It's OK to share good news
S
ometimes the most important news comes from the most unlikely sources. And some of the most quiet. I’m talking about homeowners and property owners associations. It surprises me that we don’t hear more often from all the associations in the neighborhoods covered by LOCAL Community News. While many of these associations rely on Facebook, newsletters and websites to get their message out, it is still doubtful in this onthe-go age their communications about events and developments reach all their members. These associations should consider designating a public relations person to submit newsworthy events to LOCAL. Think of us as another way to bridge the gap between association leadership and the homeowners or property owners. The entertainment media enjoys portraying these associations as control freaks obsessing over the width of a driveway or the color of paving stones — ever see “Over the Hedge” or “The Simpsons”? — but the truth is, these people are also doing good work in their communities by coordinating activities that improve the quality of life. We’d love to hear about those developments. We want to tell those stories and dispel the stereotypes. If these associations have a success story, we urge them to share it with the rest of the world.

Can you spare some food for thought? by SUSAN YERKES
T
hey say it’s more blessed to give than to receive. And San Antonio’s top cop has given us all food for thought Police Chief William McManus will retire from the force to take a $200,000plus job at CPS Energy in December. But before his departure, he pushed hard for the City Council to adopt an ordinance making it illegal to give anything of value — even food — to panhandlers. McManus has been a popular police chief. I’m among his fans, as a rule. But like many, I thought this was a bad idea from the start. And fortunately, so did most members of the council’s Public Safety Committee. In early
October, when McManus realized his idea was going down in flames, he dropped it. I can see how police get frustrated with panhandlers. From the guy waving an “ANYTHING HELPS” placard in the median of a busy street to the sidewalk loungers trolling for spare change, beggars can range from irritating to downright dangerous. But tasking San Antonio police with handing out fines to ordinary folks who want to give seems like the wrong way to deal with the problem. And there are already laws against begging within 50 feet of crosswalks, ATMs, bank doors, bus stops, check-cashing businesses, restaurants, parking meters and other favorite panhandling posts. Those measures may well have curbed some public panhandling, but the practice still persists. The poor will always be with us. And some of the poor will always be more aggressive than others about asking “them who have” for handouts. A few cities have passed laws requiring panhandlers to obtain official licenses to beg. But some of those have been declared unconstitutional (remember freedom of speech?) And frankly, it’s hard to imagine the wild-haired guy with the sign or the sidewalk loungers going through the governmental red tape to get a begging license. Finding ways to discourage people from
asking for money, food or shelter can be tricky. Just making rules defining who has a “good” reason to ask is a challenge. Does the wild-haired newspaper hawker standing in the median collecting cash for his corporate employer have a more legally acceptable right to be there than the wildhaired guy flying a hand-scrawled sign? It would be great if we could know in advance exactly how our donations will be used, so we support only behavior we approve. But even the biggest, most respectable charities can’t always guarantee that what we give them will be spent on what we value. Of course, it ought to be against the law to solicit other people’s money on false pretenses. Oh, wait — it already is! We already have ordinances prohibiting panhandling, being a public nuisance, buying illegal drugs, public drunkenness and just about anything another ordinance
could prohibit. What we need are more constructive ideas about real solutions. There is one good thing that may come from McManus’ bad idea about how to end begging. Perhaps the flap the chief caused will make all of us in San Antonio, Bexar County and surrounding areas think more constructively about how to deal with the dispossessed, and how to give to those in need in more truly helpful ways. Perhaps it will create a new and positive public dialogue about the poor who are mentally ill, or rampant drug and alcohol addiction. Or who knows? Perhaps, now that the flood of undocumented immigrants across the Texas border has reportedly slowed down, those gun-toting, antigovernment militia folks who went down to “help” the Border Patrol will find a new mission — coming to San Antonio to scare the panhandlers into leaving town. This is Texas, after all.

istracted drivers are the No. 1 menace on the road right now.
For that reason, San Antonio is moving in the right direction with a total ban on cellphone use while driving, including texting, unless a hands-free device is used. The San Antonio proposal is in addition to a new state law that makes it illegal to dial, text or otherwise use a cellphone in a school zone unless there is an emergency or the driver has pulled over. Outgoing San Antonio Police Chief William McManus has argued the last few years for a full ban on mobile devices. In 2010, the city prohibited using a hand-held mobile device (except for dialing telephone numbers or talking to another person) while driving a vehicle, with a fine not to exceed $200 per violation. In the time since the ban was approved by the City Council, police report there have been more than 1,900 accidents attributed to distracted motorists using handheld mobile devices. Six of those involved fatalities

and 28 resulted in serious injuries. Meanwhile, officers since 2009 have also issued 7,038 citations to drivers using handheld mobile devices. Some argue that existing distracteddriver laws are adequate, but police say they are virtually unenforceable. District 10 Councilman Mike Gallagher is pushing for the total prohibition on cellphone use. The National Highway Traffic Safety Administration states that a driver conversing on a cellphone is 30 percent more likely to be involved in a wreck. According to Gallagher, 23 cities in Texas, including San Antonio, have some sort of texting ban. It’s already well known that driving and texting take a driver’s attention away from the road, decreasing handeye coordination and response time. Best advice? Two hands on the wheel and two eyes on the road. Gallagher’s call to toughen the distracted-driver law is not about too much government control. Instead, it is a means to keep everyone safer on area roadways.

LOCAL LETTERS RETHINK BUS-ROUTE CHANGE IN CASTLE HILLS EDITOR: Castle Hills Mayor Tim Howell is
advocating moving VIA Metropolitan Transit bus route 534 from Lockhill Selma Road over to Northwest Military Highway in order to promote more economic growth for the city. It’s a noteworthy proposal on first view, but rather than look at the pocketbooks first I would suggest he take a hard look from a pedestrian’s point of view. With his proposal, bus riders would now have to cross a five-lane highway where traffic is moving at 35 mph if they want to catch a bus passing on the opposite side of the street. The 1.25-mile stretch of Northwest Military Highway in Castle Hills only has four crosswalks, with only two near any commercial establishments. Try crossing at noon or during the afternoon rush hour at any other place. Without more crosswalks and new pedestrian-safety islands, this is a bad plan. In addition, his plan ignores the needs of San Antonio residents currently served by the 534 route. Having a bus route running the course of Northwest Military would be beneficial, but VIA,

Granted, the editorial did say better use of the streetcar money could be the expansion of U.S. 281 and Loop 1604, replacing the use of proposed tolls. But can you tell me why “we the people” aren’t getting a vote on toll roads? The streetcar project and the toll roads seem like two of a kind to me. Keep up the good work. “EDUCATION BY DESIGN” THROUGH This exhibit displaying a slice NOV 1 of San Antonio architectural history is subtitled “Drawings From the Collection of Ford, Powell & Carson, 19391970.” The recently discovered drawings include images of Trinity University buildings from the 1950s to the ’70s; student drawings from the art school in La Villita that were in the collection of architect O’Neil Ford, who also taught there; and alternative proposals for the design of the Tower of the Americas. The exhibit is in Trinity’s Michael and Noemi Neidorff Art Gallery. According to a release, “‘The Rocky Horror Show’ gets a RuPaul’s Drag Race facelift at San Antonio’s historic Woodlawn Theatre. The iconic comedy rock musical … stars Bianca Del Rio as Magenta, Adore Delano as Dr. Frank-N-Furter and Michelle Visage as Riff Raff.” Since the show involves heavy audience participation, prop bags are sold at the theater for $5. ART WITH LEGO BRICKS The San Antonio Botanical Garden has a new, garden-inspired installation – 27 pieces of sculpture made entirely of Legos, 500,000 of them. Sean Kenney, a New York artist, has designed and built 14 displays around the grounds featuring figures of birds, animals, plants and humans. Admission costs $8 to $10; the Botanical Garden is at 555 Funston Place, at North New Braunfels Avenue. It is open from 9 a.m. to 5 p.m. daily.

“TWO WOMEN LOOK WEST” This exhibit at the Witte Museum is subtitled “Photographs of King Ranch by Helen C. Kleberg and Toni Frissell,” which lets you know it will have an insider’s viewpoint. Kleberg and her husband, Robert, ran the ranch, and Frissell was a well-known New York fashion photographer in the 1930s and ‘40s. More than 50 photos of ranch life during that era will be on display, along with items owned by the Klebergs, in the Russell Hill Rogers Texas Art Gallery at the Robert J. and Helen C. Kleberg South Texas Heritage Center. Admission to the museum, 3801 Broadway, ranges from $7 to $10.

DISTRICT 8 COUNCILMAN RON NIRENBERG joined a delegation of city and state officials who recently welcomed Gov. Eikei Suzuki of Mie Prefecture in Japan to San Antonio to establish “mutually beneficial economic relations between the two cities in the areas of aerospace, life sciences, automotive, information technology and sports,” according to a release. Officials signed a letter of intent between the Mie and San Antonio governments to encourage collaboration. The delegation visited BioBridge Global, Free Trade Alliance, GDC Technics, Port San Antonio, the Southwest Research Institute, Toyota Motor Manufacturing of Texas, the University of Texas at San Antonio and Vutex. THE 2014-15 TAX RATE FOR THE NORTH EAST INDEPENDENT SCHOOL DISTRICT is $1.4406 per $100 valuation, which means no change from last year, officials said after a Sept. 8 board meeting. According to a district news release, “The Maintenance and Operation (general operating fund) tax rate of $1.04 will be used for maintenance and operations and the Interest & Sinking (debt-service fund) tax rate of $0.4006 will be used to pay principal and interest on outstanding bonds.” The school district has more than 70 schools and magnet programs, and a fall enrollment of 70,000 students. ASTLE HILLS — The city secretary has joined a growing list of elected and non-elected officials who have parted ways with the town as a shakeup continues at City Hall.
Janie Willman was let go by unanimous vote following a closed-door session of City Council on Sept. 8, officials said. Yolanda Benitez is the interim city secretary, officials said. Benitez has held similar jobs at other cities when someone was needed to temporarily fill a position. Willman’s departure is just the latest in a string of goodbyes at Castle Hills, starting with Mayor Bruce Smiley-Kaliff ’s resignation in June, followed not long after by City Manager Rita Hoyl, who stepped down after being told by some council members she had four months to prove her worth; and

Councilwoman Stacia Spridgen, who cited the same reasons as Smiley-Kaliff for her resignation — concerns over the direction the city was taking after the May elections. City officials remain tight-lipped about Willman’s exit, citing privacy rules for personnel matters. “I can’t say what we talked about in the executive session,” said Councilman Douglas Gregory, who was re-elected in May after previously serving on the council. “All I can say is there was a vote on a lack of confidence in the city secretary and it was passed unanimously. She did not do anything illegal or immoral or unethical — nothing like that. Simply a lack of confidence.” Interim City Manager Diane Pfeil said Willman had held the job for a little over a year. Willman worked for Leon Valley as the city secretary and public information officer for three years before taking the Castle Hills job. Willman’s absence won’t mean any interruptions at Castle Hills, Pfeil added.
“We will advertise and do the usual thing that you do when you replace an employee and none of our services will be disrupted — city business will go on as usual,” Pfeil said. Tim Howell was appointed mayor after Smiley-Kaliff ’s departure and new councilmen Frank Paul and Matthew Daggett were named to fill open seats left in the wake of the political shuffling. Asked to comment on the changes Castle Hills has seen in such a short period of time, Mayor Tim Howell said council members are doing what they feel is needed for the city. “I’m not going say that change is always good, but in the case where you have department heads and you have the council voting unanimously on something, I think it was something that they felt like was necessary to do,” Howell said. Thanks to strong department heads and a strong staff, he believes everything will be fine, he added. “I think that it (change) shows progress and moving forward in this case,” the mayor said.

A couple of weeks after the death of Tatyana, Krier convened a publicinput meeting that included North East Independent School District Superintendent Brian Gottardy, Police Chief William McManus and other officials.They wanted suggestions on how to modernize, replace and improve traffic-safety features at Larkspur. The list of improvements carried an estimated cost of about $90,000, and Krier drew half of that amount from his own District 9 discretionary fund, with the other half provided by the city. “We had one school zone (Larkspur Elementary) that was needing safety improvements and to fix that was not inconsequential in cost and would take time. Fortunately, we got all of that done in time for the opening of this school year,” Krier said. The city put in more reflective signs, created better street crossings and signage, and added overhead blinking yellow lights. “Child safety is our number one concern,” said Larkspur Principal Susan Del Toro. “We have apartments nearby and so you have a
high concentration of automobiles. I think that the improvements Councilman Krier has made to the area have been super helpful. Now we have more visibility…They’ve relocated some of the school safety lights and the signs to make more people aware.” Larkspur has 900 students and a large portion of them walk because they live in or near the apartments, Del Toro said. “It’s important for everyone to slow down and pay attention and for us to teach kids about safety, too, such as using designated crosswalks and to look both ways. It’s an educational opportunity for everyone, both children and adults,” Del Toro said. The principal said some of the most important ways to improve traffic safety issues are for drivers to stay off their cellphones and not be in a hurry, and for students to use designated crosswalks instead of crossing in the middle of the block. State law forbids the use of mobile devices in a school zone unless handsfree technology is available. San Antonio is looking at a citywide ban on the use of mobile phones on all roadways. Some methods that drivers/parents can use to improve safety include allowing more of a time cushion when leaving home, following proper procedures in a school zone, parking and walking a child, and being patient in drop-off lanes.

ecently released ratings show the North East Independent School District is one of five in northeast San Antonio that has met or exceeded state standards for accountability, according to the Texas Education Agency.
The other school districts are Judson, Schertz-Cibolo-Universal City, Comal and Randolph Field. TEA issued preliminary report cards to the state’s public school districts in August, based on data received from the 2013-14 school year. The local districts passed the first set of accountability ratings, garnering “acceptable” designations for performance tied to state standards. NEISD received 128 distinctions for its 67 schools in the assessment.
Campuses achieving the highest percentage of indicators included International School of the Americas and Northwood Elementary (6 of 6); Krueger and Nimitz middle schools (6 of 7), and Hardy Oak and Oak Meadow elementary schools (5 of 6). “We are very proud of all our schools for the progress they continue to make and we are especially proud of ISA and Northwood for meeting every single distinction, which is very difficult to do,” said NEISD spokeswoman Aubrey Chancellor. All Texas school districts in 201415 are continuing efforts to meet standards established by House Bill 5, which became law in 2013. HB 5 has reduced and de-emphasized testing, previously a significant player in determining accountability standards. Now, school districts have the flexibility to direct students down multiple career paths — called endorsements — that range from arts/humanities, business and industry, multidisciplinary, public service or STEM (science, technology, engineering and math). Lawmakers have said school districts are recognizing that not all students want to go to college, with educators adding an emphasis on vocational skills.

Exercise plays a part as well. “We’re big believers in most people don’t move enough, and even those who move a lot might not do it in a way that’s most effective for them, so we encourage exercise,” he said. Carrell said the supplement program alone can achieve weight loss without exercise. However, exercise makes weight loss more sustainable, he added. They don’t hurt, they don’t zap, you’re just lying there comfortably for 35-45 minutes.” Afterwards, she said, the patient needs to do “about 20 minutes” of exercise “to work off calories released with the fat.” Kurt Jacquin at SuperSlow Zone, with locations at 11825 Interstate 10 West and 700 E. For some, surgery brings about a change for the better. Gerald Townsend, 70, a professor at Texas A&M UniversitySan Antonio, found a new lease on life. “My gastric sleeve improved my life immeasurably,” he said. At 90 pounds lighter, his diabetes disappeared, and with it the need for expensive drugs. “I believe I have added 20 years of quality life with the surgery. My wife, Barbara, had the same surgery. We now eat less than half what we did three years ago. The benefit comes in quality of life and in the pocketbook.” With so many options to choose from, it’s easy to get confused. However, there are some basic truths to remember. The website for the President’s Council on Fitness, Sports and Nutrition (www. fitness.gov) offers guidelines. There are other approaches to weight loss as well. Yacon syrup, promoted by television personality Dr. Mehmet Oz, contains a substance the taste buds recognize

But supposedly, 40 to 50 percent of the syrup is made up of fructooligosaccharide – sugar molecules connected in a way that renders them unrecognizable by the digestive system, making it a low-calorie alternative to sugar. The real magic happens in the large intestine, where the saccharides “feed the friendly bacteria in the digestive system,” leading to weight loss. Science Daily wrote on Sept. 3 that scientists at The University of Manchester in England theorize resetting a cluster of nerves in the center of the brain known as the “body clock” could lead to banishing excess pounds and inches without surgery. The study is using “clock logic” to treat diabetes. Patients eat, sleep and take medication at times that fit with their body clock in a bid to control the disease. Then there are the drugs – some already on the market, some still in trials. Contrave, also known as NB32, is the name of the latest weight-loss drug seeking FDA approval. Trial participants said Contrave improved their moods as well as their looks. Maybe that’s because one of its main components is widely used as an antidepressant. There are other weight-loss drugs already on the market, but most carry dire warnings regarding side effects.

The eyes have it: New developments in vision-correction surgery by CAROLE MILLER
V
ision-correction surgery has made some significant improvements since June 1989 when Dr. Gholam A. Peyman was granted the first laser-vision surgery patent. Laser-assisted in situ keratomileusis — or LASIK — surgery was approved by the Food and Drug Administration in 1999 and, since then, millions of people have chosen this option. Since its approval, LASIK has undergone many incarnations and spawned a plethora of related treatments. Thanks to the 21st century’s constantly evolving technology, there are now so many LASIK options, the information can quickly become quite overwhelming.
Alternatives to traditional LASIK include Epi-LASIK, Wavefront-guided LASIK and IntraLase and LASIK for presbyopia. Other vision-correction procedures include photorefractive keratectomy, or PRK; laser epithelial keratomileusis, or LASEK; intra-ocular lens, or IOL surgery; automated lamellar keratoplasty, or ALK; Descemet’s stripping automated endothelial keratoplasty, or DSAEK; and Descemet’s membrane endothelial keratoplasty, or DMEK. Confused yet? Simply put, LASIK permanently reshapes the cornea using a laser. During this straightforward procedure, the surgeon creates a thin circular flap in the cornea and folds it back in order to access and then reshape the corneal

VISION continues from pg. 20 tissue underneath. After that, the flap is replaced and serves as a natural bandage. Epi-LASIK utilizes an instrument called an epi-keratome. Wavefrontguided LASIK is yet another choice that helps with loss of night vision after surgery (a common problem with some LASIK patients). Still another method, IntraLase, is sometimes called “All Laser” or “Bladeless LASIK” because the flap is created using a laser as opposed to a manual blade. These procedures have proven most effective for patients with myopia (near-sightedness) and hyperopia (far-sightedness). Sometimes LASIK is performed with one eye corrected for distance and the other for near vision as a remedy for presbyopia. Presbyopia, the familiar side effect for many after turning 45, causes loss of focus when reading close-up or fine print. But LASIK is not the only game in town. There is much more to correctivevision surgery than meets the eye. PRK involves the removal of the cornea’s outer layer and reshaping the cornea without making a flap. With PRK surgery, healing takes a few days longer than LASIK. LASEK is similar to PRK, but a finer blade called a trephine is used and the cornea’s outer layer remains. This technique has been found to work best on individuals with thin corneas. Yet another vision-correction option is ALK eye surgery, which is usually reserved for severe cases of near- and far-sightedness. The most common treatment for cataracts is IOL surgery. A cataract is a clouding of the lens of the eye that affects vision, usually related to aging. During IOL surgery, the cloudy lens is removed or cleaned out and replaced by a clear, manmade lens. Different forms of IOL surgery include clear lens extraction, or CLE, and refractive lens extraction, known as RLE. There have even been recent advancements in cornea transplants. New, revolutionary procedures include DSAEK and DMEK. During these outpatient procedures, the patient’s diseased tissue is dissected and replaced with precut donor tissue provided by organ donors. In a recent Consumer Reports survey, satisfaction with the surgeon was the biggest barometer for longterm success — so choose wisely. In addition, the American Academy of Ophthalmology reports that more than 90 percent of LASIK patients obtained 20/20 vision after surgery, are quite thrilled with the results and report seeing their glasses as half full (and living all alone in the drawer next to their contact lenses).

ccording to the American Association of Dermatology, there are more cosmetic and dermatological procedures available for potential patients than ever before. These are available for patients at inoffice visits or as at-home treatments. One new technology is fractional resurfacing, a laser-based technology that allows dermatologists a safer way to treat patients with severe to extensive skin damage. The results increase the production of collagen, the protein that chiefly makes up the fibers of skin tissue. This allows for more dramatic results in the improvement of skin appearance and texture with less downtime for the patient. There are also new laser-based procedures used to treat varicose veins,
a medical condition in which the veins (generally in the lower extremities) become twisted and distended with blood. It can cause swelling, cramping and a host of other medical conditions. “At our clinic, we have a procedure that is new to our practice,” said Melissa Garrett of Skin Care Specialists of San Antonio, 2632 Broadway, Suite 401. “It is endovenous laser treatment of varicose veins. This procedure reduces the need for surgical vein surgery, reduces pain and recovery time.” Laser technologies are also being used to treat vascular lesions, such as birthmarks. A trained dermatologist can determine whether a patient’s birthmark would be receptive to treatment; infants are often eligible. Conditions such as psoriasis, acne, hyperpigmentation and more are now being treated with better results. There have also been significant
advances in cosmetic procedures to treat aging and scarring. “There have been some great advancements in the treatments of psoriasis,” said Dr. Christy Rainey of Dermatology of Castle Hills, 1650 Lockhill Selma Road. “Those include new injectable treatments as well as oral medications.” Psoriasis is a chronic inflammatory skin disorder. The most common form is plaque psoriasis. It is characterized by the appearance of scale-like lesions on the skin’s surface, and can result in psoriatic arthritis. “These new treatments can significantly improve the conditions of skin psoriasis and joint disease. Often I have prescribed these and have seen miraculous improvements in patients who have never had any kind of results before,” Rainey said. On the cosmetic side, a number of new fillers have been developed that replace the lost volume and shape in skin and can allow a dermatologist to sculpt an area. Fillers are collagen-based materials that are injected underneath the skin. Dermatologists use the fillers to fill in sunken cheeks or lines or wrinkles around the eyes and lips. “There’s a newer type of filler ... called Voluma from Allergan,” Rainey said. “It has revolutionized how we inject the deep

In attaining 76 of 78 indicators, SCUCISD scored 97 percent; NEISD and CISD both tallied 96 percent with 81 of 84 and 74 of 77, respectively. The five districts’ individual schools earned distinction designations in English language arts/reading; math; science; social studies; student progress; closing performance gaps; and postsecondary-readiness. Only two area schools were given improvement-required designations:
NEISD’s Olmos Elementary and JISD’s Kirby Middle School. Preliminary assessments, issued Aug. 8, won’t be finalized until TEA reviews school-district appeals in November. According to HB 5, school districts have been granted a higher level of control in resetting their graduationprogram paths. As local districts fortify postsecondary-readiness programs, they’re also enhancing vocational training for students opting to skip college. “In addition to college-readiness (programs), which is a focus we’ve always had – we will ensure that students at each high school have access to numerous endorsement opportunities,” Chancellor said.

HAVANO PARK — Upgrades to bridge the digital gap at City Hall now include going paperless at City Council meetings, as well as an ongoing review of whether to record future meetings on video.
The paperless initiative and the further embrace of information technology by city leaders and staff is meant to keep city records more current, efficient, retrievable and help the environment, say officials. “It reduces the time and manpower needed to make and distribute all the City Council meeting minutes and binders,” said Mayor A. David Marne of going paperless, which means more reliance on tablets, laptops and other wireless devices. “It used to be that there was a whole book of paper info from each council meeting that was printed, distributed and delivered to the council.”
In July, all council members received iPads, and now municipal information is processed much faster using the tablet’s Dropbox application. It allows users to synchronize and obtain stored and updated information in a special folder they can access. “Going paperless reduces the cost of printing council packets and supporting material that averages 100-plus pages at every meeting,” said Alderwoman Mary Ann Hisel. “It’s not just a printing cost, though. Using Dropbox and other organizational apps saves staff time and effort, which can be considerable. That time and effort, too, has a dollar cost which is saved by the implementation of this initiative.” Hisel said the new iPads and other tablets have far more storage without wasting paper, making it easier to transfer data, and allowing immediate access to the Internet to review city ordinances or legal statutes during meetings and while conducting city business. “The ability to share information and update it has significantly improved,” said City Manager Bill Hill. He said information can rapidly change day to day and what is given to the council must be fresh and up to date. Tablets and other personal data devices make this possible, including the iPads with Dropbox.

SALOCALLOWDOWN.COM SHAVANO PARK continues from pg. 24 “All I have to do is delete the current version and then put the new version on it and then it updates everyone’s automatically,” Hill said. “So I can continue to update documents up to the point of the council meeting.” Going paperless also helps conserve resources. “There’s also the environmental component,” Hisel said. “Less hard copies means less paper waste and recycling, which certainly benefits the environment.” Meanwhile, Hill was recently authorized by the council to review the benefits of recording council meetings, which can then be accessed online by residents and others who couldn’t attend. “We want to video meetings and we are reviewing proposals about what we might do,” Hill said. City staff is looking into factors such as what type of video recording should be done, whether it’s one camera with a panoramic view or multiple cameras with multi-angles and zooming capabilities. “At the most basic level, videotaping council meetings so that residents can go back and review government in action on their own time and at their leisure is a convenience factor,” Hisel said. “Lots of people work, have family obligations,

So, providing this service to allow them to stay informed is just plain convenient.” Video recordings also make government more open and transparent, Hisel said. “Meeting minutes capture the ultimate action,” she said. “They don’t and can’t show the debate that occurred between officials to get to that ultimate action. That information is critical because it shows voters how and why their elected officials voted certain ways. Residents are interested in this information but can’t always make meetings.” Hisel said video recordings will help make residents feel more connected to local government. “Videotaping all city public meetings gives them the means to stay informed even when they can’t attend,” she said. “Ultimately, I believe this initiative would allow for greater citizen engagement and a more informed and connected community, which in turn makes for a better Shavano Park.” The improvements, specifically the implementation of iPads and the paperless initiative, have cost about $7,500, according to officials. The funds came from the 2013-14 fiscal year budget under a category for information technology.

sk North Side musician Laura Marie about winning the popular vote in the international 13th annual Independent Music Awards for folk/ singer-songwriter, and she’ll say the experience has been a humbling one.
The performer and Deerfield-area resident, whose real name is Laura Marie Kleffner, said all the musical submissions to the recent competition are worth enjoying. “I don’t see these things as competitions like winning over somebody because art is very subjective and, to me, every artist that was on there and probably tons that were submitted had things that were absolutely worthy of being listened to,” she said. Her award-winning song “Hard Rain” in the “vox pop” category was co-written by producer and longtime friend Jake Owen. After composing the song, Owen asked Laura Marie if she wanted to write the lyrics. She received the song by email, sat down for a few hours and wrote lyrics about turmoil and life’s dark corners. On the bright side, working together on the song led Owen and Laura Marie to join forces for her full-length album, “The Season,” which was released in 2013. These days, they have partnered on a single. Life has not been exactly easy for the solo artist, from overcoming stage fright as a child to clinical depression in college and other hurdles. Because of her experiences, she frequently gives back to the community through music and service projects. She once did a public service announcement for depression and also wrote a song to raise awareness for The Rape Crisis Center, which she performed at an
event sponsored by the center during Sexual Assault Awareness Month. The singer is also very technologically savvy. She belongs to GoGirlsMusic.com, the oldest and largest online community of independent women and music, according to the founder and social media strategist Madalyn Sklar, who is based in Dallas. Sklar and Laura Marie connected through online classes, workshops and panels at conferences. “She’s a giver who is always there to help without expecting anything in return,” Sklar said. Laura Marie supports many causes, such as clean-water initiatives in Africa, helping terminally ill children in the Unites States and lesbian, gay, bisexual and transgender issues. Producer Mack Damon, the co-owner of Hollywood Records, worked with Laura Marie on her first two albums and described her as someone who makes a difference. “It really seems like when the world is being unfair to people, she steps in with her support, her music or both to do her part to fix it,” Damon said. Most of her songs use themes of unconditional love, peace, healing and unity. Her music is inspired by poetry, and she describes it as both pop- and

and folk-infused, meaning it is mostly acoustic. The singer-songwriter said she writes what she feels and tries to remain as original as possible. “When I’m writing, I sort of just do a truth checker. If what I’m writing is what I really think and feel, then I go for it,” she said. Music is Laura Marie’s full-time job, and she’s constantly juggling that with raising two sons with her husband. It also means she is a lot pickier about which shows and tours she signs up to play. Her next gig is the Dripping Springs Songwriter’s Festival, Oct. 17-19, where she will be a featured artist. Damon describes her vocals as velvety, with great tone and delivery. But the music always comes first for her, he added. “She has so many really great songs and lyrics, and every now and then one lyric
will catch you off guard,” Damon said. “It’s like you’re watching her uncover truth.” “Hard Rain” was also part of a project called Global Songwriters, where participants write a new song every week. Laura Marie continues to participate in the project, whether it’s self-directed or inspired by outside prompts. “It flexes creative muscles to write something that somebody gives you, and so I find that the tools need to come out,” Laura Marie said. “I get to practice the tools of songwriting with regard to rhythm, chord progression and just all of the little details that make a song.” While in the studio, Damon said, “She really beat the idea of being musically honest” into his head. When he would want to push a song another direction, to appeal to more people and listeners, she would remind him to follow the truth of the idea.

Deep friendships promoted by club, president says by BAIN SERNA
A
ski club in South Texas might sound like an oxymoron, but since 1973 members of Los Amigos Ski Club on the North Side have embraced planned ski trips for fun and camaraderie.
Now the group is branching out with other types of adventures. “Los Amigos gives me the opportunity to go and ski with people who also love to ski and who like to have fun,” said Los Amigos President Steven Finder, who has been a member of the club since 1988. “The single biggest value the club gives to our members is having someone to ski with. We have people who can ski at all levels — from the never, ever skier to some of the best skiers on the mountain. No matter what kind of skiing you would like to do, there is someone who will ski with you.”
OCTOBER 2014 The club has about 240 members, ranging in age from 30 to 80 years old. Members typically meet at 6:45 p.m. the third Tuesday of each month, August through March, at Anne Marie’s Catering, 12475 Starcrest Drive. Members also hold other social events in San Antonio and surrounding areas. The ski trips range from Jackson Hole, Wyoming, to resorts across Europe. But now the club is trying to broaden its appeal to a new generation with non-ski trips — some to exotic destinations, members said. “Los Amigos is a year-round club,” said Billy Lynum, the club’s marketing director and a member since 1977. “In addition to snow skiing, we have summer activities that include travel out of the country and in and around San Antonio. We’ve had weekend trips to Mexico, the coast, area lakes and the Hill Country.” According to Lynum, those nonski travel experiences include scuba diving in Cozumel, Mexico, and Roatan, Honduras; as well as visiting the pyramids in Egypt and safaris in South Africa. SALOCALLOWDOWN.COM NORTH SIDE continues from pg. 28 together affordable trips for member clubs such as Los Amigos, Finder said. “The purpose of why the club was founded was so we could participate in the first Texas Ski Council Ski Week and promote snow skiing in San Antonio,” Lynum added. “We’ve gone from running one ski trip a year to having four to six trips a year. The Texas Ski Council consists of over 14 clubs in the state of Texas with over 5,000 skiers.” One of the most distinguishing features of the club is that members wear tiger tails on their trips. “These come in most handy while on a ski trip, because when people are in their ski outfit, they are hard to recognize,” Lynum said. “However, if you see someone wearing a tiger tail you know they are a Los Amigos member.” The tiger tail also reflects members’ sense of fun and adventure, and the ornament has become something of a keepsake.
“You can find tiger tails hanging in bars and restaurants throughout North America and Europe,” Lynum said. “They are highly coveted by other skiers and people on the mountain. When people see our tails they say, ‘You’re from Texas,’ or ‘You’re from San Antonio’ or ‘You’re a Los Amigos.’ These tiger tails have certainly brought us some notoriety.” Los Amigos also gives back to the community through involvement with local charities such as the Elf Louise Christmas Project, which provides holiday gifts and necessities to the less-fortunate. The club is also a place where deep friendships are forged, whether it’s through trips or social gatherings, Lynum added. “We say in the club that you come for the skiing but stay for the friendship,” Finder added. “These are truly friends who I have traveled with over the years and who I feel fortunate to have in my life.” For more, visit lasc.clubexpress.com.

n a late summer Saturday afternoon, Bobbie Goff stands in a sunny room of her salon on West Sunset Road with a new client.
The slender, middle-aged woman looks a little nervous – as does her husband, who has come with her for moral support. Goff runs her hand gently through the woman’s dark hair. It seems to just fall out into the stylist’s hand in big clumps. Goff, whose salon is at 362 W. Sunset Road, nods. “A couple of weeks into chemo?” she said. She tells the couple about the first day her own hair started coming out,

shortly after starting chemotherapy in the wake of a double mastectomy. “It just came out in handfuls,” she said. “I tried to get my friends to help me shave my head, but nobody would do it. I guess they were afraid that with the chemo, they might hurt me. So I finally shaved it myself.” Today, Goff, a 10-year breast cancer survivor, is giving back through her profession. The woman in her chair is here today because Goff, a certified volunteer trainer with the American Cancer Society’s Look Good…Feel Better program, offers breast-cancer patients free headshaving, wig styling and other services. October is Breast Cancer Awareness Month, part of a nationwide, yearly campaign to increase knowledge about the disease. Today, after assessing her new client’s hair, Goff opts to crop it in a close-tothe-head cut, rather than shave it. “You look real cute like that, and you still have enough hair for it,” she said. “Next time you come in, we may go ahead and shave it, but you don’t need that yet.” By the time the couple leave, both are smiling. According to the National Cancer
Institute, about one in 12 American women will develop invasive breast cancer; most of them after age 40. While breast cancer rates have dropped in the past few years, nearly 23,000 new cases are predicted to be diagnosed in women (along with 2,360 new cases in men) this year alone. In San Antonio, the highest rates of breast cancer have been documented in ZIP codes 78205, 78257 and 78209. The latter is where Goff has had her cozy, homelike one-woman salon for more than 30 years. Goff has many admirers, including in the medical profession. “I’ve really noticed that people who believe their role in life is important, and who take active responsibility for their own care, tend to do better,” said Dr. Judith Thompson, a surgeon and specialist in breast cancer with a practice in New Braunfels. “Bobbie is that kind of person.” Thompson first knew Goff as friend, then as a client of the salon. When the cancer arrived, she became Goff ’s physician. “One of Bobbie’s greatest skills is bringing out the natural beauty in people,” she said. “She’s an artist, an entrepreneur and an active member of her community. She handled her cancer very well. I think the hardest part was losing clients when

she couldn’t work as much as she wanted to. But she has been very persistent and done all kinds of creative things.” Goff creates and sells tapestries and weavings, and has shared her salon with other businesses, from winebrokers to massage therapists. She is also a graduate of Lionheart Institute for Transpersonal Energy Healing. “Bobbie participates in all kinds of fundraising for cancer, donates to Locks of Love (hair collected for cancer patients) and shares her story openly. She’s a great example of a very strong survivor,” Thompson said. Like most breast cancer survivors, Goff never saw it coming. “I’ve always been really healthy. I love the outdoors, hiking, the ocean…I used to ride my bike 30 miles every morning before work,” said Goff, a North Central resident. “The cancer came out of nowhere. I had just had a mammogram, and it was clear. A couple of weeks later, I found a lump,” she added. “The doctor told me I needed an operation right away. I chose to have a double mastectomy — why take a chance on doing this again? — and chemotherapy. I wasn’t afraid of the cancer,
but it was a pain in the ass. I went back to work the first day out of the hospital, but I wasn’t able to work as much for a while.” She laughed. “I never wore wigs, just scarves and cowboy hats. You know, I had more guys hit on me when I was bald than any other time in my life.” Goff chuckles a lot. At 60-something, she still has a youthful, carefree kind of energy, which she attributes to a fierce independent streak, boundless curiosity and a passion for her profession. She grew up loving fashion and beauty. In her childhood in West Virginia, where her father, Darrell Goff, was stationed with the Marines, she spent summers with her grandmothers. One ran the fashion section of a large department store; the other worked tirelessly with her church in the tiny town of Dixie, population 50. “I worked right along with both of them during the summers,” she said. Her mother did manicures for $1.25 each in a 12-chair barber shop, and Goff wielded scissors by the time she was in school. Even as a toddler, she was putting her mother’s hair up in pin curls every night, and brushing it out in the mornings. When her parents moved to San Antonio in her teens, she attended Edison and MacArthur high schools, and fashioned her own vocational education program.
“I went to see the president of Broadway National Bank and told him I wanted to work for him,” she said. Goff chose employment rather than finish her senior year at MacArthur, but her passion for all kinds of learning continued. She attended classes at San Antonio College and audited courses that interested her, from law to fashion design, all over town. She found what she was looking for at Mims Classic Beauty College, where she became a licensed cosmetologist. Just a few years into the work, she found a major inspiration at a big hair show. “I saw one stage with a young guy in a T-shirt and baggy pants, and there were just a few people watching him, but what he was doing with his hair-cutting working with curved shears, layering, fascinated me, so I offered to help him shampoo and sweep up,” she said. “We didn’t even introduce ourselves until somebody came up and asked the name of our team. I told him I was Bobbie Goff, and he said, ‘I’m Paul Mitchell, so this is the Mitchell-Goff team.’ I really found my passion that day. Paul taught me there were two kinds of hair-cutting; emotional and technical, and how to combine them.” That was a few years before Mitchell founded his famous beauty-products
empire. He and Goff remained friends, and she still keeps in touch with Mitchell’s son and heir, Angus, as well as other international cosmetology entrepreneurs. “There’s a lot of science to these products,” Goff said. “Different hair has different needs. For instance, when your hair starts growing out after chemo, it’s usually real nappy and hard to handle. It’s like wet cotton after you wash it, so you need to know what to use.” Friends say Goff is filled with energy. “Bobbie is one of the most unique individuals I’ve ever met,” said urologist Patricia Terry. “She’s extraordinarily independent, gregarious, open-minded and curious, and she sees the best in everyone. Halfway through her cancer treatments she was already thinking about ways to help other people with their self-image and selfesteem, what she could offer as a stylist. ” Goff was married twice in her early 20s, and once in her 40s. She has outlived all three former husbands. But as a mother of three, grandmother of 11 and great-grandmother of four children, she has much to live for today. “I’m pretty excited about being cancerfree for 10 years,” she said. “I do a lot of cancer runs and walks, so I plan to get a pair of shorts and have ‘10 Years Behind Me’ embroidered on my butt.”

n a broiling Saturday not so long ago, more than 30 volunteers gathered in a cooled warehouse at Lockaway Storage near Fort Sam Houston to pack up 700 backpacks with school supplies collected by Operation Homefront. Chantae Peters did a lot of the heavy lifting. “I’m here because I served 20 years in the military, and I like to give back to the military families,” Peters said. That sentiment is typical of those working with the agency, which recently moved its headquarters from Windcrest to a larger location at 1355 Central Parkway South, Suite 100, just off U.S. 281 near Bitters Road.
Operation Homefront’s mission is to provide emergency financial assistance and other aid to wounded warriors, other service members and their families. Aaron Taylor, director of media and marketing communications, said the new location on the North Side provides office space to 50 caseworkers and other staff, both at the national level and in the Texas field office. It also provides additional space for volunteers, Taylor said. Peters is one of those volunteers. He works as a program manager for a local container company and he spends a lot of time working with Operation Homefront. “Me being a first sergeant in the last six years of my career, I saw the difficulties of the families. So coming in and helping with Operation Homefront gave me a great understanding of what they need,” he said. FOUNDING Taylor said Operation Homefront started in the San Diego area about 12 years ago after the terror attacks of Sept. 11, 2001, when several military spouses formed an online community to help each other. “And that community was a big part of the genesis of Operation Homefront. It was really sort of a mutual support group of military spouses,” he said.

Taylor said the organization went nationwide when it merged with the Armed Forces Foundation. “All kinds of folks who just wanted to support military families during all the Iraq and Afghanistan deployment sprung up spontaneously all over the country,” and were subsequently brought under the national umbrella. By 2006, Operation Homefront had a growing base of operations in San Antonio. But Taylor said moving the headquarters to San Antonio in 2008 crystallized the organization and allowed it to begin building tiers of assistance for military families beyond emergency financial assistance and moral support. “You really have to have that critical mass of people,” he said. “San Antonio is just great in that it has the human resources that understand the needs of the military.” The Texas chapter continued to operate out of an office on Interstate 35 at Weidner Road, where volunteers offered emergency financial assistance, food, basic necessities and other supplies to incoming families. During November and December, grocery bags filled with all the ingredients for a Thanksgiving or holiday meal would line the walls, waiting for families to pick them up. “At that time, the chapters were more independent, and we had chapter affiliation agreements with them,” Taylor said. In 2012, the organization became a national nonprofit and the affiliates reorganized into field offices. Taylor said the Texas chapter eventually moved into the Windcrest headquarters with the rest of the staff and became the Southern Plains Field Office serving Texas, Oklahoma and Arkansas. MISSION The organization’s mission hasn’t changed over the years – it still provides support for military families in need. But it’s expanded now. “Probably our signature program is that emergency financial assistance for a military family that is having trouble paying the bills,” Taylor said. “Whether they’re late on a house payment, if there’s a plumbing problem, or other crisis, we will assist with that. We will pay directly to the plumber or the mortgage company or other provider to help the family get out of a bad financial situation.” “We also have food assistance, which we usually provide in the form of a gift card to a grocery store,” he said. Taylor said more recently, the programs have expanded to include housing. “We have a permanent housing program for veterans and military families of all eras. We have transitional housing for wounded warriors and their families that are recovering in the three places. We have what we call ‘The Villages’ in San Antonio, San
Diego and in the Washington, D.C., area.” For the three villages, Operation Homefront essentially rents out a large chunk of an existing apartment complex. In San Antonio, there are 27 units available to families of service members who are recovering at San Antonio Military Medical Center. “We have a waiting list. This is where the family can live together while the service member’s recovery is taking place. It’s an opportunity for them to live together, to transition together, to heal together and also to financially prepare for life after service as a wounded warrior,” he said. The Villages also provide a community for military families. “They are all going through something together that is a unique experience in American life. And it is something that nobody can prepare for until you’re in the middle of it,” Taylor said. In 2012, Operation Homefront began a housing initiative called The Homes on the Homefront Program, which offers mortgage-free homes to veterans, service members and their families. It has awarded about 300 homes since 2012. “We keep the deed to the house for six months to two years while they go through our financial counseling program. Once they’ve completed the financial counseling program, then we give them the deed to the house, mortgage-free,” Taylor said. “We do have sort of a priority order. At the top of the list are wounded warriors from post-9/11, and it goes from there. We have awarded a home to a Vietnam veteran,” he said. The move from Windcrest to the North Side likely will have little impact on the surrounding community, because almost all of the services are provided remotely. Caseworkers in the homes program work with military members by phone and email and travel to inspect the homes, helping get families into financial counseling programs in their own communities. Operation Homefront offers moralebuilding programs, such as its travel program, which flies service members home to be with their families, and the Military Child of the Year Program. “We honor one child in each branch of the service at a big gala in Washington, where the Chiefs of Staff usually present the awards to the children,” Taylor said. Taylor expects Operation Homefront and the need for its services to continue to grow. “Operation Homefront is an initial contact, providing acute emergency financial assistance,” he said. “And then we get them on a long-term stability path. A
roma Grill has re-opened as a kosher-meat restaurant and is the second iteration of Café Aroma, which offered dairy and vegetarian dishes. The revamped restaurant debuted not long ago at 14375 Blanco Road in the Cadillac Plaza. Under new management, Aroma Grill is said to be the city’s only kosher meat-restaurant. The menu features authentic Middle Eastern cuisine and non-meat parave dishes. Kosher foods are those conforming to the rules of kashrut, or Jewish dietary law. Kashrut supervisor and chef, Michal Barker, said the owners “saw that there was
no kosher-meat restaurant” and decided to re-open under a different name. Barker’s job is to search for meat that qualifies as kosher, which can mean shopping several places. “We have bought it from Houston in the past and now we are getting it from Baltimore,” she said. “I check that no part of the meat is not kosher, check all the vegetables, check for cleanliness and other kosher standards.” Preparation is an intricate process. “It has a special seal, which is basically a kosher symbol. It’s glatt kosher, the most kosher meat you can find,” Barker said. Selections served at Aroma Grill ranges from ground lamb and beef to veal and tilapia. Other dishes including falafel, shawarma and

The restaurant also offers special Israeli salads and ice cream or fruit for dessert. It’s a place to linger as well. “We serve Turkish coffee as well as Lavazza espresso — an excellent Italian gourmet coffee,” Barker said. “The restaurant is a clean, friendly environment, with absolutely great food, and you don’t leave hungry.” There is mint lemonade, desserts and

N
ew York-style sandwiches and Korean cuisine have come together under one roof at Cafe Manhattan House, where owners Daniel and Jessica Kim take pride in the fresh, natural ingredients used to prepare their food. Cafe Manhattan House opened just a few months ago at 15614 Huebner Road, Suite 116. Daniel Kim, who is Korean, has years of experience making both his ethnic dishes and sandwiches. He owned a similar eatery in New York with a deli, a restaurant and a minimarket before making the move to Texas so his wife could be closer to her family. The menu has what Kim calls “special sandwiches” for lunch, including
vegetarian options, and Korean food for dinner. The cafe also serves breakfast. “When a customer comes during lunch, they’ll order Korean food and I can make it,” Kim said. The “special” sandwich menu has fun names such as Chicken Dance on the Fire with grilled chicken, Swiss cheese, onions and jalapeños. Other sandwiches include the popular 911 Rescue with spicy cooked pork; Reuben Hood, a play on Robin Hood and available in a vegetarian version; and Godzilla, Mission: Impossible and more. “I created the sandwiches with names in New York style, but the inside stuff I created is a different quality, different
recipe and more delicious,” Kim said. Most menu items are made in the restaurant using fresh and natural ingredients, with extra flavor courtesy of the seasoning combinations his wife created. Kim warned that many of the offerings can be spicy, so diners should ask questions before ordering. Hours are 10 a.m. to 9 p.m. Monday through Saturday and closed on Sunday.
