Hello to POAs, HOAs
A
sI approach four years with LOCAL Community News, I think about how far the newspapers have come and how far we still have to go. At this time, LOCAL is preparing to launch a new website, coupled with a ramped-up social media campaign. Reporters will be able to deliver information to readers that falls between our various monthly deadlines, hopefully to engage a wider audience. I am happy about that, of course, but our print products remain the heart of what we do. That brings me to a goal I have set for my next year at LOCAL. I would like to hear more often from homeowner and property-owner associations. There are dozens scattered across the circulation areas of our six zoned newspapers, and I know they have plenty of information to offer their constituents. LOCAL is the perfect vehicle to disseminate those news items and notices. The papers each month feature comprehensive calendars and the Local Lowdown, which contain relevant updates. Some of the POA and HOA releases even lend themselves to full-blown news stories. These groups do so much for their members. We want to showcase those efforts. If you’re an officer, a manager or just a concerned resident with ties to a POA or HOA, call us at 338-8842 or email tips@localcommunitynews.com.

LOCAL COMMENTARY
What’s next for ‘the people’s park’? by SUSAN YERKES
I
f you think regular folks can’t make much of a difference when it comes to multimillion-dollar city projects, consider the recent case of the Brackenridge Park Master Plan. As the city’s proposed May bond issue is allocated now, the parks and recreation section includes $19 million, long overdue for improvements to Brackenridge. The jewel of a locale, comprising nearly 350 acres in the heart of San Antonio, is sadly dilapidated. Several months ago, Mayor Ivy Taylor spearheaded the
creation of a group of architects to draft a preliminary course of action for the park. Brackenridge already had a couple of proposals gathering dust from 1979 and 1997. (With 2015’s version, by coincidence, these three plans to breathe new life into the park have come at 18year intervals, but I digress.) The new architectural team considered those, as well as the booming Broadway “cultural corridor,” with canyons of new high-rise housing downtown plus the DoSeum and Witte expansion by the park. However, neighborhood activists took to the internet and social media to stir up a hornet’s nest over some of the changes. First, most roads into the park were to be closed to cars, and a couple of large multistory parking garages were envisioned for park visitors, along with shuttles to carry folks into the grounds. While details weren’t included in this plan, community activists put two and two together. Families just out to enjoy a picnic or celebrate a birthday likely would end up paying more for parking and the shuttle. After former Councilwoman Maria
Berriozábal and the Esperanza Peace & Justice Center got involved, hundreds of people started demanding more opportunity to comment on the plan. The protest swelled until the city finally started listening. Officials heard that folks wanted the park cleaned up and renovated, but not fundamentally altered. Brackenridge has always been “the people’s park,” after all. Generations have driven through the park to relax and play there. This time, the people who fought City Hall did make a difference. The most offensive parts of the plan were removed, while the bits with the most support remained. Those include restoring the historic Spanish acequia, creating interpretive exhibits, stabilizing the eroding banks of the San Antonio River and restoring wonderful historic structures such as the old pump house and the donkey barn. Not to mention cleaning up and maintaining the park itself. Lynn Bobbitt is executive director of the recently formed Brackenridge Park Conservancy, a nonprofit providing private funds and stewardship. Using donations

and grants, the group is opening an office and information center in the heart of the park. They’re also working on plans to restore Miraflores Park on Hildebrand Avenue at Broadway — now a part of Brackenridge — and are giving free, guided tours through the enchanting old property. While the conservancy was consulted about the master plan, they weren’t in charge. Bobbitt suggests a fully thought out proposal could, and probably should, take several years to develop, which is surely preferable to throwing a lot of money at a quick – and unpopular — fix. Going forward, Bobbitt’s organization – and the public in general – should have a larger role in determining the future of Brackenridge Park. Nineteen million dollars is a great start and could be well spent, as the conservancy grows and produces new initiatives. To get a better picture, check out videos of the master-plan meetings, and my tour of the park with Bobbitt, at nowcastsa.com. syerkes@localcommunitynews.com

Your business doesn’t need another credit card. It needs a cash management tool.

Introducing the AmaZing business credit cards* that put your business first. The right credit card can be a very smart business asset. Especially when it’s one of the AmaZing business cards from Amegy Bank. With cash back, a great low rate or rewards points for any purchase, an AmaZing Rewards®, Rate or Cash Back card can actually expand your business’s financial options.
Choose the AmaZing card that fits your business best. Rate — Our highest business credit card rate is lower than a lot of banks’ lowest card rate. Also, get 0% intro APR on purchases for the first six months, 10.00% variable APR thereafter.1 Rewards — Get 1 point for every dollar spent with no cap2. ommunities wishing to learn more about fire safety or how to better protect their properties from wildfires should consider becoming a Firewise Community.
This issue takes on added urgency when considering San Antonio’s rapid growth into rural areas. Studies indicate 79 percent of Texas wildfires occur within two miles of a community. The San Antonio Fire Department reported 83 wildfires from 2007 to October 2015. Burning debris — mainly brush — sparked several. One objective in the SA Tomorrow Comprehensive Plan is
to identify candidates for Firewise Community designation. The National Fire Protection Association’s program enables cities and neighborhoods — regardless of size — to outline how to reduce residential risks and encourage prevention options among property owners. Communities take five steps to earn Firewise recognition. Firewise is a major foundation of Fire Adapted Communities, which is a collaborative effort involving education, planning and taking stock of resources to help lower the risk of conflagrations. While the program doesn’t lower individual insurance rates, it can be considered one of many factors in how insurance companies view a community overall. Joining with other Firewise Communities makes sense for an urban area on the rise. More information is available at http://www.firewise.org/. -The Local Community News editorial board includes Harry Lees, Gregg Rosenfield and Thomas Edwards.

Those with a military ID or in uniform received free admission to all varsity football and volleyball games. Before the start of the football matches at Farris and Gustafson stadiums, military members were asked to go to the north end zone to be recognized during the national anthem. At halftime shows, the marching bands from both schools presented a musical tribute to all branches of the military, and football helmets included American flag decals. THE NORTHSIDE INDEPENDENT SCHOOL DISTRICT CELEBRATED “Power Up at Your Library Day” to promote the use of technology, innovation and creativity in all of the system’s libraries. Gov. Greg Abbott declared Sept. 15 as the official powerup day, but NISD decided to make it a weeklong celebration Sept. 12-16. “Northside Libraries are active, flexible
learning spaces with opportunities for students to collaborate and connect,” Doug Shudde, director of academic technology, library and instructional material, said on the NISD website. “They’re not the quiet libraries of 20 years ago; there’s a new vision and mindset to help students navigate the vast amount of information available to them.” At Brandeis High School, librarian Connie Lippenholz said e-books are not causing libraries to shrink; instead, the added services are helping them to expand. Brandeis’ library not only has students enjoying traditional and online assets, but it also features the Makerspace Petting Zoo. At the “zoo,” there are activities dealing with robotics, circuits, deconstructing electronics, duct-tape crafts, Legos and adult-coloring books. “The Happy Handyman” Written by his daughter, Trudy Lesage
I am so excited to talk to you about a brand new product in the hardware store. For those of us with hard water, cleaning a glass shower door is a constant that we have to add to the cleaning list. At the last hardware show in Las Vegas, I walked in front of the CleanX booth and stopped to see what they were explaining. CleanX makes RainX and so I just thought it was some kind of wax that you apply to the shower door that would repel water. I am not a big fan of using wax on a glass surface (how in the world would you remove it?). CleanX was introducing The Invisible Shield Shower Tub and Tile Protector and let me tell you it is NOT A WAX. The Invisible Shield is a polymer finish that seals the pores of your glass and repels hard water stains, soap scum and dirt. When the rep told me that Invisible Shield was a polymer finish I was completely on board. Quick Shine for floors is a polymer finish and that product is fantastic. First, clean your shower door. Then apply Invisible Shield to your clean glass shower door with a microfiber cloth. Invisible Shield has a slight alcohol smell so make sure you are in a ventilated area. Start by wiping the Invisible Shield from top to bottom using overlapping circular motions. Let dry and apply a second coat to make sure the door is completely covered. Let dry and remove the haze with a clean rag. All of this took me about 5 minutes and it’s been several months and my door still looks crystal clear clean. And yours will too! Now to the email.... Question: I have a wooden tool chest that my great grandfather made sometime in the middle 1800’s. What can I put on it to preserve the wood? Some of it is crumbling. It still has a little of the green and red paint on it. Answer: To preserve your treasure use the Minwax Wood Hardener. Dust off any crumbling paint, and use a foam brush to apply the Minwax Hardener to the soft areas of your tool chest. Minwax has a capillary action that will go deep into the wood, hardening the wood. You want to put 3 coats onto your tool chest and the final coat should have a soft gloss. If you need to, you can fill in any voided areas with the Minwax Wood Filler. What a special memento. Question: We have guttering along the house and in one zone, it is leaking. We have tried several of the “NO LEAK” sprays, but it still leaks. Is there a product that you know of that can seal a leak on guttering? Answer: From what you say I would suggest that you use the Through the Roof in the caulk formulation. It’s a thick version of the Through the Roof liquid and will stick to the metal guttering sealing up any leak.

Lee is a host campus offering “GED en Espańol” instruction sponsored by the consulate’s office. It is only the second school in the North East Independent School District to do this, officials said. During his visit, Velasco Monroy toured the newly renovated campus with Principal Nicole Franco and observed a class in session. Velasco Monroy was appointed in April by President Enrique Peña Nieto as the consular representative in San Antonio. OFFERING A HELPING HAND TO VICTIMS OF the recent floods in Louisiana, the Castle Hills Elementary School Student Lighthouse Team worked with Mission Solar Energy to collect supplies for pupils at the St. Helena Parish School in Greensburg, Louisiana. A delivery truck came by the campus Sept. 19 to pick up the goods; the donations came from people across the North East Independent

AREA VOTERS WILL DECIDE A HANDFUL OF CONTESTED LOCAL RACES Nov. 8, as many candidates will run unopposed after winning party primaries and runoffs earlier this year. Bexar County residents will make choices in only a few contests – two of them in Precinct 3. Incumbent Republican Commissioner Kevin Wolff seeks to retain his seat against Democratic challenger Brandon Johnson, while incumbent Republican Constable Mark Vojvodich seeks the same against Democrat Ed Coleman. Elsewhere, incumbent GOP Sheriff Susan Pamerleau seeks re-election against Democrat Javier Salazar, with Democratic incumbent Albert Uresti facing a challenge from Republican Michael Berlanga to remain tax assessor-collector. Alderman raises concerns about new technology by BAIN SERNA
S
HAVANO PARK — Residents keeping their old analog meters will be required to pay an extra monthly $20 opt-out fee if they choose to forgo the new CPS Energy smart meters, city officials confirmed. The smart meters, which allow remote viewing rather than a personal visit by a meter reader, are being installed across the utility’s 1,500-square-mile service area. Residents have raised several questions ranging from cost to whether the meters are safely installed, and asked City Council to seek a waiver of the opt-out fee. The fee waiver won’t be possible under state law, said Mayor Bob Werner. “We have considered our authority as a city on this matter, and our council members and staff have been advised that CPS possesses exclusory domain concerning rates and fees,” the mayor said. “In other words, our community cannot secure waiver of an opt-out fee.”
CPS officials said the extra fee covers the cost of fuel and man-hours when a meter reader physically visits a site to take a reading. The Smart Grid Initiative meters, or AMI meters, are wireless. Customers who request to keep an analog meter must contact CPS before implementation. The customer will be sent an opt-out form that has to be answered and returned to CPS, according to officials. Because of residents’ concerns, the city asked CPS for a six-month moratorium on the installation of the meters, and the utility agreed. Installation is now scheduled for October and November. Two town hall meetings with CPS were held Sept. 22 and 24 at City Hall. “I have been insisting that the city of Shavano Park host events which will allow our citizens to hear from advocates and detractors of smart meters, and to be informed of the opt-out procedures before the new meters are deployed,” said Alderman Mike Simpson. In earlier meetings, Simpson has said CPS should use more experienced and qualified workers to install the meters, citing safety concerns. Meanwhile, the mayor said he realizes some residents still worry about the new technology, but CPS ultimately answers to the San Antonio City Council. “This means that CPS selects the types of meters provided to users in our community and the related fees for using or not using certain equipment,” Werner said.

RAIN GARDEN continues from pg. 01
Councilman says effort sets example for others to follow by BAIN SERNA
B
oy Scouts, community leaders, conservationists and neighbors recently teamed up at a park in The Woods of Shavano to plant the first of 10 rain gardens they hope will help preserve the Edwards Aquifer recharge zone.
Installations like the effort Sept. 24 at the park, 14320 Indian Woods St., include native drought-tolerant vegetation that absorbs and retains rainwater, as well as a setting that drains quickly to reduce flooding and keep pollutants

from reaching the aquifer, officials said. “One of the ways to get more clean water into the aquifer and to reduce peak flooding is to do gardens such as this,” said Deborah Reid, a project manager with the Greater Edwards Aquifer Alliance, which sponsored the event at The Woods of Shavano Community Park. “If you can reduce the amount of rainwater heading into the creek and reduce flood flow, then you can naturally use that water to water gardens such as this.”
The gardens also offset the effects of human encroachment such as parking lots and other hard-surface construction — or impervious cover — laid down over natural landscape and often blamed for flooding. “I’m excited that the first rain garden will be planted in District 8. Our community members know that there is nothing more important than the work we do to protect our city’s source of drinking water — the
Edwards Aquifer,” said Councilman Ron Nirenberg, who represents the district. The alliance wants to see up to 10 rain gardens planted over the recharge zone in public places and on private property to promote water conservation and natural beauty. “(Rainwater) has no chance to absorb safely into the ground, primarily due to impervious cover,” Reid said. “This will be one way … the water has a chance to go down into the aquifer.” Blackfoot daisies, lantanas, inland sea oats, rock rose, Turk’s cap, blue plumbago, purple cone-flower and other plants are now part of the park’s landscape. “It will help the ground hold a lot more water,” said Jeanette Geiman, a Texas Master Naturalist. The plants will also provide nectar and larval food for hummingbirds, butterflies and wild birds. Funding for the GEAA rain garden project includes contributions from the National Fish and Wildlife

Shavano Park City Hall and Lorenz Creek are among other sites selected for rain gardens through GEAA’s program, according to officials. “A lot of people out here may not know that they are on the aquifer recharge zone. This is the kind of development we promote,” said Annalisa Peace, alliance executive director. “It’s low-impact development, so that you have storm water following the natural, pre-development patterns and that’s better for the aquifer. It’s also about engaging the community.” Numerous volunteers pitched in to help build and plant the garden. “It’s about giving back to the community and learning along the way,” said John Haines, assistant Scoutmaster for Troop 66. “There’s some (Boy Scout) merit badges for soil and water
conservation. It teaches them the value of the environment and the impact of sustainability. It’s good all around.” Neighbors said they were happy to lend a hand — and their green thumbs. “Whatever I can do to help out the community environment is why I’m here,” said Alphonzo Upchurch, a board member of the Woods of Shavano Community Association. “I’m glad this is the first rain-garden project for this area and it’s a good example for others. Maybe other people come look at this and see that they can do something on their own property.” Nirenberg echoed the sentiment. “We can’t turn a blind eye to our water-security issues and that means being proactive about water conservation and water protection,” the councilman said. “This is a great way for the community to get involved with water-protection measures and learn about the importance of the Edwards Aquifer. The hope is that our neighbors will share this process with their friends and family members and encourage a younger generation to get involved with our sustainability efforts.”

BREAST CANCER continues from pg. 14 on even more relevancy for those afflicted with the disease — primarily women, though some males also develop it. “In targeted therapy, targeted agents work on specific characteristics of cancer cells. Chemotherapy drugs, on the other hand, attack all fast-growing cells,” said Dr. Virginia G. Kaklamani, professor of medicine in the division of hematology/ oncology at the University of Texas Health Science Center at San Antonio. As researchers have learned more about changes in cancer cells, which cause them to grow uncontrollably, they’ve developed new types of drugs to direct at these specific variances. In addition, the new drugs tend to have fewer side effects than chemotherapy. According to Kaklamani, the leader of the Breast Cancer Program at the Cancer Therapy & Research Center, and part of UTHSCSA, there are three, very promising new pinpointing therapies: CDK4/6 inhibitors, PI3-kinase inhibitors
and immunotherapeutic treatments. CDK, or cyclin-dependent kinase, inhibitors prevent cancer cells from reproducing. The U.S. Food and Drug Administration approved the first drug of this type, palbociclib, in February 2015. Several more compounds are currently doing extremely well in clinical trials, researchers said. PI3K, or phosphoinositide 3 kinase, inhibitors are also showing good results. These drugs focus on a specific protein in cancer cells instead of the entire cell. Kaklamani predicts they will eventually become the standard treatment for breast-cancer patients. Immunotherapeutic drugs empower the body’s own immune system to kill cancer cells. It is revolutionary care because it can work in many cancers such as melanoma, lung cancer, bladder cancer and possibly breast cancer, among others. “This could be the most promising treatment for many types of cancer if we learn to use it right,” Kaklamani said.

MEDICAL SECTION the Texas average (10.6 percent) and much greater than the national average (9.3 percent). “In San Antonio, one in seven adults are impacted by diabetes,” said Caroline Blanco, director of community health strategies for the ADA in Bexar County. “That doesn’t even take into account those who are pre-diabetic. ” Overall, the county number has steadily increased over the last two decades, leading to almost crisis-level figures, officials said. In San Antonio, organizations such as ADA and YMCA work with the city on a variety of projects to not only reverse the “epidemic,” but also reach younger children who might be pre-diabetic. “Through our programs, a couple of positive things that we have noticed (include) creating sustainable behavior change in sustained weight management, healthy living and physical activity,” said Louis Lopez, district vice president of YMCA of Greater San Antonio. hurchill High School turns 50 this year, and students past and present — along with educators — aren’t holding back on celebrating the milestone.
John Halloran, a 1976 Churchill graduate, remembers his alma mater being the first public school in San Antonio to offer a computer class; it was during his junior year. Student enrollment wasn’t as high as it is today, and only a few businesses were located around the West AvenueBlanco Road intersection. The school had opened 10 years earlier, in 1966.
The scene is a far cry from today’s busy intersection surrounded by retail centers, apartments, single-family homes and churches. Enrollment has soared to nearly 2,950 students, officials said. “You had to have 15 students to make the computer class go,” Halloran recalled. Yet Churchill alone could not field enough students for its first computer class. Students from the other North East Independent School District high schools of the time — Lee, MacArthur and Roosevelt — were bused in to fill the class. “Nowadays, we can’t live without computers,” Halloran added. He serves on a committee planning yearlong activities to celebrate the golden anniversary of Churchill opening its doors. Halloran and fellow Churchill grads, along with school officials and area residents, have been working together to organize a number of anniversary festivities. The main celebrations will be held

during the final weekend of October. Halloran and fellow alumni have worked to collect old photos, films, videos and other keepsakes from years past at Churchill. When he was a student, Halloran remembers McDonald’s and Pizza Hut setting up shop across from campus. “Fields were all around there. It was the country school. H-E-B wasn’t there. Blanco was a two-lane road,” he said. “We used to have classes in stairwells or in the cafeteria because there wasn’t much room. So much has changed since that time. How do you determine what is most significant?” According to Principal Justin Oxley, despite the ongoing growth in the area, the community remains tightly knit and supportive of the school. “Each year we have the Meet the Chargers rally before the Gucci Bowl game with Clark,” Oxley said. “Every single time, alumni come up to me, talking about the new buildings, how the campus has changed, but that the school is still great. This is a stable community with wonderful students and parents.” Academically, Churchill has received recognition from The Washington Post and Newsweek. Churchill has ranked in the top 1 percent of all high schools nationwide, and continues to have 90-plus percent of its graduates going to college. Physically, change continues at Churchill. The $499 million bond approved by voters in 2015 will fund improvements, additions and structural replacements around the campus. Depending on the project, construction will last on-site through 2019. The new work will also have an impact on the remaining original structures on campus.
“Churchill will be newly renovated, top to bottom,” Oxley said. “The ability to do these improvements is tied directly to the support of the community. Lots of exciting things happening here.” During the rest of the academic year, alumni from different athletic squads, from volleyball to crosscountry, are being honored. The 1976 Class 4A state champion football team, among other title-winning individuals and teams, will be saluted. Invites have gone out to famous alumni such as Olympic swimmers Josh Davis and Jimmy Feigen, former NFL players Cody Carlson and Alex Van Pelt, politicians Bill White and U.S. Rep. Pete Sessions, and physician Dr. Mark Kline. As for the main celebration weekend later in October, festivities kick off Oct. 27 with a yearly spirit dinner. The evening includes a memorabilia walk and a pep rally. Oct. 28 features a football game against MacArthur at Comalander Stadium. During halftime, fans may pay tribute to past Churchill administrators and staff. The Charger band will give its competition performance post-game. On Oct. 29, National Honor Society members will guide alumni on campus tours. That night, the Charger Sports Association, the all-sports booster club, will have its “Back in Black All Sports Gala” at Rebecca Creek Distillery on Bulverde Road. The event includes a dinner, music and auctions. A commemorative pin is being sold at $5 apiece at the school’s front office, 12049 Blanco Road. Planet Sub says secret is in fresh-baked bread by COLLETTE ORQUIZ
F
resh and never frozen bread baked daily is changing the sandwich game at Planet Sub, the general manager said.
“People think it’s the ingredients that make the sandwich. I beg to differ — it’s the bread,” said Charles Ragland. Located at 11255 Huebner Road, Suite 109 in The Strand at Huebner Oaks, Planet Sub opened Aug. 1 and is just the first of 12 coming to San Antonio. A second shop at 9218 Potranco Road opened at the end of September.
Sean Kelly and Jeff Klusman debuted the first Planet Sub in 1998 in Kansas City, Missouri. There are now have 19 corporate locations, 19 franchises and 45 in development. According to the company website, Planet Sub is not a standard sandwich shop. “It’s the culture, the way we give our customers a break from the droning grind of the corporate cookiecutter lifestyle we have all become so accustomed to, that really makes PSUB different from any other restaurant.” The sandwich shop has an upbeat ambiance, but also is relaxed, Ragland said.

So... Why RRSA?
In Texas, anyone with a ladder can call themselves a roofer; they can literally be in business over night. Because licensing is not required in Texas, the regulatory measures that mandate general liability, insurance and worker compensation coverages are not in place like they are in other states. Some municipalities don’t even require contractors to pull permits on residential re-roofing projects. Without building department officials to ensure IRC code requirements are being met, there is much to question about good roofing practice and the quality of work being performed. RRSA takes the guess work out of roofing by putting integrity back into the roofing process--even when it’s not required.
Keep your warranty at home! RRSA will provide you with a REAL warranty that you can count on in the event a problem does arise with your roof.
• RRSA 5-Year workmanship warranty • GAF Master Ellite Contractor • GAF Systems Plus 50 year warranty, with full 100% coverage -- 1 of 3 Contractors in the San Antonio area able to offer this warranty! • Ask us about GAF Roofs for Troops Rebate
RRSA understands storm damage and insurance loss recovery. You deal with ONE project manager start to finish.
• Qualified Inspectors to assess damage, prepare insurance scope and assist you through the entire process
RRSA accepts payment upon satisfactory completion of your roof.
