let the grass die. Others conserve, watering just enough to keep the grass on life support, or creating hardy, native xeriscapes. Still others go for broke, watering as much as their towns

and cities allow, and sometimes more.

While the cost of water steadily has risen, it’s still a good deal. However, as growth continues, and sustained drought and increasing temperatures stress the Edwards Aquifer, it will only get pricier.

Bexar County is projected to add as many as a million more residents by 2025.

That’s a lot more people taking showers, flushing toilets, running washing machines and dishwashers … and watering lawns. As we grow, new developments are spreading like wildfire on the city’s outskirts.

As water demand escalates, SAWS is focused on the hotter, drier future. A new, state-of-the-art groundwater desalination plant rising on the South Side is a plus.

Yet, the real whopper of a water deal is the Vista Ridge pipeline proposal, which SAWS predicts could bring us up to 16 billion gallons a year from Burleson County’s Carrizo-Wilcox Aquifer.

The water company wants to make sure we have an abundant supply for years to come … not a bad thing. Yet, all the new water is going to cost us. By 2020, SAWS estimates the average residential

customer’s monthly water and sewer bill could increase by as much as 50 percent.

What can we as individuals do to help conserve our most vital natural resource?

In the past few decades, San Antonians have curtailed usage, thanks to increased public education, water-saving technologies and xeriscaping. Recently, SAWS CEO Robert Puente told the City Council over those years, conservation alone has preserved as much water as we’d get from three Vista Ridge pipelines combined.

Keep conserving! Find alternatives to green, grassy lawns. Check your pipes and sprinklers for leaks. Locate tons of tips online at saws.org. Talk to people – including elected officials — about saving water, both as residents and as a city. Austin just passed an ordinance limiting use of sprinkler systems year-round to once a week. District 8 Councilman Ron Nirenberg tried to pass something similar for San Antonio, but the political will isn’t there — yet.

Keep dog parks safe

T

here is no doubt San Antonio’s off-leash dog parks greatly benefit canines and owners, but visitors — both two- and four-legged versions — must exercise caution and courtesy to promote safety.

A story in some editions of LOCAL Community News highlighted the joys and terrors of frequenting such places.

While the city’s Animal Care Services reports dog-on-dog attacks are few, at least one tearful young woman said she would never return to the canine recreational area at Hardberger Park after her Pomeranian was mauled to death by another dog.

Such accounts are heartbreaking; for

many of us; pets are like family. However, there are ways to avoid these tragedies.

First, make sure your pet’s vaccinations are up-to-date.

Second, learn your animal’s body language. Know how to spot warning signs indicating the dog is about to become aggressive. If your furry friend is hostile toward other animals, come to the park when it is less crowded.

At the venue, don’t leave your animal tethered, as this only makes it harder for Fido to run or maneuver if attacked.

Also, if you and your pet are unaccustomed to a dog park, find a smaller, less-crowded park to get started.

Owners should also exercise patience with other owners. Finally, don’t forget to clean up your pet’s messes.

If you’re a pet owner, help make area dog parks safe for everybody. Follow these tips so everyone can enjoy a good time outside with man’s best friend.

Houston-based community builder David Weekley is developing numerous infill projects inside Loop 410 and near downtown, far from his large-acreage projects elsewhere in the city.

Alamo Modern is a sevenhouse project near Alamo Heights expected to be available in the fall.

And an infill project in the Oak Park/ Northwood area just inside 410 and east of U.S. 281 has sparked debate over whether the developer can build seven, four or only two houses on a vacant site in the established neighborhood.

“It can’t be built fast enough. There’s a demand for what’s being built,” said Roberto Treviño, who represents City Council District 1, where most of the infill projects are underway.

Treviño said the sweet spot for available housing in the city is about 6 percent to keep the market moving and affordable.

Instead, the city is at 2.9 percent inventory,

which drives up prices, especially in areas that have become highly desirable, such as neighborhoods close to the city’s center.

This fall, the Alamo Modern, a collection of seven houses in the Alamo Heights Independent School District, will be ready for move-in. The dwellings range in size from 1,850 to 2,224 square feet and come with price tags of $449,000 to $525,000.

Lux Agency, which is representing the project, did not return calls or emails for comment, but in a news release in February described the dwellings as “providing exceptional design and convenience without pretense.”

One of the state’s biggest builders, David Weekley Homes, is responsible for an aggressive infill building program in San Antonio. The “lock and leave” concept in the urban, single-family houses gives buyers a chance to downsize from larger houses in the suburbs to amenity-filled houses near downtown with maintenance and landscape services to all common areas provided.

The second floor is a kitchen, dining room and study, while the third floor is a master bedroom and bathroom.

Zacharias said the company has been purchasing land for infill projects in San Antonio for the last two years and already has seen prices rise on lots.

But they are still on the hunt for more space close to the center of the city.

“We constantly are driving around

looking at opportunities and talking to property owners,” Zacharias said. “We probably look at a half dozen pieces of land every two weeks” and now have several properties under contract.

The high-dollar houses meet the initial demands, but affordable housing — especially for the growing number of service-industry workers in an area now bursting with restaurants, bars, hotels and other businesses that provide low pay while serving the wealthy — is hard to come by.

Treviño said market-rate affordable housing in the Hemisfair redevelopment will help with the situation, but much more needs to be done.

“It’s an issue that has no end,” Treviño said of the urban housing crunch.

SAWS discontinuing meter reading

LAMO HEIGHTS — City leaders are considering replacing current analog water meters in homes and businesses with automated water meters that can be digitally monitored, though no decisions have been finalized.

A contract with the San Antonio Water System to manually read meters expired in December 2013, with the utility agreeing to extend the service on a month-to-month basis while the city decides what to do next. Supporters argue that automated meters are more efficient.

Alamo Heights has its own water system but uses SAWS for water delivery.

“The problem we were having was that SAWS read our water meters and they initially indicated that they were no longer going to be able to support us in the long term with that effort, so that has spurred us to try to figure out an alternative source,” said City Manager Mark Browne. “What we had to decide was if we wanted to stay with our current analog meters or if we want to upgrade to automated meter reading. We don’t anticipate any final decision in the next few weeks and it’s going to take a little while to sort it all out. (City) Council authorized us to go back and they authorized the city to begin negotiations.”

Browne said the city began to look at the situation in the fall.

Options considered by the city included a cost analysis to hire more of its own staff to read the existing meters or replace the analog meters with automated ones. The latter are more technically advanced and can be read electronically by an individual meter reader driving by.

More cities are adopting the automated meters, which save on fuel costs, vehicle wear and tear and cut down on time spent by workers walking to each meter to check readings, according to officials.

Alamo Heights officials have been in discussions with Ferguson Waterworks for the purchase and installation of the automated water meters.

Residents at a recent council meeting voiced concerns about the cost and functionality of the automated meters.

“In about 2006, SAWS came in and replaced all the water meters in Alamo Heights, and with that they provided a service, at minimal cost, to read the meters,” said Public Works Director Pat Sullivan. “Eventually that part of the agreement expired and they were no longer interested in the meter-reading business. We put a cost analysis together as if we were to do that task ourselves, in-house.”

But that may not be the best option, Sullivan said.

“Currently the utility department is pretty much tied up and used in

maintenance and repair duties, and taking a week out and three people out of a 10-man team (to manually read the analog meters) would interfere with a lot of things we were doing,” the public works director added. “We’re still reviewing the situation carefully.”

The analog meters will soon be replaced anyway, officials said — whether it’s new analog or more modern automated readers.

“Water meters don’t last forever and how long water meters last depends on a lot of factors,” Browne said. “We have high iron contact in our water, so that has an impact on our meters. Probably in the number of 10 years is what you could get, but that would be a rough estimate, so it could be plus or minus that. We’re not experiencing a high failure rate right now.”

The decision on what to do next carefully must be considered, the city manager added.

“We’re still working on it,” Browne said. “We’re going to take our time and make sure we do it right.”

He has been a model of consistency in the classroom and on the field.

He heads up a high school sports program the way it should be done.”

Phillips, who also is retiring this summer, said Fink inspired loyalty among his athletes.

“All of his players throughout the years have learned the game of soccer as well as valuable life lessons,” the athletic director said. “He will be missed greatly, but we wish him a wonderful retirement.”

Fink, a native of New Jersey, had coached and taught at Chamberlain High School in Tampa, Florida, for four years and led the soccer team there to three conference titles before coming to Alamo Heights. Fink also is a mathematics teacher and, at different times, the assistant and head coach

for the Mules cross-country team.

In 1987, just three years after starting the Mules soccer program, Fink coached the team to their first state championship soccer title, defeating 5A Dallas-area powerhouse Highland Park High School in the finals, considered by many an astounding feat since Alamo Heights was a much smaller 4A school.

“Coach Fink knew that our team had the ability to do well and he knew how to push us to achieve the maximum result we could and that resulted in us winning state three years after starting the program,” said Greg Marcus, a 1987 graduate who was on the state championship team. “Here we are as a 4A winning state against a 5A. I think that said a lot about the team and the camaraderie and the ability to push one another, but also how coach Fink pushed us and what he got out of us.”

He added, “Winning state was a great feat that really spoke volumes

Fink would go on to lead the Mules to another soccer state championship in 2012, a state runner-up finish in 2003 and 13 district championship titles, among other honors. Under Fink’s leadership the Mules have shut out opponents in 424 games out of a total of 730.

“To succeed at soccer requires individual skill and teamwork,” Fink said. “Since the game is changing constantly every second, soccer players must be able to think quickly and adjust according to the given situation. I ask my players to work hard, be disciplined and have good sportsmanship.”

According to Fink, a champion both on the field and in life means giving your best and consistently

trying to do the right thing.

“He’s the kind of guy that gets straight to the point; he doesn’t sugarcoat things and I really respect that,” said Ben Clark, who graduated this year from Alamo Heights and was the Mules goalkeeper for four years. “He tells you exactly what he wants out of you during every practice and game. He’s also not only very concerned with our style of play, but also how we act on and off the field.

He wants us to be good people, not just good soccer players. He teaches us life lessons outside of soccer.”

The coach said he is departing with some great memories.

“I am definitely going to miss the daily interactions with my students and student-athletes,” Fink said. “The friendships that I have formed in the classroom and on the field have made teaching and coaching enjoyable.”

Fink said he plans to relax, exercise and travel.

When the marital problems of Princess Dianna & Prince Charles became public, I prayed for their marriage to be healed - for their benefit and for the encouragement they could then give to a world hoping that marriage still worked.

Families in the 21st century would need mega encouragement. Sadly, they divorced. Tragedy enveloped their lives. We ached.

When a pained America and a watching world was paying attention to the scandal of Bill Clinton’s and Monica Lewinsky’s affair, I prayed for honest confession by our President.

Visual confession was needed. The kind that would send the President to sackcloth and ashes. That, instead of impeachment by Congress, Bill Clinton would humbly walk through the national mall. And in the midst of monuments bearing the names of Washington, Jefferson, Lincoln and the honored soldiers who bravely died in our nation’s wars - we as a people would see a repentant President, and choose to forgive him.

He didn’t. We didn’t. And the price paid was high. We have soldiered on from this moral failure, and countless others by national leaders, to rebuild our national spirit.

These are among my failed prayers.

Fortunately, by God’s grace, many other wild prayers that I’ve offered have been answered with miraculous power. They encourage me to keep trying to see God’s big picture, and to continue to pray wildly. Only God fully knows what happens along the way, and ultimately that is good enough for me.

FENCER continues from pg. 21 Rebellion of the Underdogs) by a Spanish newspaper the day after the World Cup, due to her victory over top-ranked fencers. Lee-Elabd will soon be taking her fencing skills to Princeton University, where she will be on the fencing team vying for an NCAA championship.

Lee-Elabd’s parents, Darren ElAbd and Nina Lee, played a crucial role in her international success.

“Without their unwavering support and commitment, it would have been impossible for me to reach the elite-level fencing that I’ve achieved,” Lee-Elabd said.

Lee, who graduated in May from Saint Mary’s Hall, said she never dreamed her daughter would win a medal at the Junior World Cup this past January, where 168 of the best fencers in the world age 20 and younger competed.

“I watched all her bouts and was impressed at how well she was fencing,” Lee said. “In order to get that medal, Farrah had to fight extremely hard to defeat several more experienced top world-ranked

fencers, including Nadine Stahlberg from Germany and Irina Okhotnikova from Russia, who are currently ranked No. 1 and 4 in the world, respectively. Also to her credit, Farrah was the youngest fencer to get a medal at that competition.”

Lee-Elabd started fencing when she was 7 and began competitions at 9. She has traveled nationally and internationally for fencing competitions, earning many medals, including gold, in high-level competitions.

“I tried several sports when I was younger such as gymnastics, soccer, softball and golf, but none of them clicked with me,” said LeeElabd, an Alamo Heights resident.

The teen specializes in the epee fencing discipline (the other two are saber and foil) and trains at Olympian Fencing Club, 3200 McCullough Ave., under the guidance of coaches Velizar Iliev and Viktor Svatenko.

Iliev was a U.S. Olympian and threetime world champion in modern pentathlon (a five-discipline sport that includes fencing), and Svatenko

is a four-time Olympic coach.

“She has a very mentally tough personality, which has helped her during her fencing career,” said Iliev of his pupil.

“Fencing is a very challenging mix of physical and tactical and is equally suited to male and female. Fencing requires a lot of thinking and planning, but it’s in a split second, as everything happens very fast.”

Lee-Elabd said she has learned a lot about dedication, focus and strength through fencing.

“Competing in any tournament is physically exhausting, but I know that the only way to win is to endure the fatigue for as long as possible,” she said.

She takes academics just as seriously as her athletics, including her years in the private school on the North Side.

“I feel very fortunate to have attended Saint Mary’s Hall for the past four years,” she said. “I am grateful that the faculty and staff have been extremely accommodating and supportive of my fencing endeavors. It takes a lot of work and proper time management. I do homework in

airports, on planes and in hotels.”

Over the years, fencing has taught Lee-Elabd self confidence and self reliance, according to her father.

“She gained important critical thinking and time-management skills,” El-Abd said. “Farrah is an incredibly smart, hard-working and determined young lady. She is an honor student at Saint Mary’s Hall and a 2016 National Merit Scholarship finalist.”

Princeton is known for having one of the strongest epee fencing teams, according to Lee-Elabd.

“I am very excited to experience collegiate fencing,” she said.

She is looking forward to attending Princeton.

“I hope that my fencing skills will contribute to the Princeton fencing legacy,” she said. “I hope to help Princeton win the NCAA tournament during my years there while also taking full advantage of my time as a Princeton student. orth East Independent School District trustees on May 9 unanimously updated the district’s middle school sex-education curriculum – which isn’t being embraced by all residents.

“The student population at NEISD is very diverse, which means we have to create a curriculum that will reach all of our students,” said Aubrey Chancellor, a spokeswoman for the district.

“Unfortunately, some of our students will only receive this information in school, as they might not have people at home to explain it to them.”

While most public input generated during the monthslong process supported the district’s approach, others oppose any

sex-ed program that offers students options other than abstinence.

Opponents said the curriculum is geared more toward boys than girls, and its information on contraceptives promotes sexual activity.

“North East ISD should offer a leading sex-ed program, one that evidence indicates is effective across all ages, gender and race,” said Gerard Ripley, pastor at Abundant Life Church. “The new program should be selected from the best program – not one that doesn’t help girls.”

NEISD first launched middle school sex education 20 years ago.

The district’s School Health Advisory Council reviews and updates sexed curriculum every three years, according to state law. There are 15,000 middle-school students in NEISD. Chancellor said SHAC, comprised of parents, community members, district officials and teachers, publichealth advisers and clergy members, recommended “Draw the Line/Respect the Line,” from four proposed programs.

District officials said it’s an evidencebased approach – backed by research – in teaching human sexuality and abstinence for grades six through eight.

The curriculum, which follows state recommendations and district requirements, also addresses current trends such as social media and sexting.

Students can participate in five to seven 50-minute lessons, which include guest speakers and role-playing scenarios.

Critics said the content needs to include more information for girls.

“It does nothing to help girls modify their sexual behavior,” Ripley said. “A tragic consequence is that the most vulnerable people, those girls without parental assistance and home involvement, will be misled.”

Since 2011, NEISD has continuously revised approaches toward preventing teen pregnancies, sexually transmitted diseases, infections associated with HIV and AIDS, and emotional traumas associated with adolescent sexual activity.

Chancellor said NEISD requires each student receive parental permission

prior to receiving sex-ed information, and that 98 percent of guardians have consented. NEISD has always stressed abstinence as “the only 100 percenteffective option” in preventing sexually transmitted diseases and teen pregnancies.

“However, we also give additional tools for students to use in the event they make a different decision,” she added.

“The state mandates that if you are teaching health, you must also include information on barrier methods.”

While students are advised on forms of contraceptives, NEISD doesn’t instruct pupils on how to use them, Chancellor added.

In 2013, the latest available figures, NEISD’s teen pregnancy rates – fewer than 20 births per 1,000 students from the ages of 15 and 19 – were among the lowest in Bexar County.

The number of reported pregnancies at NEISD high schools totaled 190 in 2012-13; 186 in 2013-14; 182 in 2014-15; and 141 through April 19, according to statistics compiled by the district’s Teen Parenting Program.

Pedaling for fitness at Cycle Hub

airing state-of-the-art indoor cycling and boot camp-style fitness classes, Cycle Hub and FitFusion are a one-stop shop for exercising.

Lisa Huff-Gilliland and Kip Gilliland recently purchased Cycle Hub from previous owners Amy and Andy Lundgren, and moved from the original space in the Carousel Court shopping center to 2222 Breezewood Drive. It shares the space with FitFusion.

Huff-Gilliland, a registered nurse, has been cycling for 15 years, and her husband, an entrepreneur, has competed in more than 100 triathlons and marathons.

“We have a class for everybody. If you don’t want a ‘party on a bike’ like one of our teachers says, if you want a real outdoor ride, we have something for everyone,” Huff-Gilliland said.

Classes range from 45 minutes to an hour, and the studio provides bottled water and energy bars for free.

Cycling shoes are not required, but encouraged. Through a partnership with Bike World, patrons can try out a pair

of shoes during a class, and purchase a pair for $20 off the original price.

Huff-Gilliland said that indoor cycling is a non-impact exercise in which riders can burn up to 1,000 calories during a class while detoxifying their system, getting cardio exercise and building lower-body strength.

Cycle Hub features Schwinn A.C. Performance with Carbon Blue bikes, and every instructor is Schwinn Indoor Cycling certified. Each bike has a computer tracking the energy expended, calories burned and miles ridden. A program that connects all the bikes emails statistics to patrons once the class is finished. It also shows results on a board at the head of the class.

“Even I’m not competitive, but once that board comes up, you all of a sudden become competitive,” Huff-Gilliland said. “Most people love it, and if they don’t at first, they end up loving it.”

recently opened eatery specializing in gourmet hot dogs is bringing tasty treats and cold brews to Southtown.

With the recent addition of Frank at 1150 S. Alamo St., the cross-cultural influence from the Austin culinary scene continues to take root in the Alamo City.

Located in the former Alamo Methodist Church, Frank is a hot dog-centric restaurant that opened its doors on March 4.

The brainchild of owner Daniel Northcutt, Frank serves — among other dishes — The Chicago Dog, a 100 percent Vienna beef wiener dressed with tomatoes, a pickle spear, onions, Day-Glo relish, sport peppers, celery salt and mustard.

Normally served on a poppyseed bun, it can also be ordered in a Frank Flapjacket, or a corn batter jacket, as an option.

The original Frank opened in Austin on Colorado Street July 5, 2009.

“The idea for Frank came to me one day when I was talking with my business partner (Geoff Peveto) and we thought

there was no place in Austin to get a real Chicago-style hot dog,” Northcutt said.

An assortment of artisan-made sausages complement the hot dog offerings.

A favorite on the menu is the Fico Anatra — a custom-made smoked duck and pork sausage dressed with fig mostarda, crispy shallots and Pure Luck chêvre (goat) cheese on a custom-made Frank bun.

The more adventurous diners can sink their choppers into the Creole Gator, made with — you guessed it — alligator sausage; or the Jackalope, which is smoked antelope, rabbit and pork sausage served with cranberry compote, Sriracha aioli and cheddar.

A large selection of craft cocktails and cold craft beers — more than 60 — are available. Also on the menu are several vegetarian, vegan and gluten-free options.

Hours are 11 a.m. to midnight Monday through Thursday, 11 a.m. to 2 a.m. Friday and Saturday, and 10 a.m. to midnight Sunday.
