Every group has a few bad apples
T
he national dialogue about police conduct has taken an ugly turn, and much of the bellicosity directed at law enforcement is nothing short of ludicrous. I spent more than half of my career as a reporter covering police, county law enforcement and federal agents. Like many people, I have some questions about the Eric Garner case in New York. But based on my experiences, I can say the system in the San Antonio area to catch bad cops does work. I wrote about cops under indictment, cops who went to trial, cops suspended by their chief or civil service commission, cops handed indefinite suspensions, cops forced to retire… And yet for every one of those aberrations, I could list hundreds of other officers who just did their jobs; who put up with an amazing amount of verbal abuse and eternal paperwork; who went on mind-numbing calls that ranged from parents who couldn’t control their own kids to frightened grannies scared by a raccoon in the house; and who saw more unrelenting violence than most people can comprehend. To the critics I would say: Talk to the officer who just handled the case of a baby with its skull bashed in, the same officer who has to go home and tell his or her spouse with a forced smile that it was just another day on the job, and then hug his or her own child like the world is filled with rainbows and unicorns. I wonder if the naysayers know what that’s like. Constructive criticism is helpful, but it needs to be honest. Don’t tar and feather all police because of a few rotten apples. If critics want anarchy, then let’s just do away with law enforcement. Otherwise, tone down the rhetoric and engage the brain. Every profession has its sinners … and saints.

San Antonio a world-class city without NFL by SUSAN YERKES
C
hristmas is over, and Santa failed to deliver a major league football team to our collective stockings, despite the recent ballyhoo about the Oakland Raiders possibly relocating here. But, a lot of folks still have visions of the NFL dancing in their heads. So as the new year begins, I’d like to offer a reminder, and propose a toast. First, the reminder. When it comes to courting major league teams, the Raiders are not our first rodeo. The Alamodome was built after voters approved the $177 million project, thanks in part to a powerful public-relations
campaign headed by former Mayor Henry Cisneros and then-Spurs' owner Red McCombs. One of the major selling points was the idea that if we built a state-of-theart football stadium, San Antonio stood a good chance of getting an NFL team to play there, despite widespread skepticism. The skeptics proved right. Of course, the Alamodome was also sold as an expanded convention facility – fortunately, as it turned out — although it took awhile for the venue to hit its stride. The Alamodome opened in 1993, the same year Cisneros decamped to Washington, D.C., to head the Department of Housing and Urban Development. The dome was a “legacy” project for him. More than two decades later, Cisneros is still on the NFL bandwagon. Things heated up this summer, when the Raiders, with their current lease on Alameda County’s aging O.co Coliseum about to expire, weren’t getting far in their push for a proposed $800 million new stadium. And presto! Suddenly, they were entertaining new suitors. Some reasoned San Antonio’s a perfect fit for the Raiders. It’s hard to take the idea very seriously. Oakland is the nation’s fourthlargest media market. San Antonio is the 36th largest and no amount of annexation is going to change that anytime soon. The Bay Area boasts six times as many major
corporate headquarters, and has a much larger pool of dollars for premium seating and sponsorship. If the Raiders do anything, they’re more likely to return to Los Angeles. Even though it’s conceivable that an NFL team might play in the Alamodome for a time (the New Orleans Saints practiced and played three games here in 2005 in the wake of Hurricane Katrina), folks on the inside of the Raiders talks were pretty candid about the fact we’d eventually have to build a new stadium to keep the team here. Why would our leaders even seriously contemplate doing that? Back when the Alamodome was built, there was a lot of talk about how an NFL team would help sell San Antonio as a “world-class city.” The NFL didn’t come, but San Antonio is a world-class city anyway. We have the five-time NBA champion Spurs, one of the coolest collective class acts in sports, the WNBA San Antonio Stars and the AHL San Antonio Rampage, all playing in the AT&T Center. The Alamodome has hosted five Men's and/ or Women's NCAA Final Four basketball tournaments and a U.S. Olympic Festival.

(We just snagged another Final Four for 2018, to which the city’s committing $44 million more in Alamodome upgrades.) The dome has proved a fantastic home for our town’s only NCAA FBS team, the University of Texas at San Antonio’s Roadrunners, and high school playoff games. Not to mention hundreds of events from monster truck jams to rock concerts. And in December, Major League Soccer officials confirmed San Antonio is among four cities being considered for a new MLS team in the latest league expansion. There’s much more than sports to being a world-class city. In a 2014 Forbes magazine report comparing the business climates of 200 major U.S. metro areas, San Antonio ranked sixth. Oakland came in 62nd. We’re on a roll here, and Mayor Ivy Taylor is correct to focus on education and economic development, rather than put too much effort into pie-in-the-sky NFL dealings. Services must be there for annexation
S
an Antonio is looking at its largest land grab in 20 years, a move that could annex five areas equal to 66 square miles and make the city the fifth largest in the nation.
Before city leaders do such a thing, they must first make sure they can provide adequate police, fire and ambulance services; take care of infrastructure such as bridges, streets and drainage; and build or maintain parks and libraries. If the city is incapable of handling such a load, then those areas — which would add about 200,000 people to San Antonio’s population — should stay outside the city limits. It’s not worth straining the city’s resources just so San Antonio can be bigger than Phoenix and Philadelphia. The city is looking at Interstate 10 West, U.S. 281 North to near the Comal County line, I-10 East, Texas 151 and U.S. 90/Loop 1604. According to District 9 Councilman
JAN. 12 - FEB. 9, 2015 Joe Krier, if the move goes through from 2015 to 2020, it would be a limited-purpose annexation. There will be no city services, no collection of property or sales taxes during the first three years. Although residents can vote in City Council and recall elections, they are not eligible to run for office during that time, nor can they cast ballots in a bond election. However, the city can require permits and fees for commercial and residential buildings. The areas in question are all rapid-growth sectors. No doubt politcos are rubbing hands at the thought of all the new taxes. True, it can be argued that residents from the five areas driving on San Antonio streets and using San Antonio resources should pay their fair share, but there is little doubt some do not want to become part of the Alamo City. For one thing, there are fewer regulations in unincorporated areas, compared to city ordinances that cover everything from historic preservation to code compliance. Public hearings will be held in the fall. Residents should come armed with questions. MEDIA NEEDS TO STICK TO FACTS
EDITOR: The column in the December
LOCAL Community News by Executive Editor Thomas Edwards on the need for the media to keep a proper perspective really hit home. (I started to say “resonated,” but that word is overused). I could not agree more with his premise. It is unfortunate that many (not all) people get their news/information/sound bites from TV and therefore are unwitting victims of partial, inflammatory or misleading information. They are being spoon-fed by the media; their opinions are pre-formed and digested for them like chicken nuggets, resulting in the so-called news becoming fact in their minds. CONSIDER FACTORS IN USE OF POLICE BODY CAMERAS EDITOR: In light of Ferguson, Missouri, and (the Eric Garner case in) New York City, it would be difficult to argue against the use of police body cameras. However, the December editorial on their use was sadly light on factors that will determine whether the San Antonio Police Department can employ them in a widespread fashion. Some of these factors include: 1) battery life — cameras may not have enough battery life for a full shift; 2) data storage — despite modern compression algorithms, a full shift’s video file, multiplied by the number of shifts per day and the number of officers on duty for SAPD, would create a massive amount of data that would need to be transferred, viewed, sorted and stored; and 3) problems that might arise from officers turning the cameras on and off at their own discretion. These are just a few of the issues when evaluating whether to put the cameras into widespread usage. The public should be educated on all of the issues pertaining to the decision whether to use the cameras. Todd Tinker

THE INVESTIGATION CONTINUES INTO A Dec. 28 fire at the Wedgewood Senior Living Apartments, 6701 Blanco Road at West Rector Drive in Castle Hills, that claimed the lives of six residents and sent 18 more to the hospital. City officials said the fire is the worst disaster in the history of Castle Hills. Both the state and county fire marshals’ offices are probing the case. The blaze at the 11-story building, built in 1965, was turned in about 6 a.m. Officials said the building housed nearly 450 tenants. SECURITY SERVICE FEDERAL CREDIT has acquired 66 acres near its corporate campus for future expansion and consolidation on land bordered by the Interstate 10 West frontage road, UTEX Boulevard and Leon Creek Greenway. “As a growing enterprise, we are delighted to acquire this property in such a rapidly developing part of the city,” said SSFCU President Jim Laffoon. “With several business units currently in leased facilities, development of a campus on this site will allow us the ability to consolidate our back-office operations for many years to come.” Plans could even call for the

The City Council member recently announced a joint initiative with Southwest Research Institute to sponsor the trips of the four young scientists to Washington, D.C., this summer. The students are guests of the Smithsonian Institution to present their project, a winner of the Student Spaceflight Experiments Program, designed by the National Center for Earth and Space Education. In late October, a privately owned Antares rocket carrying the package blew up moments after takeoff. The students’ experiment, designed to study crystals, was selected over dozens of other projects in a nationwide contest. The students are Madelyn Hickman, Anthony Holmes, Kalista Ybarra and Jacob Rubio. “After watching hours of their hard work literally go up in smoke, these students asked if they could start from scratch and conduct their experiment again,” Nirenberg said. “That’s a resilience from which we adults can all learn.” NORTHSIDE INDEPENDENT SCHOOL DISTRICT TRUSTEE KATIE REED, who represents District 5, has been recognized by Superintendent Brian Woods for her work on the board of the Masters Leadership Program of San Antonio and Bexar County. Pfeil was hired based on her performance and her ability to bring the different department heads together, her focus on Castle Hills and her love for the city that she has lived in for 36 years, Howell said. ASTLE HILLS — With 2015 already off and running, the city faces a year filled with political challenges as voters head to the polls to elect a mayor and three council members after a tumultuous 2014 that saw the resignation of a mayor, city manager and a councilwoman.
According to Mayor Tim Howell, it will be the first time in city history that a mayor and three of five City Council members will be up for election at the same time. Seats held by councilmen Tim Daggett and Frank Paul, who were both appointed, will be on the ballot May 9 along with the seat currently held by Councilman John Squire. Other issues the city plans to tackle in the new year include making City Hall more user-friendly for residents and working to create a better atmosphere for its employees. City officials recently have been trying to ensure Castle Hills is in line with other cities of its size regarding employee wages and benefits. Officials redid the city handbook, adding two holidays for municipal workers. VIA Metropolitan Transit also is likely to continue to be an issue for the town, and voters in May could be asked to decide whether to keep its buses running through the city’s streets. City leaders had considered giving VIA the boot so that tax dollars used to subsidize the bus service could instead go to road repairs. Last summer, some council members said the $495,000 in sales-tax money paid to subsidize VIA would be better spent on repairing and maintaining infrastructure. VIA has pledged $380,000 to aid Castle Hills with its street repairs, and some city officials have expressed support for the idea. But others, such as Councilman Douglas Gregory, have been longtime critics of funding VIA.
“Recently, VIA announced that over $300,000 was being ‘given’ to Castle Hills for street repair,” Gregory wrote in a city newsletter. “Unfortunately, this ‘gift’ from VIA has raised more questions than answers.” The councilman said the use of the money depends on how and where VIA got it, especially if federal strings are attached. The city has been trying to find alternative ways to repair its streets after multimillion-dollar bond issues were defeated by voters in 2010 and again in 2013. Howell said he is generally pleased with the direction the city is headed. In June, Howell’s predecessor, Mayor Bruce Smiley-Kaliff, resigned, followed not long after by City Manager Rita Hoyl, who stepped down after being told by some council members she had four months to prove her worth; and Councilwoman Stacia Spridgen, who cited the same reasons as SmileyKaliff for her resignation — concerns over the direction the city was taking after the May 2014 elections. Howell was appointed mayor after Smiley-Kaliff ’s departure and new councilmen Paul and Daggett were named to fill open seats left in the wake of the political shuffling.

HAVANO PARK — Conceptual plans are in the works to create hike and bike trails around the city as part of a master-development strategy to promote greater pedestrian and bicycle access and safety. The city’s Planning and Zoning Commission presented the conceptual plan to the City Council this fall, which calls for eventually surrounding Shavano Park with walking trails, biking trails and sidewalks that would interconnect with nearby hike and bike paths of San Antonio. “Last year the council directed the Planning and Zoning Commission to review and develop recommendations for hike and bike trails,” said City Manager Bill Hill. “The Planning and
JAN. 12 - FEB. 9, 2015 Zoning Commission formed a work group and we looked at potential hike and bike trails and where those would be best and how we might approach it.” The trails will be built in phases as part of the development projects of Denton Communities, a San Antoniobased development company. “We’ve been looking at hike and bike trails ever since we did our town plan back in 2010,” said Mike Janssen, a planning and zoning member. “Hike and bike trails are one of the items that citizens seem to focus on. We’ve worked toward that end and the City Council asked us to really start looking at it.” The council had recently directed Hill to determine which phase of the plan to do first. It was decided phase one includes bike and walking lanes for about a half-mile stretch on De Zavala Road between Lockhill-Selma Road and Northwest Military Highway. The pedestrian and bicycling lanes for that portion on De Zavala will be designated by paint striping of a space of about 8 feet on each shoulder of the road. This first phase of the plan was chosen because it was the simplest and had the lowest cost, with the price of the road striping being about $7,800, officials said.
The project is set to begin in January. “Since the road is really wide, it would be really inexpensive to integrate that walking and biking trail along the roadway, so that is what the City Council has agreed to do,” Janssen said. The plan’s second phase is work on a hike and bike trail that will extend from Lockhill-Selma on the northern end of the city and will parallel Loop 1604. It will go from the west side to the east side of the city, and it will connect into the Salado Creek hike and bike trails from San Antonio, according to Hill. As the second phase is still on the drawing board, no detailed work has been done. “We’ve conceptually agreed that the city will take responsibility on that for
about a quarter mile … and the developer will take responsibility for the rest of it,” Hill said. “We will be working very closely with Denton Communities, who is our developer, and they will probably initiate the planning for that.” Hill stressed the city is trying to do one thing at a time and in organized phases regarding the hike and bike trails, and that each phase of the plan will be brought to the council for review and final approval. “The city of San Antonio is doing their Salado Creek Greenway, so we wanted to do something to connect our city to the city of San Antonio’s hike and bike trails,” Janssen said. “In the next couple of years, hopefully this will all happen. At least the first one along De Zavala is going in and we are very excited about it.”

he well-known, awardwinning resort that sits atop the hill at La Cantera Parkway — formerly known as the Westin La Cantera — is closed until the spring to undergo a major facelift. Earlier this year, the Westin emblem was removed from the resort after its owner — local insurance giant USAA — retained the services of the Destination Hotels & Resorts management group. The partnership is committed to a multimillion-dollar wholesale facelift over a six-month span designed to revamp and modernize the 250acre facility near Fiesta Texas, officials said. The La Cantera Hill Country Resort, 16641 La Cantera Parkway, is expected to reopen April 6, officials said. The resort announced in November reservations are unavailable until after that date.
“This substantial upgrade will allow the resort to enhance its spectacular setting and the exceptional amenities guests have come to expect,” said James Sabatier, Destination Hotels & Resorts president and chief operating officer. “It will also continue to position La Cantera Hill Country Resort as a world-class destination.” The major renovation project has been carefully planned over a period of many months and will include the construction of a new, free-standing destination spa, as well as the redesigning of the San Saba Courtyard and a complete new look for the lobby, lobby bar and front entrance. This will be the most extensive remodeling undertaken at the facility since it opened in 1999. Expanded convention space and meeting rooms, up-to-date restaurants, lounge and bar concepts and a junior ballroom are also part of this massive master-plan redesign. “While our primary focus is on the guest experience, we are also very aware of the effects this decision will have on our associates,” said Resort Vice President and Managing Director John Spomer. “Because the magnitude and impact of the project will prevent our associates from providing our guests with our customary

In addition, toiletry items and plush terrycloth bath robes were given to Meals on Wheels to be distributed to homebound seniors. Additional events to benefit other local charities are planned. TopGolf has revolutionized the mundane pursuit of hitting a bucket of balls. Precise yardage is calculated via high-tech microchipped golf balls. Additionally, accuracy plays a factor as moon-crater sized holes provide welcoming targets for easy success. “We want to make the game very accessible and non-intimidating. AN ANTONIO – After recently helping secure the 2018 NCAA Men’s Final Four basketball tournament’s much-publicized Alamodome return, San Antonio Sports is basking in the afterglow. Out of the limelight, the nonprofit organization is pursuing a mission considered no less essential – the quest to better youth sports at the grass-roots levels. An SAS program, Coach Ed, instructs volunteer coaches on proper fundamentals and conditioning, while emphasizing role-model responsibility, child-abuse prevention, understanding legal issues and stopping and treating injuries. Andy Seaman, the SAS’ Coach Ed program manager, said the half-day symposiums are very important to the community.
“The NCAA Final Four – all the money generated through that – helps fund Coach Ed,” he said. “Events like the 2018 Final Four bring economic impact to the city of San Antonio. Overall, the premier sporting events that have been brought (in) by San Antonio Sports have delivered more than $460 million.” While Coach Ed has certified more than 85,000 coaches during the past 15 years, including 1,200-plus Spurs Youth Basketball League instructors who attend annually, the course was only reaching audiences of 25 to 30 individuals. San Antonio Sports President and CEO Russ Bookbinder wanted more and said a decision was made to enhance the clinics even before Esquire Network aired the reality television series, “Friday Night Tykes,” which depicted some unsavory tactics employed by area coaches competing in the Texas Youth Football Association. “We would be doing what we’re doing, if that had happened or not happened,” Bookbinder said, adding there was a need to provide “the highest level of training and motivation” to the local coaching fraternity. Previous sessions saw attendance only by the handfuls, but audiences swelled in August when an inaugural, football-oriented

Coach Ed symposium included an expanded curriculum with hundreds participating at the University of Texas at San Antonio. The conference – part classroom lecture, part pep rally – not only contained basic Xs and Os, but also tutorials on topics such as why kids play and quit sports, how to effectively communicate with difficult parents, how to blend winning and losing into life lessons, and promoting and encouraging good sportsmanship. Attendees also received glossy goto guides providing facts, guidance, safety tips and other information. Bookbinder described the handbook as “an extremely comprehensive youth-sports training manual,” and added, “Education is a critical piece of any vocation that you’re in. If I spend four hours being trained, and I read the material, I’m going to have some checks and balances on my behavior.” Local child therapist Michael Berler, who’s not affiliated with SAS, endorsed the information and communicative skills contained in the curriculum. He said many coaches know how to guide on-field talent, but also must realize players have mental, social and psychological needs. “Eight- and 9-year-olds aren’t little adults; they have to be taught in a way that their

brain is capable of digesting,” Berler said. Seaman, who is also a Windcrest Little League baseball instructor, said WLL’s complete complement of 73 volunteer mentors earned Coach Ed certification. “They took the course in order to improve their knowledge of coaching, in general, as well as the sport,” Seaman said. “How the coaches interacted with the kids before training, and seeing the coaches implement the training we taught them, was a cool deal.” Seaman said interpersonal techniques – especially how instructors communicated with players, parents, umpires and opposing coaches – improved the league. SAS is always seeking to further advance the area’s youth-sports community through its clinics. “We do see a void; we do see a need. There’s a long way to go before we achieve the goals that we would like to achieve,” Bookbinder said. Coach Ed trains and certifies volunteers in football, basketball, baseball and cheerleading programs, with soccer on the horizon. Its next large-scale conference – designed for youth-basketball coaches – is slated for mid-January. Sessions, big or small, cost $25, including materials. Big Bob’s Burgers brings family friendly restaurant to 1604 and Lockhill-Selma by COLETTE ORQUIZ
B
ig Bob’s Burgers has ventured to the Shavano Park area, bringing the family friendly restaurant, flamegrilled burgers and gigantic beer-battered onion rings to The Ridge Shopping Center.
Located at 4553 N. Loop 1604 West, this is the third location opened by coowners Bob Riddle and Larry Walker, the latter being the ex-publisher of the San Antonio Express News. The other locations are at 447 W. Hildebrand Ave. and 100 N. Santa Rosa St. The newest space used to house Old West Burgers and has seen its fair share of tenants
during the past six years, according Riddle. “A lot of people thought I was nuts to go in this spot. I just saw the potential,” the co-owner said. What used to be red-painted walls are now brightened with white and feature the Big Bob’s logo and other decorations. This is the largest Big Bob’s yet, accommodating more than 200 customers with seating on the patio as well as inside. The space also has a large playground area where parents can let their children run loose. Big Bob’s Burgers is known for the 50/50 burger, made with equal parts angus chuck and bacon. The patty is freshly ground, char-grilled and topped with a hefty amount of cheddar cheese. It also has a pink hue, which Riddle said is normal— he promises the burger is cooked to perfection.

“We’re going to go back to what we do, which is just very simple. It’s just great food, keep the place clean and treat people like they matter,” Riddle said. In addition to the usual menu, the new location features two full bars, an ice cream station serving up milkshakes and malts, and a stage for live music, with performances starting in February. “Big Bob” Riddle has been cooking for 31 years and attended the Culinary Institute of America in the 1980s. Sometimes he gets to use his French-chef skills, but
he said mostly his job is to make sure everybody’s happy at his burger joints. “I’m going to do the best I can. I’m going to work really hard, I’m going to be as sincere as I can be and hopefully that’s enough,” Riddle said. Hours are 11 a.m. to 10 p.m. daily. Aiding family during war leads to restaurant dream by OLIVIER J. BOURGOIN
I
t’s been a long journey for Valon “Valentino” Berisha from war-torn Kosovo to opening Valentino’s, a fledgling Italian restaurant on the North Side.
Debuting the last week in October at 14357 Blanco Road and Cadillac Drive, the eatery offers homemade pizza, specialties of the house such as Chicken Aristocrat (a chicken breast topped with eggplant and mozzarella and served with spaghettini in a white wine cream sauce) and the Shrimp Romano, which is presented in a brandy cream sauce with roasted peppers and spinach. When Berisha left his native city of Peja in western Kosovo in early 1999 on a student visa to attend Oklahoma Christian University in Edmond, it was with the
intention of studying pre-law to become a criminal defense attorney, just like his father. Because of the raging war that began in 1998 that devastated Berisha’s homeland, his plans drastically changed. “I had to find work to send money home and help my family,” Berisha said, adding he left school and moved to Dallas, where his cousin owns several restaurants. “I started out as a server and although I enjoyed my job, I wanted to be more familiar with the menu,” Berisha said. “I wanted to know more about the food I was serving, so I started spending time in the kitchen to learn how it was made.” Berisha became friends with one of the regulars, who had worked for a congressman. “He encouraged me to start my own restaurant and he offered to partially finance my project as a silent investor,”
Berisha said. “He suggested that I should relocate to Fredericksburg and that’s what I did. Eventually, I opened a second location in Kerrville and closed the Fredericksburg restaurant.” He commuted from San Antonio, where he and his wife live. He also likes the “big-city lifestyle.” When his lease was up in Kerrville, he and the investor searched for a new site in San Antonio. “And here we are,” Berisha added. Hours are 11 a.m. to 10 p.m. Tuesday through Friday, noon to 10 p.m. Saturday and noon to 8 p.m. Sunday.
