COP means safer neighborhoods thanks to efforts of volunteers
I
n spite of what you may have seen on TV, San Antonio is far safer than it used to be.
The heyday for violent crime in the Alamo City occurred during the late 1980s and early 1990s, when I was a police reporter for the San Antonio Express-News. Back then, a tide of violence swept across the city thanks to youth gangs and prison gangs. One of my friends, San Antonio Police Department homicide Detective Alvin “Rusty” Brown, saw me hovering around so many crime scenes he eventually quipped, “Edwards, we have to stop meeting like this.” There are many reasons why today San Antonio sees fewer crimes of violence. One is the caliber of the police force. But, I also think a lot of the credit goes to voluntary efforts such as Citizens on Patrol. I remain impressed by the efforts of these volunteers who selflessly patrol their neighborhoods and report crimes to SAPD. They are watching for offenses ranging from thefts to car breakins and home burglaries. These residents are not paid, they don’t get medals, they aren’t mentioned in headlines or praised by news anchors, and yet each day and night these folks go out, braving all kinds of weather, to make our residences more secure. They are the civilian eyes and ears of the Police Department. And, they come from all walks of life. The one factor they have in common: a willingness to serve others. While COP volunteers aren’t allowed to carry weapons and are encouraged not to confront criminals, their observations and diligence help police map, contain and control property crimes, which otherwise have the potential to fuel offenses against people. If there is a COP program in your neighborhood, I encourage you to sign up, go through the training and start patrolling to safeguard your community.

“Every law-enforcement agency is involved,” Bexar County Sheriff Susan Pamerleau said. “We don’t put on extra officers, but we use everybody we’ve got. DWIs are a daily problem in this community; not just during Fiesta. But Fiesta is a two- or three-week long party, so yes, we have to be more watchful.” Maj. Richard Jauregui, of the TABC’s San Antonio regional office, is among those keeping watch. TABC agents, many of them undercover at Fiesta, are concerned with stopping anyone from serving alcohol to minors and folks who are already intoxicated. “We use all the personnel in our office, and in the past we’ve brought people from around the district, although we’ve increased our staff enough here in the past few years that now we can handle it,” he said. “Also, in the 15 years I’ve been in San Antonio, I’ve seen Fiesta become more controlled as far as our violations are concerned,” Jauregui added. “A lot of the nonprofits that put on Fiesta events have changed their ways. They have to have at least a temporary license to sell alcohol, and we also offer training to get their (alcohol) servers certified, and a lot of the groups have been taking advantage of that.”

Along with Silver Eagle Distributors and Yellow Cab, TxDOT also helps sponsor the Fiesta Commission’s Fiesta Safe Rides program, which distributes $20 taxi vouchers to folks who plan to drink, but don’t want to drive drunk. “This year, we’re giving out 2,500 free $20 taxi vouchers for use during Fiesta,” said interim Fiesta Commission Executive Director Phil Nelson. They are available at the Fiesta Store, 2611 Broadway. There’s a fine line between having fun and having too much fun, and that line can get blurry faster than your vision after a few too many brewskis. Give curfew laws another look
R
ecently San Antonio reviewed its juvenilecurfew law, which over time has highlighted two sad facts: The government feels it has to do the job of parents, and there are parents who are not properly supervising their kids. Shouldn’t it be the parents, and not the government, deciding when children should be at home? At the same time, parents need to set a good example about proper conduct for kids outside of the house. And inside, for that matter. These points come to mind in the wake of a reappraisal of the city’s 24-year-old juvenile-curfew law, with a recommendation from the Public Safety Committee to renew the ordinance for another three years. Government shouldn't be playing mommy and daddy. Created in 1991, the Alamo City law had a worthy intent: Keep kids off the streets and safe from violence. Amendments

over the years also attacked truancy. In the early days of the curfew, gang violence and drive-by shootings were on the rise. Leaders wanted to curb the trauma. Under the curfew, those 16 and younger must not be on the streets, in a vehicle or on foot from 11 p.m. to 6 a.m. every day, and 9 a.m. to 2:30 p.m. on school days. Exceptions are made for children who are working, running a sanctioned errand, caring for a parent or a caregiver, doing volunteer work or on a school or church outing. Citations for Municipal Court are issued to the parents, not the kids. The idea is to make parents feel the financial pinch. The number of citations is relatively small these days, which is one indication that maybe the curfew has outlived its usefulness. Also, violent crime has diminished. And while it’s true kids need to stay in school, the Legislature is considering whether truancy laws, and punishments such as fines and jail, are too onerous. Cities with curfew laws should worry about bigger issues, such as infrastructure and public safety involving real crimes. However, parents must also do their part by teaching acceptable values to their kids.

DISTRICT 8 COUNCILMAN RON NIRENBERG is asking for support from fellow council members to create a standing City Council committee to oversee the San Antonio Municipal Court system. “The San Antonio Municipal Court handles issues that directly impact our quality of life, from traffic citations to code enforcement to animal care services,” Nirenberg said in a recent news release. “City Council should play an active role in ensuring that our residents receive the best service possible.” The council in the past has established standing and ad hoc committees to oversee judicial selection and court management, but Nirenberg said he wants to take the process another step — forming a committee with continuous jurisdiction over Municipal Court operations. Council members including District 2 Alan E. Warrick II, District 4 Ray Saldana, District 10 Mike Gallagher and District 9 Joe Krier co-signed the Council Consideration Request. In a related matter, the council April 2 reappointed John Bull as the Municipal Court presiding judge, a move recommended by the Council

THE BEXAR COUNTY MEDICAL SOCIETY is constructing a 20,000-square-foot office building at 4334 N. Loop 1604 West in Shavano Park, located on the eastbound frontage road between Lockhill-Selma Road and Northwest Military Highway, officials announced. The building will house BCMS on the second floor, with 8,500 square feet of leasable space available on the ground floor, officials said. According to a release, the organization is the secondoldest county medical society in Texas, established in 1853. It represents more than 4,500 physician-members in the greater San Antonio area. The organization currently leases space at 6243 Interstate 10 West, Suite 600 (formerly the First National Bank office building). The new location will be convenient for physician-members, many of whom live and work in the northwest corridor, said Stephen C. Fitzer, the society’s executive director and CEO. “About 70 percent of our 4,500 members live or work in the northwest wedge of San Antonio,” Fitzer said in the release. “Many have offices in the (South Texas Medical Center) and Stone Oak, and they live in nearby neighborhoods. Our new office will make it convenient for members to attend evening meetings and arrive home quickly.” BCMS and its subsidiary, Bexar Credentials Verification Inc., employ 22 people. The $5 million BCMS property encompasses 1.88 acres, officials said. R.C. Page Construction is the general contractor and the project manager/owners’ representative is Huffman Developments. Construction should be finished by December. THE OMNI SAN ANTONIO HOTEL AT THE COLONNADE HAS INSTALLED VERTICAL URBAN GARDEN PANELS on the rooftop of the conference center at Interstate 10 West and Wurzbach Road, planted with hard-to-find vegetables not normally grown in South Texas. According to officials, the garden is part of an integrated system that will provide the bees in the Omni’s recently installed rooftop apiary with plants to pollinate; they will in turn create honey that can be harvested and used at the hotel. The Omni’s garden will also yield herbs and vegetables that hotel chefs “will use to create a variety of exciting new dishes for guests.” In addition, the rooftop garden will feature several raised garden beds. Not exactly the kind of weather that makes you wants to start cleaning up around the house. But this week, the weather has been warm and pleasant and so I thought I would share with you some tried and true easy ways to make the outside of your home look just as spiffy as the inside. One of Dad’s favorite products was Renz EZ to clean your windows. Renz EZ has been around for years and is still the easiest way to clean your windows. Renz EZ hooks up to your hose and will clean the windows through the screens, leaving them spotless. The only thing you have to remember about Renz EZ is to clean when the window glass is cool (that is right now) and then you will have spot free windows without having to squeegee them dry. Renz EZ will even reach second story windows. The Renz EZ Applicator comes equipped with enough soap to clean 15 windows and costs 13.99. The refill soap comes in single packets, and in a 1lb box. The 1lb box is most economical. If your outdoor furniture has mildewed and gotten grimy then clean up with 30 Second Outdoor Cleaner. You will not have to scrub with 30 Second Outdoor Cleaner, and it starts working in 30 seconds. The 30 Second Cleaner comes in an RTU quart size for 8.99, and a gallon concentrate for 13.99 that makes 2 gallons. Clean off the patio, furniture, outdoor planters, and awnings with 30 Second Cleaner and a pump up sprayer. Rinse with clear water. If you have delicate landscaping, cover it up but if it’s just grass and hedges 30 Second won’t hurt them because you flood the area with water. Just remember, use the 30 Second Outdoor Cleaner on dry surfaces, it cleans faster that way. If your company left an oil spot on the driveway and you are tired of looking at it, use the Drive Up. It comes in a gallon that goes a long way. Spray the oil stain with Drive Up, and keep it wet for an hour. I like to spray every 15 minutes. The last time you spray, give it a scrub with a broom and then rinse with water. Let the area dry completely. If there is a shadow of a stain, repeat the process. The reason they call it Drive Up is because it will drive up the stain. It also works on asphalt. Next week we will talk about cleaning your wood deck, and I will give you some tips on staining from the pros that work out of our store. Remember everything is easy, if you know how to do it and you have the right product! Now to the email….. Question: I have locking gate hardware for my two back gates. I was leaving for a few days and locked them up. When I came back home, they refused to open with my key. I don’t want to put a lot of pressure on the key because I am afraid it might break. I just don’t understand, they locked up easily but now they won’t budge. What can I do before I call a lock smith? Answer: I have an employee at the store that is great with locks. He said that locks could lock easily and then the springs in the lock get hung. Spray the lock with Tri- Flow, insert the key, and they tap the key with a hammer. They will cause the tumblers to fall back in place so you can turn the key and unlock the gate. Then after the gate is open spray everything connected to that lock. Use the Tri- Flow – it doesn’t attract dust and dirt.

YOUNG SCIENTISTS FROM HOBBY MIDDLE SCHOOL recently participated in the fifth annual White House Science Fair, which celebrates the winners of science, technology, engineering and math competitions across the United States. The students had devised an experiment to study crystal formations aboard the International Space Station when the rocket carrying their payload exploded moments after takeoff in October. The students — Madelyn Hickman, Anthony Holmes, Kalista Ybarra and Jacob Rubio — had won a national contest in which their experiment was selected over dozens of other projects. In spite of the setback, they presented their project at the Science Fair, which was hosted
by President Barack Obama. Meanwhile, officials said their journey is far from over. With the help of Southwest Research Institute and District 8 Councilman Ron Nirenberg, the four middle school scientists will attend the Student Spaceflight Experiments Program Conference at the Smithsonian in Washington this summer.

DIEGO BERNAL, THE FORMER DISTRICT 1 CITY COUNCILMAN, was sworn in March 3 as the new state representative for House District 123 after winning a special election Feb. 17 precipitated by Mike Villarreal’s decision to step down and run for mayor of San Antonio. HAVANO PARK — With nearly half of the respondents in a survey saying they don’t want a new city park on a 16-acre municipal tract, outgoing Mayor David Marne said the issue is probably best decided after the May 9 elections.
“It will be up to the City Council to make the just decisions about what they believe to be in the best interest of all the citizens,” said Marne who, after five terms, is not seeking re-election. “I think it will be an issue for the next election and the outcome of which will make a big difference on how they move forward. Nothing has been decided upon yet.” Core Research of San Antonio, at the behest of the council, recently
conducted the survey to gauge residents’ support and input for developing the municipal tract next to City Hall. A separate feasibility study was undertaken last year. Core Research mailed the survey to 1,207 residences on Jan. 26, with a deadline to respond by Feb. 12. An online option also was available. One-third of those surveyed — or 418 residences — responded. According to the results, 48.8 percent said they would not support development, 34.6 percent said they would, and 16.7 percent remain unsure. According to the findings of the survey, many who do not support development of the municipal tract cite financial concerns and want the land to stay in its natural state. They also brought up worries about maintenance costs and future funding. If the city proceeds with development, research indicates the strongest support for amenities goes to hike-and-bike trails, followed by a park with gardens, a pavilion and a picnic area, in that order. According to the survey summary, “While it appears that there are two divided camps, in fact those who are ‘not sure’ are receptive to ways that the

community can improve, while also listening to the concerns about prudent investment of municipal resources.” Last year’s feasibility study indicated those who wanted to keep the tract in its natural state still might support improvements to drainage and stormwater infrastructure “if the proposal is effectively communicated to the community,” according to the summary. Marne said there is still room for discussion about the tract’s fate. “The city of Shavano Park has a representative government,” the mayor said. “Citizens elect people to make decisions and those elected people can make decisions whether they are the view of the
majority or are the view of the minority (of citizens). That’s a great thing because sometimes the people who are elected need to make decisions that may not be popular but are in what they believe to be the best interest of the long-term goals of the city.” City Manager Bill Hill said there is no rush to transform the property. “There never was a plan to do something specific,” Hill said. “There was just this idea that we had this property and we could think about doing something with it. First, we conducted a feasibility study and concluded that we could do just about anything with it. The second thing was to consider what the citizens want. There’s a good number that want to see something happen and there’s a good number that don’t want to see something happen.”

owntown’s Magik Theatre is debuting a new act with a satellite location on the North Side designed to teach children about the acting experience. Mary Claire Becan, director of the new Magik Performing Arts Center at 5359 Casa Bella Road, has seen acting turn a key that can open the door for a child into a world that is, well, magical. “Performance art is a transformative thing. It gives you sympathy for other people because you’re taking on their character and trying to think what they’re thinking,” she said. Whereas productions at the wellknown downtown theater at 420 S. “Our founder, Richard Rosen, started Magik 21 years ago with a plan to serve as many people as possible,” Weber said. “We started Magik Performing Arts Center because we felt the need for a secondary location to expand the learning opportunity outside downtown.” With its constant run of professional
performances, Magik had limitations on its time and space and it was difficult to expand a teaching program. “The downtown location teaches on Saturday mornings only — and summer camp, Spring Break, as well,” Weber said. “But the new school will allow afterschool and weekend classes as well as serving the home school population.” Becan, whose educational background is psychology, has for several years owned and managed the Northside Performing Arts Center. There she saw what acting could to do to bring new dimensions to children’s personalities and abilities. “People learn so many things in addition to this one thing – performance activity – that you can carry into different areas of your life,” she said. Becan tells her own story of becoming an acting student. “When I was a kid, I had the worst temper,” she said. “I was angry at people all the time. When I was in third grade, my best friend told me she couldn’t be friends with me anymore because I was too mad all the time.” “So my mom was always trying to find outlets for me. I tried soccer, I tried sports, I tried horseback riding — and

We do improv classes in the former movie theater,” she said. The performing arts center can accommodate up to 90 students in its six classrooms. There are plans to add full-length productions to the classes in the future, and Weber said there’s also a discussion about whether to bring Magik’s Theater for the Very Young to the new performing arts center. “That’s being held at the Pearl right now, but we are discussing a possible move in the fall,” Weber said. The school offered a preview event at the end of March and began accepting registrations for students to start classes the following week. Becan is eager for kids to get the experience of acting classes for a host of reasons. “You can learn a lot about acting from a book,” Becan said, “but there’s nothing like a full-spectrum production to help a child learn experiences like being in front of an audience and forgetting a line or covering up when a fellow actor forgets a line or having to hit those cues. There’s nothing that can prepare you for that and there’s nothing that

Muscles and Aging As we age, our bodies lose lean muscle mass. Even if our weight hasn’t changed much since our active 20’s and 30’s, and especially if we are sedentary, we have exchanged lean muscle tissue for fat. You might be thinking, “Why is this a problem?” or “There’s not much I can do about getting older.” Muscle loss equates to lower metabolism, increased risk of insulin resistance, lower energy and strength levels, and less endurance for the activities we enjoy in our everyday lives. What’s more, recent studies (Newman 2006, Cesari 2009) reported associations between lower leg strength and reduced longevity and lower walking speed and reduced longevity. While we can’t avoid getting older, there are some steps we can take to stop this process and build healthy, lean muscle mass. We do this by eating a balanced diet with adequate calories and protein and by stimulating muscle growth with strength training. Adequate Protein It is important to eat adequate amounts of protein at each meal throughout the day so your body has protein available for building muscle. Recent studies suggest that the optimal daily protein intake for active adults, athletes, and aging adults is 0.5 to 0.8 grams per pound of body weight. For someone who weighs 150 lbs., this equates to about 30g of protein at each meal and one snack. In the hours just after eating a protein meal, available protein actually helps to turn on or stimulate the muscle-building process. Research has shown that the amino acid, leucine, which is highest in milk and dairy, is particularly good at stimulating muscle growth. Strength Training However, diet alone will not sufficiently slow down or stop the loss of lean muscle tissue. Weight-bearing exercise or strength training is the best way to increase lean muscle and improve strength. group of third-, fourth- and fifth-graders at Colonial Hills Elementary School who could be tomorrow’s medical professionals are already giving back to their community — including organizing a recent health fair. The Colonial Hills Give Back Team, a semifinalist in the Spurs’ Silver & Black Give Back Team Up Challenge, recently won $5,000 and put the prize money toward a community health fair. The students helped organize the event. “It’s important because when you get older you don’t want to have a bad lifestyle. You want to have a good one like when you’re active and healthy, when you’re little,” said fifth-grader Andrew Raley. Many of the fourth- and fifth-graders
on the team are also a part of the Kids School Health Advisory Council. The council meets up to twice a month to discuss ways to promote health and wellness, campus officials said. There also is a student ambassador on the Mayor’s Fitness Council. “Sometimes schools like ours don’t get the recognition that they deserve, and we have got phenomenal kids here, who have got great ideas, and great things to say, and great things to contribute,” said Principal Janna Mascorro. The Give Back team was created after a state-required, annual Fitnessgram indicated 30 percent of students were overweight. In addition, 87 percent of the students are also economically disadvantaged, officials said. The students decided it was time to promote healthier habits. “Even though the majority of our students do not have things themselves, it’s very important for them. It doesn’t matter how little they have, you always want to instill in kids that you still give back,” Mascorro said. On March 19, students and their families flocked to the Colonial Hills campus. At least 23 organizations or businesses participated in the event, including the American Heart Association, the American Lung Association, H-E-B, San Antonio Food Bank, the San

ASTLE HILLS — Plans for a comprehensive drainage project are now in the works as part of an effort to address flooding woes that have long plagued the town.
Some residents want the flooding issues fixed first before street repairs are made. The drainage plan is being put together by a committee with input from an engineering firm the city hired to help address the problem. Councilman Douglas Gregory is the chairman. “What we’re doing right now is working with the engineers to get information together so we can get started on the plan,” Mayor Tim Howell said. The drainage repairs will be funded by a quarter-cent sales tax that was passed a number of years ago,

The drainage committee hopes to present the plan to the City Council by May. “We’re going blend that with our streetrepair projects where we can get the most benefit by combining the knowledge of the engineers, the committee and also (San Antonio Water System),” Howell said. Howell said the streets with the most severe flooding will be fixed first. The north part of the city seems to have the worst deluges while the area south of Loop 410 sees less-severe flooding. Retired engineer Douglas Steadman has lived in Castle Hills for 58 years and served on a committee formed many years ago to find solutions to the town’s flooding problems. Steadman thinks using sales-tax money to fix the city’s drainage problems is a good idea, and he hopes it is done before street repairs are made. “I have been promoting that as they are spending money on streets, the priority ought to be drainage first and then street repair,” Steadman said. he City Council Comprehensive Plan Committee’s outline for San Antonio’s growth during the next 25 years could have sweeping implications for the North Side. The plan will help strategize overall expansion through 2040, a road not taken in San Antonio since the Master Plan of 1978, said John Dugan, the director of the city’s Department of Planning and Community Development. “There was an update in 1998 that added many new policies,” Dugan said. “Now we’re looking at the entirety,” he added. “Plus, we’re doing a transportation plan, a sustainability plan and a big waterrisk plan ... as part of the comprehensive plan to feed into it those other values — air quality, water quality, things to do with resilience in terms of adapting to disasters and hurricanes and things like that.” The analysis springs from SA2020, a shared community snapshot for Alamo City improvements this decade, produced by a series of public forums in 2010. “SA2020 is the vision of a great city, a world-class city that’s walkable, has great transportation, great neighborhoods, smart growth, infill development,” Dugan said. “The (comprehensive) plan is the blueprint for turning the built environment part of that vision into reality.” The plan should be completed in early 2016. San Antonio officials are seeking input from 26 municipalities in Bexar County, plus those in adjacent counties. Handling growth will be essential to the proposal. Studies predict almost twice today’s population — currently 1.4 million, according to federal figures — in the greater metro area by 2040, officials said. “We’re looking at how to distribute that new 1 1/2 million people, half a million new housing units, and half a million new jobs in a way that reduces traffic congestion, or at least doesn’t make it worse,” Dugan said. One theme is mixed-use development, which would provide housing closer to work and lessen commutes, he said. “Where we have a lot of jobs now with no housing, we need to look at bringing housing in. That’s the case for almost all of our major growth centers,” Dugan added.

Appointed by the council, the committee began meeting last summer, chaired by District 8 Councilman Ron Nirenberg. It developed an advisory group composed of 50 to 60 local organizations’ representatives to tackle core issues including transportation, housing, green and healthy neighborhoods, historic preservation, military and environment. “We do know that there’s great development occurring throughout District 8, and there are some challenges with transportation and congestion that we are addressing,” Nirenberg said. “But we are beginning to look at these more comprehensively and to coordinate all of the activities throughout San Antonio, and that’s what the comp plan is all about.”

essentially where the parkway ends” and turns into Wurzbach Road, Nirenberg said. “That corridor is the main route into the Medical Center, which is a regional economic center. We derive $30-plus billion economic impact annually from the Medical Center. So making sure employees, patients, can move in and out of the Medical Center is an extremely high priority for the region in general,” he added. Dugan agreed with Nirenberg that the Medical Center and UTSA represent high-priority growth centers, but said there’s a basic problem of getting people in and out of those areas. “They need to maximize potential there for infrastructure to support more density – and there’s 300 acres of vacant land within the Medical Center,” Dugan said. “That will necessitate more transportation solutions for people who live in the North Central areas, in District 8 east of I-10, to gain access to the Medical Center more easily. We need to look at more people-mover systems in that area.”

The Comprehensive Plan will address 10 key areas, including the environment and sustainability. Dugan said challenges along the I-10 corridor include issues of infill growth and working with impervious surfaces for development on steep slopes. “Things like low-impact development will be looked at through the working groups that are populated by members of these different organizations, along with professionals,” Dugan said. “We’ll work through the issues and provide policy recommendations on all those different areas of environment, housing, land use.” Issues of water quality and sustainability also play major roles in the emerging plan, he added. “All the environmental issues — air quality, a big water study — is incorporated for risk assessment for future water (and) air quality efforts to stay in attainment if we can. And if we can’t, to mitigate that,” Dugan said. Attainment refers to areas that meet federal air-quality standards under Environmental Protection Agency guidelines, and which are pegged to federal assistance. SALOCALLOWDOWN.COM HEALTH continues from pg. 19 “The whole health fair (was) organized by the kids,” said Terri Pitts, the school’s physical education teacher. “It made me excited knowing that the next generation is so involved... because I can only do so much as a P.E. teacher.” Pitts and Veronica Villegas, the campus family specialist, are the sponsors of the Colonial Hills Give Back Team. More than 50 students are members. Admission to the fair was free, but the team requested that visitors bring an item that could be donated to the Battered Women and Children’s Shelter or the San Antonio Food Bank. The group also gave away five footballs autographed by Dallas Cowboy Kyle Wilber, and 22 Walmart gift cards valued at $10. The fair is in keeping with the aims of the Spurs’ Silver & Black Give Back Team Up Challenge, an ongoing enterprise which encourages schools to undertake projects that benefit the community while competing for funding. As a part of the challenge, Colonial Hills students had to complete many tasks, including designing events, promoting them on multiple platforms and coordinating and hosting the events to raise awareness. The team had booths at Spurs and
Rampage games, handing out healthyliving brochures. They even got to spend the day at the Witte Museum with Rampage defenseman Steve Kampfer and goalie Michael Houser. The group toured the H-E-B Body Adventure Exhibit on Jan. 14, where they did a questionand-answer session with the players. Andrew was on the team that filmed and edited parts of the project, and helped put together a twominute video shown on campus. “It was fun. I learned new stuff about how to edit video, and how long they need to be,” he said. Mascorro said Pitts spearheaded the healthy initiatives on campus, and Pitts writes many grants to help fund the projects. Pitts secured the school’s spot in the challenge, which resulted in the initial seed money of $2,500. “We’re very grateful for Team Up to give us the seed money to do what we want to do and to help these kids understand, because money is hard to come by,” Pitts said. The Team Up Challenge is just one part of a larger approach to teach healthy lifestyles, officials said. Voting for the finalists in the Spurs Silver and Black Give Back Team Up Challenge ended on April 3.

The Friedrichs live on Carolwood Drive, and said the city puts up barriers on both ends of their block when flooding is likely. They have lived in Castle Hills for six years. On May 25, 2013, the San Antonio area experienced record-breaking rainfall that caused widespread flooding, and the city of Castle Hills was hit particularly hard. During that storm, the Friedrichs had water inside their home as their street flooded from so much rain in such a short period of time. The Friedrichs hope the drainage plan offers them some relief from future flooding. They support the idea of salestax money being used to fund it. “I think they (City Council) want to fix the problem; I just don’t know when and if they have anything planned,” Kathy Friedrich said. Howell said there isn’t a timetable for when work to improve the city’s drainage might start, but he thinks some action will be taken soon. “As before and now, we’re taking this very seriously because we know that drainage and flooding causes street problems,” the mayor said.

he smell of freshly baked cookies wafts through the air at the Huebner Oaks shopping center, where Tiff’s Treats has fired up the ovens to deliver happiness with each warm bite.
The Austin-based cookie-delivery service at 11745 Interstate 10 West, Suite 140, made its debut in early November with a grand opening that benefited a charity, Soldiers’ Angels. The bakery sold more than 1,000 cookies. The company got its start during winter break 1999 when University of Texas student Tiffany Taylor accidentally stood up fellow student and her boyfriend, Leon Chen, in

their hometown of Richardson. “She felt bad and decided to bake some of her cookies for me,” Chen said. “I’m not a huge sweets fan myself, but I absolutely loved the cookies and loved how they were still warm when I got them.” Thinking about getting a part-time job when they arrived back at campus after the holidays, Chen asked his soon-to-bewife to create the company with him. “We were the first company in the entire nation to deliver cookies warm,” Chen said. The couple has opened 16 stores in Texas, with another slated for the Alamo City later this year. Chen said their first San Antonio store on the North Side is a perfect place to start because of the area’s growth. Tiff ’s Treats offers 10 cookie varieties and one brownie every day. Flavors include chocolate chip, sugar, oatmeal raisin, peanut butter and more. The bakery uses original Taylor family recipes that are slightly tweaked. “We use the best ingredients we can, and we bake them to order, so each cookie is baked especially for the customer,” Chen said. “That way, you get the cookies as fresh as possible, and they are still warm, straight from the oven.” Tiff ’s Treats delivers to nine ZIP codes — 78213, 78229, 78230, 78231,
